Abstract:
In this paper, a comparative evaluation of the undergraduate program of Chemical Engineering curriculums of Chinese and Ethiopian universities was performed. The study employed systematic qualitative methods to synthesize the current qualitative researches into an explanatory process. To comprehend the Chemical Engineering curriculum structure in two countries, a survey of courses from each country institution is presented. Since both countries use harmonized chemical engineering curriculum with their respective institution, top university from each country was taken as a representative sample, Tsinghua University (THU) from China and Addis Ababa University (AAU) from Ethiopia. The major aspects in the comparison were the lengths of the programs, measurement of student workload, practical curriculum, and the ratio of general, core, compulsory and non-compulsory courses. At the THU, the minimum length for the undergraduate program is 4 years, whereas at AAU a minimum of 5 years is expected. While general education courses occupy 70% of the total credit in the THU curriculum showing more emphasis on general courses, the AAU curriculum gives more focus to core courses by allocating 70% of its total credit. The THU curriculum proves to be more flexible, offering more elective courses at different stages of the program; the AAU curriculum has provided the chance for a range of specialty streams offering elective courses in the final year of the program. Thus, it is highly appreciable for both countries’ universities to optimistically add more courses to their present curriculum based on their socio-economic trait, cultural backgrounds, national demands, and resource availabilities.

Urban parks provide various environmental, socio-cultural and economic benefits, also called ecosystem services, as well as challenges. Urban park planning and management needs to consider the perception and attitude of people towards the benefits, challenges and quality of the parks. However, such information is largely lacking for cities of Sub-Saharan Africa. The objectives of this study are to understand the perception and attitude of residents towards the benefits, challenges and qualities of neighborhood parks in a formal settlement area in Addis Ababa, Ethiopia, and to investigate whether these aspects are affected by the socio-demographic characteristics of respondents. Data were collected through a household survey (n = 398) and three focus group discussions. Data were analyzed using descriptive statistics and Chi-square tests. The focus group discussion resulted in the selection of 18 ecosystem services (benefits) and five challenges. Supported by a very high response rate (96.6%), the household survey shows that respondents recognize the environmental, socio-cultural and economic benefits provided by neighborhood parks, but that the socio-cultural and environmental benefits are perceived as more important than the economic benefits. The socio-demographic characteristics of age, gender and education level were found to have no significant effect on perceptions or attitudes. The cost of managing neighborhood parks and the attraction of nuisance insects were the two most important challenges, respectively. The majority of respondents rated the quality of the existing neighborhood parks excellent or good, with the existing safety condition and the presence of high plant diversity receiving the highest number of high scores. The availability of park facilities was the aspect of park quality considered poor by the most respondents. This study highlights the importance of place-based studies for assessing the perceived benefits that attract people to use urban parks, as well as the challenges that deter use. One important lesson that cities in Sub-Saharan Africa could draw from the development and management of neighborhood parks in Addis Ababa is the vital importance of public participation in urban park development and management.

Abstract:
Child labour is an important aspect of social and economic reality that surrounds us although it is sometimes unnoticed. It is the severe problem of the world in general and the sub-Saharan countries like Ethiopia in particular in which children are considered an asset and means to improve livelihood of their family at the expense of their education. The attempt towards the elimination of child labor in Ethiopia is still lagging compare to the rest world. This in turn is affecting adversely the accumulation of human capital. Thus, the researcher was intended to assess the impact of Child Labour on Children’s Educational Achievement in Ganta Afeshum Woreda and give the possible solution to overcome this problem. To realize this objective, the researcher employed qualitative approach and used in depth interview, FGD, key informant interview, personal observation data collection instruments and employed descriptive research and purposive sampling technique. The researcher analyzed the finding qualitatively through interpretation, description and summarization of the data. As the finding of the study indicates child labour is sever in rural area than urban area and also girls are more exposed for child labour than boys, children are involved in domestic and non-domestic productive activities. The attitude of communities toward child labour is also positive; they consider children as valuable asset for contributing family income. The views of households on working children arise commonly from their poor knowledge about the issue and is directed by traditional outlooks of uprooting ‘milk teeth’, that is seen as a shift from childhood to adulthood. As the finding indicates, Child labour has an impact on children’s educational achievement by making them: repeated the class, absenteeism from class, drop out, make very tired, shortage of times for study and reducing the chance to access education, beside this, as the finding indicate attitude of the communities, employers, poverty coupled with limited access to credit, health and family size as well as the abusive practices are the challenges that hamper eliminating of child labour. Finally, as the finding indicate the local administrator strategy of employing one sector, one children and work with NGOs, private sector and public sectors play significant role via improving the future childhood of children.

Abstract:
Purpose The purpose of this paper is to engage African subject matter experts to assist with a needs assessment of international capacity building for developing countries in Africa, to establish a prioritized list of capacity building keywords substantiated by a current literature review. Design/methodology/approach A pragmatic mixed-method research design was used which involved conducting literature reviews and applying a modified Delphi technique to determine future research needs. The credibility of these results was strengthened by selecting a Delphi subject matter expert panel from African countries including Benin, Uganda, Rwanda, Burundi, Ethiopia, Ivory Coast, South Africa, Zimbabwe, Madagascar, Cameroon, Congo, Burkina Faso, Eritrea, Algeria and Nigeria. Non-parametric statistical techniques were used to objectively analyze the qualitative data and prioritize the findings. Findings The results clearly identified seven literature keywords which could improve future African capacity building research (in order of highest importance first): Trade Union (regional economic integration), Governance, FDI, Emigration, Education, Economic (small business stimulation), and Brain Gain. Additional keywords surfaced in the literature related to these ones, namely healthcare and brain drain (emigrating academics and scholars). Research limitations/implications The results of this study should generalize to government and capacity building policy administrators in Africa as well as to other researchers and practitioners in this field. The use of a novel modified Delphi technique should also be of interest to other researchers. Originality/value The modified Delphi technique commenced with a knowledge sharing conference where pre-selected subject matter experts collaborated to define the initial scope of questions. Another novel aspect of the customized Delphi technique was that the subject matter experts were required to conduct a literature review to substantiate their responses to questions.

Abstract:
Purpose While several studies have examined the attitudes, perceptions and beliefs of physical activity in different immigrant groups, little is known in this area among the first-generation Ethiopian immigrant population who lives in the USA. The purpose of this paper is to explore the behavioral, normative and control beliefs of physical activity among first-generation Ethiopian immigrants living in the DC-Metro area. Design/methodology/approach The study used semi-structured interviews, focus group discussions and unobtrusive observation. Three structural themes and six textural themes were identified from the three forms of data collections. Qualitative data analysis including topics, categories and pattern analysis were conducted using phenomenological techniques. Findings Findings highlighted similarities to the theory of planned behavior with regard to attitudes, subjective norms and perceived behavioral control. Consistent with the literature, several salient behavioral determinants of physical activity that could affect participants’ decision-making were identified in the current pilot study. Increased longevity, mental well-being, improved sleep and improved metabolism were listed as the most common benefits of physical activity. Lack of time, family responsibility, neighborhood safety, location of the gym, lack of awareness and social and economic stressors were the major barriers to engage in physical activity. Implications for service providers and future research are discussed. Practical implications This study supported the need for future research into the social aspects of physical activity, as well as barriers to physical activity, including time, family responsibility, culture, income and neighborhood safety. Originality/value To the best of the authors’ knowledge, this is the first study exploring the behavioral, normative and control beliefs of physical activity among first-generation Ethiopian immigrants. To understand the beliefs, desires and barriers to physical activity in this population subgroup, the authors examined the behavioral, normative and control beliefs of regular moderate-intensity physical activity using the theory of planned behavior as a conceptual framework. As health education researchers, it is their responsibility to develop theory-driven policies and interventions to promote a healthy lifestyle among these underserved populations.

The author describes the essence of digital inequality (digital divide), determines the place and role of teachers and students in the transformation of education driven by digital technologies, and highlights the specific features of virtual reality.Methods. This study uses the methods of the systems approach, comparative and structural analysis, analytical and theoretical generalization.Results. The author outlines the concept of a new paradigm of education based on the widespread use of digital technologies and transformed roles of teachers and students.Conclusions. Digitalization of education has made it possible to form an individual educational trajectory based on different forms of presentation of educational content and its communication from the teacher to the student, including using such technologies as virtual reality and artificial intelligence.

This paper critically discusses the Eritrean education system at different period of time: before the Italian colonization (before 1889), Italian colonialization (1889-1941), British Administration (1941-1952), Federation with Ethiopia (1952-1962), annexation of Eritrea by Ethiopia (1962-1961), after independence (after 1991). An important finding of the current study is that, education system is significantly influenced by the economic and political situation of a country in that when the economic and political situation of a country is not conducive, the education system suffers. This study also discusses the implications of the findings of the current study and future research directions.

This paper contemplates on relevant socio-economic factors which have influence on variability of the scope and directions of commuting flows, with special emphasis on situation in Serbia. Due to the need for balance between work and family life, this specific form of population?s mobility often represents alternative for migration. It also has numerous implications on both commuters and their households, places of residence and work and society in general. Effects of sex, marital status, education, occupation, size and structure of a household, as well as local community onto participation in commuting and time/distance of traveling to work have been discussed. The results revealed that, apart from economic factors, non-economic ones also have important role in commuting.

The floriculture sector is booming in Ethiopia, making the country the second largest flower exporter in Africa and one of the largest suppliers of flowers globally. Despite the enormous advantages of the Ethiopian floriculture industry to the country’s economy, the industry’s unsustainability related to environmental and human rights is growing. Failure to protect the environment can have profound negative impacts on long-term economic development and human rights, including the right to life, adequate food, water and housing. The floriculture industry has been identified as having the potential to grow and contribute positively to the agricultural transformation and economy of Ethiopia. Policy, laws and regulations play a vital role in the implementation of any regulatory objective. During the last decade, Ethiopia has developed many policies and laws that link to improving the environment, and the flower farm industry itself has adopted self-regulation and standards, enhancing the protection of workers and the environment. But there is increasing evidence that the economic benefits of the flower industry come at the expense of the environment. So, what is the impact of these State and non-State regulations on a safe and clean environment? This paper aims to analyse how, why and under what circumstances environmental policy implementation might work or fail, by investigating the challenges for the floriculture industry relating to the intensive use of pesticides and water, and inappropriate waste disposal in the policy implementation process. It is safe to say that Ethiopia has developed a lot of legislation on the environment but the challenge of effective monitoring and enforcement remains. This paper concludes with recommendations, based on the fact that the principles of environmental rights, the right to life and the right to development cannot be realised in the absence of the right to a healthy environment.

Introduction. The issue of education policy is very topical throughout the entire spectrum of society and undoubtedly throughout the European space. At the same time, this policy must be taken into account in any period of a civilized human history. By investing in education, we invest in the human population and participate in the formation of future generations. This article aims to study and analyse the current state of implementation of innovative approaches to the development of education and EU education policy, to identify the key aspects of the EU Education Policy at the present time. We focus mainly on the analysis of the range of the process of implementation of the Strategy Europe 2020 in this field with the particular impact on incorporation of new approaches into the current education policy system as such in the modern 21st century education system based on determining the tools necessary to implement the key strateg ies. Materials and Methods. The authors address individual approaches of the EU Member States in the field of the education and education policy, which can be beneficial for later incorporation of improving innovations into national education systems using the traditional methods of empirical analysis as description and classification, induction and deduction, content analysis, comparison and syntheses. The empirical basis of this study includes the results of a secondary analysis of the research da ta covering the problems of education policies. Results. There is a pragmatic focus on the issue of education in society, which also results, in terms of the macroeconomic indicators, in raising the standard of living of the population. Based on our conclusions, where we identified the real need of in-depth analysis of the situation in the education sector and a strategy to achieve effective change in mainstream educational thinking, policy and practice. We should not only determine where the sector is at present, but also engage as many institutions as possible in the review process, making sure that it is driven by their needs and to set key determinants of the education policies of the individual Member States in order to achieve the EU ’s objectives in terms of education, competitiveness and social cohesion. The results of the study have practical significance: the mechanisms can be reproduced in the field of defining the instruments of the harmonization in the EU education policy with the competences of the Member States. Discussion and Conclusions. The attention is drawn to the socio-economic context that affects the education policy, and despite the pursuit for a kind of harmonization in the EU , the education policy remains substantially within the competence of the Member States. Our results suggest that the use of integrative mechanisms allows to improve the efficiency of EU education policy and at the same time the Member States education policies. The main directions for further research in this field and questions for discussion and another positive move remain: what are the challenges facing education policies EU and Member States in the context of globalisation, the expansion of the European Union and the imperative of sustainable development.

This thesis explores the role of the addooyyee institution in making friendship and sisterhood relation among girls. It aims at discussing the procedure by which addooyyee established between girls and used as girls’ friendship. During data collection, ethnographic methods such as observation, focus group discussions and semi-structured interview were employed. In data analysis, interpretive method was used to discuss the collected data. The analyzed data shows that, the addooyyee institution has vital role in making friendship and sisterhood relation among girls in their social, economic and cultural life. The institution strengthen the relation of girls during wedding ceremony, working hand crafts (hodhaa), and their journey to collect firewood and migira buqqisuu (uproot grass), decoration wisdoms and daboo dubartii (girls’ cooperative work). Girls run all the above systems through their addooyyee institution to help each other and to exercise their friendship and unity among the society as gender based traditional institution. The thesis concludes that the addooyyee institution enables girls to come together and help each other in their social, economic and cultural life. To windup, concerning bodies should have to use this readymade institution in helping girls to strength their relation in all aspects of social activities.

Abstract:
This article documents differences in cognitive development, as measured by the Peabody Picture Vocabulary Test (PPVT), between children from households with high and low socioeconomic status (SES) in two different phases of early childhood in four developing countries. A large number of potential mediators, such as urban residence, preschool attendance, early nutrition, caregiver’s education, and primary school attendance are discussed. Overall, the SES gradient is reduced but persists in most countries even when controlling for all the mediators. The mediational analysis shows that, while urban residence, caregiver’s education and early nutrition appear as significant mediators of the SES-PPVT relation for all countries and most ages, the size of the effect varies widely. For instance, after adding all mediators, the magnitude of the SES-PPVT relation drops by almost half in Peru (mainly due to urban residence), India (mainly due to caregiver’s education at age 5 and urban residence at age 8) and Vietnam at age 5 (mainly due to caregiver’s education). However, it only drops by one third in Ethiopia (mainly due to caregiver’s education at age 5 and urban residence at age 8). The relative importance of each mediator also changes depending on children’s age. Preschool attendance only appears as a minor mediator in Ethiopia and Vietnam at age 5, while primary school attendance does not appear as a significant mediator in any country.

Abstract:
The aim of the article is to critically review the effectiveness of the processes of reforming Ukraine’s higher education system in the light of integration into the European educational space. Also, the goal is to define the boundaries of the legislative control of the education system at the state level. The defining theoretical concept for the development of higher education in Ukraine is its leading role in ensuring the sustainable socio-economic development of the country through the implementation and legal protection of the inalienable right of citizens to education, obtaining quality educational services, comprehensive intellectual and spiritual development. The main research methods are the frequency analysis method and the mathematical statistics methods, which were used to process the data of the questionnaire of public officials. It has been determined that in the conditions of socio-economic, socio-political, legislative, administrative and managerial crisis, increasing competitive requirements for the higher education system of Ukraine, the leading purpose of its modernisation is the formation of new content and quality standards of educational services, which will ensure the maximum integration of Ukraine in the world and European educational space. In the context of a sociological survey of civil servants, the circle of threats, the structure of their relationships and sources of origin are outlined, which are the first priorities of the state administration, aimed at ensuring the sustainable development of the higher education system of Ukraine. The novelty of the study is due to a sociological survey of public officials in order to determine the expert opinion on key issues. It is important to find out what legal responsibility people will bear for opposing the laws of Ukraine on education. The authors also collected an expert opinion on key issues that will improve Ukrainian legislation in the field of higher education. The practical importance is determined by the necessity to outline priority areas to counter the existing and more potentially dangerous threats to the sustainable development of higher education in Ukraine

The article examines modern theories of economic development in the context of social aspects. The aim of the study is to generalize the social aspects of modern economic theories of development to determine the trajectory and possible directions of social policy. The essence and evolution of models of economic development according to the concepts of welfare are determined. Many well-known foreign researchers are interested in the causes of the wealth of some nations and the poverty and decline of others. Thus, D. Acemoglu and J. Robinson proved that the main condition for achieving the well-being of nations are economic institutions – rules that determine the social efficiency of the economy, incentives and motivations of people, rather than natural and geographical factors. Norwegian A. Reinert believes that rich countries have become rich through a combination of government intervention, strategic investment and protectionism, rather than free trade. American economist M. Olson pointed to the role of private property, taxation, public goods, collective action and contractual rights in economic development. N. Rosenberg and L. Birzdel, A. Sen, E. Duflo and A. Banerjee emphasize that the only issue they focus on is how to increase the material well-being of people, which is measured by the presence of most opportunities to choose and shape the quality of their own lives, to fight not with the consequences of poverty, but with its causes, that is, starting with public education, basic medicine and hygiene. New theoretical approaches to the interpretation of social factors of economic development and social transformations in Ukraine have also been formed in the works of Ukrainian researchers. It is established that a prerequisite for the successful development of the national economic system is to ensure the priority of man, education, health care, environmental protection, which, in turn, stimulate significant economic potential and long-term prosperity of society.

It is undisputed that education is instrumental both for socio-economic development and the enjoyment of other fundamental human rights. In particular, a tertiary education is very critical for less developed countries (LDCs) such as Ethiopia where education is considered a vital tool for sustainable development. Nonetheless, a quality tertiary education depends, inter alia, upon sufficient access to most copyrighted learning materials through a balanced copyright system with adequate room for flexibility. In fact, the tension between copyright protection and the right to education is integral to the global debate between intellectual property and human rights regimes. Despite its compelling socio-economic needs and its human rights obligation that dictate a broader room for flexibility, Ethiopia has adopted a very restrictive copyright system with a narrow set of limitations and exceptions (L&Es) for education. Further, both its copyright and criminal laws prescribe severe criminal sanctions for any act of copyright infringement. In so doing, Ethiopia has taken a legislative approach that exacerbates the problems related to both TRIPs’ implementation and access to learning materials. In the absence of a concrete step to rethink the approach, the effective utilisation of the constrained exception for education will be further undermined by TRIPs’ criminal enforcement in disregard of the socio-economic contexts of the country.

Pendidikan seni teater ditopang oleh jurusan seni yang lain di Universitas Addis Ababa. Hal ini menyebabkan aspek musik, tari, seni rupa, dan seni kriya ikut membentuk terbentuknya pendidikan seni teater. Sekarang, pendidikan seni teater disuntik dengan seni teater tradisional yang menyebabkan bentuknya menjadi seni kreatif namun tidak menunjukkan teater yang mapan. Theatre education is supported by other art majors at Addis Ababa University. This has caused aspects of music, dance, visual arts, and art to form the formation of theatrearts education. Now, the theatrearts education isinjected with traditional theatre arts, causing their form to become creative arts but not showing established theatre. Likewise, theatre arts in Ethiopia choose raw materials to prosper the theatrearts education which is now being worked on in the Ethiopian theatre arts education curriculum. The analysis of statistical data has proved an increasing share of the use of digital economy technologies as tools of educational processes. This determined the need to adapt students to the activities in the expanding “information flow”. The advantages of the use of social networks in the implementation of the project method in the social education of patriotic feelings methods of folk art. The risks analysis of use new communi-cation tools in educational and educational activity is carried out. The result of the study are rec-ommendations to teachers on the use of new communication technologies in social education, the formation of communication culture.

Currently there are 34 universities in Ethiopia which enrolled hundreds of thousands of students which generated large volume of waste paper a year. Therefore, this article has an objective of assessing the socio-economic and environmental impacts of poor paper management at higher education institutions of Ethiopia with a particular focus on Hawassa University. The findings of the study revealed that a large volume of paper is consumed for different academic purposes. Due to the poor management of paper consumption as well as poor waste management practices, the university faced socio-economic and environmental problems. By 2015/16 academic year a total of 94,025 reams of paper were used at Hawassa University. This has created a large volume of waste paper at offices, which resulted in unpleasant working environment. Incineration is the only means of waste paper disposal, which created environmental pollution and health risks to the university community. Moreover, the university also lost a significant amount of money which would have been gained from selling to paper recycling industries.

Innovation-driven development of the Russian economy requires a consistent national policy aimed at boosting scientific and innovative activity in the regions, which would facilitate the development of entrepreneurship and technology. It also plays an important role in ensuring the socio-economic progress of the regions and efficiency of income distribution.Aim. The presented study aims to examine the potential directions for optimizing scientific and innovative activity in regional socio-economic development and to identify factors that facilitate the intensification of innovative activity in the regions.Tasks. The authors conduct a correlation analysis between scientific and economic development of the regions with allowance for such factors as the level of education of the population and the number of researchers engaged in research and development (R&D). They also assess the current state of scientific and innovative activity and the national policy on the formation of the scientific and innovative potential of the regions.Methods. The methodological basis of the study of the scientific and innovative aspects of regional economic development includes correlation-regression analysis and abstract logical methods.Results. This study substantiates the role of scientific and innovative activity in regional economic development; determines a positive correlation between regional economic growth and the number of researchers; establishes an inverse correlation between scientific and economic development based on the dependence of innovative activity in the regions on the accumulated scientific potential; empirically assesses the impact of innovative factors on regional economic growth and proposes directions for improving the efficiency of the regional system of science and innovation.Conclusions. Concentrations of knowledge are analyzed as agglomerations of expenses on research and development, science and technology. This leads to an increase in the number of scientists, engineers, scientific and technological personnel of innovative enterprises in various Russian regions. A correlation analysis between scientific and economic regional development shows that per-capita GRP growth rate by the number of researchers is statistically significant, which means there are several factors affecting this dependence: geographical accessibility of higher education, university expenses on infrastructure and services, job creation, additional revenue from students from other countries and regions. It is established that efficient regional higher education systems and innovative development have a positive effect on regional economic development. The conducted analysis shows that a policy on the innovative development of resource regions should be based on government support that would facilitate the creation of innovations and strengthening of scientific potential.

The management of general secondary education (ZZSO) seeks financial autonomy by identifying sources of additional income, including by providing catering services based on functioning food units, which necessitates improving the level of catering services that will meet competitive conditions. This need increases the relevance of compliance with the principles of marketing in the process of organizing ZSSO this type of activity to meet the needs of consumers, increase their loyalty and, consequently, increase the level of income from the organization of food. The need to determine the range of possibilities for the application of marketing approaches and the potential of the marketing mechanism, which can be done using the methods of economic and mathematical modeling, in particular cognitive and scenario modeling, is gaining relevance. Research of the potential of the marketing mechanism of children’s nutrition organization in general secondary education institutions. To achieve this goal, the following tasks were performed: formed cognitive maps and cognitive model of the system of potential development of the marketing mechanism of children’s nutrition in ZSSO, based on the implementation of scenario modeling of system behavior identified factors influencing the development of marketing mechanism. The method (methodology). Methodological and theoretical foundations of the study are economic theory, scientific developments of scientists in the organization of children’s nutrition in the system of general secondary education. The research used general scientific methods (abstract-logical, empirical, comparative analysis, averages, generalizations, etc.) and methods of cognitive and scenario modeling. The article presents the results of the analysis of the system of potential development of the marketing mechanism on the basis of cognitive and scenario modeling, which allowed to determine the levers and performance factors of the system. According to the results of the study, it is concluded that a good basis for building the potential of the marketing mechanism to improve the nutrition of school children is to focus on maximizing customer satisfaction and increasing their loyalty while creating the necessary conditions to increase production efficiency and sales in school canteens. supported by activities to promote the principles of nutrition among students ZSSO and society as a whole. To this end, it is advisable to increase the level of automation of production and service processes in canteens ZSSO, information and communication support, stimulate the welfare of key actors of the marketing mechanism by coordinating the interaction of stakeholders in ensuring proper nutrition of children in educational institutions.

This article has an overall objective of assessing the socio-economic and psychological risks of unemployed youth in Hawassa city. To address this objective, the article adopted both quantitative and qualitative research methods. A total of 157 unemployed youth were taken as a sample. Moreover, FGDs with unemployed youth and key informant interviews with different government institutions were important data collection tools. The findings reveal that unemployment affects the marital status, dignity, self-esteem, social status, education, and other socio-economic and psychological attributes of young people.

ICT is used to enhance the overall activities of individuals, administrative processes of businesses and various governmental and non-governmental organizations. Despite its advantage in all aspects of development, it has drawn low attention in expanding the services in general and utilizing the technology in particular. Therefore, this study was aimed to explore the main factors that affected the usage of ICT in Illubabor zone, Ethiopia. A descriptive cross-sectional study design with quantitative and qualitative data collection method was carried out. The data was collected from 195 samples by using structured questionnaires and observations by employing simple random and purposive sampling techniques. SPSS version 16 was used for data analysis. The study confirmed that lack of computer skill training for staff and lack of sufficient budget for the provision of ICT are the major bottlenecks in expanding ICT service in the zone. Major emphasis should be given in enhancing the awareness of government employees to make use of ICT services in their daily official work.

despite the extreme urgency of lifelong learning in the era of knowledge economy, employers in Latvia’s regions are not active investors in the training of their employees, and individuals are not eager to actively educate themselves throughout their lives, mentioning the expensiveness of lifelong learning – unlike in the majority of EU Member States – as the key reason. Therefore, one can identify the discrepancy between the political priorities and the actual situation. The author, following the idea of Latvia’s scientist A.Jaunzems to perceive knowledge purely economically – as a product of the education market – developed this idea further by examining the knowledge market in Latvia’s regions in regard to its institutional “casing”, i.e. lifelong learning. The research findings show that the regional specifics of lifelong learning in Latvia are determined by the fact that Latvia’s regions are in different stages of economic development.

<p class="apa">Since 1998, regional governments in Indonesia have had greater autonomy due to the commencement of a reformation movement across Indonesia. Large portions of education management were delegated to the regional governments. Because of this, the education level varies strongly across Indonesia’ provinces. Referring to the data provided by the Indonesian Bureau of Statistics, it is found that Eastern Indonesia generally has a higher rate of uneducated than Western Indonesia. We review the current condition of Indonesian education in terms of regional disparity among eastern and western provinces and study the correlation between inequality in education and other related aspects, such as social and economic conditions. We find that inequality issues on socio-economic conditions are reflected in the education disparity between Eastern and Western Indonesia. By employing panel data with provinces as units of observations, we find that the difference in regional development among Indonesian provinces influences education issues. By evaluating the standard deviation of the statistic we were able to identify socio-economic factors that influence the regional education disparity.</p>

These companies have a positive effect on the United States economy. As the aspect of education which is best equipped to nurture these characteristics is the arts, then it is reasonable to argue that we can not afford to ‘phase out’ music education.Because education in the United States, England and South Africa is closely linked to the economy, music educators in capitalist countries should begin to argue for the arts from an economic standpoint, as capitalistic societies are orientated primarily toward capital gain. Failing this, we shall have to argue for more fundamental changes in political and economic systems.

Abstract:
Combining data from the social progress index and measures of economic institutions and performance, our analysis focuses on how changes in economic institutions and performance are related to subsequent changes in social progress (noneconomic dimensions of societal performance). We document a positive relationship between improved economic performance and subsequent social progress improvements, a separate impact of improved economic institutions on aspects of social progress that involve individual investment (such as education and health), and a noisy relationship between economic factors and those aspects of social progress related to issues of individual freedom and social inclusion.

<span>The purpose of this study to clarify: (1) the influence of socio-economic status of parents towards education family financial management, (2) the influence of parental socioeconomic status on cognitive aspects of financial literacy, (3) the influence of parental socioeconomic status on financial literacy aspects of attitude, (4) the effect of family financial management education to the cognitive aspects of financial literacy, (5) the effect of family financial management education for financial literacy aspect of attitude, (6) the effect of learning in higher education to cognitive aspects of financial literacy, (7) the effect of learning college for financial literacy aspect of attitude; (8) the effect of socioeconomic status of parents of student cognitive aspects of financial literacy through education family financial management; (9) the influence of socio-economic status of parents towards financial literacy aspect of student attitudes through education family financial management . Data collected using tests and questionnaires from 220 students. Data analysis techniques in this study using path analysis. The results of the study are: (1) socio-economic status of parents significant positive direct effect on education family financial management, (2) socio-economic status of parents does not directly influence the cognitive aspects of financial literacy, (3) socio-economic status of parents do not have direct the financial literacy aspect of attitude, (4) education family financial management a significant positive direct effect on the cognitive aspects of financial literacy, (5) education family financial management a significant positive direct effect on financial literacy aspect of attitude, (6) learning in higher education have direct positive significant impact on the cognitive aspects of financial literacy, (7) learning in higher education have significant positive direct effect on financial literacy aspect of attitude; (8) socio-economic status of parents significantly positive indirect effect on the cognitive aspects of financial literacy education mediated by family financial management; (9) the socioeconomic status of parents significantly positive indirect effect on the financial literacy aspect of attitude that is mediated by a family financial management education.</span>

Western civilization has probably reached an impasse, expressed as a crisis on all fronts: economic, technological, environmental and political. This is experienced on the cultural level as a moral crisis or an ethical deficit. Somehow, the means we have always assumed as being adequate to the task of achieving human welfare, health and peace, are failing us. Have we lost sight of the primacy of human ends? Governments still push for economic growth and technological advances, but many are now asking: economic growth for what, technology for what? Health care and nursing are caught up in the same inversion of human priorities. Professionals, such as nurses and midwives, need to take on social responsibilities and a collective civic voice, and play their part in a moral regeneration of society. This involves carrying civic rights and duties into the workplace.
