The contracting of public works is, by definition, complex, and its success depends on many varied and interconnected parts. Choosing the most appropriate type of contract in relation to the contractor's compensation method is one of the most essential decisions. Public procurement should be for service providers who meet certain qualification criteria. The verification of the fulfillment of these criteria must be done individually for each process, being associated with the need to present the corresponding documents. The fate of all projects is closely related to the drafted contract. In each project, it is necessary to have a suitable contract in force; otherwise, it may have negative consequences for all parties involved. Failures can cause delayed schedule, excess costs, inadequate quality and safety, and several others. What has been seen is that, in most cases, contracting by public clients is based only on the lowest price, thus making it difficult to comply with the rules and meet the challenges. In contracts, penalties are for breach of deadlines and poor results in quality control. Contract managers must be prepared and well-defined to respond to short deadlines, tight budgets and the required quality. Therefore, the present work seeks to propose the objectives model, business rules model, business process model and actors and resources using Enterprise Knowledge Development (EKD) - organizational modeling methodology that facilitates the acquisition of knowledge of the structure organizational and strategic planning and assists in the identification of organizational requirements; also propose a flow map of the main responsibilities of the actors. The objective of this work is to analyze, with the use of the methodology, potential improvements in the modeling of civil construction contract management in the public administration, investigating the contracting of projects and public building works on UFC campuses. The models were developed and validated with COP professionals involved in the bidding processes and generating them was possible to propose improvement opportunities for the process of project design, budgeting, hiring, monitoring and inspection of the execution of the work.
A contratação de obras públicas é, por definição, complexa, e o seu sucesso depende de muitas partes variadas e interligadas. A escolha do tipo mais apropriado de contrato em relação ao método de compensação do contratante é uma das decisões mais essenciais. A contratação pública deve ser para prestadores de serviços que atendam a determinados critérios de qualificação. A verificação do cumprimento desses critérios deve ser feita individualmente para cada processo, estando associada com a necessidade de apresentar os documentos correspondentes. O destino de todos os projetos está intimamente relacionado com o contrato elaborado. Em cada projeto, é necessário ter um contrato adequado em vigor; caso contrário, pode ter consequências negativas para todas as partes envolvidas. Falhas podem provocar cronograma atrasado, excesso de custos, qualidade e segurança inadequados e diversos outros. O que se tem visto é que, na maioria dos casos, as contratações realizadas por clientes públicos baseiam-se apenas no preço mais baixo, dificultando, assim, o cumprimento das regras e vencimento dos desafios. Nos contratos, as penalidades são previstas para violação de prazos e maus resultados no controle de qualidade. Os gestores dos contratos devem estar preparados e com processos bem definidos para responderem a prazos curtos, orçamentos apertados e à qualidade exigida. Diante disso o presente trabalho busca propor o modelo de objetivos, modelo de regras do negócio, modelo de processos do negócio e o de atores e recursos usando o Enterprise Knowledge Development (EKD) - metodologia de modelagem organizacional que facilita a aquisição do conhecimento da estrutura organizacional e estratégica e auxilia na identificação dos requisitos organizacionais; propor também um mapa do fluxo das principais responsabilidades dos atores. O trabalho tem como meta analisar, com o uso da metodologia, potenciais melhorias na modelagem do gerenciamento de contrato da construção civil na administração pública investigando a contratação de projetos e obras públicas de edificação nos campi da UFC. Os modelos foram desenvolvidos e validados com profissionais da COP envolvidos nos processos de licitação e ao gera-los foi possível propor oportunidades de melhoras para o processo de elaboração de projetos, orçamentos, contratação, acompanhamento e fiscalização da execução da obra.

Full textMed FinFET-baserade applikationsspecifika integrerade kretsar (ASIC) -konstruktioner som ger löften om skalbarhet, prestanda och kraft är vägen framåt ojämn med tekniska utmaningar när det gäller att bygga effektiva ASIC: er. Formgivare kan inte längre lita på den "autoskalande" effektminskningen som följer teknisk nodskalning, i dessa tider då 7nm presenterar sig som en "långlivad" nod. Detta leder till behovet av tidig kraftanalys och reduktionsflöden som är integrerade i ASIC Intellectual Property (IP) designflöde. Detta leder till fokus på energieffektiv design förutom att det är funktionellt effektivt. Krafteffektivitetsrelaterade hotspots är de ledande orsakerna till respins av chip, och en riktlinjemetodik för att konstruera block på ett energieffektivt sätt leder till energieffektiv design av Integrated Circuits (ICs). Detta lindrar intensiteten hos kylbehovet och kostnaden. Common Memory-kontrollen är en av de ledande energikonsumenterna i ASIC-designen hos Ericsson. Denna avhandling fokuserar på att utveckla en effektanalys och reduktionsflöde för den gemensamma minneskontrollern genom att ansluta verifieringsmiljön för blocket till lågnivåeffektanalysverktyg, med hjälp av motiverade test caser för att samla effektmätvärden, vilket leder till två huvudmål för avhandlingen, karakterisering och optimering av blocket för kraft. Detta arbete inkluderar också energieffektivitetsperspektiv genom Differential Energy Analys-teknik, initierad av Qualcomm och Ansys, för att förbättra flödet genom att förbättra test cases som hjälper till att upptäcka effekteffektivitet / buggar och därför optimera blocket. Flödet som utvecklats i avhandlingen uppfyller målen att karakterisera och optimera blocket. Karaktäriseringsdata presenteras för att ge en uppfattning om vilken typ av data som kan samlas in och vara användbara för SoC-arkitekter och designers i planering för framtida mönster. Full textThe Personal Computer is one of the most versatile inventions of the modern world. From its introduction in the 1980s, businesses have used these devices to perform everything from routine administrative tasks to complex engineering activities. Without proper attention to the security, companies put their ongoing operations and data at risk of theft, alteration, or destruction. Employees using personal computing systems are the primary gatekeepers of intellectual property and at the same time are the source of most data breaches. The purpose of this study was to analyze attitudes and behavioral patterns of end-users who repeatedly fall victim to simulated phishing attacks. Using a Q-Methodology approach, participants rated their level of agreement or disagreement of statements collected from research about end-user attitude and training towards computer security. Analysis of participant responses yielded three factors that demonstrated a pattern of behavior and opinion and categorized participants into three groups; gatekeepers, oblivions, and conformists. Analysis of the three group’s alignment with the studies research questions reveals that although all groups are well trained in computer security procedure and policy, two of the groups demonstrate deficiency in recognizing cyber risk and understanding how to protect against the threat. For companies to be secure, the end-user must view themselves as the primary gatekeeper to protect intellectual property. Technology can be circumvented, passwords can be compromised, and systems can be penetrated. The most effective method therefore to combat cyber threat is to create a culture of vigilance that every end-user understands, accepts, and embraces as their primary responsibility.

Full textThis research developed a methodology for the capacity planning of a furniture finishing system using both deterministic analysis and stochastic simulation. The thesis includes the development of an interface through which users can interactively build a simulation model of a finishing system. The Excel-based interface de-couples data input from the simulation model construction and execution. This provides a user-friendly tool for analyzing a finishing system. A manufacturing manager unfamiliar with simulation techniques can use the interface to conduct simulations and experiment with various input parameters such as line loading techniques and line speeds. Through the interface, results from the simulation can be used in an iterative process to analyze and refine design parameters of the finishing system. Adjustments to input parameters are made, and the model is re-simulated until the user discovers and eliminates any problem areas within an existing finishing system or accurately determines the required workstation capacities for a proposed system.
