Wilsker, Amanda Lori. "The Determinants of Private Contributions and Government Grants to Nonprofit Organizations." Digital Archive @ GSU, 2011. http://digitalarchive.gsu.edu/econ_diss/76.

Full text
Abstract:
The nonprofit sector is becoming increasingly important to the U.S. economy both as an employer and service provider. Although most of the sector’s revenues are earned, the ability of the nonprofit sector to generate significant levels of unearned income in the form of grants and contributions reinforces the sector’s uniqueness. This dissertation uses the NCCS-Guidestar data to address questions pertaining to the determinants of nonprofits’ contributions and government grants. Each of the essays’ findings is discussed briefly below. The first chapter examines the relationship between an organization’s finances and the level of government grants received. Because organizations choose to apply for government grants, a Heckman procedure is coupled with fixed effects to produce unbiased, within organization estimates. When controlling for the probability an organization receives grant funding, the average level of grants an organization receives generally increases with improvements in efficiency measures. In testing Brooks’ (2004) adjusted performance measure, the author finds that for many categories of nonprofit organizations, improvements in performance relative to community expectations increase grants for recipients, but better performance reduces the probability an organization receives any government grants. The second essay examines the determinants of direct support to organizations in four of the major categories, namely Arts, Education, Health, and Human Services, using instrumental and panel techniques. Unlike government grants, changes in price do not affect organizations’ expected contributions. When significant, government grants generally crowd out private donations while the effects of program service revenue vary by category and specification. The final essay examines the effects of nonprofit expenses and revenues on direct support for organizations in four small subcategories, Disaster Preparedness, International Aid, Environmental Conservation, and Performing Arts. The essay tests whether the impact of various revenue and expense variables on direct support changes around an unexpected event such as 9/11. Results suggest that the events of 9/11 had a greater moderating effect for categories losing funding compared to categories that received a windfall of contributions.

Pritchett, Andrieta G. "Shared Service Center Strategies in Public Sector." ScholarWorks, 2018. https://scholarworks.waldenu.edu/dissertations/5119.

Abstract:
With the increased demand for doing more with less, public sector managers embrace outsourcing back-office functions through a shared service model; however, maintaining service quality for public sector shared service centers (SSC) in financial management during peak cycles is a challenge. Framed with the transaction cost economy theory, the purpose of this single case study was to explore strategies used by SSC managers in a public sector company to maintain service quality. Seven participants with more than 4 years of SSC experience in public-sector companies participated in phone interviews including SSC department heads, managers, and a supervisor of a public-sector company in Mississippi who implemented strategies to successfully maintain service quality in the SSC relationship. Through method triangulation, a review of service level agreements and key performance indicators supplemented open-ended semistructured interviews. The research findings included emergent themes of training and documentation, employee engagement, control and communication, efficiency and automation, and standardization and metrics. The SSC strategies in training and documentation, control and communication, and employee engagement were fundamental for maintaining service quality in SSC relationship. Study findings may help public sector SSC managers understand how to incorporate and implement successful strategies in financial management divisions to maintain service quality. Positive social change includes identifying methods to increased efficiency and service quality in a financial management division. Society could benefit from improvements in employee work-life balance, reduced turnover, and increases in the economic well-being of community residents.

Medina-Borja, N. Alexandra. "A Non-Parametric Approach to Evaluate the Performance of Social Service Organizations." Diss., Virginia Tech, 2002. http://hdl.handle.net/10919/27311.

Full text
Abstract:
Determining the best way for evaluating organizational performance is a complex problem as it involves assessment of indicators in multiple dimensions. In the case of nonprofit social service provision this evaluation needs to consider also the outcomes of the service. This research develops a performance measurement system that collects performance indicators, evaluates them and provides concrete performance improvement recommendations to decision-makers in the nonprofit sector. Three dimensions of performance are identified for social services: effectiveness or outcome achievement, service quality and efficiency. A framework for measuring performance in four stages or nodes is advanced. The nodes represent the most important production functions for nonprofit organizations dedicated to social services. These are: (a) financial (fundraising or income generation activities); (b) capacity creation; (c) service delivery; and, (d) effectiveness. Survey instruments were developed to collect service quality and effectiveness indicators for the last two nodes. Effectiveness measures were identified following a well-structured 7-step approach to develop outcome-based objectives. To effectively deal with this problem, the Data Envelopment Analysis (DEA) formulation was adapted to evaluate performance at each node. DEA computes performance scores, optimal target performance levels, and the performance frontier for different branches, units, or other comparable decision-making units (DMUs). Two basic formulations were developed for this framework as follows: Model I as a four stage formulation that carries the actual values of output variables of one node to the successive node, and Model II as a formulation that carries the projections â i.e. the recommended targetsâ from one node to the other. This last formulation assumes that the DMUs have undergone a reengineering effort and that their indicators are set at their maximum potential. Several environmental factors affecting social service provision were included in the analysis. Additionally, variable selection recommendations were developed for DEA analysis and DEA graphical reports produced. It was concluded that decision makers could use Model I to identify performance improvement targets in each production node. The results from Model II can be used for resource planning after the targets are achieved. Finally, this performance measurement framework is being implemented at one of largest national social service agencies in the United States.<br>Ph. D.

GIOLITTI, Anna. "An empirical analysis of efficiency in the Italian water service." Doctoral thesis, Università degli studi di Bergamo, 2015. http://hdl.handle.net/10446/32142.

Full text
Abstract:
The following empirical work examines the impact of a potential restructuring of the Italian water industry, considering a sample of 37 companies and 22 contiguous hypothetical mergers providing water in Italy from 2005 to 2009. With particular attention to the water industry cost efficiency is analyzed by using a parametric methodology: a Translog cost function has been estimated through the SURE model, in order to evaluate the behaviour of returns to scale. Small companies seem to benefit of economies of scale, while the biggest operators encounter diseconomies of scale. Focusing thus on a hypothetical consolidation of the sector, for a sample of 22 contiguous mergers, we apply the not-parametric Data Envelopment Analysis (DEA) in Bogetoft and Wang (2005), corrected for the bias through bootstrapping, to examine the potential efficiency gains from mergers. By decomposing the merger gains into a technical effect, a harmony effect and a scale effect, the results show – on average - high efficiency improvement potentials and relevant scale economies for small mergers. The lowest size to have diseconomies of scale is almost similar in the two applications (45930 users for DEA-VRS bias-corrected model, 37000 users for the Translog cost function estimate for 37 Italian water companies).

Al-Araimi, Mohammed Fayal. "The relationship between the full range of leadership styles and employees' creative performance in Civil Service organizations : a field study of Omani Civil Service managers." Thesis, University of Manchester, 2012. https://www.research.manchester.ac.uk/portal/en/theses/the-relationship-between-the-full-range-of-leadership-styles-and-employees-creative-performance-in-civil-service-organizationsa-field-study-of-omani-civil-service-managers(cb8a3ecd-a005-4fbc-bf9e-270610e5e32b).html.

Abstract:
The study’s primary research interest is in the area of leadership and creativity. Investigating the literature indicates that there is a gap in knowledge regarding the effect of the Full Range of Leadership styles, especially the influence of transformational leadership on employees’ creative performance. Examining this relationship in different sectors (for example: public government sector); in different cultures (for example: Arab Islamic culture); and from multi-perspectives (for example: leaders and employees) is strongly encouraged by research. The Omani civil service sector was used as a case study, thus the aim of the study was to investigate the degree to which Omani civil service managers practised the Full Range of Leadership styles to influence employees’ creative performance. The study set six objectives which provided the foundation for the structure of the study and the way its research questions were formulated. Accordingly, the study methodology was designed in a way that points towards the achievement of the study objectives. The study adopted a mixed-methods research approach by combining survey questionnaires with semi-structured interviews. This triangulation technique was utilized to enable more accurate investigation and allow in-depth coverage of the issues examined. The probability sampling method as represented by the random sampling technique was adopted for this study and applied to the two groups of managers and employees. The total size of the managers’ sample was 269 participants, while the employees’ sample was 371 participants. In addition, 15 semi-structured interviews were conducted to supplement the quantitative results. The results of this study show that the Omani managers are performing both transformational and transactional leadership styles. Examining the relationship, the study confirms that there is an overall statistically significant relationship between managers’ use of transformational and transactional leadership styles and employees’ creative performance from both managers’ and employees’ perspectives. The results also reveal that Omani managers are infrequently practicing passive/avoidant leadership style and that this style does not contribute to the employees’ creative performance. Further, the study demonstrate that Omani managers’ personal characteristics have a slight effect on managers’ perceptions towards transformational leadership styles and do not have any impact on their perceptions toward employees’ creative performance. Finally, this study contributed to knowledge in several areas where scholars who are interested in investigating the relationship between leadership and creativity will find it valuable.

Abstract:
Small/medium sized public sector IT organisations combine several characteristics that difficult the effective use of an IT strategy. Research has reported small/medium sized organisations as using unstructured and informal IT management initiatives, which frequently leads to inexistent or incipient use of IT strategy. On the other hand, for public sector the use of robust management is relevant in order to ensure transparency/accountability and facilitate the obtainment of resources. However, the instability that governmental changes create to the management of municipalities as organisation does not contribute to it. With the context described the use of IT strategy is challenged in these types of organisations. IT strategy management discusses the processes/practices to develop, improve and monitor IT strategy. This is a perspective with specific processes and practices at different managerial levels (strategic, tactical and operational) that give a structure in order to produce an IT strategy. This concept provides a systematic alternative to deal with IT strategy that can support to the craft of developing a strategy. The recent introduction of the IT strategy topic in IT service management has made a contribution to this area. Therefore the use of IT strategy management following a service perspective could be a straightforward alternative to deal with IT strategy in small/medium sized IT organizations of the public sector. However, the proposals of IT service management and IT strategy management are defined to be used for IT organisations in a mature stage, which is something demanding and ambitious for the organisations that are being studied. Therefore, this research proposes an approach to use IT strategy management concept with a service perspective in these types of organisations. This thesis presents the research work implemented in order to develop alternatives for analysing IT strategy management practices in small/medium sized public sector IT organisations. The results of this work are two artefacts: a method (AITSS method) and a maturity model. Both artefacts deal with the analysis of IT strategy management using two complementary approaches. The AITSS method proposes an operational-tactical-orientated alternative to address IT strategy management in the context of small/medium sized IT organisations. The maturity model proposes a more strategy orientated alternative for improving the organisational situation of public sector IT organizations. The maturity model can be used to have a perspective of IT strategy management and the assets and environmental factors related to it; the AITSS method can be used to assess more specific practices for IT strategy management at individual level. The method and maturity model were developed following a design science approach from a qualitative perspective, considering as the unit of analysis the IT organisations of the Nicaraguan municipal governments, which therefore were used to define the context considered in this research. The main contributions to this research are, from a practical perspective, the artefacts designed for its suitability in a context that has been disregarded in previous research, and from a theoretical perspective the contextual knowledge used to design the proposed method. As consequence of this study it was observed the relevance of the context for the harnessing of IT management frameworks which are generally assumed as generic solutions for any context, but in practice are challenged for it.<br>QC 20111212. Loening, Matthias Maria. "Ownership, efficiency and quality : a comparison between national health service and independent sector treatment centres in England." Thesis, London School of Economics and Political Science (University of London), 2009. http://etheses.lse.ac.uk/2058/.

Full text
Abstract:
The Treatment Centre (TCs) Programme in England has been put forward as part of a government strategy to add capacity, to improve quality and access to care to NHS patients and to provide competitive incentives to improve quality within the NHS. At present, two types of TCs are being rolled out; the Independent Sector Treatment Centres (ISTCs), managed by the private sector, and the NHS Treatment Centres (NHS TCs), managed by the National Health Service (NHS). This dissertation focuses on a number of important questions raised by the increase in the number of these Treatment Centres in England. Are there differences between the ISTCs and NHS TCs in terms of efficiency. Are there differences between the ISTCs and NHS TCs in terms of quality. Are there differences in the organisational, managerial and technological approach between the Independent Sector Treatment Centres and the NHS Treatment Centres. And how does the difference in their ownership structure relate to any differences in performance and approach found between the ISTCs and NHS TCs. A quantitative and qualitative research methodology is used. Basic descriptive analysis, weighted mean difference and regression analyses are conducted for the quantitative approach using Dr. Fosters 2007 patient record information. The purpose of the quantitative analysis is to establish whether there are quantifiable differences in performance between the Treatment Centres in terms of efficiency and quality. The qualitative analysis is designed to open the 'black box' of the quantitative results and to investigate in depth the nature of the underlying relationships revealed by the quantitative analysis. It uses a comparative case study design as the primary approach with interviews and site visits to 18 different treatment centres and hospitals. The quantitative evidence suggests that ownership may play an important role in facility performance. The qualitative evidence shows that there are differences in the actual organisational structure and operations of these treatment centres which affect performance and suggests that ownership is indeed the determining factor for these differences, although due to the methodological approach of the dissertation, the evidence cannot be entirely conclusive in how and to what extent this links back to differences in the quantitative evidence.

Franklin, Rebecca N. "Innovation Within Regulations: Gaining Insight On Cultivating Employee-Led Innovation In California Public-Sector Organizations." Scholarly Commons, 2020. https://scholarlycommons.pacific.edu/uop_etds/3704.

Full text
Abstract:
The inquiry concerned gaining insights into environmental elements needed within California public-sector organizations to increase employees’ willingness to share innovative ideas. Although research exists regarding the need for service innovation and employees as fruitful sources of innovative ideas, there have been limited studies concerning public-sector organizations and the best method to solicit employee ideas. The data collection for this qualitative research study consisted of a series of interviews with front-line, non-supervisory civil servants. The results provide insights and information on how public-sector organizations may foster a culture that promotes and encourages employee-led innovation. The themes that emerged were (a) transparency in the process of sharing ideas and what is needed to feel motivated to participate in a formal submission process; (b) recognition and follow up, including which types of follow up and recognition are needed to feel the idea submission was worth the effort; (c) safe space including what needs to be present within the process for employees to feel safe to participate; (d) organizational buy-in including the need for encouragement and demonstrated support from all levels of leadership. These themes contributed to form the following recommendations for organizations to create a process and culture for soliciting ideas from employees: (a) establishing a transparent and easy to use process; (b) utilizing trusted and unbiased evaluators to review ideas; (c) providing meaningful and specific follow-up on ideas submitted; (d) ensuring there is no public criticism of ideas, but having public praise for submitting ideas; creating an organizational culture to be promoting and supporting participation in these processes. The data analysis revealed several implications: a significant disconnect between what employees' need to be comfortable sharing ideas and the existing process; the insufficient efforts of current leaders to promote and execute innovation within their organizations; the need for a paradigm shift to embrace a culture and operations that support innovation at all levels of an organization.

Abstract:
This interdisciplinary PhD lies at the intersection of three domains: Human Resource (HR) Management, Information Systems (IS) and Health Informatics, also known as eHealth. It focuses specifically on Human Resource Information Systems (HRIS) designed for or used in health organizations. The studies described used both secondary and empirical research methods to synthesize the existing body of evidence, generate new evidence and advance current theoretical models in this area. Study 1: A methodologically rigorous Systematic Literature Review captured, critically appraised and synthesized the existing corpus of research pertinent to HRIS. It revealed that while some studies of HRIS implementation have differentiated between expected and realized benefits, none have compared both of these in the context of healthcare, and none have compared HRIS in different healthcare systems (Tursunbayeva et al., 2016). Study 2: The empirical studies were aimed at addressing this knowledge gap by analysing the expected and realized benefits from HRIS projects for different stakeholders within healthcare organizations in two countries. They also set out to assess to what extent identified in the systematic review sociotechnical factors of influence affected implementation and outcomes in these projects. The empirical research followed a qualitative embedded case study design, using both documentary analysis and stakeholder interviews. Two case examples were selected for analysis - a national and a regional HRIS development and implementation programmes in two different European countries. The same commercial HRIS system was procured under public tender and deployed in both settings. Data were analyzed within and across both cases in order to identify their commonalities and differences. The integrated analysis identified a wide range of expected benefits that had driven both projects for different actors. There was evidence of all the categories of expected benefit identified in previous HRIS research (Parry & Tyson, 2011), except for improving Organizational image. Uniquely the results indicate that HRIS projects can be also driven by organizations’ motivations to benchmark themselves against the sector leaders and by particular requirements of the health sector (e.g. improving patient care). The comparative analysis of the two case studies also provided clear evidence that benefits realization takes place not only during the IS implementation process, but also through its use and can be affected by a wide range of sociotechnical factors. The case studies analyzed in this thesis also demonstrate that there are strong interdependencies both across different categories of benefit and between different actors. Importantly, the analysis also revealed the variation between benefits expected at the outset of the project compared to the outcomes realised later on. Study 3: In order to better understand this gap, further analysis was undertaken of the processes of HRIS development and implementation that had influenced each outcome. This used an Institutional Theory lens to explore how different (competing) institutional pressures had shaped the development and implementation of this “IS innovation” within these organizational settings over time. The concepts of the “organizing vision” and “strategic responses” were invoked to understand how different organizational actors had interpreted the nature and goals of the innovation and how they had chosen to respond to the various institutional pressures associated with them. This analysis yielded a framework for describing the process through which social context shapes organizational IS innovations over time. This framework, and the taxonomy of expected and realized benefits from HRIS, contribute meaningfully to the development of theory in this area and can inform future HRIS research. Insights and recommendations from the studies are also valuable for managers planning, delivering or evaluating HRIS development and implementation projects, which can be complex and challenging.

Landsberg, Janice M. "How total quality management can be applied to nonprofit human service organizations in the nongovernment community welfare sector and how it can be used to identify priority areas for development." Thesis, Queensland University of Technology, 1995. https://eprints.qut.edu.au/36275/1/36275_Landsberg_1995.pdf.

Abstract:
This thesis explores the critical issues of Total Quality Management ( TQM ) in relation to service industries, and nonprofit human service organizations in the nongovernment community welfare sector ( NGNPHSO ) in particular, and proposes a model that managers could use in applying TQM to their organizations. The research problem is: how total quality management can be applied to the nonprofit human service organizations in the nongovernment community welfare sector and how it can be used to identify priority areas for development. The research was undertaken because of the paucity of prior research relating TQM to nonprofit human service organizations in the nongovemment community welfare sector; the size, significance and public accountability of the sector; the recognition of the benefits that implementation of TQM could bring to the sector; and the development of a model that managers could use. The thesis is a theoretical study and researches the importance of service quality in service industries and NGNPHSO in particular. It explores various approaches to quality, outlines the specific characteristics of NGNPHSO and demonstrates how these impact on the application of quality in NGNPHSO. It demonstrates that TQM has proved to be the most appropriate tool for identifying priority areas for development and attaining benefits for NGNPHSO, and proposes a model which can benefit managers in analyzing their organizations, in understanding the implications of deficits in particular areas, and planning what action to take to enable improvement in services and products. The thesis demonstrates an integration of knowledge of TQM and NGNPHSO not previously attempted in Australia, and makes interpretations using this synthesis of how TQM can be applied to benefit NGNPHSO. It shows that at present the NGNPHSO sector lacks the basics in the understanding of quality, but would benefit from the application of TQM and provides suggestions about how this may be achieved.

Abstract:
Very few qualitative studies based on first-hand research have been conducted regarding gender equity, especially in the public sector in Japan. The qualitative research in this thesis is therefore unique because it focuses on the public sector employees in a Japanese rural setting. Secondly, this exploratory ethnographic study elucidates the cultural and communication problems connected with gender equity policies in Japan and the social construction of the meaning of gender in a Japanese local government workplace. A feminist conceptual framework was developed to analyse the findings in this thesis, which provides a new interpretation about this social phenomenon. Triangulation was used to enhance the validity of this case study. The major methods used are: (a) open-ended, in-depth interviews with key persons and informal interviews with the employees of the public sector; (b) two focus group discussions: one of six males and six females from three levels in local government; (c) follow up questionnaires of30 male and female workers; (d) participant observation; (e) an analysis of archives of surveys of concepts on gender equity in local government employees, Chitose citizens, and Hokkaido people. As all public organisations are influenced by national government policies on gender equity, the findings are argued to have some generalisability. Being influenced by the world women's conferences since the 1970s, the Japanese government has enforced several gender equity policies. Nevertheless, some empirical secondary data indicate that working environments have changed little since the new law was introduced (Inoue et al., 1999). Under the umbrella of these national policies, local governments established their own plans; however, no effective implementation of these plans has been observed (Yazawa et al., 1997). One possible reason for this is that few people are aware of what gender discrimination means from a sociological point of view. Indeed, few women in Japan have spoken out about gender inequalities. The other reason is the communication barriers that exist between male and female employees in discussing gender relationships (Banzai, 1999; Hale, 1999; Kashima, 1999). Therefore, there is an urgent need to identify hidden cultural and communication barriers in the Japanese workplace in order to facilitate the implementation of gender equity policies.

Abstract:
<p>Social welfare services are essential for development of human capital and eradication of poverty in South Africa generally. Social welfare plays a pivotal role in enabling the impoverished and vulnerable communities and households to lead their lives through provision of care, social relief, stability and human resource development. Non-Governmental Organisations form an integral part of the welfare system through their formal and informal welfare and residential and non-residential welfare services. The role of the NGOs becomes imperative precisely because of their inherent empathy and proximity to the communities they serve. Government itself has been engaged in the process of transformation and the same challenges of transformation, governance, and effectiveness still profound the NGO sector. Notwithstanding the contribution of the NGOs in the welfare system, it is crucial to scrutinise the nature of their work and the rate of transformation to flourish in the democratic dispensation. To enhance the process of transformation in the NGO sector, government passed a plethora of policies and legislative requirements, inter alia, White Paper for Social Welfare 1997, Non-Profit Organisations Act of 1997. The intent of this research therefore, was to establish the significance of transformation and inherent issues of governance, effectiveness and efficiency in service delivery and sustainability of the nature of social welfare services rendered by the NGO sector in the Western Cape, particularly the Worcester district.</p>

Abstract:
Digital platforms and tools have already taken over a large part of human daily lives and with the latest pandemic of COVID-19 it is clear how these technological trends have just increased, in both intensity and complexity, across most of the different aspects that comprehend our everyday activities. For instance, people are staying more at home and people now socialize, consume and work with help of different digital tools, which in other words means that the homes’ original role is changing to a more multifaceted and integral function. Based on such reality, this master thesis aims to investigate how property owners of housing rentals in Stockholm could extract value from these mentioned trends and context by incorporating new alternative income streams in their current business models. Moreover, this academic inquiry also intends to investigate the financial effect that these streams incorporation could have on a property valuation in the housing rental sector of Stockholm.  This thesis project follows two different, yet subsequential, lines of research, where the first one is an interview with local industry experts that provided insights in which kind of potential new value streams that property owners could incorporate in their current business models. They also shared information regarding which kind of digital tools are needed nowadays to make the new offering to the tenants in the most effective way within the Stockholm Private Rental Sector context. The industry experts also gave estimations of the cash flows enhancements that these service incorporation could bring to the owner . This information created the foundation that was used to later interview property owners. The property owners gave information of which kind of digital tools they used today, and what their view was about incorporating the new services and contracts that the industry experts had pointed out as possible new income streams. Both sets of interviews were analyzed with help of finding themes and reviewed literature that allowed the authors of this project to move on to evaluate the financial effect on a housing rental property in Stockholm whenever the new cash flows of the filtered income streams were considered.  The thesis has reached the conclusion that an incorporation of provision of services can create value for both the tenant and the property owner, even though specific services that should be incorporated aren't pointed out. The market was, at the time this thesis was written, immature and fast moving, which makes it hard to say which services will be successful in the Swedish market. Despite this are the results pointing out that contracts as home-electricity and insurances are among the services that have the lowest barrier to implement, and have already been tried by some actors in the industry. For those actors that have started an incorporation of provision of services have already noticed new cash-flows streams, even if they today are minor. The second conclusion is that those cash-flows will in the future trigger higher property values as properties will be a more attractive asset to possess. To be able to identify the demand and extract value from it in a successful way is a user-centered approach a key aspect, as the transaction must create new value for all actors involved<br>Digitala plattformer och verktyg har redan tagit över en stor del av människors dagliga liv och med den senast Corona-pandemin är det tydligt hur teknologiska trender har ökat, i både intensitet och komplexitet, och påverkar de flesta människors vardagsaktiviteter.

Abstract:
Результатами выпускной квалификационной работы являются разработка многофакторной модели формирования чистой прибыли, рекомендации по оптимизации существующих процессов и экономическая оценка эффектов от внедрения предлагаемых инструментов.<br>The relevance of the study stems from the fact that banking is a highly competitive environment and in light of the proceeding of globalization and consolidation of the financial sector, a decrease in the number of private banks, which caused, in turn, processes of mergers, acquisitions, and the failure to counter major market agents, while maintaining the necessary requirements that are set by regulators. Financial institutions are forced to increase their arsenal of competitive advantages, actively use retained earnings to form distinctive competitive factors and monitor existing offers on the market. As a result, credit institutions need to take a critical approach to the successes and failures of foreign colleagues, increasing the efficiency of the banking business, forming their own unique competitive advantages.

Abstract:
Schools Uniting Neighborhoods (SUN), a collaborative initiative in Multnomah County, Oregon, combines the increasingly popular community school model with an innovative organizational structure to further two key goals: sustainability as an initiative and furthering racial equity. This thesis situates SUN within the context of American public education reform and existing literature on the positive outcomes, organizational structures, and leadership components of community schools. Building on past reviews of SUN and its outcomes, I use results from qualitative interviews with key stakeholders to provide insight into how its organizational structure contributes to the goals of sustainability and racial equity. I discuss the current state of SUN, future directions, and the relevancy of findings to other community schools initiatives and more generally, public education reform efforts.

Full text
Abstract:
碩士<br>國立臺北大學<br>自然資源與環境管理研究所<br>99<br>Service sector shares 70% of Taiwan’s GDP and contributes greatly to Taiwan’s economic growth. As service sector consumes less energy, causes less pollution, and constitutes a highly value-added industry, if the government pays more attention and offers more guides, it will achieve favorable development to have more economic growth while less energy consumption and pollution. The third and fourth evaluation reports of the Intergovernmental Panel on Climate Change of the United Nations have both concluded that no matter in the developed countries or the developing countries, the building sector (including service industry and household) will achieve the greatest potential for carbon reduction with relatively lower cost. However, the energy efficiency studies for Taiwan have focused mostly on that of the whole industry or the manufacture industry, and has studied less on that of the service sector. Thus, this thesis studies the energy efficiency of Taiwan’s service sector, especially for that of 2003-2008. The purpose of this thesis includes: 1) to investigate the change of energy efficiency of various sub-sectors of the service sector in 2003-2008; 2) to analyze the causes for the change of energy efficiency of the service sector as a whole in 2003-2008; 3) to analyze the factors for the change of energy efficiency of various sub-sectors in 2003-2008; 4) to estimate the potential of various sub-sectors to improve its energy efficiency. This research applies two methods to investigate the trend for the energy efficiency of Taiwan’s service sector and the potential for its improvement. Firstly, the Factor Decomposition Method of the Divisia Index is utilized. The change of the added value of each sub-sector and the structural change of the sub-sector have been decomposed from the index of the energy intensity (energy usage/GDP) in the economic aspect, to observe the impact of the improvement of energy efficiency of the whole sector and of the various sub-sectors in 2003-2008. Subsequently, Data Envelope Analysis(DEA) and statistical analysis are used to investigate the characteristics of energy use and its potential for energy saving of each sub-sector during 2003-2008. This research has drawn the following findings: 1. In 2003-2007, the energy efficiency of wholesale and retail trade sub-sector, financial and insurance sub-sector, industrial and commercial service sub-sector, and other sub-sector has improved mainly because of the physical enhancement of the energy intensity and the increase of the added value. 2. In 2007-2008, when energy price was raised, the energy efficiency improved 0.44%, mainly contributed by the decrease of physical energy intensity (-1.03%), next is the change of the added value (-0.70%). And, the raise of the energy price is the main reason for the decrease of physical energy intensity. Yet the unfavorable impact brought by the structural change of the sub-sector (1.29%) offset the lowering impact of the previously-mentioned two factors upon the energy intensity. The structural change of the sub-sector mainly lies in the increase of energy intensity of the residence sub-sector and restaurant and drinks sub-sector and the service sub-sector for the industrial and commercial sectors. 7. Even though the raise of the energy price would result in the decrease of energy intensity, to achieve this result has to be accompanied with energy regulations such as the setting of the minimum standard of energy efficiency and the establishment of the energy efficiency grading system for various electric appliance, the regulation of the energy efficiency for the buildings, and the extension of the green labeling for the buildings. 8. In 2003-2005, the technical energy efficiency of three sub-sectors of the service sector has all decreased, which shows the widening of the gap between the inefficient firms and the benchmark firms. In 2005-2008, the total technical energy efficiency change rate was 6.97%、0.42%、13.02% respectively for wholesale and retail trade sub-sectors, and accommodation and food services sub-sectors, showing the increase of their energy efficiency. Particularly, in 2007-2008, there reveals drastic increase of energy efficiency of wholesale and retail trade sub-sectors, and accommodation and food services sub-sector. 9. In 2003-2008, the most energy-saving facilities are: plug-in electricity consumption in wholesale and retail trade sub-sectors as well as financial and insurance sub-sectors and real estate sub-sector, and elevator use for accommodation and food services sub-sectors. These research outcomes would serve for the government reference for making energy or economic planning policies.

Full text
Abstract:
碩士<br>國立臺北大學<br>自然資源與環境管理研究所<br>100<br>Under the pressure of energy scarcity and global warming, how to raise energy use efficiency has become an essential issue for national industry development. According to IPCC AR4 (2007), every sector has enormous niche in economic and GHG mitigation potential, and building sector ranked as number one among all sectors. However, with the focus of Taiwan’s industry development has been transferring from manufacturing to service sector and the energy use of service sector has been increasing annually, it implies that service sector has high energy saving potential. Hence, examining the energy use efficiency of service firms will contribute to providing the energy efficiency improvement direction and range for service firms, and then achieving the goal of enhancing energy efficiency of overall service sector. This research uses data of "Energy Audit for Non-Productive Industries" collected by Taiwan Green Productivity Foundation from a project authorized by R.O.C. Bureau of Energy. In addition, considering that the industrial characteristics and the building’s physical factors of service firms may influence their energy use, this research attempts to adopt the Three Stage Data Envelopment Analysis Model (Three-Stage DEA Model) proposed by Fried et al. (2002) which takes environmental effect and statistical noise into account to measure the energy use efficiency of service firms and provide advice to the authorities. Results show that the environmental effect "floor area", "building use" and statistical noise significantly affect the energy efficiency of service firms. Among the 11 categories in service sector discussed in this research, the average energy use efficiency of "Transportation and Storage", "Education" and "Human Health and Social Work Service" is inferior within the same category, and their energy use are higher compared with other categories in service sector. Thus, this study suggests the authorities should reinforce the guidance of the above-mentioned firms for energy conservation. Besides, the energy efficiency of "Wholesale and Retail Trade", "Information and Communication", "Real Estate", "Professional, Scientific and Technical Service" and "Public Administration and Defense" are kind of convergent, so this study suggests that authorities expand the energy audit objects to small and medium energy users, and improve the objectivity and reasonableness of the measurement for energy efficiency. Moreover, although the share of energy use of "Accommodation and Food Service", "Finance and Insurance", and "Art, Entertainment and Recreation" is lower than others, the energy efficiency of among firms within the same category is very different. Therefore, this study suggests that the authorities can follow their energy efficiency performance continually to achieve the purpose of improving energy efficiency of service sector.

Abstract:
M.Tech.<br>The purpose of the study was to conduct an assessment into the responses of managers with regard to organisational change within the South Africa Social Assistance Agency (SASSA). The study comprises four objectives as follows: The first objective of this study was to conduct an extensive literature review regarding the nature of the organisational change management. This entails the process through which the researcher consulted different sources such as books, journal articles, policies and programmes and others in order to conceptualize the issue of organisational change management in a detailed manner. Organisational change management is about an organised and systematic utilization of knowledge, skills, attitudes and other relevant resources for the improvement of the organisational business. Organisational change management is basically intended to enable organisations to adapt to their respective environments, failure of which can lead to their total loss of employees, competition, production and the clientele. Organisational change management has numerous features, namely; it tends to involve contradictions, it is continuous, it is interpreted through the perceptions and interactions of people and it is facilitated by a collaborative inquiry and team-work. Organisational change management is a process that must be treated like any other programme within organisations and as such, it is a responsibility of the human resource management of organisations. It is a programme that is mainly directed at improving the quality of productivity and service delivery. In this regard, organisational change management must be planned, implemented and evaluated within the parameters of the factors that influence change within organisations such as the following: the ever-demanding customers, globalization, new technology, innovation and people.

Abstract:
Indiana University-Purdue University Indianapolis (IUPUI)<br>A sizeable body of research has attempted to examine the interaction between government spending and private giving known as the crowd-out effect. Most researchers reported that increases of government spending cause decreases of philanthropic giving to different types of nonprofits. However, few studies have attempted to indicate the interaction between government welfare expenditures and private giving to human service organizations even though human service organizations are the most sensitive to the changes of government spending. Additionally, the estimated crowd-out effects with a simple crowd-out model have been criticized for potential endogeneity bias. This paper investigates the total effect of federal government welfare spending on state government expenditures and philanthropic giving to human service organizations (known as joint crowd-out). I used the 2005 wave of the Center on Philanthropy Panel Study (COPPS) to estimate the effect of federal human service grants on state government spending on, and donations to human services. From these reduced-form estimates I infer the levels of simple and joint crowd-out. I found that indicate federal spending on public welfare crowds out private giving to human service organizations while holding control variables constant in the donations equation. However, federal government spending on public welfare crowds in state government spending on public welfare.

Abstract:
The objective of this diploma thesis is study of cooperation between Probation service Liberec, which represents public sector, and the NGOs as representatives of civil sector. These organisations provide means for people who are sentenced to punishment of community service. The aim of this study is identification of a model of cooperation, show the development of this model since its beginning in 2002, and finally, to introduce the external environment that influences this model. The theoretical basis crucial for this thesis is a Bryson, Crosby and Stones's concept of Governing Public-Nonprofit Collaborations. They focus on governing structure, governing processes, rules and external environment, which makes the structure of my study. The design of the research used in this diploma thesis is a case study. Abstract:
The researcher conducted a qualitative study to determine the relationship between Local Government and the welfare organizations in the Eersterust community. In the previous political dispensation Eersterust was a community that was disadvantaged in terms of services by Local Government. Although Local Government is now tasked with a social development responsibility, its role regarding welfare organizations still does not go beyond rendering basic services, such as making premises and recreational facilities available. The research findings indicated that there is no clarity on the relationship; welfare organizations are uncertain of what is expected of them by Local Government and what they can expect from Local Government.<br>Health Studies<br>M.A.(Social Science (Mental Health))

Helao, Tuhafeni. "An evaluation of good governance and service delivery at Sub-national level in Namibia : the case of the Oshana region." Thesis, 2015. http://hdl.handle.net/10500/19213.

Full text
Abstract:
The purpose of this study was to evaluate and examine governance structures and practices and service delivery to provide comprehensive understanding of governance and service delivery situation at sub-national levels in Namibia. Public service agencies are presumed to lack good governance practices which adversely affect service delivery. It was argued that good governance practices improve public service performance and ultimately enhances service delivery. Furthermore, the study noted that the delivery of basic services such as potable water, health, education, electricity and proper road communication can augment the living standard of the people. Various public service reforms undertaken by the Government of Republic of Namibia since independence in 1990 explain government’s resolve to good governance and improved service delivery. Consequently, workable relationship between government and citizens is needed to realise national development plans and Vision 2030. The study used the Oshana Region case study in order to determine whether governance practices have bearing on service delivery at sub-national levels in Namibia. Qualitative research approach was utilised and qualitative data were collected in addition to rigorous literature review and analysis. Scientifically, gathered information suggested that good governance practices are certainly fundamental to service delivery and subsequently improve people’s living standard particularly those residing in rural areas. The study found that the Namibian government exercised good governance practices and provided basic services to citizens. Nonetheless, inappropriate governance practices by some public institutions delay service delivery. The study concluded that while poor governance and ineffective service delivery are considerable challenges faced by public service, they are not insurmountable. The thesis acknowledged a significant progress made by creating governance structures at sub-national levels to provide and accelerate the delivery of essential services to citizens in Namibia. Notwithstanding the above, more still need to be done to improve the socio-economic welfare of Namibian people. Therefore, the research recommended that the Government of Republic of Namibia ought to provide sufficient resources and promote public participation to address the needs and aspirations of the citizens particularly the previously marginalised people in rural areas. Moreover, sub-national governance structures should be strengthened and essential government functions and services be devolved.<br>Public Administration and Management<br>D. (Public Administration)

Sedisa, Kitso Nkaiwa. "Public-private partnership in the provision of secondary education in the Gaborone city area of Botswana." Thesis, 2008. http://hdl.handle.net/10500/2156.

Full text
Abstract:
Public sector organisations are established in order to promote the quality of citizen's lives through the provision of public services. However, the demands for public services often outstrip the limited resources at the disposal of the public sector for the delivery of such services. Public-private partnerships (PPPs) are emerging as an important tool of public policy to deliver public infrastructure and the attendant services. The main aim of this study is to establish the extent to which PPPs can be used to improve the quality of the delivery of secondary education in the Gaborone City area in Botswana. The study includes a conceptual analysis of the nature of the public services in general, and in particular, the nature and the provision of secondary education in Botswana with specific reference to the Gaborone City area. The study also includes a conceptual analysis of PPPs as gleaned from published literature. Various dimensions of PPPs are analysed and these include but are not limited to definitions, benefits, models and the antecedents for the successful implementation of PPPs. Among the various models that are analysed in the study, the design, build, operate and finance (DBOF) model is preferred for improving the quality of the delivery of secondary education in the Gaborone City area in Botswana. In addition to the conceptual analysis, an empirical research study is undertaken in which the secondary school heads are the respondents to a structured questionnaire. The results of the empirical research support the conceptual analysis to the extent that in both cases, it is possible to improve the quality of the delivery of secondary education through PPPs. More secondary schools can be built and more facilities be made available to schools. Through the use of PPPs, most if not all learners can receive the entire secondary education programme, from junior to senior secondary education. Existing secondary schools can be modernised through PPPs. Ancillary services can be delivered by the organisations that have the necessary expertise. Certain antecedents for the successful implementation of PPPs are necessary. Through PPPs, secondary schools can be made attractive and intellectually stimulating.<br>Public Administration<br>(D.Litt. et Phil. ( Public Administration))

Theron, Shirley Marlene. "Finansiële bestuur in die nie-winsgerigte welsynsorganisasie." Diss., 2002. http://hdl.handle.net/10500/1057.

Abstract:
In the case of non-profit or voluntary organisations it often becomes the responsibility of non-financial personnel or members of management from other educational backgrounds. Social workers involved in non-profit organisations rendering welfare services do not necessarily have the required financial management skills. This study can provide social workers and other non-financial personnel with information to better their understanding on key issues concerning financial management. It can also sensitise financial managers towards the uniquely complicated demands on financial management in the non-profit environment, where the focus falls on service delivery rather than on financial gain. It conceptualises management principles as well as financial risk factors in the distinct context of non-profitable financial management. This knowledge could probably aid in bridging the gap between the management skills of financial and non-financial managers and thus promote the success and sustainabUity of non-profit organisations by improving the quality of input by management.<br>Social work<br>M.Diac. Marren, Ingrid Vorwerk. "Survival strategies of non-profitable organisations in South Africa : a qualitative multiple-case study." Thesis, 2021. http://hdl.handle.net/10500/27532.

Full text
Abstract:
The study responds to calls for research within wider contexts. In particular, it is positioned within the South African non-profitable sector – non-profitable organisations (NPO) – in social care. The non-profitable sector is also called the Third Sector, and this research adopted the strategy-as-practice perspective to explore the strategy in this sector. The study investigates how managers and leaders of these NPOs strategise to sustain their organisations and services in a changing and demanding environment. The survival of NPOs is affected by a range of constraints linked to personnel, finances, resources, volunteering, and continuous increase in demand for social care. These constraints require managers and leaders of non-profitable organisations to devise strategies and practices to ensure success and sustainability. The findings of this study confirm the need for resilience to survive over the long term. The findings indicate that NPOs need to adapt to the external and internal environments constantly. Leadership drives resilience through governance and maintains services that are fit-for-purpose for the ever-changing needs of the society they serve. Adapting practices should react to changes through training and retraining, meticulous reporting to partners and other financiers, and complying with their governing entities by applicable legal statures and strict financial control. Adapting is amongst the most important practices identified through this study. A leadership style that enables sustainability was specifically highlighted. Through semi-structured interviews, the researcher uncovered strategic practices of longstanding NPOs to identify the strategies that contribute to long-term survival. Leaders in different management positions shared detailed descriptions of their practices, which served as the data for this research. The data provided the opportunity to research the strategy from a practical perspective, and were confirmed by secondary documents. Using the strategy as practice paradigm, the researcher identified strategic practices within drivers of value and found them to be contributing toward sustainability. The strategic practices were then organised in themes and assertions toward the theory of sustainability regarding these service organisations. The practices influence the stages of the organisational life cycle in a collective system of practices, leading to identifying a phase within the life cycle that contributes to resilience and renewal to aid survival and sustainability. Implementation strategies in the organisations provide good governance inclusive of reporting adequately. They also provide good leadership to ensure stable personnel committed to working together as a team and establish a culture of fit-for-purpose in service delivery. Most important is adapting towards resilience in the short term and developing resources to provide financial stability.<br>Business Management
