Abstract:
In contrast with findings in climate science, economists often treat losses from natural disasters as statistically independent of one another. To better incorporate scientific insights into economic research, we introduce a methodology to identify spatial and temporal clusters in datasets on losses from natural disasters. We find that expected damage increases non-linearly with relative cluster size. Additionally, county-level damage is correlated with the damage experienced by other counties in the same cluster. Our findings suggest that accounting for clustering allows for a more complete u

Abstract:
Trade liberalization brings economic gains to the economy due to efficiency improvements and lower prices. The gains, however, may not be for everybody: export sectors win and import sectors lose. This creates a distributional conflict. The gains and losses from trade, and the attendant conflict, evolve as the economy adjusts. This depends on capital and labor market rigidities. There is room for policies to help realize and enhance the gains from trade and to mitigate the losses.

Building a more Resilient and Low-Carbon Caribbean - Report 1: Climate Resiliency and Building Materials in the Caribbean. Inter-American Development Bank, 2021. http://dx.doi.org/10.18235/0003842.

Abstract:
The Caribbean islands are among the 25 most-vulnerable nations in terms of disasters per-capita or land area, and climate change is only expected to intensify these vulnerabilities. The loss caused by climate events drags the ability of the Caribbean countries to invest in infrastructure and social programs, contributing to slower productivity growth, poorer health outcomes, and lower standards of living. Within this context, building resiliency should become a priority for the Caribbean countries. The series “Building a more resilient and low-carbon Caribbean”, focuses on improving the resili

Abstract:
Strengthened governance is crucial to reduce economic risks associated with disasters, but little is known about its impact. We combine a new dataset on disaster risk management governance for 26 countries from the Latin America and Caribbean region with annual information on economic losses resulting from disasters between 1980 and 2016. To account for endogenous disaster risk management (DRM) governance processes, we exploit the fact that changes in DRM regulatory frameworks affect a country's capacity for disaster risk identification and reduction to provide instrumental variable estimates

Within this context, the series “Building a more resilient and low-carbon Caribbean”, focuses on improving the resiliency, sustainability and decarbonization of the construction industry in the Caribbean. The first three reports of the series analyze the economic losses caused by climate related events, the benefits of improving building resiliency to reduce those economic losses and the benefits of subsidized fina
