São várias as pesquisas e estudos relacionados com a implementação do Modelo EFQM em empresas de diferentes sectores, uma vez que este faz, por norma, aumentar os níveis de performance e competitividade das mesmas. Com este Trabalho Final de Mestrado pretende-se estudar um caso de sucesso para perceber quais foram as implementações necessárias a que uma empresa se teve de submeter para se tornar excelente aos olhos da EFQM, e consequentemente quais foram as melhorias nos seus resultados. Para este efeito, vai ser estudado, para além da teoria já publicada, o caso de uma empresa situada no norte de Portugal que graças à utilização do modelo EFQM como guia conseguiu atingir uma melhor performance e maior satisfação dos clientes, melhores consumos ambientais, melhores condições e satisfação dos colaboradores e ainda um maior lucro. Com este estudo é possível concluir que são vários os benefícios resultantes da implementação e uso do Modelo EFQM como guia para a melhoria de resultados. Isto porque, mesmo que uma empresa não ganhe o prémio, a implementação do Modelo leva a uma autoavaliação da mesma quanto às suas práticas, que, por sua vez, a conduzirá à implementação de medidas para a obtenção de melhores resultados, melhor desempenho, e ainda ao aumento da satisfação dos clientes e colaboradores.
There are plenty of researches regarding the implementation of the EFQM model in companies from different sectors, since, normally, it allows them to achieve a better performance and quality levels. With this study we pretend to investigate a successful case of the EFQM implementation in order to understand what changes were necessary to implement for the company to become excellent, and, consequently, what were the improvements in the results. Therefore, beyond the already existent theory, it will be analyzed a company, located in the north of Portugal, that due to the use of the EFQM excellence model as a guide was able to obtain better performance levels, better client satisfaction, better environmental results and consumptions, better associates satisfaction and also better results in terms of turnover. With this study it is possible to acknowledge that there are many benefits of implementing the EFQM Model as a guide for the improvement of results. Even if a company cannot achieve the prize, the implementation of the Model will lead it into a self-evaluation about its practices and, subsequently, into a process of continuous improvements and better results, performance and even better levels of clients and associates satisfaction.

Abstract:
This research considers the applicability of a generic quality model (the EFQM Excellence Model (the Model)) that has been used extensively in the private sector and increasingly in the public sector. To enable me to test out the applicability of the Model I employed four research methods including a self-assessment against the Model criteria (an intrinsic part of the Model process) in an institution with which I was familiar. Having recognised the utility of the Model through both a desk research process whereby I used my knowledge of both the Model and higher education to relate the former to the latter and the process of self-assessment I decided to consider the cultural features of higher education institutions to test out what factors play a part in the possible implementation and use of the Model in the higher education sector. To do this I identified a sample of twenty higher education institutions and looked at both their printed materials working on the basis that what they say about themselves in such documented materials will provide some clues to how they function. I also visited nine of the institutions in the sample and so was able to compare and contrast that which they said in their printed materials with what seemed to be the case on the ground. The conclusion I reached was the Model was applicable to higher education in that both I and others had used it to some effect. However, I could also identify aspects of higher education institutions which might get in the way of this being an effective tool. These were: the view of leadership how students were perceived the fragmented nature of higher education institutions the focus on external quality assessment rather than internal quality enhancement and sector approaches to change which tend to be risk-averse.

Over the years, the concept of quality has been evolving considerably. Fábrica de Tintas 2000 is one the largest ink and varnishes producers in Portugal and has been growing in order to meet the Portuguese market demand. It was one of the first companies in Portugal to be ISO 9002 certified. It also has been following ISO requirements updates closely and betting on quality as a competitive advantage. Based on the EFQM Excellence Model, we investigated the company's Quality Management System.

Abstract:
The European Foundation for Quality Management (EFQM) excellence model is used increasingly in the public sector in the Middle East. This thesis addresses a shortage of empirical research in this field and extends the, so called, dynamic capabilities perspective by investigating how the EFQM model can contribute to developing organisational capabilities. A research model was developed based on the theory of structuration and the dynamic capabilities perspective. A multiple case study design was used in three public sector organisations in the United Arab Emirates (UAE). The unit of analysis was the activity configuration involved in the deployment of the EFQM model. This research investigates how activity configurations changed over time, their effect on the organisational social structure and their outcomes in developing new capabilities. In-depth data were collected using interviews and archival sources. The thesis suggests that motives for using the EFQM model represent an important factor in defining the type of activities in its deployment and for its success. It was found that external and internal motives can both have positive impact. The findings showed that organisations experienced with the EFQM model tend to follow similar paths of deployment and achieve comparable results. An indicative model is proposed describing the three stages the organisation can go through in the deployment of the EFQM model. Firstly, the organisation develops the capability to understand the benefits of the model and to plan for its successful deployment. Secondly, the organisation focuses on developing operational capabilities, using the EFQM model. Thirdly, the organisation improves existing capabilities and develops new ones in a recurring cycle, referred to as the cycle of dynamic capabilities. This research contributes to the perspective of dynamic capabilities by investigating the sources of capabilities and how they are shaped through the deployment of the EFQM excellence model. The theoretical background and the research methodology used in this research extend the research application of the structuration theory by linking it with the dynamic capabilities perspective. Suggestions for further research include investigation of the learning cycle of dynamic capabilities through the lens of organisational learning. The research methodology can also be extended to consider strategy formation. An investigation of the EFQM model, which is the basis for assessment in the government award scheme, carries inevitable sources of limitations and bias. A significant proportion of the data collected and analysed was confidential in nature and presented challenges in relation to dissemination of the results.

Num setor cada vez mais competitivo, como o do ensino, as Instituições de Ensino Superior (IES), dependem cada vez mais, da qualidade dos serviços prestados, dado que o sucesso obtido através da gestão de Qualidade, não depende apenas do reconhecimento dos seus utilizadores, mas sim e cada vez mais, da capacidade de atração de financiamento, assegurando a sustentabilidade presente e futura da organização. Deste modo, não basta apenas, satisfazer os “requisitos mínimos de qualidade”, mas sim, superar as expectativas criadas, o que levanta dificuldades, dada a natureza organizacional muito própria das IES. Atendendo ao desafio criado, as IES, tendem a incorporar na sua estratégia, Sistemas Internos de Garantia da Qualidade (SIGQ), com vista a melhoria contínua, do seu desempenho. Recorrendo à metodologia de estudo de caso, pretende-se com o presente trabalho, analisar a aplicabilidade de um SIGQ no desempenho organizacional de uma IES, baseado no modelo da European Foundation for Quality Management (EFQM), e implementado no Instituto Superior de Engenharia de Lisboa (ISEL). Procura-se identificar as vantagens e as dificuldades sentidas durante a sua implementação, contribuindo ao mesmo tempo com uma análise crítica à viabilidade da aplicação do modelo em estudo. Por último realiza-se uma aplicação do modelo EFQM numa área funcional, da organização, com vista à melhoria do seu desempenho, contribuindo adicionalmente para a discussão da problemática levantada inicialmente.
In an increasingly competitive sector, such as education, the Higher Education Institutions (IES) are increasingly dependent on the quality of services, given the success achieved through the management of quality, they’re not only depend on the recognition of their stakeholders, but also depend increasingly, of the ability to attract funding, ensuring this way, the actual and future sustainability of this organization. Thus, it is not enough, to satisfy the "minimum quality", but also it should exceed the expectations created, which raises difficulties, given the nature of organization itself. Given the challenge created IES tends to incorporate into their strategy, Internal Systems of Quality Assurance (SIGQ), in order to get a continuous improvement of its performance. By using the case study methodology, it is intended with this work, to analyze the applicability of a SIGQ on an IES trough his organizational performance, based on the model of the European Foundation for Quality Management (EFQM), and implemented at the Lisbon Institute of Engineering (ISEL). It is attempted to identify the advantages and difficulties during his implementation, while contributing at the same time with a critical analysis of its feasibility in applying the model under study. Finally we make an application of the EFQM model in a functional area of the organization, in order to get the improvement of their performance, contributing further to the discussion of the issues initially created.

The research sought to investigate the Critical Excellence Factors (CEFs) that drive Excellence in banking industry. Moreover, it examines whether customers perceive the service of an excellent bank differently from a less-excellent bank. Three hypotheses were formed then tested through case study and survey strategy (triangulation), within the Saudi banking industry context. The study combines the EFQM excellence model as an internal assessment tool (case studies), with the SERVQUAL gap model for external assessment (questionnaires). Analysing and contrasting the two sets of results allowed the study to achieve its main objective. Based on the empirical work, the study identifies several CEFs that must be carefully considered when driving excellence in banking. These factors were proposed in a generic integrated model for driving Excellence in Banking.

Three hypotheses were formed then tested through case study and survey strategy (triangulation), within the Saudi banking industry context. The study combines the EFQM excellence model as an internal assessment tool (case studies), with the SERVQUAL gap model for external assessment (questionnaires). Analysing and contrasting the two sets of results allowed the study to achieve its main objective. Based on the empirical work, the study identifies several CEFs that must be carefully considered when driving excellence in banking. These factors were proposed in a generic integrated model for driving Excellence in Banking.

Para pesquisar a evolução dos fatores críticos de sucesso na Gestão de Projetos Automotivos no Brasil, foram estudados 3 projetos sucessivos de desenvolvimento de painéis para veículos comerciais, ocorridos em uma grande montadora no período de 1988 a 2002. Baseado em avaliações bibliográficas relativas à Qualidade, à Gestão de Projetos e à Gestão de Fornecedores, definiu-se pela utilização do modelo de excelência do EFQM, o Project Excellence Model para pesquisa e classificação dos fatores críticos de sucesso dos projetos. Participantes desses três projetos e stakeholders nos diversos níveis hierárquicos da montadora e dos fornecedores foram entrevistados e através da metodologia dos incidentes críticos, levantados os principais fatores positivos que levaram à sucessos e fatores negativos que ocasionaram insucessos ao projeto. A classificação desses fatores através de Critérios e Categorias permitiu a comparação sistemática dos projetos e a definição dos fatores críticos de sucesso e dos fatores de sucesso. Pesquisas na literatura e consultas aos autores e a participantes de projetos de desenvolvimento de painéis em outras montadoras mostraram tendências semelhantes aos dos três projetos, realçando o aumento das responsabilidades dos fornecedores pelo desenvolvimento e fornecimento de sistemas com base na engenharia simultânea e codesign. Estas pesquisas mostraram a aplicabilidade dos Critérios do Project Excellence Model para a classificação dos fatores críticos na gestão dos projetos e a necessidade de uma subdivisão destes em Categorias.
The worldwide development of the Automotive Industry, as well as the Brazilian one, is characterized by the increase of importance of common projects of the automotive industries and their suppliers, which have passed from merely part suppliers to partners of development and technology, sharing investment and risks, transforming the project management with suppliers into a strategic factor of huge importance for the automotive industries. To investigate the critical success factors of Brazilian Automotive Project Management, it was studied three successive development projects of panels for commercial vehicles occurred between 1988 and 2002 in an important automotive industry. Based on literature research related to Quality, Project Management and Supplier Management, it was defined the application of the EFQM Project Excellence Model to research and classify the critical success factors of those projects. Participants of the three projects and stakeholders at different levels from the Automotive Industry and their Suppliers were interviewed and through the critical incident methodology, were detected the main positive factors, that lead to success and the main negative factors that lead to unsuccessfulness of the projects. The classification of those factors in Criteria and Categories allowed a systematic comparison of the projects and the definition of the critical success factors and the success factors. Research of the literature and interviews with participants on panel ´s development projects in other Automotive Industries showed the same tendencies of the three projects, which emphasized the increased responsibilities of the suppliers regarding the development and supplying of systems based on simultaneous engineering and co design. These researches showed the applicability of the Project Excellence Model Criteria in the classification of the project’s critical success factors and success factors and also showed the necessity of a subdivision, in Categories.

Quality management has been recognized as a comprehensive management philosophy for improving organisational performance and competitiveness. The effective adoption of an appropriate service quality management system in an organisation can facilitate the achievement of excellence in service quality. Furthermore, service excellence is a crucial factor in the achievement of a high level of customer satisfaction in service organisations like banks. Therefore, the main aim of this research is to investigate the factors affecting the excellence of service quality in the developing banking sector in Syria. The fundamental concepts of excellence of the EFQM Excellence Model have been borrowed from the literature as a theoretical framework through which to investigate the Syrian Banking Sector (SBS). To achieve the research aim, an interpretevist philosophy has been adopted as the means of understanding in depth, the factors influencing excellence in three case study organisations, which are selected to be representative of the state-owned banks (CSOA), private banks (CSOB), and Islamic private banks (CSOC). Different sources of data collection – semi-structured interviews, direct observation, archival records, and documentation - are used to achieve triangulation of the results. The main contribution to knowledge of this research can be summarised fundamentally as: firstly designing a theoretical framework embracing the factors affecting the excellence of service quality in the Syrian banking sector. Secondly, conducting a comparative reserch approach between the three (CSOs) investigating the factors affecting the readiness to implement EFQM excellence model in each case study. The main findings have revealed that CSOC is more likely to achieve excellence than the other two banks, since CSOC has demonstrated consistent progress towards that aim. In respect of CSOA and CSOB, it is clear that certain negative managerial practices need to be remedied before the EFQM Excellence Model can seriously be pursued. In addition, some unique factors have emerged, such as the intensive intervention of guardian authorities for the state-owned bank, the negative effect of religion and culture on employee performance in the state-owned bank, and the lack of banking culture in Syria in general. Furthermore, the research enriches the literature through the comparative dimension highlighted in the three case studies (state-owned, private, and private Islamic banks) since there are limitations in the literature regarding the readiness to implement the EFQM excellence model in the service sector, and particularly in banks in the developing countries.

A adopção desta filosofia nos serviços públicos pressupõe um esforço significativo de mudança nos padrões culturais vigentes na Administração Pública. O modelo da Common Assessment Framework (CAF) foi criado com o objectivo de introduzir na Administração Pública os princípios da Gestão da Qualidade Total. Em comparação com o modelo da European Foundation for Quality Management (EFQM), e embora derivado deste, é um modelo mais simples e mais fácil de aplicar à Administração Pública. Com base no enquadramento teórico elaborado na revisão de literatura, o principal objectivo deste estudo é verificar, numa perspectiva teórica, se o modelo CAF é um modelo de análise de simples utilização e bem adaptado às características de uma organização pública relativamente ao EFQM. Constatou-se que a CAF preconiza um modelo especificamente para aplicação aos organismos da Administração Pública, para que estes apliquem as técnicas de Gestão pela Qualidade Total.
Quality is one of the fundamental pillars of life of Organizations and current Societies, more than one concept is a management philosophy. Features like proactive, employee involvement, customer focus, flexibility and openness to change are common requirements for quality management systems in any organization. The adoption of this philosophy in public services requires a significant effort to change the cultural patterns prevailing in Public Administration. The model of the Common Assessment Framework (CAF) was created with the aim of introducing the principles of Total Quality Management in Public Administration. Compared with the model of European Foundation for Quality Management (EFQM), and although this derivative is more simple and easier to implement to Public Administration. Based on the theoretical framework developed in the literature review, the main objective of this study is to verify a theoretical perspective that the CAF is an analytical model simple to use and well suited to the characteristics of a public organization for the EFQM. We found that CAF advocates a model specifically for application to public administration services, so that they apply the techniques of Total Quality Management.

The construction industry has inherent problems due to its structure and fragmentation. Its poor performance has been challenged by its client base and it has been forced to seek ways to deliver improved performance. This project was initiated as a response to this challenge and represents one organisation's attempt to deliver improvements. This organisation provides both design and construction solutions, offering ‘total life of asset support' from business consultancy through to decommissioning, in a neutral contractual environment. Initial investigations of the integration of design and construction and of the use of the EFQM Excellence Model concluded that a holistic view of the organisation's performance was needed. Most organisations use traditional, easily quantifiable measures, such as time and cost, whilst neglecting the softer cultural issues, as a way of assessing overall business performance. This prompted further research into the use of performance measurement and also a review of the culture that existed within the organisation. It became clear that many performance initiatives failed because of the lack of ‘Change Action driven by Results (CAR)'. The failure to initiate change or implement action based on the results achieved, means that performance measures are not being integrated into the management systems of the organisations. Based on the conclusions of this work, this project has developed and implemented the Integrated Business Improvement System (IBIS) within the primary case study unit and also two other organisations, all of which are part of AMEC Plc. The project details the barriers that were experienced during the development and implementation of the system and concludes that it is the human component that is critical for the successful implementation and use of any improvement system. The findings of this work have been presented in five peer- reviewed papers.

This master thesis is focused on performance evaluation of company AGRI CS a.s., namely the evaluation of financial and business performance using benchmarking. The theoretical part deals with some approaches and methods suitable for the company performance evaluation with an emphasis on benchmarking. The main part however is in-depth case study on business performances of selected company. The core part is financial performance benchmarking based on public data from financial annual accounts. For this purpose I use database Amadeus. I analyzed most of the performance indicators for an average of industry branch as well as for 14 most intense competitors. Final remarks of the thesis discuss the main findings and conclusions of the whole performance analysis. On top of that I present possible recommendations for the selected company in order to enhance or even eliminate identified weaknesses.

Present highly competitive environment has significantly contributed to the state in which success of entrepreneurial subjects is conditioned among others by their ability to identify and eliminate gaps in their performance as fast as possible. It is inevitably connected with the necessity to know the firm itself, which is one of the unexceptionable condition of reaching and maintaining competitiveness. The dissertation thesis reacts to above shown fact and to generally perceived want of suitable methodology of organizational self-assessment aimed at improvement for small and middle enterprises. The issue of organizational self-assessment is analyzed and assessed complexly in this dissertation thesis. Also less known connections and relationships as to the issue of organizational self-assessment are given here, which provides a desirable comprehensive view. In the dissertation thesis there are also specified relevant definitions relating to the subject of the dissertation thesis. The definitions are specified in mutual relationships, which increases their value in light of their contribution both to theory and to practice. In relation to the analysis of the present state in the sphere of organizational self-assessment, the dissertation thesis introduces the most spread and best known models used for organizational self-assessment. A very important part of the analytical part is created by the determination of basic approaches to organizational self-assessment with closer specification of diagnostically oriented self-assessment. A pivotal part of the dissertation thesis is represented by my own draft of the methodology of organizational self-assessment aimed at formation and maintenance of competitiveness. This methodology is based on diagnostically oriented organizational self-assessment and is intended above all for small and middle manufacturing enterprises that are certified according to the ISO 9001/2000 standard. Submitted methodology was verified with positive result in a middle manufacturing enterprise. The methodology itself is based on a frame model and on an algorithm that should facilitate the implementation and regular realization of the organizational self-assessment.

The final issue deals with the introduction of Quality Management Systems in Central Bohemian high schools. The theoretical part describes principles of the Quality Management and more closely presents ISO 9001 standard, EFQM Excellence Model, CAF Model and CQAF Model. The research part determines opinion of school headmasters in Decree No 15/2005 Coll., that specifies requirements for the obligatory self-evaluation of schools. In next chapters through a survey and an analysis of school web pages is examined practice of Quality Management Systems implementation in high schools in Central Bohemia -- current status, awareness of head masters, demand and expectations. The last chapter offers a definite experience with the introduction of Quality Management Systems through additional interviews with school headmasters.

The articles that make up this Doctoral Thesis fall within the ambit of work which, as reflected in this paper, is aimed at analysing how organisational internalisation of the main standards and models of quality management and excellence comes about. We understand that the theme is of relevance and interest for the different players involved in adopting the paradigm of quality management, and was carried out with this aim in mind. Das Ziel dieser Dissertation ist es, einen umfassenden Blick auf die Qualitätsmerkmale von Unternehmen zu werfen. Dabei werden zwei verschiedene Ansätze verfolgt, verglichen und verbunden, um diese "Unternehmensqualität" zu erfassen. Es handelt sich dabei einerseits um ein in der Praxis weit verbreitetes Unternehmens-entwicklungsmodell, das EFQM Modell 2010 und andererseits um ein auf einer selbst durchgeführten Metaanalyse aufbauendes Modell. Diese Metaanalyse basiert dabei auf der wesentlichen wissenschaftlichen Literatur der letzten 10 Jahre im Bereich des allgemeinen beziehungsweise strategischen Managements. Dabei wurden insgesamt 249 Artikel analysiert und eingebracht. Aufbauend auf den Ergebnissen dieser Studie und dem EFQM Modell 2010 wurde eine quantitative Datenerhebung mit Hilfe eines Fragebogens durchgeführt (n=218). Die Ergebnisse dieser Erhebung zeigen, dass primär interne Faktoren die Performanceunterschiede zwischen Unternehmen erklären. Diese Aussage bezieht sich insbesondere auf komplexe Fähigkeiten wie organisationales Lernen, die Unternehmenskultur, die Flexibilität und die Ambidexterity des Unternehmens. Eine weitere Aussage dieser Arbeit ist, dass zwischen der wissenschaftlichen Literatur (den Ergebnissen der Metaanalyse) und dem EFQM Modell 2010 eine hohe inhaltliche Übereinstimmung besteht. Daraus lässt sich schließen, dass die Wissenschaft und die Praxis sehr ähnliche Ansichten betreffend den erforderlichen Qualitäten zur erfolgreichen Führung von Unternehmen vertreten.

Total Quality Management is a worldwide well-known method which aim is to enhance management and employees in a continual improvement in all organizational processes, regardless of location, size or sector. The European Foundation for Quality Management (EFQM) Model is found to be a worthy method to promote quality improvements, even being a generic approach. Ideal for a Excellence journey beginning, the Committed to Excellence (C2E)entry level provided by EFQM, gives knowledge and experience of the „9-Box‟ Model and the RADAR tool logic. Achieving this goal represents a overall organizational effort and commitment, with continual intentions to improve. ANAM is a Airport management enterprise that runs the Madeira Island Airports. Its constructing path to excellence started with the ISO recognitions in 2005, and set in 2009 the aim to achieve the C2E certification. This work objective stands on the description of the internal procedures for this goal, through the all phases inherent to it. Since the initial steps until the identification and implementation on the Projects for the improvement areas, ANAM design which actions should embrace, accordingly with the company and industry features.
A Gestão Total da Qualidade é um método reconhecido, e cujo objectivo passa por conduzir a gestão e os colaboradores para um melhoramento contínuo nos processos organizacionais, independentemente da localização, tamanho ou sector onde a empresa esteja inserida. O Modelo da Fundação Europeia para a Gestão da Qualidade (EFQM) é considerado um método vantajoso para promover melhoramentos na qualidade, mesmo sendo um modelo genérico. Para o começo de uma jornada para a Excelência, o nível de Compromisso com a Excelência (C2E) fornecido pela EFQM é considerado ideal, fornecendo conhecimento e experiência do Modelo das „9-Caixas‟ e da lógica da ferramenta RADAR. Alcançar este objectivo representa todo um esforço e compromisso, com intenções de um melhoramento continuado. ANAM é uma empresa gestora de aeroportos que gere os Aeroportos das Ilhas da Região Autónoma da Madeira. O seu caminho para a excelência começou a ser construído com o reconhecimento pela ISSO em 2005, sendo que em 2009 delineou como objectivo a certificação de C2E. O objectivo deste trabalho reside na descrição dos processos internos delineados para este propósito, através de todos as fases inerentes ao mesmo. Desde os primeiros passos até è identificação e implementação dos Projectos para as áreas de melhoria, a ANAM definiu as acções que deveria concretizar, de acordo com as especificidades da empresa e da indústria.

A presente dissertação foi desenvolvida no âmbito do Mestrado em Engenharia e Gestão da Qualidade, no Centro de Investigação ALGORITMI da Universidade do Minho, sediado na cidade de Guimarães. A organização em estudo é uma subunidade de investigação da Escola de Engenharia da Universidade do Minho que centraliza a sua atividade na produção de conhecimento científico no âmbito das Tecnologias da Informação, Comunicação e Eletrónica. Este trabalho teve como principal objetivo a utilização do Modelo de Excelência da European Foundation for Quality Management (EFQM), como ferramenta de autoavaliação do Centro ALGORITMI e como meio de alcançar, posteriormente, o segundo nível de reconhecimento EFQM. Para tal, foi realizado um levantamento do nível de maturidade organizacional, através da elaboração do documento de gestão proposto pela EFQM. Este documento, que apresenta um formato simples, usa o Modelo de Excelência para descrever as principais abordagens adotadas pela organização, como estão a ser implementadas e quais os resultados alcançados. De seguida, foi realizado um questionário com o objetivo de perceber se as pessoas da organização partilham a mesma visão da gestão de topo. Com base no documento desenvolvido foi possível identificar dez ações de melhoria e, através de uma priorização, escolhidas cinco para serem implementadas a curto prazo. Para cada uma das cinco melhorias, foi elaborado um plano de melhoria, onde foi descrito o objetivo, o tempo de execução, o estado atual e o alinhamento com os objetivos estratégicos da organização. Tal como descrito na revisão da literatura, foi possível concluir que o Modelo de Excelência da EFQM é uma ferramenta eficaz no levantamento dos objetivos estratégicos de uma organização, da forma como estes são ser implementados e dos resultados até então alcançados. Além disso, foi possível averiguar que algumas ações, descritas no plano estratégico, não foram concretizadas, tendo sido desta forma identificadas, como ações de melhoria a serem realizadas. Por fim, constatou-se que a atual cultura organizacional do Centro de Investigação ALGORITMI não é suficientemente forte para suportar a sustentabilidade de resultados organizacionais positivos.
This dissertation was developed under the master degree in Engineering and Quality Management, at the ALGORITMI Research Centre of the University of Minho, based in Guimarães. The studied organisation is a research subunit of the Engineering School of the University of Minho that centralises its activity in the production of scientific knowledge in the scope of Information Technologies, Communication and Electronics. The main goal of this work was to use the European Foundation for Quality Management (EFQM) Excellence Model as a self-assessment tool for the ALGORITMI Centre and as a mean of subsequently achieve the second level of EFQM recognition. For this, a survey of the level of organisational maturity was carried out through the elaboration of the management document proposed by the EFQM. This document, which presents a simple format, uses the Excellence Model to describe the main approaches adopted by the organisation, how they are being implemented and what results are achieved. After that, a questionnaire was carried out to see if people in the organisation share the same vision as the top management. Based on the developed document, it was possible to identify ten improvement actions and, through a prioritisation, five were chosen to be implemented in the short term. For each of the five improvements, an improvement plan was elaborated, describing the purpose, the execution time, the current state and the alignment with the organisation's strategic objectives. As described in the literature review, it was possible to conclude that the EFQM Excellence Model is an effective tool in surveying an organisation's strategic objectives, how they are being implemented and the results achieved so far. In addition, it was possible to verify that some actions described in the strategic plan were not implemented, and were thus identified as improvement actions to be carried out. Finally, it was found that the organisation's current organisational culture is not strong enough to support the sustainability of positive organisational results.
