The pandemic has highlighted longstanding shortcomings and challenges facing Latin America. We must make the most of this moment to bring about the historic transformations necessary to build a democratic governance that will bring peace, prosperity and social justice. The region requires structural change and this is, of course, nothing new. But now may be the most propitious moment in decades due to the electoral super-cycle that Latin America is experiencing from late 2020 until 2024, a period in which all presidential positions in the region are up for renewal, together with numerous legislative and subnational authorities. It is a unique opportunity that the region cannot afford to miss. This report was prepared by Jorge Máttar at the request of International IDEA under the direction of Daniel Zovatto. It is based on the minutes of seminars from The State of Democracy in Latin America project, implemented in 2020 by the Fundação Fernando Henrique Cardoso, the Fundación Democracia y Desarrollo, and International IDEA, and on the sessions of the International Forum of Santo Domingo on the Socioeconomic and Political Panorama for Latin America, held jointly with Funglode in January 2021. It also includes reflections, analysis and proposals produced together with Sergio Bitar (Bitar and Zovatto 2021), as well as those of Fernando Reyes Matta, Sergio Fausto and José Octavio Bordón. Other papers and empirical evidence have provided essential background for the preparation of this report.

Climate change threatens humanity and the planet on which we live. Social inequities, including in the health outcomes that different population groups enjoy, also pose a threat to humanity and our freedom to live healthy and flourishing lives. This book makes three key contributions to the current understanding of climate change and health inequity. First, it describes how climate change interacts with the social determinants of health and exacerbates existing health inequities. Second, the book introduces the concept of a “consumptagenic system.” This is an integrated network of market-based policies, processes, governance, and modes of understanding that fuel unhealthy and environmentally destructive production and consumption. Finally, the book outlines some of the progressive steps that are necessary to move from denial and inertia toward effective mobilization against the status quo and hope for the future. The book argues that this requires a systems approach and calls for action that uses fit-for-purpose knowledge and analytical tools from across the sciences, social sciences, and even humanities. The book finishes with the offer of a policy vision and describes some pathways forward across economic, social, and health policy domains that will reduce inequality, mitigate further environmental degradation, and improve health.

Abstract:
This chapter begins by investigating perspectives on practice and creativity in the scholarly literature and in both practical and pedagogical writing, and it argues that to date little attention has been paid to creativity in relation to individual practice. To redress this, the chapter then explores the creative processes that underlie the practising of classical musicians, focusing on the findings of a research project that allowed participants to identify aspects that they considered important to the creative development of their performances. Creative processes to do with moment-by-moment practice strategies are discussed, along with those resulting in the creative development of interpretations and a sense of ownership in music-making. This discussion leads to a series of insights concerning musicians’ creative ways of working, how technical and expressive elements can be interrelated and integrated, the nonlinear nature of the creative processes in question, and what practice itself entails. The chapter ends by encouraging new ways of thinking about practice and by suggesting some approaches which both teachers and individual student musicians might find effective.

This commentary analyses Article 6.1.8 of the UNIDROIT Principles of International Commercial Contracts (PICC) concerning payment by funds transfer. According to Art 6.1.8, payment may be made by a transfer to any of the financial institutions in which the obligee has an account. In case of payment by a transfer, the obligor's obligation is discharged when the transfer to the obligee's financial institution becomes effective. From the moment the funds transfer to the obligee's financial institution becomes effective, the obligation becomes extinct and the obligor's liability for loss or delay ends. This commentary discusses place of performance for fund transfers,, time when the obligation is discharged, timely performance, countermand, and delay or loss in the process of transferring funds.

Symmetries play an important role in the theory of the solid state. As will be developed in this Chapter, DFT calculations for crystalline materials are commonly performed for the irreducible part of the first Brillouin zone, an approach which relies on the use of translational and point group symmetries. Two central properties that result from a calculation in reciprocal space are the wave vector resolved energy spectra, the so called band structure, and the energy resolved density of states. For magnetic materials, atomic magnetic moment moments can be defined and calculated, as well as effective inter-atomic exchange interactions.

This chapter explores the dynamics which govern the interactions of professionals and examines the implications for leaders of professional organizations. There may be several hundred senior professionals working inside a large professional organization. At any moment, they may stop thinking of themselves as part of the collective and start pursuing their individual interests. Despite its many limitations, partnership remains the optimal legal form of governance for reconciling professionals’ competing interests; the chapter explains why. It identifies the socialization processes, management systems, and governance structures which create and sustain the partnership ethos. By distinguishing partnership as a legal form from partnership as an ethos, it identifies how valuable aspects of the partnership ethos can survive and thrive within a corporation. It explains how leaders with a sophisticated understanding of their organization’s partnership ethos will be more effective at influencing partnership dynamics and at avoiding falling foul of them.

This chapter examines the underpinnings of the ‘debts and deficits’ narrative by looking at the development of Labour’s pre-crisis fiscal policy, then at the nature and significance of the ‘Keynesian moment’ of 2008–9. Following this is an analysis of the Conservatives’ economic policy stances up to 2007/8, and then how they used the crisis to construct an effective narrative in opposition to Labour. The next section looks at the two successive budgets of 2010 and how they sought to define the economic policy options; while the general election of that year polarized economic debate, this section explores how far apart the parties’ postures really were. The penultimate section looks at the meaning of austerity after 2010 and the significance of the notion of ‘rebalancing’ the economy. Finally, a brief summary is given of the way in which the ‘Brexit’ debate and outcome crowded out the ‘debt and deficits’ narrative.

This book identifies a series of “social innovation moments” in American history. Through these moments—during which social movements have embraced advances in communications technologies—the book illuminates the complicated, dangerous, innovative, and exciting relationship between these technologies, social movements, and social change. It shows that, almost without fail, developments in how we communicate shape social movements, just as those movements change the very technologies themselves. From the printing press to the television, social movements have leveraged communications technologies to advance change. In this moment of rapidly evolving communications, it is imperative to assess the role that the Internet, mobile devices, and social media can play in promoting social justice. But first we must look to the past, to examples of movements throughout American history that successfully harnessed communications technology, thus facilitating positive social change. Such movements embraced new communications technologies to help organize their communities; to form grassroots networks in order to facilitate face-to-face interactions; and to promote positive, inclusive messaging that stressed their participants' shared dignity and humanity. Using the past as prologue, the book provides effective lessons in the use of communications technology so that we can have the best communicative tools at our disposal—both now and in the future.
