Full textRecent advances in dynamic Mirrlees economies have incorporated the treatment of human capital investments as an important dimension of government policy. This paper adds to this literature by considering a two period economy where agents are di erentiated by their preferences for leisure and their productivity, both private information. The fact that productivity is only learnt later in an agent's life introduces uncertainty to agent's savings and human capital choices and makes optimal the use of multi-period tie-ins in the mechanism that characterizes the government policy. We show that optimal policies are often interim ine cient and that the introduction of these ine ciencies may take the form of marginal tax rates on labor income of varying sign and educational policies that include the discouragement of human capital acquisition. With regards to implementation, state-dependent linear taxes implement optimal savings, while human capital policies may require labor income taxes that depend directly on agents' schooling.

The purpose of this dissertation is to identify and understand the conceptions of childhood inside an institution in the North Region of Brazil, amidst the complex set of actions in the culture, leisure, health and education areas. The study was conducted based on observations of interactions between adults (from the health, leisure, culture and education areas) and the children (in Child Education). Based on Lev. S. Vygotsky and Walter Benjamin s notion of children as cultural beings and Mikhail Bakhtin s language concept, the analyses presented were also the result of dialogues between research on children and their relationships with adults within educational spaces. The first chapter presents the research paths selected, the conception of childhood, on which the whole work was based, and the institution where the study was conducted and its boundaries. The second chapter discusses different conceptions of childhood, taking as a starting point the spaces and their respective organization, the action and how adults look at children, in addition to their own childhood experiences. Finally, in the third chapter children are given space and voice to tell us what being a child and an adult means. By identifying the different conceptions of childhood and drawing conclusions on the childhood of adults and their way of looking at children, this work points to the need for further discussion of childhood in the target institution and to aspects that could contribute to further consideration of the practices adopted by adults who deal with Child Education.

Leisure nowadays has become a way to explore and create value of life. However, not everyone knows how to spend his/her leisure time wisely. Studies have shown that leisure activities that junior high school students participate generally tend to be indoor patterns, which have influenced their wellness. Leisure attitude and habit of adolescence are essential for their choice and preference in later adulthood and therefore leisure education within school curricula has played an important role in this process. The purpose of this study is to investigate the impact of leisure attitude, leisure participation and perceived freedom in leisure after taking leisure education courses for junior high school students. Second graders of three classes enrolled in Kaohsiung Municipal Mituo junior high school participated in a pre/post experiment where a 14-week theme-oriented leisure education courses was implemented in the scout class. Paired t-test was used to assess pre and post treatment differences. It was found that junior high school students experienced positive leisure attitude and perceived freedom in leisure while leisure participation, both diversity and intensity, is still underrepresented, with entertainment-oriented being more active and knowledge- and cultural-based being less active. In addition, after taking 14-week theme-oriented leisure education courses, there was a significant increase in leisure attitude, perceived freedom in leisure and participation in sport-based and social-based activities.

The change of economic structure and the two-day-off per week policy have directly affected the public in spending their leisure time for recreational activities. Leisure nowadays has become a way to explore and create value of life. However, not all of them know how to participate in leisure activities. Statistics of Ministry of Education show that children’s choices of leisure activities are mostly stationary and without many varieties. Research fingings indicate that children have unbalanced choices in types of leisure activities so that have influenced their health situation, which becomes a great concern. Leisure activities in childhood are the key to the choice of leisure activities in later adulthood. Therefore, leisure education program in school is getting important. The purpose of this study was to understand the influence of leisure education to children’s leisure attitude and leisure participation. The study population was 117 fourth graders in Taipei elementary School, divided into two groups, experiment and control. The program is designed into ten classes, forty minutes a week, including discussions and activities. After the program, it compares the differences of pretest and post-test between the experiment group and the control group. Results show that elementary students have high leisure attitude but low participation. Leisure education program helps elevate students' attitude and participation. Therefore, it suggests that parents can make good use of the two-day-off and vacation to participate in activities with their children, decreasing the problem between parents and children. Also, it helps foster their leisure habits and learn how to plan their leisure time in their childhood. Schools can hold some related activities, offering children opportunities to exercise social skills. However, leisure education is rarely adopted as an important issue in elementary schools. This article hopes to draw public attention to the importance of leisure education program and adopt it into school curriculum. Through leisure education program, it develops children’s leisure ability and enhancing their actual participation. Furthermore, it elevates the quality of life, physical and mental health and is beneficial for both individual and the society.

This study aims to understand how the core competency training index in marine leisure and recreational education was constructed so that a new training index direction for marine leisure and recreational industry and academia in Taiwan can be planned. Questionnaires were developed by reviewing relevant literatures and interviewing experts. In the first step, the Modified Delphi Method was used for achieving a commonsense stance on issues related to a professional competency training index. AHP was then carried out in the second step, in order to construct the core competency and to range the index according to its importance. DEMATEL helped to improve the medium index and observation index for the entire professional competency in the last step. The result of AHP brought diverse opinions regarding professional competency required in marine leisure and recreational activities from the industry and academia. Academia is focused on basic knowledge training as the foundation of the advanced competence development; however, industry is focused on the security management while arranging activities so that the marine leisure and recreational movements can be supported. “First aid and related capability” ,“knowledge of marine biology and ecology” as well as “Tour guide and tour leader capability” are significant evaluation principles emphasized by experts. The principle variation between industry and academia is that industry values the marine leisure and recreational activity design, the operation competency of swimming/diving more, human resource management and knowledge of marine sense and culture; nevertheless, the impact on activity effectiveness, activity promotion and docent capability is highly rated by academia. The result of DEMATEL revealed that if the basic knowledge training of marine leisure and recreational can be improved, the entire professional competency would increase; after observing the planning of marine leisure and recreational activities, the total change of professional competency is observed.
