Abstract:
This research project mainly focuses on the public financial accountability in the Ministry of Finance and Economic Planning for South Sudan. According to the Public Service Regulations, the government has a duty and responsibility to deliver services to its entire people. In other words, the government exists primarily for the welfare of the people, by creating public institutions to render services delivery and developmental programmes for the communities. There are no government institutions that can function without the provision of finance resources (money). The management of the finances is one of the most important and critical tasks of the government, which requires public financial accountability from the political role-players and public officials, concerned with the use of public money (to be accountable). However the level of service delivery that citizens have to expect depends mostly on standardized public financial accountability of public money (revenue income) by the role players, and public officials in the institutions as integral part of public financial management. Any organization that manages and reports on its finances mitigates the risk of finances, builds good quality and openness into its financial and non financial analyses, monitors the sustainability of benefits and reflects sound financial accountability. Public financial accountability is a specific field that intended to as a tool use for the economy, efficient and effective administration of public money for render of service delivery to the citizens and the developmental programmes for the better live condition or general welfare of the communities. The study was motivated by the issue of public financial accountability in the Ministry of Finance and Economic Planning for both, during the interim period of six years and after independence in, 2011 for the government of South Sudan which has influenced socio- economic concern, as a result many communities in South Sudan have no access to basic services delivery. Research instruments which solicited quantitative and qualitative data were used to collect information from a sample of management officials and administrative staffs within the Ministry of Finance and Economic Planning The research sought to identify the challenges faced and their causes and the ways of improving efficiency and effectiveness of public financial accountability in the ministry of finance and economic planning. The focus of public financial accountability is ranging from the stages of revenue collection, keeping/saving, treasury regulations, money transfer and budget expenditure, etc that can be achieved by transparency, financial reporting statements, control, and audit, as well as good ethical behavior for good performance in the public institutions, this is because maladministration practices of public finance have an impact in rendering of service delivery’s performance. This research focuses on the level of preparedness for accountability and financial accountability with regard to public financial management in the Ministry of Finance and Economic Planning. Particularly, it explored the laws, policies, procedures, rules and regulations governing implementation of public money, systems in place to oversee this process as well as the capacity of the role-players and public officials in this respective ministry. It further examined how finances have been used for the rendering of service delivery to the communities. In order to accomplish the objectives of this study, a literature study as well as empirical research was undertaken. For the empirical research, questionnaires as well as various types of interviews were used. For proportionate representation efficiency as well as cost effectiveness, the research used a sample of 26 respondents. These included 6 Financial Management Officers, 4 Directors General, 14 finance administrative Staffs, 1 Auditor-General, 1 Chair Person of Anti-Corruption Commission Exploratory statistics and methods were utilized to analyze the data collected so as to measure the reaction to the research questions and objectives under scrutiny. The research disclosed that the public financial accountability in the Ministry of Finance and Economic planning is a new approach that facilitates changes and growth by improving the ways of control public money. The study also found that the standardized laws, policies rules and regulations, and procedures for implementation for public financial accountability have been developed, but not implemented to achieve the stated goals. Also some other important documents are not yet developed. The findings attested to recommendations that, this research will help the policy makers to reformulate the policy; help the implementers or administrators the planners or the managers of the programmes to modify or adjust the programme; to help professionals or academician including those who may research in the area or field; it will help in filling gap in that particular academic dimension or field. The study made recommendations that, the public financial accountability must be improved in the ministry of finance and economic planning, through standardized policies and structures, procedures, transparent and accountable, financial reporting statements and control pertaining to public money. There is a great need for further research in this area of public financial management. This may not be restricted to the Ministry of Finance and Economic Planning only but to all other state ministries where the utilization of public money has already been established.

Abstract:
Local government is an important level of participatory democracy, where communities play an active role not only as the electorate, but also as end-users and consumers, and thereby holding their municipal councils accountable for their actions. Given the above statement, the interim Constitution of the Republic of South Sudan 2011, entrusts local government with the provision of services to communities in a sustainable manner. It also provides for the promotion of social and economic development and the promotion of a safe and healthy environment. This also entails the need for a commitment to service delivery hence, public representatives and public officials must take seriously their obligation to render services to the people that could be in the form of ensuring that refuse gets collected, electricity being supplied and other services rendered which better the general welfare of citizens. There are several definitions of public participation, but it can be defined as a process of empowering citizens by involving them in making decisions on all issues that concern them, which can be political, social or economic. The main aim of this study was to, investigate and identify the nature and extent of integrated participatory planning in Yei River County and the extent to which opportunities for public participation are accessible to the communities. The study sought to investigate: How different stakeholders in the community in Yei River County make use of public participation opportunities during the integrated participatory planning process? As such, the main objectives of the study were to; to assess the existing integrated participatory planning practices in Yei River County, to examine and evaluate how the existing integrated participatory planning practices influence service delivery in Yei River County and lastly to identify the barriers to effective integrated participatory planning in YRC and advance recommendations for improvement. Purposive and snowball sampling methods were used and data was collected from a sample of two hundred and twenty-six (226) public officials, comprising of Local Government officials, County councillors and members of the public. Results from the data collected using open and close-ended questionnaires, showed that public participation is very important in local government planning as it leads to incorporation of public suggestions and interests in the development strategies. The results further showed that public meetings and workshops were the only public participation mechanisms being used by Yei River County. The study therefore recommended among other things that, Yei River County should strengthen public participation in integrated participatory planning by providing adequate skilled human resources and establishing structures, as well as public participation mechanisms at the Payam and Boma levels. It was also recommended that the communities needed to utilise all available mechanisms of participation to ensure maximum participation during the integrated participatory planning processes.

Both Afghanistan and Sudan have experienced extended periods of war and violent conflict. Sudan has been engulfed in a nearly continuous and bitter civil war since independence in 1956. Afghanistan has been in a state of conflict since the Soviet invasion in 1979. Both nations are also among the poorest and least developed in the world. The article on Sudan addresses the interlinkages that exist between conflict and natural resources and how access to and unequal distribution of natural resources have triggered and fuelled violent conflict. In the case of Afghanistan, the article looks at the reasons for US military intervention in 2001 and analyses the reconstruction and development programmes devised by the international community in order to rebuild the country. Based on these, the article looks at the potential for creating a sustainable society in Afghanistan and putting in place an effective system of environmental governance. Although it is recognised that both countries have managed to address some of the causes of conflict, the articles also state that in both cases, the agreements that were signed between the warring parties are far from being comprehensive. This is illustrated by the fact that in Afghanistan, conflict with the Taliban has increased dramatically in recent months, and in Sudan, by the still ongoing conflict in Darfur. It is argued that in both countries the potential for promoting long-term sustainable development is limited not unrelated, in large measure, to the nature of the development agendas being imposed by external decision-makers. Financial institutions and other international development actors have played an instrumental role in devising these agendas. They are promoting development strategies mostly based on neo-liberal policies and reliant on market forces, despite the fact that these policies have, in the past, often failed to trigger economic growth and alleviate poverty. Finally, while issues relating to the management of natural resources, particularly those of global and strategic importance, receive a fair amount of attention in the development plans, environmental protection as such, is often lacking political and financial commitment.

Abstract:
Although Sudan is a country with enormous agricultural potential, agriculture has not prospered over the last two decades and Sudan now finds itself a bankrupt net importer of food. Much of the country's agricultural resource base is found in the rainfed agricultural region of Western Sudan, which includes Kordofan. This study focuses on Kordofan, and reports on data gathered during work for the Western Sudan Agricultural Research Project. Rather than following the production orientation usually employed by economists, it addresses issues related to the role of marketing in agricultural economic development. Marketing in Kordofan, as well as production, is subject to disruption because of climatic variations characteristic of arid and semi-arid regions. Extended annual dry periods and droughts distort price performance for agricultural commodities and cause shifts in marketing channel structure. Risk levels are substantially increased for producers and small traders, while at the same time they must take on increased responsibility for many channel functions. Marketing also suffers from infrastructure deficiencies: roads are often impassable during the rainy season, and storage losses become huge over the course of a year. The private marketing system in Kordofan has adapted to these conditions, and is performing quite effectively, efficiently, and equitably, given the adverse conditions. Competition is extensive, farmers have many alternatives when selling crops, and merchants operate on fairly modest profit margins. A widespread bias against the private sector has led to extensive government intervention into marketing spheres. These policies include direct operation of some marketing channels, manipulation of price structures through artificial exchange rates and price controls, and restrictive licensing practices. Wherever such policies have been applied in Kordofan, they have led to declining production of government controlled crops, they have restricted competition in marketing channels, and they have lowered living standards for producers and consumers. Sudan has not successfully identified areas where private channels in Kordofan cannot solve problems, and which therefore require public intervention. The government seems to have based its economic decisions upon ideological considerations and intervened in areas which it cannot perform as well as the private market.

Abstract:
Post-independence South Sudan has many areas in which progress is required in order to develop the economy. South Sudan’s economy, for is still run largely (98%) on oil revenues. In order to improve the standards of living of the citizens, good governance, transparency and accountability are the key. These will help build confidence, stability as well as the credibility of the government. How to achieve diversification of the economy in order to move away from the overdependence on oil will be the focus of this research. Diversification, especially in the context of small and fragile economies, has become an important topic. This research will investigate possible economic strategies to diversify the crude-based economy in South Sudan and will assess the circumstances under which economic diversification can be achieved. The research will identify and analyse the issues that impede and hinder economic growth in the non-oil sectors of the South Sudanese economy and explore how far the government has delivered the conditions necessary for the private sector to grow so that it can contribute considerably to the diversification and growth of the economy and the nation. This research was started in 2012, one year after South Sudan got its independence from Sudan. The country’s first Development Plan was rolled out in 2011. Unfortunately, a war broke out in December 2013, disrupting life in the new country, especially economic activities. A peace treaty has since been signed to end the war. The government, however, still continues forward with just one source of revenue – oil. Nonetheless, the findings of this research will offer an analysis as well as recommendations for ways to diversify the South Sudanese economy once peace is firmly established in the country.

Abstract:
The outstanding characteristics of the population geography of the Sudan are seen in its vastness of the area, its low population density, its high population fertility, decreasing mortality rates and uneven distribution of developmental projects among its regions. All these have important effects upon the economic and de mographic characteristics of its population. They also underline the uneven distribution of the country's population, as a result of which large-scale migration movements occur. Three types of population movements in the Sudan are discussed; inter-provincial movements, rural-urban migration and seasonal migration for cotton picking in the Gezira scheme. In the discussion of the first type, the analysis covers issues related to the general levels of movements amongst the 18 provinces of the country, rates of in- and out-migration in each province and their net migration balances. Also, it discusses the spatial structure of the movement, and some gaining and losing provinces are singled out. The impacts of the movements and their selective nature are also revealed. Rural-urban migration to the capital city of Khartoum is studied using the 1983 census data, other published data and the author's 1988/89 survey of migrant households in the city. The scale of the migration and the characteristics of the migrants are analyzed. Additionally, the structure of the migrant households, literacy, occupation contrasts and links with the village are investigated. The reasons behind the migration decision and the reward of the rural-urban migration are also shown. Seasonal migration is discussed to disclose the nature of the movement and its patterns which are associated with the cotton picking operation in the Gezira scheme. The types of labour involved and labour market conditions are also investigated. The findings verified the seasonality of the movement to the scheme and the consistent relationship between migrants and tenants in the scheme.

Abstract:
The socio-economic dimension of conflicts has enjoyed increasing attention in research dealing with the dynamics of contemporary conflict. The underlying assumption of this study is that the socio-economic dimension of conflict can be hugely informative in terms of providing an understanding as to why peace agreements fail and in that sense can contribute to the resolution of conflicts if taken into account during the formulation of peace agreements. This study explores the way in which conflict theory has dealt with conflict and determines to what degree peace agreements in the Sudan have taken into consideration the socio-economic dimension of the conflict between the North and South Sudan since February 1972 to January 2005. This study proposes a number of recommendations in terms of the peace process in the Sudan with possible wider application to other future peace agreements.

The conventional theoretical and analytical debate surrounding contemporary African underdevelopment attempts to classify or label the impediments to development primarily within an internal-external dichotomy_ This thesis questions the internal-external approach in that it may limit the opportunity to examine the situation more in terms of a single process, blending the forces that hinder political and economic growth. The case of the Sudan illustrates this 'holistic' concept in that certain fundamental constraints wi thin the Sudan combined with specific external factors place severe limitations on both the economic and political development of the country. The tradi tional disunity and absence of a legitimate political authority within the Sudan, combined with the Sudan's inteqration into the world economic system, has created a situation that is detrimental to development. Rather than place the blame or responsibility for underdevelopment on any particular set of forces, t have examined how these forces have intertwined to create the present conditions in the Sudan, perhaps highlighting similar situations throughout other Third World nations as well.

Abstract:
Like many other African colonies, the Sudan experienced a period of sustained industrial unrest during the late 1940s. The Workers’ Affairs Association (WAA), the representative body for Sudanese railway workers, led a two year campaign of strikes during 1947 and 1948. The escalating labour unrest provoked considerable unease among British officials in the Sudan Government. Not only was there a fear that the strikes might escalate into broader anti-colonial protest but the sustained campaign of industrial unrest also caused significant disruption to the economy. During the strikes the export of cotton - the Sudan Government’s principal source of revenue - was delayed and the movement of other essential goods was severely restricted. The thesis argues that the economic dislocation caused by the strikes, which coincided with growing concerns about rising anti-colonial nationalism and imperial decline, meant that labour discipline among key sector workers was the primary objective for the late colonial state. Although the protests in the Sudan were part of the broader strike wave that was sweeping through the African continent in the late 1940s, it has largely been excluded from the historiography of this period – primarily because of the Sudan’s unique status as a ‘Condominium’ of Britain and Egypt. Through an analysis of the Sudan Government’s labour policy, the thesis challenges this notion of exceptionality, demonstrating that the British officials of the Sudan Political Service (SPS) were animated by similar concerns and motivations to their counterparts elsewhere in colonial Africa. With this in mind, the thesis aims to address two broad research objectives. Firstly, to examine the causes of the industrial unrest: investigating the relationship between the structure of the economy, social organisation, and post-war economic conditions. Secondly, to analyse the Sudan Government’s response to the labour protests, documenting how immediate economic concerns, combined with post-war ideas relating to industrial relations management and social welfare, shaped colonial labour policy.

Abstract:
This study is based on Leadership & Accountability in managing the Constituency Development Fund (CDF), the case of Yei River County (YRC) of Central Equatoria State, Republic of South Sudan (RSS). CDF is one of the initiatives of the government of South Sudan created by a legislation of Parliament to compliment development of the community needs as they expect more from the government of the day. The CDF Act 2007 which was passed by the parliament stipulated structures that govern the operation of the fund in terms of management, leadership and accountability to enhance effective and efficient provision of services to the people. The CDF Act provided that fund allocated to the MPs is to address the challenges that face the communities such as construction of schools, health facilities, water, roads and government facilities but not for personal interest or individual use. The problem that motivated the researcher to explore the performance of the CDF was inadequate service to the community although the government has allocated funds to each constituency channeled through the members of parliament to improve the socio-economic status of the community. The research looked at how the CDF roles, functions, and procedure were applied in the utilization of the funds to ensure efficiency. It analysed and evaluated the effectiveness and efficiency of management of CDF to promote service delivery in the constituencies of Yei, Ottogo, Tore and Mugwo Payams. The study investigated the following questions: How is the Constituency Development Fund (CDF) been managed and utilized by the Members of Parliament (MPs) to promote development in their constituencies? To what extent is the Constituency Development Fund (CDF) used in accordance with the provisions of the CDF Act (2007)? To what extent does the CDF achieve its objective in promoting development to meet the aspirations of the people within the constituencies? And, what is the nature of the relationship between the MPs, the community and the County Local Authority in relation to the CDF? The study also examined the linkage between the various committees formed by the CDF Act 2007 to guide the implementation of the fund as well as the projects at grass-root levels in regards to monitoring and evaluation process. The study used both descriptive and explanatory techniques to guide the researcher in gathering information required on the best of CDF practice in Yei River County which were carried out using interviews, focus group discussion and observation. Twenty (20) respondents comprising of head of departments, women, youth, MPs of both parliaments - the National and the State, chiefs, councilors, CDF committees from the four constituencies mentioned above were interviewed about the use of the CDF. The study reveals that there are no clear linkages between the various committees formed by the CDF Act 2007 to guide the implementation of the fund as well as the projects at the grass-root level in regards to monitoring and evaluation process. In addition to this, less participation of the community in identification, planning, implementation, monitoring and evaluation of the CDF community projects was one of the contributing factors that affected the effectiveness and efficiency of the result. Although creation of CDF has effect in some of the areas of the county, it requires more improvement in the implementation process to increase development in other areas. Based on these findings, the study argues that for the best of the CDF utilization, leadership and accountability which are components of the Public Administration Discipline that enhances efficiency in the public institutions need to be put into practice. Hence, rigorous application of the CDF rules, regulations and procedures is paramount in managing the utilization of the fund allocated for the purpose of development.

An investigation of the root causes of educational problems, which are seemingly linked to the current language policy, is examined throughout the thesis from Chapter 1 through 9. In specific terms, Chapter 1 foregrounds the discussion of the methods and methodology for this research purposely because the study is based, among other things, on the analysis of historical documents pertaining to events and processes of sociolinguistic significance for this study. The factors and sociolinguistic conditions behind the central government's Arabicisation policy which discourages multilingual development, relate the historical analysis in Chapter 3 to the actual language situation in the country described in Chapter 4. However, both chapters are viewed in the context of theoretical understanding of language situation within multilingualism in Chapter 2. The thesis argues that an accommodating language policy would accord a role for the indigenous Sudanese languages. By extension, it would encourage the development and promotion of those languages and cultures in an essentially linguistically and culturally diverse and multilingual country. Recommendations for such an alternative educational language policy are based on the historical and sociolinguistic findings in chapters 3 and 4 as well as in the subsequent discussions on language policy and planning proper in Chapters 5, where theoretical frameworks for examining such issues are explained, and Chapters 6 through 8, where Sudan's post-independence language policy is discussed. In the latter chapters, there is a focus on implications for language use language as a national resource for social and cultural development, both of which are examined in the light of historical and sociolinguistic information in the preceding chapters. Chapter 9 concludes the thesis by proposing an alternative educational language policy that would give a role to the nation's indigenous languages.

Abstract:
The signing of the Comprehensive Peace Agreement (CPA) between the Republic of Sudan represented by the National Congress Party (NCP) and the SPLM (Sudan People’s Liberation Movement) which represented the people of the Southern part of Sudan in January 2005 ushered in a rare era of peace and hope for the rebuilding and construction of the war ravaged South Sudan. Coupled with the attainment of Independence for South Sudan through an internationally supervised referendum in January 2011, the objectives of years of struggle by the people of the formerly semi-autonomous region were completed. From 2005 until after the independence of South Sudan however, a period that initially was marked by huge euphoria and broad based anticipation of development boom, the support from both local and international actors for the struggle and the plight of the people of South Sudan is waning and at worst has now turned into despair and hopelessness. After attaining independence in 2011, the highest party organ, the Political Bureau decided to remove candidates who were popularly voted by their constituents and replaced them with their cronies, leading to mass exodus of cadres from the party. On top of that, the wide believe that the elections were rigged for SPLM candidates at the expense of the Independent candidates led to another wave of exodus and open rebellion by many veteran cadres of the movement. Today, these rebellions coupled with some complex problematic societal issues are major concern and a source of political instability and violence in some parts of the country. Secondly, the hasty process of the Disarmament, Demobilization, and Reintegration (DDR) campaign, which in some cases were forcefully done left some communities exposed and venerable to attacks by rival communities. This continue to exacerbate and ignite tribal hatred, tension and stereotypes between communities especially in the traditionally volatile parts of the country that are known for cattle rustling and tribal rivalry as a form of cultural practice. Unresolved post secession issues within the SPLM had resulted to political instability and violence thus having negative economic consequences for South Sudan and all the gains the country had made in the past few years vanished after December 15 2013 political upheaval. This thesis will examine the effects of these mentioned complex political instability and economic dilemma South Sudan is being confronted with in the face of the fact that it is still in the process of nation building having attained its Independence only in July 2011.

This research is an investigation into the effects of culture on management practices. The investigation centres primarily in the theory of culture patterns. It illustrates how the behaviour patterns are formed through socialization in the institutions of the society, and how they are transmitted into an organizational environment through the individual member's attitudes, perceptions, interpretations and interaction with one another. The objective of the investigation is to understand the mechanics of the effects of culture in management practices, so that complementary theories, techniques and practices can be developed to avoid conflict of culture and management practices. The absence of conflict between culture and management practices can create a desirable atmosphere for organizational efficiency and effectiveness. The research uses a phenomenologically-based method in investigating the conflict of culture and management practices. The essential feature in the phenomenologically-based research method is in the understanding of the individual subjective experience as a source of knowledge about the subject or the phenomena of investigation. In this research the subjective experiences of eight senior local government administrators from the Southern Sudan are used to illustrate the conflict of culture and management practices in public service organizations in that environment. The research concludes that the conflict of culture and management practices can be resolved by doing the following two things: First, by identifying the forces of divergence and convergence in the cultural and organizational environment. Second, by reducing the process of cultural and organizational divergence in order to achieve a considerable convergence through a mutually-inclusive model that accommodates both the local culture and the local organizational interest.

The impact of 'global' archaeology on 'local' communities that live upon or beside archaeological sites is a question of great importance and an emerging topic in archaeological discourse. The studies that have taken place so far have focused mostly on how archaeology is used in the construction of identity in 'descendant' communities, that is, communities which claim an ancestral link to the ancient inhabitants of the archaeological sites. However, these studies have tended to sideline the many 'non-descendant' communities that exist across the world and who are equally subject to the archaeological phenomenon; they have also largely neglected to consider archaeology's not inconsiderable socio-economic impacts. Using a range of investigatory models and analytical frameworks, this study therefore seeks to go 'beyond identity' to illuminate the impacts of archaeology on local communities through an ethnographic case-study of a non-descendant community living amid ancient 'Nubian' archaeological sites in Sudan's Nile Valley. In doing so it contributes to the relatively new field of archaeological ethnography, as spearheaded by scholars such as Meskell (2005) and Hamilakis (2011). The study finds that although the residents living in the case-study community do not identify with ancient Nubia, let alone ancient Nubians, both of which the archaeological sites officially represent, the sites are nevertheless endowed with significant cultural and historical meaning. This meaning is, however, being eroded: a mixture of increasing religious orthodoxy and the alienating effects of archaeological site management plans are both contributing to this decline. In addition to, or perhaps now in place of, cultural and historical connections, this study finds that the community residents frame archaeology's impact, or lack thereof, in economic terms. And, although most scholars have assumed that archaeology's main economic impact comes through its ability to stimulate tourism, in the case-study area it is archaeological employment that has the most important economic impact. Indeed, such is the scale of its importance, it has a tangible knock-on effect on social and political relationships between the community residents. Once again, the study finds that archaeological site management in the case-study area is part of this issue, as it has been experienced as a slow process of economic dispossession. Among other things, this study therefore concludes that site management plans cannot be separated from economic, or cultural, concerns.

This thesis attempts to trace the history of the politics, rhetoric and practice of British central government planning in the 1960s. As such, it attempts to answer a number of questions: why did 'planning' come back into fashion in the early 1960s? What meanings did it take on for those who espoused it? Did different groups have very different ideas about what it meant? Why was it adopted as such an all-encompassing reformist banner in this decade? Did it fail to achieve its ends, and if so, why? 'Planning' is therefore treated both as an idea and a practice in its own right, but also as a tool to answer wider questions about post-war British government and politics. How important were interest groups, for instance the 'social partners' of employers and trade unions, in the management of the economy? How central were provider and consumer interest groups in the planning and development of the Welfare State? How close together were the ideas and actions of the political parties? How powerfull was the central government, and what were the limits to its power? This thesis will use unpublished manuscript sources from the archives of the central government and the two main political parties, along with some personal papers, to attempt to answer these questions. It will conclude that planning failed because of a basic lack of agreement between the different 'planners', as well as the inability of the central government machinery to conduct such complex and testing work. It will also argue that the influence of political ideology and party-political conflict was much greater than has previously been thought.

The National Congress Party (NCP), representing the government of the Sudan, and the Sudan People’s Liberation Movement/Army (SPLM/A) signed key peace protocols on the 26th May 2004 in the Kenyan town of Naivasha. The Protocol on Power–sharing contains a significant section on language policy. Having a language policy interwoven within the very discoursal fabric of the Protocol on Power–sharing is an arena of intense power struggle between the south and the north. Indeed, it has been so since the emergence of the colonial Southern Policy. The historical social struggle between the south and the north of Sudan, which incorporates unequal power relations, is encoded in the linguistic signs of the language policy. The current Interim National Constitution has adopted the Naivasha Language Policy. The study has four main objectives. The first objective is to historicise the Naivasha Language Policy. The study aims to disinvent the ‘naturalised’ notions of ‘indigenous languages’, ‘north Sudan’, and ‘south Sudan’ by revealing their colonial constructedness. The social and semiotic processes involved in the colonial representation of the discursive differentiation of the ‘south’ from the ‘north’ are examined. The historical analysis of the colonial Southern Policy reveals the hidden agenda that lies behind what might be termed the ‘politics of linguistic indigenousness’. The analysis demonstrates that the technical phrase ‘indigenous languages’ is used as part of a metaphorical strategy of symbolic differentiation of the ‘African south’ from the ‘Arab north’. The fact that the south is to gain the right to external self–determination in four years’ time points to the political instrumentality of the notion of linguistic indigenousness in language planning. The second objective is to examine the language rights regime embodied in the Naivasha Language Policy. One of the central arguments is that the language rights embedded in the Naivasha Language Policy should not be conceptualised in essentialising and totalising terms as a set of abstract universal givens. Instead, the contention is that the notion of language rights should be treated as part of the ‘habitus’ of the concerned community of practice. The employment of the concept of habitus as an analytic tool can help us avoid the essentialist trap of the mainstream ‘language– rights’ paradigm by asserting the social constructedness of languages, identities, and rights. Thus, grounding the advocacy of language rights in the notion of habitus can provide a means of uncoupling language from religion and race in the Sudan. It is demonstrated that the colonial construction of identities in the Sudan involved, among other things, the invention of traditions, the construction of languages, the (re)creation of tribal boundaries, and the racial classification of people. The third objective of the study is a comparative analysis between the proposed structural political system and the discourse of the Naivasha Language Policy. The argument here is that a faithful implementation of the Naivasha Language Policy within a multinational democratic federation informed by the principle of active citizenship can act as both: 1) a strategic corrective to the divisive monolingual ideology of Arabicisation, and 2) a foundation for a new regime of language rights determined by a bottom–up approach. The fourth objective is to explore the relationship between the allocation of political power in the peace protocols and the language policy, and to investigate the ways in which power relations may influence the realisation of the language policy. The analysis shows that the proposed configuration of power relations would mainly affect the language situation in the south of Sudan. The thesis concludes with an assessment of the current status of the institutional implementation of the language policy text.

This Study was conducted in Yei River County, Central Equatoria State the Republic of South Sudan from July-December/2012 under the topic: Examining the role of Local Government County Legislative Council in promoting service delivery. The Legislative Council in Yei was established since 2007 inaccordance with the provisions of the Transition Constitution of the Republic of South Sudan, 2011:166, LG Act, 2009:8-29 and Governors’ Decree dated 25/August/2007 with the mandate to enact laws and policies and supervise the Executive to implement its decisions. The study investigated into why there was under performance of Legislative Council in promoting service delivery in Yei River County (YRC) and how can service delivery be improved in YRC. The findings revealed that, the capacity of the Council is low in making appropriate decisions and supervising the Executive to implement its decisions, it lacks the necessary working requirements to facilitate its duties, some of its directives are not implemented by the Executive and negative attitudes towards the work of the Council by some members of the Executive. Despite the difficulties encountered, the Council was able to enact 31 laws, conducted some joint consultative meetings on County projects and the study recommended that, the relevant institutions of Local Government to review the irregularities in the Local Government Act of 2009 to regulate the duties of the Council and to guide the recruitment of the future Councillors, training of the Councillors to improve performance, improve the working conditions of the Council, conduct public awareness on the role of the Council and promotion of exchange programs for further learning purposes. The significance of this study is that, the topic was good according to the participants, the recommendations of the study may be adopted by the Local Government Authorities to address the identified gaps and challenges facing the Council not only in Yei River County but also in other parts of the Country and finally, the report may be used by the University of Fort Hare for further Academic purposes and/or other interested individuals/institutions or organizations of the same or similar objectives.

Since Sudan’s Comprehensive Peace Agreement (CPA) was signed in 2005, its border with Uganda has become a hub of activities. These economic activities have been enhanced by ethnic and political relations, but also by diplomatic relations between the two countries. Contrasting developments on the Ugandan side of the border with those on the South Sudanese side, this research draws on empirical fieldwork to examine the impact of diplomatic relations on the development between both countries since 2005, with international trade as the main aspect of development. The study sets out to show how trade between both countries has been affected by the diplomatic relations between them. The post-CPA demand for goods and state-building processes created a range of economic opportunities for traders. This was particularly the case for Ugandan large-scale traders who, as a result, became an important and empowered group. These factors have further been enhanced by good diplomatic relations between both countries, and as a result South Sudan has become Uganda’s most important trading partner as well as a destination for many Ugandans to conduct their trade. Simultaneously, post-conflict problems have emerged in South Sudan such as insecurity, weak government institutions run by incompetent officials, corruption, high foreign exchange rate, cultural diversity, mistrust and poor infrastructure. These problems have emerged as major challenges to trade and investment by Ugandan traders in South Sudan with traders as well as government officials agreeing that these challenges present major setbacks to trade and investment in South Sudan. Ugandan small-scale traders in particular have become more vulnerable to expressions of authority on the part of South Sudan’s post-CPA state, in which state or individual military might is used effectively to control trade. The current conflict, which began in December 2013, has added a new dimension to the list of impediments to trade as insecurity and economic instability have precipitated an atmosphere of uncertainty among many traders and investors. Despite all those challenges, Ugandan traders as well as government officials still view South Sudan as a business destination of choice. Overall, the study confirms that diplomatic relations have enhanced international trade between South Sudan and Uganda by way of solving trade disputes, investment promotion and influencing leadership on policy matters.

Aquaculture plays a critical role in alleviating demand pressures caused by increasing fish consumption and over-exploitation of fishery stocks. While aquatic foods are generally considered low-revenue generators in comparison to other protein-sources, aquaculture products help to support food security, income, and higher standards of living, particularly in developing countries. Decision makers, i.e. policy-makers and farmers, are challenged with the responsibility of planning and conducting aquaculture development in a sustainable way whereby social, environmental and economic goals are simultaneously satisfied. Existing studies that economically evaluate the industry for its current and historical performance, and future development scenarios are invaluable to sustainable planning, but have not been developed in Mexico. This dissertation is comprised of two essays applying Economics and Operations Research theory to regional economic planning for the sustainable development of shrimp farming in northwest Mexico. The analyses are carried out both at the micro (farm) and macro (industry planning and development) levels based on an unbalanced panel of shrimp semi-intensive farms containing primary-source information at pond level for the period 1994, 1996-1998. Using an input distance function approach, the first essay examines total factor productivity (TFP) and technical efficiency (TE) using both traditional (T) and environmentally-adjusted (EA) indicators. The reduction in TFP was determined to be due to a technological regression as reflected by increased input-intensive production technology resulting in an increase in undesirable outputs. The learning curve resulting from a shift from white shrimp to blue shrimp production species resulted in higher FCRs, water exchange and pollution emissions, despite increasing shrimp yields. In all years except 994, EA TE and EA TFP were lower than the traditional TE and TFP scores. TE and TFP had an opposite behavior than yields in this period of time. In order to improve the technological change (TC) component of TFP in light of stable TE scores, increased government assistance in disseminating technological know-how is necessary to improve TFP at a faster rate during the transition period. A sensitivity analysis also revealed the economic feasibility of the implementation of pollution abatement technology based on the calculated shadow price of N and P pollutants at USD $6.35/kg and $8.3/kg respectively. In the second essay, a multi-criteria decision making (MCDM) model was developed to evaluate the sustainable development of shrimp farming in the northwest region of Mexico (States of Sonora, Sinaloa and Nayarit) based on government objectives for aquaculture development in Mexico. Three possible production systems among two species were investigated. The optimal combination of new shrimp farms within 22,500 ha over a five-year period is determined. The planning objectives assumed in the MCDM model are maximization of employment (E), foreign exchange earnings (XG), and economic rent (ER), and total pollution (TOTALPOLL) minimization, subject to land availability and local market demand constraints. Under a preliminary evaluation of single objective optimization, XG and ER maximization produce similar results: USD $888.6 and $322.5 million in foreign exchange earnings and economic rent respectively, and the creation of 6,150 jobs. The MCDM model was implemented using Feasible Goals, which allows for the simultaneous graphical evaluation of decision maps arising from trade-offs among efficient solutions. When fully allocating the available land (22,500 ha), the multiobjective development of the shrimp farming industry produces 7,490 new jobs, ER and XG of USD $204.5 and $497.6 million respectively, with a total pollutant discharge of 2,000 tons. The multiple-criteria optimization strongly favors semi-intensive systems (93% of the total 466 new farms), producing 57,119 tons of shrimp by 2005. The sustainable development of the industry based on the assumptions of this analysis does not suggest intensification of systems. Rather, the results of the MCDM analysis support the claim that semi-intensive farms, which are more common in Mexico, promote sustainability. Based on the findings of each of the essays, it is suggested that production performance indicators are needed on a periodic basis for the evaluation of the shrimp industry of Mexico. Production performance measurements may better assist farmers in the decision-making for industry sustainability and growth. Moreover, direct determination of N and P discharges by farms are recommended in future studies as well as incorporating risk and employing longer time series.

The application of the principles of chaos theory will be used to judge the relative success of specific clusters through a case study approach and historical analysis to determine the change agents and other significant factors influential to the growth of economic clusters. Because clusters are turbulent, non-linear systems that are sensitive to endogenous and exogenous triggers, chaos theory may provide the conceptual foundation appropriate to the study of economic clusters. A more thorough understanding of the emergence and development of economic clusters may illuminate policies and practices for regional planners, economic development professionals and policy makers.

Recent years have seen new ideologies and political factors being introduced into the Sudanese political landscape. The new war in Darfur has revealed that the traditional North-South conflict is not necessarily a religious war but rather a war that goes beyond religion and ethnicity. Several factors underpin the civil wars in Sudan; principally disputes over religion, identity, inequality, resources, governance, self-determination, autonomy and secession. The attempt is therefore to define the various actors, factors and issues underlying both the North-South conflict and the new war in Darfur, and to analyse and compare the differences and similarities between the two wars. Both the conflicts in Southern Sudan and in Darfur have their origin in the decay of the Sudanese state and in both cases did political marginalisation resulted in political exclusion. Another resemblance between the two wars is the acute identity crisis that resulted from the long history of stratification and discrimination. Both warring groups want to reassert their distinguishing characteristics in the respective conflicts where ‘Arab’ and ‘African’ have distinctive meanings and are used as racial, cultural, and political identities. The third similarity between the South and Darfur is the ethnic cleansing tactics and policies the Sudanese government has adopted. The differences between these two wars is that Southern Sudan has developed into a war over national resources while Darfur does not share the same strategic commodities. The second is secession. The South started as a secessionist war while neither of the rebel groups in Darfur have demanded any form of self-determination. Darfur has also seen relatively timely international attention compared to Southern Sudan. Comparing the two conflicts do reveal that neither religion nor race is at the heart of Sudan’s wars. Instead, the root of the insurgencies is largely founded upon culturally and regionally imposed economic and political marginalisation coupled with the politicization of ethnic identities. The challenge for Sudan will be to create a new consciousness of common identity and a new meaning of belonging that grants peace, dignity, development and fundamental human rights.

This thesis provides a cash flow analysis of an aquaponics system growing tilapia, perch, and lettuce in a temperate climate utilizing data collected via a case study of an aquaponics operation in Milwaukee, Wisconsin. Literature regarding the financial feasibility of aquaponics as a business is scant. This thesis determines that in temperate climates, tilapia and vegetable sales or, alternatively, yellow perch and vegetable sales are insufficient sources of revenue for this aquaponics system to offset regular costs when grown in small quantities and when operated as a stand-alone for-profit business. However, it is possible to reach economies of scale and to attain profitability with a yellow perch and lettuce system. Moreover, there may be ways to increase the margin of profitability or to close the gap between income and expense through such things as alternative business models, value adding, procuring things for free, and diversifying revenue streams. Any organization or individual considering an aquaponics operation should conduct careful analysis and planning to determine if profitability is possible and to understand, in the instance that an aquaponics operation is not profitable, if the community and economic development benefits of the system outweigh the costs. Abstract:
The brain drain emerged as a phenomenon in the Sudan in the early 1970's when a change in the political system was followed by a change in the economic situation. The oil price increases created a dynamic process that led to attractive employment conditions in the petroleum producing countries such as Saudi Arabia and to depressed economic conditions in the developing countries like the Sudan. The purposes of the study are to (a) obtain information on the Sudanese professionals working in Saudi Arabia, (b) determine what major factors influence their migration, and (c) to develop policy recommendations on the flow of migration from the Sudan. The population of this study were Sudanese professionals living in Saudi Arabia. Data were generated through surveying a sample of 300 subjects selected randomly from the defined population. A survey questionnaire based on the research questions was developed for this study. Data from 263 respondents were analyzed. The findings of the study suggest that the majority of the Sudanese professionals working in Saudi Arabia are male, between 30 to 40 years of age. They have many years of experience and a high level of qualifications. The factors that led to their migration are: (a) high cost of living in the Sudan, (b) low salary, (c) money shortage, (d) high cost of housing, (e) little opportunity for advancement, and (f) shortage of basic necessities. It is realized that migration has costs and benefits for the Sudan. Government policies should be directed to maximize the benefits and minimize the costs. It is recommended that the government should adopt policies to regulate migration and assure the Sudanese expatriates of the efficient execution of these policies, attract their remittances through exemption and facilities, and work toward eliminating or reducing the causes of migration.

Thesis (MPhil (Political Science))--Stellenbosch University, 2006.
Sudan, Africa’s largest country has been plagued by civil war for more than fifty years. The war broke out before independence in 1956 and the last round of talks ended in a peace agreement early in 2005. The war started as a war between two different religions embedded in different cultures. The Islamic government constitutionalised their religious beliefs and imposed them on the whole country. This triggered heavy reaction from the Christian and animist people in the South. They were not willing to adhere to strict marginalising Islamic laws that created cleavages in society. The Anya-Anya was the first rebel group to violently oppose the government and they fought until the Addis Ababa peace accord that was reached in 1972. After the peace agreement there was relative peace before the government went against the peace agreement and again started enforcing their religious laws on the people in the South. This new wave of Islamisation sparked renewed tension between the North and the south that culminated in Dr John Garang and his SPLM/A restarting the conflict with the government in 1982. This war between the SPLA and the government lasted 22 years and only ended at the beginning of 2005. The significance of this second wave in the conflict is that it coincided with the discovery of oil in the South. Since the discovery of oil the whole focus of the war changed and oil became the centre around which the war revolved. Through this research I intend to look at the significance of oil in the conflict. The research question: how religious is Sudan’ Religious war? asks the question whether resources have become more important than religion.

Abstract:
The objective of this study is to set a methodology for transportation systems evaluation using an approach different than the traditional. The first part consist on a description of the transportation problem, the different concerns over the years and how transportation planning faced it. The second part explains the systems point of view, that considers problems as part of a bigger ones and relate them through causal relationships that make possible to incorporate social and environmental impacts to the model. Then a description of the traditional approach for transportation systems evaluation is given as a background for the dynamic economic evaluation that allows the planner to see the evolution of the parameters over time. The methodology is applied to a scenario where a new transportation facility is going to be built and the best of the alternatives should be selected. This study also emphasizes that the methodology is a tool for the decision-maker but it will never replace his judgment.

Abstract:
The thesis is; a retrospective examination of two economic plans and their respective planning processes, undertaken for the same area during the same time period. The geographic setting for the thesis is northwestern British Columbia. The time period covered by the review is approximately 1980 to 1985. The thesis describes the differences which can occur between the two plans and searches for variations in the planning processes which seem to account for these differences. The economic plan produced by the British Columbia provincial government recommends a future regional economy based on large-scale, capital-intensive technology and functional integration of the region with a world economy. The planning process used was centralized and technocratic. The other plan, produced by the regional Economic Development Commission, also recommends functional integration but is oriented towards sustained community development and appropriate (i.e. small-scale, locally-controlled) technology. The plan is informed by a locally-based, participatory process. Categories for comparing the two plans and processes are drawn from regional development planning literature, planning theory literature and review of the cases themselves. Nine planning process variables are employed in the analysis. The study concludes that the critical planning process variables which affect the content of the plans are: the level of public participation in each process, the manner in which control over planning process is centralized or decentralized, and the spatial interest of key actors. The study method used, an ex post facto case study, however, can only infer causal relationships between process and plan variables; it does not provide certain knowledge of these relationships.
