Abstract:
In this article, Linda Eisenmann examines the role and impact of Barbara Solomon's now classic text in women's educational history, In the Company of Educated Women: A History of Women and Higher Education in America. Eisenmann analyzes how Solomon's book influenced, defined, and in some ways limited the field of women's educational history. She shows how current historical research — such as the study of normal schools and academies — grew out of Solomon's work. She points out where the book is innovative and indispensable and where it disappoints us as teachers and scholars in the 1990s. Eisenmann criticizes Solomon for placing too much emphasis on women's access to higher education, thereby ignoring the importance of wider historical and educational influences such as economics, women's occupational choices, and the treatment of women in society at large. Finally, Eisenmann examines the state of subsequent research in women's higher educational history. She urges researchers to investigate beyond the areas defined by Solomon's work and to assess the impact of these neglected subjects on women's experiences in education.

Peter Eisenman is the Icarus of post-avant-garde architecture and has numerous highly regarded, controversial built structures to his name - such as the Memorial to the Murdered Jews of Europe in Berlin and the Ciudad de la Cultura de Galicia in Santiago de Compostela. How to eliminate what one becomes - this is one way of summarizing one of the most decisive features of Eisenman's architectural praxis: the disappearance of the author. Displaying his disdain for individual style in the arts, Eisenman regularly threw Michel Foucault's question "what is an author?" into debates on architecture. However, the death of the author - "la mort de l'auteur"1 first proposed by Roland Barthes - was not an end in itself for Eisenman. For it is only the follow-up question "what is critique?"2 that illuminates the role of the elimination of the author in the negativity aesthetics of Eisenman's architectural praxis: it is the dialectics of the critique of reason and epistemology. In that sense, Eisenman's theory of architecture constitutes an important - if not uncontroversial - contribution to critical architectural philosophy.

L’œuvre de Charles Eisenmann (1903-1980) est reconnue comme une contribution majeure et originale à la théorie du droit administrtif. Ses Cours de doctorat forment un corpus de grande ampleur embrassant, dans une perspective théorique, les principaux chapitres du droit administratif. L’œuvre de Charles Eisenmann en droit administratif n’a pas fait l’objet d’une lecture d’ensemble, éclairant sa pratique de la disputatio et la restituant dans le projet de l’auteur. Cette thèse se concentre sur ce double aspect, en exposant la méthode critique de l’auteur et en cherchant à déceler les idées substantielles qui animaient, sous le couvert de la science, le propos eisenmannien en droit administratif. Introducteur de l’œuvre de Kelsen en France, Charles Eisenmann a transposé au droit administratif français le critique normativiste du dualisme du droit privé et du droit public, ainsi que celle du dualisme du droit et de l’État. Cette inspiration kelsénienne a guidé son analyse du thème de l’autonomie du droit administratif et sa réfutation des conceptions institutionnelles de l’Administration. En repensant le rapport entre l’administration et le droit, Charles Eisenmann a voulu définir une théorie juridiquement pure du droit administratif. Mais Charles Eisenmann ne fut pas aussi kelsénien que l’on croit. Dans sa théorie de l’action administrative, l’auteur s’est concentré sur les données extra-juridiques qui forment l’objet du droit de l’action administrative, à savoir les individus destinataires des normes. Cette approche lui a permis d’affirmer un positivisme plus sociologique que juridique, établissant une correspondance plus étroite entre validité et efficacité des normes<br>The work of Charles Eisenmann (1903-1980) is recognized as a major and original contribution to the theory of administrative law. His graduate lectures represent a wide body of work encompassing, within a theoretical perspective, the main tenets of administrative law. The work of Charles Eisenmann in administrative law has not heretofore been subjected to a level of analysis that would shed light on his practice of disputatio while putting it into perspective within the author’s vision. This thesis is focused on this dual aspect by exposing the critical method of the author and by attempting to reveal the major ideas that substantiate, under the guise of science, Eisenmann’s thesis in administrative law. Having introduced the work of Kelsen in France, Charles Eisenmann has transposed into French administrative law the normativist criticism of dualism of private law and public law, as well as that of the dualism of the law and the state. This Kelsenian inspiration has guided his analysis of the topic of administrative law autonomy and his refutation of the institutional conceptions of administration. By rethinking the relationship between administration and law, Charles Eisenmann wanted to define a pure legal theory of administrative law. However, Eisenmann was not as Kelsenian as believed. In his theory of administrative action, he focused on extra-judicial considerations that represent the legal object of administrative action, namely the individual recipients of the norms. This approach allowed him to advance a positivism that is more sociological than legal, thus establishing a narrow collaboration between validity and efficacy of norms

Cette thèse propose une définition des termes de centralisation et de décentralisation par référence à la séparation du pouvoir selon la répartition des facultés de statuer et d'empêcher entre organes centraux et non centraux. En appliquant cette définition à chaque niveau de la hiérarchie des normes elle propose une définition de l'organisation normative des Etats, notamment de l'Etat fédéral et unitaire, modes d'organisation de la production de la norme de deuxième rang, et de l'Etat centralisé et décentralisé, modes d'organisation de la production de la norme de troisième rang, puis elle rend compte, dans ce cadre, de l'organisation du pouvoir normatif en France sous la Vème République. <br />La première partie montre que les termes de centralisation et de décentralisation visent un mode de production des normes juridiques dans un système juridique hiérarchisé dans le cadre de l'exercice par des organes centraux et non centraux des facultés de statuer et d'empêcher dégagées par Montesquieu. <br />La deuxième partie fonde l'opposition entre la centralisation et la décentralisation sur une répartition différente des facultés de statuer et d'empêcher. La centralisation, sans exclure l'existence et la participation d'organes non centraux à la production de la norme, traduit une confusion des facultés au profit d'organes centraux et la décentralisation exprime une division de la faculté de statuer entre organes centraux et non centraux garantie par une faculté d'empêcher réciproque. L'altération de cette réciprocité caractérisera une situation intermédiaire appelée "déconcentralisation". Cette définition des termes permet de définir l'organisation du pouvoir normatif à chaque niveau de la hiérarchie des normes. <br />La troisième partie applique le raisonnement au système normatif français qui offre par son intégration dans des systèmes supra nationaux – Communauté française et Union et communautés européennes – d'une part, et par son organisation normative interne d'autre part, un cadre de réflexion exemplaire.

Abstract:
A great deal of recent commercial interest in gasification technology has been centered on the idea of conditioning the producer or syn-gas generated to a level suitable for inclusion in an internal combustion (IC) engine power generation in the 3–15 MW range. Ideally the feed stocks for the gasification system should be able to encompass a variety of opportunity fuels to reduce the energy input costs to the engine. However, these opportunity fuels can cover a wide variety of potential energy sources such as refuse derived fuels, recovered plastics, and various grades of woody biomass, which can present operational challenges to the successful operation of an IC engine. Most major IC engine manufacturers have published guideline specifications for acceptable levels of particulate matter, sulfur, halogens, trace metals, and tar dew points to be maintained in handling a gasification producer gas. The requirements can be very rigorous especially in the context of variable feed mixtures and operational variations encountered in gasification of opportunity fuels. This presentation will address commercial research efforts to adapt an emerging air pollution control technology, the EISENMANN WESP-2F, as the desired technical solution for appropriately conditioning gasification producer gas to a point where inclusion in an IC engine is feasible. Research and testing on the aforementioned system took place using a pilot sized unit operating a slipstream off a commercial sized gasifier testing a number of opportunity fuels. Technical challenges encountered and lessons learned are recounted.

Cada objeto es definido en un proceso en el que considerar diversos actores, sus voluntades, opciones y experiencias. Es el caso de las obras que aborda este trabajo, en las que evidenciar e interrogarnos sobre el gesto arquitectónico, la memoria evocada y su interpretación social. Obras que han alcanzado notoriedad por diferentes motivos: como la Sala del Recuerdo, de Arieh Elhanani, Arieh Sharon y Benjamin Idelson (1961) en Yad Vashem, Jerusalén; por su significado científico e histórico, como el Museo de Historia del Holocausto, también en Yad Vashem, de Moshé Safdie (2005); por su relevancia cultural o arquitectónica, como el Museo Judío (Ampliación del Museo de Berlín con el Departamento del Museo Judío) de Daniel Libeskind en Berlín (1999); e incluso por la controversia que han suscitado, como el Monumento en Memoria de los Judíos Asesinados de Europa, también en Berlín, conocido como el Monumento del Holocausto, de Peter Eisenman (2004).***Architecture can introduce us to the experience of memory; memory as reflection, and architecture as a drive for the experience of remembering as well as a container of information. Each object is de ned in a process in which different actors, their wills, options and experiences, are taken into account. This is the case of the artworks addressed by the present communication, in which we reveal and ask ourselves about the architectural gesture, the evoked memory and its social interpretation. Abstract:
Proposed modifications to the laws governing the emissions from biomass fired boilers require more stringent control on emissions. During biomass combustion there are several pollutants produced which require advanced pollution control measures to maintain environmental compliance. These pollutants include Particulate Matter, Hydrogen Chloride, Sulfur Dioxide, Sulfuric Acid Mist, and Oxides of Nitrogen. To ensure operational compliance of the boiler’s stack emissions both now and in the future, proper pollution control technology is paramount. This presentation will address an emerging air pollution control technology that embodies all of these removal steps in a single device specifically designed to meet the needs of biomass fired boilers. Historically, the control strategy for stack emissions from such boilers has included the use of various standalone systems. For example, Dry Electrostatic Precipitators have been used for PM reduction, Selective Non-Catalytic Reduction systems for NOx control, Flue Gas Desulphurization for SO2 removal, and single pass Wet Electrostatic Precipitators for H2SO4 abatement. The consolidation of these multiple, standalone systems into a smaller, less costly alternative tailored specifically for biomass fired boilers can address the new requirements. EISENMANN’s recently patented multi-pollutant control system includes the use of a pre-scrubbing chamber for large PM, SO2, and water soluble NO2 removal. Following the quench and pre-scrubbing region, a specially tuned downflow wet ESP field is responsible for finer PM and Sulfuric Acid aerosol removal, as well as an important Ozone producing stage that oxidizes non-water soluble NO. As the gas continues to travel through the system, a secondary scrubbing chamber is used to further reduce NOx by scrubbing the newly formed NO2 that has been formed from the oxidation of NO through the use of Ozone produced by the electrostatic precipitator. The final polishing stage of the system includes an upflow wet electrostatic precipitator field for the removal of newly oxidized material such as mercury. Research and testing on the aforementioned system took place through the development of a pilot sized unit. Expected performance was validated proving high removal efficiencies for pollutants specifically addressed earlier. Implementation of the technology within the biomass fired area is underway and is currently viewed as an acceptable solution to the environmental regulations associated with a biomass fired boiler because of the smaller footprint, lower operating costs, and overall condensed solution when compared to previously used technologies.

Abstract:
Advances in gasification technology have opened up a number of commercial opportunities to generate energy from a wide range of non-traditional feed stocks. Gasification technology platforms from a number of providers are in development with the goal of creating modular solutions for supplying the energy needs of local communities, often in solutions as small as 10 to 20 MW increments. Such technologies offer potential project developers the ability to explore local opportunities for fuel supply from a number of sources. These opportunity fuels cover a wide range of potential energy sources as far reaching as recovered plastic, recovered tires, poultry litter, and a wide variety of woody biomass. The syn-gas produced from the gasification of such varied opportunity fuels contains a number of undesired trace components. These components will need to either be removed via gas conditioning, or alternatively be combusted with the syn-gas in an oxidation step which will produce a flue gas requiring air pollution control. Gas conditioning requirements vary depending on the desired end use of the syn-gas whether as a utility quality fuel or as an intermediate to a further chemical pathway. Flue gas target levels are defined by current environmental legislation. The potential pollutants produced in the flue gas pathway include Particulate Matter, Hydrogen Chloride, Sulfur Dioxide, Sulfuric Acid Mist, and Oxides of Nitrogen. To ensure operational compliance of the system stack emissions both now and in the future, proper pollution control technology is paramount. This presentation will address an emerging air pollution control technology that embodies all of these removal steps in a single device specifically designed to meet current and expected future environmental needs. Following the quench and pre-scrubbing region, a specially tuned downflow wet ESP field is responsible for finer PM and Sulfuric Acid aerosol removal, as well as an important Ozone producing stage that oxidizes non-water soluble forms of NOx. As the gas continues to travel through the system, a secondary scrubbing chamber is used to further reduce NOx by scrubbing the newly formed NO2 that has been formed from the oxidation of other forms of NOx through the use of Ozone produced by the electrostatic precipitator. The final polishing stage of the system includes an upflow wet electrostatic precipitator field for the removal of newly oxidized material as well as any heavy metals present. Research and testing on the aforementioned system took place using a pilot sized unit operating a slipstream off a 20 MW commercial sized gasifier testing a number of opportunity fuels. Expected performance was validated proving high removal efficiencies for pollutants specifically addressed earlier. Results from a wide variety of opportunity fuels will be discussed. Current implementation of the technology in gasification projects following the flue gas pathway is underway and is currently viewed as an acceptable solution to the environmental regulations associated with the plant requirements.
