In the early part of the 2010s, a clear strategy centring around the notion of the European Big Data Value Ecosystem started to take form with the aim of increasing the competitiveness of European industries through a data ecosystem which tackles the fundamental elements of big data value, including the ecosystem, research and innovation, business, policy and regulation, and the emerging elements of data-driven AI and common European data spaces. This chapter describes the big data value ecosystem and its strategic importance. It details the challenges of creating this ecosystem and outlines the vision and strategy of the Big Data Value Public-Private Partnership and the Big Data Value Association, which together formed the core of the ecosystem, to make Europe the world leader in the creation of big data value. Organizations need to constantly learn, develop, and evaluate new strategies and policies for their effective operation. Unsupervised reinforcement learning is becoming a highly useful tool, since rewards and punishments in different forms are pervasive and present in a wide variety of decision-making scenarios. By observing the outcome of a sufficient number of repeated trials, one would gradually learn the value and usefulness of a particular policy or strategy. However, in a given environment, the outcomes resulting from different trials are subject to external chance influence and variations. In learning about the usefulness of a given policy, significant costs are involved in systematically undertaking the sequential trials; therefore, in most learning episodes, one would wish to keep the cost within bounds by adopting learning efficient stopping rules. In this Chapter, we explain the deployment of different learning strategies in given environments for reinforcement learning policy evaluation and review, and we present suggestions for their practical use and applications.

Enterprise Resource Planning systems have been introduced to support the efficient and effective execution of business processes. In practice, this may not fully succeed. This also holds in particular for inventory management (IM), which forms a part of supply chain management. Within this research, by analyzing the IM business process theoretically, eleven potential benefits are indicated. Next, by using a Business Intelligence approach, key performance indicators (KPIs) are selected to measure the performance of IM sub-processes. Integration of these approaches yields an IM performance decision support framework that can be used to obtain a generic, coherent picture of the fundamental IM processes in an organization. In addition, by tracking and analyzing KPI measurements, adequate decisions can be prepared towards the improvement of the operational IM performance. The proposed framework is validated using experts’ opinions and a comparative case study. The experts’ comments yielded a list of top-10 KPIs, based on the measurements of which a set of quick wins can be determined. The case study results show that some of the identified potential benefits are also observed in practice. Future research may reveal that comparable performance improvements are possible in other IM environments (and even in other supply chain domains) based on similar decision support frameworks.
