This article jointly examines the differences of laboratory versions of the Dutch clock open auction, a sealed-bid auction to represent book building, and a two-stage sealed bid auction to proxy for the “competitive IPO”, a recent innovation used in a few European equity initial public offerings. We investigate pricing, seller allocation, and buyer welfare allocation efficiency and conclude that the book building emulation seems to be as price efficient as the Dutch auction, even after investor learning, whereas the competitive IPO is not price efficient, regardless of learning. Asset allocation requires allotting savings among many assets. The goal of investors is to minimize risk at a given returns or/and maximize returns at a specified risk. The aim of this paper is to compare two asset allocations, Black Litterman model (BLM) and Mean Variance Model (MVM). The data used are groundnut oil, palm oil and palm kernel oil. The data is used to estimate values of risk and returns using both asset allocations to estimate risk and return of the three assets. It is observed that BLM minimizes risk and maximizes the return of its portfolio better than MVM.

Abstract:
This paper provides a new empirical analysis on the effects of fiscal decentralization on economic growth with the inclusion of a state allocative efficiency factor in the growth model. Using Indonesia as a case study, this study aims to reveal whether the state allocative efficiency will impact growth through better allocation of public goods. Following a two-stage empirical method, the expenditure efficiency of Indonesia's 26 state governments over a 10-year period (1996–2005) is constructed by using Data Envelopment Analysis (DEA) and a panel data regression is utilized in the growth model.

Although exploring the principles of resource allocation is still important in many fields, little is known about appropriate methods for optimal resource allocation thus far. This is because we should consider many issues including opposing interests between many types of stakeholders. Here, we develop a new allocation method to resolve budget conflicts. To do so, we consider two points—minimizing assessment costs and satisfying allocational efficiency. In our method, an evaluator’s assessment is restricted to one’s own projects in one’s own department, and both an executive’s and mid-level e

An efficient dynamic storage allocator is important for time-critical parallel programs. In this paper, we present a fast and simple parallel allocator for fixed size blocks on shared-memory multiprocessors. We show both theoretically and empirically that the allocator incurs very low lock contention. The allocator is tested with parallel simulation applications with frequent allocation and release requests. The results confirm that our allocator is indeed very efficient.

With the escalating demand for high-data-rate wireless services, visible light communication (VLC) technology has emerged as a promising complement to traditional radio frequency wireless networks. To further enhance the achievable rate and error performance in non-orthogonal multiple access-based VLC downlinks, an efficient power allocation scheme named enhanced gain difference power allocation (EGDPA) is proposed for a multiple-input multiple-output VLC system. The power factors are determined by considering users’ channel gains and utilizing the residual allocation principle, which focuses

Background: Number of resource allocation and bidding schemes had been enormously arrived for on demand supply scheme of cloud services. But accessing and presenting the Cloud services depending on the reputation would not produce fair result in cloud computing. Since the cloud users not only looking for the efficient services but in major they look towards the cost. So here there is a way of introducing the bidding option system that includes efficient user centric behavior analysis model to render the cloud services and resource allocation with low cost. Fairness and efficiency have become the pillars of modern fair division research, but prior work on achieving both simultaneously is largely limited to the unconstrained setting. We study fair and efficient allocations of indivisible goods under additive valuations and various types of allocation feasibility constraints, and demonstrate the unreasonable effectiveness of the maximum Nash welfare (MNW) solution in this previously uncharted territory. Our main result is that MNW allocations are 1/2-envy-free up to one good (EF1) and Pareto optimal under the broad family of (arbitrary) matroid con

Consider indivisible-object allocation with contracts, such as college admissions, where contracts specify majors. Can a designer guarantee a stable and (student) efficient matching? I show that contracts put stability and efficiency at odds; a necessary condition to ensure these properties is student-lexicographic priorities—schools must rank contracts from “second-tier” students consecutively. I present the weakest restriction guaranteeing stability and efficiency, and characterize necessary and sufficient conditions for any mechanism within a general class to deliver a stable and efficient

Despite advancements, traditional algorithms often fall short in optimizing efficiency and adaptability within complex scenarios. To address this shortcoming, we propose a genetic algorithm-enhanced PPO (GAPPO) algorithm, specifically developed to enhance decision-making in challenging task allocation contexts.
