Abstract:
This study examined the impact of the education management information system (EMIS) on Nigerias educational information management, emphasizing tertiary institutions. The study aimed to examine the difficulties associated with accessing information in the tertiary institutions based on the absences of EMIS. A total of one hundred and eighteen undergraduates and graduates were randomly selected for the study. A self-developed instrument was used for data collection, and a simple linear regression was conducted on the data. The result implicated the absence of EMIS in the observed difficulties/challenges of information management in the school system. Finding, strengths, weaknesses, and conclusions are discussed.

Abstract:
As higher education evolves into a multifaceted and complex activity, the incorporation of education management information systems (EMIS) that allows for the production of relevant, organized and structured information, becomes a necessity for both institutions and students. Despite the recognition of this requirement, existing literature does not focus on how EMIS might trigger students' success. With this in mind, an initial proposal of a multi-perspective EMIS success model is presented and a validation on the possible existence of linear correlations between the model contexts is described. Moderate correlations have been detected between the majority of the model contexts and a very strong correlation has been detected between students' satisfaction and the arise of net benefits associated with the use of EMIS.

Education Management Information System (EMIS) is an organized group of information and documentation services that collects, stores, processes, analyzes and disseminates information on the planning and management of the education system. Each country tend to have own EMIS because of the differences in local systems of education and training. EMIS in the field of Technical and Vocational Education and Training (TVET), or TVET-MIS, is a consolidated EMIS for timely access to high quality information. The analysis showed that in all the countries under study the owner of EMIS in the field of vocational education is the Ministry of Education. Data is collected in the vast majority of countries, with exception of Brazil and Pakistan, from public vocational education institutions, and cover the formal education sector. Indicators contained in EMIS for professional (vocational) education provide the possibility of international comparisons, methodological soundness and simplicity of making statistical reports; they provide the user with the opportunity to generate the necessary information independently (an example is Open EMIS Core – TVET-MIS), form the extended database of registers with wide possibilities for searching the necessary information, tracing the trajectory of employment of graduates of professional (vocational) education institutions. These systems are characterized by: the availability of indicators of the effectiveness of the system of professional (vocational) education (examples are MLDS, Maryland and TVET-MIS – Career Tech, Ohio, USA), the coverage of professional (vocational) education institutions in public and private sectors, the successful coordination of the system of professional (vocational) education with the stakeholders (an example is NEMIS system in Pakistan), a comprehensive electronic system for collecting, managing and analyzing data from the system of professional (vocational ) education, despite economic instability in a country (an example is TAALIM system, Afghanistan), coverage of the informal professional (vocational) education sector, self-contained computerized data collection system that uses a centralized procedure for extracting primary data on one date for all institutions (an example is SISTEC system, Brazil).

Abstract:
This study validates the DeLone and McLean information systems (IS) success model in the context of education management information system (EMIS). It develops a model to examine the effect of IS quality factors (system quality, information quality, and service quality) on IS success (use, user satisfaction, and net benefit) of EMIS. The study employs purposive sampling technique to select participants and a validated structural questionnaire to collect data from 100 users of EMIS. Employing three multiple regression models, the results show that there is a statistical significant relationship between system quality, information quality, service quality, use, and user satisfaction. Overall, among the six constructs measured, the impact of system quality, information quality, and use significantly improve the net benefits of EMIS. However, service quality contributes insignificantly to user satisfaction.

The Education Management Information System (EMIS) in the TVET field is a system for collecting, storing, analysing, disseminating and using data in the TVET. The metho­dological framework for developing a system of indicators for the Education Management Information System (EMIS) in the TVET field should be guided by recognized world standards, guidelines and best practices. At the same time, it should be built on a consensus basis with national standards, which are the key to the generation and use of well-structured metadata in the TVET field. As an example of effectively functioning global Education Mana­gement Information System (EMIS) in the TVET field, the Open Education Management Information System (OpenEMIS), namely its OpenEMIS Concept Note module – TVET, the CTE National Reporting System and Workforce Training System – CTE Statistics, developed by the United States Institute of Education (IES) and published by Federico Mejer should be cited. The Interagency Vocational Education and Training Group (IAG-TVET), which includes global educational organizations, has developed guidelines for a set of indicators to help countries evaluate the effectiveness and efficiency of their TVET systems based on actual data and the use of reliable tools to evaluate TVET monitoring. IAG-TVET has identified four relevant po­licy areas in the TVET system: funding; access and participation; quality; relevance. Based on the recommendations of the above guidelines, the author has developed a system of indicators for the Education Management Information System (EMIS) in the field of TVET, which will be included in the form of the information and analytical unit "TVET System" in the Automated Information Complex of Educational Management (AICOM) of the State Scientific Institution "Institute of Educational Analytics". The system of indicators includes: the register of TVET institutions, the results of the admission campaign and training, teaching staff, logistics facilities, architectural accessibility, profitable economic activity, the creation of an innovative educational environment, the use of ICT in the educational process. The information and analytical unit "TVET System" should be institutionalized with databases of other official bodies of Ukraine, for example, with databases of the State Statistics Service, the State Employment Service etc. The data contained in the Information and Analytical Unit "TVET System" must be compatible with other international databases and allow the construction of international indicators in the TVET system.

Abstract: Education Management Information System (EMIS) is an education management information system to support planning and policy making in Islamic-based education programs. EMIS is a program that also provides real data to support policy makers. Technology and information as data collection bases have a very important role in supporting the achievement of educational goals. With the existence of EMIS, it is hoped that the incoming data can be more accurate and continuously updated so that it can be used as a basis for decision making. This study aims to determine the optimization of EMIS in the process of data base for diniyah education and Islamic boarding schools in the Ministry of Religion, Bangkalan Regency. As EMIS is an education database, it is hoped that the incoming data will be more accurate and updated to make it easier to find information. However, the Diniyah education and Islamic boarding schools in the Ministry of Religion, Bangkalan Emis Regency have not been able to be used optimally. One of these factors is that there are still many human resources who do not fully understand how to operate an EMIS, so that there are still many institutions that have not filled in the existing data on EMIS. The method used by the researcher is descriptive qualitative method, while the data collection technique uses interviews, observation and documentation. Abstract:
The main purpose of this study is to depend on an integration of Technology Acceptance Model (TAM) and Information Systems Success (ISS) model that was altered to define the success variables of Open Source Software (OOS) based on Open-EMIS system that attaches to Education Ministry of Jordan by employees. The methodology of current study was built on quantitative approach with two waves of data collection (Pre and post- test). For test hypotheses purposes, the Structural Equation Model (SEM) was applied. Moreover, the added value of this research is to meet the poverty in literature engaged with OOS. It is also contributed at exploring how the Education Ministry of Jordan can reap benefits from Open-EMIS usage. The study disclosed perceived ease of use, perceived usefulness, service quality, system quality, information quality, user satisfaction and intention to use as important variables for influencing Open-EMIS usage; as important finding, the relationships between the variables in pre and post-phases do not differ significantly. Finally, the future work in OOS area is recommended to be conducted.

Abstract:
e-Government systems are considered by both governments and international organisations to improve administration and management. In Tanzania, an e-government system for education administration, EMIS, is partly implemented but shows several limitations. Statistical data is collected but the process is resource demanding and much of the collected data are never put into the system, and therefore remain inaccessible from this electronic system. The overall aim of this study is to propose an approach to designing more efficient e-government systems within the education sector. The focus is on public schools. The more specific aim of the present study is to: explore more efficient data transfer (faster, more reliable, and potentially less resource demanding) by using mobile telephone technology, especially SMS, as a means for statistical data collection for Tanzanian education management. The study is guided by an overall research approach that comprises systems theory and a socio-technical view. This research is performed as a case study, inspired by the ethnographic method and comprises field studies in East Africa. A multi-technique approach is used for empirical data gathering, including literature study, interviews, and direct observations. The analytical process is performed by developing and applying three analytical models: XIF - the eXtended Sustainable ICT Framework   Triple A - Access, Attitude, Awareness Seven Aspects – an Approach Towards Success The contributions of this thesis are as follows. A mobile supported SMS-based statistical data collection process employing a blended digital solution is proposed. Likely effects of such a system would be ‘better’ data e.g. less transmission errors, which provides for ‘better’ administration, ‘better’ decision-making, and also provides for transparency. Moreover, it is very likely that the proposed system is significantly less resource demanding than the present system. The three analytical models that are developed specifically for this study have generic characters and can be used during the implementation process of other e-government solutions.  The most important part of the contribution is not the technological solution per se; it is the process that foregoes the actual implementation. The proposal departs specifically from the Tanzanian educational context but has implications for e-government systems solutions and information systems implementation in developing countries in general. Finally, three overall reflections are made based on the major observations of the research findings: the Double ‘e’ Dilemma, on the problem of prioritising electronics before electricity, the Mobiles to Avoid Mobility paradox, highlighting connectivity before mobility, and the opportunity to use the SMS to Combat Corruption weapon.

ENGLISH ABSTRACT: Organizations depend on the availability of reliable and credible information to make informed decisions and to plan effectively. The Education Management Information System (EMIS) is used by all provincial education departments including the Free State Department of Education for collecting, verifying, analysing, storing and disseminating reliable and credible data for decision making and planning purposes. Through its efforts to improve information management, the Department of Basic Education introduced the South African School Administration Management System (SA-SAMS) to improve the management of data at school level and allow for the uploading of this data onto provincial databases. This study focuses on an analysis of the Education Management Information System to determine whether this information system, utilised by the Free State Department of Education, is reliable and credible or not. In order to answer the research question under study, the dimensions/constructs of information systems success, such as information quality, system quality, individual and organizational impacts have been used to evaluate the information systems under investigation. Chapter 1 introduces the topic and outlines the background and the accountability chain of the Free State Department of Education. Chapter 2 deals with the theoretical grounding. It discusses the topic of Information Systems, in particular what the criteria used to determine the efficiency and reliability of an education management system in the Free State Province are. Chapter 3 draws on the theoretical base outlined in Chapter 2, focussing on the Free State Province to model the EMIS system and identifying the crucial elements where empirical observations are necessary. In Chapter 3 the focus is on the empirical data collection based on the model as set out in Chapter 4. In this chapter the methodological concerns in respect of the collection of data are dealt with in detail, and the findings are reported. In Chapter 4 the implications of the findings are weighed up against the criteria as identified in Chapter 2 and conclusions are drawn on that basis. Lastly Chapter 5, which draws on earlier findings, presents the lessons learnt in doing this research, conclusions drawn therefrom, as well as the recommendations presented as a way forward to improve the gaps identified in Free State EMIS. The researcher’s informed conclusion is that EMIS, through the use of SA-SAMS, has improved the capturing of data at school level and that this has contributed to an improvement in the quality of data contained in the provincial database.
AFRIKAANSE OPSOMMING: Organisasies is afhanklik van die beskikbaarheid van betroubare en geloofwaardige inligting ten einde ingeligte besluite te neem en effektief te beplan. Die Onderwysbestuursinligtingstelsel (EMIS) word deur al die provinsiale onderwysdepartemente gebruik, insluitend die Vrystaatse Onderwysdepartement, vir die versameling, verifiëring, analise, berging en disseminasie van betroubare en geloofwaardige data vir die doeleindes van besluitneming en beplanning. Deur sy pogings om inligtingbestuur te verbeter, het die Departement van Basiese Onderwys die Suid-Afrikaanse Skoolbestuurstelsel (SA-SAMS) ingestel om die bestuur van data op skoolvlak te verbeter en om voorsiening te maak vir die oordrag van hierdie data na provinsiale databasisse. Hierdie studie fokus op ‘n analise van die Onderwysbestuursinligtingstelsel om vas te stel of hierdie stelsel, wat deur die Vrystaatse Onderwysdepartement gebruik word, betroubaar en geloofwaardig is, al dan nie. Ten einde die navorsingsvraag van hierdie studie te beantwoord, is die dimensies/konstrukte van die sukses van inligtingstelsels, soos inligtingskwaliteit, stelselkwaliteit, individuele en organisatoriese impak, gebruik om die betrokke inligtingstelsels te evalueer. Met die teoretiese basis wat in Hoofstuk 2 uiteengesit is as vertrekpunt, fokus Hoofstuk 3 op die Vrystaatse Provinsie om die EMIS te modelleer en om die deurslaggewende elemente waar empiriese waarnemings nodig is, te identifiseer. In Hoofstuk 3 is die fokus op die versameling van empiriese data, gebaseer op die model wat in Hoofstuk 4 beskryf word. In hierdie hoofstuk word die metodologiese vraagstukke met betrekking tot die versameling van data in besonderhede behandel, en die bevindings word aangebied. In Hoofstuk 4 word die implikasies van die bevindings gestel teenoor die kriteria wat in Hoofstuk 2 geïdentifiseer is, en gevolgtrekkings word gemaak. Laastens word in Hoofstuk 5, gebaseer op vroeëre bevindings, die lesse wat uit hierdie navorsing geleer is, aangebied, gevolgtrekkings word gemaak, en aanbevelings word voorgehou as die pad vorentoe om leemtes wat in die Vrystaatse EMIS geïdentifiseer is, te verbeter. Abstract:
This thesis reports on the implementation of an Educational Management Information System (EMIS/SMPP) in the Malaysian Ministry of Education (MMOE) since 1995. An EMIS enables data to be collected, processed, stored and retrieved, and allows data and information to be disseminated to support the main activities and 'business' cycles of educational organisations. The thesis investigates decision-makers' use of EMIS/SMPP and their perceptions as to its value and shortcomings. It highlights issues affecting the development of an integrated system/database in the MMOE from the point of view of decision-makers. It also offers suggestions for improving the implementation of EMIS/SMPP and developing an integrated system in the MMOE. The study involved a literature review, participant observation. Furthermore, interviews with a representative sample of decision-makers, the potential users of EMIS, were held. The relationships between issues raised by the decision-makers were examined and discussed with reference to two multiple cause diagrams. The study found that use of EMIS/SMPP was sparse. Several human-, organisational/management- and technological-related issues were identified as contributing to restricting the use and usefulness of EMIS. Two models of EMIS implementation are presented. The first is the model produced by the EMIS implementation team. This proved inadequate due to unclear specification of stages and identification of management and information integration, system review and management involvement. A second model addresses these weaknesses by specifying activities or interventions at specific levels and building in feedback loops in the system implementation process. A manager of change/ technology is seen as a key factor in the implementation of EMIS, the more so considering the constraints on change with the existing organisational culture and structure of the MMOE. The study provides a unique insight into change in a public organisation in Malaysia. It offers important insights into a range of human-, organisational/ management- and technological-related issues associated with change. Additionally, it offers specific recommendations for the development of integrated information systems. Areas for further research are identified.

Abstract:
The tension between the leadership of technology and technology as a means of school improvement are still issues of debate. Researchers have argued that education management technology has yet to make a significant contribution to school improvement, while others have experienced small pockets of success. This study seeks to contribute to the debate by exploring the tension associated with the implementation of an education management information system (EMIS) in The Bahamas from the experiences of school leaders. More specifically, this thesis explores EMIS from the understanding of six principals in their schools and its contributions to their schools. This study develops a social constructivist view and relies on the case study approach. Among the major findings of the study was that EMIS was often perceived by principals to be associated with conflict and the primary uses of the technology were for generating report cards, facilitating school administrative tasks and monitoring. Principals' expressed concern for the lack of support from senior management and the impact of using the technology on their role as leader. As conflicts hindered the implementation of EMIS, principals adopted a shared leadership approach. This study offers pertinent information concerning the reasons why EMIS is underutilized and the important contributions of leadership to the successful implementation of the technology. Such information can be useful for understanding EMIS in education organizations.

ENGLISH ABSTRACT: The Education Management Information System (EMIS) is the business unit that is responsible for information management and business reporting in the Department of Education. EMIS finds it difficult to provide high quality information to the Department of Education internally and its stakeholders externally and attributes the reduction of the quality of its education information to factors such as the organisational nature of the South African education system, the lack of information management standards and practices, the low level of information technology skills in EMIS, the existence of a multitude of disparate information systems in the Department of Education and Provincial Education Departments, and the apparent discontinuity in the flow of information from education institution level to the national department and back. Most research in information management confirmed the state of EMIS as being typical of most large organisations whose functioning depends on the quality of their information. The factors that influence information quality in EMIS had been identified as accuracy, timeliness, consistency and relevance of the information. A “quick-fix” to the information problem is not possible but research in information systems management indicates that there are trends in the electronic business arena that may provide an acceptable solution to most of the problems encountered by EMIS. This report investigates the nature of EMIS problems in terms of information management and investigates possible solutions to the problems. The investigation is done within the framework of acknowledged information systems planning process and aligned to the process model of information management. An exposition is given on the theory pertaining to information management, information systems and information systems management to give insight into the particular fields of study and their interdependencies. A section on business intelligence is included since business reporting is the primary function of EMIS. Investigations into information systems development indicate an exponential growth in electronic technology development specifically the Internet and the Web. The information systems plan provides the framework or set of guidelines to determine the information systems solution that will be able to solve their problems. The research report included four stages of the information systems plan framework. The first stage pertains to the identification of minimum information required from the education sector and supporting sectors to provide high quality education information for decision-making and planning. The second stage determines and benchmarks the state of EMIS in terms of information management processes. The third stage investigates the trends in electronic business and specifically electronic information systems applications. Current best practices indicate that a possible solution to information management problems in large organisations is the application of a web-based, electronic, enterprise-wide, integrated information system.
AFRIKAANSE OPSOMMING: EMIS as ‘n besigheidseenheid in die nasionale Onderwysdepartement is verantwoordelik vir inligtingsbestuur en verslaggewing. EMIS vind dit moeilik om hoë kwaliteit inligting intern aan die onderwysdepartement en ekstern aan sy rolspelers te verskaf. en skryf die verlaging in die kwaliteit van inligting toe aan faktore soos die organisasiestruktuur van die Suid Afrikaanse onderwysstelsel, die gebrek aan standaarde vir inligtingsbestuur en -praktyke, die lae vlak van inligtingstegnologiekennis van die personeel in EMIS, die bestaan van ‘n magdom van ongelyksoortige inligtingstelsels in die nasionale onderwysdepartement en provinsiale onderwysdepartemente en die sigbare diskontinuïteit in die vloei van inligting vanaf die onderwysinrigtings na die nasionale onderwysdepartement en terug. Die meeste navorsing in inligtingsbestuur bevestig dat die toestand waarin EMIS verkeer tipies is van die meeste groot organisasies wie se funksionering van die kwaliteit van hulle inligting afhang. Die faktore wat ‘n rol speel in die kwaliteit van inligting in EMIS word geïdentifiseer as akkuraatheid, tydigheid, uniformiteit en geldigheid. ‘n Vinnige oplossing vir die inligtingsprobleem is nie moontlik nie maar navorsing in inligtingstelselsbestuur dui aan dat daar tendense in die rigting van elektroniese besigheidarena is wat aanvaarbare oplossings bied vir die meeste van EMIS se probleme. Hierdie verslag ondersoek die aard van EMIS se probleme in terme van inligtingsbestuur en ondersoek moontlike oplossings vir die probleme. Die ondersoek word gedoen binne die raamwerk van ‘n aanvaarde inligtingstelsel-beplanningsproses wat opgestel is om binne die prosesmodel vir inligtingsbestuur te val. ‘n Uiteensetting van die teorie ten opsigte van inligtingsbestuur, inligtingstelsels en inligtingstelselbestuur word gegee ten einde insig oor die betrokke studieterreine en hul interafhanklikheid te gee. ‘n Afdeling oor besigheidsintelligensie word ingesluit aangesien besigheidsverslaggewing die primêre funksie van EMIS is. ‘n Ondersoek na inligtingstelselontwikkeling dui op ‘n eksponensiële groei in die ontwikkeling van die elektroniese tegnologiebedryf en spesifiek die Internet en Web. Die inligtingstelselsplan voorsien die raamwerk of riglyne waarbinne die inligtingstelseloplossing gesoek kan word. Die navorsingsverslag sluit vier fases van die raamwerk van die inligtingstelselsplan in. Die eerste fase het te make met die identifisering van die minimum inligting wat nodig is vir besluitneming en beplanning. Die tweede fase stel die toestand van EMIS ten opsigte van inligtingsbestuur vas. Die derde fase ondersoek die neigings in elektroniese besigheidstransaksies en toepassings. Huidige beste praktyke dui aan dat ‘n moontlike oplossing vir die inligtingsbestuurprobleme van groot organisasies die toepassing van ‘n web-gebaseerde, elektroniese, geïntegreerde inligtingstelsel, wat al die komponente van die onderneming insluit, is.

The Energy Industry utilizes Energy Management Information Systems (EMIS) smart meters to monitor utility consumers’ energy consumption, communicate energy consumption information to consumers, and to collect a plethora of energy consumption data about consumer usage. The EMIS energy consumption information is typically presented to utility consumers via a smart meter web portal. The hope is that EMIS web portal use will aid utility consumers in managing their energy consumption by helping them make effective decisions regarding their energy usage. However, little research exists that evaluates the effectiveness or success of an EMIS smart meter web portal from a utility consumer perspective. The research goal was to measure EMIS smart meter web portal success based on the DeLone and McLean Information Success Model. The objective of the study was to investigate the success constructs system quality, information quality, service quality, use, and user satisfaction, and determine their contribution to EMIS success, which was measured as net benefits. The research model used in this study employed Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) to determine the validity and reliability of the measurement model and to evaluate the hypothetical relationships in the structural model. The significant validity and reliability measures obtained in this study indicate that the DeLone and McLean Information Success Model (2003) has the potential for use in future EMIS studies. The determinants responsible for explaining the variance in net benefits were EMIS use and user satisfaction. Based on the research findings, several implications and future research are stated and proposed.

This thesis will cover Allastudier.se, a system for administration of educations in Sweden. The system is used at the news agency Metro, as one of its services, and is in need of improvement. Allastudier.se aims to gather all educations in Sweden on one site. A problem that the site faces is keeping the information of the educations up-to-date. In the current system Allastudier.se imports information about the educations from Skolverkets (the authority responsible for educations in Sweden) database. Educations that are not handled by Skolverket needs to be manually updated by the system administrators. In this thesis, a more efficient way of administrating education information is discovered, implemented and discussed. The new system allows customers to Allastudier.se to directly administer information about their educations through an appropriate web service. This system increases the effectiveness of the service Allastudier.se and improves the capabilities of keeping information up-to-date. The development of the system is done through an advanced development environment at Metro. The work method, the frameworks and development tools used are explained and discussed along with challenges encountered and what future work remains for the system. The outcome of the project is a potent: web based content management system, which allows for customers to Allastudier.se to administer the information about their educations directly.

Many education systems in low- and middle-income countries are experiencing a learning crisis. Many efforts to address this crisis do not account for the system features of education, meaning that they fail to consider the ways that interactions and feedback loops produce outcomes. Thinking through the feedback relationships that produce the education system can be challenging. The RISE Education Systems Framework, which is sufficiently structured to give boundaries to the analysis but sufficiently flexible to be adapted to multiple scenarios, can be helpful. The RISE Framework identifies four key relationships in an education system: politics, compact, management, and voice and choice; and five features that can be used to describe these relationships: delegation, finance, information, support, and motivation. This Framework can be a useful approach for characterising the key actors and interactions in the education system, thinking through how these interactions produce systems outcomes, and identifying ways to intervene that can shift the system towards better outcomes.

The focus of this paper is on the complementary mechanisms and interventions likely to increase the effectiveness and impact of conditional cash transfer (CCT) schemes in South Asia that aim to reduce female infanticide and child marriage and promote girls’ education. The literature on the institutional aspects of these particular schemes is limited, but from this and from the wider literature on CCT programmes in similar contexts, the following institutional mechanisms are likely to enhance success: a strong information and communication strategy that enhances programme reach and coverage and ensures stakeholder awareness; advance agreements with financial institutions; a simple and flexible registration process; appropriate use of technology to strengthen access, disbursement, and oversight; adequate implementation capacity to support processes of outreach, enrolment, and monitoring; monitoring and accountability mechanisms embedded in programme design; coordination mechanisms across government across social protection schemes; an effective management information system; and the provision of quality services in the sectors for which conditions are required. There is a very limited body of evidence that explores these institutional issues as they apply to the specific CCT programmes that are the focus of this report, however, there is more available evidence of the potential impact of ‘cash-plus’ programmes, which complement the transfers with other interventions designed to enhance their results or address the structural barriers to well-being
