Community participation is a concept adopted to ensure participation and give opportunities to communities to determine their own destination in terms of their needs. It is a means of empowering people by developing their skills and abilities to enable them to negotiate with the development delivery system and to equip them to make their own decisions in terms of their development needs and priorities. The aim of the study is to asses community participation in the development planning and service delivery system by the Omusati Regional Council. As a government institution at the grass root level, it has a task to deliver required basic services through development programmes and projects. Interviews and participatory observation, including project visits were the methods used to collect information on the implementation of community participation in the decision making processes, and project implementation by the Omusati Regional Council. The study is structured into six chapters. Chapter 1 deals with the general introduction, background to the study, the statement of the problem, the hypothesis, objective of the study, perceptions, research methodology, significance of the study and organisation of the study. Chapter 2 discusses the theory and philosophy of community participation. It conceptualizes the key terms of community participation in development planning, such as sustainable development, integrated development planning and projects, decentralised development and the building block of development integrated rural development, basic service delivery and indigenous knowledge systems. Chapter 3 highlights the policy framework on community participation in terms of international, national and regional development planning policy documents. Chapter 4 is concerned with the local context of study (Omusati Regional Council), while Chapter 5 presents the data results, interpretation and analysis. Chapter 6 reflects the conclusion and the way forward.

Community participation is a concept that is frequently mentioned in community development. Practitioners in development believe that in order for projects to succeed, communities need to actively take part in designing, implementing and shaping the projects that affect them. The aim of this thesis is to evaluate community participation by measuring quantitative and qualitative indicators of participation. It is important to note that there are no universal indicators of participation. The thesis presents three projects as case studies. In order to measure participation in the three cases, the quantitative and qualitative indicators of participation of Oakley et al. are reviewed. The indicators are applied across all three cases and the analysis indicates whether they were high, low or absent. It is also important to note that to measure participation effectively requires one to spend lengthy periods at the project site and this proved to be a challenge, as will be shown in the thesis. The thesis also demonstrates that to a large extent community participation is contextual. Of the three projects, two were rural projects and one an urban project. The two rural projects, Mongoaneng Development Forum and TsweloPele Women‟s Co-operative, were initiated by members of the community and aimed at addressing issues of poverty. The urban project, Motherwell Youth Development Forum, was specifically targeting young people with the aim of providing them with skills. Key findings include the fact that each of the cases was highly diverse, and furthermore, when measuring these cases, a common thread was that not all participation indicators were present at any given stage. Another key finding is that co-operation amongst project members tends to yield positive results and the reverse yields negative results. Another finding relates to the sustainability of the projects, pointing to the fact that even though two of the cases were doing well, their sustainability was questionable.

Abstract:
In recent decades, development thinking has shifted from mainstream development strategies to more alternative development approaches incorporating various aspects of development such as equity, gender, sustainability, and participation. In South Africa, a country emerging from a past of injustice, community participation has become a central theme in social development as a way of addressing past inequalities. However, despite its popularity, there are concerns that its benefits are less visible. The literature on community participation shows that there are a number of factors why community participation in development projects has not been successful in many communities. On the other hand, literature on participatory development also shows that there are benefits of participation in development projects; community participation can be successful when the community has genuine participation in the process. However, there is evidence that even where participatory development has been successful, is not necessarily easy to replicate in other areas. This study sought to evaluate participation and how this affects the sustainability and success of the Ilitha farming project. Using the qualitative and quantitative indicators of participation by Oakley et al. (1991), which were adapted from various sources, I have shown that there was a high level of participation by members of this project who started on a small-scale basis, with minimal contributions in order to address the problem of unemployment, lack of skills and income opportunities, and growing poverty in the Ilitha community. The study has shown that success in participation is linked to the success and sustainability of the Ilitha farming project. This project is a success because it has achieved its initial objectives and has potential for expansion. In addition, the expansion of project activities has increased and sustains the project income throughout the year, benefiting not only project members but other members of the Ilitha community including the old age home, the HIV Aids awareness centre and households with patients needing assistance. Project success can be sustained on a long-term basis with a high level of participation through commitment, hard work, quality leadership, consultation, team work and respect for each project member as an equal partner irrespective of differences in age, gender and length of membership in the project. The level of internal sustainability i.e. the ability for the project to maintain its own developmental momentum is evidently high. The executive has led the project from its inception in 2003 to date with a clear vision and long-term commitment. However, there is a need for a succession plan in order to ensure continuity of the project as the current executive may not be able to continue due to old age. Secondary partnerships in the Ilitha farming project have had a significant impact on the level of success and sustainability of the project through the provision of funds, training and technical assistance.

ENGLISH ABSTRACT: In the past, development projects were not successful, because development was guided by top-down strategy that excluded the main beneficiaries from the process of development. The creative initiative, local knowledge, and inputs of communities were not considered as a development resource. Hence, development programmes were not participatory, and could not solve social problems, rather they contributed to poverty and dependency. This condition gave rise to new thinking that unless communities participate in development efforts, no social transformation can be achieved. Moreover, the scarcity of resources in developing countries called for the mobilization of all stakeholders' resources in the cause of development action. As a result, community participation emerged as a new paradigm of development. Development has become a humanizing process; projects are people-driven; and communities are the subjects of development projects. Nevertheless, in order for community participation to meet the challenges of development, this has to be a multidimensional approach that integrates the building blocks of development. Against this background, in the context of water supply, the experience of developing countries indicates that the effectiveness of water supply projects is improved when communities participate in all phases of water supply projects. Moreover, community owned and managed water supply projects are better constructed, cost effective, and successful than government subsidized projects. Nevertheless, the role of government in enabling and supporting is essential. The study is an evaluation research, which aims to assess whether community participation is in place, and whether the delivery of water supply is enhanced as a result of community participation. The study area is in Galanefhi, a sub-region in Eritrea. At eleven villages in the sub-region, water supply projects that were constructed in the past twelve years are assessed to evaluate if community participation is in place and its effect on the water supply system. During the course of this study, interviews were conducted with 221 respondents of both sexes from the age of 28 years using open and closed-ended questionnaires. In addition, discussions were conducted with community representatives and government officials on issues of community participation and safe water delivery. Findings of the study indicate that the level of community participation differs within the villages and from one phase of the project to another. There is more community participation in implementation and less in planning. Decision-making is dominated by the water committees and local officials. The major missing ingredient is the level of capacity building. Communities' capacity to manage and operate the water supply system is limited. The institutional and administrative frameworks of the villages regarding water supply is weak. The regional and sub-region authorities' capacity that implements and oversees water supply projects is not strong. Communication between the grassroots and central authorities is not good. This is aggravated by natural conditions like climate and environment, and by the lack of skilled human resources, financial drawbacks, and lack of coordination. Nevertheless, overall assessment shows that water supply projects that enjoy more community participation are more successful and sustainable and more capable of meeting communities' expectations. Therefore, sustainable clean and adequate water delivery can be achieved through community participation in collaboration with all stakeholders. The recommendations which are provided give some insights on how to implement community participation as a strategy on the ground.
AFRIKAANSE OPSOMMING: In die verlede was ontwikkelingsprojekte dikwels onsuksesvolomdat ontwikkeling oorheers is deur die bo-na-onder ("top-down") strategie wat die hoof voordeeltrekkers uitgesluit het uit die proses van ontwikkeling. Die skeppende inisiatief, plaaslike kennis en die insette van die gemeenskappe is nie as 'n hulpbron beskou nie. Dus was die ontwikkelingsprogramme nie deelhebbend van aard nie en kon hulle nie sosiale probleme oplos nie. Dit het eerder bygedra tot armoede en afhanklikheid. Hierdie toestand het gelei tot 'n nuwe denkrigting, naamlik dat, tensy gemeenskappe deelneem aan ontwikkelingspogings, geen sosiale transformasie sal plaasvind nie. Besluitneming word oorheers deur waterkomitees en plaaslike amptenare. Daar is me 'n hoë vlak van vermoë-bou me. Die vermoë van die gemeenskap om die watervoorsieningsisteem te bestuur is beperk en die administratiewe raamwerk van die dorpies betreffende watervoorsiening is swak. Die vermoë van die owerhede op streek- en substreekvlak, asook die kommunikasie tussen die sentrale owerhede en die gewone inwoners is nie na wense nie. Hierdie toestande word vererger deur die klimaat en die omgewingsfaktore, die gebrek aan geskoolde werkers, finansiële probleme en die gebrek aan koërdinasie, Nietemin is daar in die algemeen vasgestel dat die watervoorsieningsprojekte waar daar meer gemeenskapsdeelname was, meer suksesvol is, en beter aan die gemeenskap se verwagtinge voldoen. Die waterpunte word ook langer in 'n goeie werkende toestand gehou. Dus kan die voorsiening van genoeg skoon water bereik word deur die deelname van die gemeenskap en die samewerking van al diegene wat belang het by die projek. Aan die einde van die studie word daar aanbeveel hoe om gemeenskapsdeelname op grondvlak te implementeer.

ENGLISH ABSTRACT: The fundamental purpose of this study is to establish the extent to which theory and practice relate in the context of community participation. The point of departure is to understand what participation entails and the methodologies available to the development practitioner. As illustrated by the case study, there is a meaningful relationship between theory and the practicing of Participatory Rural Appraisal (PRA), which is the methodology of choice for the project. Although the PRA techniques were utilized in gathering data for the project, many of the key decisions were made independently of the community. This brings to light the controversy between technical expertise on the one hand and to what extent the community should be included in any decisions made at this technical level, especially since they may only end up rubber-stamping the professional's opinions anyway. The question arises whether or not the whole concept of empowerment is simply a utopian concept. This is by no means an easy question to answer. However, the case study does illustrate that participation can be harnessed to achieve a successful project. It is important to note that even in difficult circumstances where 'dependency' has taken root, there exists hope that the people can actively participate in the project. It also reinforces the urgency of the need to actively encourage social change that will inspire people towards participation. This has been viewed for too long by the local people as the domain of the educated only. It is therefore important that development agencies create awareness of participation since it cuts across all their projects.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om vas te stel tot watter mate teorie en praktyk met mekaar verband hou binne die konteks van gemeenskapsdeelname in die bestuur van gemeenskapsprojekte. Die vertrekpunt van die studie is die verstaan van wat deelname behels, en watter metodologieë beskikbaar is vir ontwikkelingspraktisyns. Soos deur die gevallestudie geïllustreer, is daar 'n verband tussen die teorie en die praktiese gebruik van "Participatory Rural Appraisal" (PRA), die tegniek wat deur die spesifieke projek gebruik word. Alhoewel die PRA tegniek aangewend is, word baie van die belangrike besluite onafhanklik van die gemeenskap gemaak. Dit plaas 'n fokus op die kontroversiële posisie wat bestaan tussen tegniese insette aan die een kant en die mate waartoe gemeenskappe op hierdie tegniese vlak aan besluite moet deelneem, veral aangesien hierdie tipe deelname slegs op die roetine-goedkeuring van professionele sienswyses mag uitloop. Vir te lank reeds sien plaaslike gemeenskappe hierdie as die terrein slegs van opgeleide persone. Dit is dus belangrik dat ontwikkelingsagente aandag skenk daaraan om gemeenskappe te sensiteer rakende deelname, aangesien dit die suksesvolle uitvoering van al hulle projekte raak.

ENGLISH ABSTRACT: This study was embarked upon to evaluate the contribution which World Vision as agent and catalyst of development has made towards addressing social issues in Lesotho. Specifically, the study evaluates Taung Area Development Programme which is one of the World Vision community development programmes established to improve social conditions in the rural communities particularly, in Tsoloane, Ha-Mopoane and Qhalasi. The study seeks to investigate three important areas; 1. Participation: to assess whether the communities have been involved in the planning of the projects, identified their own priorities for the projects or used their lands and other resources to exercise control over their economic, social and cultural development. 2. Empowerment: to assess how the projects have strengthened the capacity of local communities. This includes the transfer of skills through training for the purpose of equipping people to engage in their own development. 3. Sustainability: to assess the long-term viability of the projects. Data was gathered through the use of qualitative and quantitative data collection techniques. To conduct both methods a snowball technique was applied. The data gathered was tabulated in graphs and pie charts. The results were then discussed and analysed in terms of the aims of this research. Regarding participation, the findings of the study revealed that to a large extent people were able to participate in the planning of the projects. People were able to identify their objectives and make a decision to embark on Income Generating Activities (IGA) such as raising poultry and pigs, sewing, and making baskets, candles and soap. The IGA enabled project members to feed and earn income for their families. The study further revealed that while certain people were able to participate in the planning of their projects, in development activities such as the building of feeder roads, people’s participation was minimal. This blueprint and top down planning approach allowed for little public participation. The study also found that World Vision’s religious involvement was appreciated for the moral support it provided. Another important issue the study brought to light was that people had an opportunity to use their indigenous knowledge in their projects. Regarding empowerment, almost all the respondents believed that World Vision played an important role by training people to handle various activities within projects. Apart from the training given, people also acquired different skills and knowledge. Most of the respondents acquired technical and economic knowledge, while others became skilful in farming and health matters as well as in handcraft. Empowerment in the Taung Area Development Programme has also manifested itself through the improved living conditions of the local people. The study found that infrastructure such as schools and roads have been established. As regards primary health care, respondents indicated that they had access to clean water due to the presence of a community tap. HIV/AIDS awareness, disease prevention campaigns and the building of toilets have contributed to improved living conditions in the Taung Area Development Programme. Though HIV/AIDS awareness and disease prevention campaigns were essential for primary health care, few people were knowledgeable about deadly diseases such as HIV/AIDS. As a result there was still a need for World Vision to underpin the spread of HIV/AIDS awareness within the communities. Sustainability has been attributed to the long-term survival of the development projects and their future operation. The findings of this study confirmed that people in the Taung Area Development Programme were optimistic that the skills and knowledge they have acquired, and the projects themselves will generate resources and continue to operate after World Vision’s departure, especially with regard to IGA projects. The study results confirmed that people who mainly engaged in development activities such as at Qhalasi showed that they could only utilise their skills and knowledge to a small degree. The main conclusion reached by the study is that the Taung Area Development Programme as one of World Vision’s programmes has to a large extent transformed the lives of the local people. As a result of World Vision involvement in the Taung Area Development Programme, people-centred development is manifestly seen to promote the participation and empowerment of the people as well as the sustainability of the development projects.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie was om die bydrae wat World Vision as agent en katalisator van ontwikkeling gemaak het om sosiale kwessies in Lesotho aan te spreek te bepaal. Die studie, meer spesifiek evalueer die Taung Area Develoment Programme, wat een van World Vision se gemeenskapontwikkelingprogramme is wat gevestig is om maatskaplike toestande in landelike gebiede te bevorder veral in Tsoloane, Ha-Mopoane en Qhalasi. Die studie poog om drie belangrike areas te ondersoek; 1. Deelname: om te bepaal of gemeenskappe betrek was by die beplanning van die projekte, deur die identifikasie van hulle eie prioriteite vir die projekte, of die gebruik van hul grond en ander hulpmiddels om beheer oor hul eie ekonomiese, sosiale en kulturele ontwikkeling uit te oefen. 2. Bemagtiging: om vas te stel in watter mate die programme die kapasiteit van plaaslike gemeenskappe versterk het. Dit sluit in die oordrag van vaardighede deur opleiding, om mense toe te rus om in hulle eie ontwikkeling betrokke te raak. 3. Volhoubaarheid: om die langtermyn lewensvatbaarheid van die projekte te bepaal. Data is versamel deur die gebruik van kwalitatiewe en kwantitatiewe data-insamelingstegnieke. Om albei tegnieke uit te voer was die sneeubal steekproeftegniek toegepas. Die data wat versamel was, is in grafieke aangebied. Die resultate was daarna geanaliseer en bespreek in terme van hierdie studie se doelstellings. Met betrekking tot deelname, het die bevindings van die studie bewys dat die betrokke mense in ’n groot mate bevoeg was om deel te neem aan die beplanning van die projekte. Mense was bevoeg om doelwitte te identifiseer en besluite te neem om inkomste-genererende aktiwiteite (IGA) aan te pak. Die aktiwiteite het pluimvee en varkboerdery, naaldwerk, en die maak van mandjies, kerse en seep ingesluit. Die IGA het dit vir projeklede moontlik gemaak om kos en ’n inkomste vir hulle families te verdien. Die studie het verder vasgestel dat, afgesien van die feit dat sommige mense bevoeg was om aan die beplanning van hul projekte deel te neem, die deelname in ontwikkelingsprojekte soos die bou van toeganspaaie, minimaal was. Die tipiese “van bo na onder’’ voorskriftelike benadering tot beplanning het min geleentheid vir publieke deelname toegelaat. Die studie het ook bevesting dat die godsdienstige betrokkenheid van World Vision, weens die morele ondersteuning wat dit bied, hoog gewaardeer was. Nog ’n belangrike aspek wat die studie aan die lig gebring het, was dat die mense die kans gebied was om hul inheemse kennis in hul projeke aan te wend. Met betrekking tot bemagtiging, het feitlik al die respondente geglo dat World Vision ’n belangrike rol gespeel het om mense op te lei om veskeie aktiwiteite binne hul projekte uit te voer. Benewens die opleiding wat ontvang was, het die mense ook verskeie vaardighede en kennis opgedoen. Die meerderheid van die respondente het tegniese en ekonomiese kennis opgedoen, terwyl andere in landbou en gesondheidsaangeleenthede en ook handwerk vaardig geword het. Bemagtiging in die Taung Area Development Programme is ook deur die verbetering in die lewensomstandinghede van die plaaslike bevolking geopenbaar. Die studie het ook gevind dat die infrastruktuur met die bou van skole en paaie verbeter was. Met betrekking tot primêre gesondheid, het die respondente bevesting dat hulle toegang tot skoon water gekry het deur middel van ’n gemeenskaplike kraan. Veldtogte soos MIV/VIGS bewusmaking, voorkoming van siektes en die bou van toilette het tot verbeterde lewensomstandinghede in die Taung Area Development Programme bygedra. Afgesien van veldtogte soos MIV/VIGS en siektevoorkoming wat vir primêre gesondheidsorg belangrik is, beskik min mense kennis van dodelike siektes soos MIV/VIGS. Dit blyk dus dat World Vision meer klem sal moet lê op die verspreiding van kennis van MIV/VIGS binne die gemeenskappe. Die langtermyn oorlewing van die ontwikkelingsprojekte sal aan volhoubaarheid gekoppel moet word. Die bevindings van hierdie studie bevestig dat mense in die Taung Area Development Programme optimisties was dat die vaardighede en kennis wat hulle verkry het, en die projekte, selfhulpmiddels sal genereer wat nog in werking sal wees lank na die vertrek van World Vision, veral met betrekking tot die IGA projekte. Hierdie studie bevestig dat persone wat hoofsaaklik betrokke was by ontwikkelingsprojekte soos by Qhalasi, net tot ’n geringe mate hulle vaardighede en kennis kon gebruik. Die belangriskte slotsom wat hierdie studie bereik het was dat die Taung Area Development Programme, as een van die World Vision programme, in ’n groot mate die lewens van die plaaslike mense getransformeer het. ENGLISH ABSTRACT: The Department of Water Affairs and Forestry (DWAF) maintains that its people-centred Participatory Forest Management (PFM) program contributes to rural poverty eradication through provision of employment, skills training and sharing of benefits of sustainable forest management. It also asserts that local people in the forested parts of South Africa interactively participate in designing systems and institutions that shape forest resources use and management and hence influence their livelihood strategies. Furthermore, the department asserts that the PFM program has taken off exceptionally well in the Southern Cape Forests than anywhere else in South Africa. This means that local people that inhabit the margins of the Southern Cape Forests benefit from the management of these forests. Consequently, this study set out to investigate the socio-economic contribution of the PFM intervention to the two forest-dwelling communities of Diepwalle and Covie within the Southern Cape Forests. The investigation employed an outcome based evaluation approach and was summative in nature. Data were gathered by conducting a 100% survey of the two communities and also through a workshop. Informal interactions and discussions as well as visual observations were used to verify data as the purpose of the study was to present an unbiased, multi-voiced account of the socio-economic contributions of the PFM intervention to the Diepwalle and Covie communities. The results of this research show that the outcomes of the PFM intervention have not been met in the two communities. It was found that the vast majority of the households in the two communities were not aware at the time of this study of the PFM program. There were at the time of the study no PFM-based incentives for local communities to actively participate in the sustainable use and management of the indigenous forests in the vicinity of Diepwalle and Covie. Almost all the householders in the two communities stressed that they do not benefit from the management of the indigenous forests. The existing management approach followed in the Southern Cape Forests does not appear to have more socio-economic and environmental gains than the conventional approach which excludes local people from the planning, designing, implementation and evaluation of institutions and systems which affect their physical environment. The study recommends, among others, regular evaluation of the PFM program to fast track its successful implementation and to ensure that the National Forests Act of 1998 that establishes PFM is fully implemented to realize the socio-economic benefits of forest conservation.
AFRIKAANSE OPSOMMING: Volgens die Departement Waterwese en Bosbou (DWB) dra die Mensgesentreerde Deelnemende Bosbestuursprogram (Participatory Forest Management of PFM) by tot die uitwissing van armoede op die platteland deur werkverskaffing, vaardigheidsopleiding en die deel in voordele van volhoubare bosbestuur. Die DWB beweer dat inwoners van die woudgebiede van Suid-Afrika deelneem aan die ontwerp van stelsels en instellings wat die gebruik en bestuur van woudhulpbronne vorm en daarom hulle broodwinningstrategieë beïnvloed. Verder voer die DWB aan dat die PFM-program aansienlik beter in die Suid-Kaapse Woude weggespring het as op enige ander plek in Suid-Afrika. Dit beteken dat plaaslike mense wat in buitewyke van die Suid-Kaapse Woude woon, voordeel trek uit die bestuur van die woude. Hierdie studie is onderneem om die sosio-ekonomiese bydrae van die PFM-intervensie tot twee woudgemeenskappe, Diepwalle en Covie, in die Suid-Kaapse Woude te ondersoek. This thesis relates the work of a non-governmental organisation, The Spirals Trust, to discussions on human and participatory development. The focus of the study is one of The Spirals Trust’s projects, the 2006/7 Tantyi Youth Empowerment Project, which is discussed in relation to theoretical material on human development and participatory development. Collectively these perspectives are defined in this thesis as ‘participatory human development’. The 2006/7 Tantyi Youth Empowerment Project illustrates some of the challenges that face the practice of participatory human development. Workshops and focus group interviews were conducted with participants who were part of the 2006/7 Tantyi Youth Empowerment Project in order to draw out their experiences of the project. Questions were created from themes that emerged from the participants’ discussion of their experiences and these questions were then posed to members of staff of The Spirals Trust. The experiences of both the participants and the staff members are discussed in order to explore issues that emerge in the practice of participatory human development in the 2006/7 Tantyi Youth Empowerment Project. The results highlight the challenges of putting into action the tenets of participatory human development. Feedback showed that a focus on personal development can help cultivate the ethic of participation. The effort that this entailed on the part of facilitators is discussed. The importance of exposing and continually working with power dynamics that may emerge in projects of this nature is revealed and the eroding influence of bureaucratic compliance in projects like this one is explored. The study also suggests that there is a need to promote development initiatives that challenge the political status quo rather than just finding ways to incorporate the marginalised more effectively into current systems. New questions that the research poses to the practice of participatory human development are considered in conjunction with suggestions for further research.

This study analyses the effectiveness of community participation in service delivery. The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

This study addresses the question of people-centred development as a transformative aspect of the new South African development arena. The concept is defined as the involvement and active participation of people in the decision-making, evaluation and implementation of the development processes, It is one of the forms of democratisation which involves the decentralisaton of authority to the lower tiers of government. This study provides an analysis of the efficacy, relevance, advantages and disadvantages of people-centred development in the South African context. The Zikhoya-Ngqinisa Woodlot Trust Project was chosen as a case study, The reason was that through the process of devolution of the Department of Forestry and Water Affairs (DWAF), which involved the handing over of the management and financial resources of the small woodlots to the communities for their own benefit, the two villages, Zikhova and Ngqinisa, were given the Zikhova woodlot. The devolution of DWAF is one of the various forms of decentralisation that has given more autonomy to the lower tiers of government in the sense that the communities now have to satisfy their own needs. The main focus of the study was to identify and analyse constraints on the implementation of people-centred development specific to the Zikhova-Ngqinisa Woodlot Trust Project. Other interrelated aspects of people-centred development such as sustainability, community involvement and benefits of the project were also investigated and analysed.

ENGLISH ABTRACT: Through the development of sustainable communities, a transformation process can be incited towards a more sustainable way of life. An important prerequisite of this transformation process is behavioural change. This thesis is based on the supposition that participation can contribute to behavioural change. Behaviour which supports the functioning of sustainable systems, is essential in the long term success of sustainable communities. To sustain this behaviour and create a sense of ownership, participatory processes need to encompass the initial phases of development (planning) as well as the implementation and management phase (governance). To secure the participatory involvement in the implementation phase anchor points need to be created in the planning phase, which enable participation of community members in the implementation phase. By means of a case study this thesis has analysed the role of participation in the pilot project in Grabouw, a medium-sized town in the Western Cape, South Africa. The key objective was to establish whether and in what manner, the participatory planning process anticipated the involvement of community members in the implementation phase. Research shows that in some occasions, participation is defined as an instrument to effectively manage contingencies and facilitate the implementation of government decisions. However, the case studies of Grabouw and Porto Alegre, illustrate that community participation can also be organised in such a way that it enables community members to be involved in a meaningful way in decision-making processes, enabling them to shape their own environment. Defined this way active participation is not merely an instrument but an integral part of a complex system encompassing opportunities for social learning. Active participation can incite a process of „conscientization‟ and empowerment, stimulating people to become aware of sustainable challenges and adapt their behaviour accordingly. This viewpoint on participation is in line with the multi-dimensional nature of sustainable development and based on the need to facilitate a continuous evolving learning system. Furthermore it supports the notion that sustainable development is not a fixed objective but a moving target. Within this perspective sustainable communities need to be flexible entities able to evolve in accordance with increased understanding of the complex interrelated issues of sustainable development.

South Africa has high levels of social need which are steadily growing. While the third sector is large and contributes substantially to social service provision, it together with government is seemingly incapable of providing adequate social services, particularly in the more poverty-stricken rural areas of the country. Among other, at the root of the third sector’s inability to adequately serve the needy, is a lack of funding caused by poor funding policies and uninformed financial resource allocation decision making. As such, this study set out to develop an automated financial resource allocation decision making model that would provide extensive organised data to better inform the allocation decision making process – the first component of the study. It was also purposed to provide a range of otherwise lacking empirical data on the third sector to determine service and staffing norms, patterns of funding and to assess financial management of this sector. In so doing the Community Chest of the Western Cape was selected to serve as the locus of the study – their existing manual allocation approach was analysed and a new more sophisticated automated model was developed. Data generated by the model pointed to a further research need, that of a better understanding of the funding and financial management practices of the third sector. This gave rise to the third component of the study, a survey of 232 beneficiary organisations of the Community Chest. An analysis of the data generated by the model and collected from the survey highlighted yet another need, the poor financial management acumen of the sector. In order to address this need and hence the efficacy of the model, a survey of 207 University of Cape Town management accounting students was conducted to determine the feasibility of using their financial management knowledge and skills to support financially and IT-illiterate organisations – the fourth component of the study. The study primarily adopted a quantitative research paradigm; the research design was exploratory-descriptive and used a primary data design with limited secondary data analysis. Data was captured in MS Access and analysed using Statistica and MS Excel. Results indicated that the country’s funding policies were wanting and that the allocation of state and state-controlled funding agency resources were not being allocated in concert with adopted policy. In almost all cases the poorer rural areas had and received fewer resources. Most organisations surveyed were not financially secured and their ability to fundraise was very limited. Their financial management ability was not good. Fortunately a substantial number of accounting students indicated a willingness to improve the financial management ability of such needy organisations. The study concludes by recommending further development of the model, utilisation of accounting students and calls for a major assessment of third sector needs, its funding and financial management. It also recommends the formulation of new funding policies.

Abstract:
The de-industrialisation process that was a common feature of North America and Western Europe in the 1970s, through into the 1980s has become an observable feature in African countries and South Africa in particular in the last two decades. Globally, hard hit areas include those associated with the early Industrial Revolution characterised by mass production and the agglomeration of iron and steel, coal and textile industries. General changes in the global market, especially the falling demand for extractive heavy minerals like coal and gold have also affected many countries region and localities. In the case of South Mrica, the previous high economic dependence on mined minerals like coal and gold has resulted in many once prosperous mining regions of the country being reduced to a shadow of their former selves. The worst affected areas in South Africa are those of the Klerksdorp Goldfields in the North West Province and Free State Goldfields, with the latter alone losing 100,000 jobs during the 1990s. This trend has also been acute in the coal-mining industry of the KwaZulu-Natal province since the late 1970s. The firms that had grown in the shadow of the major mining company supplyipg machinery, or who processed the semi-manufactured product are also severely affected by the closing down and restructuring in the mining and iron industries. These industries have often been forced to close down because of a break in the vital connections they developed with these mining industries. Such localised economic crisis has encouraged the universal trend towards the devolution of developmental responsibilities to the local governments and other local stakeholders to - empower them to respond to these changes. This study investigated the local economic initiatives which have been undertaken in the three municipalities of north-western KwaZulu Natal i.e. Utrecht, Dundee and Dannhauser to respond to the closures which have taken place in the mining industry of this region, which used to be among the most prosperous coal mining regions of South Africa. Using their new developmental mandate the local governments, in partnership with the communities and other external interveners have tried to respond to these localised economic crisis and also indirectly to the general poverty and underdevelopment, which characterises this region of KwaZulu-Natal. The effects of apartheid policies, and previous discriminatory rural development policies in, particular, and the Regional Industrial Development policy, which was intensively applied in the 1980s by the pre-1994 government regime, have further compounded the magnitude of the challenge. The lack of capacity in some municipalities has constrained successful implementation of Local Economic Development has led to some communities acting alone to face their situation with or without external intervention.

In an effort to correct the injustices of the past, particularly the exclusion of the majority, the South African Government has developed scores of policy frameworks in order to address equity and redress, of which municipal Integrated Development Plans (IDPs) and the emphasis on public participation in these processes is central. The IDP forms the statutory basis for a municipality’s policy framework and is also aligned with other resources, including the municipality’s capacity to implement the plan. Although the IDP has been criticised and referred to as a ‘wish list’ in that it supposedly obliges municipalities to make unrealistic plans, it is nonetheless the corner stone of municipal plans, even if only in theory in some municipalities. Against this background, the question that the research seeks to answer is: What was the level of public participation in Midvaal Local Municipality’s 2011/12 Integrated Development Plan? This qualitative research made use of as questionnaire and individual interviews in order to interpret the phenomena of public participation in the IDP process. Although public participation is useful, there is no ‘one size fits all’ and as a result there is a need for a differentiated approach to its application. South Africa has an excellent regulatory and policy framework governing public participation and largely strives to ensure transparency and accountability in the management of local government affairs. However, even with such a comprehensive framework, legislation has at times proven to be inadequate in practice and the same can be said with the ‘credibility’ of the IDP. The research found that the most effective mechanism for public participation in Midvaal was the use of flyers and posters which were provided by the municipality, a method which was also reflected as effective and popular in the literature. To ensure people were fully representative, the municipality held consultations in all but one ward and provided the community with transport to get to the venues; however even with such measures the attendance was very low. Furthermore, it can be said that for public participation to be more effective Midvaal municipality needs to develop strategies to encourage affluent communities to attend meetings and also a need to ensure that the people that do attend the meeting understand what they are about and that they are not platforms for complaining. The research therefore recommends that: there should be enhance public participation mechanisms, the structure of the meeting should be better structured and there should be a focus on public education about the IDP process.

Participation in development is not a new concept as over the years, facilitators of development have realized that meaningful development can only be achieved when the people concerned take part in decision making and implementation of activities affecting them. This study was done to examine the extent to which child participation is being achieved in a development programme area, facilitated by World Vision Malawi, a Non Governmental Organization. The study was done in Chata Area development programme (ADP) located in T/A Chimutu in Lilongwe district. Children are defined as any person below the age 18. The study used mixed methods approach in which quantitative and qualitative approaches were used. Through random and purposive sampling, 110 children and 105 adults were interviewed using a questionnaire. Focus group discussions and key informant interviews were also done to supplement information collected through the questionnaires. Analysis of the quantitative data collected was done using Scientific Package for Social Scientists (SPSS) tool while the qualitative data was analyzed manually using common themes that emerged from the findings. The findings of the study show that despite the many development activities in Chata area participation of children has been limited. Adults look down upon children as a minority group which cannot meaningfully participate in development activities. Furthermore, the study found such factors as cultural and traditional practices, gender, level of education and other household characteristics to be the major barriers to children‟s participating in development activities. Surprisingly, the findings further indicate that much as the programme has been engaged in advocacy activities, these have focused more on creating awareness on child protection only rather than child participation. The study argues that if children will have to sustain the development gains in communities such as Chata, then they equally need to participate in the development process to enhance their future capacities in related development activities. On the overall, therefore, the study recommends that there is a need to create awareness on the adults to change attitude when they look at children and begin to create room for children to participate in the development process in an age appropriate manner. There is a need to create systems and structures that will enable children be included in the decision making process while building their capacity and self esteem.

A key focus of the study was to identify the level of participation of the community in all aspects of the project cycle, that is, the planning, implementation monitoring and evaluation phases. The study was carried out in an informal settlement situated in the North Coast about 75km from Durban. The community garden project was funded by the Luthuli Education Trust and initiated by the Borough of the Dolphin Coast as an endeavour to address abject poverty and unemployment in the community. Qualitative research methodology guided the evaluative nature of the research. The case study research strategy was used as the community garden project in the Shakashead community served as an example of a development programme in action. The data collection methods included participant observation and semi-structured, individual interviews. Purposive sampling was used to obtain respondents for this study. This process involved the deliberate selection of members who played significant roles in the attempts to start a community garden project in the Shakashead community. These research respondents included members of the Shakashead Civic Resident's Association, a Development Consultant who represented the funding organisation and the client liaison officer employed by the Dolphin Coast Borough. The overall aim was to document their perceptions and understanding of the attempts to start the community garden project and the reasons for the unsuccessful operation of the project. Four major themes emerged from the data to exemplify the significant elements of community involvement experienced in the attempts to start a community garden project in the Shakashead community. These themes included: a) the structural components required for full community participation; b) the importance of support and training for community members; c) local leadership and its impact on development; d) the hierarchical procedures of organisations. The recommendations included areas for further research and several changes ID working practices.

The citizen science approach has a role to play in the restoration of river health in catchments affected by pollution. Everyone can become involved in monitoring the health of a river, dam, estuary or wetland closest to them. In KwaZulu-Natal, uMngeni and Msunduzi Catchments, voluntary participation in river health initiatives has been adopted by schools, conservancies, NGOs and catchment management forums. The purpose of the study was to explore the perceptions and experiences of the use of miniSASS, a simplified South African Scoring System (SASS) tool for monitoring river health in uMngeni and Msunduzi Catchments over the past 15 years. A qualitative exploratory and descriptive study was undertaken through semi-structured interviews and documentary analysis. The researcher managed to purposively select a sample of ten participants, mainly the active users of the miniSASS citizen science tool in the identified catchments. The finding of the study is that miniSASS is perceived and experienced as a valuable community-based educational tool in Msunduzi and uMngeni catchment which has led to local government authorities to respond faster in solving incidents of industrial pollution; address poorly maintained water infrastructure and fix the leaking sewers contaminating freshwater. The study recommends that a further investigation be made on the economic value of citizen science contribution in KwaZulu-Natal since there were indications that it has already benefited some of the accommodation businesses who appreciated the change in the nearby streams.

This study explores participatory development methods which may be engaged with a smaller community interest group to create an environment conducive to free and effective participation towards empowering more participants in rural communities. The study was conducted in Makhuduthamaga Municipal area in Sekhukhune District of Limpopo Province. The data was collected through participants observation during application of Participatory Rural Appraisal techniques , community groups, documents reviews, and groups and individual interviews. The study looked into participation procedures and pattern during Participatory Rural Appraisal techniques, groups' institutionalisation and internal participation environment. The study also conducted comparative analysis between community interest groups and organisational linkage structures, in order to establish how free and conducive the groups' internal environments are between the cases. The study found that: interest groups are more common, accessible and empowering in rural communities than organisational linkage structures. People participate and attain self-esteem and selfreliance, making them participate and develop a sense of responsibility and ownership. The findings will therefore inform development agents in government departments and NGOs about the elements to consider in the implementation of development programmes, and to make appropriate choice of partic ipatory models for effective partic ipation and empowerment. The stud y's theoretical contribution is in sustenance participation theory, which argues that for people to effectively participate in their development, they should be made to participate by being given responsibilities which may motivate them to participate in finding solutions, own the outcomes, and participate toward sustaining them.

Rural women in Zimbabwe are disproportionately represented among the poor. Among the interventions taken to mitigate the poverty suffered by women is the concept of income-generating projects (lGPs). Government, non-governmental organisations and donor agencies support the IGPs. After years of channeling resources through the IGPs to alleviate the poverty of mostly rural women, it is necessary that we take stock of the benefits that have been realised. The aim of this thesis is to identify the benefits and pitfalls of the IGPs in alleviating poverty. A case study of two projects in Chinamora communal lands in Zimbabwe demonstrates that IGPs do provide some benefits to participants and their households. Limited funding for start-up capital and lack of viable markets are among the major impediments to increased benefits. There is evidence that women can successfully organise themselves and explore previously male dominated areas of production such as carpentry. This suggests that IGPs do have the potential to somewhat alleviate poverty. making it necessary for the supporting institutions to seriously consider improving the shortcomings presently plaguing IGPs.

The war on poverty is South Africa's priority and challenge. Many poverty alleviation programmes have been established in South Africa in an effort to overcome poverty. However, poverty alleviation projects have had little impact on the poverty profile of the country. Poverty continues to be pervasive, intractable, and inexcusable. The purpose of this study was to gain insight into the personal definition of poverty as constructed by the poor themselves. In this study the researcher's main argument was that sustainable poverty reduction calls for effective strategies based on clear and consistent concepts and approaches. Different ways of understanding poverty lead to different ways of dealing with it. A common and clear understanding of poverty helps build a common agenda with development partners, linking specific causes of poverty in each setting with sustainable policies and action. A qualitative study was conducted with fifteen (15) poverty-alleviation projects participants from three (3) different projects. Data was collected with the use of an interview guide. The participants' responses revealed that poverty, like beauty, is in the eyes of the beholder. The participants attached varying and interesting meanings to explaining the concept of poverty. The study also shed some light on the current state of the poverty-alleviation projects.

Traditional development theories concentrated on stimulating economic growth without considering the extent to which growth would affect rural people's quality of life. Modernisation has failed to improve life in rural Third World areas. Current development thinking emphasises the human aspect of development and IS more inclined towards participatory rural development. Referring specifically to the Batlharos Water project, the study investigates and identifies the causes ofthe limited initiatives in participatory development within the Kudumane district in the North-West Province of South Africa. Trends in the evolution of development thought to people's participation, including factors, processes and approaches that may facilitate participatory development in the Kudumane area are discussed. Factors that have affected and limited earlier participatory initiatives in this area are isolated. The study concludes that unless rural communities constantly become the planners, initiators and executors of local development, no real transformation of their lives can be accomplished.

The study of development in the 1960s and early 1970s was characterised by major struggles between competing ideological positions . Writings were dominated by attempts at getting the ideologies right , hence the proliferation ofNeo-Marxist and Neo-Classical discourses. The vociferous debates between development theorists such as Andre Gunder Frank (1966), Paul Baran (1962), W.W. Rostow (1963) and their followers) were indicative of this period. A fundamental shift occurred in the late 1970s, however, when the focus of development studies shifted to the more technical issue of how to get prices right. World Bank and International Monetary Fund intervention in state affairs were a characteristic of this fundamental shift, with the now notorious Structural Adjustment Programmes (SAPs) of the 1980s being a direct result of this movement. The whole terrain of development studies has once again, however, undergone reconstruction, with the emergence of an entirely new strain of development-oriented thought in the 1990s. The key development problem being identified by social scientists at present is the institutional context in which development takes place. It has finally emerged that this issue surpasses those debates concerning ideology and monetary issues. Development protagonists now acknowledge that they can no longer look at development without considering the institutional environment in which it is to take place. Irrespective of ideology and price factors, then, it has finally been realised that development is highly contingent upon the establishment of a sound development-oriented institutional environment. Although the international development arena has experienced this fundamental shift, very little research has been done , thus far, on the dynamics of KwaZulu Natal 's institutional environment. As such very little is known about its efficacy in supporting or initiating development programmes in the province. If one considers the enormity of the development task in KwaZulu Natal this is an extremely unsatisfactory situation. KwaZulu Natal undoubtedly needs a sound institutional environment that supports development, thus making a study of how the province's institutional environment impacts on development imperatives an extremely important endeavour. It is hoped that this dissertation helps in some small way to fill the research void that is clearly apparent in KwaZulu Natal. It needs to be iterated right at the outset, however, that this dissertation is not meant to be an extensive, all encompassing critique of KwaZulu Natal's institutional environment. It is rather an exploration of those important issues pertaining to its institutional environment that impact so dramatically on development imperatives in the province.

Mining industry Corporate Social Responsibility (CSR) projects are designed to improve the quality of life of neighbouring communities. However, it is increasingly argued that few of them actually result in tangible benefits for the communities where they are implemented. Moreover, few empirical studies have been undertaken on this subject. The dearth in research on this subject explains why there is inadequate evidence to draw informed conclusions and decisions. The current study sought to determine the nature of benefits accruing to rural communities from mining companies CSR projects in Moses Kotane Local Municipality of the North West Province. Specifically, the study sought to determine the characteristics of mining companies CSR activities, nature of community-perceived benefits derived from them and assess the perception of surrounding local communities on such initiatives. A case study design was used because of its power of providing detailed factual information on mining CSR activities. The study was carried out following a sequential mixed research method that integrated qualitative and quantitative techniques. Document review, questionnaires and in-depth interviews were used to collect data. A total of 261 respondents randomly selected from households in five villages, 30 purposively sampled key informants who included 18 officials from various institutions and youth, were interviewed. Thematic content analysis was used to draw meaning from the qualitative data. Descriptive statistics and inferential tests were carried out using the Microsoft Excel software. It was revealed that CSR projects were improving water infrastructure, in addition to being used to construct and refurbish schools and clinics. Although the CSR projects were supporting the livelihoods of local households, there was still considerable room for improvement particularly in relation to creating sustainable employment opportunities. Only 8 % of the respondents believed that CSR projects were beneficial to them. Lack of consultation when developing the CSR projects and limited awareness campaigns led to inappropriate initiatives being implemented. This highlighted the need for adopting inclusive approaches in decision making processes starting from planning to implementation.

The focus of this study was the establishment ofa service centre by the rural aged. In the course of this project, the researcher discovered how the rural aged were empowered through the participatory action research process. This process enabled the aged to accomplish their goals, and so to grow and develop. In particular, they improved their lives, and enhanced their self esteem and dignity.

Chiefs in Malawi have traditionally been part of the government machinery since colonial days and continue to play a crucial role in development administration even more so in decentralized structures. They are able upon to mobilize communities in rural areas to initiate and implement community development projects with minimal supervision. Malawi Social Action Fund 1 (MASAF 1) project management approach, which centered on community ownership of projects and registered enormous successes, is a case in proof of this. However, distribution of power and roles between chiefs and local government authorities in view of decentralization demand more research and policy debate if chiefs are to be effectively utilized and for the decentralization process to work effectively. Whilst the local authorities derive their power from the control of 5% of revenue collected in the districts, which they are allocated, chiefs derive theirs from the legitimacy they have over their subjects for being in constant touch with the community.

The researcher conducted a qualitative study to determine the relationship between Local Government and the welfare organizations in the Eersterust community. In the previous political dispensation Eersterust was a community that was disadvantaged in terms of services by Local Government. Although Local Government is now tasked with a social development responsibility, its role regarding welfare organizations still does not go beyond rendering basic services, such as making premises and recreational facilities available. The research findings indicated that there is no clarity on the relationship; welfare organizations are uncertain of what is expected of them by Local Government and what they can expect from Local Government.
