Full textSince 1986, regeneration areas clean by motor-manual cleaning operations has increases noticeably. However poor working conditions and a lack of recognition contribute to the problem of labor shortage in this field. Silvicultural contractors have problems attracting and conserving a stable working crew. A research project including time studies, ergonomics and economics analysis was undertaken with the aim of understanding the workload dynamic of brushsaw operators paid on a piece rate system. The worker’s behaviour and productivity in relation to incentives, site and climatic factors was studied. This research involved the participation of forty-eight brushsaw operators. A productivity model was then produced based upon forestry inventory data and time studies’ results. The proportion of the area covered by competitive vegetation (%) and the stand density (stems/hectare) were the two variables with the highest determination coefficient. An improved knowledge of workload dynamic was gained through heart rate measurements. The relationship between site factors and heart rate was evaluated. Those results about productivity and heart rate were used to evaluate workers’ behaviour. This behaviour was compared to those found in the literature. Differences were explained by piece rate incentive at a fixed rate and the worker strategy to reach a weekly income goal. The use of a variable piece-rate to compensate brushsaw operators is recommended. Also a fixed wages is recommended during the learning period to decrease workers’ discouragement.

Full textThis study purports to analyze the government of Quebec’s obligations with respect to sex-based equality in the elaboration of the PLAN NORD. We address this issue with an approach combining the State’s obligations resulting from the right to sex-based equality in Canada, the governance issue raised in major projects such as the PLAN NORD and the implementation of gender-mainstreaming analyses as a means to achieve substantive equality. We take the position that the right to sex equality guaranteed under Section 15 of the Canadian Charter of Rights and Freedoms imposes on the State a positive obligation to act. This conclusion is supported by Canada’s international agreements, social policies favoring the implementation of gender-mainstreaming analyses and the often reiterated position of the Supreme Court of Canada pursuing substantive equality. Gender-mainstreaming is presented as to be the subject of a formal constitutional recognition and as a means to achieve equality in Canada.

Full textThe province of Quebec receives the second largest number of immigrants each year within Canada. It seems that emigrating from an under developed country to a developed country increases women's feelings of self-sufficiency and will lead to a positive attitude toward gender equality. The main focus of this study was to evaluate if immigrating to Quebec has had an influence on women’s perceptions of gender equality. In order to achieve this goal, semi-structured interviews have been conducted with eleven immigrant women from eight different countries, now living in Quebec. Questions on their perceptions toward gender, self-sufficiency and gender equality were asked. Constructivist paradigm has oriented the methodology and the data analysis was based on postmodernism feminist theory. Results suggest that gender equality is influenced by the immigration to Quebec and some of the factors of influence were pointed out by the participants. Orientations for further research are shown in the conclusion.

Full textThis thesis explores the change of perspective of the Quebec government concerning the status of women, in connection with the transition from a welfare state to a neoliberal state. First of all, a brief historical portrait of the creation of the Ministry of the Status of Women (ministère de la Condition feminine) (1979) as well as the successive governments in Quebec is drawn. This illustrates the transformations that have taken place in the conduct of the affairs of the Quebec State. Indeed, this ministry was set up by René Lévesque’s Parti Québécois (1976), which was largely inspired by the welfare state model and later on, particularly under the government of Lucien Bouchard (1996), a shift was made towards a state inspired by neoliberal rationality. Using the method of critical discourse analysis, this thesis then identifies the manifestations of neoliberal rationality in the set of government action plans dealing with equality between the women and men produced by the ministry associated with the Status of Women from 1979 to 2016. The analysis is based on a conceptual framework at the core of which is neoliberalism and more specifically, the two dimensions of individual responsibility and entrepreneurial self. The results of the analysis show how the welfare state, interventionist, addresses inequalities between the women and the men as arising from a structural fact while the neoliberal, non-interventionist, state deals with the status of women as well as gender inequalities in an individualizing manner.
