This paper will examine the Paraguayan growth experience since the early 1960slooking at different periods to try to identify the main factors behind particular levels performance. Studying the determinants of growth is particularly important for a country like Paraguay that just recently recovered the most basic political rights and is still trying to consolidate its gain by building effective democratic institutions. Thus far the positive political trend has not been accompanied by economic growth and less poverty. This paper is part of the project "Explaining Economic Growth Performance" la

Abstract:
This study analyzes the international financial flows of Latin America in order to verify existence and direction of the Stigma Effect. Is the AML/CFT financial regulation that addresses the money laundering and terrorism finance phenomena relevant in shaping the pattern of international banking movements? We test if the FAFT listing-delisting events are effective sticks and carrots for the targeted countries in influencing cross-border banking flows. The tests are based on a theoretical framework, where the stigma effect holds if doing business with a listed country produces nonlinear monetar

Open banking initiatives, which aim to increase competition and innovation in the financial sector by enabling the customer-authorised sharing of financial data among banks, regulated third-party providers and other financial stakeholders, are becoming widespread around the world. This paper investigates the impact of open banking on the development of the fintech sector, focusing particularly on payment-related financial services. Abstract:
We show that capital controls (CC), by slowing-down firm debt-growth in the boom, improve firm performance during crises. Exploiting a tax on foreign-currency (FX) debt inflows in Colombia before the Global Financial Crisis (GFC) and multiple firm-level and loan-level administrative datasets, we find that CC reduce FX-debt inflows. Firms with weaker local banking relationships cannot fully substitute FX-debt with domestic-debt, thereby reducing firm-level total debt and imports during the boom. However, by preemptively reducing firm-level debt, CC boost exports and employment during the subseq

Abstract:
There is scant empirical economic research regarding the way that Latin American governments efficiently allocate their spending across different functions to achieve higher growth. While most papers restrict their analysis to the size of government, much less is known about the composition of spending and its implications for long-term growth. This paper sheds light on how allocating expenditures to investment in quality human and physical capital, and avoiding waste on inefficient expenditures, enhance growth in Latin America. Logistics is becoming a critical element of competitiveness and economic performance both in itself and within the context of increasing globalization. Most Latin American and Caribbean countries are focusing on export-led growth strategies. For such strategies to succeed, a key component is an effective and efficient logistics framework that addresses the full spectrum-upstream, midstream, and downstream-of the value and production chain. Economic diversification is an incessant theme threading policy discussion in Trinidad and Tobago, although with an ebb and flow over time. This topic is once again at the forefront of policy discussions following the recent oil price decline and subsequent to the new administration that took office in September 2015. This policy brief discusses the potential role that the exchange rate plays in diversification, fiscal adjustment and economic growth. In doing so we use a new estimation of the real effective exchange rate that better captures competitiveness of the country's non-oil exports. Th
