In the academic world, every educational institution must have a tuition payment system, and with the rapid technological advances nowadays, educational institutions are required to create systems that are effective and efficient and relevant to current technology which will make it superior in competition within the scope of relevant agencies. At Raharja University, lecture payments still use a conventional system where transfer students and campus staff check which is considered less efficient. In this study, the writer uses a SWOT analysis between the virtual account payment system and the running system. The purpose of this study is to recommend the use of a Virtual Account in the payment of lectures at Raharja University. This research is expected to be a problem solving alternative that makes it easier for students to make financial payments, as well as facilitate campus monitoring of campus payments.

Abstract:
Today the public is demanding that it exercise more control over how tax dollars are spent in the educational sphere, with multitudes also canvassing that education become closely aligned to the marketplace's economic forces. In this paper I examine an historical precedent for such demands, i.e. the comprehensive 19th century system of accountability, "Payment by Results," which endured in English and Welsh elementary schools from 1862 until 1897. Particular emphasis is focused on the economic market-driven aspect of the system whereby every pupil was examined annually by an Inspector, the amount of the governmental grant being largely dependent on the answering. I argue that this was a narrow, restrictive system of educational accountability though one totally in keeping with the age's pervasive utilitarian belief in laissez-faire. I conclude by observing that this Victorian system might be suggestive to us today when calls for analogous schemes of educational accountability are shrill.

Purpose: The worldwide payment system has another alternative called e-payment system now. There are a numbers of different aspects on payment system in two mentioned countries. To utilize the arrangement of e-payment, we can spare our time, assets and powers throughout our day by day to exercise the daily e-payment method. The larger part of developing nation is utilizing this e-payment system these days, on the grounds that the e-payment will push the economy to drive speedily. Author has used quantitative method data collection, whereby questionnaire will be provided to respondents. The populations for this research study are financial organizations in both of countries. The target markets are 59 organizations and for data analyzing author will use SPSS technique. Today, the structure of payment system is electronic-payment systems. It is believed that the result of this study significantly support e-payment system. Using cash, cheque and other kind of payment methods are very less observed in Malaysia. Author has tried to find what are the comparative aspects of payment system between two countries and what are the benefit of e-payment system which used in Malaysia and unused in Tajikistan. This study will help the payment system of Tajikistan to develop and transform to new payment system accordingly. Therefore, this research will deliver as educational subject and training courses to the Republic of Tajikistan.

Abstract:
The tuition fee payment system is a mechanism for transferring funds charged to students for educational institutions to expedite the lecture process in terms of learning and teaching. Design of an SPP Payment Information System at Hasnur Polytechnic Using the Codeigniter 3 Framework was created using the programming language PHP, codeigniter framework 3 and database MySQL. This application was made in order to facilitate the financial section for managing payment data and students can find out the tuition payments they have made and will be paid. The research method uses a waterfall from the analysis stage to application testing. Then the system design is carried out using DFD (Data Flow Diagram) and design is interface also done at this stage. Furthermore, writing the program code is done using the PHP programming language and the codeigniter framework. Then the results of the study were tested using the method black box testing. The test results state that the program is in accordance with the described functional require.

Abstract The Islamic Boarding School Tahfidz Adh Dhuhaa needs an information system specifically to overcome problems related to the management of SPP payments for students that are increasing every year. So far, the management of Santri SPP payments is done by inputting payment data with the Microsoft Excel application so that it still often experiences obstacles when searching for data and providing Santri SPP payment reports. Because of that, it is needed a web-based payment information system for students-based SPP in order to facilitate the treasurer of the Islamic Boarding School Tahfidz Adh Dhuhaa in managing the SPP payment. The SPP Santri Payment Information System includes management of student data, monthly SPP payment data, and producing a report. With this system, it is hoped that it will be easier for treasurers of the Islamic Boarding School Tahfidz Adh Dhuhaa to manage students' tuition payment data easily and quickly. Purpose of the study: In current conditions of globalization, the role and importance of non-cash payment systems have changed dramatically. The authors of the article are aiming to analyze and promote new banking products and describe the way of development of modern banking business trends in the field of electronic banking services in their article. Methodology: In the course of this study, methods of comparative and statistical analysis, empirical, interviewing, observation and economic, and mathematical modeling were used. Main Findings: The Central payment systems of the Republic of Kazakhstan provides options for the needs of the real economy sector, financial markets, and banks the other participants in the late payments and money transfers, as well as contribute to the effective implementation of monetary policy and the execution of the state budget. Applications of this study: The theoretical and practical provisions of the research can be applied in the educational process in economic areas and banking organizations' activities. Calculations are a necessary accompanying element of the money supply's creation (withdrawal) as a derivative of money circulation and one of the monetary regulation's main objects. Novelty/Originality of this study: Development of theoretical provisions aimed to modernize the mechanisms of state regulation of the domestic national payment system. It ensures its further development in current conditions and the formulation of practical recommendations and justification of organizational tools.

In post-socialist spaces, informal payments in educational institutions have often been at the centre of anti-corruption campaigns. A direct consequence, so far, has been that reforms in the public sector have largely been based on attempts to eradicate, or at least minimize, the phenomenon of informal payments. Ukraine is no exception. According to several independent surveys, educational institutions are second only to health care providers for the number of informal transactions recorded. While more than two in three of Ukrainians claim to have engaged with informal exchanges in the past 12 months, almost half of them has made an informal payment in an educational institution, be this a university or a school. The goal of this paper is two-fold. First, we explore the nature and relevance of the phenomenon of informal payments in the educational sector. We rely for this on quantitative studies showing how widespread informal payments are. Second, we provide an alternative explanation on informal payments by suggesting that they have an ambiguous function: while often regarded as a legacy of the socialist period, they can also be seen as a way to cope with an ineffective system that is mostly based on informal rules. By doing this we will provide some recommendations on how anti-corruption policies, and in general reforms aimed at decreasing the amount of informal payments in the country, could be improved.

Abstract:
The Surakarta Al-Islam Vocational School is a private educational institution that requires all students to pay school tuition fees. Education is an obligation for all Indonesian citizens. The cost of education is one of the most important input components in implementing education. Because cost is the main requirement in achieving educational goals. SPP School is a routine school fee that is carried out every month. Based on last year's School Admin report, many students were late in paying school tuition fees, around 60%. This is a very big problem because the income of school funds comes from school tuition. The purpose of this research is that the researcher will build a prediction system using the best classification method, which is to compare the accuracy level of the Naïve Bayes method with the K-K-Nearest Neighbor method. Because both methods can make class classifications right or late, in paying school fees. processing using dapodic data for 2017/2018 as many as 236 data. In improving accuracy, the researcher also applies feature selection with Information Gain, which is useful for selecting optimal parameters. System testing is carried out using the Confusion Matrix method. The final results of this study indicate that the Naïve Bayes Method + Information Gain Method produces the highest accuracy, namely 95% compared to the Naïve Bayes method alone, namely 85% and the K-NN method, namely 81%.

Looking at the higher learning institutions, there is no question that the current methods for paying student fees are inefficient, inconvenient, and wasteful of time. In addition, the rise in the number of students studying in higher learning institutions has led to long frustrating queues and overcrowding in most financial institutions during payment of student fees. This paper sought to design and implement a secure block chain-based payment system for higher learning institutions in developing countries. Students are to use the proposed payment system to pay tuition fees and other student fees to their respective higher educational institution. In addition, students are to use the proposed payment to pay for goods and services provided by the institution and other merchants in the institution’s premises. In this study, object oriented software development methodology was used to implement the proposed payment system. The proposed system consists of a mobile e-wallet, RESTful API, and blockchain as the core component of the API.

Несмотря на важность процесса тестирования, наличие собственного инструментария и техник, до текущего момента многими разработчиками тестирование воспринимается как «низкоквалифицированная работа». Тестирование продолжает являться малоосвещенной отраслью, поэтому работа, посвященная исследованию тестирования, является актуальной. Цель исследования – повышение качества локальной платежной системы «Система альтернативных расчетов» посредством проведения комплексного тестирования.
The popularity of multi-user applications justifies their availability, possession of the minimum system requirements to run, no installation and development of the Internet. To maintain a given level of software quality, multi-user web application to be tested. National Health Insurance (NHI) in Taiwan has been implemented for 14 years. The Bureau of National Health Insurance has become the single payer in the hospital industries. The hospital revenues are almost 80% from NHI so that the National Health Insurance policy has huge influence to Taiwan’s hospitals. The global budget payment system has been implemented for 6 years and the data are complete. We want to use the data from Department of Health in Taiwan, before (1998~2001) and after (2004~2007) implementation the global budget payment system, and analyze the impact in Taiwan’s educational hospital performance through Data Envelopment Analysis (DEA) three-stage model which is adjusted by the environment variables (numbers of population, the level of competition, hospital level, ownership). After the environment variables adjusting, 95% hospitals are placed in the increased return to scale and need to increase their inputs to achieve their opportune scale. After examining the hypotheses, their performance is no obvious difference in the implement of the Global Budget payment system between the hospital levels. In the hospital levels, there is obvious difference in the medical center. From the statement statistic, the medical centers’ performance is decreasing after the implement of the Global Budget payment system. But, there is no obvious difference in the regional education hospitals and local ones. In the ownership, there is obvious decreasing in the private hospitals’ performance after implement of the Global Budget payment system. In the Malmquist Productivity Index, efficiency change’s range is small so that total factor productivity change comes from the technical change in the horizontal analysis. The total factor productivity change achieves the top during 2001 to 2004 and decreased to 1. The productivity progresses slowly. In the vertical analysis, 99% hospitals’ total factor productivity change is greater than 1. That means each hospital’s productivity progresses

Актуальность данной диссертации обусловлена существующей необходимостью в использовании информационной системы для проведения проектной деятельности в образовательной организации. Целью магистерской диссертации является проведение анализа деятельности студентов в учебной платежной системе при выполнении ими заданий в рамках работы над проектным практикумом. В ходе написания магистерской диссертации была подобрана и изучена литература по заданной тематике. Для целей исследования были собраны и обработаны данные, произведен анализ работы студентов внутри учебной платежной системы. Анализ деятельности студентов в учебной платежной системе составляет интерес не только с точки зрения исследования социально-экономических систем, но и может быть полезен преподавателям для оценки качества работы и эффективности студентов. Полученные результаты позволяют определить направления дальнейшей разработки и усовершенствования системы. По результатам проведенной оценки экономической эффективности проекта выгода от автоматизации анализа работы учебной платежной системы в годовой перспективе составит 126 890 рублей. Проект окупается в срок 7 месяцев.
The relevance of this thesis is due to the existing need to use an information system for project activities in an educational organization. The purpose of the master's thesis is to analyze the activities of students in the educational payment system in the performance of their tasks in the framework of the project workshop. During the writing of the master's thesis was selected and studied literature on a given subject. For research purposes, data were collected and processed, the analysis of students ' work within the educational payment system. The analysis of students ' activities in the educational payment system is of interest not only from the point of view of the study of socio-economic systems, but also can be useful for teachers to assess the quality of work and efficiency of students. The results allow us to determine the direction of further development and improvement of the system. According to the results of the evaluation of the economic efficiency of the project, the benefit from the automation of the analysis of the educational payment system in the annual term will be 126 890 rubles. The project pays off within 7 months.

In recent years, the reform of Pension System of military and government personnel has been the focus of public discussion. The main reason is that our CSRS benefits system. Although after several reforms, but compared to the general labor and other advanced countries of the civil servants, our system remains too short years of service, pensions too high. According to May 2013, the Public Service Pension Fund for the first quarter of the year 102 the Commissioner General of the Examination Yuan proposed report, which total Pension military and government expenditures exceed three categories fee income. Of which a total of about 14.6 billion revenue, spending 25.8 billion and net pay dialed number was approximately negative 11.3 billion, spending accounted for 177% of income. The report shows that the military, civil servants and the teaching of the Pension Fund Pension Fund expenses are greater than income. Overall gap Pension Fund hidden debt in the future will be more than eight trillion NTD is obvious that our government will have serious financial impact. In view of this, the government will reform the Public Service Pension for the current system. Based on social justice and principles of sound government fiscal balance, the current system of public servants Pension reform is bound to come under pressure. Pension reform the current system must be able to meet public expectations and concerns to the government fiscal balance of payments problems. Let millions of public servants to accept reforms to avoid panic mentality led to retirements, which will affect the normal operation of the public sector. To investigate whether the relevant reform program would affect soldiers left the camp will. Total of 400 questionnaires were sent during the study period, 320 questionnaires have recovered a total of 308 valid questionnaires. After data analysis, summarized in the following conclusions: I. soldiers from different backgrounds will indeed set aside because of increased personal income rate, which will affect their intention to quit. 2. Replacement rate cut deposit and lending rate change resulted in reduction in monthly income after officers retired, does affect different backgrounds tend to leave the military. 3. Soldiers to extend the service life of the recognition, the tendency to leave the military from different backgrounds, with a significant correlation. 4. Military identification with different Pension reform program, the tendency to leave the military, and no significant correlation.

This chapter is intended to present briefly the open educational resources initiatives in India especially related to growth of scientific literature. Scholarly communication can be defined as the system through which research and other scholarly writings are created, evaluated for quality, disseminated to the scholarly community, and preserved for future use. An old tradition and a new technology have converged to make it possible as an unprecedented public good. The old tradition is the willingness of scientists and scholars to publish the fruits of their research in scholarly journals without payment, for the sake of inquiry and knowledge. The new technology is the internet and web 2.0 tools. Thus, the scholarly communications are available in the public domain in the open access platform. The system includes both formal means of communication, such as publication in peer-reviewed journals, and informal channels in electronic media of open access. Also presented is an overview of all available open source resources in Indian context.

Empirical analysis of smart agreements among their emerged platforms, different applications, and design views will enlighten future needs of trade payment methods. This research also aims to examine possible advantages of the application of smart contracts as innovation, legal, and technical aspects of the emerging business environment. The analysis will compare new mechanisms securing a block-chain applied to financial payments. Financial technology is encouraging various new practices, such as diminishing of the use of cash in different countries, increasing the rate of use of mobile payments, introducing new algorithms for high-frequency trading across national boundaries, etc., hence attracting significant attention. However, the continues use of fintech is still doubted by scholars. As a result, this chapter aims to comprehend whether, and why, higher education students, who are future entrepreneurs, would be willing, or hesitate to utilize fintech. Data was collected from 350 higher education students from universities in Bahrain. Only those students who had prior experience with cashless online payment systems were the selected target population for this study's online survey. The findings confirmed that risk negatively effects the intent for the continence of using fintech, and convenience baring the strongest positive effect. This study contributes to theoretical and practical implications for future and budding entrepreneurs graduating from the higher education sector of Bahrain.

This study investigated customers' preferences of payment systems and the influence of demography on the attitude of customers towards e-payment services. Survey responses were received from 558 bank customers. The t-test and the analysis of variance were employed to examine the differences in perception of security, ICT literacy, customer satisfaction, and the use of e-payment services based on customers' age, gender, and the level of education. The findings revealed no significant differences between the male and female customers in the use of e-payment services. However, the male customers had higher ICT skills, yet perceived e-payment services less secured. Moreover, there were no significant differences in satisfaction and e-payment use, though, customers with higher level of education felt less secured using the services. Also, whereas the older customers were more satisfied with e-payment services, the younger customers had more ICT skills and use the services much more. These findings are necessary for formulating strategies for marketing e-payment services.

This chapter presents a review of literature concerning behavioral intention theory and research models, focusing on the factors driving consumer adoption intention of mobile services. Based on this theoretical background a conceptual framework that combines perceived ease of use, perceived usefulness, innovativeness, trust, demographic characteristics and relationship drivers in order to examine their influence on the mobile services' adoption intention has been proposed. Furthermore, the proposed framework is empirically tested using data collected from a survey in Greece. The collected data are analyzed through factor analysis, stepwise regression analysis and ANOVAs. According to the results of the study, individuals' innovativeness, their educational level, and the relationship ties between the users and the mobile services are key factors to encourage m-services' adoption. The outcomes provide interesting insights and useful hints to practitioners and researchers.

Businesses today must be fast and flexible, responsive to customers, and cost effective in their operations. They must collaborate more frequently with partners to build virtual organizations and supply-chains that reduce times-to-market and costs. E-business is the use of the Internet along with other electronic means and technologies to conduct within-business, business-to-consumer, business-to-business, and business-to-government interactions. A basic model of an e-business is the e-shop model, which is based on providing a self-service storefront to a customer by displaying the company catalogs and product offers on a Web site. An e-procurement model focuses on the buying aspect of the business. A typical architecture for e-procurement consists of a browser-based self-service front-end to the corporate purchasing system or its ERP. The supplier catalogs are presented to end-users through a single unified catalog, thereby facilitating a corporate-wide standard procurement process. Online auction models have also received much attention for automating dynamic trading. Other models are based on creating value-chain businesses, such as service provisioning of specific functions for the value-chain, and electronic payments or logistics.

Online auction is one of the most successful internet business models. However, auction fraud has become the highest threat and hazard to the future of this business model. The blockchain provides a new perspective to resolve this problem. It can be used for current financial services, certificates, remittances, and online payments; meanwhile it also provides several crucial services such as smart contract, smart property, trust system, and security services. This chapter discusses how to apply blockchain to a cloud-based online auction and the principle of operation. The purpose is to fundamentally solve the problem of online fraud caused by information asymmetry of electronic transactions. To the best of the authors' knowledge, this is the first time that the blockchain has been applied to authentication of online auction. The preliminary contribution is for preventing auction fraud from the aspects of smart properties and smart contract.

More than once it was said that it is objectively impossible to prepare for four years in the university a universal specialist, ready for legal practice immediately after receiving diploma; that is still not found treatment of a disease called "substandard legal education". In 2006, the rector of the Moscow State Law University Oleg Kutafin said: "We hope that the decision on the switchover to the Bologna system for law schools will be canceled "; "In general, I welcome the Bologna process, but it does not mean that we must blindly copy other systems. In our country law schools used to prepare specialists of wide profile, which can then become a judge, a prosecutor, and a lawyer. We believe that breaking this system is dangerous for the legal field of the country ". Unfortunately, so far the hopes of Academician Kutafin do not meet the expectations. Bachelor - Master programs continue to be realized. Rector of Moscow State University. after M.V. Lomonosov Victor Sadovnichy called a mistake the transition to the Bologna system of higher education and proposed to return to the five-year education. There are more cons of implementation of the Bologna system in legal education in Russia is more than pluses. A serious modernization of the specialty programs is required. No less important is the creation of a system of real motivations for teaching staff of law schools, including a decent payment for teaching activities. To promote the quality of educating of lawyers in our country could the system, similar to existing in Germany. On February 16, 2017 Federal state educational standard of Higher education 40.05.04: judicial and prosecutorial activities (level of specialty) was approved. I would like to hope that in the nearest future relevant standards for all Legal specialties time will be approved. If the legal community of Russia will not unite in such an important issue as the transmission of the legal education on the "modernized specialty", and will not make the state to adopt the appropriate decision, then the worst Oleg Kutafin’s fears regarding legal field of the country may come true.
