Abstract:
The latest technologies for climate change mitigation are carbon capture and storage (CCS). Some countries are developing CCS projects, and they are currently at different stages of deployment. Despite the signing of international agreements on climate change mitigation, Russia does not ensure the development of CCS technologies and their implementation. Given the long-term development of such technologies, its main goal is to raise public awareness of carbon capture, storage and use.Currently, the problem of creating public awareness about CCS technologies has gained a huge momentum in the Russian Federation. A high level of awareness and approval of such projects will encourage the deployment of CCS projects in the Russian Federation.The purpose of this article is to study the level of awareness of the Russian society regarding CCS technologies, as well as to develop a multi-level complex system of measures to ensure that such awareness is raised in the near future.To achieve this goal, we used such methods as research of secondary and primary sources of information on this topic. In addition to analyzing the information of scientific publications on the subject under study, both secondary (content analysis of printed media materials, video hosting, social networks) and primary research (personal survey, experiment) were conducted.As the most important results, we can highlight the obtained structure of popularity of environmental information sources among students of two universities in Saint Petersburg. In addition, it has been proved that currently in the Russian Federation, insufficient attention is paid to the popularization of carbon sequestration technologies. the analysis of the dissemination of information about CCS technologies in social networks, school textbooks, Newspapers, and video hosting services was carried out. Content analysis of existing social groups and videos in social networks is presented.

Abstract:
In the desire to reform the penal system, separate countries of the Commonwealth of Independent States have made significant progress, substantially updating their legal framework. These also include the Republic of Kazakhstan. The study of the normative consolidation and organization of educational work with convicts under the Kazakhstan and Russian legislation and a questionnaire of practitioners revealed the advantages and disadvantages of regulatory support and law enforcement practice. This made it possible to outline further ways to improve the legal regulation of educational work with convicts in the direction of convergence with international standards. The penal legislation of the two countries largely coincides, but in Kazakhstan the issues of educational work find their legal consolidation not only at the level of the Penal code, but also in special acts. The advantages of Kazakhstan’s legislation include: a clear definition of the tasks, directions, forms and methods of educational work; improvement of the mechanism of incentives and penalties application; determining the degree of behavior of convicts; involvement of the Probation Service in the provision of social and legal assistance to convicts preparing for the release; the presence of convicts among the subjects of educational work of voluntary organizations. Otherwise, the organization and conduct of educational work with convicts coincide. The basis of the organizational structure of the correctional institution is the unit, the heads of which are overloaded with the tasks not directly related to the implementation of the correctional process. Taking into account the experience of the Republic of Kazakhstan, it is proposed to amend the Penal code of the Russian Federation, in terms of the formulation of the concept of educational work through its tasks; clarification of norms relating to the directions, forms and methods of educational work. In the Provision about the units of prisoners in correctional institution, it is necessary to change the amount of duties for the head of the unit: establishing a ban (limitation) on the involvement of chiefs to implement unusual functions for them; the transfer to the category of rights the obligation to participate in inspections of the presence of persons held in a correctional institution, taking them to work (from work), their presence during searches, mealtime in the dining room, getting of parcels, transfer, sale of food and basic necessities, telephone conversations.

Abstract:
According to the Constitution of Russia, the Russian Federation is a federal state and consists of 85 equal subjects, which are characterized by a high degree of diverse conditions and the state of social and economic development. As an object of research of migration processes, the authors considered Mordovia, included in the Russian Federation on the rights of an autonomous republic in 1936. This region of the Volga Federal District is one of the important subjects of the Russian Federation, as it is endowed with extensive areas, developed industry, good ecology, hundreds of museums; it is characterized by a multi-ethnic population structure.
 
 The authors consider the main characteristics of spatial mobility of the Mordovian Territory population from the second half of the 19th century to the beginning of the 20th century. The main tendencies of migration processes development are described. Much attention is paid to the historical nature of migration, based on scientific research and state statistics.
 
 Formation of polyethnicity of the Mordovian Republic developed historically due to different factors and events. Events of the Second World War, which provoked refugee from Western countries to the regions of Russia, location of camps with war prisoners in the territory of the Republic, industrialization and development of industrial enterprises, which required an influx of foreign specialists and workers in imported equipment maintenance, job placement after graduation from higher educational institutions of the USSR fraternal countries, the change of social status: admission of international students, interethnic marriages. The factors of adaptation of displaced persons in the aspect of socio-cultural interaction with local residents in the Republic of Mordovia are of particular importance.
 
 The multifaceted study of polyethnicity in the Mordovian Republic actualizes the historical analysis, which shows the role played by the representatives of foreign peoples in forming the polyethnicity of the region, for which the authors provide statistical data of the All-Union censuses of the population of 1959, 1970 and 1979, the All-Russian census of 2002 and 2010, as well as archival materials, which are located in the Central State Archives of the Republic of Mordovia.

Abstract:
THE PURPOSE. To consider the features of the socio-economic development of Russia in the context of the fourth energy transition, which is based on the use of renewable energy sources and hydrogen as an energy carrier. To carry out a comparative analysis of approaches to the development and implementation of hydrogen energy programs in developed countries and in Russia. METHODOLOGY. To solve this problem, the method of analyzing the regulatory framework, monographic, scientific and analytical literature, program documents of various levels, real steps of the authorities in the implementation of the fourth energy transition was used. DISCUSSIONS. The current economic model of energy production and consumption is based on an increase in entropy, which leads to irreversible changes in the global ecosystem. The fourth energy transition involves the delocalization of energy production and the use of dissipated energy, which leads to a decrease in entropy. The transition to the use of renewable energy sources carries economic risks associated with the loss of established markets for traditional energy sources, a reduction in the production of products and services for the oil and gas sector of the economy, as well as the introduction of a "carbon tax" on the export products of Russian companies. Russia has achieved certain results in the development of hydrogen energy technologies, which can lead to access to international markets for hydrogen and technologies for its production. It is necessary to work with the public to explain the benefits of green energy. It is important to coordinate the actions of the Government of the Russian Federation and business to reduce costs during the transition to new energy. CONCLUSION. The authors have proposed measures that must be taken into account when implementing the Action Plan ("road map") for the development of hydrogen energy in the Russian Federation until 2024. 1. To supplement the roadmap with a system of measures to inform the population of the need to introduce green energy, including programs of additional, general secondary and higher education. 2. To change the structure of the Federal State Educational Standard of general secondary education in terms of including chemistry and biology in the list of compulsory subjects in order to provide personnel with hydrogen energy. 3. Determine the priority of projects on renewable energy sources and hydrogen energy in the formation of tender documentation by the development institutes of the Russian Federation. 4. Ensure real decarbonization of the country's energy sector to maintain the export positions of raw materials, food and industrial goods of Russian manufacturers.

Abstract:
The subject. The evolution of regulation of prosecutor’s activity in Russian Constitution as well as the role of Prosecutor's Office in provision of national security and integrity are being considered.The purpose of the article is to confirm or disprove hypothesis that the preservation of the Prosecutor's Office made it possible to prevent the destruction of the Russian Federation and protect the country's security from significant threats.The methodology. The authors use a dialectical method as well as analysis and synthesis. An important role is given to formal legal interpretation of Russian Constitution and legal acts.The main results, scope of application. The question of who saved the Russian Prosecutor's Office from the attempt to liquidate it in the autumn of 1993 is being covered in detail. There was not even a mention of the Prosecutor's Office in the draft Constitution of the Russian Federation. The Prosecutor's Office was supposed to be replaced by the institution of authorized representatives of the President in the constituent entities of the Russian Federation. Chapter 7 of the Russian Constitution was called "Judicial Power" until 2014, and it lacked the word "prosecutor's office", which caused a lot of bewilderment in the scientific and educational literature and turned the content of Chapter 7 into a kind of mystery. The article reveals the role of Alexander I. Kazannik in preserving the Russian Prosecutor's Office. The authors of the article name the main threats to state security: duplication of the powers of the federal government and the lack of effective legal guarantees of their responsibility, asymmetry of Russian federalism. Asymmetry leads to uneven implementation of citizens' rights and freedoms and distrust of power. The criteria for assessing the scientific activities of universities established in 2013 also pose a threat to state security.Conclusions. President Vladimir Putin has preserved the integrity and sovereignty of Russia, enforced the principle of the supremacy of federal law and strengthens Russia's security with the help of the Prosecutor's Office. The authors propose measures to strengthen Russia's security: (1) introduce a competitive selection procedure for the post of Prosecutor General of the Russian Federation with the participation of civil society institutions, which would have the right to present candidates to the Federation Council; (2) adopt a federal law on the Administration of the President of the Russian Federation to avoid duplication of powers with the Russian Government and other authorities; (3) change the criteria for assessing the scientific activity of universities, established by the Ministry of Science of the Russian Federation.

The research of level and quality of life in Russian Federation is affected by many leading scientific organizations of the country. This is usually population of working age and younger participates in the individual and regular studies, and only several indicators of level and quality of life of these categories of the population are being studied. Studies of life of elderly people usually are one-time research in the period of reform and social upheaval.
 But, at the end of 2010 the President of Russia paid attention on the need to assess the socio-economic situation of elderly people and the situation began to change gradually. Monitoring of many indicators of life of the elderly population is being conducted regularly in many regions of the country. The author analyzes the 5-years experience of the Comprehensive monitoring of the level and quality of life of elderly people in Moscow in relation to using research results in practice. This article describes in details the possibilities of using the data of monitoring in administrative, scientific, educational, research and experimental activities of agencies of the social protection system in Moscow.

Abstract:
The article analyzes certain factors (external and internal) that affect the preservation of the national and cultural identity of Ukrainians living outside Ukraine. The key internal factor is national self-identification. Among the external factors are the following: ideological factor, value security, the religious factor, the factor of historical bias in foreign and Ukrainian media, the factor of manipulation of consciousness, the factor of aesthetic and value orientation, and others. The need for more resolute opposition to the political and ideological influences of Russia, which invaded the territory of Ukraine and unleashed a hybrid war with its people, is highlighted. The authors of the article pay attention to the problems of the ontology of war and peace in the context of Ukraine‟s experience in counteracting the Russian-Ukrainian war, which became a long-term factor of destructive influences on Ukrainian socio-economic, political, cultural, educational, and scientific activities. Attention is drawn to the fact that the aggressive actions of the Russian Federation cause devastating consequences not only for Ukraine but also for the system of world order and international security, the main factor destabilizing the security environment in the regional environment of Ukraine. In the article, the ways of preserving the national and cultural identity of the Ukrainian diaspora are revealed through strategic and security paradigms, with the inclusion of multilevel interaction of cognitive meanings. Particular attention is paid to the role of national-cultural identity and analysis of the cognitive dimension in hybrid conflicts.

This text discusses the argumentation of the authors of the article “Carnival Time: Russian Higher Eductaion and Science in the Postmodern Era” by Doctor of Economics, Professor P.A. Orekhovsky and Doctor of Philosophy, Professor V.I. Razumov, where they analyze the situation in modern Russian higher education. It is noted that the desire to expand the boundaries of scientific discourse on this urgent topic leads researchers to search for non-traditional methods of analysis of the current situation in education. In this case, the author considers the modern problems of domestic education through the prism of the literary theory of the carnival developed by M.M. Bakhtin for the analysis of artistic phenomena of a completely different order. It is argued that the experience of a critical understanding of the problems of education in the artistic works of various authors and eras leads to obvious parallels both among themselves and with the current situation in the domestic higher education, which is confirmed by a comparison of P.A. Orekhovsky’s and V.I. Razumov’s observations and conclusions, with texts by Lao She, Jean Baudrillard, Yuval Noah Harari, with the statements of the President and Chairman of the Board of Sberbank of Russia G.O. Gref and Assistant to the President of the Russian Federation, previously the Minister of Education of the Russian Federation, A.A. Fursenko. On the basis of multiple comparisons of a number of texts and statements, it is concluded that the progressive stratification and destruction of the system of domestic education reflects a global trend due to a change in the global social assessment of the meaning of truth and the scientific knowledge needed to find it, and the practical use in the interests of all mankind, or part of it. The author supports the forecasts by P.A. Orekhovsky and V.I. Razumov about the upcoming change in the types of institutions of science and education, as well as about imminent changes in the field of goal-setting and the organization of intellectual activity in states with developed scientific and educational potential.

Abstract:
The process of carrying out (serving) a criminal punishment in the form of imprisonment according to the Russian criminal and penal law provides for isolation of the convicted person, limitations of rights and certain freedoms, as well as using corrective measures to change the criminal orientation of that person towards positive law-abiding behavior. According to penal law, the corrective process is being implemented by carrying out the main measures of corrective action, which the law lists as: regulated conditions, socially useful labor, educational work, general and professional education, and social influence. 
 
 Currently the penal system sees a general trend of reducing the total number of imprisoned persons. According to the statistics by the Federal Penitentiary Service of Russia, 880 thousand people were serving a prison sentence in 2010, 550 thousand people in 2016, as of 1 June 2018 that number was 520.5 thousand people, and as of 1 May 2019 it was 552,188 persons. In the recent years, the number of prisoners tends to stay on the same level. These numbers testify to the continued humanization of the criminal and penal policy of the Russian Federation, as well as to the results of applying corrective actions to those sentenced to imprisonment.

Over the past 10 to 15 years, there has been a significant change in people's access to information. The need for food producers to understand consumers and their motivation when choosing a product has increased. The article compares consumer preferences in the United States and Russia. Specific examples are used to analyze the difference in the perception of visual information depending on the experience and knowledge of the biological characteristics of pigs. The 9 most relevant issues of educational work, including: environmental protection measures, measures to reduce odors, production in the open air and indoors, fixed or free maintenance of pregnant sows, castration, cutting of tails, grinding of fangs, the practice of using antibiotics, the practice of using growth stimulants, the nature of rapid growth and achieving slaughter condition, animal welfare. The answers to most of the above questions are contained in the information and technical handbook of the Best Available Technologies Intensive Pig Breeding, which was put into effect in the Russian Federation in December 2017. As the main tools for information communication with the consumer, it is proposed to use more actively social networks, company websites on the Internet, television and radio, publications in the press, agrotourism, agricultural classes and agricultural classes in schools.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

Abstract:
The introduction of lean technologies in the organization of health care is due to the implementation of the priority federal project in the Russian Federation “Creation of a new model of a medical organization providing primary health care”. The work reflects the peculiarities of training in lean production for employees of healthcare organizations in an atypical situation associated with the COVID-19 pandemic. The use of distance technologies in the training center “Process Factory” of the Federal State Budgetary Educational Institution of Higher Education “Kuban State Medical University” of the Ministry of Health of Russia (KubSMU) was a timely response to the changing conditions, within which the information and methodological base of training cycles was promptly adapted. The article discusses the positive and negative aspects of distance learning lean technologies, shows the difficulties faced by both learners and Lean trainers. The article describes the regularities of the transition from the traditional full-time education at the “Process Factory” with the immersion of students in simulated conditions, to the alternative - distance learning, using virtual space and other innovative technologies for conducting classes. It is concluded that distance learning has a number of advantages in improving the qualifications of employees of healthcare institutions in the field of implementation of lean technologies. The methodology of E. Goldratt and the model of E. Kübler-Ross used in the work made it possible to identify the causes of resistance and create a set of measures to overcome resistance to change, implemented in a distance learning format.

Crisisology, conflictology and Ukrainian studies face the task of transdisciplinary understanding of the essence and severity of these challenges, threats and dangers, which are relevant in many areas such as military-defense, geopolitical, demographic, state-building, spiritual worldview, ecological, economics, energy, information, cultural and artistic, linguistic, moral and ethical, scientific, nation-building, educational, political and legal, social, territorial, technological, financial, etc. To these are added threats and dangers: 1) large-scale war with Russia; 2) total spread of COVID-19 in Ukraine; 3) the implementation of a new geostrategic course in Russia (called «geopolitical revenge»); 4) spreading the ideology of the «Russian world», intensifying new attempts by the Russian Federation to dismember Ukraine, supporting separatization and federalization of Ukraine; 5) possible escalation of the Russian-Ukrainian and Armenian-Azerbaijani conflicts, which could lead to a new global confrontation and even a world war; 6) ineffective fight against corruption in Ukraine; 7) the lack of a proper response from the authorities to the need to immediately end Russia’s information and psychological war against Ukraine; 8) destruction of small and medium business and further financial and economic stratification of Ukrainian society; 9) procrastination with the solution of the poverty problem (in conditions when about 60% of Ukrainians are below the poverty line); 10) possible man-made disasters in Ukraine; 11) possible transformation of Ukraine from a subject into an object of international relations; 12) possible rejection of European integration; 13) discrediting the Orange Revolution and the Revolution of Dignity, in order to spread Russian narratives about the coup in Ukraine; 14) intensification of interfaith conflicts in Ukraine; 15) inadequate decision-making by incompetent authorities (threat of economic decline and large-scale financial crisis in Ukraine, possible change in Ukraine’s vector of development, threat of capitulation, refusal of the authorities to resolve the «Ukrainian crisis» (which began after Russia’s aggression and has become a factor influencing the security of Europe and the world) from the standpoint of Ukraine as a subject, not an object); 16) refusal to solve the problems of internally displaced persons; 17) possible «freezing» of the Russian-Ukrainian armed conflict in order to further destabilize Ukraine; 18) strengthening of geopolitical and geoeconomic instability, intensification of intercivilizational and geopolitical confrontation in the world; 19) possible decline of democracy and rise of authoritarianism in Ukraine; 20) expansion of the border with Russia (in case of its absorption of Belarus); 21) possible disintegration of Ukrainian society and world Ukrainiannes; 22) further violation of international law by the Russian Federation; 23) exacerbation of the economic and migration crisis in Europe; 24) radicalization of part of the Islamic world; 25) due to the collapse of the USSR. The challenges, threats and dangers facing Ukrainians can unfold at the global, continental and national levels. Ukrainians must find adequate answers to modern challenges and mechanisms to minimize threats and dangers; ensure stable economic growth; to create a powerful system of national security, army and defense-industrial complex; find ways to ensure national interests in the current crisis; to develop optimal models for resolving the Russian-Ukrainian armed conflict, reintegrating the population of the occupied territories and restoring the territorial integrity of Ukraine.

Introduction. The change in the paradigm of regulating migration processes in the Russian Federation in the early 1990s, the liberalization of the general approach to ensuring the right to freedom of movement, the choice of place of residence; they all dictated the beginning of the current stage of development of migration legislation. For nearly thirty years, the general array of legal acts grew, individual institutions of migration legislation were modernized under the influence of political, socio-economic and other factors, and the legal means of counteracting current challenges and threats was improved. Materials. Methods. The complex nature of migration legislation is due to both the versatility and the multi-level character of the relationships that develop as a result of various relocations of population. Like any other branch or institution, migration legislation is not without its flaws; it has its own problems and defects that need to be resolved. Nevertheless, it can be stated that today its setting up has, in general, been completed, and this allows us to formulate a scientifically- based assessment of its effectiveness and identify key trends for further development. The purpose of this study is to analyse the overall dynamics of the development of migration legislation, to identify the main trends in the legal regulation of its individual sub-sectors, as well as to develop recommendations aimed at overcoming the identified problems. Results. The study showed a close relationship of the state migration policy with its economic, demographic and ethnocultural policies. The role of external migration, as the most important compensatory mechanism for reducing the population of the country, is noted. At the same time, migration can be considered not only as a particular resource of a country’s economic and demographic development, but also under certain conditions it can be perceived as a security threat to the state, its population, territory, especially if the migration policy is inconsistent, or if there is a significant gap between conceptual grounds and migration management practices. Discussion and Conclusion. The factors that influence the development of Russian migration legislation are revealed, among which a special role is played by the openness of migration space and the intensity of migration flows, the associated active involvement of Russia in world migration processes, the participation of the Russian Federation in interstate integration, the preservation of uncontrolled migration, etc. The article examines the details of the development of individual sub-sectors of migration legislation, the allocation of which is associated with the regulation of basic directions and types of migration, especially of foreign labour migration as the main mass migration flows; voluntary resettlement to the Russian Federation of compatriots living abroad; forced and educational migration. Summing up, it can be stated, that the increase in efficiency in the development of migration legislation is connected with the need for its precise systematization, including the perceived shortcomings of a categorical and conceptual apparatus, the chaos and imbalance in the use of legislative forms by which it develops – all of which which prevent migration legislation from becoming a fully-fledged branch of Russian legislation.

The Conference was organized by the Northern Flora and Vegetation Department of the Institute of Biology Komi SC RAS with support of the Ministry of Industry, Natural Resources and Transport of the Komi Republic, The Federal Supervisory Natural Resources Management Service in the Komi Republic, Komi Branch of Russian botanical society and Russian Foundation for Basic Researches (project No17-04-20591). The aims of the Conference were to discuss and generalize the results of study of plant and animal world and soils of the Far North, to expand scientific contacts between specialists and to outline a program for further researches within the Arctic sector of Russia. The Conference was attended by 256 participants from 65 scientific and environmental organizations and educational institutions from 27 cities of the Russian Federation. 74 oral lectures (including 13 plenary ones) and 10 poster presentations were made at the Conference. Their main topics were the various characteristics of the biota and ecosystems of the Far North: the diversity, structure and dynamics of vegetation, its classification and cartography; cryptogam and vascular plant floras, lichen- and mycobiota, animal populations; rare species and communities; national protected areas; soils and their role in the functioning of the terrestrial ecosystems. Three panel discussions were held at the Conference: the overview and analysis of available information on the vegetation of Russian Arctic and the prospects for the realization of a collective monograph on its classification; the relevance of a full-scale assessment of changes in Arctic ecosystems under different scenarios of global climate change; the issues of environmental education in the northern regions of Russia. The Conference recommend to: 1) start preparation and publication of the book about the classification of Russian Arctic vegetation; 2) organize work on the standardization and archivation of relevés of the Russian Arctic vegetation in form of web-archive open for wide range of users; 3) develop international cooperation on the inventory of biological diversity, monitoring and protection of Arctic ecosystems; 4) intensify the work on creating new protected areas in the subtundra forests area at the Northeast European Russia; 5) The Government of the Republic of Komi to develop and approve an interdepartmental plan for the implementation of the Concept of Environmental Education and Public Education in the Komi Republic for the period up to 2025, approved by the Decree of the Government of the Republic of Komi of December 29, 2016 No. 570-r; 6) The Ministry of Natural Resources and Environmental Protection of the Komi Republic should a) initiate the development of the Development Plan for the Komi Republic’s protected areas in 2018–2022; b) together with FSC Komi SC, UrB RAS, develop a draft monitoring system for protected areas at the regional level and include relevant measures in the State Program of the Republic of Komi «Reproduction and use of natural resources and environmental protection»; 7) Institute of biology Komi SC UrB RAS up to the end of 2017 should publish the Conference Proceedings Book with a circulation of 200 copies; 8) organize the IV Russian scientific Conference «Biodiversity of the Far North ecosystems: inventory, monitoring, protection» in 2021. Introduction: During the last 20 years, in Russia and in many EU countries, there has been significant change in the global social and cultural situation. Individualistic tendencies rose sharply and there is a widespread destruction of the sense of belonging. In this regard, the type of parent-child relationship is changing, which is one of the key dimension of the neuropsychological development of children. There is a logical question for psychologists, teachers and parents, what types of parent-child relationships are constructive, that is, they favor normal neuropsychological development of children of preschool age (6-7 years). 
 Purpose: The purpose of the present work is to investigate correlation between types of parent-child relationships and indicators of neuropsychological development of children, as well as identifying constructive types of parent-child relationships for the normal neuropsychological development of children.
 Methodology: The study was conducted within the framework of the basic screening program (pre-school stage). The Order of the Ministry of health of the Russian Federation of 03.07.2000 № 241 On approval of the Medical card of the child for educational institutions (together with the Instruction on the procedure of an accounting form № 026/u-2000 (The Medical card of the child for educational institutions of preschool, primary, basic, secondary (complete) general education, primary and secondary vocational education, orphanages and boarding schools). Determination of the correspondence of neuropsychological development to the child's age was carried out according to the following indicators: thinking and speech; attention and memory; positive emotions and social contacts; sensorimotor development. Types of parental relationship was studied using the methodology of the Questionnaire “Parental relationship” (QPR), A.Y. Varga, V.V. Stolin. The sample was formed from 94 respondents who were screened in the framework of the basic screening program (preschool stage) at the health Center of the MC “Gubernia” in Novosibirsk. The study of determination of the type of parent-child relationship of 47 respondents (mothers) was conducted and the neuropsychic development of 47 children of preschool age in the families (6-7 years) was evaluated.
 Results and Discussion: The data obtained indicate that different types of parent-child relationship such as “Cooperation” and “Symbiosis” positively interrelated with different indicators (attention and memory; the development of positive emotions and the presence of significant experiences in children) of the child's neuropsychological development. Such types of parent-child relationship as “Infantilism” and “Acceptance-rejection” negatively interrelated with such indicators of child's neuropsychological development as attention and memory; thinking, speech and positive emotions and social contacts.
 Conclusion: Children in groups with a more “constructive” parental relationship type have higher cognitive scores and fewer behavioral problems. The materials of the study can be used by child psychologists in the evaluation of neuropsychological development of the child. The Bank of diagnostic techniques that quickly allow diagnosing the state of neuropsychic development of the child in relation to the type of parental relations and thereby increasing the effectiveness of its correction through work with parents is of practical importance

Abstract:
Reliable preservation of microalgae cultures and creation of genetic banks of strains is one of the important tasks of modern biology. To date, 792 collections of various cultivated organisms from 76 countries are registered in the catalog of the World Federation for Culture Collections in the WDCM CCINFO database. This is the most extensive consolidated database of culture collections, which includes both well-known large collections and small repositories of research and educational institutions from all over the world. The database contains 47 algological collections and 80 collections of various microorganisms, which also include microalgae and cyanobacteria cultures. Only 30 biological collections are registered in Russia, from which only 13 contain algae strains. The most common technique of microalgae cultures storage is the method of their periodic re-sowing onto liquid media or agar. It is used in 127 collections (99 % of the total number in the catalog). Other methods used are: cryopreservation – in 33 collections (27 %), lyophilization – in 13 (11 %), L-drying – in 5 (4 %), freezing – in 19 (16 %), and immobilization in alginate beads – in 1 (0.8 %). However, when using these methods, there is a change in morphological and functional features of cells of the cultures stored, as well as their shredding. In addition, cultures maintaining in a viable state is time-consuming and requires expensive equipment. Preservation of microalgae, transferred to the state of anhydrobiosis by dehydration, is simple and cost-effective. Anhydrobiosis is a deep and long-term inhibition of metabolism, reversible under favorable conditions; it is a quite common phenomenon in nature. The only collection in the WDCM CCINFO database that applies the method of transferring cells to a resting state (for soil algae) is the collection of algae cultures of the National University of Kyiv (ACKU WDCM 994). Many years of experiments on the transfer of microalgae to the state of anhydrobiosis allowed us to develop a method of long-term preservation of microalgae without the use of nutrient media. This technique includes cells transfer to the state of anhydrobiosis, their preservation in a dehydrated state, and subsequent removal to an active culture. In order to preserve algological biodiversity, IBSS RAS created a repository of microalgae transferred to the state of anhydrobiosis, which can be converted to active cultures if necessary. The objects of the repository were marine unicellular algae, as well as freshwater and halobic species of lower phototrophs which are perspective for biotechnology and aquaculture. The cultures were obtained as an inoculum from IBSS RAS collection of live cultures of planktonic microalgae. The algae were grown in an accumulative mode under constant lighting. The biomass was collected during cultivation of algologically pure microalgae cultures at the growth retardation or at the stationary stage. Cells were separated from the culture medium by centrifugation or by filtering them on a plankton sieve. Then the algae were dehydrated and maintained in hermetic zipper bags placed in plastic containers of 100 to 500 ml, at a temperature of +18…+21 °C in the dark in a specially equipped room. The main part of the collection is represented by strains from the phyla Chlorophyta, Cyanophyta, Bacillariophyta, and Rodophyta. The list of species, the number of isolates stored, and the information on preservation forms are provided in this article. The technological regulations for maintenance and replenishment of the storage of anhydrobiotic cultures are described. The repository is at the stage of formation. Its future lies in the fund expansion to include marine, freshwater, and halobic species. Optimization of the dehydration method will allow the transfer of microalgae belonging to different systematic phyla to the state of anhydrobiosis.

Efforts of the BRICS countries within economic pillar focused on the renewal of the Strategy for BRICS Economic Partnership 2025. The new Strategy emphasized trade, The Quality of Competition Law Institutions and Enforcement 5 investment and finance, support of the digital economy and sustainable development as its priority areas. By adopting the Strategy, the five countries expressed their commitment to strengthen cooperation within the BRICS businesses communities, to facilitate the reform of the global trade and financial system, to advance cooperation within the BRICS Contingency Reserve Arrangement and the New Development Bank. The BRICS countries prioritized working in the fields of innovation and technology and addressing the challenges of the Fourth Industrial Revolution, sustainable development, climate change, energy, infrastructure development and food security. Within the humanitarian track, Russia prioritized strengthening of people-to-people contacts with the development of the youth track one of its core tasks. The BRICS countries continued strengthening youth exchanges in the fields of science, technology and innovation, volunteerism and entrepreneurship. It is illustrated by the comprehensive support of youth initiatives within the Russian Chairmanship and reflected in the XII BRICS Summit Moscow Declaration. This year BRICS reached a number of practical agreements to support our economies to recover from the health crises. BRICS countries agreed to support small, medium and micro businesses to participate in international trade, to foster interbank cooperation and strengthen the role of the New Development Bank. Certainly, the COVID-19 pandemic outbreak affected the Russian BRICS Chairmanship this year. The global healthcare crises and its implications for BRICS became the cross-cutting issue of discussions within the meetings at all levels and all fields of our cooperation. As an example of BRICS response to this challenge, the BRICS countries agreed to establish an early warning system for epidemiological threats and to develop specific steps for the legal regulation of medical products that will improve our capacities to combat similar threats in the future. I am proud that the Contest for BRICS Young Leaders and the BRICS International School engaged so many capable young people to elaborate solutions addressing the most pressing issues for the global community. The innovative ideas to foster partnership and friendship among the peoples of BRICS proposed by the participants of these projects will bring a positive change. I am convinced that with the contribution of the young leaders to the BRICS agenda, we will be able to solve issues of international importance and to build a better world.

The paper shows the relevance of studying the factors taken into account when choosing automation tools and information systems by enterprises of different activities in different regions of Russia. The growing pace of technological change requires a balanced development of information technology in different regions in order to maintain the flexibility of the entire system and ensure the economic security of the country. The choice of information systems in the public and private sectors of the economy is different. The presence of significant geographical disproportions in the distribution of costs for information technology in the regions of Russia is revealed. Classification of the factors influencing the decision-making on the choice of information systems is carried out. The necessary conditions for the creation and successful development of information technology centers have been identified; those conditions include the availability of free resources for electricity generation, a developed research and educational center and the human resources potential of the territory in the field of ICT (Information and Communication Technologies). Partially identified imbalances are associated with the multistructural nature of the Russian economy and with territorial expanse; they are objective in nature and are subject to adjustment. The expediency of creation of interregional system involving cooperation ties with the purpose to develop information technology centers in different regions of Russia is shown.

In recent years the sociocultural trends of the modern educational system undergone significant transformations, thus making the question of studying them relevant. The concept of “humanity” is interpreted today in meaning close to the category of “personality”, the quality of the life and the benefits which are becoming the main criteria for evaluating the activities of social institutions. The purpose of the article is a practical definition of the semantic and qualitative content of the concept of “humanization of the modern higher education” in accordance with the educational standards of the third generation. Materials and methods. The methodological base included the systemic, synergetic, communicative, personal activity approaches as well as general theoretical methods (analysis, synthesis, comparison, generalization studies of sociological and social science literature); comparative analysis; empirical methods (observation, conversation, questionnaire, analysis of the results of the survey). Results. It was established that “humanity” as a competence can be attributed to the motivational resources of the personality. A number of scientifically correct sociological parameters, characteristics, descriptors and indicators has been formed in accordance with the third generation Russian Federation the State Educational Standards (FSES). This allows them to be distinguished using the method of the “social portrait” and to characterize the conditional level of the competence “humaneness” formed among university graduates according to the universal scale of the competencies formation, approved by these standards (“high” - “satisfactory” - “good”). The analysis of the experimental work data revealed a “good” level of the formed conditional competence - “a person humanity” among the respondents - the University graduates in the Tambov region, Russia. However, literary sources analysis only reveals data on the biology of species of this genus. The present research,conducted in the spring of 2017-2019, focuses on anatomical and morphological features of two Altai species: Gagealutea and Gagea minima; these features were studied, clarified and confirmed by drawings and photographs. The anatomical structure of the stem and leaf blade was studied in detail. The obtained research results will prove useful for studies of medicinal raw materials and honey plants. A long-term stationary experiment was conducted to examine for the purpose nine field crop rotation patterns different in the number of fields (four to six), set of crops, and their succession in crop rotation. The respective shares of legumes, oilseeds, and cereals in the cropping pattern were 17 to 33, 17 to 40, and 50 to 67 %. It has been established that in case of no-till field crop cultivation the economic efficiency of plant production depends on the set of crops and their succession in rotation. The most economically efficient type of crop rotation is the soya-winter wheat-peas-winter wheat-sunflower-corn six-field rotation with two fields of legumes: in this rotation 1 ha of crop rotation area yields 3 850 grain units per ha at a grain unit prime cost of 5.46 roubles; the plant production output return and profitability were 20,888 roubles per ha and 113 %, respectively. The high production profitabilities provided by the soya-winter wheat-sunflower four-field and the soya-winter-wheat-sunflower-corn-winter wheat five-field crop rotation are 108.7 and 106.2 %, respectively. The inclusion of winter wheat in crop rotation for two years in a row reduces the second winter wheat crop yield by 80 to 100 %, which means a certain reduction in the grain unit harvesting rate to 3.48-3.57 thousands per ha of rotation area and cuts the production profitability down to 84.4-92.3 %. Sirotinskiy, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00043 Abstract: This paper is concerned with solving one of the issues of the general problem of designing geophysical equipment for the natural climatic environment of the Arctic. The relevance of the topic has to do with an increased global interest in this region. The paper is aimed at considering the basic principles of developing and the procedure of testing seismic instruments for use at ultralow climatic temperatures. In this paper the indicated issue is considered through the example of a seismic module designed for petroleum and gas exploration by passive seismoacoustic methods. The seismic module is a direct-burial portable unit of around 5 kg in weight, designed to continuously measure and record microseismic triaxial orthogonal (ZNE) noise in a range from 0.1 to 45 Hz during several days in autonomous mode. The functional chart of designing the seismic module was considered, and concrete conclusions were made for choosing the necessary components to meet the ultralow-temperature operational requirements. The conclusions made served for developing appropriate seismic module. In this case, the components and tools used included a SAFT MP 176065 xc low-temperature lithium cell, industrial-spec electronic component parts, a Zhaofeng Geophysical ZF-4.5 Chinese primary electrodynamic seismic sensor, housing seal parts made of frost-resistant silicone materials, and finely dispersed silica gel used as water-retaining sorbent to avoid condensation in the housing. The paper also describes a procedure of low-temperature collation tests at the lab using a New Brunswick Scientific freezing plant. The test results proved the operability of the developed equipment at ultralow temperatures down to -55°C. In addition, tests were conducted at low microseismic noises in the actual Arctic environment. The possibility to detect signals in a range from 1 to 10 Hz at the level close to the NLNM limit (the Peterson model) has been confirmed, which allows monitoring and exploring petroleum and gas deposits by passive methods. As revealed by this study, the suggested approaches are efficient in developing high-precision mobile seismic instruments for use at ultralow climatic temperatures. The solution of the considered instrumentation and methodical issues is of great practical significance as a constituent of the generic problem of Arctic exploration. The article analyzes the results of treatment of patients with excess length of the second metatarsal bones that underwent osteotomy with and without osteosynthesis. The results of treatment of patients who underwent metatarsal shortening due to classical Weil-osteotomy with and without osteosynthesis were analyzed. The first group consisted of 34 patients. They underwent classical Weil osteotomy. The second group included 44 patients in whomosteotomy of the second metatarsal bone were not by the screw. When studying the results of the treatment in the immediate postoperative period, weeks 6, 12, slightly better results were observed in patients of the first group, while one year after surgical treatment the results in both groups were comparable. One year after surgical treatment, there were 2.9% (1 patient) of unsatisfactory results in the first group and 4.5% (2 patients) in the second group. Considering the comparability of the results of treatment in remote postoperative period, the choice of concrete method remains with the operating surgeon. Methods. A prospective 3-year study of 86 healthy dogs (aged 1-7 yrs) of different breeds and of both sexes. Echo homogeneity and echogenicity of the stomach and intestines wall were determined by the method of Silina, T.L., et al. (2010) in absolute values ​​of average brightness levels of ultrasound image pixels using the 8-bit scale with 256 shades of gray. Results. Quantitative echogenicity indicators of the stomach and the small intestine wall in dogs were determined. Based on the numerical values ​​characterizing echogenicity distribution in each layer of a separate structure of the digestive system, the coefficient of gastric echogenicity is determined as 1:2.4:1.1 (mucosa/submucosa/muscle layers, respectively), the coefficient of duodenum and jejunum echogenicity is determined as 1:3.5:2 and that of ileum is 1:1.8:1. Clinical significance. Datieva, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00046 Abstract: The aim of this work was to assess the functional reserves of the body to quantify individual health; adaptation, psychophysiological characteristics of the health quality of medical students in different seasons of the year. When studying the temporal organization of physiological functions, the rhythm parameters of physiological functions were determined, followed by processing the results using the Cosinor Analysis program, which reveals rhythms with an unknown period for unequal observations, evaluates 5 parameters of sinusoidal rhythms (mesor, amplitude, acrophase, period, reliability). The essence of desynchronization is the mismatch of circadian rhythms among themselves or destruction of the rhythms architectonics (instability of acrophases or their disappearance). Desynchronization with respect to the rhythmic structure of the body is of a disregulatory nature, most pronounced in pathological desynchronization. High neurotism, increased anxiety reinforces the tendency to internal desynchronization, which increases with stress. During examination stress, students experience a decrease in the stability of the temporary organization of the biosystem and the tension of adaptive mechanisms develops, which affects attention, mental performance and the quality of adaptation to the educational process. Time is shortened and the amplitude of the “initial minute” decreases, personal and situational anxiety develops, and the level of psychophysiological adaptation decreases. The results of the work are priority because they can be used in assessing quality and level of health. Tsvetkov, DOI: https://doi.org/10.26782/jmcms.spl.10/2020.06.00047 Abstract: The present study of comparison methods based on the triadic model introduces the following concepts: the relation of comparability and the relation of comparison, and object comparison and attributive comparison. The difference between active and passive qualitative comparison is shown, two triadic models of passive and active comparison and models for comparing two and three objects are described. Triadic comparison models are proposed as an alternative to dyadic comparison models. Comparison allows finding the common and the different; this approach is proposed for the analysis of the nomothetic and ideographic method of obtaining knowledge. The nomothetic method identifies and evaluates the general, while the ideographic method searches for unique in parameters and in combinations of parameters. Triadic comparison is used in systems and methods of argumentation, as well as in the analysis of consistency/inconsistency.
