Abstract:
This chapter reviews the recent scholarly literature on fiscal policy in the American states, focusing on several important topics: (1) size and growth of the public sector in the states; (2) how states determine expenditure and revenue priorities; (3) the politics of state budget deficits and surpluses; (4) the effects of fiscal policy on various political, economic, and social outcomes. The pace of scholarly research by political scientists on state fiscal policy has slowed considerably during the first decade of the 2000s, resulting in a leveling off of scientific progress in understanding state fiscal policy. There is a lot we still do not know about the size of the public sector, state spending and revenue policy, state deficits and surpluses, and the effects of state fiscal policy. We conclude with a discussion of unanswered research questions as a means of building an agenda for future research on state fiscal policy.

Abstract:
The widespread perception at home and abroad is that Germany is Europe’s economic superstar: its economy is booming, and its economic and social policies have been impeccable. But there is a flip side to this success: Germany’s economy has fundamental weaknesses, and its economic policies have serious flaws. This chapter identifies the substantial and growing public and private investment gap in Germany as the main source of weakness and vulnerability in the German economy and discusses the measurement and origin of this investment gap, as well as its sectoral and regional distribution. In addition, the chapter explains why weak public investment is a key reason for low private investment, identifies those areas and sectors in which the investment gap is largest, and offers policy recommendations on how to close Germany’s investment gap and, thus, help solve the key economic weaknesses of the country.

The present chapter discusses Germany’s dual economy and the flip side of Germany’s success as an exporter.

Its GDP having touched $2.6 trillion, India is poised to become the world’s third-largest economy in less than a decade. In doing so, it will have moved one step closer to reclaiming its pre-1820s glory, when it accounted for one-sixth of global output and ranked second in economic size. This rapid movement in the absolute size of the economy will be insufficient, however, to bring prosperity to India’s vast population. Today, 44 percent of the country’s workforce remains in agriculture and another 42 percent in tiny enterprises with fewer than twenty workers. Labor productivity of both sets of workers remains low, and they live overwhelmingly on subsistence-level incomes. This book lays down a concise road map of reforms that would help transform the country and create well-paid jobs in industry and services for those with limited or no skills. It argues that creation of good jobs requires the emergence of medium and large enterprises in industry and services, especially labor-intensive sectors such as apparel, footwear, and other light manufactures. India needs policies conducive to the growth of firms from small to medium, from medium to large, and from large to larger still. They must compete in the global marketplace to help increase India’s share in the world export market from less than 2 percent currently to 5 to 6 percent in a decade. Such policies include greater outward orientation; more flexible markets in land, labor, and capital; a concerted effort to improve the quality of higher education; faster urbanization; and improved governance at all levels.

The financial inclusion effort achieved positive results, with the number of Mozambicans having access to banking services increasing considerably, particularly after 2011–12. However, the economic and social impact was limited, considering that farm productivity has remained low and poverty levels are still high. The neoliberal doctrine in the economic sphere, its expression in the restrictive monetary policies, and the weakness of the multi-party democracy system have been institutional factors restricting economic and social development. Consequently, this study proposes some institutional reform measures to expand credit to family subsistence farmers, small and medium-sized enterprises, the population in general, and low-income families in particular. Young people could benefit from more accessible housing loans. Rural family farmers also need systemic, public support.

This chapter explores how context influences bureaucracy. Bureaucratic behaviour and performance are interpreted as endogenous, shaped by decisions of political elites as to whether to direct their efforts towards providing public services or towards more narrowly political or private purposes. The chapter distinguishes among three broad contextual differences between the Western Cape and Eastern Cape—socio-economic, political, and institutional. It identifies the causal mechanisms through which these variables exert their influence, distinguishing between demand-side and supply-side influences. In the Eastern Cape, the consequence of an initially weak context is a low-level equilibrium trap in which incentives transmitted from the political to the bureaucratic levels reinforce factionalized loyalty within multiple patronage networks. By contrast, in the Western Cape, both demand-side and supply-side contextual variables support public service provision; however, weaknesses in ‘soft governance’ limit the positive impact.

This discussion continues in Chapter 7 (‘Independent ATM Deployers’) on how populating those locations comes about by the combination of an economic incentive (surcharging), the development of the so-called ‘low end’ ATM, and the diversification into the payments space of second-party processors. This chapter starts to bring the discussion to contemporary themes as IADs are increasingly recipients of outsourcing banks’ strategies to the extent that some of the biggest IADs control networks across continents and ten times the size of the ATMs owned by even the largest banks.

This book provides a comprehensive economic history of the British Whaling Trade, divided into two eras of significant technological difference. The first part concerns the traditional whaling trades that structured the industry for three centuries, from 1604-1914. The second part concerns the modern whaling trade between the years 1904-1963, characterised by technological advance and tremendous international competition. Gordon Jackson approaches the enormous subject of British Whaling from the perspectives of both the national economy of Britain, and the international whaling industry as a whole. The book consults official statistical material to determine the size and performance of various whaling fleets; eye-witness accounts and state papers for the early history of the trade; log books, and trade and customs records for the eighteenth century; and the documents of the Southern Whaling Company, Salvesen, and Unilever for insights into the modern whaling period. The book concludes with appendices containing statistical data concerning whale oil, whale stocks, and the price of goods, two bibliographies of further reading, and a conclusion that free competition and market demand simply exhausted whale stocks beyond any possibility of restoration.
