Abstract:
Within the context of the Internet + era, innovative teaching platforms are continuously improved and optimized, and information technology assists schools in improving the quality and efficiency of education, achieving a harmonious development of science and education. This article adopts literature review to gain an in-depth understanding of the current situation of educational informatization in promoting educational equity. Starting from the perspective of educational informatization, the article first explains the concepts of educational informatization and educational equity, then traces their development process to gain a comprehensive understanding of the progress and current situation. Finally, the article discusses the impact of educational informatization on promoting educational equity, analyzing the existing problems to grasp the historical context and recognize the current situation, which is of significant importance for further leveraging the advantages of educational informatization to promote the development of educational equity. Through the study of educational informatization, it can be seen that in the era of comprehensively building a well-off society, educational informatization is like a blazing torch, igniting the transformation of education and schools, where educational equity is brought into reality in terms of opportunities, conditions, processes, and results, just like the sun shining.

With the advent of a new era, China's education development has entered a new stage, and the expectation for "quality education equity" is increasingly strong. Educational informatization, as an important force driving education modernization, plays a crucial role in promoting educational equity. Leveraging the advantages of information technology can break geographical limitations, widely disseminate high-quality educational resources, and provide a fair starting point for basic education. The popularization of online courses, distance education, and other forms allows students in remote areas to enjoy equal educational opportunities as urban students. Furthermore, educational informatization can achieve personalized teaching processes, meet diverse learning needs of students, and promote fairness in the educational process. However, influenced by objective factors, the process of advancing educational informatization also faces a series of practical obstacles. This paper, in line with the goal of promoting educational equity through educational informatization, analyzes the practical obstacles in promoting educational equity and explores practical paths to address these issues to further advance educational equity.

The article analyzes the impact of information on education. This computerization is seen as a social phenomenon. The author refers to the origins of the formation of Social Informatics of the last century, highlighting the social significance of informatization of society as a whole. Understanding the educational space as part of the social, the author shows the influence of information as a social phenomenon on all components of the educational space, while stressing the four leading social aspects. These aspects of the conviction of the author are the following: changes in the components of the educational process under the influence of informatization; change themselves subjects of educational space under the influence of informatization; alteration of the boundaries of space and proper educational change axiological field of educational space, requiring information security measures. The article convincingly proved the lack of educational research in the analysis of social values and social aspects of informatization of educational space. Because of this kind of research is carried out in the sociology and philosophy, pedagogy open to the prospects of new research areas.

Reforming modern education involves updating educational technologies, in particular, the introduction of information and communication technologies in accordance with the requirements of the time. The author proved that the informatization of education presupposes the presence of a certain concept, specific managerial and pedagogical activities, the introduction of informational teaching methods. Consideration of the problem of informatization management of the educational institution in the scientific discourse provides an opportunity to reveal the essential characteristics of the researched process. The study of the problem of management of informatization of an educational institution through scientific discourse allows to detail the main management processes and to determine the most effective of them. The expediency of informatization management of an educational institution is confirmed by modern changes in human life, caused by the spread of information and communication technologies of education. In the article the author revealed the essential characteristics of the educational institution’s informatization management, which include the following: planning of educational institution informatization processes; development of planning of educational institution informatization processes; development of the information potential of the educational institution; introduction of information and communication technologies in managerial and pedagogical activities; providing of the necessary material base of the educational institution; ensuring the quality of education with the help of educational information technologies; implementation of monitoring of educational institution informatization processes; assessment of the state of informatization of the educational institution. The author studied out that the essence of informatization management of an educational institution is the creation of normative, organizational, personnel, pedagogical conditions that ensure the quality of educational services with the help of information and communication technologies of education. Informatization management of an educational institution is a system of management operations that should ensure the preparation of an individual for activities in the information society.

Interdisciplinary collaboration, as an innovative research and practice model, provides new ideas and methods for the in-depth development of educational informatization. This paper first explores the theoretical foundation of interdisciplinary collaboration, including knowledge integration theory, collaborative innovation theory, and learning science theory, providing a solid theoretical support for the research. Then, it analyzes the importance of interdisciplinary collaboration in educational informatization innovation, pointing out its key role in promoting the renewal of educational concepts, driving the integration of educational technologies, improving the quality and effectiveness of teaching, and cultivating innovative talents. The paper further proposes practical paths for interdisciplinary collaboration in educational informatization innovation, including building interdisciplinary collaborative teams, conducting interdisciplinary research projects, promoting the construction of interdisciplinary courses, and strengthening the construction of interdisciplinary collaborative platforms. У дисертації визначено категоріально-змістові та методологічні передумови дослідження питання адміністративно-правового регулювання інформатизації у сфері освіти. Розкрито ґенезу та стан адміністративно-правового регулювання інформатизації у сфері освіти. З’ясовано зміст та сутність інформатизації у сфері освіти. Охарактеризовано інформатизацію освіти як чинник інноваційного поступу держави. Здійснено аналіз вітчизняного законодавчого, організаційноправового та змістового забезпечення інформатизації у сфері освіти. Проаналізовано адміністративно-правовий механізм реалізації програм, спрямованих на впровадження ІКТ в освітнє середовище. Здійснено аналіз практики зарубіжних країн щодо запровадження процесу інформатизації в освіті. Розглянуто адміністративно-правове забезпечення інноваційних технологій у сфері освіти в контексті інформатизації освіти. Окреслено напрями удосконалення адміністративно-правового регулювання інформатизації у сфері освіти. Раскрыты генеза и состояние административно-правового регулирования информатизации в сфере образования. Выяснено содержание и сущность информатизации в сфере образования. Охарактеризована информатизация образования как фактор инновационного развития государства. Осуществлен анализ отечественного законодательного, организационно-правового и содержательного обеспечения информатизации в сфере образования. Проанализирован административноправовой механизм реализации программ, направленных на внедрение ИКТ в образовательную среду. Осуществлен анализ практики зарубежных стран по внедрению процесса информатизации в образовании. Рассмотрено административно-правовое обеспечение инновационных технологий в сфере образования в контексте информатизации образования. Определены направления совершенствования административно-правового регулирования информатизации в сфере образования. Диссертация имеет научно-теоретическое значение для дальнейшего развития административного права и других правовых наук в части вопросов, касающихся административно-правового регулирования информатизации в сфере образования. Для того, чтобы понять смысл и сущность информатизации в сфере образования, определить ее характерные черты и выяснить детерминанты, обращено внимание на происхождение ряда терминов, среди которых: «информатизация», «инновации», «виртуализация», «образовательная среда», «глобализация» и ряд других, характеризующих отношения в этой сфере. Акцентировано внимание на том, что в рамках концепций информационного общества существуют две противоположные тенденции в оценке самого факта превращения информации в мощную социальную силу. Согласно первой, оптимистичной, информатизация общества, в частности, компьютеризация, составляет безусловное социальное благо. Противоположной есть теория, согласно которой рассматривают информационное общество как общество манипулятивное, причем такое, в котором уровень манипулирования человеком быстро повышается. Отмечено, что не могут не поражать возможности, которые человечество достигло в сфере информатизации, телекоммуникации и информационных технологий, в получении, распространении и скорости доставки разнообразной информации. Глобальные информационные системы и информационные технологии создают информационную среду, в которой практически отсутствуют государственные границы, ограничения на информационные воздействия, ограничения на распространение информации. Современные информационные технологии позволяют контролируемо устанавливать информационные отношения и влиять на информационное пространство. The dissertation is devoted to the complex study of administrative lawregulation of informatization in the field of education. The dissertation defines the categorical-semantic and methodological prerequisites for the study of the issue of administrative law regulation of informatization in the field of education. The genesis and state of administrative law regulation of informatization in the field of education are revealed. The content and essence of informatization in the field of education are clarified. The informatization of education is characterized as a factor of innovative progress of the state. The analysis of domestic legislative, organizational, legal and content support of informatization in the field of education is carried out. The administrative law mechanism of realization of the programs directed on introduction of ICT in the educational environment is analyzed. The analysis of practice of foreign countries concerning introduction of process of informatization in education is carried out. The administrative law support of innovative technologies in the field of education in the context of informatization of education is considered. Охарактеризовано умови формування нових моделей комунікаційної діяльності бібліотек, особливістю яких є можливість поєднання лінійного та нелінійного подання інформації. Досліджено, що в процесі еволюції на основі новітніх технологічних рішень лінійна (документально-комунікаційний рівень) комунікаційна модель діяльності бібліотеки змінюється на інтеракційну (інформаційно-комунікаційний рівень), а надалі — на інтеграційну (когнітивно-комунікаційний рівень). Характеризуются условия формирования новых моделей коммуникационной деятельности библиотек, особенностью которых является возможность объединения линейной и нелинейной подачи информации. Исследовано, что в процессе эволюции на основе новейших технологических решений линейная (документально-коммуникационный уровень) коммуникационная модель деятельности библиотеки вуза изменяется на интеракционную (информационно-коммуникационный уровень). Эта модель может быть охарактеризована как локальная, «замкнутая» (в пределах отдельного вуза) модель коммуникации с обратной связью. Перемещение взаимодействия пользователей и библиотеки в пространство виртуальных коммуникаций, создание необходимых условий для усиления интеграционных процессов и интеллектуализации деятельности приводят к постепенному изменению интеракционной коммуникационной модели деятельности библиотеки вуза на интеграционную (когнитивно-коммуникационный уровень). Данная модель характеризуется полной интегрированностью в информационно-коммуникационную структуру учебного заведения и всей системы образования и науки. Доказано, что применение коммуникационных моделей деятельности, имеющих нелинейный характер, увеличивает возможность качественных изменений при непрерывной смене параметров функционирования библиотек вузов и информационного пространства образования. Уточнено, что состояние информатизации в библиотеках вузов Украины разделяется на периоды и этапы: 1 — начальный период (этап модернизации); 2 – переходный период (этап инноваций); 3 — период медиатизации (этап трансформации). Обосновано применение определенной коммуникационной модели деятельности библиотеки вуза в разные периоды её информатизации. Обосновано, что библиотеки вузов Украины находятся на разных стадиях информатизации, изменившей их внутреннее состояние и связи с окружающей средой. Большая часть библиотек находится на этапе инноваций, характеризуется интеракционной коммуникационной моделью деятельности. В то же время существует ряд библиотек, уже сегодня демонстрирующих готовность к началу реализации задач этапа трансформаций и переходу к интеграционной коммуникационной модели. Выявлена причинно-следственная связь информатизации и форм организации библиотечной деятельности. Современная библиотека вуза Украины имеет признаки информационного центра, основой деятельности которого является совмещение линейных и нелинейных моделей коммуникации. В то же время медиатизация как высшая форма развития библиотечной информатизации предполагает переход к медиатеке как полному циклу автоматизированного производства и сервиса, полностью интегрированного в информационную структуру вуза и всей системы образования. Обнаруженные системно-интеграционные связи, которые обуславливаются коммуникационным единством библиотек вузов, а также их функциональной зависимостью от других агентов информационно-коммуникационного пространства, позволили применить кластерную теорию в качестве аналитического аппарата для выбора коммуникационных моделей. Определено, что переход от интеракционной к интеграционной коммуникационной модели возможен при условии реализации стратегических направлений: 1 — «Внутренняя самореализация и саморазвитие библиотеки»; 2 — «Интеграционная стратегия»; 3 — «Инновационное управление»; 4 — «Мониторинг изменений»; 5 — «Создание имиджа библиотеки». Их реализация предусматривает выполнение комплекса задач: от модернизации системы управления библиотекой и построения библиотечного портала до развития адвокационной деятельности, краудсорсинга и формирования системы критериального измерения результатов внедрения новой коммуникационной модели.<br>EN: ABSTRACT The thesis deals with the establishment of progress tendencies of communicative models of higher educational institution libraries’ activity under the influence of informatization. Conditions of forming of new models in libraries’ communicative activity are characterized. The peculiarities of such models consist in possibility of unification of linear and unlinear presenting of information. It is investigated in the process of evolution the linear (documentary and communication level) communication model of higher educational institution libraries’ activity changes to interactive (information and communication level), and further – to integral (cognitive and communicative level). It is proved that the use of unlinear communication models increases the possibility of qualitative changes in the continuous changes of the parameters of the higher educational institution libraries’ activity and information space of education and science. The state is considered and periods of university libraries informatization in Ukraine are specified. Este trabalho tem por objetivo analisar os cursos de Especialização a Distância ofertados pela Coordenadoria de Educação a Distância (CED) da Universidade Federal de Mato Grosso do Sul (UFMS).Como se apresentam os cursos de especialização EAD/UFMS de Orientação Pedagógica em Educação a Distância e Educação e Arte e as Novas Tecnologias, em relação à intenção manifestada pelos alunos e em relação à orientação das ementas programáticas dos cursos, tendo presente o processo informacional na sociedade. Quais os interesses declarados pelos alunos que ingressaram em cada uma das edições dos cursos de "Orientadores Pedagógicos em Educação a Distância" e de "Educação em Artes e as Novas Tecnologias", nas suas cartas de intenções apresentadas no processo seletivo. Existem interesses em comum declarados pelos alunos que ingressaram em cada uma das edições dos cursos. Qual (quais) a(s) orientação (ões) dos cursos de especialização a distância voltados para as tecnologias, a partir das ementas programáticas oferecidas em duas edições, através do CED/UFMS, em termos de mercado no mundo informacional globalizado e /ou social. Estudou-se o oferecimento da modalidade a distância em cursos de especialização em universidades brasileiras, através de estudos de dados estatísticos do Ministério de Educação Cultura (MEC) e do Anuário Brasileiro Estatístico de Educação Aberta e a Distância (ABRAEAD). As análises foram inseridas no contexto dos documentos, planos e pareceres de aprovação dos cursos, bem como do mundo informacional digital. Consideraram-se, como aportes teóricos, autores como Castells, Vianney, Medeiros e Faria, Pretti, Niskier e Franco e Sacristán. Os resultados do estudo permitem-nos afirmar que: (a) o mundo tem experimentado, a partir dos anos 1990, uma mudança significativa na forma de relacionamento político, social, econômico e cultural; (b) a informatização da sociedade, os ambientes virtuais e as redes de informações têm proporcionado mudanças de hábitos no cotidiano do ser humano; (c) a Lei de Diretrizes e Bases Nacionais (LDBN), aprovada em 1996, concedeu abertura ao oferecimento de cursos de especialização na modalidade a distância; e (d) o aumento dos cursos de especialização a distância alcançou aceitação pelos alunos através do uso de Ambientes Virtuais de Aprendizagem, facilitando seu acesso aos cursos. Os interesses dos alunos dirigem-se para o conhecimento (Conhecimento do ambiente informatizado, conhecimento para atualização e conhecimento para melhor ministrar aula); capacitação profissional (Exigência do mercado, melhoria do desempenho e qualificação profissional); ascensão profissional (aumento dos rendimentos, busca de novos empregos e melhoria de currículo). As ementas convergem tanto para o conhecimento orientado para o mercado quanto para o conhecimento orientado para o social. Também é possível inferir que a sociedade informatizada e conectada em redes tem efeitos sobre a dinamização de várias de suas atividades, e uma delas é a educação.<br>This work has for objective to analyze the courses of Specialization in the distance in the distance offered by the Coordenadoria de Educação (CED) of the Federal University of Mato Grosso of Sul (UFMS). As the courses of specialization EAD/UFMS of Pedagogical Orientation in Education and Education and Art and the New Technologies are presented in the distance, in relation to the intention revealed for the pupils and in relation to the orientation of the programmatical summaries of the courses, having present the informacional process in the society. Which the interests declared for the pupils who had in the distance entered each one of editions of the courses of "Pedagogical People who orientates in Education" and of "Education in Arts and the New Technologies", in its letters of intentions presented in the selective process. Declared interests for the pupils exist in common who had entered each one of editions of the courses. Which (which) (s) the orientation (ões) of the courses of specialization in the distance directed toward the technologies, from the offered programmatical summaries in two editions, through the CED/UFMS, in terms of market in the globalizado and/or social informacional world. The oferecimento of the modality in courses of specialization in Brazilian universities was studied in the distance, through studies of statistical data of the Ministry of Educação Cultura (MEC) and of the Statistical Brazilian Yearbook of Open Education and in the distance (ABRAEAD). The analyses had been inserted in the context of documents, plans and to seem of approval of the courses, as well as of the digital informacional world. They had been considered, as you arrive in port theoretical, authors as Castells, Vianney, Medeiros and Faria, Pretti, Niskier and Franco and Sacristán. The results of the study allow-in affirming them that: (a) the world has tried, from years 1990, a significant change in the relationship form politician, social, economic and cultural; (b) the virtual computerization of the society, environments and the nets of information have proportionate changes of habits in the daily one of the human being; (c) the Law of Lines of direction and Bases Nacionais (LDBN), approved in 1996, in the distance granted opening to the oferecimento of courses of specialization in the modality; e (d) the increase of the specialization courses in the distance reached acceptance for the pupils through the Virtual Environment use of Learning, facilitating its access to the courses. The interests of the pupils are dirigem for the knowledge (Knowledge of the informatizado environment, knowledge for update and knowledge better to give lesson); professional qualification (Requirement of the market, improvement of the performance and professional qualification); professional ascension (increase of the incomes, searchs of new jobs and improvement of resume). The summaries converge in such a way to the knowledge guided for the market how much for the knowledge guided for the social one. Also it is possible to infer that the informatizada and hardwired society in nets has effect on the dinamização of several of its activities, and one of them is the education.

Abstract:
New technologies have made it possible to eliminate geographical barriers, thereby changing the traditional learning model. ICTs support lifelong learning by providing tools that allow for the creation of virtual learning environments through online courses or more informal settings. The purpose of the article is to study the theoretical and practical aspects of information and communication technologies and the conditions for their use in education in the context of Industry 5.0. It is proved that the informatization of the educational sector meets the deep needs of the whole society for the effective use of educational resources. Information, communication and artificial intelligence enrich the digital transformation. Educators need to prepare students for life in the information and knowledge society by developing the skills that students need to make full use of ICTs. The introduction of new technologies into education has changed the levels and educational roles of all its agents (teachers and students), and the new educational content being created is becoming more interactive, engaging and varied. It is concluded that ICT and 5G technologies serve as a catalyst for the development of new technologies and open up new opportunities for business, science, education and other areas.

Abstract:
According to the Development Concept of the Digital Economy and Society in Ukraine, the priority of this area is to develop a substantial national policy on digitalization of education, as this is the key part of the education reform in Ukraine. For this reason, universities should firstly take into account the particularities of teaching the current generation of students and the needs of the digital society as a whole. This paper considers the process of transition from informatization to digitalization in society, implementation of digital support for the educational process in the university, development of the digital educational environment for the training university teachers, and proposes the digital tools for such an environment. The authors propose several ways to improve the development level of digitalization of the educational environment in the university. This is to take into account the needs of the digital society and the modern generation of students, provide a high level of the digital literacy formation of university graduates and support the development of a new digital security system of the modern university. Aiming to design the digital educational environment for increasing the of educators’ digital literacy level, the authors propose to develop and implement the following computer, multimedia and computer-based learning tools and equipment, which includes blended and distance learning classes, cloud technologies, tools of virtual and augmented reality, tools for gamification of the educational process, educational robotics, tools for learning 3D technologies, MOOCs.

Now the whole life of a person has switched to online mode. These changes also affected the education system. This means the need to introduce new technologies into the educational process. Books, manuals, printed publications are being replaced by electronic educational resources. Providing up-to-date, verified information to students has always been and remains one of the most important functions of the teacher. Unfortunately, with the transition of training to the online mode, the teacher cannot use his literature when conducting classes. In this regard, there is a need to use electronic resources. On the one hand, the development of the global network implies the presence of a large number of a wide variety of sites, which cannot but be a positive aspect, because both the teacher and the student can independently choose a resource that will be most understandable. But on the other hand, the variety of Internet resources implies the presence of unverified, false information, which can negatively affect the quality of education. That is why it is necessary to analyze new information systems. The problem is the presence of a large number of information technologies and resources used in education. Purpose. The goal is to conduct a comparative analysis of educational electronic publications and resources most often used by teachers of the natural science cycle in terms of their fullness, accessibility and use in the educational process. Method or methodology of the work. The requirements for the organization of a comprehensive examination suggest an approach that includes an examination of technical and technological, psychological, pedagogical and design-ergonomic aspects of the creation and use of educational electronic publications and resources, in our work we were based precisely on generalized research methods: 1) Technical and technological expertise (technical component of the site, its position in the network). 2) Psychological and pedagogical expertise (component by the type of educational electronic publication or resource, level of education, type and form of the educational process, assessment of the content and scenario of the informatization tool). 3) Design-ergonomic expertise (assessment of the quality of interface components of educational electronic publications and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements; assessment of the quality of interface components of educational electronic editions and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements). Results. The main sites that are frequently used by teachers of the natural science cycle of disciplines are the Russian Textbook corporation, the Enlightenment group of companies, the Binom publishing house, the Digital Age School, the practical significance of the study is determined by the high level of readiness of the results obtained, during the study it was found that it is advisable to introduce an information-electronic educational site - the Russian textbook corporation - into the pedagogical practice of the implementation of natural science subjects. The advantages of this server were established and recommendations for its use in the educational process were developed. Practical implications: the results obtained are expedient to be applied in educational institutions of the Russian Federation.

To expedite a special mechanism system compact intense clarity through cognitive visualization of the educational material, thickening of educational knowledge through encoding, consolidation and structuring Principle of cognitive visualization stems from the psychological laws in accordance with which the efficiency of absorption is increased if visibility in training does not only illustrative, but also cognitive function, which leads to active inclusion, along with the left and right hemispheres of the student in the process of assimilation of information, based on the use of logical and semantic modeling, which contributes to the development of engineering and creative potential.
