The article studies various aspects of building a system for efficient use of resources in construction and develops a model for estimating resource flows in construction. It has been proved that construction work cannot be organized without proper material resources: raw materials, construction materials, fuel, energy, pre-fabricated products, etc. It has been determined that the model for estimating the resource flows in construction should take into account the volume of resource consumption, i.e. resource consumption per unit of specific demand for their consumption, taking into account the total amount of resources consumed by a construction firm, and their cost.

Great interest to the concept, principles, and tools of efficient use of resources is caused not only and not so much by “the fashion” for so called tactical anti-crisis measures but by the strategic necessity to provide the resources base of the real sector of economy in the long-term perspective. Sometimes advantageous environment quickly disrupts stable growth during the period. The analysis of data shows that in spite of the vector of energy efficiency and reasonable use of raw materials declared in separate economies their world consumption grows on the background of the decreasing reserves. The authors of this research offer a multilevel (three-stage) system of energy efficiency management. It can become the basis of the national economic strategy of providing future generations with resources because it focuses the managing impact, above all, on the regional level and thereby it gives it “the operating” tone.

The article discloses the issues of analyzing the financial resources of an enterprise, the use of which is aimed at increasing future economic benefits and meeting the needs of an enterprise of a financial nature, ensuring the projected rates of sustainable growth and competitiveness of companies. It is noted that the above definitions of the essence of "financial resources" in the educational literature do not fully characterize their economic content, and the process of formation of financial resources, composition, structure, volume is determined by the size of production and the financial condition of the enterprise. The methods of formation of financial resources, elements of the liquidity and solvency management system, including, in addition to the formation of the flexibility of the capital structure, the procedure for planning cash flows, managing ac-counts receivable and the efficiency of using funds, are considered. The authors show the optimal capital structure that provides the necessary balance between the amount of equity and borrowed capital. It has been substantiated that the effective use of sources of financing for modern enterprises is necessary for the effec-tiveness of the management of financial flows of modern companies and the sustainable financial position of an enterprise in the conditions of market relations.

Morphologically rich language like Hindi poses further challenge, due to </span><span>having more number of orthographic inflections for a given word and presence of non-standard word spellings in </span><span>the corpus. This increases the chances of getting more number of words which are unseen in the training corpus. In this paper, the objective is to reduce redundancy of available corpus and utilise the other resources as well, to make best use of resources. Reduction in number of words unseen to the translation model is achieved through text noise removal, spell normalisation and utilising English WordNet (EWN). The test case presented here is for English-Hindi language pair. Introduction. The article is devoted to the issues of efficient use of resources of agricultural enterprises. Based on the study, the proposed ways to improve the efficiency of resources of agricultural enterprises, which will form a system of measures for efficient resource consumption, resource saving and resource conservation. Results. The article improves the methodological approach to integrated assessment of resource efficiency of agricultural enterprises of Ukraine, which provides an integrated assessment of economic, social, environmental and overall efficiency of all types of resources, carried out through the normalization of groups of unit coefficients by modified principal component. The matrix approach to determining the strategy of improving the efficiency of resource use of agricultural enterprises has been improved. The organizational and economic mechanism for improving the efficiency of resources of agricultural enterprises, which takes into account the peculiarities of land, labor, material, financial, information and time resources, the impact of external and internal factors, regulatory functions of agricultural entities at the macro and micro levels, and has adaptive properties for the possibility of prompt adjustment and use of elements of this mechanism. Conclusions. The study made it possible to determine the current overall integrated level of resource efficiency of enterprises in order to further predict it by methods of linear and dynamic regression; improve the matrix approach to determining the strategy based on the projected level of integrated assessment of economic, social and environmental efficiency of resource use and develop an organizational and economic mechanism to improve the efficiency of resource use of agricultural enterprises. The article considers the issues of optimization and efficient use of grain production resources at the regional level. The purpose of the study was to develop and test a mathematical model for a multi-criteria assessment of the efficiency of using grain production resources for agricultural zones and districts of the Krasnoyarsk Territory. A nonparametric method for estimating the limits of DEA effectiveness was used. A mathematical model of CCR has been compiled with four input parameters of resource availability and three output parameters of production and economic effects. According to the results of the study, the degree of differentiation in the resource provision of grain production in the agrozones and districts of the region was determined. The territories with highly efficient and low-efficient values of using the resource base of the grain industry of the Krasnoyarsk Territory have been identified. The directions for increasing the efficiency of using grain production resources in the region for the medium term are defined: for highly efficient areas, this is the introduction of innovative agricultural technologies for arable land processing; for medium-efficient areas, it is necessary to update the fleet of agricultural machinery and increase production costs for the applied technologies of arable land processing; for low-efficient areas, it is necessary optimization of the use of grain production resources on the current resource base.

Understanding farm-level efficiencies of resource use is critical in comparisons of the sustainability of aquaculture production systems. We developed a set of practical resource-use efficiency metrics to calculate and compare resource-use efficiency with resource-cost efficiency across major species and production systems in US aquaculture. Results showed that no one production system used all resources most efficiently. Intensive pond production of channel catfish Ictalurus punctatus demonstrated the greatest efficiency in the use of water, energy, labor, management, and capital resources, while RAS production was most efficient in terms of land and feed use. Among the wide array of pond scenarios examined, more intensive scenarios generally were more efficient in terms of several metrics, but economic sustainability also depends upon business models that effectively meet differing demand requirements of customers. Thus, less intensive production systems were economically sustainable in areas with relatively abundant land and water resources available at lower cost. Labor efficiencies varied widely across scenarios analyzed. Given increasing concerns related to the availability of labor for aquaculture farming in the USA, greater attention to the efficiency of labor on farms is warranted. The metrics used were aligned with common farm management tools (e.g. enterprise budgets) that allow for ease of use by farms and researchers to assess effects on comparative resource-use efficiencies of new farming practices and technologies under development.

Relevant bodies of the United Nations in Vienna on March 22, World Water Day, said that if people did not change their way to consume, in this case, 2.5 billion people would face water shortage by 2025 which is of no doubt, and about 5 billion people would live in an area that water has difficulty in self-sufficiency. In this paper, China is selected to be an example. As for models, there are 2 models given in this paper, large-scale system and linear programming. Based on large-scale system model, water resources are divided in the largest 10 drainage basins of China as 10 units which comprise the first level. Then, the use of water is adopted for 4 kinds defined as 4 units which make up the second level. We use polynomial fitting algorithm to estimate 4 kinds of average water consumption in 2015, 2020 and 2025.Then we use linear programming skill to calculate the best 4 kinds of water consumption distribution of 10 drainage basins in 2015, 2020 and 2025 respectively. Comparison and analysis between the best distribution and the estimated average value made in the first step, enables the construction of a preliminary water strategy from 2013 to 2025, which illustrates storage, movement, de-salinization and conservation of water specifically in this paper. According to Analytic Hierarchy Process (AHP), a brief evaluation of models is presented from three angles. At last, in a word, the result is given roughly that the government should increase the distribution of industry water resources appropriately and decreases or keep the same level with the rest of water resources allocation.

Food security is an increasingly serious problem worldwide, and especially in sub-Saharan Africa. As land and resources are limited and environmental problems caused by agriculture are worsening, more efficient ways to use the resources available must be found. The objective of this study was to display the spatial variability in crop yield and resource use efficiencies across Nigeria and to give recommendations for improvement. Based on simulations from the crop model LINTUL5 we analyzed the influence of fertilizer application on the parameters Water Use Efficiency (WUE), Fertilizer Use Efficiency (FUE), and Radiation Use Efficiency (RUE) in maize. High spatial variability was observed, especially between the north and the south of the country. The highest potential for yield improvement was found in the south. While WUE and RUE increased with higher rates of fertilizer application, FUE decreased with higher rates. In order to improve these resource use efficiencies, we suggest optimizing management strategies, demand-oriented fertilizer application, and breeding for efficient traits.

The article also presents various strategies that organizations can adopt to utilize their financial resources efficiently, such as flexible and adaptive budgeting approaches, investment planning, diversification of revenue streams, and the use of digital financial technologies. Abstract:
The aim of the paper is to determine the potential of energy-efficiency in the production of the -wood resources. The beginning of the paper provides a short review of the existing situation as well as a list of main problems in wood resource usage in the power industry of Latvia. A special attention is paid to large amounts of fuelwood exports. The paper gives information on the potential of fuelwood and its distribution.The result of the research is the calculation ofpotential wood resource savings resulting from energy-efficiency increase activities in heat sources, heating mains and consumer systems, which are already run using fuelwood. As a result of energy-efficiency activities in the heat energy production process, it is possible to save up to even 4.2 million MWh of wood fuel.At the end, approximate calculations of emission savings in case of the utmost efficient wood usage have been carried out.

Abstract:
The paper is dedicated to the surface water resources of Azerbaijan and their efficient use. Azerbaijan is in the list of the countries with small water supply. Compared to the other countries of the South Caucasus, the water resources of Azerbaijan are limited and comprise only 15 % of water resources of the whole region. The water percent per head of the population in Azerbaijan is on the lowest level compared to the other Republics. The main reason for this is various locations of water sources. The estimated reserves of water in our country are equal to 30.9 bln. m3, of which 33 % is local, and 66 % - the water formed due to the transborder rivers. The contamination of Araz and Kur rivers, the major water sources, by the neighboring states worsens the situation. To meet the demand of the crop plants in irrigation water, the amount of the agricultural water should be increased. Therefore, the supply of farm lands with water is directed to the implementation of the different water-related activities, as well as to the engineering-melioration and other organizational issues with the purpose of rational use of the water.

As the Ethiopian health system faced critical resource constraints, wise use of the available health resources is a priority agenda. Therefore, our study aimed to assess technical efficiency of maternal and reproductive health services in public hospitals of Oromia regional state, Ethiopia. Two-stage data envelopment analysis was performed among 14 hospitals with input orientation and variable returns to scale assumptions. Technical efficiency scores were computed at the first stage, and predictors were determined using Tobit regression at the second stage. The assessment revealed that 12 (85.7%) hospitals were pure technical efficient and 9 (64.29%) hospitals were scale efficient. Level (primary/general) (β = 1.17, 95% confidence interval [CI] = 0.16-2.18), service years (β = 0.02, 95% CI = 0.003-0.03), and size of catchment population (β = 5.58E–07, 95% CI = 2.95E–08 to 1.09E–06) were positively associated with technical efficiency of maternal and reproductive health service, whereas average waiting time for maternal health service (β = –0.03, 95% CI = –0.05 to −0.01) was negatively associated with efficiency. In conclusion, most of the hospitals were technically efficient and around two-thirds were operating scale efficient. Allocation of more resources to older secondary hospitals with larger catchment population could result in more efficient use of resources for maternal and reproductive health service delivery.
