Abstract:
Journalists combining several creative specializations in the regions are Russian reality. The article analyzes the objective and subjective reasons for this professional characteristic of regional TV men. Moreover, local TV has taken the road of modernization. In the era of transition to digital broadcasting the creative activity of the media needs to be considered. There is a need to analyze modern specifics of regional television and to characterize the production process at the stage of modernization of local broadcasters. The author, as a practicing journalist, used her own empirical experience to conduct research, applied observational methods, described the content of the information program "News: Primorye". Analysis of the activities of the regional company showed that the trend towards universality in local journalism has taken a steady form: the news program presenter combines their activities with those ones of a reporter. Moreover, a new specific feature of the regional press begins to appear in the editorial offices: combining the functions of the editor and the news presenter. The increasing involvement of the regional journalistic corps in universality is explained by objective (economic) and subjective (creative) reasons.

AbstractIn an Arab region entangled in global political, economic, social, and technological transformations, it seems natural to see traditionally paternalistic state broadcasting systems going through transitions. It has been noted that in Arab countries where social and political reforms are highly visible, radio and television services have been most cognizant of the need to adapt to surrounding change. Yet, in the long run, if government broadcasters are perceived to evolve along a path most compatible with envisioned democratization trends, it is public service rather than commercial broadcasting that holds the promise for that democratic vision. State broadcasters share significant features with their public service counterparts when it comes to service universality, funding, social and cultural empowerment, and public interest orientations. It is true that state broad casters in Arab countries with a progressive democratic history have demonstrated a propensity to be more inclusive and pluralistic in addressing national political and cultural issues. But all in all, their institutional affiliation with the state has been highly inhibitive for the pursuit of independence in news and current affairs, documentaries, and religious and cultural content. To bring themselves into closer alignment with the PSB model, state broadcasters need to harness ongoing social and political reforms to address four central issues arising out of their relation ship with government: editorial independence, institutional autonomy, non-state broadcast competition, and program enhancement. The writer notes that those issues have been occasionally addressed in the contexts of new audio-visual laws, broadcast restructurings, state-commercial broadcasting co-existence, and professional and technological development. The writer concludes that only an institution of genuine democratic political, social, and economic reforms in the region would secure state broadcasters' transition into the PSB model.

Abstract:
IntroductionTobacco imagery in films and television increased in India after it ended conventional tobacco advertising in 2004. The Ministry of Health and Family Welfare (MoHFW) introduced rules to eliminate this tobacco imagery in 2005 which took effect in amended form in 2012. This study presents the enablers and barriers in development and implementation of the regulations to curb tobacco imagery in films and television in India.MethodWe reviewed legislation, evolving regulations, parliamentary questions, judicial decisions, Bollywood trade publications and relevant news articles from 2003 to 2019 and interviewed key informants.ResultsBased on the WHO reports and civil society demands, the MoHFW issued a complete ban on tobacco imagery in movies and television programmes in 2005. The Ministry of Information and Broadcasting (MoIB) joined the film industry in opposing the rules. A filmmaker challenged the rules in court, which ruled that they violated constitutional freedoms. On appeal by MoHFW, the Supreme Court allowed the rules to take effect. Continuing opposition by MoIB and the film industry weakened the rules and delayed implementation until 2012. As of 2020, rather than a ban, all films with tobacco imagery require strong editorial justification, 100 s of antitobacco messages produced by the MoHFW, and a static health warning at the bottom of screen during tobacco imagery display. In 2015, less than 48% of movies had tobacco imagery compared with 89% in 2005.ConclusionsAlthough, not a ban, MoHFW, supported by local advocates and WHO, issued regulations that resulted in a substantial drop in on-screen tobacco imagery and increased exposure to antitobacco messages. India’s experience informs WHO Framework Convention on Tobacco Control parties as they develop and implement policies to curb tobacco imagery in entertainment media.

In the industrialized democratic world, broadcasting news monopolies and oligopolies have all but disappeared. Whereas public broadcasters in Western Europe in the earlier postwar period had a monopoly or duopoly on televised news, today there is a more diverse market with competition from other public and commercial broadcasters, often carried by new technology such as satellites. In the United States, the oligopoly of the three networks in news has been broken by both CNN on cable and, to a lesser extent, PBS in its program “News Hour.” Thus the new competition introduced into broadcasting systems has been the result of either changed government policy or new technological mediums, or in certain instances both.

In mass communication, one of the most influential media in forming public opinion is television. This study aims to determine and analyze: the form of political broadcasts on local television and network station systems in Makassar City; and the application of P3SPS in political broadcasts on local television and network systems in Makassar City. The assessment approach uses media studies, research studies focus more on the phenomenon of online media with a focus on the application of values and ethics of journalists, also related to the process of making news, disseminating news and performance, access to news and practice in dismissing hoax news. Informants involved in this study, such as: Television Media workers in Makassar City; Experts or Media Practitioners in Makassar City; and government authorities such as the KPID of Makassar City. The form of political broadcasts on local television and the network station system in Makassar City consists of three, namely political news, political dialogue and political advertising. The application of P3SPS in political broadcasts on local television and network systems in Makassar City is carried out according to procedure. During the open campaign process in broadcasting, there were violations that were violated by broadcasters.

Abstract:
The issues of the development of traditional news television in the context of a single information space are considered. The goal is to look at how much content creators and consumers agree in their predictions about the future of TV. The data of in-depth interviews were used as empirical material: professional television journalists (federal TV channels) and students (PFUR “Television” department) were interviewed. The contradictions between the two basic types of media consumption, which are characteristic of addressers and addressees of television messages, are revealed. It is shown that these contradictions explain the generational gap in the perception of modern news television programs, predetermine the decrease in TV consumption of news content from federal channels designed for a mass audience. The relevance of the work is due to the rethinking of the functions and prospects for the development of traditional TV by both professional broadcasters and consumers. The conclusion is made about the further development of news television. It is noted that, on the one hand (the opinion of professionals), traditional television broadcasting will be preserved while adjusting the agenda, rethinking interaction with the audience, changing the broadcasting paradigm, mastering new competencies by professional journalists and using the opportunities of the online space. On the other hand (students’ opinion), subject-to-object news broadcasting of federal channels will cease to exist when the generation of viewers and the funding model change.

Abstract:
This research aims to assess the degree of compliance of |Jornal Nacional| TV News, with the requirements of plurality ensured in the document |Editorial Principles of Globo Organizations|, on the cover of the preparations for the FIFA World Cup and Confederations Cup events. The work is divided into two parts: In the first, it is discussed the concept of plurality in journalism; how this value is related to the pluralist model of democratic theories; in which political circumstances this requirement of the journalistic activity helps to legitimize the journalism as a mediation forum of antagonistics and various positions. In parallel, we identified the editorial guidance document of |Rede Globo| Network as a tool for accountability processes, which enables the monitoring of journalistic content on the part of users, in order to check if the company delivers what ensures produce. The oriented devices to charge the journalistic processes for advertising and responsability of those who produce a public service are understood as a way of strengthening the producer-audience relationship, which competes for the extension of the social responsibility´s activity. In the second part, it´s presented the evaluation of plurality, in which was employed a methodology, developed in the framework of |Program of Research on Quality, Innovation and Technology Applied to Journalism| (Qualijor), which evaluated two aspects of the company: the editorial principles document of Globo Organizations; And the coverage of Jornal Nacional| TV News on the preparations of the mentioned events, with regard to compliance with the requirements for a plural coverage: 1) media autonomy in relation to the parties; 2) debate accessibility by agents potentially involved and 3) balance in the involved participation. The |Rede Globo| Network, as a FIFA´s partner and promoter of the World Cup, hosts the debate about the event in its TV News, but it is also interested party, setting up as well, a situation of conflict of interest that puts into question the basic condition for promotion of a plural coverage, contradicting guarantees provided in its document. In this scenario, this search looks for signs of asymmetry between what is guaranteed and what, in fact, is offered by the journalism of the broadcaster in relation to the plurality; suggesting as well, the increase in the debate on supervision mechanisms of journalistic content, in reason of the quality desired by its producers.
Esta dissertação tem como objetivo avaliar o grau de conformidade da cobertura do Jornal Nacional com requisitos de pluralidade, assegurados tanto no documento Princípios Editoriais das Organizações Globo, quanto no referencial teórico proposto. A temática da cobertura observada consistiu nos preparativos para os eventos Copa do Mundo e Copa das Confederações. O trabalho está dividido em duas partes: na primeira é discutida a noção de pluralidade no jornalismo; como este valor está relacionado com o modelo pluralista das teorias democráticas; em qual conjuntura política esta exigência da atividade jornalística ajuda a legitimar o jornalismo como fórum de mediação de posicionamentos diversos e antagônicos. Em paralelo, identificamos o documento de orientação editorial da Rede Globo como possível ferramenta de accountability, que possibilita a fiscalização do conteúdo jornalístico por parte dos usuários, de modo a verificar se a empresa entrega aquilo que assegura produzir. Os dispositivos orientados para cobrar publicidade dos processos jornalísticos e responsabilização dos que produzem um serviço de natureza pública são entendidos como uma via de fortalecimento da relação produtor-usuário, que concorre para ampliação da responsabilidade social da atividade. Na segunda parte, é apresentada a avaliação da pluralidade, na qual foi empregada uma metodologia, desenvolvida no âmbito do Programa de Pesquisa em Qualidade, Inovação e Tecnologia Aplicadas ao Jornalismo (Qualijor), que avaliou dois aspectos da empresa: o documento de princípios editoriais da Globo; e a cobertura do Jornal Nacional sobre os preparativos dos eventos citados, no tocante ao respeito aos requisitos para uma cobertura plural: 1) autonomia do veículo em relação às partes envolvidas na cobertura; 2) acessibilidade ao debate pelos agentes potencialmente envolvidos e 3) equilíbrio na participação dos envolvidos. Foram analisadas 84 matérias, veiculadas entre 15/06/2012 e 15/06/2013. A Rede Globo, enquanto parceira da FIFA e promotora da realização da Copa do Mundo, sedia o debate sobre o evento em seu telejornal, mas é também parte interessada, configurando assim uma situação de conflito de interesse que põe em xeque a condição elementar para promoção de uma cobertura plural, contradizendo garantias previstas em seu documento. Neste cenário, a pesquisa apura indícios de assimetria entre o que é prometido e o que, de fato, é oferecido pelo jornalismo da emissora no tocante à pluralidade, sugerindo assim, a ampliação no debate sobre mecanismos de fiscalização do conteúdo jornalístico em razão da qualidade pretendida por seus produtores.

Purpose: To investigate how new technologies and new media possibilities are converging into older forms of mass media and examine the flow of cross platform communication and its implications with gatekeeping. Questions at Issue: How is gatekeeping involved in the process of broadcasting the internet discussion? How do television gatekeepers pre-mediate and script the online discussion? Is the convergence process allowing access for the participatory culture, making televised information less hierarchical? Theory: Gatekeeping controls the flow of information distributed through media to its audience. Gatekeeping is a selective process, using different mechanisms to filter information. Method: A semi-structured interview was conducted with an editor at the Swedish TV4 program Nyheterna. Additionally, through a content analysis proceeding the comments found on the TV4 forum submitted by participants of the convergence process were collected and compared to the comments broadcast in television. Results: The material showed that out of 319 comments, in total, 39 where broadcast; only 19 of the 39 comments could be traced back to the forum. The comments had also been manipulated in the convergence process. Despite new technologies traditional gatekeeping mechanisms control the flow of information. Summary: Further research needs to be done to fully investigate the impact of new technologies and explore whether their participants have influence during the gatekeeping process.

Abstract:
This chapter discusses the role of public service broadcasting and its broadcasters in Wales. Public service broadcasting plays a crucial role in enhancing citizens' understanding of their culture, history, and political system. In Wales particularly, there is a limited range of news sources about devolved politics. A 2016 survey in Wales found that many readers relied on news produced in England, or UK-wide news, which has limited information about Welsh affairs. Therefore, while the provision of an effective public service broadcasting service is crucial throughout the UK, it is central to the future of a well-informed citizenry and publicly accountable government in Wales. One of the biggest changes in television provision in Wales relates to English-language programming. With the significant decrease within both the BBC and ITV in terms of both output and spend, there has been a narrowing of programmes and genres in Wales.

This chapter presents an analysis of how migrants were represented in the Turkish media after the historic, cultural, and socio-economic development of the labour migration that started in the 1960s from Turkey to Germany. In this respect, the aim of the study was to reveal how a public television channel covered “guest worker” experience through its broadcasts. In the meantime, the news programs that the Turkish Radio and Television Corporation (TRT) produced about the migrants that went to Germany in the second half of the 20th century have been analyzed via content analysis method. This study explored the media representation of migrants' families including working women and young people; the manner in which the challenges of migrants' families were portrayed in the public space through public broadcasting; the projection of the politics of governments regarding the migrants; and the exposition of the transnational space where the migrants carry out their socio-cultural productions in Germany.

ABC’s coverage of the 1972 Munich Olympics amplified its reputation as the Network of the Olympics and took advantage of the consistent space Monday Night Football forged for sports in prime time. But the Munich games were overshadowed when the Palestinian terrorist group Black September took hostage and eventually killed eleven members of Israel’s Olympic team. ABC Sports’ marathon coverage of the incident became the department’s most celebrated achievement to date. This success eventually convinced ABC to entrust Arledge with its languishing news division in 1977, which he revamped by modifying the recipe he developed at ABC Sports. Chapter 5 uses Munich to explore how ABC Sports composed a template through which the network reinvented ABC News, as well as network sports television more broadly.

This chapter examines the impact that the arrival of television had on journalism. It argues that Section 18 of the Broadcasting Authority Act had a profound influence on the trajectory of journalism. This section required RTÉ to be ‘fair and impartial’ in its news and current affairs – a very different requirement to that which had previously informed journalism. This inevitably put pressure on other media outlets to distance themselves from their political allegiances and give journalists greater autonomy. Abstract:
This chapter discusses the skill challenges in the creative industries. The public service broadcasting (PSB) system is the driving force behind the UK's vibrant TV production sector. The PSBs are responsible for some 80 per cent of total investment in UK original non-news content. Independent producers are responsible for around 60 per cent of total commissioned hours on the five main PSB channels. As new platforms and formats emerge and old divides are blurred, there is a need for a holistic and collaborative approach across not just PSBs but all screen-based industries to ensure that the creative industries' talent base can compete globally. This requires upskilling and re-skilling with an integrated view and a systematic approach to tackling barriers to entry and enabling progression within an ever more casualized workforce.

Abstract:
This chapter sets out the beliefs of the Voice of the Listener & Viewer (VLV). VLV believes that public service television should be universally available, available to all free at the point of use, and provide something for everyone, including impartial and accurate news and other high-quality content for the benefit of the whole of UK society. Ofcom was established to ensure that the needs of the citizen and consumer are met. These needs may differ but both are equally important. VLV also believes that increased competition alongside deregulation of broadcasting has led to an increase in the volume of more popular genres and a reduction in the mainstream provision of UK-specific content which benefits citizens.

This chapter argues that there is still a need for public service television. Public service broadcasters fulfil a role that neither the independent young creators nor the big media corporations can really fill. There is a sweet spot there in the middle that is so important. This is also the time for young people to get behind the BBC and Channel 4, and re-appropriate young people's vision of public service broadcasting. There are so many ways in which public service broadcasters do well for under-25-year-olds: from incredibly high production values, well thought out dramas and documentaries on Channel 4 to the BBC 6 Music, 1Xtra, the World Service, Radio 4. The news is another area where there has been a big change for a lot of the young people, given their active presence in social media.

A prevailing metaphor for television throughout its history has been as a ‘window on the world’, which enables viewers to explore a variety of different content, viewpoints, debates, and landscapes. This was a function largely fulfilled in the broadcast era by scheduling: providing viewers with a mixed diet of programming, albeit at the scheduler's behest. Crucially, within a public service broadcasting (PSB) remit, this window on the world offered viewers the chance to broaden their horizons — taking them from comedy, to news, to drama, to a music documentary, to current affairs programmes. This chapter argues that this variety of offering is a crucial part of what public service algorithms should aspire to offer. This means thinking differently about the data collected and measured for PSB, and using it to set different objectives that escape some of the bounded thinking of a commercially driven, on-demand digital television market.
