Abstract:
This study examined the impact of the education management information system (EMIS) on Nigerias educational information management, emphasizing tertiary institutions. The study aimed to examine the difficulties associated with accessing information in the tertiary institutions based on the absences of EMIS. A total of one hundred and eighteen undergraduates and graduates were randomly selected for the study. A self-developed instrument was used for data collection, and a simple linear regression was conducted on the data. The result implicated the absence of EMIS in the observed difficulties/challenges of information management in the school system. Finding, strengths, weaknesses, and conclusions are discussed.

Abstract:
As higher education evolves into a multifaceted and complex activity, the incorporation of education management information systems (EMIS) that allows for the production of relevant, organized and structured information, becomes a necessity for both institutions and students. Despite the recognition of this requirement, existing literature does not focus on how EMIS might trigger students' success. With this in mind, an initial proposal of a multi-perspective EMIS success model is presented and a validation on the possible existence of linear correlations between the model contexts is described. Moderate correlations have been detected between the majority of the model contexts and a very strong correlation has been detected between students' satisfaction and the arise of net benefits associated with the use of EMIS.

Abstract:
Education Management Information System (EMIS) is an organized group of information and documentation services that collects, stores, processes, analyzes and disseminates information on the planning and management of the education system. Each country tend to have own EMIS because of the differences in local systems of education and training. EMIS in the field of Technical and Vocational Education and Training (TVET), or TVET-MIS, is a consolidated EMIS for timely access to high quality information. The analysis showed that in all the countries under study the owner of EMIS in the field of vocational education is the Ministry of Education. Data is collected in the vast majority of countries, with exception of Brazil and Pakistan, from public vocational education institutions, and cover the formal education sector.
 Indicators contained in EMIS for professional (vocational) education provide the possibility of international comparisons, methodological soundness and simplicity of making statistical reports; they provide the user with the opportunity to generate the necessary information independently (an example is Open EMIS Core – TVET-MIS), form the extended database of registers with wide possibilities for searching the necessary information, tracing the trajectory of employment of graduates of professional (vocational) education institutions. These systems are characterized by: the availability of indicators of the effectiveness of the system of professional (vocational) education (examples are MLDS, Maryland and TVET-MIS – Career Tech, Ohio, USA), the coverage of professional (vocational) education institutions in public and private sectors, the successful coordination of the system of professional (vocational) education with the stakeholders (an example is NEMIS system in Pakistan), a comprehensive electronic system for collecting, managing and analyzing data from the system of professional (vocational ) education, despite economic instability in a country (an example is TAALIM system, Afghanistan), coverage of the informal professional (vocational) education sector, self-contained computerized data collection system that uses a centralized procedure for extracting primary data on one date for all institutions (an example is SISTEC system, Brazil).

Abstract:
This study validates the DeLone and McLean information systems (IS) success model in the context of education management information system (EMIS). It develops a model to examine the effect of IS quality factors (system quality, information quality, and service quality) on IS success (use, user satisfaction, and net benefit) of EMIS. The study employs purposive sampling technique to select participants and a validated structural questionnaire to collect data from 100 users of EMIS. Employing three multiple regression models, the results show that there is a statistical significant relationship between system quality, information quality, service quality, use, and user satisfaction. Overall, among the six constructs measured, the impact of system quality, information quality, and use significantly improve the net benefits of EMIS. However, service quality contributes insignificantly to user satisfaction.

The Education Management Information System (EMIS) in the TVET field is a system for collecting, storing, analysing, disseminating and using data in the TVET. The metho­dological framework for developing a system of indicators for the Education Management Information System (EMIS) in the TVET field should be guided by recognized world standards, guidelines and best practices. At the same time, it should be built on a consensus basis with national standards, which are the key to the generation and use of well-structured metadata in the TVET field. As an example of effectively functioning global Education Mana­gement Information System (EMIS) in the TVET field, the Open Education Management Information System (OpenEMIS), namely its OpenEMIS Concept Note module – TVET, the CTE National Reporting System and Workforce Training System – CTE Statistics, developed by the United States Institute of Education (IES) and published by Federico Mejer should be cited. The Interagency Vocational Education and Training Group (IAG-TVET), which includes global educational organizations, has developed guidelines for a set of indicators to help countries evaluate the effectiveness and efficiency of their TVET systems based on actual data and the use of reliable tools to evaluate TVET monitoring. IAG-TVET has identified four relevant po­licy areas in the TVET system: funding; access and participation; quality; relevance. Based on the recommendations of the above guidelines, the author has developed a system of indicators for the Education Management Information System (EMIS) in the field of TVET, which will be included in the form of the information and analytical unit "TVET System" in the Automated Information Complex of Educational Management (AICOM) of the State Scientific Institution "Institute of Educational Analytics". The system of indicators includes: the register of TVET institutions, the results of the admission campaign and training, teaching staff, logistics facilities, architectural accessibility, profitable economic activity, the creation of an innovative educational environment, the use of ICT in the educational process. The information and analytical unit "TVET System" should be institutionalized with databases of other official bodies of Ukraine, for example, with databases of the State Statistics Service, the State Employment Service etc. The data contained in the Information and Analytical Unit "TVET System" must be compatible with other international databases and allow the construction of international indicators in the TVET system.

Abstract: Education Management Information System (EMIS) is an education management information system to support planning and policy making in Islamic-based education programs. EMIS is a program that also provides real data to support policy makers. Technology and information as data collection bases have a very important role in supporting the achievement of educational goals. With the existence of EMIS, it is hoped that the incoming data can be more accurate and continuously updated so that it can be used as a basis for decision making. This study aims to determine the optimization of EMIS in the process of data base for diniyah education and Islamic boarding schools in the Ministry of Religion, Bangkalan Regency. As EMIS is an education database, it is hoped that the incoming data will be more accurate and updated to make it easier to find information. However, the Diniyah education and Islamic boarding schools in the Ministry of Religion, Bangkalan Emis Regency have not been able to be used optimally. One of these factors is that there are still many human resources who do not fully understand how to operate an EMIS, so that there are still many institutions that have not filled in the existing data on EMIS. The method used by the researcher is descriptive qualitative method, while the data collection technique uses interviews, observation and documentation.

The main purpose of this study is to depend on an integration of Technology Acceptance Model (TAM) and Information Systems Success (ISS) model that was altered to define the success variables of Open Source Software (OOS) based on Open-EMIS system that attaches to Education Ministry of Jordan by employees. The methodology of current study was built on quantitative approach with two waves of data collection (Pre and post- test). For test hypotheses purposes, the Structural Equation Model (SEM) was applied. Moreover, the added value of this research is to meet the poverty in literature engaged with OOS. It is also contributed at exploring how the Education Ministry of Jordan can reap benefits from Open-EMIS usage. The study disclosed perceived ease of use, perceived usefulness, service quality, system quality, information quality, user satisfaction and intention to use as important variables for influencing Open-EMIS usage; as important finding, the relationships between the variables in pre and post-phases do not differ significantly. Finally, the future work in OOS area is recommended to be conducted.

Abstract:
This paper explores the validity (sensitivity and specificity) of different cut-off levels of the UNICEF/Washington Group Child Functioning Module (CFM) and the inter-rater reliability between teachers and parents as proxy respondents, for disaggregating Fiji’s education management information system (EMIS) by disability. The method used was a cross-sectional diagnostic accuracy study comparing CFM items to standard clinical assessments for 472 primary school aged students in Fiji. Whilst previous domain-specific results showed “good” to “excellent” accuracy of the CFM domains seeing, hearing, walking and speaking, newer analysis shows only “fair” to “poor” accuracy of the cognitive domains (learning, remembering and focusing attention) and “fair” of the overall CFM (area under the Receiver Operating Characteristic curve: 0.763 parent responses, 0.786 teacher responses). Severe impairments are reported relatively evenly across CFM response categories “some difficulty”, “a lot of difficulty” and “cannot do at all”. Most moderate impairments are reported as “some difficulty”. The CFM provides a core component of data required for disaggregating Fiji’s EMIS by disability. However, choice of cut-off level and mixture of impairment severity reported across response categories are challenges. The CFM alone is not accurate enough to determine funding eligibility. For identifying children with disabilities, the CFM should be part of a broader data collection including learning and support needs data and undertaking eligibility verification visits.

<p>This paper provides an overview of the various datasets pertaining to education in South Africa that are informing or could inform policy making in education. The paper serves as an inventory for anyone interested in understanding what data is available, how it may be accessed, what the quality of the data is and in what formats it may be accessed. <br />The paper is divided into three parts. The first part provides a description of existing education datasets and the basic data elements contained in each of these datasets. When discussing each of the existing education datasets, the paper addresses the quality of the education data available in South Africa. The first part also refers to the policy implications and the important role that data plays in policy-formulation. No information system on its own is comprehensive enough to provide all the information needed in strategic decision-making. Hence, part two of this paper discusses the need for data integration as an important data management strategy. The third part examines the effectiveness of implementing a learner unit record system nationally in comparison with the EMIS system that is currently in place and that is based on aggregate or summary institution–level data.</p><p> </p>

Abstract The inclusion of water, sanitation and hygiene (WASH) in non-household settings in the Sustainable Development Goals (SDGs) elicits the need for data to track progress over time. This review focuses on schools and health care facilities, and seeks to: (1) assess the availability of SDG baseline data for ten case study countries; (2) evaluate the extent to which existing national data allow monitoring against the SDG criteria; and (3) identify opportunities to improve the availability and quality of data for SDG monitoring. While none of the ten countries could provide all of the data needed to establish comprehensive SDG baselines, every country had information on at least some of the indicators. Education Management Information Systems (EMIS) currently provide the majority of national data on WASH in schools and, in many cases, could be aligned with the SDG criteria with only minor changes. Far fewer data are available for health care facilities. Health Management Information Systems (HMIS) provide a potential entry point for national monitoring. However, where HMIS are administered monthly, annual data collection instruments, such as facility inventory surveys, may be more appropriate. These findings have implications for monitoring WASH in other settings, such as workplaces and prisons.

Abstract There is much anecdotal evidence related to the importance of Water, Sanitation and Hygiene (WASH) in schools for girls' educational progression, yet a lack of comprehensive quantitative studies on linkages between WASH and educational indicators disaggregated by gender and grade. This paper aims to fill that gap by testing the hypothesis that the presence of water and sanitation facilities in schools can increase female-to-male enrolment ratios and reduce repetition and drop-out-ratios for girls, especially at ages when they menstruate. Quantitative analyses were undertaken of Education Management Information System (EMIS) data collected from over 10,000 schools in Zambia, to explore relationships between WASH facility provision in schools and enrolment, repetition and drop-out ratios disaggregated by gender and grade. Results indicated that improved sanitation provision in schools was correlated with high female-to-male enrolment ratios, and reduced repetition and drop-out ratios, especially for girls. A t-test revealed significant gender differences in grades 5–8 when many girls start to experience their menstrual cycle. Improved water supply in schools, however, did not reveal the same relationship. The findings confirm possible linkages between adequate toilets in schools and educational progression of girls.

Arsip elektronik membutuhkan sebuah teknologi yang dapat menyimpan arsip, seperti komputer dan aplikasi untuk mengelolanya. Arsip elektronik muncul sebagai wujud dari perkembangan teknologi informasi dan jawaban dari pentingnya mengelola arsip dalam sebuah lembaga baik itu lembaga pemerintahan, pendidikan, perpustakaan, perusahaan, dsb. Tujuan dari penelitian ini untuk mengetahui bagaimana pengelolaan arsip, media penyimpanan arsip, dan cara temu kembali arsip di MTS Aulia Cendikia. Metode penelitian yang digunakan yaitu metode penelitian kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan observasi mengamati langsung dan wawancara kepada pengelola arsip di MTS Aulia Cendikia. Hasil yang didapatkan yaitu di MTS Aulia Cendikia masih mengelola secara manual, dimana arsip tekstual yang datang dan keluar disimpan di rak khusus rak yang diberi label nama untuk mempermudah temu kembali arsip. Arsip elekrronik berupa data – data siswa, disimpan di aplikasi EMIS (Education Management Information System).

The problem can be solved through the application of the Internet of things. A wireless sensor network was established to monitor the equipment status on the shop floor in real time. It was managed by a management server. The management server was connected to the Intranet of the company to communicate with the EMIS. In this way an Internet of things was formed to ensure synchronous status information transmission between the equipment and the EMIS. This system has been used in a large-scale vehicle manufacturing plant. The significant efforts have been made.

Introduction: the article analyzes the higher education efficiency and discusses problems and imbalances in its development. Objectives: to determine the relevance of the areas of training offered by the higher education institutions to the economy structure and the needs for specialists in the labor market, to assess the balance of regional higher education systems. Methods: methods of comparative, statistical, graphical and cartographic analysis of the data available from Unified Interdepartmental Information and Statistical System (EMISS), Federal State Statistic Service, Monitoring of higher education organizations and Monitoring of graduates employment of the Ministry of Science and Higher Education of the Russian Federation for the period of 2016−2018. Results: the structure of specialists graduation in regional higher education systems, due to the influence of many factors, is often determined not by the needs of regional economies, but by the demand of the population in the field of education as well as the preferences and ideas of the applicants. This leads to an imbalance on the labour markets and inefficiency in spending public and private funds on higher education. Conclusions: the development of coordinated management decisions in the personnel training system aimed at its congruent balanced development and achieving a balance of economic interests of all actors should be focused on creating effective foresight tools for forecasting the promising directions for the education system development and taking into account the needs and competitive advantages of the region.

This study used a sample of 293 government workers. Based on Delone and McLean's IS success model, we constructed the scale for evaluating Emergency Management Information System (EMIS) applications success. It was found that there are five Critical Success Factors(CSFs) are significantly related, and from Pearson correlation coefficients that the level of government and personal role as a top leader were important government and personal factors associating with EMIS application success. It was also found that internal organization management, external policy environment, City level government (a dummy variable) and User as a top leader (a dummy variable) are final significant variables. As conclusion, the level of branches and its management style, the different department style, the application role, and the individual specialty will impact government’s EMIS application success.

Green Computing and Cloud Computing is one newly hot point in the area of research and application. Currently, the research and application associated with the Cloud Computing are mainly concentrated in Educational Information Management System (EMIS). In this paper, we proposed the model of the educational information system resources integration based on private cloud green. This finding is from the principles and characteristics of the cloud computing and the improved traditional virtualization technology. In this context of meeting the maximum reusability about the original system and reducing the costs of secondary development, we can make seamless integration and on-demand call among the heterogeneous, remote and different platforms and the tight coupling multi-EMISs in one "system". So that, we make the sharing of information among which is difficult to interact with each other in the "information island" and even integrate a variety of underlying independent hardware into a unified whole. Finally, this model can change according to demands and intelligently adjust the integrated hardware resources, achieving the better balance between effectiveness and resources, energy saving and basically meeting the needs of the data sharing.

The Emergency Management Information System (EMIS) field has an established tradition of user-centered methodological approaches for design and evaluation research. However, visual analytics, a new field that is starting to intersect with EMIS, is barely using such approaches. Thus an opportunity has emerged to expand these user-centered approaches from EMIS towards visual analytics via the design of visual analytics tools for emergency management. In this article, the authors present a qualitative methodology for design research that takes on this opportunity. This specific methodology is characterized by using non-participant observation and interviews as methods and by being theoretically informed by the multidisciplinary framework of visual analytics. The authors also include a detailed application of the methodology to the design of visual analytic tools for Emergency Operation Centers in Vancouver, Canada as well as the corresponding results: contextual knowledge for design, informed requirements for four design projects and evaluation criteria for these designs.

Based on this finding, the authors further investigate areas of weaknesses and subsequently identify enterprise corrective action to meet regulations. Furthermore, and taking into consideration the growing needs of Small and Medium Enterprises (SMEs) for EMIS, faced with an ever high cost of the required software solutions, this paper is a first attempt at providing recommendations on how to develop an appropriate EMIS for SMEs. The paper provides a brief summary of the LWC-EPI system’s approach, the motivation behind its adoption, the system expectation and its underlying architecture.

The purpose of the article is to study current trends and ways of improving information support for the functioning of an inclusive education system in Ukraine. The automated system of inclusive resource center (AS «IRC») is defined as a set of software and hardware, based on information and telecommunication technologies provide for the creation of a single integrated information space in inclusive education for the processing of the information generated by the operation of the AS «IRC» and their information support. It is determined that through AS «IRC» teachers of general secondary education institutions and preschool institutions have the opportunity to compile individual development programs for children with special educational needs (SEN), using the findings previously developed by the experts of the inclusive resource centre. EMIS features are described in Ukraine, which operates by collecting information on enrolment, attendance, grade repetition, expulsion from school and graduation. A template is provided for the minimum recommended set of questions to identify children with SEN. Such monitoring makes it possible to identify and detail the difficulties faced by children / teachers, in contrast to the exclusive identification of disability (a certain nosology that is medically confirmed). The development of an inclusive education system in Ukraine is moving towards ensuring the availability and quality of educational services for children with SEN, which aims to improve the quality of information support. In the process of improving the functioning of the AS «IRC» indicators of inclusive education, it is necessary to ensure an organic combination of data already contained in the system with the data set (indicators) that will be collected to assess the effectiveness of educational services in the inclusive education segment. It is substantiated that data sets on the development of inclusive education should be clearly and consistently defined, and should include a wide range of information on children with SEN.

The purpose of this study was to investigate the various factors which contribute to learner migration in South African schools and to suggest ways in which learner migration can be addressed. A qualitative research approach was used for the study and data was collected by means of individual – and group interviews. The sample of the study consists of one Expert Management Information System (EMIS) member and one principal from a secondary school in each of the nine provinces as well as four parents and four learners from four of the nine provinces. The final sample were 50 participants (n=50). Individual semi-structured interviews were conducted with the 9 EMIS-members and 9 principals, while focus group interviews were conducted with the 16 parents and 16 learners. The findings of the study correspond with the reasons for learner migration in terms of Bronfenbrenner’s bio-ecological theory model. This model is firmly grounded in reality, thereby allowing the researchers to determine how stakeholders are influenced in terms of learner migration. The findings of the study indicate that learners are migrating to other schools due to, inter alia, the new legislative framework, school management and leadership practices of principals, school effectiveness issues, infra structure of schools as well as socio-economic factors. The study underscores the need for structuring the South African learner migration system that is guided by a coherent system of policies that enables principals to manage learner migration effectively.

The level of development of the information system in organizations, the complexity management of information systems leads to the need for the introduction of specialized information management. Until now, specialists often use not only different terminology, but also interpret the tasks of information management and their methodology differently. All this determines the relevance of the task of establishing generalized terminology
 As “information management” we will understand the whole complex of issues related to the management of information systems of various areas and levels.
 The list of tasks of information management is: 1 ) formation of the technological environment of information system; 2) development and maintenance of information system; 3) planning in the environment of information system; 4) formation of organizational structure of information system; 5) use and operation of information System; 6) formation of innovation policy; 7) human resources management in the field of information system; 8) management of finance in the field of information system.
 One of the problems of information management is the problem of economic efficiency and finance information system. The simplest method in this case is the use of a static evaluation of the economic efficiency of information systems. In this case, it is considered the economy of working time, the wage fund, the reduction of total production costs associated with the reduction of errors in the processing of information. The economic effect of information system implementation is estimated over a short period of time (often a year). Let’s determine the main drawbacks of the static method:
 
 the assessment of the economic effect is most often carried out indirectly, by comparison with the indicators of the implementation of similar information system;
 the system stoppages and the “price” of these stoppsages are not taken into account;
 the time of Information System creation and implementation are not taken into account in any way;
 cash flows are not brought to a comparable level;
 no risks, directly or indirectly, are taken into account.
 
 Taking into account the above, it is necessary to switch to more sophisticated methods for assessing information projects that require relevant specialists in the field of information management. Information management becomes the basic technology of organization control activity in all spheres of functioning of the information society In the light of the above, in the system of modern higher education, attention should be paid to acquiring knowledge and skills of students in ensuring the management of IP and resources.
 Thus, the teaching of the discipline “Information management” is important in the process of formation of the education system, since the content of this discipline reflects the trends in the management system of organizations, production and should cover the problems of information provision in various fields of human activity

This framework implements a “Query-Searching/Recovering-Response” information retrieval model using a trading service, SPARQL notation, and the JADE platform.
