Abstract:
Perceptions and expectations are integral aspects which affect people's decision making to support community-based development programs. Few studies have explored the perceptions-behaviour relationship and more so the stakeholders' perceptions towards the sustainability of community-based agricultural projects especially aquaculture. An understanding of perceptions for different stakeholder groups in community-based projects can clear misconceptions, and identify factors that can unleash the full potential of the community-based projects, so as to achieve sustainable societal development. In Namibia, four out of six community-based fish farm projects have failed. Hence, there is a need to explore stakeholder perceptions for improvement. Adopting a qualitative research method with interview guide to collect primary data, the aim of the article is to understand the status quo, re-define stakeholders' roles, expectations, and perceptions about consultation, participation, empowerment, ownership, etc., of community-based aquaculture project improvement and sustainability in Namibia.

Abstract:
Community participation in rural development is no longer a new terminology in the development lexicon of developing countries. In most developing nations, there exist a great disparity between the rural and the urban centres in terms of socio-economic development. Central Ejagham, an enclaved community in Manyu Division of southwestern Cameroon has, over the years, been faced with a number of development challenges. In response to this, and inline with the government of Cameroon’s policy of supporting self-reliant development, the community engaged in a series of self-defined community development activities in a multiplicity of sectors, on the bases of locally identified abilities and resources. This paper adopts qualitative methods such as interviews, focus group discussions, detailed field observations which were complemented by secondary data sources and content analysis to examine the barriers and indigenous efforts towards enhancing community participation in Central Ejagham. We observe that the level of participation in a majority of the projects falls either within the “tokenism” or the “citizen control” rungs of Sherry Arnstein’s Ladder of Citizen Participation. In addition, although “tokenism” rung projects in Central Ejagham receive much financial and technical support, although they are saddled with commitment-related challenges. Conversely, projects at the “citizen control” rung are characterized by significant commitment but are hampered by limited (financial and technical)resources. To further enhance community participation, we recommend that projects at the “tokenism” rung which are generally viable in terms of financial and technical capacity be stepped up to the “citizen control” level, inorder to guarantee maximum participation for better results. In addition, we suggest that the legislative arm of the government should introduce a bill on the need to effectively support community developmental efforts. This. We believe, will make “citizen control” rung projects to become more effective. Finally, a platform to guarantee the sustainability of projects and to ensure the adequate dissemination of information on sourcing for external funding to support projects should be introduced.

Abstract:
The Tunisian Constitution of 2014 requires local authorities to adopt mechanisms of participatory democracy. This paper presents how citizen participation in development planning has been implemented by the Tunisian administration in the frame of two Tunisian-German cooperation projects funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The first project example consists of a multi-stakeholder dialogue for integrated water resource management in Kairouan, central Tunisia, whereas the second example is about citizen participation in planning small-scale investments in local infrastructure in different parts of the country. External facilitation, inclusiveness, transparency, expectation management and commitment from all levels of the administration are described as success factors for implementing participatory processes. Similar cooperation projects supporting citizen participation should be aware of on-going power struggles at different levels, as well as the challenges of local legal implementation. Both examples illustrate areas of tension between the remnants of the authoritarian past in Tunisia, and innovative democratic approaches. Furthermore, the examples allow to observe how ambiguities regarding the distribution of decision-making power between national, regional and local level become manifest in the on-going process of decentralisation in Tunisia.

Algeria is a country known for its diversity. Indeed, each of its regions stands out for its urban landscape, heritage, customs and traditions. The urban landscape of the Souf region is exceptional. This one is known for the originality of its architecture. Its two old districts "Messaaba and Acheche" having the status of safeguarded sector since the year 2013, were endowed with a project of elaboration of the permanent plan of safeguarding. The citizen is a key element in this project because it is the element that makes this heritage live. Therefore, citizen dialogue must be at the heart of the project process. To facilitate the consultation process and win public confidence for its full support to projects, it is necessary to establish a collaborative approach and establish mechanisms connecting the project. The effectiveness of its participation depends on individual differences. These variables could be demographic (age groups, educational level, economic context ... .etc), personality, or sense of community. The purpose of this article is to examine sense of community level that influences the process of participation of citizens concerned by the elaboration of the permanent safeguarding plan project, through a survey that was initiated with the inhabitants of two old districts "Messaaba and Acheche" to the city of El Oued.

Abstract:
This article discusses the approach adopted by the researchers into citizen participation in urban regeneration actions and projects. It describes the concepts of sustainability and habitability in relation to the urban environment and architecture within the framework of improving the resilience of our cities through the circular economy and decarbonisation processes in architecture. The authors review the participatory dimension of different urban regeneration actions carried out in Spain and the impact of this dimension on the results obtained by environmental, economic and social urban improvements. They then define possible strategies and methodological tools for integrating this dimension into traditional urban regeneration processes. The article presents case studies and their specific characteristics, and draws conclusions about their effectiveness and relevance. It also compares citizen-led interventions with interventions led by public administrations. Lastly, the authors analyse the potential reasons for success in these processes and projects, identifying weaknesses and proposing possible strategies for future development by researchers.

Abstract:
Citizens who lack basic skills and knowledge end up with unemployment or low-paying jobs. This leads to existence in poverty and a lack of opportunity to even voice. Low literacy levels affect economic development, diminish citizen participation and contribution, and are burdensome on nations. To address the issue, many nations consider, adopt, and support adult literacy programmes (ALP). Namibia is no exception. Hence, in 2003, the Adult Literacy Programme was initiated and is still actively engaging the targeted community members for acquiring basic skills and knowledge, thereby reducing poverty. Thus, the objective of this study is to assess ALP's success in poverty reduction as a citizenry approach. Based on the transformational learning theory and the capability approach, the qualitative research method is adopted, and data collection is done with structured interviews using a purposive sampling technique. Findings reflect ALP has enhanced the lives of participants and, therefore forms part of the measures to inhibit several social-related evils that cause poverty.

Smart-City-Konzepte versprechen einfache Lösungen für eine Vielzahl komplexer sozioökologischer Probleme und Herausforderungen. Die vielfältigen Visionen von Smart Cities basieren auf der Vorstellung, digitale Technologien seien der Hauptantrieb für positive soziale und ökologische Veränderungen. Der Kern dieses Ansatzes ist, dass Effizienzsteigerungen aufgrund von Digitalisierung neue Möglichkeiten für Städte schaffen, wirtschaftliches Wachstum, Nachhaltigkeit und Klimaschutz miteinander zu vereinen. Zudem verspricht die Digitalisierung der Stadt auch eine zunehmende Demokratisierung durch neue, digitale Partizipationsmöglichkeiten sowie onlineunterstütze Bottom-up-Prozesse. Vorliegende empirische Studien zur Smart City kritisieren jedoch die dominierende Top-down-Implementierung, die prägende Rolle privatwirtschaftlicher Akteur_innen sowie den technokratischen Charakter vieler Projekte, obwohl diese ganz explizit als bürger_innenorientiert formuliert sind und umfangreiche Partizipationsmöglichkeiten versprechen. Der vorliegende Beitrag untersucht vor diesem Hintergrund die Rolle der Bürger_innenbeteiligung in Smart-City-Konzepten anhand des Entstehungs- und Implementierungsprozesses der SmartCity Cologne (SCC). Auf der Grundlage semi-strukturierter Expert_inneninterviews sowie einer umfassenden Dokumentenanalyse legt der Beitrag dar, wie die Smartifizierung der Stadtentwicklung in Köln konzeptionell verankert ist, wie sie lokal ausgehandelt und implementiert wird und welche Rolle dabei die Bürger_innenbeteiligung spielt. Der Schwerpunkt der empirischen Untersuchung liegt auf der Diskrepanz zwischen der nach außen kommunizierten bedeutsamen Rolle der Bürger_innen bei der SCC und der tatsächlich erfolgten Bürger_innenbeteiligung bei der Konzeption der SCC sowie bei der Umsetzung einzelner Teilprojekte. Theoretisch-konzeptionell basiert der Beitrag auf Sherry Arnsteins Arbeit zu Partizipationsprozessen sowie aktuellen Erweiterungen ihres Ansatzes im Kontext von Smart City und verbindet diese mit der Debatte um die post-politische Stadt. Smart City concepts promise simple solutions to a variety of complex socio-ecological problems and challenges. The various visions of Smart Cities are based on the idea that digital technologies would be the main driver for positive social and ecological changes. At its core, the smart approach is rooted in the idea that the gains in efficiency brought about through urban digitalization create new opportunities for combining economic growth, sustainability and climate protection. In addition, the digitalization of the city promises increased democratization through new, online participation opportunities and bottom-up processes. However, available empirical studies on the Smart City criticize the dominant top-down implementation, the determining role of private sector actors, and the technocratic character of smart projects – even those which explicitly promise participation and are described as citizen-oriented. In this context, the article examines the role of citizen participation within Smart City concepts with the illustrative example of the formation and implementation of SmartCity Cologne (SCC). Based on semi-structured interviews with experts and extensive document analysis, the article explains how the smartification of urban development is conceptually anchored in Cologne, how it is negotiated and implemented locally, and what role citizen participation plays in the process. The empirical investigation focuses on the discrepancy between the important role of the citizens in SCC that is communicated to the outside world, and the actual participation of citizens in the design of SCC and the implementation of individual projects. Theoretically and conceptually, the article draws on Sherry Arnstein’s seminal work on participation processes and more recent iterations of her approach against the background of the Smart City, and connects it with debates on the post-political city.

Abstract:
This paper is informed by findings of a study which sought to explore citizen participation in Zambia. The paper used a phenomenological design. Qualitative data was collected and analysed using emerging themes. The results revealed that many Zambian citizens do not participate in developmental and economic activities, projects and programmes due to lack of development prevailing in most parts of the country, and in particular the high levels of economic stress that are felt at individual and household levels. The inability to implement the sound choices and policy decisions craft by central government though a number of policies, ratifications and deliberate initiatives that the country has assented to, aimed at encouraging participatory practice. This has also caused citizens to lose trust in legislatures. At local level, the majority of citizens have inadequate access to basic social and economic services to live dignified lives. Government’s inability to provide such services has made citizens not to see the need to participate in any developmental programmes. With all such situations, Zambian citizens are discouraged to participate in the governance of the country and therefore, participatory practices fail.

Abstract:
This research article presents the integration of participatory modeling and system dynamics as a novel methodology for the consolidation of social dynamic models for the subsequent evaluation and prioritization of green projects in Colombian post-conflict communities. First, through participatory work carried out with a community, the citizen factors were identified, evaluated, and systematized in relation to the problems and needs of the region. Second, based on the results obtained, a simulation model based on system dynamics—which facilitates decision-making with regard to the evaluation of green projects—was calibrated. The proposed methodology lead to the conclusion that, with the participation of the community, and with a model based on the dynamics of the variables—such as supply and demand—for natural water and land resources, it is possible to warn decision-makers about variables that can lead to the maximization of investments, and thus to prioritize and select the most appropriate environmental, social, or economic initiatives that meet the needs or expectations of the involved community. In the future, the model could be used to facilitate the management, administration, and control of water and land resources by creating alerts called reserve margins.

En el presente artículo se exponen los resultados obtenidos a través de una revisión documental de artículos científicos y orientaciones gubernamentales nacionales e internacionales sobre las concepciones, percepciones, perspectivas y desarrollo teórico sobre la formación en competencias ciudadanas orientado al contexto colombiano. El propósito de este análisis es determinar los mecanismos y orientaciones para la formación en ciudadanía; dentro del análisis se realiza un rastreo de las fuentes de manera que se pueda generar comparaciones especialmente en la disciplina de la educación física, por esta razón al contrastar a los diferentes enfoques y posicionamientos, donde se apunta a dar respuestas a una sociedad globalizada, diversa, plural y en constantes tensiones sociales, ideológicas, políticas, económicas y culturales entre otras; para desarrollar competencia en las nuevas generaciones, donde la capacidad de resolver conflictos se cualifique con el diálogo y aumente la participación democrática, la sana convivencia pacífica, la inclusión y el derecho a las diferencias religiosas, políticas, raciales y sociales, que son precisamente los tres grupos de competencias ciudadanas implementadas por el Ministerio de Educación Nacional (MEN), a donde dirige sus esfuerzos para la formación ciudadana de los estudiantes de educación básica, media y media vocacional. El anterior objeto de estudio se aborda desde el sesgo, de las posibles contribuciones de la educación física como herramienta en la construcción colectiva de ciudadanía. La metodología aplicada es revisión documental, teniendo en cuenta criterios de inclusión y exclusión a través de matrices categoriales y heurísticas para el respectivo análisis de la información. Los resultados arrojan que en diferentes contextos nacionales e internacionales apuntan al desarrollo de la ciudadanía, a través de diferentes mecanismos participativos en la escuela, practicas docentes, metodologías y proyectos educativos institucionales, pero es necesario acrecentar el desarrollo de la competencia ciudadana por medio de la educación física, principalmente en participación ciudadana y respeto a las diferencias.Abstract. This article presents the results obtained through a documentary review of scientific articles and national and international government guidelines on conceptions, perceptions, perspectives, and theoretical development on training in citizen competencies oriented to the Colombian context. The purpose of this analysis is to determine the mechanisms and guidelines for citizenship training; Within the analysis, the sources are tracked so that comparisons can be generated especially in the discipline of physical education by contrasting the different approaches and positions, as it aims to provide answers to a globalized, diverse society, plural and in constant social, ideological, political, economic, and cultural tensions among others; to develop competences in the new generations, where the capacity to resolve conflicts is qualified with dialogue and democratic participation, healthy peaceful coexistence, inclusion and the right to religious, political, racial, and social differences, which are in fact the three citizen competency groups implemented by the Ministry of National Education (MEN), which directs its efforts for the citizenship training of students in basic education, media, and vocational media. The previous object of study is addressed from the point of view of the possible contributions of physical education as a tool in the collective construction of citizenship. The methodology applied is documentary review, taking into account the inclusion and exclusion criteria through categorical and heuristic matrices for the respective analysis of the information. The results show that in different national and international contexts there is an effort towards the development of citizenship through different participatory mechanisms in schools, teaching practices, methodologies, and institutional educational projects; however, it is necessary to increase the development of citizen competence through physical education, mainly in citizen participation and respect for differences.

Resumen: Enclavado en el valle del Ebro, Rincón de Soto es uno municipio dinámico de La Rioja (España). Su término municipal es pequeño, 19 km2, aunque con unos suelos muy fértiles y con una larga tradición agrícola, que se ve amenazado por la construcción de una variante ferroviaria. Su sólida estructura económica fundamentada en el sector industrial y una agricultura intensiva muy competitiva pueden verse afectados negativamente. El gran desafío futuro que se le presenta a la localidad es afrontar la integración del ferrocarril desde la gobernanza participativa. El objetivo de este trabajo es aportar, desde la perspectiva geográfica, una mayor claridad (paisajística, medioambiental, socioeconómica, etnográfica), así como destacar la importancia de la participación ciudadana en la toma de decisiones. Metodológicamente, se ha utilizado un cuestionario realizado a la población rinconera de donde se extraen los resultados presentados en este trabajo científico. El desarrollo rural de Rincón será impulsado o frenado dependiendo de cómo se afronte este gran reto. Como en todo proceso de gobernanza territorial, la decisión más acertada será aquella que cuente con el respaldo ciudadano y, en este caso, los rinconeros se postulan por el trazado Sur de los dos proyectos de variante propuestos. Palabras clave: Desarrollo local, ordenación del territorio, gobernanza participativa. Abstract: Located in the Ebro valley, Rincón de Soto is a dynamic municipality in La Rioja (Spain). Its municipal area is small, of 19 km2, although with very fertile land and a long agricultural tradition, which is threatened by the construction of a new railway line. Its strong economic structure is based on a powerful industrial sector and a highly competitive intensive farming could be negatively affected. The great future challenge for the town will be to face the integration of the railway from a participatory governance point of view. The aim of this paper is to contribute, from a geographic perspective, greater clarity (landscape, environmental, socioeconomic, ethnographic), as well as to highlight the importance of citizen participation in decision-making. Methodologically, a questionnaire among the inhabitants of Rincón has been carried out. The results from these questionnaires are the ones presented in this scientific paper. The rural development of Rincón will be boosted or slowed down depending on how this challenge is tackled. As in any process of territorial governance, the best decision will be the one that has the support of the citizens and, in this case, people from Rincon are in favor of the southern route of the two proposed bypass projects. AbstractAlthough three decades have passed since the fall of communism in Poland, the observed level of social activity in the country is relatively low. Participatory budget emerged as an idea to increase the involvement of citizens in decision-making processes concerning their immediate surroundings. In addition to their inclusion in the activity of local government, this form of citizen participation is expected to have a positive impact on residents’ involvement in activities for the benefit of the local community. The aim of this article is to indicate the conditions that influenced the implementation of the idea of the first participatory budget in Poland and emphasizing the importance of the civic budget in managing public administration through partial decentralization involving local communities in social dialogue for local investment initiatives, especially in large provincial cities in Poland. The following research question was adopted in the paper: has the introduction of a participatory budget in Poland increased social activity and has it been conducive to the development of civil society. In Poland, the initiative to create a civic budget met good political conditions in the relatively small city of Sopot, which had the resources to implement the project. After successful implementation, this initiative was relatively quickly adopted by other Polish local governments, which then on their own introduced social consultations called the civic budget. Not all poviats introduced the civic budget of their own volition. The government, seeing the possibility of political discounting of this new solution, decided to introduce a mandatory participatory budget in town counties and ordered the allocation of funds from their budgets, no less than 1 % of budget expenditure. The article relies on the case-study method, comparative analysis and trend analysis, qualitative and quantitative methods of description, document analysis and statistical data. The analysis focuses on the town of Sopot and provincial capitals. Local conditions are important for understanding the processes of shaping active civic attitudes in Poland, because cities are the poles of development of civil society and give impetus to innovative changes in the entire socio-economic system. The materials used in the article include reports, documents and legal acts regarding the functioning of the town of Sopot.The study showed that the participatory budget indeed activates the local community around various projects. At the same time, the question of directly translating this activity into an increase in the number of organizations, associations and foundations remains debatable. The introduction of the participatory budget to administrative management practice in local-government units in Poland should be considered in terms of the soft power impact of administration on the shaping and development of civil society, which is still in the development stage in Poland.

Abstract:
In this issue of Journal of Disaster Research, we introduce nine papers on societal responses to recent catastrophic disasters with special focus on long-term recovery processes in Japan and the United States. As disaster impacts increase, we also find that recovery times take longer and the processes for recovery become more complicated. On January 17th of 1995, a magnitude 7.2 earthquake hit the Hanshin and Awaji regions of Japan, resulting in the largest disaster in Japan in 50 years. In this disaster which we call the Kobe earthquake hereafter, over 6,000 people were killed and the damage and losses totaled more than 100 billion US dollars. The long-term recovery from the Kobe earthquake disaster took more than ten years to complete. One of the most important responsibilities of disaster researchers has been to scientifically monitor and record the long-term recovery process following this unprecedented disaster and discern the lessons that can be applied to future disasters. The first seven papers in this issue present some of the key lessons our research team learned from the studying the long-term recovery following the Kobe earthquake disaster. We have two additional papers that deal with two recent disasters in the United States – the terrorist attacks on World Trade Center in New York on September 11 of 2001 and the devastation of New Orleans by the 2005 Hurricane Katrina and subsequent levee failures. These disasters have raised a number of new research questions about long-term recovery that US researchers are studying because of the unprecedented size and nature of these disasters’ impacts. Mr. Mammen’s paper reviews the long-term recovery processes observed at and around the World Trade Center site over the last six years. Ms. Johnson’s paper provides a detailed account of the protracted reconstruction planning efforts in the city of New Orleans to illustrate a set of sufficient and necessary conditions for successful recovery. All nine papers in this issue share a theoretical framework for long-term recovery processes which we developed based first upon the lessons learned from the Kobe earthquake and later expanded through observations made following other recent disasters in the world. The following sections provide a brief description of each paper as an introduction to this special issue. 1. The Need for Multiple Recovery Goals After the 1995 Kobe earthquake, the long-term recovery process began with the formulation of disaster recovery plans by the City of Kobe – the most severely impacted municipality – and an overarching plan by Hyogo Prefecture which coordinated 20 impacted municipalities; this planning effort took six months. Before the Kobe earthquake, as indicated in Mr. Maki’s paper in this issue, Japanese theories about, and approaches to, recovery focused mainly on physical recovery, particularly: the redevelopment plans for destroyed areas; the location and standards for housing and building reconstruction; and, the repair and rehabilitation of utility systems. But the lingering problems of some of the recent catastrophes in Japan and elsewhere indicate that there are multiple dimensions of recovery that must be considered. We propose that two other key dimensions are economic recovery and life recovery. The goal of economic recovery is the revitalization of the local disaster impacted economy, including both major industries and small businesses. The goal of life recovery is the restoration of the livelihoods of disaster victims. The recovery plans formulated following the 1995 Kobe earthquake, including the City of Kobe’s and Hyogo Prefecture’s plans, all stressed these two dimensions in addition to physical recovery. The basic structure of both the City of Kobe’s and Hyogo Prefecture’s recovery plans are summarized in Fig. 1. Each plan has three elements that work simultaneously. The first and most basic element of recovery is the restoration of damaged infrastructure. This helps both physical recovery and economic recovery. Once homes and work places are recovered, Life recovery of the impacted people can be achieved as the final goal of recovery. Figure 2 provides a “recovery report card” of the progress made by 2006 – 11 years into Kobe’s recovery. Infrastructure was restored in two years, which was probably the fastest infrastructure restoration ever, after such a major disaster; it astonished the world. Within five years, more than 140,000 housing units were constructed using a variety of financial means and ownership patterns, and exceeding the number of demolished housing units. Governments at all levels – municipal, prefectural, and national – provided affordable public rental apartments. Private developers, both local and national, also built condominiums and apartments. Disaster victims themselves also invested a lot to reconstruct their homes. Eleven major redevelopment projects were undertaken and all were completed in 10 years. In sum, the physical recovery following the 1995 Kobe earthquake was extensive and has been viewed as a major success. In contrast, economic recovery and life recovery are still underway more than 13 years later. Before the Kobe earthquake, Japan’s policy approaches to recovery assumed that economic recovery and life recovery would be achieved by infusing ample amounts of public funding for physical recovery into the disaster area. Even though the City of Kobe’s and Hyogo Prefecture’s recovery plans set economic recovery and life recovery as key goals, there was not clear policy guidance to accomplish them. Without a clear articulation of the desired end-state, economic recovery programs for both large and small businesses were ill-timed and ill-matched to the needs of these businesses trying to recover amidst a prolonged slump in the overall Japanese economy that began in 1997. “Life recovery” programs implemented as part of Kobe’s recovery were essentially social welfare programs for low-income and/or senior citizens. 2. Requirements for Successful Physical Recovery Why was the physical recovery following the 1995 Kobe earthquake so successful in terms of infrastructure restoration, the replacement of damaged housing units, and completion of urban redevelopment projects? There are at least three key success factors that can be applied to other disaster recovery efforts: 1) citizen participation in recovery planning efforts, 2) strong local leadership, and 3) the establishment of numerical targets for recovery. Citizen participation As pointed out in the three papers on recovery planning processes by Mr. Maki, Mr. Mammen, and Ms. Johnson, citizen participation is one of the indispensable factors for successful recovery plans. Thousands of citizens participated in planning workshops organized by America Speaks as part of both the World Trade Center and City of New Orleans recovery planning efforts. Although no such workshops were held as part of the City of Kobe’s recovery planning process, citizen participation had been part of the City of Kobe’s general plan update that had occurred shortly before the earthquake. The City of Kobe’s recovery plan is, in large part, an adaptation of the 1995-2005 general plan. On January 13 of 1995, the City of Kobe formally approved its new, 1995-2005 general plan which had been developed over the course of three years with full of citizen participation. City officials, responsible for drafting the City of Kobe’s recovery plan, have later admitted that they were able to prepare the city’s recovery plan in six months because they had the preceding three years of planning for the new general plan with citizen participation. Based on this lesson, Odiya City compiled its recovery plan based on the recommendations obtained from a series of five stakeholder workshops after the 2004 Niigata Chuetsu earthquake. <strong>Fig. 1. </strong> Basic structure of recovery plans from the 1995 Kobe earthquake. <strong>Fig. 2. </strong> “Disaster recovery report card” of the progress made by 2006. Strong leadership In the aftermath of the Kobe earthquake, local leadership had a defining role in the recovery process. Kobe’s former Mayor, Mr. Yukitoshi Sasayama, was hired to work in Kobe City government as an urban planner, rebuilding Kobe following World War II. He knew the city intimately. When he saw damage in one area on his way to the City Hall right after the earthquake, he knew what levels of damage to expect in other parts of the city. It was he who called for the two-month moratorium on rebuilding in Kobe city on the day of the earthquake. The moratorium provided time for the city to formulate a vision and policies to guide the various levels of government, private investors, and residents in rebuilding. It was a quite unpopular policy when Mayor Sasayama announced it. Citizens expected the city to be focusing on shelters and mass care, not a ban on reconstruction. Based on his experience in rebuilding Kobe following WWII, he was determined not to allow haphazard reconstruction in the city. It took several years before Kobe citizens appreciated the moratorium. Numerical targets Former Governor Mr. Toshitami Kaihara provided some key numerical targets for recovery which were announced in the prefecture and municipal recovery plans. They were: 1) Hyogo Prefecture would rebuild all the damaged housing units in three years, 2) all the temporary housing would be removed within five years, and 3) physical recovery would be completed in ten years. All of these numerical targets were achieved. Having numerical targets was critical to directing and motivating all the stakeholders including the national government’s investment, and it proved to be the foundation for Japan’s fundamental approach to recovery following the 1995 earthquake. 3. Economic Recovery as the Prime Goal of Disaster Recovery In Japan, it is the responsibility of the national government to supply the financial support to restore damaged infrastructure and public facilities in the impacted area as soon as possible. The long-term recovery following the Kobe earthquake is the first time, in Japan’s modern history, that a major rebuilding effort occurred during a time when there was not also strong national economic growth. In contrast, between 1945 and 1990, Japan enjoyed a high level of national economic growth which helped facilitate the recoveries following WWII and other large fires. In the first year after the Kobe earthquake, Japan’s national government invested more than US$ 80 billion in recovery. These funds went mainly towards the repair and reconstruction of infrastructure and public facilities. Now, looking back, we can also see that these investments also nearly crushed the local economy. Too much money flowed into the local economy over too short a period of time and it also did not have the “trickle-down” effect that might have been intended. To accomplish numerical targets for physical recovery, the national government awarded contracts to large companies from Osaka and Tokyo. But, these large out-of-town contractors also tended to have their own labor and supply chains already intact, and did not use local resources and labor, as might have been expected. Essentially, ten years of housing supply was completed in less than three years, which led to a significant local economic slump. Large amounts of public investment for recovery are not necessarily a panacea for local businesses, and local economic recovery, as shown in the following two examples from the Kobe earthquake. A significant national investment was made to rebuild the Port of Kobe to a higher seismic standard, but both its foreign export and import trade never recovered to pre-disaster levels. While the Kobe Port was out of business, both the Yokohama Port and the Osaka Port increased their business, even though many economists initially predicted that the Kaohsiung Port in Chinese Taipei or the Pusan Port in Korea would capture this business. Business stayed at all of these ports even after the reopening of the Kobe Port. Similarly, the Hanshin Railway was severely damaged and it took half a year to resume its operation, but it never regained its pre-disaster readership. In this case, two other local railway services, the JR and Hankyu lines, maintained their increased readership even after the Hanshin railway resumed operation. As illustrated by these examples, pre-disaster customers who relied on previous economic output could not necessarily afford to wait for local industries to recover and may have had to take their business elsewhere. Our research suggests that the significant recovery investment made by Japan’s national government may have been a disincentive for new economic development in the impacted area. Government may have been the only significant financial risk-taker in the impacted area during the national economic slow-down. But, its focus was on restoring what had been lost rather than promoting new or emerging economic development. Thus, there may have been a missed opportunity to provide incentives or put pressure on major businesses and industries to develop new businesses and attract new customers in return for the public investment. The significant recovery investment by Japan’s national government may have also created an over-reliance of individuals on public spending and government support. As indicated in Ms. Karatani’s paper, individual savings of Kobe’s residents has continued to rise since the earthquake and the number of individuals on social welfare has also decreased below pre-disaster levels. Based on our research on economic recovery from the Kobe earthquake, at least two lessons emerge: 1) Successful economic recovery requires coordination among all three recovery goals – Economic, Physical and Life Recovery, and 2) “Recovery indices” are needed to better chart recovery progress in real-time and help ensure that the recovery investments are being used effectively. Economic recovery as the prime goal of recovery Physical recovery, especially the restoration of infrastructure and public facilities, may be the most direct and socially accepted provision of outside financial assistance into an impacted area. However, lessons learned from the Kobe earthquake suggest that the sheer amount of such assistance may not be effective as it should be. Thus, as shown in Fig. 3, economic recovery should be the top priority goal for recovery among the three goals and serve as a guiding force for physical recovery and life recovery. Physical recovery can be a powerful facilitator of post-disaster economic development by upgrading social infrastructure and public facilities in compliance with economic recovery plans. In this way, it is possible to turn a disaster into an opportunity for future sustainable development. Life recovery may also be achieved with a healthy economic recovery that increases tax revenue in the impacted area. In order to achieve this coordination among all three recovery goals, municipalities in the impacted areas should have access to flexible forms of post-disaster financing. The community development block grant program that has been used after several large disasters in the United States, provide impacted municipalities with a more flexible form of funding and the ability to better determine what to do and when. The participation of key stakeholders is also an indispensable element of success that enables block grant programs to transform local needs into concrete businesses. In sum, an effective economic recovery combines good coordination of national support to restore infrastructure and public facilities and local initiatives that promote community recovery. Developing Recovery Indices Long-term recovery takes time. As Mr. Tatsuki’s paper explains, periodical social survey data indicates that it took ten years before the initial impacts of the Kobe earthquake were no longer affecting the well-being of disaster victims and the recovery was completed. In order to manage this long-term recovery process effectively, it is important to have some indices to visualize the recovery processes. In this issue, three papers by Mr. Takashima, Ms. Karatani, and Mr. Kimura define three different kinds of recovery indices that can be used to continually monitor the progress of the recovery. Mr. Takashima focuses on electric power consumption in the impacted area as an index for impact and recovery. Chronological change in electric power consumption can be obtained from the monthly reports of power company branches. Daily estimates can also be made by tracking changes in city lights using a satellite called DMSP. Changes in city lights can be a very useful recovery measure especially at the early stages since it can be updated daily for anywhere in the world. Ms. Karatani focuses on the chronological patterns of monthly macro-statistics that prefecture and city governments collect as part of their routine monitoring of services and operations. For researchers, it is extremely costly and virtually impossible to launch post-disaster projects that collect recovery data continuously for ten years. It is more practical for researchers to utilize data that is already being collected by local governments or other agencies and use this data to create disaster impact and recovery indices. Ms. Karatani found three basic patterns of disaster impact and recovery in the local government data that she studied: 1) Some activities increased soon after the disaster event and then slumped, such as housing construction; 2) Some activities reduced sharply for a period of time after the disaster and then rebounded to previous levels, such as grocery consumption; and 3) Some activities reduced sharply for a while and never returned to previous levels, such as the Kobe Port and Hanshin Railway. Mr. Kimura focuses on the psychology of disaster victims. He developed a “recovery and reconstruction calendar” that clarifies the process that disaster victims undergo in rebuilding their shattered lives. His work is based on the results of random surveys. Despite differences in disaster size and locality, survey data from the 1995 Kobe earthquake and the 2004 Niigata-ken Chuetsu earthquake indicate that the recovery and reconstruction calendar is highly reliable and stable in clarifying the recovery and reconstruction process. <strong>Fig. 3.</strong> Integrated plan of disaster recovery. 4. Life Recovery as the Ultimate Goal of Disaster Recovery Life recovery starts with the identification of the disaster victims. In Japan, local governments in the impacted area issue a “damage certificate” to disaster victims by household, recording the extent of each victim’s housing damage. After the Kobe earthquake, a total of 500,000 certificates were issued. These certificates, in turn, were used by both public and private organizations to determine victim’s eligibility for individual assistance programs. However, about 30% of those victims who received certificates after the Kobe earthquake were dissatisfied with the results of assessment. This caused long and severe disputes for more than three years. Based on the lessons learned from the Kobe earthquake, Mr. Horie’s paper presents (1) a standardized procedure for building damage assessment and (2) an inspector training system. This system has been adopted as the official building damage assessment system for issuing damage certificates to victims of the 2004 Niigata-ken Chuetsu earthquake, the 2007 Noto-Peninsula earthquake, and the 2007 Niigata-ken Chuetsu Oki earthquake. Personal and family recovery, which we term life recovery, was one of the explicit goals of the recovery plan from the Kobe earthquake, but it was unclear in both recovery theory and practice as to how this would be measured and accomplished. Now, after studying the recovery in Kobe and other regions, Ms. Tamura’s paper proposes that there are seven elements that define the meaning of life recovery for disaster victims. She recently tested this model in a workshop with Kobe disaster victims. The seven elements and victims’ rankings are shown in Fig. 4. Regaining housing and restoring social networks were, by far, the top recovery indicators for victims. Restoration of neighborhood character ranked third. Demographic shifts and redevelopment plans implemented following the Kobe earthquake forced significant neighborhood changes upon many victims. Next in line were: having a sense of being better prepared and reducing their vulnerability to future disasters; regaining their physical and mental health; and restoration of their income, job, and the economy. The provision of government assistance also provided victims with a sense of life recovery. Mr. Tatsuki’s paper summarizes the results of four random-sample surveys of residents within the most severely impacted areas of Hyogo Prefecture. These surveys were conducted biannually since 1999,. Based on the results of survey data from 1999, 2001, 2003, and 2005, it is our conclusion that life recovery took ten years for victims in the area impacted significantly by the Kobe earthquake. Fig. 5 shows that by comparing the two structural equation models of disaster recovery (from 2003 and 2005), damage caused by the Kobe earthquake was no longer a determinant of life recovery in the 2005 model. It was still one of the major determinants in the 2003 model as it was in 1999 and 2001. This is the first time in the history of disaster research that the entire recovery process has been scientifically described. The Need for an Integrated Recovery Plan The recovery lessons from Kobe and other regions suggest that we need more integrated recovery plans that use physical recovery as a tool for economic recovery, which in turn helps disaster victims. Furthermore, we believe that economic recovery should be the top priority for recovery, and physical recovery should be regarded as a tool for stimulating economic recovery and upgrading social infrastructure (as shown in Fig. 6). With this approach, disaster recovery can help build the foundation for a long-lasting and sustainable community. Figure 6 proposes a more detailed model for a more holistic recovery process. The ultimate goal of any recovery process should be achieving life recovery for all disaster victims. We believe that to get there, both direct and indirect approaches must be taken. Direct approaches include: the provision of funds and goods for victims, for physical and mental health care, and for housing reconstruction. Indirect approaches for life recovery are those which facilitate economic recovery, which also has both direct and indirect approaches. Direct approaches to economic recovery include: subsidies, loans, and tax exemptions. Indirect approaches to economic recovery include, most significantly, the direct projects to restore infrastructure and public buildings. More subtle approaches include: setting new regulations or deregulations, providing technical support, and creating new businesses. A holistic recovery process needs to strategically combine all of these approaches, and there must be collaborative implementation by all the key stakeholders, including local governments, non-profit and non-governmental organizations (NPOs and NGOs), community-based organizations (CBOs), and the private sector. Therefore, community and stakeholder participation in the planning process is essential to achieve buy-in for the vision and desired outcomes of the recovery plan. Securing the required financial resources is also critical to successful implementation. In thinking of stakeholders, it is important to differentiate between supporting entities and operating agencies. Supporting entities are those organizations that supply the necessary funding for recovery. Both Japan’s national government and the federal government in the U.S. are the prime supporting entities in the recovery from the 1995 Kobe earthquake and the 2001 World Trade Center recovery. In Taiwan, the Buddhist organization and the national government of Taiwan were major supporting entities in the recovery from the 1999 Chi-Chi earthquake. Operating agencies are those organizations that implement various recovery measures. In Japan, local governments in the impacted area are operating agencies, while the national government is a supporting entity. In the United States, community development block grants provide an opportunity for many operating agencies to implement various recovery measures. As Mr. Mammen’ paper describes, many NPOs, NGOs, and/or CBOs in addition to local governments have had major roles in implementing various kinds programs funded by block grants as part of the World Trade Center recovery. No one, single organization can provide effective help for all kinds of disaster victims individually or collectively. The needs of disaster victims may be conflicting with each other because of their diversity. Their divergent needs can be successfully met by the diversity of operating agencies that have responsibility for implementing recovery measures. In a similar context, block grants made to individual households, such as microfinance, has been a vital recovery mechanism for victims in Thailand who suffered from the 2004 Sumatra earthquake and tsunami disaster. Both disaster victims and government officers at all levels strongly supported the microfinance so that disaster victims themselves would become operating agencies for recovery. Empowering individuals in sustainable life recovery is indeed the ultimate goal of recovery. <strong>Fig. 6.</strong> A holistic recovery policy model.

Abstract:
According to Oscar Wilde, the problem with socialism was that it took up too many evenings. Wilde’s aphorism alludes to a major issue that bedevils all attempts to influence the public sphere: the fact that public activities encroach unduly on citizens’ valuable time. In the 21st century, the dilemma of how to deal with “too many evenings” is one that many citizen journalists face as they give their own time to public pursuits. This paper will look at the development of the public citizen and what it means to be a citizen journalist with reference to some of the writer’s own experiences in the field. The paper will conclude with an examination of future possibilities. While large media companies change their change their focus from traditional news values, citizen journalism can play a stronger role in public life as long as it grasps some of the opportunities that are available. There are substantial compensations available to citizen journalists for the problems presented by Wilde’s evenings. The quote from Wilde is borrowed from Albert Hirschman’s Shifting Involvements, which among other things, is an examination of the disappointments of public action. Hirschman noted how it was a common experience for beginners who engage in public action to find that takes up more time than expected (96). As public activity encroaches not only on time devoted to private consumption but also on to the time devoted to the production of income, it can become a costly pursuit which may cause a sharp reaction against the “practice of citizenship” (Hirschman 97). Yet the more stimuli about politics people receive, the greater the likelihood is they will participate in politics and the greater the depth of their participation (Milbrath & Goel 35). People with a positive attraction to politics are more likely to receive stimuli about politics and participate more (Milbrath & Goel 36). Active citizenship, it seems, has its own feedback loops. An active citizenry is not a new idea. The concepts of citizen and citizenship emerged from the sophisticated polity established in the Greek city states about 2,500 years ago. The status of a citizen signified that the individual had the right to full membership of, and participation in, an independent political society (Batrouney & Goldlust 24). In later eras that society could be defined as a kingdom, an empire, or a nation state. The conditions for a bourgeois public sphere were created in the 13th century as capitalists in European city states created a traffic in commodities and news (Habermas 15). A true public sphere emerged in the 17th century with the rise of the English coffee houses and French salons where people had the freedom to express opinions regardless of their social status (Habermas 36). In 1848, France held the first election under universal direct suffrage (for males) and the contemporary slogan was that “universal suffrage closes the era of revolutions” (Hirschman 113). Out of this heady optimism, the late 19th century ushered in the era of the “informed citizen” as voting changed from a social and public duty to a private right – a civic obligation enforceable only by private conscience (Schudson). These concepts live on in the modern idea that the model voter is considered to be a citizen vested with the ability to understand the consequences of his or her choice (Menand 1). The internet is a new knowledge space which offers an alternative reading of the citizen. In Pierre Lévy’s vision of cyberculture, identity is no longer a function of belonging, it is “distributed and nomadic” (Ross & Nightingale 149). The Internet has diffused widely and is increasingly central to everyday life as a place where people go to get information (Dutton 10). Journalism initially prospered on an information scarcity factor however the technology of the Internet has created an information rich society (Tapsall & Varley 18). But research suggests that online discussions do not promote consensus, are short-lived with little impact and end up turning into “dialogues of the deaf” (Nguyen 148). The easy online publishing environment is a fertile ground for rumours, hoaxes and cheating games to circulate which risk turning the public sphere into a chaotic and anarchic space (Nguyen 148). The stereotypical blogger is pejoratively dismissed as “pajama-clad” (Papandrea 516) connoting a sense of disrespect for the proper transmission of ideas. Nevertheless the Internet offers powerful tools for collaboration that is opening up many everyday institutions to greater social accountability (Dutton 3). Recent research by the 2007 Digital Futures project shows 65 percent of respondents consider the Internet “to be a very important or extremely important source of information” (Cowden 76). By 2006, Roy Morgan was reporting that three million Australians were visiting online news site each month (Cowden.76). Crikey.com.au, Australia’s first online-only news outlet, has become a significant independent player in the Australia mediascape claiming over 5,000 subscribers by 2005 with three times as many non-paying “squatters” reading its daily email (Devine 50). Online Opinion has a similar number of subscribers and was receiving 750,000 page views a month by 2005 (National Forum). Both Crikey.com.au and Online Opinion have made moves towards public journalism in an attempt to provide ordinary people access to the public sphere. As professional journalists lose their connection with the public, bloggers are able to fill the public journalism niche (Simons, Content Makers 208). At their best, blogs can offer a “more broad-based, democratic involvement of citizens in the issues that matter to them” (Bruns 7). The research of University of North Carolina journalism professor Philip Meyer showed that cities and towns with public journalism-oriented newspapers led to a better educated local public (Simons, Content Makers 211). Meyer’s idea of good public journalism has six defining elements: a) the need to define a community’s sense of itself b) devotion of time to issues that demand community attention c) devotion of depth to the issues d) more attention to the middle ground e) a preference for substance over tactics and f) encouraging reciprocal understanding (Meyer 1). The objective of public journalism is to foster a greater sense of connection between the community and the media. It can mean journalists using ordinary people as sources and also ordinary people acting as journalists. Jay Rosen proposed a new model based on journalism as conversation (Simons, Content Makers 209). He believes the technology has now overtaken the public journalism movement (Simons, Content Makers 213). His own experiments at pro-am Internet open at assignment.net have had mixed results. His conclusion was that it wasn’t easy for people working voluntarily on the Internet to report on big stories together nor had they “unlocked” the secret of successful pro-am methods (Rosen). Nevertheless, the people formerly known as the audience, as Rosen called them, have seized the agenda. The barriers to entry into journalism have disappeared. Blogging has made Web publishing easy and the social networks are even more user friendly. The problem today is not getting published but finding an audience. And as the audience fragments, the issue will become finding a niche. One such niche is local political activism. The 2007 Australian federal election saw many online sites actively promoting citizen journalism. Most prominent was Youdecide2007 at Queensland University of Technology, funded by the Australian Research Council (ARC) in partnership with SBS, Online Opinion and the Brisbane Institute. Site co-editor Graham Young said the site’s aim was to use citizen journalists to report on their own electorates to fill the gap left by fewer journalists on the ground, especially in less populated areas (Young). While the site’s stated aim was to provide a forum for a seat-by-seat coverage and provide “a new perspective on national politics” (Youdecide2007), the end result was significantly skewed by the fact that the professional editorial team was based in Brisbane. Youdecide2007 published 96 articles in its news archive of which 59 could be identified as having a state-based focus. Figure 1 shows 62.7% of these state-based stories were about Queensland. The slick management of national campaigns are is counter-productive to useful citizen journalism. According to Matthew Clayfield from the citizen journalism site electionTracker.net, “there are very few open events which ordinary people could cover in a way that could be described as citizen journalism” (qtd. in Hills 2007). Similar to other systems, the Australian campaign communication empowers the political leaders and media owners at the expense of ordinary party members and citizens (Warhurst 135). However the slick modern national “on message” campaign has not totally replaced old-style local activity. Although the national campaign has superimposed upon the local one and displaced it from the focus of attention, local candidates must still communicate their party policies in the electorate (Warhurst 113). Citizen journalists are ideally placed to harness this local communication. A grassroots approach is encapsulated in the words of Dan Gillmor who said “every reporter should realise that, collectively, the readers know more than they do about what they write about” (qtd. in Quinn & Quinn-Allan 66). With this in mind, I set out my own stall in citizen journalism for the 2007 Australian federal election with two personal goals: to interview all my local federal Lower House candidates and to attend as many public election meetings as possible. As a result, I wrote 19 election articles in the two months prior to the election. This consisted of 9 news items, 6 candidate interviews and 4 reports of public meetings. All the local candidates except one agreed to be interviewed. The local Liberal candidate refused to be interviewed despite repeated requests. There was no reason offered, just a continual ignoring of requests. Liberal candidates were also noticeably absent from most candidate forums I attended. This pattern of non-communicative behaviour was observed elsewhere (Bartlett, Wilson). I tried to turn this to my advantage by turning their refusal to talk into a story itself. For those that were prepared to talk, I set the expectation that the entire interview would be on the record and would be edited and published on my blog site. As a result, all candidates asked for a list of questions in advance which I supplied. Because politicians devote considerable energy and financial resources to ensure the information they impart to citizens has an appropriate ‘spin’ on it, (Negrine 10) I reserved the right to ask follow-up questions on any of their answers that required clarification. For the interviews themselves, I followed the advice of Spradley’s principle by starting with a conscious attitude of near-total ignorance, not writing the story in advance, and attempting to be descriptive, incisive, investigative and critical (Alia 100). After I posted the results of the interview, I sent a link to each of the respondents offering them a chance to clarify or correct any inaccuracies in the interview statements. Defamation skirts the boundary between free speech and reputation (Pearson 159) and a good working knowledge of the way defamation law affects journalists (citizen or otherwise) is crucial, particularly in dealing with public figures. This was an important consideration for some of the lesser known candidates as Google searches on their names brought my articles up within the top 20 results for each of the Democrat, Green and Liberal Democratic Party candidates I interviewed. None of the public meetings I attended were covered in the mainstream media. These meetings are the type of news Jan Schaffer of University of Maryland’s J-Lab saw as an ecological niche for citizen journalists to “create opportunities for citizens to get informed and inform others about micro-news that falls under the radar of news organisations who don’t have the resources” (Schaffer in Glaser). As Mark Bahnisch points out, Brisbane had three daily newspapers and a daily state based 7.30 Report twenty years ago which contrasts with the situation now where there’s no effective state parliamentary press gallery and little coverage of local politics at all (“State of Political Blogging”). Brisbane’s situation is not unique and the gaps are there to be exploited by new players. While the high cost of market entry renders the “central square” of the public sphere inaccessible to new players (Curran 128) the ease of Web access has given the citizen journalists the chance to roam its back alleys. However even if they fill the voids left by departing news organisations, there will still be a large hole in the mediascape. No one will be doing the hardhitting investigative journalism. This gritty work requires great resources and often years of time. The final product of investigative journalism is often complicated to read, unentertaining and inconclusive (Bower in Negrine 13). Margaret Simons says that journalism is a skill that involves the ability to find things out. She says the challenge of the future will be to marry the strengths of the newsroom and the dirty work of investigative journalism with the power of the conversation of blogs (“Politics and the Internet”). One possibility is raised by the Danish project Scoop. They offer financial support to individual journalists who have good ideas for investigative journalism. Founded by the Danish Association for Investigative Journalism and funded by the Danish Foreign Ministry, Scoop supports media projects across the world with the only proviso being that a journalist has to have an agreement with an editor to publish the resulting story (ABC Media Report). But even without financial support, citizens have the ability to perform rudimentary investigative journalism. The primary tool of investigative journalism is the interview (McIlwane & Bowman 260). While an interview can be arranged by anyone with access to a telephone or e-mail, it should not be underestimated how difficult a skill interviewing is. According to American journalist John Brady, the science of journalistic interviewing aims to gain two things, trust and information (Brady in White 75). In the interviews I did with politicians during the federal election, I found that getting past the “spin” of the party line to get genuine information was the toughest part of the task. There is also a considerable amount of information in the public domain which is rarely explored by reporters (Negrine 23). Knowing how to make use of this information will become a critical success factor for citizen journalists. Corporate journalists use databases such as Lexis/Nexis and Factiva to gain background information, a facility unavailable to most citizen journalists unless they are either have access through a learning institution or are prepared to pay a premium for the information. While large corporate vendors supply highly specialised information, amateurs can play a greater role in the creation and transmission of local news. According to G. Stuart Adam, journalism contains four basic elements: reporting, judging, a public voice and the here and now (13). Citizen journalism is capable of meeting all four criteria. The likelihood is that the future of communications will belong to the centralised corporations on one hand and the unsupervised amateur on the other (Bird 36). Whether the motive to continue is payment or empowerment, the challenge for citizen journalists is to advance beyond the initial success of tactical actions towards the establishment as a serious political and media alternative (Bruns 19). Nguyen et al.’s uses and gratification research project suggests there is a still a long way to go in Australia. While they found widespread diffusion of online news, the vast majority of users (78%) were still getting their news from newspaper Websites (Nguyen et al. 13). The research corroborates Mark Bahnisch’s view that “most Australians have not heard of blogs and only a tiny minority reads them (quoted in Simons, Content Makers 219). The Australian blogosphere still waits for its defining Swiftboat incident or Rathergate to announce its arrival. But Bahnisch doesn’t necessarily believe this is a good evolutionary strategy anyway. Here it is becoming more a conversation than a platform “with its own niche and its own value” (Bahnisch, “This Is Not America”). As far as my own experiments go, the citizen journalism reports I wrote gave me no financial reward but plenty of other compensations that made the experience richly rewarding. It was important to bring otherwise neglected ideas, stories and personalities into the public domain and the reports helped me make valuable connections with public-minded members of my local community. They were also useful practice to hone interview techniques and political writing skills. Finally the exercise raised my own public profile as several of my entries were picked up or hyperlinked by other citizen journalism sites and blogs. Some day, and probably soon, a model will be worked out which will make citizen journalism a worthwhile economic endeavour. In the meantime, we rely on active citizens of the blogosphere to give their evenings freely for the betterment of the public sphere. Abstract:
According to Oscar Wilde, the problem with socialism was that it took up too many evenings. Wilde’s aphorism alludes to a major issue that bedevils all attempts to influence the public sphere: the fact that public activities encroach unduly on citizens’ valuable time. In the 21st century, the dilemma of how to deal with “too many evenings” is one that many citizen journalists face as they give their own time to public pursuits. This paper will look at the development of the public citizen and what it means to be a citizen journalist with reference to some of the writer’s own experiences in the field. The paper will conclude with an examination of future possibilities. While large media companies change their change their focus from traditional news values, citizen journalism can play a stronger role in public life as long as it grasps some of the opportunities that are available. There are substantial compensations available to citizen journalists for the problems presented by Wilde’s evenings. The quote from Wilde is borrowed from Albert Hirschman’s Shifting Involvements, which among other things, is an examination of the disappointments of public action. Hirschman noted how it was a common experience for beginners who engage in public action to find that takes up more time than expected (96). As public activity encroaches not only on time devoted to private consumption but also on to the time devoted to the production of income, it can become a costly pursuit which may cause a sharp reaction against the “practice of citizenship” (Hirschman 97). Yet the more stimuli about politics people receive, the greater the likelihood is they will participate in politics and the greater the depth of their participation (Milbrath & Goel 35). People with a positive attraction to politics are more likely to receive stimuli about politics and participate more (Milbrath & Goel 36). Active citizenship, it seems, has its own feedback loops. An active citizenry is not a new idea. The concepts of citizen and citizenship emerged from the sophisticated polity established in the Greek city states about 2,500 years ago. The status of a citizen signified that the individual had the right to full membership of, and participation in, an independent political society (Batrouney & Goldlust 24). In later eras that society could be defined as a kingdom, an empire, or a nation state. The conditions for a bourgeois public sphere were created in the 13th century as capitalists in European city states created a traffic in commodities and news (Habermas 15). A true public sphere emerged in the 17th century with the rise of the English coffee houses and French salons where people had the freedom to express opinions regardless of their social status (Habermas 36). In 1848, France held the first election under universal direct suffrage (for males) and the contemporary slogan was that “universal suffrage closes the era of revolutions” (Hirschman 113). Out of this heady optimism, the late 19th century ushered in the era of the “informed citizen” as voting changed from a social and public duty to a private right – a civic obligation enforceable only by private conscience (Schudson). These concepts live on in the modern idea that the model voter is considered to be a citizen vested with the ability to understand the consequences of his or her choice (Menand 1). The internet is a new knowledge space which offers an alternative reading of the citizen. In Pierre Lévy’s vision of cyberculture, identity is no longer a function of belonging, it is “distributed and nomadic” (Ross & Nightingale 149). The Internet has diffused widely and is increasingly central to everyday life as a place where people go to get information (Dutton 10). Journalism initially prospered on an information scarcity factor however the technology of the Internet has created an information rich society (Tapsall & Varley 18). But research suggests that online discussions do not promote consensus, are short-lived with little impact and end up turning into “dialogues of the deaf” (Nguyen 148). The easy online publishing environment is a fertile ground for rumours, hoaxes and cheating games to circulate which risk turning the public sphere into a chaotic and anarchic space (Nguyen 148). The stereotypical blogger is pejoratively dismissed as “pajama-clad” (Papandrea 516) connoting a sense of disrespect for the proper transmission of ideas. Nevertheless the Internet offers powerful tools for collaboration that is opening up many everyday institutions to greater social accountability (Dutton 3). Recent research by the 2007 Digital Futures project shows 65 percent of respondents consider the Internet “to be a very important or extremely important source of information” (Cowden 76). By 2006, Roy Morgan was reporting that three million Australians were visiting online news site each month (Cowden.76). Crikey.com.au, Australia’s first online-only news outlet, has become a significant independent player in the Australia mediascape claiming over 5,000 subscribers by 2005 with three times as many non-paying “squatters” reading its daily email (Devine 50). Online Opinion has a similar number of subscribers and was receiving 750,000 page views a month by 2005 (National Forum). Both Crikey.com.au and Online Opinion have made moves towards public journalism in an attempt to provide ordinary people access to the public sphere. As professional journalists lose their connection with the public, bloggers are able to fill the public journalism niche (Simons, Content Makers 208). At their best, blogs can offer a “more broad-based, democratic involvement of citizens in the issues that matter to them” (Bruns 7). The research of University of North Carolina journalism professor Philip Meyer showed that cities and towns with public journalism-oriented newspapers led to a better educated local public (Simons, Content Makers 211). Meyer’s idea of good public journalism has six defining elements: a) the need to define a community’s sense of itself b) devotion of time to issues that demand community attention c) devotion of depth to the issues d) more attention to the middle ground e) a preference for substance over tactics and f) encouraging reciprocal understanding (Meyer 1). The objective of public journalism is to foster a greater sense of connection between the community and the media. It can mean journalists using ordinary people as sources and also ordinary people acting as journalists. Jay Rosen proposed a new model based on journalism as conversation (Simons, Content Makers 209). He believes the technology has now overtaken the public journalism movement (Simons, Content Makers 213). His own experiments at pro-am Internet open at assignment.net have had mixed results. His conclusion was that it wasn’t easy for people working voluntarily on the Internet to report on big stories together nor had they “unlocked” the secret of successful pro-am methods (Rosen). Nevertheless, the people formerly known as the audience, as Rosen called them, have seized the agenda. The barriers to entry into journalism have disappeared. Blogging has made Web publishing easy and the social networks are even more user friendly. The problem today is not getting published but finding an audience. And as the audience fragments, the issue will become finding a niche. One such niche is local political activism. The 2007 Australian federal election saw many online sites actively promoting citizen journalism. Most prominent was Youdecide2007 at Queensland University of Technology, funded by the Australian Research Council (ARC) in partnership with SBS, Online Opinion and the Brisbane Institute. Site co-editor Graham Young said the site’s aim was to use citizen journalists to report on their own electorates to fill the gap left by fewer journalists on the ground, especially in less populated areas (Young). While the site’s stated aim was to provide a forum for a seat-by-seat coverage and provide “a new perspective on national politics” (Youdecide2007), the end result was significantly skewed by the fact that the professional editorial team was based in Brisbane. Youdecide2007 published 96 articles in its news archive of which 59 could be identified as having a state-based focus. Figure 1 shows 62.7% of these state-based stories were about Queensland. The slick management of national campaigns are is counter-productive to useful citizen journalism. According to Matthew Clayfield from the citizen journalism site electionTracker.net, “there are very few open events which ordinary people could cover in a way that could be described as citizen journalism” (qtd. in Hills 2007). Similar to other systems, the Australian campaign communication empowers the political leaders and media owners at the expense of ordinary party members and citizens (Warhurst 135). However the slick modern national “on message” campaign has not totally replaced old-style local activity. Although the national campaign has superimposed upon the local one and displaced it from the focus of attention, local candidates must still communicate their party policies in the electorate (Warhurst 113). Citizen journalists are ideally placed to harness this local communication. A grassroots approach is encapsulated in the words of Dan Gillmor who said “every reporter should realise that, collectively, the readers know more than they do about what they write about” (qtd. in Quinn & Quinn-Allan 66). With this in mind, I set out my own stall in citizen journalism for the 2007 Australian federal election with two personal goals: to interview all my local federal Lower House candidates and to attend as many public election meetings as possible. As a result, I wrote 19 election articles in the two months prior to the election. This consisted of 9 news items, 6 candidate interviews and 4 reports of public meetings. All the local candidates except one agreed to be interviewed. The local Liberal candidate refused to be interviewed despite repeated requests. There was no reason offered, just a continual ignoring of requests. Liberal candidates were also noticeably absent from most candidate forums I attended. This pattern of non-communicative behaviour was observed elsewhere (Bartlett, Wilson). I tried to turn this to my advantage by turning their refusal to talk into a story itself. For those that were prepared to talk, I set the expectation that the entire interview would be on the record and would be edited and published on my blog site. As a result, all candidates asked for a list of questions in advance which I supplied. Because politicians devote considerable energy and financial resources to ensure the information they impart to citizens has an appropriate ‘spin’ on it, (Negrine 10) I reserved the right to ask follow-up questions on any of their answers that required clarification. For the interviews themselves, I followed the advice of Spradley’s principle by starting with a conscious attitude of near-total ignorance, not writing the story in advance, and attempting to be descriptive, incisive, investigative and critical (Alia 100). After I posted the results of the interview, I sent a link to each of the respondents offering them a chance to clarify or correct any inaccuracies in the interview statements. Defamation skirts the boundary between free speech and reputation (Pearson 159) and a good working knowledge of the way defamation law affects journalists (citizen or otherwise) is crucial, particularly in dealing with public figures. This was an important consideration for some of the lesser known candidates as Google searches on their names brought my articles up within the top 20 results for each of the Democrat, Green and Liberal Democratic Party candidates I interviewed. None of the public meetings I attended were covered in the mainstream media. These meetings are the type of news Jan Schaffer of University of Maryland’s J-Lab saw as an ecological niche for citizen journalists to “create opportunities for citizens to get informed and inform others about micro-news that falls under the radar of news organisations who don’t have the resources” (Schaffer in Glaser). As Mark Bahnisch points out, Brisbane had three daily newspapers and a daily state based 7.30 Report twenty years ago which contrasts with the situation now where there’s no effective state parliamentary press gallery and little coverage of local politics at all (“State of Political Blogging”). Brisbane’s situation is not unique and the gaps are there to be exploited by new players. While the high cost of market entry renders the “central square” of the public sphere inaccessible to new players (Curran 128) the ease of Web access has given the citizen journalists the chance to roam its back alleys. However even if they fill the voids left by departing news organisations, there will still be a large hole in the mediascape. No one will be doing the hardhitting investigative journalism. This gritty work requires great resources and often years of time. The final product of investigative journalism is often complicated to read, unentertaining and inconclusive (Bower in Negrine 13). Margaret Simons says that journalism is a skill that involves the ability to find things out. She says the challenge of the future will be to marry the strengths of the newsroom and the dirty work of investigative journalism with the power of the conversation of blogs (“Politics and the Internet”). One possibility is raised by the Danish project Scoop. They offer financial support to individual journalists who have good ideas for investigative journalism. Founded by the Danish Association for Investigative Journalism and funded by the Danish Foreign Ministry, Scoop supports media projects across the world with the only proviso being that a journalist has to have an agreement with an editor to publish the resulting story (ABC Media Report). But even without financial support, citizens have the ability to perform rudimentary investigative journalism. The primary tool of investigative journalism is the interview (McIlwane & Bowman 260). While an interview can be arranged by anyone with access to a telephone or e-mail, it should not be underestimated how difficult a skill interviewing is. According to American journalist John Brady, the science of journalistic interviewing aims to gain two things, trust and information (Brady in White 75). In the interviews I did with politicians during the federal election, I found that getting past the “spin” of the party line to get genuine information was the toughest part of the task. There is also a considerable amount of information in the public domain which is rarely explored by reporters (Negrine 23). Knowing how to make use of this information will become a critical success factor for citizen journalists. Corporate journalists use databases such as Lexis/Nexis and Factiva to gain background information, a facility unavailable to most citizen journalists unless they are either have access through a learning institution or are prepared to pay a premium for the information. While large corporate vendors supply highly specialised information, amateurs can play a greater role in the creation and transmission of local news. According to G. Stuart Adam, journalism contains four basic elements: reporting, judging, a public voice and the here and now (13). Citizen journalism is capable of meeting all four criteria. The likelihood is that the future of communications will belong to the centralised corporations on one hand and the unsupervised amateur on the other (Bird 36). Whether the motive to continue is payment or empowerment, the challenge for citizen journalists is to advance beyond the initial success of tactical actions towards the establishment as a serious political and media alternative (Bruns 19). Nguyen et al.’s uses and gratification research project suggests there is a still a long way to go in Australia. While they found widespread diffusion of online news, the vast majority of users (78%) were still getting their news from newspaper Websites (Nguyen et al. 13). The research corroborates Mark Bahnisch’s view that “most Australians have not heard of blogs and only a tiny minority reads them (quoted in Simons, Content Makers 219). The Australian blogosphere still waits for its defining Swiftboat incident or Rathergate to announce its arrival. But Bahnisch doesn’t necessarily believe this is a good evolutionary strategy anyway. Here it is becoming more a conversation than a platform “with its own niche and its own value” (Bahnisch, “This Is Not America”). As far as my own experiments go, the citizen journalism reports I wrote gave me no financial reward but plenty of other compensations that made the experience richly rewarding. It was important to bring otherwise neglected ideas, stories and personalities into the public domain and the reports helped me make valuable connections with public-minded members of my local community. They were also useful practice to hone interview techniques and political writing skills. Finally the exercise raised my own public profile as several of my entries were picked up or hyperlinked by other citizen journalism sites and blogs. Some day, and probably soon, a model will be worked out which will make citizen journalism a worthwhile economic endeavour. In the meantime, we rely on active citizens of the blogosphere to give their evenings freely for the betterment of the public sphere. Abstract:
Since the eruption of the global justice movement at 1999’s Battle of Seattle, much has been made about the impact of the Internet on progressive activism. Of particular interest have been the ways in which activists have used the Internet as a communication medium, as a forum for information dissemination and as a tool for organizing (Deibert, Kahn & Kellner; Meikle; Smith). Applications like Websites, email and Internet Relay Chat have largely facilitated the new movement as a global phenomenon (Bennett; van Aelst & Walgrave). Cyberactivism – political activism on the Internet – is a new mode of contentious action, and new practices such as virtual sit-ins, online petitions and email campaigns have enhanced the repertoire of contention (McCaughey & Ayers). But what effects have activists had on the Internet? How have they shaped the Internet to fit both their technical needs and movement goals? Geeks and Global Justice The global justice movement (GJM) has broadened to include a new brand of activism, one that moves beyond simply using technology toward particular ends to include the modification and transformation of technology itself. Tech activism combines the free software ethos derived from geek culture with concerns for social justice on a planetary scale. Tech activists are the computer programmers who write, develop and deploy software for the online projects of activist groups. They also develop and maintain activist Websites and provide technical support, largely on a volunteer basis. The novelty of tech activism moves beyond the political alliance of social justice activists and computer geeks, however. Rather, it lies in the way tech activists incorporate the democratic goals of the GJM into the very technology used to pursue those goals. That is to say, tech activists recode software intended for use by activists in a way that anticipates the progressive social change they pursue. In this way, tech activists produce both an alternative version of the technology that is accessible, participatory, and non-hierarchical, and an alternate vision of society based on those same ideals. Detailed histories of the Internet reveal it to be a social construction contingent upon social factors (Abbate; Ceruzzi). Conceptualizing it this way, we can better understand how the goals and values of the global justice movement are inflected in the Internet’s ongoing “invention” (Abbate). The tension between capitalist logic and democratic impulses that characterizes the Internet suggests that it is an unfinished and flexible technology (Feenberg & Bakardjieva). Thus it is not surprising that as corporate interests continue to settle the virtual frontier, the Internet emerges as the locus of a new struggle. Like the Internet itself, this struggle is multilayered. It is at once a contest between private and public interests manifested at the “content” layer of the Internet, composed of applications such as the World Wide Web, and also at the Internet’s underlying infrastructure, the “logical” layer comprising the data transport and transmission protocols (Lessig). Commercial interests are poised to dominate the Web, pushing democratic and public uses to the margins of cyberspace; further, corporate influence threatens to further close and commodify access to the Internet (Meikle). Politicizing Technology But if the Internet is a social construction that turns upon human agency in its ongoing development, opportunities for contestation and change exist. The chance to challenge power imbalances entrenched in contemporary industrial society, where technical action is an exercise of power, arises in the technical sphere. Technology, therefore, is recast as a political project. It is not a reified “thing” but rather and ambivalent process, one pregnant with both liberating and oppressive possibilities (Feenberg, “Critical Theory”). The current strain of tech activism embodied in the global justice movement exploits this ambivalence, returning to the radicalism of the Free Software Movement. The FSM in turn has roots in 1960s digital counterculture, with its foundational belief that information should be free (Stallman). While today the wider tech community has drifted from these radical origins, the enduring legacy of the FSM is twofold. It is at once the redefinition of technology as a political project subject to democratic intervention, and the promotion of an alternative social model based on decentralization, volunteerism, cooperation and self-empowerment. The disarticulation of software from the logic of capitalism thus appears as an example of democratic rationalization: the creation and use of technology that undermines the existing social hierarchy (Feenberg, “Questioning”). Tech activists in the global justice movement have reclaimed computer technology development as a political frontier for contentious action. It was at 1999’s Battle of Seattle that activists first realized the potential and power of the Internet for their burgeoning movement. Since then, tech activists have been central to the global justice movement, facilitating the novel combination of interactive digital technology and social justice activism. From hosting hacklabs and sending reclaimed computers to developing countries, to setting up transient media centres amidst political actions and natural disasters, tech activists have clearly embraced the politics of technology. One prominent example of tech activism in the GJM is the Independent Media Centre (IMC), a Web-based network of radical media making collectives that went live for the Seattle protest. Tech activists are responsible for the technical implementation and continued maintenance of IMC, which was founded to give voice to activists protesting the ill effects of global capitalism. Today it is widely recognized as the media arm of the GJM. Indymedia and Free Software The choice of free software for the global site, indymedia.org, was deliberate, and suggests a philosophical inheritance from the free software movement. It also shows with clarity the project’s political objectives. At present, all the software on the global network, which includes more than 130 “nodes”, is by charter free software. Throughout Indymedia’s six-year history, free software has enabled the IMC tech collective to develop applications “that encourage cooperation, solidarity, an equal field of participation” among volunteers (Henshaw-Plath. “Proposal”). Critically, free software met technical requirements while promoting social objectives: “It’s clear that the technology we use and process by which it’s constructed and articulated [are] deeply political. We are creating the technical systems that prefigure the change we want to see in society” (Henshaw-Plath, “IMC-Tech”). Clearly, tech activists understand coding as technical process with social implications. They make an explicit attempt to imbue software with ideals that mirror their social justice objectives, never losing sight of the social purpose of the software, nor of the user-technology relation. In the case of the continual hacking of Active, the original open publishing software, “the geeks of IMC-Tech were keenly aware that each technological design or set of features creates a particular publishing structure and, as a result, empowers users…in an equally particular way” (Hill 2). This is an example of user agency at the level of technical design; by including a wider array of values and needs in their software, tech activists are helping to democratize Internet technology. Tech activists thus display insight into the power asymmetries inherent in capitalist socio-technical systems, like the Internet, as well as the knowledge that such asymmetries are both socially constructed and reflective of inequality in the broader social context. Wild Wild Wikis: The Latest Frontier Activists in the global justice movement, supported by geeks who share their social conscience, created Indymedia to communicate their social objectives, including economic and environmental justice, participatory democracy and racial and gender equality. But internal communication among Indymedia activists was also important. Initially, the IMC Tech Collective communicated by email lists and Internet Relay Chat (IRC). They subsequently adopted wiki technology in an effort to create a sustainable system for documenting its project. As one member of the Docs Tech Working Group observed: “Getting a functioning and used wiki is really vital for the network…Email lists just aren’t cutting it for the level of organizing and information exchange and growth we need to help facilitate” (Windmueller). The purpose of the Global Indymedia Documentation Project is to gather collective knowledge about IMC’s history, its current projects and its short and long-term goals. Such documentation is vital to the success of Indymedia; not only does it provide a public record, it creates a fluidity that facilitates participation at varying levels. “The Indymedia Documentation Project looks like a normal Web site… except that it encourages contribution and editing of pages, questions, answers, comments and updates” (Indymedia). Wiki software has been popular in the business community as a “conversational knowledge management solution” that fosters an efficient and collaborative work process (Gonzalez-Reinhart, 5). A wiki is a series of linked, dynamic Web pages that can be created, edited and deleted by a logged-on user, with no coding skills necessary. All changes are documented, so the wiki’s history is preserved and accessible for viewing. Because of its accessible, collective and participatory design, Kahn and Kellner call the wiki “the next wave in the emerging democratic Internet” (196). By 2002, IMC techs adopted and hacked up TWiki, a free software wiki clone aimed at the corporate intranet world, assembling a number of separately running wikis in one Website, docs.indymedia.org. While mailing lists facilitate information exchange, and IRC enables real time discussion, neither application provides a collaborative space for Indymedia volunteers to work asynchronously on common projects. The wiki, however, facilitates information flow, which allows distributed teams to work together seamlessly and productively, and eliminates the one-Webmaster syndrome of outdated content. Further, the wiki has proven useful as a forum for discussing technical issues regarding the smooth running of the network, while its ability to store policy documents, research papers, proposals and meeting logs create an invaluable store of cumulative knowledge. A successful wiki has political implications beyond the virtual sphere, offering alternative ways of social organization offline. “The recognition of this might lead some people to take the organization of work in a wiki as a model that could succeed in the real world as well (Ebersbach & Glaser)” The “wiki way” (Cunningham) of self-organization and collaboration to produce high quality work without capitalist incentives reveals other ways to value technology, ways not currently embraced by the dominant social order as it is underwritten by corporate capitalism. As social software, wikis create prospects for democratic communication and collaboration online, making it an important new application for activist work. Conclusion The Internet remains an unfinished and contested technology. Because it is socially constructed, users can intervene in its development and shape its future direction(s). Tech activists in the global justice movement bridge the divide between geek and activist communities, developing and maintaining the digital infrastructure that supports progressive activism on a planetary scale. Through their free software work, tech activists develop Internet technology that reflects their technical needs and social objectives, deliberately opposing the commercial encroachment of cyberspace. In the case of Indymedia, tech activists redeployed wiki software to facilitate movement goals – by creating a public and democratic space for online collaboration, and by challenging inherent power inequities reflected in the broader society. By addressing such imbalances at the level of technical design, they have created an alternative version of Internet technology as well as an alternate vision of society. References Abbate, Janet. IntroductionThe walking tour is an enduring feature of cities. Fuelled by a desire to learn more about the hidden and unknown spaces of the city, the walking tour has moved beyond its historical role as tourist attraction to play a key role in the transformation of urban space through gentrification. Conversely, the walking tour has a counter-history as part of a critical urban praxis. This article reflects on historical examples, as well as our own experience of conducting Field Trip, a critical geographical walking tour through an industrial precinct in Marrickville, a suburb of Sydney that is set to undergo rapid change as a result of high-rise residential apartment construction (Gibson et al.). This precinct, known as Carrington Road, is located on the unceded land of the Cadigal and Wangal people of the Eora nation who call the area Bulanaming.Drawing on a long history of philosophical walking, many contemporary writers (Solnit; Gros; Bendiner-Viani) have described walking as a practice that can open different ways of thinking, observing and being in the world. Some have focused on the value of walking to the study of place (Hall; Philips; Heddon), and have underscored its relationship to established research methods, such as sensory ethnography (Springgay and Truman). The work of Michel de Certeau pays particular attention to the relationship between walking and the city. In particular, the concepts of tactics and strategy have been applied in a variety of ways across cultural studies, cultural geography, and urban studies (Morris). In line with de Certeau’s thinking, we view walking as an example of a tactic – a routine and often unconscious practice that can become a form of creative resistance.In this sense, walking can be a way to engage in and design the city by opposing its structures, or strategies. For example, walking in a city such as Sydney that is designed for cars requires choosing alternative paths, redirecting flows of people and traffic, and creating custom shortcuts. Choosing pedestrianism in Sydney can certainly feel like a form of resistance, and we make the argument that Field Trip – and walking tours more generally – can be a way of doing this collectively, firstly by moving in opposite directions, and secondly, at incongruent speeds to those for whom the scale and style of strategic urban development is inevitable. How such tactical walking relates to the design of cities, however, is less clear. Walking is a generally described in the literature as an individual act, while the design of cities is, at its best participatory, and always involving multiple stakeholders. This reveals a tension between the practice of walking as a détournement or appropriation of urban space, and its relationship to existing built form. Field Trip, as an example of collective walking, is one such appropriation of urban space – one designed to lead to more democratic decision making around the planning and design of cities. Given the anti-democratic, “post-political” nature of contemporary “consultation” processes, this is a seemingly huge task (Legacy et al.; Ruming). We make the argument that Field Trip – and walking tours more generally – can be a form of collective resistance to top-down urban planning.By using an open-source wiki in combination with the Internet Archive, Field Trip also seeks to collectively document and make public the local knowledge generated by walking at the frontier of gentrification. We discuss these digital choices as oppositional practice, and consider the idea of tactical media (Lovink and Garcia; Raley) in order to connect knowledge sharing with the practice of walking.This article is structured in four parts. Firstly, we provide a historical introduction to the relationship between walking tours and gentrification of global cities. Secondly, we examine the significance of walking tours in Sydney and then specifically within Marrickville. Thirdly, we discuss the Field Trip project as a citizen-led walking tour and, finally, elaborate on its role as tactical media project and offer some conclusions.The Walking Tour and Gentrification From the outset, people have been walking the city in their own ways and creating their own systems of navigation, often in spite of the plans of officialdom. The rapid expansion of cities following the Industrial Revolution led to the emergence of “imaginative geographies”, where mediated representations of different urban conditions became a stand-in for lived experience (Steinbrink 219). The urban walking tour as mediated political tactic was utilised as far back as Victorian England, for reasons including the celebration of public works like the sewer system (Garrett), and the “othering” of the working class through upper- and middle-class “slum tourism” in London’s East End (Steinbrink 220). The influence of the Situationist theory of dérive has been immense upon those interested in walking the city, and we borrow from the dérive a desire to report on the under-reported spaces of the city, and to articulate alternative voices within the city in this project. It should be noted, however, that as Field Trip was developed for general public participation, and was organised with institutional support, some aspects of the dérive – particularly its disregard for formal structure – were unable to be incorporated into the project. Our responsibility to the participants of Field Trip, moreover, required the imposition of structure and timetable upon the walk. However, our individual and collective preparation for Field Trip, as well as our collective understanding of the area to be examined, has been heavily informed by psychogeographic methods that focus on quotidian and informal urban practices (Crosby and Searle; Iveson et al).In post-war American cities, walking tours were utilised in the service of gentrification. Many tours were organised by real estate agents with the express purpose of selling devalorised inner-city real estate to urban “pioneers” for renovation, including in Boston’s South End (Tissot) and Brooklyn’s Park Slope, among others (Lees et al 25). These tours focused on a symbolic revalorisation of “slum neighbourhoods” through a focus on “high culture”, with architectural and design heritage featuring prominently. At the same time, urban socio-economic and cultural issues – poverty, homelessness, income disparity, displacement – were downplayed or overlooked. These tours contributed to a climate in which property speculation and displacement through gentrification practices were normalised. To this day, “ghetto tours” operate in minority neighbourhoods in Brooklyn, serving as a beachhead for gentrification.Elsewhere in the world, walking tours are often voyeuristic, featuring “locals” guiding well-meaning tourists through the neighbourhoods of some of the world’s most impoverished communities. Examples include the long runningKlong Toei Private Tour, through “Bangkok’s oldest and largest slum”, or the now-ceased Jakarta Hidden Tours, which took tourists to the riverbanks of Jakarta to see the city’s poorest before they were displaced by gentrification.More recently, all over the world activists have engaged in walking tours to provide their own perspective on urban change, attempting to direct the gentrifier’s gaze inward. Whilst the most confrontational of these might be the Yuppie Gazing Tour of Vancouver’s historically marginalised Downtown Eastside, other tours have highlighted the deleterious effects of gentrification in Williamsburg, San Francisco, Oakland, and Surabaya, among others. In smaller towns, walking tours have been utilised to highlight the erasure of marginalised scenes and subcultures, including underground creative spaces, migrant enclaves, alternative and queer spaces. Walking Sydney, Walking Marrickville In many cities, there are now both walking tours that intend to scaffold urban renewal, and those that resist gentrification with alternative narratives. There are also some that unwittingly do both simultaneously. Marrickville is a historically working-class and migrant suburb with sizeable populations of Greek and Vietnamese migrants (Graham and Connell), as well as a strong history of manufacturing (Castles et al.), which has been undergoing gentrification for some time, with the arts playing an often contradictory role in its transformation (Gibson and Homan). More recently, as the suburb experiences rampant, financialised property development driven by global flows of capital, property developers have organised their own self-guided walking tours, deployed to facilitate the familiarisation of potential purchasers of dwellings with local amenities and ‘character’ in precincts where redevelopment is set to occur. Mirvac, Marrickville’s most active developer, has designed its own self-guided walking tour Hit the Marrickville Pavement to “explore what’s on offer” and “chat to locals”: just 7km from the CBD, Marrickville is fast becoming one of Sydney’s most iconic suburbs – a melting pot of cuisines, creative arts and characters founded on a rich multicultural heritage.The perfect introduction, this self-guided walking tour explores Marrickville’s historical architecture at a leisurely pace, finishing up at the pub.So, strap on your walking shoes; you're in for a treat.Other walking tours in the area seek to highlight political, ecological, and architectural dimension of Marrickville. For example, Marrickville Maps: Tropical Imaginaries of Abundance provides a series of plant-led walks in the suburb; The Warren Walk is a tour organised by local Australian Labor Party MP Anthony Albanese highlighting “the influence of early settlers such as the Schwebel family on the area’s history” whilst presenting a “political snapshot” of ALP history in the area. The Australian Ugliness, in contrast, was a walking tour organised by Thomas Lee in 2016 that offered an insight into the relationships between the visual amenity of the streetscape, aesthetic judgments of an ambiguous nature, and the discursive and archival potentialities afforded by camera-equipped smartphones and photo-sharing services like Instagram. Figure 1: Thomas Lee points out canals under the street of Marrickville during The Australian Ugliness, 2016.Sydney is a city adept at erasing its past through poorly designed mega-projects like freeways and office towers, and memorialisation of lost landscapes has tended towards the literary (Berry; Mudie). Resistance to redevelopment, however, has often taken the form of spectacular public intervention, in which public knowledge sharing was a key goal. The Green Bans of the 1970s were partially spurred by redevelopment plans for places like the Rocks and Woolloomooloo (Cook; Iveson), while the remaking of Sydney around the 2000 Olympics led to anti-gentrification actions such as SquatSpace and the Tour of Beauty, an “aesthetic activist” tour of sites in the suburbs of Redfern and Waterloo threatened with “revitalisation.” Figure 2: "Tour of Beauty", Redfern-Waterloo 2016. What marks the Tour of Beauty as significant in this context is the participatory nature of knowledge production: participants in the tours were addressed by representatives of the local community – the Aboriginal Housing Company, the local Indigenous Women’s Centre, REDWatch activist group, architects, designers and more. Each speaker presented their perspective on the rapidly gentrifying suburb, demonstrating how urban space is made an remade through processes of contestation. This differentiation is particularly relevant when considering the basis for Sydney-centric walking tours. Mirvac’s self-guided tour focuses on the easy-to-see historical “high culture” of Marrickville, and encourages participants to “chat to locals” at the pub. It is a highly filtered approach that does not consider broader relations of class, race and gender that constitute Marrickville. A more intense exploration of the social fabric of the city – providing a glimpse of the hidden or unknown spaces – uncovers the layers of social, cultural, and economic history that produce urban space, and fosters a deeper engagement with questions of urban socio-spatial justice.Solnit argues that walking can allow us to encounter “new thoughts and possibilities.” To walk, she writes, is to take a “subversive detour… the scenic route through a half-abandoned landscape of ideas and experiences” (13). In this way, tactical activist walking tours aim to make visible what cannot be seen, in a way that considers the polysemic nature of place, and in doing so, they make visible the hidden relations of power that produce the contemporary city. In contrast, developer-led walking tours are singularly focussed, seeking to attract inflows of capital to neighbourhoods undergoing “renewal.” These tours encourage participants to adopt the position of urban voyeur, whilst activist-led walking tours encourage collaboration and participation in urban struggles to protect and preserve the contested spaces of the city. It is in this context that we sought to devise our own walking tour – Field Trip – to encourage active participation in issues of urban renewal.In organising this walking tour, however, we acknowledge our own entanglements within processes of gentrification. As designers, musicians, writers, academics, researchers, venue managers, artists, and activists, in organising Field Trip, we could easily be identified as “creatives”, implicated in Marrickville’s ongoing transformation. All of us have ongoing and deep-rooted connections to various Sydney subcultures – the same subcultures so routinely splashed across developer advertising material. This project was borne out of Frontyard – a community not-just-art space, and has been supported by the local Inner West Council. As such, Field Trip cannot be divorced from the highly contentious processes of redevelopment and gentrification that are always simmering in the background of discussions about Marrickville. We hope, however, that in this project we have started to highlight alternative voices in those redevelopment processes – and that this may contribute towards a “method of equality” for an ongoing democratisation of those processes (Davidson and Iveson).Field Trip: Urban Geographical Enquiry as Activism Given this context, Field Trip was designed as a public knowledge project that would connect local residents, workers, researchers, and decision-makers to share their experiences living and working in various parts of Sydney that are undergoing rapid change. The site of our project – Carrington Road, Marrickville in Sydney’s inner-west – has been earmarked for major redevelopment in coming years and is quickly becoming a flashpoint for the debates that permeate throughout the whole of Sydney: housing affordability, employment accessibility, gentrification and displacement. To date, public engagement and consultation regarding proposed development at Carrington Road has been limited. A major landholder in the area has engaged a consultancy firm to establish a community reference group (CRG) the help guide the project. The CRG arose after public outcry at an original $1.3 billion proposal to build 2,616 units in twenty towers of up to 105m in height (up to thirty-five storeys) in a predominantly low-rise residential suburb. Save Marrickville, a community group created in response to the proposal, has representatives on this reference group, and has endeavoured to make this process public. Ruming (181) has described these forms of consultation as “post-political,” stating thatin a universe of consensual decision-making among diverse interests, spaces for democratic contest and antagonistic politics are downplayed and technocratic policy development is deployed to support market and development outcomes.Given the notable deficit of spaces for democratic contest, Field Trip was devised as a way to reframe the debate outside of State- and developer-led consultation regimes that guide participants towards accepting the supposed inevitability of redevelopment. We invited a number of people affected by the proposed plans to speak during the walking tour at a location of their choosing, to discuss the work they do, the effect that redevelopment would have on their work, and their hopes and plans for the future. The walking tour was advertised publicly and the talks were recorded, edited and released as freely available podcasts. The proposed redevelopment of Carrington Road provided us with a unique opportunity to develop and operate our own walking tour. The linear street created an obvious “circuit” to the tour – up one side of the road, and down the other. We selected speakers based on pre-existing relationships, some formed during prior rounds of research (Gibson et al.). Speakers included a local Aboriginal elder, a representative from the Marrickville Historical Society, two workers (who also gave tours of their workplaces), the Lead Heritage Adviser at Sydney Water, who gave us a tour of the Carrington Road pumping station, and a representative from the Save Marrickville residents’ group. Whilst this provided a number of perspectives on the day, regrettably some groups were unrepresented, most notably the perspective of migrant groups who have a long-standing association with industrial precincts in Marrickville. It is hoped that further community input and collaboration in future iterations of Field Trip will address these issues of representation in community-led walking tours.A number of new understandings became apparent during the walking tour. For instance, the heritage-listed Carrington Road sewage pumping station, which is of “historic and aesthetic significance”, is unable to cope with the proposed level of residential development. According to Philip Bennett, Lead Heritage Adviser at Sydney Water, the best way to maintain this piece of heritage infrastructure is to keep it running. While this issue had been discussed in private meetings between Sydney Water and the developer, there is no formal mechanism to make this expert knowledge public or accessible. Similarly, through the Acknowledgement of Country for Field Trip, undertaken by Donna Ingram, Cultural Representative and a member of the Metropolitan Local Aboriginal Land Council, it became clear that the local Indigenous community had not been consulted in the development proposals for Carrington Road. This information, while not necessary secret, had also not been made public. Finally, the inclusion of knowledgeable local workers whose businesses are located on Carrington Road provided an insight into the “everyday.” They talked of community and collaboration, of site-specificity, the importance of clustering within their niche industries, and their fears for of displacement should redevelopment proceed.Via a community-led, participatory walking tour like Field Trip, threads of knowledge and new information are uncovered. These help create new spatial stories and readings of the landscape, broadening the scope of possibility for democratic participation in cities. Figure 3: Donna Ingram at Field Trip 2018.Tactical Walking, Tactical Media Stories connected to walking provide an opportunity for people to read the landscape differently (Mitchell). One of the goals of Field Trip was to begin a public knowledge exchange about Carrington Road so that spatial stories could be shared, and new readings of urban development could spread beyond the confines of the self-contained tour. Once shared, this knowledge becomes a story, and once remixed into existing stories and integrated into the way we understand the neighbourhood, a collective spatial practice is generated. “Every story is a travel story – a spatial practice”, says de Certeau in “Spatial Stories”. “In reality, they organise walks” (72). As well as taking a tactical approach to walking, we took a tactical approach to the mediation of the knowledge, by recording and broadcasting the voices on the walk and feeding information to a publicly accessible wiki. The term “tactical media” is an extension of de Certeau’s concept of tactics. David Garcia and Geert Lovink applied de Certeau’s concept of tactics to the field of media activism in their manifesto of tactical media, identifying a class of producers who amplify temporary reversals in the flow of power by exploiting the spaces, channels and platforms necessary for their practices. Tactical media has been used since the late nineties to help explain a range of open-source practices that appropriate technological tools for political purposes. While pointing out the many material distinctions between different types of tactical media projects within the arts, Rita Raley describes them as “forms of critical intervention, dissent and resistance” (6). The term has also been adopted by media activists engaged in a range of practices all over the world, including the Tactical Technology Collective. For Field Trip, tactical media is a way of creating representations that help navigate neighbourhoods as well as alternative political processes that shape them. In this sense, tactical representations do not “offer the omniscient point of view we associate with Cartesian cartographic practice” (Raley 2). Rather these representations are politically subjective systems of navigation that make visible hidden information and connect people to the decisions affecting their lives. Conclusion We have shown that the walking tour can be a tourist attraction, a catalyst to the transformation of urban space through gentrification, and an activist intervention into processes of urban renewal that exclude people and alternative ways of being in the city. This article presents practice-led research through the design of Field Trip. By walking collectively, we have focused on tactical ways of opening up participation in the future of neighbourhoods, and more broadly in designing the city. By sharing knowledge publicly, through this article and other means such as an online wiki, we advocate for a city that is open to multimodal readings, makes space for sharing, and is owned by those who live in it.
