Abstract:
History education has been able to give a flowing account of how various cultures have been co-existing prior European encounter. The historical account has evolved from the mythical stage into the scientific stage with evidence adduced and coming forward to revise and even correct initial assumptions. In the face of these revisions and corrections, it is not in place to demand: how do we teach African history to students? What is the connection between religion and culture in the making of a people? Using Kwame Appiah’s cosmopolitan perspective as my theoretical framework and through the method of philosophical analysis, I tender that the idea of an identity that is distinct or peculiar to a particular people cannot be reliable. To make my point lucid, this research uses the Yoruba of south-west Nigeria as paradigm. I contend that the emergence of Egbe Omo Oduduwa is not tied to a special or peculiar identity, but a surge in the need to emphasize common grounds over differences in order to establish a common cause for a perceived identity. The point that has been established thus far is that all the small kingdoms and mighty empires that claim to share the Yoruba identity in contemporary times, were hitherto sworn enemies who hardly perceive things from a similar perspective. It is however interesting to note that it was during the colonial era and the press for political independence that informed the need to coalesce and create an identity from that which cuts across all of them to initiate a common denominator. From the exploration of the Yoruba peoples from earliest times to the present times, it is the case that there was no perception of common ground prior 1945. The factors that led to the recognition of a common ground are tied to the struggle for liberation from foreign powers. It is on this that note that this research submits that identities are human creations and they neither primordially original nor pure.

Abstract:
Burial of human beings in houses or within residential premises is a common occurrence in developing countries. Despite the negative impacts it has on the social and economic lives of the people and society at large, particularly on public health, this norm has continued. However, this area has not been given adequate attention in recent scholarship. Against this backdrop, this article traces the development, appropriation, and misappropriation of burial sites and public cemeteries among the indigenous people of Egba land. It also examines the responses of the government to this phenomenon. This study was done through the use of archival sources, extant literature, media reports, pictographs, and interviews. The study reveals that the misappropriation of burial sites and cemeteries is a result of indigenous belief systems, illiteracy, inadequate lands for burial and cemeteries, cost and proximity of burial sites, and insecurity, among other things. It also finds that the few who appropriate burial sites and cemeteries were educated, enlightened, and averagely wealthy individuals, socially placed individuals. It recommends that governments at both state and local levels, particularly local levels that are vested with the maintenance of burial sites and cemeteries, should be strengthened to adequately appropriate cemeteries and burial sites in Egba land, south west Nigeria, like most indigenous people.

Abstract:
The nineteenth century was in many ways a revolutionary one among the Yoruba of western Nigeria. The Yoruba civil wars caused much social and political disorganization of the existing entities in Yorubaland. Among other effects, the wars caused the uprooting of conquered and devastated peoples from their original homes to new lands. The Egba people were one of these. From their original homeland they moved south to settle at Abeokuta in 1830. They were later to be joined by other displaced peoples including the Ijaiye and the Owu, thus making Abeokuta a federation of sorts. The initial decades of settlement at Abeokuta were devoted to the consolidation of the new settlement against the attacks of the stronger and older kingdoms of Ijebu and Dahomey, to continued participation in the ongoing civil wars, and to the challenges of domestic political and economic reorganization. From 1839 liberated slaves from Sierra Leone began to settle in Abeokuta, soon to be followed by European missionaries.

Abstract Rules and norms of behaviour are common features in human society. This is confirmed by human being’s desire for protection, fairness and mutual respect from fellow humans in their social groups. Recognized authorities whose sanctions are respected help to ensure fairness and mutual respect for each other. For the traditional Benin (African) society, the issue of law and justice is the joint concern of the deities, ancestors and the human members within the society. The aim of this paper, is to examine (i) the relevance of traditional justice system in postcolonial Benin (African) society; and (ii) the unwavering respect for traditional values which the Benin (African) people have maintained even in a postcolonial era; and argue that the continual preference for traditional methods of obtaining justice by the people of Benin (Africa) are not unconnected with the inherent limitations of the received English legal system within an African terrain. As insiders, we propose a harmonization of a ‘euro-afro-centric judicial system, for we believe that this would be beneficial and progressive for us as a people in quest for justice in a postcolonial Benin (African) society.

ABSTRACTAfrica played a prominent role in the formation of earliest Christianity not least in the persons of Cyprian of Carthage and Augustine of Hippo. The Anglican heritage is considered through the experience of the Yoruba people in south-west Nigeria through whom christian faith came to the rest of Nigeria. The Anglicanism which came to the Yoruba was evangelical through the Church Missionary Society, though a key role was played by liberated slaves from Sierra Leone. Contexts in which the gospel is proclaimed and the way it is expressed may change, yet the contents of the gospel do not. A contextualized curriculum thus includes key courses such as biblical studies and systematic theology. It also includes contextual subjects such as African traditional religions and Islam and Christianity. The Church of Nigeria has thus undertaken a thorough review of the curriculum to adequately represent this kind of contextualized theology.

Nigeria, with over 200 million people, covers an area of 923,768 km2 and it occupies the eastern section of the West African region (Figure 1). The regions of Nigeria have prehistoric sites spanning from the Early Stone Age through the Middle Stone Age, the Late Stone Age/Neolithic to the Iron Age and the beginning of urbanization. Several historic empires, states and polities developed within the geographical area now occupied by Nigeria and had left archaeological relics.

When the leading European powers were scrambling for political dominion in Africa, the greatest rival of France was Britain. The French Catholics were working side by side with their government to ensure that they would triumph in Africa beyond the boundaries of the territories already annexed by their country. Thus, even when the British sovereignty claim on Nigeria was endorsed by Europe during the Berlin Conference of 1884-85, the French Catholics did not concede defeat. They still hoped that in Nigeria they could supplant their religious rivals: the British Church Missionary Society (CMS) and the other Protestant missionary groups. While they allowed the British to exercise political power there, they took immediate actions to curtail the spread and dominion of Protestantism in the country. Thus some of their missionaries stationed in the key French territories of Africa—Senegal, Dahomey, and Gabon—were urgently dispatched to Nigeria to compete with their Protestant counterparts and to establish Catholicism in the country.Two different French Catholic missions operated in Nigeria between 1860s and 1900s. The first was the Society of the African Missions (Société des Missions Africaines or SMA), whose members worked mainly among the Yoruba people of western Nigeria and the Igbos of western Igboland. The second were the Holy Ghost Fathers (Pères du Saint Esprit), also called Spiritans, who ministered specifically to the Igbo people of southeastern Nigeria. The French Catholics, the SMA priests, and the Holy Ghost Fathers competed vehemently with the British Protestants, the CMS, for the conversion of African souls. Just as in the political sphere, the French and British governments competed ardently for annexation and colonization of African territories.

AbstractSince 2012, the influx of affordable smartphones to urban Nigeria has revolutionized how young people take, store and circulate photographs. Crucially, this ever-expanding digital archive provides urban youth with a means to communicate new ideas of self, allowing a marginalized group to display fortunes that often belie their difficult realities. Through gestures and poses, fashion and style, the companionship of others, or the use of particular backdrops and locations, these photographs contain certain semiotics that allude to the subject owning the means for success in urban Nigeria. Similarly, as youth constantly store photographs of themselves on their handsets alongside those of celebrities, patrons and friends, coveted commodities and aspirational memes, they construct personal narratives that place them at the centre of global flows and networks. With the ability to constantly retake, update and propagate photographs, the discrepancies between in- and off-frame identities become ambiguous. This article explores how young people in Calabar, south-eastern Nigeria, use digital photographs on their mobile phones to cultivate new visions of themselves. Arguing that these photographs not only represent superlative aspirations but are also integral to social becoming, the discussion examines how digital images allow youth to reposition themselves within (and beyond) Nigerian society. Ephemerality is central: digital photographs can be easily circulated and retain some permanence on social media, yet these immaterial objects can easily be lost from handsets. In thinking about the futures of African youth and African photography, this article therefore interrogates the tensions of private and public archives.

Teaching Christian religious studies in Nigeria, like in many other Christian African countries, is based on the use of Scripture. Such instruction is a continuation of the basic faith formation young people have received from their parents, church, and local community. Effective religious education cannot be restricted only to the classroom but must also include social acts of kindness and community building. African theology in recent years has grown with the rise of African Independent Churches and biblical studies. Scriptural studies in the Nigerian secondary school curriculum help construct the basic platform for sustaining a Scripture-based African theology.

Abstract:
Reducing gender inequalities by enabling women's empowerment is a major focus of the literature and practices of gender and development. The work of this thesis contributes to debates about female empowerment, especially for peasant women in peripheral capitalist economies. The central themes of enquiry are power relations of gender and space in the socio-economic processes in which peasant households and their members are embedded. The focus of investigation is the extent to which commodity exchange outside the household reinforces, or reduces, women's position of power/disempowerment. The central question taken for analysis is whether income earning via trading empowers women, thus reducing their subordination. This hypothesis is widely accepted. Many NGOs (non-governmental organisations) and other development institutions base efforts around the notion that income earning is liberating for women. This hypothesis is investigated for rural Hausa women in Northern Nigeria who are secluded within their homes by the religio-cultural practice of purdah, but who engage in trade, often through the agency of children. The major empirical part of the study develops and applies an original framework for analysis of empowerment that identifies and maps gender divisions of labour and space in the spheres of production, reproduction and circulation in which rural Hausa men and women are embedded. The overall conclusion reached is that gender divisions of work, both inside and outside rural Hausa households, and especially in trade, reflect and sustain the subordination of women and their inferior position relative to men, especially through the control of space. The notion of income earning as universally empowering for women does not hold because rural Hausa women engaged in the market are not significantly empowered by their income earning because of the complex realities of patriarchy whereby women have weak bargaining powers.

This project approaches ongoing debates over the impact of increased Chinese engagement in African countries through the lens of production and industrialisation. Emerging market FDI into Africa is growing rapidly, and an increasing proportion of this investment is into manufacturing and productive sectors. This trend is led by the commercial expansion of private Chinese manufacturing firms across the continent. The goal of this project is to examine the differentiated impacts on African industrialisation attempts of this phenomenon. It takes as its case study industrial zone development projects in Nigeria, namely, the two official economic and trade cooperation zones being developed as large-scale FDI projects by Chinese firms, with Chinese and Nigerian government support, in Lagos and Ogun states. Analytically, four dimensions of this process are identified for study: the home country context, the host country context, the zone structures and institutions, and the firms themselves. Special attention is paid to the interface between foreign actors and the particular political economy of Nigerian manufacturing, as well as the at times substantial gaps between policy and practice in terms of industrial planning, investment and production. The thesis argues that SEZ projects in general, including the Chinese ETCZs, are industrial policy tools that operate on particular assumptions regarding the organisation of global production. As such, they incentivise the insertion of export-oriented firms into established global networks supplying international markets. However, a closer examination of industrial policy in China, the production environment in Nigeria and the behaviour of internationalising firms reveals that these assumptions are not always accurate. Thus, the SEZ institution as it is currently conceived in Nigeria is ill-suited to lend support to the trend towards Chinese relocation of producer firms, as well as to the reality of Nigerian production—both of which are predicated on domestic and regional markets as the primary driver of African industrialisation and productive sector growth.

Their capacity to cultivate sufficiently for their family maintenance is greatly impeded by the absence of either temperature or rainfall quantity pattern or uniformity. The divergent effects of recent extreme weather events around the world, including within relatively small geographical areas, exemplify the unequal impacts of climate change on populations. Akwa Ibom State has been found vulnerable to extreme weather events, such as flooding, severe storms, and rising sea levels, leading to homelessness, poverty, conflicts, and war for millions of people. All of these have resulted in social disturbances and dislocations among rural populations, especially in coastal communities, making them more vulnerable to climate variability. In the field of social vulnerability in the state, not much has been achieved. This chapter analyzes the vulnerability of the rural population to climate variability; the socio-economic characteristics of the rural population; the index of social vulnerability of rural dwellers to climate variability; social vulnerability factors; and the rural population’s social vulnerability mitigation initiatives in Akwa Ibom State, Nigeria. Social science approaches to human vulnerability draw critical attention to the root causes and factors why people are forced to respond to risks from climate change. A complex social approach to vulnerability is most likely to enhance mitigation and adaptation preparation efforts, given that vulnerability is a multidimensional mechanism rather than an invariable state.

A complex social approach to vulnerability is most likely to enhance mitigation and adaptation preparation efforts, given that vulnerability is a multidimensional mechanism rather than an invariable state.

AbstractDespite international efforts on poverty reduction in the last decade, poverty is rampant in many countries including Nigeria. Poverty remains a principal challenge for development in twenty-first century and a threat to achievement of Sustainable Development Goal (SDG) 1, which is a global attempt, among others, to end poverty by 2030. Meanwhile, 13 out of the 15 countries where extreme poverty is rising are in Africa. According to the World Poverty Clock, Nigeria, by 2018, had the largest extreme poverty population of 86.9 million, thus making the people vulnerable to malnutrition, armed conflict, migration, and other socioeconomic and environmental shocks. Whereas these impacts are exacerbated by climate change (CC), unfortunately, Nigeria’s adaptation efforts are inadequate due to certain impediments. The chapter finds that Nigeria lacks the CC law to properly regulate institutional and policy interventions to impacts of CC. It argues that although adaptation as opposed to mitigation is interim, yet integrating adaptation measures into Sustainable Development (SD) framework and poverty reduction strategies is a potent means of addressing CC impacts on the poor and achieve SDG1 target. The chapter therefore recommends the establishment of CC law in Nigeria that incorporates adaptation measures in poverty reduction strategies and mainstreaming of CC issues.

This is because the attendant associated risks such as destruction of lives and properties, livelihood displacement, and impoverishment of victims arising from increasing flood cases have constituted a threat to the citizens’ survival and therefore inform the attention the menace has drawn among scholars, policy analyst. This chapter has as its primary aim, a critical assessment of the impacts of government responses over the plight of victims of flooding in Nigeria over the years under review. Thus, special attention is given in this chapter to the various barriers or challenges facing government response to the plight of flood victims in Nigeria. Finally, some valuable steps, which if taken will reduce these barriers or challenges, are outlined. Though, the study adopted the use of secondary sources of data collection via content analysis, the experiences and knowledge gathered in this chapter will be strategically useful to people and organizations interested in the government of Nigeria’s response to the plight of flood victims, barriers inhibiting the success of fund utilization in reducing the suffering and impoverishment of the flood victims, number of deaths, and population displaced as a result.

Left out or left alone, the vulnerable people from some parts of the ancient city of Kano develop their own efforts to protect themselves against the recurrent flood events. Hence, this chapter examines the nature of community-driven do-it-yourself (DIY) adaptation The data was collected through field-based surveys, interviews, and questionnaires to enable in-depth analysis of the problem from socioecological point of view. The results identified flood drivers to include the nature of surface topography, torrential rainfalls, lapses, and inadequacies in the availability of drainage infrastructure and human behavioral lapses in drainage management. On the other hand, the DIY adaptation manifests in the use of sandbags, de-siltation of drainage, construction of fences, and drainage diversions. It is important to highlight that DIY adaptation is a good strategy; however, municipal authorities must come to the aid of such communities and revisit the absence of urban planning by supporting them through capacity building to find more effective solutions to the challenges of the changing climate and environment.

This study defined morphological importance of cultural heritage assets and formation of Egba-Ake town. Cultural heritages include man’s physical imaginative products which can be touched and seen include buildings, crafts, tools, ivory, cowries, paintings, textiles, pestles, mortars, food, wooden objects, tombs & grave goods, temples, dresses, pottery & potsherd pavements, monuments, books and artifacts. Morphology are factors that influence city/community formation which are determined by synthetic and natural determinants. Cultural heritage assets are whatever is valued by people today that was also cherished by former generations. This research explored the importance of cultural heritage assets in relation to urban fabrics formation of Egba-Ake. Qualitative method was adopted in this study, in-depth interviews and personal observation was used for data collection while Nvivo words tree and satellite imagery was used to analyze collected data. Ake’s palace and Itoku market is located at the center around which the Egba-Ake evolved. Ake’s Palace (political and cultural hub of the town) and Itoku market (the economic heritage of the town) was used to preserve various aspects of Egba-Ake cultural heritage. Ela festival (new yam festival) is annually celebrated cultural activity in Egba-Ake. This finding is relevant to policy makers as it allows the support of potential common structures for heritage administration in Egba-Ake. Effect of heritage in EgbaAke morphology is the new palace of Alake (the cultural ruler) of Egba-Ake were renovated and new once built a few years ago with modern architectural designs, furniture and fittings. This has made the Alake’s Palace to meet ‘international standards’. Social amenities and infrastructures like electricity supply, water systems, hospitals, good roads, administrative offices, schools; communication networks, etc. are now a major feature in Egba-Ake town. Further studies will enhance the implementation issues which may arise from the creation of a framework for cultural heritage management, with emphasis on risk management and risk reduction of cultural heritage.

This report maps the African landscape of Open Science – with a focus on Open Data as a sub-set of Open Science. Data to inform the landscape study were collected through a variety of methods, including surveys, desk research, engagement with a community of practice, networking with stakeholders, participation in conferences, case study presentations, and workshops hosted. Although the majority of African countries (35 of 54) demonstrates commitment to science through its investment in research and development (R&D), academies of science, ministries of science and technology, policies, recognition of research, and participation in the Science Granting Councils Initiative (SGCI), the following countries demonstrate the highest commitment and political willingness to invest in science: Botswana, Ethiopia, Kenya, Senegal, South Africa, Tanzania, and Uganda. In addition to existing policies in Science, Technology and Innovation (STI), the following countries have made progress towards Open Data policies: Botswana, Kenya, Madagascar, Mauritius, South Africa and Uganda. Only two African countries (Kenya and South Africa) at this stage contribute 0.8% of its GDP (Gross Domestic Product) to R&D (Research and Development), which is the closest to the AU’s (African Union’s) suggested 1%. Countries such as Lesotho and Madagascar ranked as 0%, while the R&D expenditure for 24 African countries is unknown. In addition to this, science globally has become fully dependent on stable ICT (Information and Communication Technologies) infrastructure, which includes connectivity/bandwidth, high performance computing facilities and data services. This is especially applicable since countries globally are finding themselves in the midst of the 4th Industrial Revolution (4IR), which is not only “about” data, but which “is” data. According to an article1 by Alan Marcus (2015) (Senior Director, Head of Information Technology and Telecommunications Industries, World Economic Forum), “At its core, data represents a post-industrial opportunity. Its uses have unprecedented complexity, velocity and global reach. As digital communications become ubiquitous, data will rule in a world where nearly everyone and everything is connected in real time. That will require a highly reliable, secure and available infrastructure at its core, and innovation at the edge.” Every industry is affected as part of this revolution – also science. An important component of the digital transformation is “trust” – people must be able to trust that governments and all other industries (including the science sector), adequately handle and protect their data. This requires accountability on a global level, and digital industries must embrace the change and go for a higher standard of protection. “This will reassure consumers and citizens, benefitting the whole digital economy”, says Marcus. A stable and secure information and communication technologies (ICT) infrastructure – currently provided by the National Research and Education Networks (NRENs) – is key to advance collaboration in science. The AfricaConnect2 project (AfricaConnect (2012–2014) and AfricaConnect2 (2016–2018)) through establishing connectivity between National Research and Education Networks (NRENs), is planning to roll out AfricaConnect3 by the end of 2019. The concern however is that selected African governments (with the exception of a few countries such as South Africa, Mozambique, Ethiopia and others) have low awareness of the impact the Internet has today on all societal levels, how much ICT (and the 4th Industrial Revolution) have affected research, and the added value an NREN can bring to higher education and research in addressing the respective needs, which is far more complex than simply providing connectivity. Apart from more commitment and investment in R&D, African governments – to become and remain part of the 4th Industrial Revolution – have no option other than to acknowledge and commit to the role NRENs play in advancing science towards addressing the SDG (Sustainable Development Goals). For successful collaboration and direction, it is fundamental that policies within one country are aligned with one another. Alignment on continental level is crucial for the future Pan-African African Open Science Platform to be successful. Both the HIPSSA ((Harmonization of ICT Policies in Sub-Saharan Africa)3 project and WATRA (the West Africa Telecommunications Regulators Assembly)4, have made progress towards the regulation of the telecom sector, and in particular of bottlenecks which curb the development of competition among ISPs. A study under HIPSSA identified potential bottlenecks in access at an affordable price to the international capacity of submarine cables and suggested means and tools used by regulators to remedy them. Work on the recommended measures and making them operational continues in collaboration with WATRA. In addition to sufficient bandwidth and connectivity, high-performance computing facilities and services in support of data sharing are also required. The South African National Integrated Cyberinfrastructure System5 (NICIS) has made great progress in planning and setting up a cyberinfrastructure ecosystem in support of collaborative science and data sharing. The regional Southern African Development Community6 (SADC) Cyber-infrastructure Framework provides a valuable roadmap towards high-speed Internet, developing human capacity and skills in ICT technologies, high- performance computing and more. The following countries have been identified as having high-performance computing facilities, some as a result of the Square Kilometre Array7 (SKA) partnership: Botswana, Ghana, Kenya, Madagascar, Mozambique, Mauritius, Namibia, South Africa, Tunisia, and Zambia. More and more NRENs – especially the Level 6 NRENs 8 (Algeria, Egypt, Kenya, South Africa, and recently Zambia) – are exploring offering additional services; also in support of data sharing and transfer. The following NRENs already allow for running data-intensive applications and sharing of high-end computing assets, bio-modelling and computation on high-performance/ supercomputers: KENET (Kenya), TENET (South Africa), RENU (Uganda), ZAMREN (Zambia), EUN (Egypt) and ARN (Algeria). Fifteen higher education training institutions from eight African countries (Botswana, Benin, Kenya, Nigeria, Rwanda, South Africa, Sudan, and Tanzania) have been identified as offering formal courses on data science. In addition to formal degrees, a number of international short courses have been developed and free international online courses are also available as an option to build capacity and integrate as part of curricula. The small number of higher education or research intensive institutions offering data science is however insufficient, and there is a desperate need for more training in data science. The CODATA-RDA Schools of Research Data Science aim at addressing the continental need for foundational data skills across all disciplines, along with training conducted by The Carpentries 9 programme (specifically Data Carpentry 10 ). Thus far, CODATA-RDA schools in collaboration with AOSP, integrating content from Data Carpentry, were presented in Rwanda (in 2018), and during17-29 June 2019, in Ethiopia. Awareness regarding Open Science (including Open Data) is evident through the 12 Open Science-related Open Access/Open Data/Open Science declarations and agreements endorsed or signed by African governments; 200 Open Access journals from Africa registered on the Directory of Open Access Journals (DOAJ); 174 Open Access institutional research repositories registered on openDOAR (Directory of Open Access Repositories); 33 Open Access/Open Science policies registered on ROARMAP (Registry of Open Access Repository Mandates and Policies); 24 data repositories registered with the Registry of Data Repositories (re3data.org) (although the pilot project identified 66 research data repositories); and one data repository assigned the CoreTrustSeal. Although this is a start, far more needs to be done to align African data curation and research practices with global standards. Funding to conduct research remains a challenge. African researchers mostly fund their own research, and there are little incentives for them to make their research and accompanying data sets openly accessible. Funding and peer recognition, along with an enabling research environment conducive for research, are regarded as major incentives. The landscape report concludes with a number of concerns towards sharing research data openly, as well as challenges in terms of Open Data policy, ICT infrastructure supportive of data sharing, capacity building, lack of skills, and the need for incentives. Although great progress has been made in terms of Open Science and Open Data practices, more awareness needs to be created and further advocacy efforts are required for buy-in from African governments. A federated African Open Science Platform (AOSP) will not only encourage more collaboration among researchers in addressing the SDGs, but it will also benefit the many stakeholders identified as part of the pilot phase. The time is now, for governments in Africa, to acknowledge the important role of science in general, but specifically Open Science and Open Data, through developing and aligning the relevant policies, investing in an ICT infrastructure conducive for data sharing through committing funding to making NRENs financially sustainable, incentivising open research practices by scientists, and creating opportunities for more scientists and stakeholders across all disciplines to be trained in data management.
