On January 6, 1987, the French Court of Cassation denied the petition for annulment of the decision rendered by the Paris Court of Appeals on July 12, 1984 [23 I.L.M. 1048 (1984)] which set aside the award rendered by an ICC Arbitral Tribunal on March 11, 1983 in the SPP v. The Arab Republic of Egypt case [22 I.L.M. 752 (1983)].Ruling on the question of their own competence, the arbitrators accepted jurisdiction over the Arab Republic of Egypt on the ground that by affixing the words “approved, agreed and ratified” by the Minister of Tourism and the signature of the Minister of Tourism to a contract entered into “between” SPP and the Egyptian General Organization for Tourism and Hotels (EGOTH), the State had agreed to be bound by the ICC arbitration clause contained in that contract.

Nowadays, it is necessary to process huge amount of information what is reflected by actual trends in informatics. The objective of the thesis is to give the theoretical analysis and implementation of processing and searching tool which allows the user to go through a huge number of unstructured document collections. Such system is called the information retrieval system. This work is an alternative to already existed system Egothor, which is the implementation of boolean model. Because of the possibility of comparing the results from retrieval system models, the implemented system is established on a competitive vector model. In this work is also created one modular system which allows comparing and processing the results from any independent information retrieval systems to one integrated review. This system is called the optimal retrieval system. The precision and recall - the subjective qualitative parameters of system are growing up. The optimal retrieval system was tested in configuration with two underlying systems what practically approved it's advantages.

Academic fulltext search engine Egothor has recently became starting point of several thesis aimed on searching. Until now, there was no solution available to provide robust set of web content processing tools. This master thesis is aiming on design and implementation of distributed search system working primary with internet sources. We analyze first generation components for processing of web content and summarize their primary features. We use those features to propose architecture of distributed web search engine. We aim mainly to phases of data fetching, processing and indexing. We also describe final implementation of such system and propose few ideas for future extensions.
