Abstract:
The article is dedicated to the famous Ukrainian bibliographer of the 20th century Volodymyr Doroshenko, who was a valid member of the Shevchenko Scientific Society in Lviv, manager of the Bibliographical Bureau (1910–1914), chairman of the Bibliographical (later Bibliological) Commission (1913–1939). In Lviv, he received professional training as a librarian, overcoming the path from a temporary employee to the director of a library. His participation in the functioning and development of the Shevchenko Scientific Socie­ty in Lviv book collection, to which he gave more than 30 years of sacrificial work, is reflected. The role in substantiating its importance as a national library, which has a unique collection of Ukrainian and Ukrainian studies publications, as well as a scientific book collection and archive of Ukrainian print, is revealed. The bibliographic activity of V. Doroshenko, who carried out his main bibliographic projects under the auspices of the Shevchenko Scientific Society in Lviv, was highlighted: he carried out current registration of Ukrainian prints in 1911–1913; published thorough reviews of Ukrainian studies literature; was a co-compiler of personal bibliographic indexes of M. Hrushevsky, O. Kobylyanska, and M. Gogol. In 1913–1939, he headed the Bibliographic Commission of the National Academy of Sciences. In the Commission’s “Materials for Ukrainian Biblio­graphy” series, he published “List of Ivan Franko’s works with an appendix of articles about him and reviews of his writings” in two issues (fourth volume of the series) and “Goethe in Ukrainian translations, recitations and imitations” (sixth volume of the series). I. Franko’s bibliography, designed to cover as much as possible the multi-vector creativity of the writer and the literature about him, although unfinished, has the characteristics of a scientific publication, the principles of its arrangement are close to modern bibliographic fi­gures. A small, but original in terms of compilation method, the index of trans­lations by J. V. Goethe has not lost its relevance for researchers of creativity and translators of the works of the German writer. The final bibliographic project of V. Doroshenko of the Lviv period and the pinnacle of his bibliographic skill was the personal bibliographic index of T. Shevchenko, which was highly rated by experts and added to the golden fund of Ukrainian bibliography of the 20th century.

The system of bibliographic information of the Book Chamber of Ukraine, based on the receipt of mandatory copies of printed materials, comprehensively covers various types of domestic printed materials and serves as an exhaustive basis for the creation and publication of state bibliographic indexes. The most important component of the current state bibliography is the "Book Chronicle", which contains comprehensive bibliographic information about books and brochures published in Ukraine from all fields of knowledge: scientific, popular science, educational, reference, religious, official, socio-political, production and practical, literary, artistic and popular publications for children and youth, etc.
 Current trends in the development of the publishing industry, science and culture necessitate bibliometric analysis of the database of the state bibliography of book editions "Book Chronicle". The proposed analytical review covers the thematic distribution of publications in the database for 2019, which contains 17 634 bibliographic records, according to UDC classes.
 A comparative analysis of the number of publications by sections of the UDC in order to determine the thematic focus of book publishing in Ukraine in 2019 in accordance with the branches of science. The analysis revealed that most of the records belong to classes 0, 3, 6 and 8 — 13 942 titles, or 79% of the total number of publications in 2019 — works of art and literature and books on education, law, economics, medicine, science; the remaining sections together account for less than half of all database records — 21%, or 3692 records.

This paper is a balance of the Peruvian economic policies, taken by government inthe last decade. We focus on determining, based on the available literature, whetheror not these polices have improved the economic well-being of poor people. Furthermore,this balance allow us to give the agenda for future research on these areas, aswell as to shed some light about the pro-poor necessary policies. There are several policies that have been taken into account in this balance. Bibliographic data provide well established means of the information resource description. Nowadays, there is obvious need to make this data more web-friendly and web-compatible, while web is mostly seen as the only place where people are seeking information. The proposed solution is to change the traditional bibliographic data representation format. Semantic Web initiative presents enhancement of the current web with machine processable data semantics (meaning). The main goal is to manage more effective information processing by web applications that brings up many benefits for web users. Linked data are seen as practical means to reach the semantic web vision. This initiative promotes best practices of publishing, connecting and sharing structural data on the web. This thesis reports the transformation of bibliographic records' format in case of Database of publishing activities at University of Economics, Prague (PCVSE). Benefits of linked data publishing model are demonstrated on the realized projects. The main part describes practical experiences gained during the implementation of RDF framework in phases of data modelling, interlinking and exposing the dataset. The linked data publishing model is seen there as an optimal web-compatible bibliographic data representation format.

Abstract:
This thesis constructs, principally from primary sources, a long term time series for house and land prices for Sydney and Melbourne, and house price and rental yield series for Australia. These new series span the period 1880-1965 and give an historical perspective beyond the period from 1970 for which existing house price time series begin for Australia and for most of the world. The price series indicates that the modern experience (i.e. since the 1970s) of a significant upward trend in real prices differs markedly from the experience in the first half of the 20th century when house prices moved very little. The thesis then takes several approaches to explaining the apparent shift in direction in the mid 20th century. The first approach examines house prices in terms of demand and supply variables. Urban theory says that demographic and income factors are critical. However, assessed over this long time span, these demand factors do not offer a satisfactory explanation. Additionally, it is found that there is no cointegrating relationship between prices and income. Rather, it appears that supply factors have probably been the pivotal influence in explaining the shift in direction, consistent with a growing literature which focuses on the role of regulation and other constraints on supply. In Australia???s case, government policies imposing capital contributions on the cost of land appear to be a major factor. The second approach taken is to view housing in terms of asset pricing as more typically applied to the equity market by Campbell and Shiller (1988) and others. A central debate is whether or not there has been a structural fall in the equity yield and given the parallel fall in the house yield, this question is posed for housing. The thesis finds that tax and other factors can explain a structural decline in the housing yield. The house rental yield appears to be a better predictor of future rental growth and a negative predictor of future returns.

For academic research to release its value, it has to be communicated. It is essential, if research is to flourish, that the various forms of research communication, including journal articles and similar research outputs, are as easily and widely available as possible. The publications in this submission, produced between 1998 and 2010, all discuss major aspects (managerial, technical, economic and cultural) of improving access to research outputs in order to support research activity in higher education institutions. The later works focus in particular on the issue of ‘open access’ (OA) publishing and dissemination. The publications investigate the why and how of OA. Firstly, they examine the potential benefits (and dis-benefits) of OA for the research community and other stakeholders. Secondly, they discuss how OA systems and services might operate in practice. The earlier works on OA focus on repositories, particularly institutional repositories. Some of the later publications bring into consideration OA journals and their (potential) ongoing relationship with repositories. The publications are written from the perspective of a library and information services provider in a research university. They report on ground-breaking action-based research-and-development work: setting up innovative demonstrator systems, developing new business processes, and designing novel organisational policies. Possible future scenarios are modelled and analysed. It is shown that these activities have made a significant impact on wider professional practice, as well as contributing to the research literature, as OA has became more mainstream. Major themes discussed include managerial challenges associated with implementing OA services; technical issues relating to the development of systems and standards; economic factors covering costs, funding streams and business models; and cultural issues, including disciplinary differences. These are examined in relation to different stakeholder groups at institutional, national and system-wide levels. Other key themes include intellectual property rights and quality assurance. A clearer picture of possible research-communication futures incorporating OA is developed.

Крім того, стаття містить огляд змін законодавства, які були проведені для покращення впливу держави на здоров'я громадян підчас пандемії COVID-19 в Україні, визначено сферу державного регулювання здоров'я як економічної категорії.<br>За последний год ситуация вокруг такой комплексной категории как здоровье людей изменились и вышла на другой уровень осведомленности и контроля. В работе приведено описание здоровье как экономической категории, осуществлен библиометрический анализ публикаций по теме экономики здоровья, определены качественные и количественные показатели здоровья, формирующие экономическую категорию. Кроме того, статья содержит обзор изменений законодательства, которые были проведены для улучшения воздействия государства на здоровье граждан во время пандемии COVID-19 в Украине, определена сфера государственного регулирования здоровья как экономической категории.<br>Over the last year, the situation around such a complex category as human health has changed and reached a different level of awareness and control. The paper describes health as an economic category. A bibliometric analysis of publications on health economics identifies qualitative and quantitative indicators of health that form an economic class. In addition, the article provides an overview of changes in legislation that have been made to improve the state's impact on public health during the COVID-19 pandemic in Ukraine, identifies the scope of state regulation of health as an economical category.

Foram destacados para a investigação 103 artigos publicados nos dois seriados entre 1990 e 2006 que trataram de no mínimo um dos seguintes assuntos: abertura comercial, liberalização financeira, liberação de preços e salários, liberalização do regime de investimento estrangeiro, privatizações de serviços públicos e empresas estatais e desregulamentação do mercado de trabalho. A pesquisa revelou que, para os autores que publicaram em Economia e Sociedade, estas reformas correspondem à atualização do modelo econômico brasileiro às contingências do tipo histórico de capitalismo que emerge no sistema econômico mundial ao final dos anos 80, resultado da crise que se instaura nos países industrializados centrais, a partir da segunda metade dos anos 70. Por consequência, para essa explicação não faz sentido pensar em um "neoliberalismo brasileiro" nos anos 90, como algo específico diante de outros países latino-americanos; ao contrário, todas essas experiências compartilham uma dimensão de capitalismo periférico, e, como tal, se sujeitam a um ordenamento que vem do centro do sistema capitalista. Esse resultado apareceu na taxonomia dos 65 artigos selecionados nesse periódico segundo quatro critérios de classificação (ênfase, espaço-tempo, natureza das fontes e proposito). As explicações analisadas na revista Dados revelaram não haver uma, mas pelo menos três explicações majoritárias e três subsidiarias. As explicações mais frequentes são a sociológica (que busca as causas das reformas na sociedade brasileira), a explicação institucionalista (que procura na crônica política as causas das reformas) e a explicação pragmática (que postula a inexorabilidade das reformas neoliberais). As explicações menos frequentes são a explicação histórica, a elitista e a explicação internacional. Esse quadro explicativo surgiu da análise em profundidade da tese dos 38 artigos selecionados na revista. As críticas que fizemos a essas explicações se amparam na superioridade heurística da explicação de classe: essa crítica demonstrou os gargalos da problemática do subdesenvolvimento, e apontou alguns obstáculos na compreensão da implantação das reformas neoliberais a partir da ideia de não problema<br>Abstract: The thesis makes a survey of explanations about the implementation of neoliberal reforms in Brazil during the 1990's in articles published in two journals: Dados and Economia e Sociedade. Were selected to the research 103 articles published in the two serials between 1990 and 2006 who dealt with at least one of the following subjects: trade liberalization, financial liberalization, freeing prices and wages, liberalization of foreign investment scheme, privatization of public services and State-owned enterprises and deregulation of the labor market. The survey revealed that, for the authors who published in Economia e Sociedade, these reforms represent the Brazilian economic model update to contingencies of historical type of capitalism that emerges in the world economic system at the end of the eight's, a result of crisis that establishes in the industrialized countries, since the second half of the seventy's. Consequently, for that explanation doesn't make sense to think of a "Brazilian neoliberalism" in the nineties, as something specific on other Latin American countries; on the contrary, all these experiences share a dimension of peripheral capitalism, and, as such, are subject to an adjustment that comes from the center of the capitalist system. This result appeared in taxonomy of 65 articles in four classification criteria (emphasis, space time, nature of the sources and purpose). The explanations analyzed in the journal Dados revealed that there was not one, but at least three main explanations and three subsidiaries. The most frequent are the sociological explanations (which seeks the causes of reforms in Brazilian society), the institutionalist explanation (which looks at the causes of the reforms policy Chronicle) and the pragmatic explanation (which posits the inexorability of neoliberal reforms). The explanations less frequent are the historical explanation, the elitist and the international explanation. This explanatory framework emerged from the in-depth analysis of the thesis of 38 selected articles in the magazine. A presente pesquisa tem por objetivo apresentar a trajetória profissional de José Garrido Torres e, a partir dela, compreender o debate em torno do desenvolvimento econômico no Brasil entre o início dos anos 1940 e a primeira metade da década de 1970. Investigamos a produção intelectual e as atividades desempenhadas por Garrido Torres em diversos órgãos públicos e privados, no Brasil e no exterior, e, através dela, pretendemos discutir de que maneira uma determinada proposta de modernização econômica e social trouxe consigo uma clara proposta política calcada na luta contra o comunismo, o totalitarismo, através da disseminação de valores que pregavam a reestruturação da economia brasileira e suas formas de financiamentos tendo em vista os pressupostos da livre iniciativa. Examinamos ainda, como se articulou um projeto de modernização que se consolidou no aparato do Estado brasileiro a partir do golpe civil-militar de 1964. Tal projeto, sistematicamente discutido a partir da formação do IPES, é fundamental para o entendimento do conjunto de reformas colocadas em práticas após o golpe de Estado.<br>This research aims to present the professional career of José Garrido Torres and, from it, understand the debate on the economic development in Brazil between the early 1940s and the first half of the 1970s. We investigated the intellectual production and the activities performed by Garrido Torres in various public and private institutions in Brazil and abroad. We intend to discuss how a specific proposal for economic and social modernization has brought a clear policy proposal squashed in fight against communism, totalitarianism, through the dissemination of values they preached the restructuring of the Brazilian economy and its forms of financing in view of the assumptions of free enterprise. We have also audited, as articulated a modernization project that was consolidated in the Brazilian state apparatus from the civil-military coup of 1964. The topic of the dissertation is knowledge combination that is key for innovation and the generation of new knowledge and for innovation. The dissertation comprises three chapters. In the first chapter, we longitudinally study the activity of a group of scientists and how they use metaphors to coordinate both disciplinary and multidisciplinary knowledge creation. In the second chapter, we show a method to identify concepts that bridge different disciplines through the analysis of textual networks. In the third chapter, we study how the structure of co-authorship network and the position of the articles in the literature affect their scientific impact.

Abstract:
Purpose – in this article, the authors propose a management model for Critical Infrastructure cybersecurity, further development of a model developed by Limba, Plėta, Agafonov, and Damkus (2017). Research methodology – methodology consists of researching the best practices in cybersecurity management for Critical Infrastructures and evaluating the best element to be included. The article offers an overview of the model, including structure and objectives, and further analysis that focuses on pre-existing CI management frameworks. Findings – main results show that, although previously published protocols and models contain valuable elements, there is still the need to implement a comprehensive model which can be applied to every type of CI. Research limitations – research might have been limited due to the lack of a unitary approach to cybersecurity management for CI, meaning the lack of possibility of reference to a similar model and approach. Practical implications – model which is presented in the article could offer a new approach to CI protection strategies and could be the beginning of a more structured approach towards their protection. Originality/Value – model was created by the authors with references to past published protocols and models, which are present in the quotation in the text as well as the bibliography.

Abstract:
Even with the amount of information that is diffused nowadays over the internet it is undeniable that the books in paper format are still a valuable source of knowledge either because they are often a reliable source or because the paper gives us a sensation that a screen does not give. Having said that, it is essential that a library not only publishes on the internet all the available books but also ensures good management for all that knowledge source. That is how this research and project comes up, a compilation of library standards for its management from the cataloguing of the books to its physical display in the library, as well as the automatization of all that standards. This study and the application of its results were done in a small library, Centro de Camões that complements the Department of Humanities of Marie Curie-Skłodowska University in Lublin, Poland. It used the Agile software engineering methodology, a light, efficient and low risk way of development. User stories were used as an approach that promotes essentially the user’s point of view in the solution, i.e lead the team to think, question and perceive what they are developing. The main features of the automatization and management system are the cataloging with a book online search script by ISBN that returns the vital intel of a book, a website that shares with the users all the bibliography available and a books manager, also includes a requisitions manager that allows warnings to the library and users. The framework used was Django, a high-level Python Web framework. On it, we apply technologies like channels, Web sockets and all the fundamental guidelines of Web development. Therefore, this article is a jump start for those who want either implement a similar solution in a library or want to apply some technologies used on this project on their own projects, the source code of this project can be found at https://github.com/tfcl/camoes.

Abstract:
The purpose of our paper is to highlight the main negative economic implications of the existence of tax havens, namely the increase in harmful tax competition, the erosion of the tax base and implicitly the reduction of tax revenues; all these negatively affect the economic development of a country, negatively affecting direct investments, or effects on the structure of tax revenues. However, it should be mentioned that in addition to the negative ones, there are also positive effects/implications on the economy, respectively, they can contribute to the reduction of taxes in other jurisdictions, or even the economic development of tax havens. The methodology used is descriptive and empirical, by calling on various bibliographic sources, with a preponderance of foreign specialized literature, as well as a quantitative methodology, for the processing and analysis of data taken from international databases.

This document presents, as a frame of reference based on the available bibliography, the main aspects related to the reality of solid waste management in Latin America. To identify the different contexts and populations in which quality-of-life instruments have been used in the published literature of economic evaluations in sleep health research. 2. To compare the content of these quality-of-life instruments by linking them to meaningful concepts. Information sources: An initial search will be limited to MEDLINE, National Health Service Economic Evaluation Database (NHS EED) and the Cost-Effectiveness Analysis Registry to identify articles on the topic. The text words used in the titles and abstracts and the index terms used to describe the articles were used to develop a full search strategy in MEDLINE, PsycINFO, ProQuest, Cochrane, Scopus, CINAHL, Web of Science and Emcare. The search strategy will be adapted for each database and/or information source. A systematic search will be conducted in the following electronic bibliographic databases from inception until June 2023. The searches will be re-run just before the final analyses and further studies retrieved for inclusion.

The growing scope, frequency, and complexity of forced displacement, both inside and outside of countries, has pushed donors and other development groups to rethink their approaches to humanitarian crises, particularly on refugee response. Financial inclusion is widely regarded as a particularly critical tool that development organisations can employ to mitigate the catastrophic impact of humanitarian crises on refugees. Financial inclusion would provide a wide range of financial products – such as savings, remittances, loans, and insurance – to both refugees and citizens of host countries, which are critical for disadvantaged populations seeking to mitigate shocks, acquire assets, and support local economic development. Changes in how humanitarian aid is distributed are opening the path for greater financial inclusion. Donors and humanitarian organisations are shifting away from emergency cash transfers and toward digital payments via electronic cards. This opens new opportunities to connect refugees and displaced people to a bigger pool of financial services. This rapid literature review summarises the available evidence on toolkits that assist the response by humanitarian and development agencies to financial inclusion of refugees. In addition to the documents defined explicitly as “toolkits”, it also includes reports and online articles which contain useful guidance, since there were few “toolkits” available. Generally, there is lack of resources that directly address the query, i.e., “financial inclusion” in a “refugee response” context. Although there is a growing literature and evidence on the financial inclusion theme, much of it does not directly relate to refugees. Furthermore, most guidance notes and toolkits prepared for refugee response by humanitarian/development agencies do not directly and explicitly deal with financial inclusion, but rather focus on operational and programming issues of wider relief responses. The review is presented as an annotated bibliography format and includes toolkits, guidance notes, technical reports, and online articles by humanitarian and international development agencies.

Abstract:
This report examines the various dimensions of global water-related research over the 2012-2017 period, using extensive bibliographic data. The review covers trends in water-related publications and citations, the relative importance of water-related research in the overall body of scientific research, flows of water-related knowledge between countries and the dynamics of water research publishing opportunities. In summary, it shows that: less than 50% of all countries are publishing water-related research, that China and USA are the two top publishers, and that China’s publishing rate has been growing steadily over the study period. More than 70% of water related publications originating in USA are being cited globally, while China’s water research output appears to be primarily internally cited at present. Analysis of the global water knowledge flows suggests that research is hardly addressing a range of regional water challenges. Countries with protracted water problems – for example in infrastructure, environment, agriculture, energy solutions – do not seem to be at the forefront of water research production or knowledge transfer. Instead, global water research is reliant on Western, particularly US-produced, scientific outputs. A disconnect is also observed between the percentage increase in the publication and the number of citations, suggesting low quality or a narrow focus of many publications. Among other factors, this may reflect the pressure on researchers to contribute a certain number of publications per year, or of the progressively increasing role of grey literature in scientific discourse that ‘diverts’ some citation flow. Analysis of the number of research publications per million people suggests that water research does not necessarily emerge as a reaction to water scarcity in a specific country, but may be driven by the traditional economic value of water supply, geopolitical location, a focus on regional development - including cross-border water management - or development aid spending, or globally applicable research in water management. The proportion of water research in the overall research output of a country is small, including for some of the top-publishing countries. The number of water-related journals that create opportunities for publishing water research, has grown dramatically in absolute terms since 2000, and is now close 2100 journals. The metrics used in this report are based on readily available bibliographic data. They can be further focused to better understand a specific thematic domain, geographical region or country, or to analyze a different period. To help accelerate solutions to global and national water challenges that many of these research papers are highlighting, the water research community needs to look beyond the research ‘box’ and identify ways to measure development impact of water research programmes, rather ‘impact’ based solely on academic impact measured in citations. The research findings, learning and knowledge in these research publications needs to be conveyed in a practical way to the real users of this knowledge – stakeholders who are beyond research circles.
