Abstract This paper investigates the size and development of the shadow economy in the Czech Republic on the state-level base over the 2005-2014 period. The multiple indicators multiple causes (MIMIC) model is used to assess the estimation of the shadow economy size. The creation and development of urban agglomerations is one of the main aspects of the new state territorial development policy. At the federal level, special attention is paid to St. Petersburg agglomeration formed within the territory of two large subjects of the Russian Federation - the city of St. Petersburg and Leningrad Region, first of all, to the development of top-priority industries and high-speed transport, especially rail transport. Shortening the time of travelling to a workplace to 1.5 hours may indicate integration of a town of Leningrad Region into St. Petersburg agglomeration.
