Abstract:

Depuis la fin de la guerre froide, les sanctions internationales sont devenues un outil populaire utilisé par les pays développés et certaines organisations internationales pour exprimer leur mécontentement à l’égard du comportement de certains pays. La question de l’efficacité des sanctions est de plus en plus débattue depuis l’annexion de la Crimée en 2014 et la récente invasion de l’Ukraine par la Russie. Alors que plusieurs études empiriques ont remis en question l’efficacité des sanctions internationales, notamment en ce qui concerne leurs effets négatifs sur le bien-être des populations, on sait étonnamment peu de choses sur l’effet transnational des sanctions sur la complexité économique. Cette étude examine donc, pour la première fois, les effets des sanctions internationales sur la complexité économique dans 76 pays en développement au cours de la période 1998-2019. Notre modèle de base inclut les sanctions de l’Union Européenne, des États-Unis et de l’ONU, et les résultats empiriques montrent que les sanctions internationales réduisent la complexité économique, les sanctions de l’UE étant plus préjudiciables pour les pays cibles. Ces résultats sont robustes lorsque l’on considère d’autres mesures des sanctions internationales (y compris les sanctions unilatérales, plurilatérales, économiques, non économiques, financières, commerciales, militaires, les sanctions liées au voyage et aux armes, ainsi que l’intensité de ces sanctions), d’autres mesures de la complexité économique et l’instrumentation avec la part des votes importants à l’Assemblée générale de l’ONU. En outre, nous testons également les canaux potentiels et montrons que le capital humain, l’investissement étranger, la qualité institutionnelle et le terrorisme sont des mécanismes par lesquels les sanctions internationales pourraient affecter la complexité économique. Abstract.While an important component of incumbent support, the effect of economic conditions on vote choice (economic voting) can be undermined by the presence of multilevel institutions; voters are faced with the prospect of evaluating economic conditions and governments at different levels simultaneously. This paper tests the applicability of a model which seeks to account for how and how well voters cope with the complexity of multilevel governance. The accountability-centred model suggests that federal and provincial governments should only be evaluated for those actions and outcomes that they can reasonably be seen to have influence over. Additionally, it is asked whether high information respondents are better able to navigate some of the complexities of Canada's multilevel system. Analyses are conducted using data from the 1993 and 1997 Canadian Election Studies.Résumé.Les conditions économiques constituent un facteur d'appui électoral important pour les dirigeants politiques. Il semble, toutefois, que l'impact de ce facteur soit amoindri dans les États présentant plusieurs niveaux de gouvernement. Dans les sociétés ayant des institutions multi-paliers, les électeurs ont en effet le défi d'attribuer les performances économiques aux divers paliers de gouvernement. Cet article teste un modèle théorique qui tente d'expliquer comment les électeurs se comportent face à la complexité de la gouvernance multi-paliers au Canada. Le modèle, centré sur la responsabilité des dirigeants, suggère que les gouvernements fédéral et provinciaux devraient uniquement être jugés pour les décisions et résultats politiques sur lesquels ils exercent manifestement une influence. Cet article examine, en outre, la question de savoir si les électeurs bien informés saisissent mieux la complexité de la gouvernance multi-paliers lorsqu'ils évaluent la performance des dirigeants. Abstract:

This article offers an analysis of the documentary Land Rush by Osvalde Lewat and Hugo Berkeley. The study shows how the film is an example of the multiple points of view, particularly sensitive to people’s living conditions. This is the result of a dual gaze of the filmmakers and also of the specific positioning of Osvalde Lewat, a Cameroonian who navigates between various countries and lives in the space of the diaspora. From her ‘situated gaze’, she offers a particular perspective on the fragility of villagers confronting environmental issues, international market and economic rules. Far removed from stereotypes, she shows how rural communities are faced with choices that can change their lives. At the same time, she attests to the fact that no matter the condition, one can resist and define one’s own destiny. It is a contemporary practice of documentary that Osvalde Lewat uses her experiences as a journalist and then as a filmmaker, to fight against injustices of all kinds.

J’ai choisi pour qualifier la revue 84 le mot le moins approprié : revue indifférente . Animée d’une main de feu par Marcel Bisiaux, secondé par Henri Thomas, Alfred Kern et André Dhôtel, relayés par Georges Lambrichs, la revue 84 résulte de deux logiques. La première est individuelle et comprend les figures tutélaires de Gide, Artaud et Paulhan. La seconde relève des groupes qu’elle agrège provisoirement : le Grand Jeu et le Collège de’Pataphysique, le surréalisme. Deux éditeurs se la disputent, Minuit pour la reprendre, Gallimard pour en absorber les forces individuelles. Déjà esquissées avant la création de la revue, les lignes individuelles tracées par les auteurs de 84 se poursuivront après sa disparition. Chacun de ses noms portant avec lui contradictions et complexités, l’ensemble apparaît comme un étoilement particulièrement riche. C’est cette complexité des figures qui fait l’intérêt de la revue.

Abstract:

The paper presents a probabilistic interpretation of the elements of the matrix, which is used to assess the economic complexity in accordance with the traditional approach. Their properties are given, on the basis of which aggregate indicators are introduced that characterize the nesting of the structures of strong sectors of regional economies. It is shown that aggregate nesting indicators are statistically significant explanatory variables for economic complexity. It is proved that the used procedure for calculating the economic complexity is correct in the sense of the existence and uniqueness of the solution. It is shown that the data that are used to assess the economic complexity in accordance with the author’s approach allow to reflect the formation of value chains and groups of related sectors focused on both the external and internal markets. For this economic complexity, calculated on regional data, its high values correspond to large values of the aggregated nesting indicators. Low values of economic complexity correspond to low values of nesting indicators.

Abstract:

The research focuses on the development of localized specialization and economic diversification theories. Our task is forecasting of the emergence of new strong sectors in the region. On the basis of probabilistic and statistical modeling the model which allows estimating the probability of appearing a new strong sector in the region taking into account characteristics of economic structure is constructed. The possibility of building such a model is based on the assumption that the emergence and development of sectors is largely determined by the evolution of past economic activity. The model uses the indicators of embedding structures of the strong sectors in the regional economies is introduced by the authors. These indicators are based on the probabilistic interpretation and properties of the elements of the matrix, by which economic complexity is estimated following the traditional approach. The probability of originating a strong sector in the structure for each region is estimated. Based on sorting the sectors according to the value of these probabilities and assessments of their potential contribution to socio-economic development expert assessment of the feasibility of developing a new strong sector in the region can be made. The results show that sectors’ introduction and generation in the regional economy is largely due to the evolution of the past economic activity.

Over een punt is men het wel eens: informatie- en communicatie-technologie draagt bij aan een verhoging van de productiviteit in de ‘oude economie’. Deze invloed is merkbaar bij zowel de maak-industrie als bij de bestaande dienstverlening; daarnaast is er een snel opkomende tak van dienstverlening op het gebied van informatie- en communicatie diensten. ICT maakt het mogelijk om informatiediensten individueel te differentiëren en te verhandelen. Soms lijkt het erop of in deze wereld van dienstverlening de informatie over materiële zaken meer waarde heeft dan de zaken zelf. Overspannen verwachtingen van beleggers in IT-fondsen over de verhandelbaarheid van infor-matie zijn hier veelal de oorzaak van.

Abstract:

Van oorsprong heeft de economische wetenschap een belangrijke bijdrage geleverd aan de kennisproductie in de wetenschappelijke ‘management accounting’-discipline. Die bijdrage concentreert zich op de betekenis van ‘accounting’ bij besluitvorming van individuele managers en bij beïnvloeding van het gedrag van managers (control). Omdat het economisch perspectief haar grenzen kent, hebben ook andere (sociale) disciplines een bijdrage geleverd aan de ontwikkeling van kennis, waardoor het vakgebied ‘management accounting’ zich interdisciplinair heeft ontwikkeld. Dit artikel bevat een pleidooi voor een voortzetting van de interdisciplinaire route naar een verdere verzelfstandiging. Daarmee distantieert het zich van een ‘economisch reveil’ waartoe Zimmerman (2001) oproept en opent het een weg naar een betere interactie tussen wetenschappers en practici bij het bedrijfsleven en de overheid. Vooral in het laatste schuilt het belang van dit artikel voor de praktijk.

Over een punt is men het wel eens: informatie- en communicatie-technologie draagt bij aan een verhoging van de productiviteit in de 'oude economie'. Deze invloed is merkbaar bij zowel de maak-industrie als bij de bestaande dienstverlening; daarnaast is er een snel opkomende tak van dienstverlening op het gebied van informatie- en communicatie diensten. ICT maakt het mogelijk om informatiediensten individueel te differentiëren en te verhandelen. Soms lijkt het erop of in deze wereld van dienstverlening de informatie over materiële zaken meer waarde heeft dan de zaken zelf. Overspannen verwachtingen van beleggers in IT-fondsen over de verhandelbaarheid van infor-matie zijn hier veelal de oorzaak van.

Résumé L'efficacité d'un partenariat privé-public repose sur un partage clair des responsabilités et des risques liés à la mise en œuvre des projets d'infrastructure. L'analyse historique du développement des infrastructures de transport en Europe et aux États-Unis montre que la forme institutionnelle de l'intervention des pouvoirs publics n'est pas neutre. En effet, étant donné les garanties explicites ou implicites données par les pouvoirs publics aux prêts bancaires et l'internalisation par l'État de la valeur sociale de ces projets, les partenaires privés sont incités à poursuivre des stratégies impliquant des prises de risque excessives. De telles stratégies sont favorisées par certaines caractéristiques propres aux projets d'infrastructure comme la forme de financement sans recours, la forte incertitude sur les coûts et la demande ainsi que la complexité des arrangements contractuels et financiers.

Abstract:

This article explores the essential variables of economic complexity, innovation, and growth by researching the relationships between imperative economic indicators in selected high-income and upper middle-income economies. The economic complexity and innovation of the observed economies are robustly linked to their economic growth. The goal of this article is to investigate the significance of economic complexity and innovation in encouraging economic growth in high-income and upper middle-income economies. Miscellaneous methodological measurement instruments have been applied towards exploring the linkages between the crucial variables of economic complexity, innovation, and economic growth. The empirical data necessary for conducting this exploration were accumulated from primary and auxiliary sources. Analysis of the observed economies was performed using the statistical software package SPSS 25. The exploration results reveal the essential determinants of economic complexity and innovation for economic growth in selected countries. The interrelated determinants supervised for enhancing innovation and growth are linked to synthesized indicators of economic complexity. Confirmation of the heterogeneity between essential variables and awareness of sensitivity is the foundation for the subsequent acceptance of convenient economic complexity indicators for improvement of the critical fields of national economies.

L'objectif de cet article est, premièrement, de mettre en évidence la complexité pragmatique croissante de cette nouvelle configuration développementiste basée sur le modèle triadique – public, privé, local. Le second objectif est de contribuer à une meilleure compréhension de l’appropriation « par le bas » des revenus à vocation de développement générés par un tel dispositif. Au vu de la pluralité et du flou relatif à ces revenus, le générique analytique de « revenu à vocation de développement » (RD) est proposé. Un vide à combler en termes d’ethnographie de l’appropriation des RD à l’échelle des budgets familiaux est souligné. La question de savoir dans quelle mesure ce modèle répond (ou ne répond pas) aux ambitions initiales de réduction de la pauvreté est au cœur de la réflexion.

Le rapport à l'incertitude des événements météorologiques et au risque qu'ils peuvent constituer pour les biens et les personnes est un enjeu devenu essentiel dans le contexte de dérèglement climatique que nous connaissons. Il est ainsi intéressant d'ouvrir la boîte noire des relations entretenues par les usagers professionnels météo-sensibles à l'égard de l'incertitude des prévisions afin d'en mesurer la complexité. Nous proposons ici de les envisager depuis la perspective sociologique, rarement empruntée sur ce terrain, comparativement aux approches psychologiques et économiques, en mettant en évidence certaines variables clés (météo-sensibilité continue ou segmentée, métier, expertise, rapport au risque, rapport au marché notamment). Les combinaisons singulières de ces variables produisent des rapports différents à l'information météorologique en fonction des usagers, utiles pour saisir leurs dispositions à s'approprier les prévisions probabilistes. The relationship between the uncertainty of meteorological events and the risk they can pose to people and property has become an essential issue in the context of climate disruption. It is therefore interesting to open the black box of the relationships maintained by weather-sensitive professional users with regard to forecast uncertainty, in order to measure their complexity. We propose here to consider these relationships from a sociological perspective, which is rarely used in this field compared to psychological and economic approaches, by highlighting certain key variables (continuous or segmented weather-sensitivity, profession, expertise, relationship to risk, relationship to the market, etc.). The singular combinations of these variables produce different relationships to meteorological information, depending on the user, which is useful for grasping their disposition to appropriate probabilistic forecasts.
