Abstract:
Health services research (HSR) is the science of the evaluation and improvement of health care provision. HSR can be used by health care organisations to develop and understand administrative, financial and organisational processes in order to improve efficacy of clinical treatments, efficiency of their delivery, and ultimately patient outcomes. HSR applies both quantitative and qualitative methodology, utilising data collected from real-life clinical practice, rather than the confines of more controlled traditional efficacy trials. With new and developing therapies, HSR provides an opportunity to enhance the delivery of cost-effective and efficient health care. Level of evidence: Not applicable (educational article).

Abstract:
This paper traces the working of various local governments within the Khyber Pakhtunkhwa province of Pakistan in terms of efficiency while providing health and educational facilities. Only those districts of Khyber Pakhtunkhwa having a population of at least one million, were taken into account. The performance of six district local governments in the field of education and health was thoroughly analyzed. The main focus was to assess whether local governments were efficient in the provision of the required services or otherwise. In the context of this study, local governments were perceived as firms, each aiming at the efficient provision and welfare of their respective communities / localities. Annual time-series data for the period 2004 to 2015 was taken. The study revealed the performance and efficiency of each of the selected district governments. The study also confirmed the validity of the Tiebout Hypothesis in terms of the local governments of KP in relevance to the provision of health and educational services. The district government primarily revolves around the needs and aspirations of the common people. This system can perform better if properly implemented and monitored in light of the gross root level input.

Abstract:
The selected model of the decentralization of education in Ukraine involves the transfer of authority of management the educational network to local self-government bodies. The main task and result of reforming secondary education is the improvement of the quality of educational services. The purpose of the article is to develop a methodological approach to the assessment of quality of educational services and to identify the problems of their provision by territorial communities. «Quality of educational services» is considered as a complex, multicriteria concept, characterized by the level of knowledge of pupils, the correspondence of educational achievements with educational state standards, the level of material, personnel, informational, financial provision of educational process, innovation of the educational environment. The proposed methodological approach to the assessment of the quality of educational services includes two structural components: evaluation of the results of educational services and assessment of the process of provision educational services. The selected indicators of the quality assessment of educational services of general educational institutions are grouped into the following blocks: the level of pupils’ knowledge; infrastructural, informational, personnel, financial provision of educational process; organizational transformations of the educational network and the use of new forms of studying. The quality of general educational services of the united territorial communities of Lviv region is analyzed and evaluated. The most important problems of low quality of educational services are: poor resource provision of educational institutions in rural areas and low efficiency of its usage; lower level of knowledge of pupils of educational institutions in rural areas; frequent mismatch of hub schools with the requirements set for them.

Abstract:
This article is about the essence of the concept of «educational service», its specific features and differences from other types of services. Particular attention was paid to the classification of services provided by higher education institutions. Taking into account all the specificity of the education market, services provided by institutions of higher education can be divided into educational, scientific and educative institutions. The essence of educational, scientific and educative services provided by institutions of higher education was considered. It was determined that the acquisition of higher education is one of the main directions of intellectual, cultural, spiritual, social and economic development of society. The legislative regulation of providing paid services in institutions of higher education of Ukraine was analyzed. It was determined that modern development of market relations is closely connected with the formation of the educational services market. The world experience of educational establishments activity clearly proves that the provision of high-quality scientific and educational services and skillful management of them are the guarantee of successful activity of higher educational institutions in modern conditions. The ability to form modern educational programs, to navigate the difficult and unstable conditions of market competition, to develop management mechanisms which aimed at the efficiency and quality of the educational process, allows implementation of the marketing concept of higher education institutions in practice. Nowadays it is known that marketing tools are the most effective ways of defining and researching social needs,demands and requirements. This suggests that the process of marketing incipience in education area is one of the main steps towards more qualitative and professional provision of educational services to the consumer, as well as to the market success and competitiveness of educational organizations. There are few unresolved aspects of the problem of services development in the education area left today despite the fact scientists paid a lot of attention to this problem. This leads to the study of the current state of the services market that provide institutions of higher education, the development of a modern model of cooperation in the labor market and education services market. Also, should be improved the economic mechanism of regulating the educational services market and the management system for this market.

Abstract:
Over the last decade, there have been numerous reports of rural discontent and unrest over excessive local taxes and fees known as villagers' burdens. In response, the central government enacted the tax-for-fee reform (TFR) in 2002 that abolished local fees levied on individuals and rural households in favour of a single agricultural tax. In addition the central government has announced plans to eliminate the agricultural tax as well after 2006. The aim of the TFR is to streamline local revenue collection and establish a more transparent and efficient provision of services. The immediate result, however, is a dramatic reduction in the autonomy of township governments as well as the provision of local services. Poorer townships have become more dependent on county government for revenues, and these townships function more like county administrative units than local self-governments. Moreover, many services have also been cut due to a lack of local revenues. In north-west China, there has been a sharp decline in the provision of educational and medical services. The solution is an increase in county remittances, but these are slow and uneven, and the combination of reduced autonomy and services has produced a number of “administrative shells” at the township level. If the inefficacy continues, then there may be even greater rural discontent and unrest over the loss of basic services than there was over increasing villagers' burdens.

Abstract:
The author considers the marketing approach to managing the competitiveness of the educational institution on the basis of studying the trends of the economy and the labor market, the needs and interests of consumers of educational services; he determines the criteria of competitiveness of the educational institution. It is determined that the creation of a scientific basis for the development of marketing competence of the directors is necessary for the adaptation provision of the educational proposal to the needs of the labor market, the introduction of modern information and analytical tools for the effective planning and management of vocational training institutions. The conceptual foundations of competence, systemic, adaptive, informational approaches are analyzed, which are the methodological substratum for determining the content and formation of the system of development of marketing competence of directors, search of ways to increase the efficiency of making managerial decisions on the activities and development of institutions of vocational education and training.

This article covers the creation and use of a cloud-oriented personalized learning environment in the organization of the learning process. And focuses on specific factors of creating modern PLE (Personal learning environment) and the structure of the cloud-oriented personalized learning environment model was developed in the organization of the educational process in universities, using cloud services and electronic resources of the online services for the education of Office 365 of Microsoft, which takes into account the needs and peculiarities of the use of ICTs for all subjects educationally -the educational process of the university, laying the foundation for the principles of personalization in the global network and the implementation of the tasks of the competent approach. The use of network services makes it possible to create a proper pedagogical and technological basis for the maintenance of modern information systems of educational purposes, which are the priority in the basis of the provision of any educational process, as well as the efficient organization of the educational environment of an educational institution. Personal e-learning environment arises at the intersection of formal, informal and informal learning. The PLE is viewed as a system that allows a trained person to independently set learning goals, control and manage the content and process of their own learning, and communicate and co-operate with other people in the learning process, that is, to carry out non-formal learning. Each modern higher education institution should take into account educational tendencies of increasing the share of non-formal learning, as well as to identify the interests of their students, to realize their desire for personalization in the global network and person-oriented learning, which in modern conditions, forms the basis for the formation the student's ICT and key-competencies.

Abstract:
The article is focused on the analysis of problems of development and forecasting of small enterprises in the Kyrgyz Republic in the field of education. The methodology of forecasting the gross income of small and medium-sized enterprises in the field of education is offered. An approach related to the use of the least-squares method as a forecasting tool is proposed. In this regard, the conditions of formation and functioning of the market of paid educational services in the Kyrgyz Republic, which are closely related to the definition of demand, supply and market prices for educational services are characterized. The results allow us to accurately determine the interval in which we can predict with maximum probability the future volume of the gross income of small and medium-sized enterprises in education from 2019 to 2023, which will slowly decline. It was also found that small enterprises in education have certain advantages over large educational institutions. They are more dynamic, faster and more efficient in responding to changes in the domestic market, both in times of growth and in times of crisis. The findings of the research reflect the actual situation. They are adequate and can be useful in assessing the effectiveness of business creation in the Kyrgyz Republic in the provision of educational services.

Abstract:
This thesis studies the relative efficiencies of public and private universities in Turkish higher education system in producing human capital output for the economy in 1998-2002 period, by aiming at to propose a resource allocation policy for the realm of higher education to be pursued by the government. For this purpose, it develops a model which is built on the academic quality and per student expenditure variables of the public and private universities in producing human capital output, and calibrates it with Turkish higher education data. The results of the calibrated model have revealed that the resources devoted to higher education were allocated inefficiently between the public and private universities in Turkish higher education system in the above mentioned period. It is shown that the implementation of the government policy, which is proposed by study, helps the higher education market approach to Pareto optimum allocation of higher educational resources between public and private universities.

Abstract:

Federal Program Monitoring (FPM) is California’s current education compliance monitoring process. Roughly 120 local educational agencies (LEAs) each year are selected to receive a FPM review—half on-site and half online. Through FPM, the California Department of Education (CDE) reviews a variety of categorical programs, including the English learner (EL) program, for compliance with state and federal mandates. LEAs found to be non-compliant (NC) in one or more categorical programs are required to resolve the NC findings within certain timelines or, potentially, face state fiscal sanctions.

This comparative case study explored the responses to FPM by district leaders from two urban school districts selected via a purposive sampling approach. In particular, this study investigated whether LEAs leverage FPM to improve the provision of services to English learners and, in particular, English language development (ELD) instruction.

My conceptual framework posits that the different responses by district leaders to the various forms of education accountability regimes I identify can be explained, in part, to their position on various conceptions that, ultimately, influence their willingness and their capacity—integrity serving as a mitigating factor. These responses that can be grouped into three categories: leveraged compliance, contrived compliance, or non-compliance.

As predicted by my conceptual framework, I found contrasting findings across the two districts for predictable reasons, or, theoretical replication. The Puente Verde USD had a high level of willingness to be responsive to FPM. In comparison, Windy Hills USD’s ideological stance on ELD—incongruent with the CDE’s—coupled with their integrity to do what they felt was the right thing, inhibited their willingness to be as responsive to FPM. Additionally, whilst both LEAs had relatively high levels of capacity to implement EL programs, Windy Hills’ lower absorptive capacity constrained further capacity building.

Although compliance monitoring, like FPM, is often seen as a bureaucratic exercise, some LEAs are able to seize the opportunity to leverage it to improve services, while others, even when possessing relatively high levels of capacity may not. Oftentimes, compliance with FPM is seen as a simple bimodal response. What this study found is that it is much more nuanced.

Este trabalho objetiva constatar se a pena de prestação de serviços à comunidade, quando aplicada, tem um papel educativo junto ao infrator beneficiário da medida, seja como substituta da pena privativa de liberdade, após a condenação, seja como medida alternativa, após transação penal em sede do Juizado Especial Criminal. Com base no conceito de educação apresentado pelo professor Paulo Freire, busca identificar, através de entrevistas com beneficiários, se existe um trabalho conscientizador ( mediante troca de experiências e atividades educativas) desenvolvido pelas instituições receptoras dos beneficiários da medida e, se a reinserção imediata do infrator na sociedade viabiliza essa conscientização sobre a sua conduta criminosa. Assim, pretende constatar se a referida medida tem apenas um caráter punitivo ou vem desenvolvendo uma função educativa durante a sua execução.
This study aims to determine whether a sentence of community service, when applied, have an educational role by the offender as beneficiary or as a substitute for the sentence of imprisonment, upon conviction, either as an alternative, after transaction criminal headquarters of the Special Criminal Court. Based on the concept of education presented by Professor Paulo Freire, seeks to identify, through interviews with beneficiaries, if there is a work conscientizing (through an exchange of experiences and educational activities) developed by the institutions which are sent and if the immediate reintegration of the offender in society enables this awareness of their criminal conduct. So, you want to see if the measure has only a punitive or has developed an educational function during its execution.

Com o presente trabalho pretendemos compreender eventuais relações entre a posição de uma escola no ranking dos exames nacionais do 9.º ano do ensino básico e a qualidade do serviço educativo prestado. O estudo decorreu em dois agrupamentos de escolas com posições diferenciadas nas listas de ordenação (rankings) publicadas no ano de 2013. Recolhemos informação através de entrevista aos diretores dos órgãos de gestão, análise documental e inquérito por questionário. Adotámos metodologia qualitativa e quantitativa cujos dados foram triangulados e analisados à luz do quadro teórico. A posição bastante diferenciada entre os dois agrupamentos no ranking (249.º e 848.º, respetivamente) não parece estar relacionado com a prestação do serviço educativo, para além de a classificação ser a mesma nos relatórios de avaliação externa, as diferenças identificadas através dos questionários e das entrevistas são pontuais e pouco relevantes reforçando que efetivamente a posição no ranking diz muito pouco sobre o trabalho realizado nas escolas, sobre as suas dinâmicas e lógicas de ação; Abstract: Ranking and educational quality. An (un)likely relationship? A study in two public schools With this study we aim to understand possible links between the ranking position of two different school based on the 9th grade’s national exams results and the quality of educational services provided. The study took place in two groups of schools with different ranking positions published in 2013. We collect information through interviews to the directors of the management bodies, document analysis and questionnaire survey. We adopted qualitative and quantitative methodology and data were triangulated and analyzed in the light of the theoretical framework. The rather unique position between the two groups in the rankings (249 and 848, respectively) does not seem to be related to the provision of educational services, as well as the classification is the same in the external evaluation reports, the differences identified by questionnaires and interviews are timely and very relevant stressing that effectively ranking position says very little about the work done in schools, on its dynamics and logics of action.

Avaliação nas escolas Este estudo versa sobre a área temática da avaliação, centra-se na dimensão organizacional, e aprofunda as duas vertentes que compõem a avaliação das organizações escolares: a interna e a externa. Partindo da questão inicial Quais os efeitos que a Avaliação Externa das Escolas operou nos resultados educativos e na qualidade do serviço educativo prestado?, traçámos os objetivos da investigação que suportaram toda a reflexão levada a cabo: (i) Conhecer as alterações que surgiram nas escolas, em consequência do processo de Avaliação Externa (AEE), no que concerne aos “Resultados” e à “Prestação do Serviço Educativo”; (ii) Identificar eventuais padrões de alteração registados nas unidades de organização alvo de estudo; (iii) Explicar as divergências ou similitudes encontradas nas eventuais alterações provocadas pelo impacto do processo de AEE. Centrámo-nos numa abordagem predominantemente qualitativa, que teve por base a análise discursiva (entrevistas a atores organizacionais) e documental (Relatórios de escola elaborados pela Delegação Regional do Alentejo da IGE no âmbito da AEE, legislação, páginas web das escolas e institucionais e bibliografia de autor). A investigação permitiu elencar as alterações que surgiram nas escolas, em consequência do processo de AEE, destacando-se a existência de uma estreita relação entre a AEE e a AI/AA e a adoção de uma postura organizacional aprendente em algumas delas. A investigação sublinha, porém, a existência de lentidão na alteração de práticas e culturas de escola e a necessidade de aquisição de competências avaliativas, por parte dos diferentes atores organizacionais, que parecem constituir fatores condicionantes da atual falta de sistematicidade nos procedimentos avaliativos organizacionais das escolas portuguesas. O estudo permitiu identificar aspetos que contribuíram para a melhoria dos resultados académicos e do serviço educativo prestado, onde se inclui: a existência de estratégias organizacionais visando assegurar a coerência entre as práticas de ensino e a avaliação; a valorização da AEE enquanto processo formativo; o papel desempenhado pelas lideranças; a integração de atores organizacionais não docentes na vida da escola e parceiros nas equipas de AA; o envolvimento e a responsabilização de todos os atores organizacionais em todas as fases da AA. A falta de sistematicidade nos procedimentos avaliativos organizacionais das escolas portuguesas permite inferir a necessidade da criação de mecanismos de apoio às escolas, dentro do próprio sistema educativo; ### ABSTRACT: Schools evaluation. From the initial question “Which are the effect that the External School Evaluation (ESE) operated in the educative results and the quality of the educative service, we traced the objectives of the inquiry that had supported all the reflection we carried through: (i) To know the alterations that had appeared in the schools, as a consequence of the External School Evaluation process, concerning the ‘results’ and the ‘the educative service’; (ii) To identify eventual standards of alteration in the studied schools; (III) To explain the divergences or similarity found in the eventual provoked alterations . We focus in a mainly qualitative approach, based in a discourse analysis strategy, essentially based on interviews (of the organizational actors), content analysis of de Regional Delegation of Alentejo IGE ESE Reports, legislation, web pages of schools and institutions and author bibliography. The study allowed enumerate the changes that appeared in some schools, as a consequence of the ESE process, to highlight the correlation between the ESE and the self-evaluation, as well as to point out some good intelligent-organizational position concerning self-evaluation procedures. The inquiry underlines, however, the slowness in slowness in the alteration of schools practical and culture and the needs of evaluative abilities acquisition as majors conditioning of the current lack of regularity in the self-evaluative procedures of the Portuguese schools. The study as identify some aspects that had contributed for the improvement of the academic results and educative service, which includes: the existence of organizational strategies aiming to assure the coherence between teaching and evaluation; ESE as a formative evaluation process; the integration of non-professors organizational actors in the school life and the inclusion of partners in the self-evaluation team; responsibility from all organizational actors in all phases of accountability process. The lack of regularity in the organizational evaluative procedures of the Portuguese schools allows the inference of the necessity to creating some mechanisms of schools support, inside the educative system itself.

Over the last decade there has been an increasing trend by governments in Australia and throughout the world to use the skills and expertise of the private sector in developing and implementing infrastructure projects. The agreement for these projects must allocate responsibility for dealing with the risks which may arise to either the government directly, or on behalf of consumers, or to the private sponsor.
This thesis investigates risk allocation in the private provision of infrastructure, particularly in build-own-operate (BOO) and build-own-operate-transfer (BOOT) projects. Its primary objective is to identify a framework for efficient risk allocation so that decision makers can assess the efficiency of the risk allocation in past projects and can attempt to increase the efficiency of the risk allocation in future projects.
This thesis defines an efficient situation as one where the risk allocation cannot be varied without the total risk premium for the entire project being increased, and approach based on Pareto optimality. As it is almost impossible to determine the true risk premium charged by parties for risk bearing, risks should be allocated to the party best able to control and manage them. This is explained to mean the party which is best able to control or manage the likelihood of the risk occurring or the size of its consequences if it does occur. It also means the party with the best access to reasonable mitigation techniques and the party which is least risk averse. Those exogenous risks which are not easily allocated in this way should be shared so that both parties, the sponsor and the government, have an incentive to manage them. Some of the options for sharing these risks are examined.
The application of the theory of efficient risk allocation is simplified by using a categorical risk framework. This approach is then tested on seven case studies of recent Australian projects spanning several industry sectors. Finally, the theoretical hypotheses and assumptions are tested in a survey of key participants in the Australian private infrastructure industry. This survey not only confirms that the basic theory for efficient risk allocation is valid but also identifies the key areas of concern to the private sector when it considers project risk allocation. Risks of concern are identified and possible options for risk sharing are investigated.
This thesis concludes that it is possible to achieve efficient risk allocations in practice, and that by achieving this outcome transaction costs can be reduced, allowing cheaper infrastructure services to be supplied to the community. However, several hurdles to achieving this outcome are identified. These include the peculiar characteristics of banks and their position in projects funded using non-recourse project finance, and the fact that most private firms fail to value potential upside risks as highly as they fear potential losses due to downside risks.
More work is needed to understand and overcome these hurdles if efficient risk allocation is to be achieved in the real world. It is only then that governments can be sure that they are providing private sector infrastructure services to the community at the lowest overall cost.

AbstractIn this chapter, the educational gradient in access to different organizational work-family policies is examined using unique multilevel survey data from the European Sustainable Workforce Survey covering nine European countries. A total of six different work-family policies are studied, representing working-time arrangements, leaves, and services. By combining information provided by the organization, the direct supervisor, and the employee we show that for all policies, access reported by employees is substantially lower than provision reported by the team managers, which in turn is lower than the provision reported by the HR managers. This points to complex processes in the distribution of information in organizations. Moreover, at the organizational as well as the employee level, higher skilled employees have more access to working-time arrangements. We conclude that the skill gaps in the access to organizational work-family policies identified in this chapter form an important dimension of social inequality in today’s labor market.

AbstractThe ongoing environmental crisis is pushing the electrical sector towards a radical transformation, as the wide diffusion of renewable sources requires the power system to be more distributed, cooperative, and flexible, being each portion of the grid now able to produce and absorb power. This poses much more coordination challenges with respect to the traditional centralized system, largely sustained by fully controllable fossil-based power plants. In this context, microgrids, i.e. intelligent small-scale grids equipped with distributed energy resources and smart loads, are considered as the fundamental bricks of this future paradigm. This is due to the opportunity of coordinating co-located sources and loads, and to the microgrids extreme flexibility, as they can be operated either connected to the main grid or in islanded mode. The contribution of this doctoral research consists in the design of dedicated control architectures for ensuring the efficient and secure operation of microgrids in these two modes, characterized by different challenges and opportunities.

Ecosystem services are all goods and benefits that humans obtain from ecosystems. These are essential for human survival, social and economic development. With the impacts of climate change, ecosystem degradation and loss of biodiversity, the efficient and complete provision of ecosystem services is also under threat. The paper presents community capacity building activities on ecosystem services and climate change implemented under the ECO - SMART project (Cooperation program Interreg V-A ItalySlovenia 2014-2020). Since the design of coordinated local climate change adaptation plans of selected pilot Natura 2000 sites in Slovenia and Italy is a project objective, activities aimed at strengthening competences of crossborder local communities and confronting different stakeholder views are of particular importance. The educational needs of the community were identified through a questionnaire. The respondents' knowledge regarding mentioned contents, interest for capacity building and participation in training events were analysed. The results were taken in consideration during design of capacity building activities.

Enterprise Resource Planning (ERP) systems offer a software-based system that handles an enterprise’s total information system needs in an integrated fashion. Such systems have seen a significant growth in the last decade in the US, Europe and Australian markets and, more recently, increasing growth in Asian countries. This increase in demand for ERP systems in Asia offers opportunities for the provision of high-quality ERP education programs in the region. This paper describes the issues and barriers associated with integrating ERP systems into university curricula. It outlines the experiences of Victoria University in offering ERP education through a strategic alliance with SAP. The University is extending its offshore programs by offering ERP education in the region to take advantage of the current increase in demand in ERP applications. To assist with the delivery of offshore ERP education an ERP e-Learning model has been developed that integrates synchronous and asynchronous content. Asynchronous e-learning does not involve the presence of a teacher. Typically the learning content is located on a web server that students can access using the Internet. Synchronous e-learning requires the learner and teacher to be present in the event at the same time. It is a real-time, instructor-led online learning event in which all participants are available at the same time and can communicate directly with each other. The model uses four technologies to facilitate teaching: application service provision (ASP), web-CT, computer-based training and virtual classroom technology. The ERP e-learning model provides an innovative and efficient means to deliver ERP curriculum. It is able to provide greater flexibility in offshore subject delivery and to maximise student learning outcomes. This is particularly relevant in light of recent international medical (SARS) and terrorists incidents.

This paper traces the origins of today’s campaigns for school vouchers and other modes of public funding for private education to efforts by Milton Friedman beginning in 1955. It reveals that the endgame of the “school choice” enterprise for libertarians was not then—and is not now--to enhance education for all children; it was a strategy, ultimately, to offload the full cost of schooling onto parents as part of a larger quest to privatize public services and resources. Based on extensive original archival research, this paper shows how Friedman’s case for vouchers to promote “educational freedom” buttressed the case of Southern advocates of the policy of massive resistance to Brown v. Board of Education. His approach—supported by many other Mont Pelerin Society members and leading libertarians of the day --taught white supremacists a more sophisticated, and for more than a decade, court-proof way to preserve Jim Crow. All they had to do was cease overt focus on race and instead deploy a neoliberal language of personal liberty, government failure and the need for market competition in the provision of public education.
