Correctional settings hold a range of opportunities for Psychiatrists to assume leadership roles. The increase in the number of detainees and inmates who require mental health services has created numerous administrative and clinical opportunities for psychiatrists. The ‘front end’ of arrest and pretrial determinations has been a longstanding component of forensic practice, related to competence, criminal responsibility, and probation. Following incarceration, assessment of mental health needs, access to care, and provision of treatment as well as quality improvement partially constitute the jail and prison components of mental health services. The ‘aftercare’ aspect of mental health services in correctional psychiatry involves individuals released on parole with need and/or requirement for mental health treatment. The leadership role for psychiatrists working in correctional environments is distinctly different from typical psychiatric venues where the psychiatrist and other mental health professionals are ‘in control;’ in correctional environments, the dynamics are different and require collaboration and advocacy. Within correctional systems it is essential that ‘correctional culture’ be understood by the psychiatric/mental health leadership. With effective psychiatric leadership, mental health care delivery and its coordination with correctional management of prisoners both stand to be improved. The need for dedicated and qualified leadership for mental health services and appropriate education and training in correctional mental health practices provide remarkable opportunities for psychiatrists. Psychiatrists and other health care professionals must be educated and trained to provide the necessary leadership for these extraordinarily complex systems of care and confinement.

This article examines the impact of microfinance—the provision of financial services to poor and low-income populations, usually in the global South—on poverty. Microfinance is regarded as a financial market solution to the social problem of poverty, promising poverty alleviation in a market-friendly and cost-efficient way. Proponents hope that the financial inclusion of poor and low-income population segments will help them cope better with multifaceted problems of poverty, in particular their uncertain and low incomes. This article first provides an overview of microfinance, focusing on its economic and gender impacts, before tracing the microfinance sector’s historical origins and rise. It also considers the practices of the microfinance sector as well as the critical debates over microfinance. Finally, it describes three sets of recent developments relating to microfinance: a spate of crises including overindebtedness and collapse, new methods and mission, and the sector’s expanding scope of activities.

This chapter examines how moderate conservative activists united with the far-right conservative local media, which sharply opposed the Frank Zeidler administration, to challenge the role of the public sector in providing educational television—a seemingly innocuous issue that far less liberal cities like Houston addressed without controversy. The battle over Channel 10 was part of the larger struggle between proponents of an expansive public sector and champions of limited government. Working with the Common Council and supportive community groups, commercial broadcast interests turned what could have been a simple process of accepting federal provision of airspace for nonprofit use into a years-long ideological struggle between supporters of publicly funded services and their opponents.

The educational policy changes of the past 20 years have increased the focus on the provision of prevention services within schools, both for individual students and for social-emotional programming delivered in their classroom. Whether characterized as Response to Intervention (RTI), Positive Behavior Intervention and Supports (PBIS), or Multi-Tiered Systems of Supports (MTSS), the focus on a 3-tier framework of universal (Tier 1), selective (Tier 2) and indicated (Tier 3) has become one of the largest evidence-based framework ever scaled up within American schools, with over 19,000 schools across all 50 states having implemented PBIS by this writing. This chapter focuses on an example of a SFBT Tier 2 intervention, the Working on What Works (WOWW) teacher coaching intervention, that strives to create a better classroom climate for teachers and their students.
