Abstract:
Within the South African framework of transition, constitutional development and of the Municipal Systems Act of 2000, the Integrated Development Planning and budgeting processes represent a significant shift away from past planning approaches in South Africa. Hitherto, planning systems were largely technocratic,sectoral and failed to incorporate the views of local people. The current aim is to create Effective and efficient government systems and to integrate the various administrations of the constituent local governments into the new consolidated local governments. Ekurhuleni Metropolitan Municipality (EMM), one of the largest metropolitan municipalities in the country was a case study to examine this shift away from the past planning approaches to the new integrated approach. For the purpose of this study, integrated approach to service delivery is described as a process to ensure that the objectives and policies determined by the legislature will be uniformly interpreted and applied by all departments in municipal entity. Integrated development planning, budget reviews and performance monitoring systems focus on alleviating poverty and addressing past injustices and inequities through identification of programmes and projects that respond to the needs and priorities of local communities. There is a strong move towards a more integrated and participatory approach to local planning with varying success at incorporating sustainability principles throughout the process. The Municipal Systems Act makes it mandatory that all sectors and interested parties be consulted, and that has led to improved communication and cooperation between different spheres of government and the newly established local authority structures. Along with IDPs as the primary planning tool, Systems Act signify the deepening of democracy and good governance as it is mandatory for the participation of communities and various stakeholders through the ward committees. For the purpose of this study, a hypothesis was formulated that: IDP, Budgetary Planning and SDBIP are mutually dependent and key strategic thrusts in realizing the objectives of public finance within the local government context and yet, ineffective service delivery in EMM results from the inability to integrate its development plan, budget and service delivery budget implementation plans. To validate the hypothesis, theoretical exposition of concepts IDP, budget and service delivery budget implementation plan were explained. Empirical study was conducted which showed that, at Ekurhuleni Metropolitan Municipality: • There is an understanding of the importance of aligning planning systems, • Processes, systems and mechanisms to integrate all the planning systems are established, these are not effective because they are partially or not fully implemented, • Departments function independently. Communication systems and plans are developed; they are not effective, because new procedures are not communicated. Where these are, there is no guideline documentation. • There is much interference in the administrative functions by politicians. Officials who are responsible for budgets are not given space to perform their duties effectively without the influence of external or political thrust. The study concludes with recommendations for action to be taken by the Municipality towards the improvement of service delivery.

Abstract:
The housing delivery topic is frequently dredged to the surface of media focus by tragic phenomena such as the destruction of lives and properties by storms and fires and also at the hands of the police during demonstrations. This study which is exploratory in nature and adopted an interpretive research philosophy aimed at investigating the housing delivery challenges encountered by Ekurhuleni Metropolitan Municipality (EMM) with the objectives of illuminating the challenges, establishing the role EMM play in housing delivery and providing recommendations that would assist in ameliorating the challenges. It utilised a qualitative methodology involving indirect observation which included the use of questionnaires and interviews and a purposive sampling method where fifty eight participants comprising employees of EMM, Councillors, Community leaders and Community members were selected. The data were analysed in Microsoft word using thematic analysis and a pilot study was used to pre-test the objectivity, reliability and validity of the data and also to improve the success and effectiveness of the investigation. Overall, the results suggested the main causes of the housing delivery challenges to be predominantly a combination of population growth, the unavailability of land, corruption and government policies. The key findings that emerged for the amelioration of the challenges were the formulation of a coherent housing strategy, the need for the government to pursue housing policies that are comprehensive and effectively integrated with broader socioeconomic objectives and also the need for the government to be fully attuned to the necessity of reconfiguring housing policy as part of its mechanism for managing the economy. The general focus of the recommendations was on overcoming the housing delivery hurdles. In recommending future research, the existence of a vast amount of new knowledge that still need to be discovered on the housing delivery arena was established and avenues were indicated through which the knowledge can directly illuminate issues central to the theme of this study [housing delivery challenges]. The study will become a landmark and a standard reference in future studies wherein it will also serve as a barometer to test new and contentious ideas and theories encapsulated in issues surrounding the study.

Abstract:
In most instances people tend to think of the public sector as monopolistic entities facing captive demand, enjoying guaranteed source and levels of financing, and being relatively immune from voters, stakeholders, and political institutions such as legislatures and courts (Morris & Kuratko, 2003: 305). Entrepreneurship or intrapreneurial behaviour is commonly discussed in the context of private business. However, government departments and other organs of state have a pressing need to think entrepreneurially (Rwigema & Venter, 2005:10). Against the backdrop of legacy of apartheid in South Africa, municipalities are still faced with the challenge of extending the fundamental benefits of basic water supply and sanitation, electricity and housing to all people. It is therefore imperative in the light of these challenges for a municipality like Ekurhuleni to operate as business does, by adopting an innovative or intrapreneurial approach. The primary objective of this study was to assess intrapreneurial climate in the Ekurhuleni Metropolitan Municipality and to make recommendations to foster intrapreneurship within the organisation. The literature review was instrumental to gather secondary data on corporate entrepreneurship (intrapreneurship) and to understand its dynamics. In order to gain primary data, quantitative research was carried out. The study population comprised lower, middle and top management participants, who were requested to complete questionnaires. This was followed by statistical analysis. The empirical results indicate no practical significance in respondents' perception of their entrepreneurial characteristics in relation to their superiors. However, the results do indicate practical significant differences between the relationship between the groups of top/middle and lower management level and entrepreneurial climate. The respondents did not fully agree with the statements that the Ekurhuleni Municipality climate is conducive to foster entrepreneurial behaviour. However, it was revealed that practical significant differences were found on the relationship between management level variable and intrapreneurial climate constructs. The results of the study indicate that the respondents have divergent views of the intrapreneurial climate in the Ekurhuleni Municipality and that these views are based on the following constructs: management support, sponsor (champions), tolerance for risks, mistakes and failure, appropriate rewards, discretionary time and work, empowered teams and multi-disciplinary teams and diversity, resources availability and accessibility, and flat organisational structure with open communication and strong sense of belonging. It can thus be concluded that lower level managers are of the opinion that the climate is not conducive for a spirit of innovation to prosper. The purpose of this research was to assess the intrapreneurial climate in the Ekurhuleni Municipality. Empirical evidence shows that there is a pressing need for a shift from the current top down approach to a future of entrepreneurism and innovation among the workforce. In light of the above-mentioned empirical findings, a practical action plan was recommended to the Ekurhuleni Municipality management in order to foster an intrapreneurial climate (see Table 5.1). Subsequent to the findings, a practical action plan was proposed to the Ekurhuleni Metropolitan Municipality's management to enhance a culture of innovation and entrepreneurial behaviour.

Abstract:
In this study, the information-seeking behaviour of Grade R practitioners in the Ekurhuleni Metropolitan Municipality in Gauteng Province, South Africa was investigated. The investigation included determining information needs, information sources often consulted, actions and strategies used when seeking information and challenges faced by these practitioners when seeking information. Early Child Development practitioners need information to increase their knowledge for optimum performance of their duties. Literature points to a possibility that if the Grade R practitioners can have access to relevant, accurate and timeous information and gain essential information retrieval skills, they might develop capacity for innovation, creativity and ultimately improve their teaching. Currently, Ekurhuleni Metropolitan Municipality libraries do not have any service dedicated to Early Child Development practitioners, yet Early Child Development is a national government priority stipulated in the National Development Plan. In the interest of developing relevant information services for Early Child Development practitioners, as Early Child Development is one of the national priorities, the researcher needed to ascertain their information needs and information-seeking behaviour. Using Leckie, Pettigrew and Sylvain's General Model of the Information Seeking of Professionals as the theoretical framework; and situated within interpretivist paradigm, the study took a qualitative approach to collect data through group discussions and an interview with a key informant. The results are based on seven focus group discussions with the practitioners from public schools, independent schools and community-based Early Child Development centres. These show that the practitioners' most popular information sources are Google, social media, especially Pinterest, and their colleagues. The major barriers to information access are time restraints and language. The nature of information needed to perform their tasks ranges from curriculum-related information, various child development oriented topics, legislation and information related to their personal and professional development. A few participants who claimed to use libraries indicated that they use neither the library catalogue nor the online databases in the library. In fact, they preferred to browse the shelves to find books and had never asked the library staff for any assistance. The majority of the participants do not use libraries, even though they appreciated the importance of information and library services in providing critical information for execution of their duties. To satisfy the demand for information, it is recommended that the Ekurhuleni Metropolitan Municipality libraries and the Gauteng Department of Education school libraries should consider a coordinated and accessible library and information service that supports Early Child Development practitioners. The plans and design of library and information service in the Ekurhuleni Metropolitan Municipality should accommodate the information needs expressed by the Grade R practitioners. Abstract:
This study examines oversight and accountability in relation to good governance in Ekurhuleni Metropolitan Municipality. It also explores the implementation of the separation of powers governance model since its inception in August 2011. The study accentuated the significance of legislative mechanisms to foster greater oversight and separation of powers within the municipality’s governance structures. It demonstrates that the relevance of the available mechanisms in current legislation can lead to the practical separation of executive and legislative powers as well as sound oversight within the municipality. The study acknowledges the conflation of executive and legislative functions in the municipal council as stipulated in the Constitution of the Republic of South Africa, 1996 section 151(2) that resulted in a lack of clarity of the roles of office bearers causing an oversight deficit. The literature review acknowledged that the concept of good governance is conducted through a policy approach that highlights the roles of the political, organisational and economic standards of lawfulness and efficacy in the daily operations of the public sector. The study illustrates the significance of the section 79 committees as an oversight mechanism established in respect of Section 43 of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998) of the municipal council in relation to the separation of powers governance model. The study applied qualitative research methods, which included open-ended questionnaires and secondary sources to comprehend the separation of powers governance model in local government. Triangulation of data was fundamental to ensure that the case study provided the correct interpretation of the participants’ perceptions. The case study concludes with recommendations as informed by the research to improve the functionality of the separation of powers governance model in the Ekurhuleni Metropolitan Municipality. The commendations could assist policy makers to institute municipal systems of governance separating the executive functions from the legislative functions to create meaningful oversight to stimulate good governance. The implementation of separation of powers governance model provides an opportunity within local government to contribute towards the attainment of good governance. Ultimately, this study contributes to the knowledge and modernisation in local government within metropolitan municipalities in South Africa.

Abstract:
In recent years growing attention of international and local water research was directed to greywater as a potential water source, as well as its significance as a possible health risk to humans and as a source of pollution. Owing to a general lack of waterborne sewage infrastructure, health risks and pollution associated with greywater generation in informal settlements are of particular concern to municipal managers. However, so far only limited information on the greywater generation, use and disposal in informal settlements is available. Using four different informal settlements in the highly urbanised eastern region of the Ekurhuleni Metropolitan Municipality in Gauteng (also known as East Rand) this study aims to characterise selected aspects of the greywater situation as a first step towards future improvements through appropriate interventions and greywater management. Following consultations with representatives of the local municipality (colleagues of the author) the following four informal settlements with distinctly different greywater appearance were selected as study sites: • Benoni - Harry Gwala • Springs - Gugulethu • Brakpan - Mkhanca • Nigel- Soul City As part of the reconnaissance phase of the study, each site was visited and field observations on infrastructure, habits and other greywater related aspects were made and suitable households for subsequent interviews were identified. In each settlement a total of 25 households were chosen and a representative interviewed using a pre-designed questionnaire comprising eight sections, four sections covering the following aspects: access to and sources of water, general sanitary situation, water use and associated generation as well as disposal of greywater. Interviews were conducted between November 2006 and August 2007 and varied in duration between 20 and 30 minutes per interviewee totalling close to 48 hours. They were either conducted in Zulu or South Sotho, the most widely spoken languages of the interviewed residents. Answers were recorded in English on site. Results were subsequently captured in EXCEL and statistically evaluated. The average volume of greywater generated by the four different water usages, Le. bathing, cleaning, laundry washing and dish washing varies from 35 to 60 /household/day. With each household comprising an average of four people (two children and two adults) this equals a greywater generation rate of approx. 9 to 15 l/person/day and is somewhat lower than reported in comparable studies in South Africa. Owing to the fact that all volume data are estimates, a comparatively large margin of error is to be expected, explaining why in some cases more water was estimated to be used than was actually fetched. Water use volume was found to be influenced by the availability of stand pipes and in one case was supplemented by collected rain water. Generally, however, water was not perceived to be a problematic issue compared to more pressing needs such as housing, unemployment etc. Washing of cloths in all settlements was found to be the single most important source of greywater generation accounting for a third to almost half of all greywater generated. The smallest contribution comes from water used for cleaning (approx. 10%) while bathing and washing dishes accounts for equal proportions of the reminder. Chemical and microbiological analyses of greywater, sampled at selected sites across the four study areas, revealed significant variations in quality between the different sites, without allowing for clear distinctions between the impacts of different brands of detergents such as soaps, washing powder and dish washing liquids. Contrary to literature E-coli contamination was found not be confined to bath and kitchen waste water only, but also appeared in laundry water, frequently exceeding values stipulated in the general standards of waste water or effluent in South Africa This is of particular concerns since some of the greywater is disposed of into stormwater canals and in other non-formal ways, that allow for subsequent exposure of humans to the contaminated waste water. In order to facilitate rapid drainage in some instances respondents created their own greywater disposal infrastructure e.g. by digging open waste water trenches across backyard borders. Regarding potential health risks it is to be noted that at least one respondent reported the use of the water resource (Blesbokspruit) as toilet facility. Apart from the actual findings the study also revealed the importance of an appropriate research design and conduct that addresses the peculiarities of an informal setting. This includes overcoming logistic challenges such as limited accessibility of the study sites during wet seasons owing to flooded and muddy roads, safety and security issues as well as difficulties to conduct indoor interviews owing to a lack of light (no windows, no electricity) leading to low temperatures in winter limiting interview duration. In addition to this socio-cultural aspects and attitudes of respondents have to be taken into account in order to obtain true reflections of facts through interviewing. In this regard it was helpful that the author, as a black female, was familiar with certain customs and perceptions regarding sensitive issues such as use of toilets, connotations of muti (= a traditional medicine that may be included in bathwater as a constituent) etc. Being aware of these peculiarities allowed the author to detect and explain differences between statements obtained from the respondents and her own observations.

The purpose of this study is to investigate the transformation process that has taken place in the local government sphere over the past sixteen years. This process is based on the Constitution, Act 108 of 1996. Transformation applies to all areas of society, including the disabled – the focus point of this study. More specifically the focus of the study is on the effect of the transformation process on the disabled. The study was done within Ekurhuleni Metropolitan Municipality, taking into consideration the Constitution of 1996, as well as internal policies. The main focus during this study is to emphasize the position of the disabled, focusing on recognition, basic needs, funding, promotion, careers, and the incorporation of the disabled into the Municipality.

Abstract:
The HIV and Aids pandemic and its impact on socio-economic development in South Africa led to the development of the broad National Strategic Plan (NSP 2007-2011) with the aim to guide the country’s response to the pandemic. This document was the second plan post 1994, to deal with the pandemic, the first one being the NSP 2000-2005. However, despite addressing the HIV and Aids pandemic since the 1990s, national statistics indicate that the country still grapples with curbing the spread of new HIV infections. The goal of the study was to investigate the alignment of the FBOs HIV and Aids service delivery with the NSP 2007-2011 in Ekurhuleni Metropolitan Municipality (EMM). To achieve this goal, the study conceptualised and analysed the NSP 2007-2011 with regards to its implications for partnerships in addressing the HIV and Aids pandemic within the context of the social development approach. The study investigated the Faith-Based Organisations (FBOs) HIV and Aids service delivery, the main partners in the field and policy implementation, to establish the extent of their service alignment with the NSP 2007-2011 and to identify and describe elements required for service delivery necessary for alignment to the policy. A qualitative research approach, using a collective case study design was utilised for the study. Data was gathered by means of two focus group interviews with the HIV and Aids Projects’ managers/coordinators in the employment of the Christian-based FBOs in Ekurhuleni. Findings showed that most FBOs HIV and Aids service delivery focus on the management of the disease, and as a result neglect the grassroots and fundamental integrative prevention services. Some difficulties in the partnership between FBOs and government were found by the study, coupled with poor communication between government and FBOs leading to the isolation of FBOs in rendering HIV and Aids services. Research findings further revealed poor application of the NSP 2007-2011 elements of effective communications, partnerships, service coordination, monitoring and evaluation including provision of support through financial resources by government to enhance FBOs HIV and Aids service delivery. The study concluded that the FBOs service delivery in the field of HIV and Aids in EMM is not in full alignment with the NSP 2007-2011. Furthermore, it was established that without an application of the developmental approach to facilitate the implementation of the NSP elements, FBOs HIV and Aids service delivery in alignment with the NSP 2007-2011, will be difficult to achieve. The study recommended that the NSP implementation must be based on the social development model to facilitate HIV and Aids service delivery linkages amongst government departments on a broad range of the interrelated development issues caused by the pandemic. It was also recommended that future National Strategic Plans should include social developmental themes, to ensure improved alignment of FBOs HIV and Aids service delivery, namely, a rights-based approach; partnerships; economic and social development; participation and a macro and micro focus. In particular, it was noted that government needs to strengthen its partnership with the FBOs and to provide intensified funding towards HIV and Aids service delivery. Further research should be conducted to establish how the NSP 2012-2016 (RSA, 2012) has incorporated these recommendations in order to fill the gaps identified in this study.

Abstract:
OBJECTIVE/ METHOD The study examined implementation challenges faced by primary health care workers within the Ekurhuleni Metropolitan Municipality in Gauteng South Africa. Data collection was based on semi-structured interviews carried out on a purposive sample (n=19) of frontline clinicians working within the district as primary health care practitioners. RESULTS Participants confirmed that work within the primary health care service disproportionately focussed on curative and rehabilitative functions of their roles with little prioritisation of preventive and promotive interventions. Primary identified reasons included, institutional culture that prioritised short-term curative approaches. Clinicians also cited a range of other organisational barriers, such as – poor strategic planning, and a lack of understanding of health promotion and illness prevention. CONCLUSIONS Although the challenges that exist in implementing primary health care are clearly understood, clinicians perceive the solutions for these as being within the control of policy makers and those with power within the organisation.

This paper investigates the challenges facing female councillors in Ekurhuleni Metropolitan Municipality. It is based on the assumption that female councillors are still faced with numerous challenges despite all efforts to address that problem. The factors that discourage participation of women in politics are classified as ideological factors, political factors, socio-cultural factors, economic factors and media. It becomes very important for Ekurhuleni Metropolitan Municipality to understand that these challenges exist so that proper and relevant interventions may be developed, to assist in addressing those challenges. Gender mainstreaming is discussed, which explains a variety of tools and instruments used at international, regional and local levels. These tools are meant to address gender equality: Millennium Development Goals (MDGs), Elimination of All Forms of Discrimination against Women (CEDAW), Beijing Declaration and Platform for Action (BPA), Constitution of the Republic of South Africa, Municipal Structural Act and Municipal Systems Act. A qualitative study was used to respond to the research questions that focused on challenges faced by female councillors, support structures available for female councillors and the effectiveness of these support structures. The focus is on feminist social research. The assumption is that men and women have different perceptions of life because of their social status. The findings of the research are that society is still divided along gender roles. Women are considered as the main care givers for the family. Women are not part of political inner circles, where major political decisions are taken, including deployment to key and strategic positions. Socially, women are still facing challenges of low education levels that result in a lack of communication skills, which in turn hampers their ability to lead effectively. In terms of economy, most women are in low income paying jobs. This makes it difficult for women to campaign for strategic decision-making positions, as campaigning involves the use of money. Women leaders are also not using media effectively to market themselves. iii There is laxity in terms of implementation of gender equity policies. Support structures and system exist solely on paper. There is no proper assessment to check if systems implemented to support women are effective and relevant.

The study of medical waste management practices in Ekurhuleni Metropolitan Municipality clinics in South Africa took place in the absence of the relevant parliamentary law governing such waste, but governed by the final published Gauteng Health Care Waste Management Regulations 3003 of 2003. In accordance with the Gauteng Health Care Waste Management Regulations 303 of 2003, Medical Waste Management Practices are such that where medical waste is generated, it should be segregated at the point of generation, be properly containerised, labelled, stored, treated and finally be disposed of. The researcher studied 29 out of 112 clinics in Ekurhuleni Metropolitan Municipality on whether medical waste management practices in these clinics comply with the Gauteng Health Care Waste Management Regulations 3003 of 2003. The study also intended to help practising and managing nurses to reduce occupational health risks, while further increasing the safety of clinic service users from unforeseen infections by communicable diseases. Materials and methods The study followed a cross-sectional descriptive survey method wherein data acquisition was by means of interviewing clinic managers with regard to medical waste management iii practices in their clinics using a structured questionnaire; and by observations of medical waste management practices through a walkthrough survey checklist. The study sample composed of 30 clinics selected from a total of 112 clinics, where a total population of 7 maternity and 23 day clinics were included through random selection. A response rate of 29 out of 30 clinics selected was obtained. The interview questionnaire consisted of six dimensions of measurement of medical waste management practices, while the walkthrough survey checklist consisted of twenty six items measuring medical waste management practices. Both were developed in line with the stipulations of the Gauteng Health Care Waste Management Regulations 3003 of 2003. A pilot study was conducted to further refine the contents of the above two measuring tools. The study setting comprised individual sections of each clinic such as primary health care, maternity, HIV/AIDS, mental health, antenatal care, family planning and the communicable diseases section, wherein a nurse is assigned per shift to examine patients and to administer injections and medicines. Observations were done on all medical waste management practices in the examination rooms of all sections of the clinics in order to carefully record both negative and positive practices. Such observations made followed the required medical waste management process as per the Gauteng Health Care Waste Management Regulations 3003 of 2003. iv Results The operations of Ekurhuleni municipal clinics revealed a 67 percent (4 out of 6 required documentation) non-existence of the required documentations, predominantly in the areas of medical waste policy; written safe work procedures; a training programme; and conducting of risk assessments. Specifically, The majority (65.5%) of clinics in Ekurhuleni Metropolitan Municipality have no medical waste management policy. The majority (69%) of clinics in Ekurhuleni Metropolitan Municipality have no safe work procedures. The majority (93%) of clinics in Ekurhuleni Metropolitan Municipality have no waste management training programme. The majority (69%) of clinics in Ekurhuleni Metropolitan Municipality do not conduct risk assessment for their operations. Of the 26 medical waste management practices observed, positive medical waste management practices were observed in 46 percent of the observations compared to 50 percent of negative observations, made in operating conditions of clinics. Discussion The findings of the study revealed a high degree of non-compliance of Ekurhuleni Metropolitan Municipality with the Gauteng Health Care Waste Management Regulations v 3003 of 2003 with regard to the required documents and the acceptable observed practices. Conclusions Medical waste management training in Ekurhuleni Metropolitan Municipality does not happen due to both the lack of policy documents and budgetary problems. Health care workers are exposed to both ergonomic and biological hazards due to a lack of proper medical waste storage, storage signage and incorrect handling of medical waste. No medical waste management audits and risk assessments are conducted in Ekurhuleni Metropolitan Municipality clinics. Non accountability over disposal of medical waste may promote illegal dumping of medical waste generated from Ekurhuleni municipal clinics. Recommendations Managers of clinics in Ekurhuleni Metropolitan Municipality need to be informed of the stipulations of Gauteng Health Care Waste Management Regulations 3003 of 2003. Based on the developed policies, clinic managers need to develop medical waste management training programmes wherein the stipulations of Gauteng Health Care Waste Management Regulations 3003 of 2003 will be incorporated. Designated medical waste management storage facilities to be provided for all Ekurhuleni Metropolitan Municipality clinics. vi Clinic management and appointed medical waste management officers to ensure that medical waste management audits and risk assessments are conducted and that corrective measures are implemented in Ekurhuleni Metropolitan Municipality clinics.

South Africa has in the last 16 years experienced rapid changes in various spheres including the political, social and economic spheres. Changes in education and training provisions were considered to be fundamental to the process of socio-economic transformation. As a result, in 1994 the newly elected democratic government was mandated to develop a comprehensive education and training system that is responsive to the needs of the country and its citizens. The National Skills Development Strategy (NSDS) was then introduced as a vital strategy for addressing the endemic poverty, dire national skills shortage, chronic unemployment rate, and shockingly poor education levels. Learnerships were conceptualized as the flagship of skills development initiatives and an important vehicle for addressing the above stated social ills. The literature review revealed the learnership as a uniquely South African corporate training programme grounded on internationally acclaimed principles of work-based learning. Learnerships were hyped as specialized skills development programmes aimed at assisting new entrants into employment, providing access to new forms of income generation, thus improving the quality of life of the poor. The aim of this study was to investigate learners’ views regarding the role and success of learnerships organized by the Ekurhuleni Metropolitan Municipality. It also seeks to determine whether the learners’ views and expectations are compatible with the concept of learnerships. An inductive-qualitative approach was followed. Purposive sampling method was used in order to select twelve learners whose information was rich in content. Data was collected using one-on-one semi-structured interviews with learners enrolled for different learnership programmes.Categorical analysis was employed; by organizing data into workable units, while looking for codes, categories and themes. The study revealed that learners were generally satisfied with the learnership programme, as they indicated that the training met and even exceeded their expectations. However, judging from the literature review and data analysis it was clear that during the conceptualization of learnerships, learners’ views were never sought. Learners seem to have accepted the pre-packed competency based training as a norm. They uncritically expect the employer-determined curriculum to somehow cater for their personal needs and aspirations

The EPWP Vuk’uphile learnership programme was formulated by the National Department of Public Works in 2006 to facilitate the development of emerging contractors into fullyfledged business entities which are able to execute labour-intensive projects. This research evaluates the programme implemented under Ekurhuleni Metropolitan Municipality. The EPWP Vuk’uphile within Ekurhuleni is not a “once off” programme; the imminent implementation of Phase 2 makes evaluation of Phase 1 important. The findings of this research inform programmatic intervention and ensure the continued growth of small contractor development initiatives within Ekurhuleni. A questionnaire, interviews and a case study are used to collect data for the evaluation of the EPWP Vuk’uphile in Ekurhuleni. The questionnaire used was designed as a monitoring and evaluation tool for the EPWP and hence provides this research with a measuring instrument of the Vuk’uphile programme against its objectives. The case study is used to extract evidence of the sustainability of the current exit strategy as well as the quality of the graduates from the programme. The high response rate solicited from the project participants creates a broad evaluation platform for this research on which to make informed conclusions and recommendations on the EPWP Vuk’uphile in Ekurhuleni. It is the research findings that the EPWP Vuk’uphile in Ekurhuleni is to a great extent a successful enterprise. The role played by the EPWP, Ekurhuleni and other stakeholders in identifying past failures in Public Works Programmes and mitigating them has ensured that sustainable growth is realised. The research findings also identify areas for improvement, for which this research provides recommendations. This dissertation is set out to investigate corruption-related challenges within the procurement and Supply Chain Management practices in the Ekurhuleni Metropolitan Municipality that hinder good practices and the promotion of good governance and offers insight on how those challenges could be addressed. A research design adopted is descriptive case study through a qualitative method approach which was influenced by the nature of the research problems understudy, in order to uncover trends in thought and opinions, and dive deeper into the problem, using in-depth interviews. The findings of the study or the identified challenges that are associated with procurement and SCM processes in the Ekurhuleni Metropolitan Municipality are a lack of capacity (skilled), inconsistent Bid Committee processes, lack of appraisal systems, ineffective technologically advanced SCM systems (E-procurement), lack of SCM monitoring tools, and lack of training programs for personnel. The study was meant to investigate corruption-related challenges within the procurement and Supply Chain Management practices in Ekurhuleni Metropolitan Municipality that hinder good practices and the promotion of good governance, with the focus being on issues of accountability, rule of law, ethics and integrity, and transparency as principles of good governance and elements of anti-corruption measures in curbing corruption. Introduction: VCT services are a meaningful entry point to a continuum of care, in treatment and prevention of HIV/AIDS and related illnesses. Although VCT has been available at some sites across the country even before 2000, there have been very few studies conducted to evaluate its implementation at local municipality level. This study describes the status of VCT implementation in the Ekurhuleni Metropolitan Municipality between January 2004 and March 2007. Methods: Using a questionnaire, checklist and data collection sheet, data was collected between April - May 2007 in a sample of 14 VCT sites. These were government funded sites that included three hospitals, three community health centres, three clinics, three non governmental organisations and two hospices and were selected from all three service delivery regions in Ekurhuleni. Areas assessed were demographics of facility managers, staff and training, referral system, guidelines, supervision and support and VCT registers. Results: Over ninety percent of the VCT sites had closed areas for HIV counseling and testing. Majority of the VCT service providers were lay counselors (52.9%) and others were nurses, doctors, dieticians, social workers and health promoters. Most of the counselors had received both formal and in-service training. Almost all sites (92.8%, N=13) had the relevant guidelines in place and in-service training and use of checklist were methods used to ensure adherence to guidelines. The majority of the sites (71.4%, N=10) regularly evaluated the quality of counseling offered to clients through direct observation (50.0%), exit interviews (20.0%), self evaluation (10.0%) and combination of direct observation and interviews (20.0%). Close to two thirds of the sites (64.3%, N=9) were satisfied with supervision received from the district office. All the sites used a formal letter to refer clients to other outside facilities. There was no uniformity in the data elements of VCT registers across sites and the registers had many gaps. iv Conclusions: The VCT sites in this study had the necessary set up for the implementation of basic VCT services. However, because of the small sample size, this conclusion may not be true for the whole of Ekurhuleni. There needs to be improvement in VCT record keeping and data management in the sites. Further studies are needed to evaluate factors influencing uptake of VCT services.

Applied research was utilised in order to identify the challenges experienced by employees of the Ekurhuleni Metropolitan Municipality regarding preparation for retirement. The purpose of the study was to explore the challenges experienced by employees in the age bracket of 50 to 65 years. A quantitative approach was utilised. Probability sampling with a systematic sampling method was used to obtain a representative sample of 100 employees from the larger population of 4,453 employees. Survey research was undertaken in order to provide a numeric description of the opinions of employees of the Ekurhuleni Metropolitan Municipality, by using questionnaires as the data collection method. The cross-sectional survey design was most appropriate as it involves one contact with the respondent and is comparatively cheap to undertake and easy to analyse. Questionnaires were handdelivered to some respondents to fill in themselves and collected upon completion, whilst other respondents were assisted with the questionnaires by Wellness Champions. The data was analysed using the Statistical Package of Social Sciences program (SPSS). The research demonstrated that the challenges faced by employees of EMM are financial, psychosocial and physical in nature. Surveyed employees indicated that they were not aware of any retirement preparatory programme offered by EMM and expressed a strong need for such a programme. One of the recommendations is the development of a retirement preparatory programme by EMM in order to mitigate some of the post-retirement difficulties that may be experienced by retirees.

Abstract The aim of this research analyses municipal economic development capacity, using Ekurhuleni Metropolitan Municipality (EMM) as a case study. The research report endeavours to find out whether EMM’s Local Economic Development (LED) unit is adequately equipped to implement the Policy Guidelines for Implementing Local Economic Development in South Africa (a draft LED policy). This report argues that municipalities must be well resourced or capacitated to implement local economic development. However, the capacity problem has been a serious challenge in South Africa, particularly on issues of service delivery, nevertheless, studies have not adequately been done in relation to municipal capacity to implement LED. Additionally, this report established an understanding with regard to the role of municipalities in implementing LED. The report also discusses challenges confronting EMM’s LED unit as an institution to promote LED within the metro. However, this report also concludes that EMM’s LED unit is one of the well performing, perhaps resourced municipalities in terms of LED implementation.

This research set out to investigate the effectiveness of water loss projects in Ekurhuleni Metropolitan Municipality. The study thus focused on water loss eradication programme in Ekurhuleni Metropolitan Municipality. The study was motivated by the fact that Ekurhuleni Metropolitan Municipality is facing a serious challenge of managing water loss. Thus, the objective of the study was to determine the effectiveness of projects which have been rolled out to minimise water loss. Information pertaining to the progress and performance of the twenty-three projects from Ekurhuleni Metropolitan Municipality was collected. The information which was collected was project reports, payments certificates as well as appointment letters. Currently there is no study which has been done on the effectiveness of water loss projects in Metropolitan municipalities. However, literature on how water loss projects should be rolled out is available. Literature indicates that key areas need to be considered before embarking on a water loss reduction programme. The areas which need to be considered are system schematics, leak location and repair, pressure management, sectorising, logging and analysis of minimum night flow, bulk management meters, bulk consumer meters, domestic metering and billing, pipe replacement and repair, water balance as well as community awareness and education. Moreover, effectiveness measures of projects have been identified from literature. The results of the study show that some projects are effective whilst others are not effective. The reason behind the non-effectiveness of the projects are as a results of contractors failing to execute the projects as per the contractual agreement. The other reasons which led to project noneffectiveness were contractors not adhering to project time which always affects the project cost. The findings of the study thus trigger the question on the criteria which are used to select contractors and consultants in Ekurhuleni Metropolitan Municipality. The manner into which the water loss projects have been rolled out, are in line with what literature suggest. However, consultants and contractors are failing the Metro. The study recommends that focus should be made in developing municipal project managers to be able to conduct proper oversight on the contractors and consultants. Over and above that, the municipality should try to pay small contractors on time to prevent project delays. Focus should also be made by the municipality to blacklist service providers who do not deliver and also to have a system in place for recovering losses from contractors and consultants who do not render good services. A review on section 33 of the Municipal Finance Management Act (no 56 of 2003) may assist in improving project performance. iv DEDICATION I dedicate this report to my parents, Busetsang and Tsuki Chiloane for always believing in me and encouraging me to study further, may the Almighty God continue to bless them abundantly. The main aim of the study was to explore the resident's perception of urban integration or integration of the settlement with the Ekurhuleni Metropolitan Municipality (EMM) in terms of the economic, spatial, political, environmental and social aspects.In order to accomplish this aim, data were gathered from a sample of twelve Dukhatole informal settlement residents in the EMM. A research questionnaire was used as the main instrument of data collection. Collected data were analysed qualitatively using both coding and thematic formats.The findings of the study demonstrated that Dukathole informal settlement is spatially, economically, and socially integrated with the EMM. More importantly it is the physical location of the community that has ensured the the Dukathole informal settlement is economically and socially integrated with the EMM city. These results led to the conclusion that the proposed government processes to relocate Dukathole informal settlement to distant areas will disintegrate or exclude this community from the EMM city. It was also discovered that the majority of the respondents are unemployed and involved in the informal sector of the economy with less income. This automatically excludes them from the formal housing processes as they could not afford. Based on the foregoing finding it was concluded that formal rental accommodation does not and will not cater for the urban poor.

The cause of the transformation of agricultural land to other land uses has been investigated, especially in the Northern Service Delivery of the Ekurhuleni Metropolitan Municipality within Gauteng Province. This was achieved by evaluating the processes undertaken during the review of the land use applications and what was considered by the decision makers when making decisions on land use applications in order to determine the effectiveness of the legislations and policies in protecting agricultural land from been transformed to other uses such as residential and industrial activities. The literature review undertaken in this study showed that for South Africa, and particularly the Gauteng Province to be more successful in addressing the transformation of agricultural land to other land uses, different approaches are necessary. The review of literature showed that the South African legislations are fragmented and contribute to the transformation of agricultural land. In addition, it was highlighted that the South African government’s priority is on infrastructure development which is also considered the cause of the transformation of agricultural land, and this compels government to continuously amend the planning policies in order to accommodate pressure of development. Lastly, several studies highlighted that government is also focusing on the land reform programmes which are not sustainable hence failed due to lack of support from government. The results of the investigation confirmed that there is fragmentation of legislations and operational structure resulting in conflicting mandate and inconsistent decision making. This was pointed out through the experience of the participants during the questionnaire survey and semi-structured interviews. Data from the questionnaires, interviews and literature review was analysed to find information in order to address the research questions. Based on the findings of the study, it is recommended that legislations should be amended and ensures that the administration process is simple and aligned. Public libraries, globally, are adopting the use of information and communication technologies (ICTs) in order to improve services to the users. ICTs in public libraries are enhancing services to the users by ensuring that services are available to them quickly and efficiently. ICTs in public libraries include computers and their Internet-based facilities, printers, photocopiers, laminators, faxes, telephones, televisions, compact discs, (CDs) and digital video discs (DVDs). This study focussed on the utilisation of ICTs in public libraries at Ekurhuleni Metropolitan Municipality (EMM). The general aim of the study was to assess the utilisation of ICTs at EMM public libraries by the users. Both qualitative and quantitative research approaches through a survey research method were deployed. The study targeted all public libraries at Ekurhuleni and within the libraries; library users and control librarians (librarians in charge of libraries at Ekurhuleni) were targeted. Control librarians participated in the study as key informants. The researcher needed to find out if they would corroborate what users said. There is a total of 43 public libraries at Ekurhuleni and eight were included in this study. These eight libraries were selected through stratified sampling. Out of 24033 registered users at Ekurhuleni libraries, 332 were randomly selected to take part in the study. All eight control librarians of participating libraries were included in the study. The total response rate for the targeted library users was 51% (170). The findings of this study indicate that although ICTs in EMM libraries are highly utilised, staff attitudes, cost of ICTs services, users’ lack of ICTs knowledge and skills, slowness of ICTs and power failure, make it difficult for users to maximise the full benefits offered by ICTs. The study recommended that the cost of ICTs services be reduced, customer care workshops and ICTs training be prioritised for staff, structured ICTs training programmes be developed for library users, users’ access time to Internet be extended, subscription to online databases be prioritised, Internet bandwidth be increased, uninterrupted power supply be installed in libraries and that positions be created for librarians specialising on ICTs.

South Africa has a persistently high rate of unemployment, currently standing at 25,5% (Statistics South Africa, 2014) despite the government’s prioritisation of development since the advent of democracy in 1994 (Republic of South Africa [RSA], 2008:11). The lack of sufficient jobs in the formal sector turns the focus for income-generation to the informal sector. The study was informed by the concern that unskilled and semi-skilled men are a neglected group in terms of economic development post democracy and that their poverty persists in spite of their involvement in income-generating projects. The goal of this study was to explore the experiences of men involved in income-generating projects in the Ekurhuleni Metropolitan Municipality in reducing their poverty. The researcher utilised a qualitative research approach and an instrumental case study research design. The sample of 18 men was purposively selected from a population of 134 who had engaged in income-generating projects from all three regions of Ekurhuleni Metropolitan Municipality. Data was collected through individual interviews and document analysis. The study’s findings indicate that in spite of the support provided by government, the poverty level of project participants is not reduced, as the income-generating projects fail to provide sustainable livelihoods. Instead, the participants experience many challenges within the projects which impede their success. The study concludes that income-generating projects mostly fail to alleviate poverty as any reduction of poverty level is temporary and modest in magnitude. Furthermore, the failure of these projects to generate income and create employment means that young men are not attracted to the projects as capacity-building opportunities for business skills, despite the high unemployment rate of this age group. Recommendations arising from this study include that the government, and in particular the Community Development Directorate within the Health and Social Department of the Ekurhuleni Metropolitan Municipality, wherein the income-generating projects are located, revise these income-generating projects for purpose of facilitating skills acquisition and access to opportunities for employment, either through formal employment or self-employment through small businesses. Furthermore, as facilitators of these projects, social workers have to become more radical in their approach and advocate for resources that will enable them to implement poverty-reduction strategies that would effect positive change to the income and sustainable livelihoods of unemployed men.

Hence, this study explored current waste management and minimisation patterns and practices in the Ekurhuleni Metropolitan Municipality (EMM), located east of the Gauteng province. The study was undertaken using a mixed method design, particularly the concurrent triangulated design where the quantitative and qualitative data were collected at the same time. The methods employed were desktop surveys, interviews with the participants and use of questionnaires which were designed based on the objectives of the study. The questionnaires were designed for different types of participants (namely, households, informal reclaimers, municipal officials and landfill officials). All the data collected were stored in Microsoft Excel (2010) spread sheet for statistical analyses. The study has revealed some patterns, practices as well as trends regarding waste management and minimisation within the EMM municipality. At household level, there was some environmental awareness on waste management practices provided by the municipality as well as local recycling options although there are numerous challenges to be resolved before these functions can become effective. With informal recycling, a number of waste materials are being reclaimed at various landfill sites. However, current informal waste picking activities by the so-called scavengers are not sustainable as waste is not separated prior to disposal at various point sources. In addition, informal reclaimers have to travel long distances to reach waste sources. Another concerning constraint hampering the effectiveness of informal waste recovery, has to do with their daily exposure to several environmental and health risks. Furthermore, the study has found out that the EMM is predominantly focused on providing better waste management services rather than balancing this activity with waste minimisation through reclaiming and recycling operations. Thus, the municipality lacks adequate infrastructure to undertake waste minimisation effectively. Also, waste minimisation and awareness campaigns were found to be inadequate and at an infant stage, unlike those carried out by private companies. In view of these findings, a number of recommendations have been made.

This research report examines the relationship between state-sponsored worker co-operatives, local markets and the Ekurhuleni Metropolitan Municipality (EMM, on the East Rand, South Africa) in the 2000s, to examine how state support impacts upon democracy in worker co-operatives (“co-ops”) more generally. Worker co-ops are democratic and voluntary organisations, simultaneously owned and managed by their members (“co-operators”), have a substantial history in South Africa and elsewhere, and have often been seen as a potential alternative to capitalism. But are they? An extensive literature demonstrates market pressures erode co-op democracy (e.g. Philips): to survive, worker co-ops develop increasingly into capitalist enterprises, which fundamentally challenges notions that co-ops can challenge capitalism. Several commentators (e.g. Satgar) admit this problem, but see the solution in state support, which can purportedly shield worker co-ops from the market, so enabling their democratic content and socialist potential to be maintained. This pro-state approach is tested by examining actually-existing worker co-ops in the EMM, where a number of state-sponsored worker co-ops were established from the 2000s; the two most successful co-ops are the subject of this case study. It is shown that, on the contrary, state sponsorship fostered dependency and subtle (and less subtle) forms of state control over the co-ops. Most of the co-operatives failed to survive, as state control foisted upon them impractical goals (e.g. competition in poor community markets with overwhelming rivals,) while creating additional problems (e.g. failing to allocate marketing budgets) and also undermining co-op democracy (e.g. through imposing external priorities on the co-ops). The co-ops that survived remain trapped between state patronage and the capitalist market: unable to ensure accumulation, they remain dependent on the state, but as a result, are continually pushed by the state back into the market. It is not the South African state’s push to constitute the co-ops as black-run capitalist firms that is crucial to this story, but what this push reveals: state sponsorship was irredeemably linked to state control, and it was state control that enabled the state to force its agenda on iii the co-ops in the first place; an alternative state policy framework would simply change the goals imposed. The hierarchical and elitist class logic of the state is fundamentally incompatible with the popular, self-managed logic of worker co-ops. In short, the findings on the interaction of internal co-op dynamics with the state and open market pressures suggest that democratic worker co-ops are basically fundamentally incompatible with both markets and states. They are also fundamentally incapable of transcending either, as their survival requires either emulating capitalism or embracing the state. Lastly, this research report argues that the erosion of democracy in worker co-ops cannot simply be reduced to external forces (the state, the market), although these play a central role in such erosion. Of the two co-ops examined as case studies, one is characterised by authoritarian decision-making, the other by a fairly democratic practice. A key factor in such divergence were the co-operators’ own political and work cultures. Argued Bakunin: while worker co-ops can play a demonstrative role, challenging authoritarian politics by showing the possibility of workers’ self-management, they cannot provide a transformative role, overcoming capitalism or the state. A state-sponsored worker co-ops movement cannot form the heart of a radical, democratic and working class strategy for fundamental change. To answer the research question, the research asks which factors are important in determining the internal democratic or authoritarian form of the co-ops under study. Two state-sponsored worker co-ops are taken as case studies. The first co-op is characterised by authoritarian decision-making, while the other is characterised experiences democratic decision-making. The findings of the research agree with Philip’s (2006) argument that market factors are important in determining the internal form of a co-op. However, this research clearly shows that while market factors are important, they are by no means the sole determinant of the internal dynamics of a co-op. Non-market factors are equally important in determining the internal form of a co-op.

Financial literacy continues to be a significant factor affecting small and medium enterprises (SMEs) in their ability to access finance worldwide. Both new and existing SMEs rely on external financing to grow and expand operations. However, financial literacy remains low among entrepreneurs, resulting in restricted access to finance which leads and contributes to the high failure rate of SMEs. The objective of the study is to determine whether a relationship exists between financial literacy and financial access among SMEs. This study followed a descriptive and quantitative research design. Primary data was gathered in a survey by means of self-administered questionnaires distributed to 397 entrepreneurs in the Ekurhuleni Metropolitan Municipality, Gauteng. The study revealed that entrepreneurs in Ekurhuleni did not fully understand basic financial concepts and thus portrayed low levels of financial knowledge. The study also indicated that access to finance was a major challenge for the majority of the SMEs in the municipality. Furthermore, the study established a positive relationship between financial literacy and financial access among SMEs in the municipality. Recommendations were provided to government, financial institutions, academic institutions and entrepreneurs suggesting measures that could be implemented in an effort to improve the levels of financial literacy and financial access among entrepreneurs. This study is the first to examine the financial literacy-financial access relationship among SMEs in Ekurhuleni Metropolitan Municipality and provides a benchmark for future research studies in this area.

Die doel van hierdie studie is om vas te stel of daar ʼn verband tussen die finansiële geletterdheid van KMO’s en hulle toegang tot finansiering bestaan. ʼn Deskriptiewe en kwantitatiewe navorsingsontwerp is in hierdie studie gevolg. Die primêre data is ingewin met vraelyste wat deur 397 entrepreneurs in die Ekurhuleni Metropolitaanse Munisipaliteit in Gauteng ingevul is. Uit die studie het geblyk dat entrepreneurs in Ekurhuleni ʼn gebrekkige begrip van basiese finansiële begrippe het, en gevolglik oor weinig finansiële kennis beskik. Daar is bevind dat finansiering ʼn groot struikelblok vir die meeste KMO’s in die munisipaliteit is. Preschool education is arguably one of the most important phases of education throughout the entire education system. This research report was aimed at exploring broad implications of dissemination of public funds (or lack thereof) in the earliest years of learning, what is generally known as Early Childhood Development Education. It found that whilst current public funding modalities have played a tremendous role in helping ECD practitioners reach more children, the magnitude of these funds and overall investments on the sector have been very little. Of the three sub-categories of ECD centres (registered, unregistered, and Grade R) sampled in this study, the latter was found to have gained the most from the recent increases (albeit small) in funding of ECDs. The study found that a large majority (80%) of preschool practitioners know about funding support offered by the state, however, they were not sure how it was allocated, and how they could access it. Central to the findings of this research report is the turbulent policy environment that the ECD sector has been facing due to uncoordinated interventions which only culminated into a single overarching draft national policy of 2015, which is still under scrutiny. Second to this, are the structural and operational challenges such as inadequate monitoring and evaluation of preschools by government, poor management of financial records by preschools, lack of adequate infrastructure and learning materials, and widespread red tape in registration and application of funds processes.

Abstract This study aimed to investigate the role played by treatment supporters in promoting patients’ treatment outcomes in six TB clinics of Ekurhuleni Metropolitan Municipality, Gauteng. A descriptive research design was used to study TB patients who were registered in the clinics in April and May 2006. Interviews were conducted on 216 new adult patients six months after their registration at clinics, all 30 treatment supporters of those who had supporters and the staff responsible for TB at the six clinics at which the patients were registered. The patients were grouped into those who had supporters 53% (n=115) and those who did not 47% (n=101). Patients’ response rate was 97%. Treatment outcomes were compared between these two groups. Results showed that significantly more supported patients achieved successful outcomes than patients who did not have supporters. The results did not change when transfers and deaths were excluded from the measurement. Successful treatment outcomes were significantly associated with treatment supporters having fewer than 10 patients, patients living with someone, patients of age 40 or more years, male patients, those whose highest education levels were tertiary and secondary. Patients and clinic staff said that supporters were useful in checking on patients’ treatment, giving medicine, counselling and advising patients on medication and in practical help. Conclusion: Treatment supporters had a significant role in promoting patients’ treatment outcomes. It is recommended that TB treatment programme staff should consider using treatment supporters in their programmes.

A qualitative research design that is explorative, descriptive and contextual in nature was employed in order to understand and describe the factors that predispose children to be in conflict with the law and to develop guidelines to support these children. The data-collection techniques were individual semi-structured interviews and field notes. The sample consisted of eight (8) children who volunteered to be interviewed. The theme that emerged during data collection and analysis was the factors that predispose children to break the law. Five categories were identified in this theme, namely * Personal factors * Family factors * Community factors * Police service factors and * Education factors It is recommended that all the institutions involved in the provision and maintenance of the child's mental health be involved in the implementation of the guidelines.

Evidence suggests that caring for orphans and vulnerable children affected by HIV and AIDS remains one of the greatest challenges facing South Africa. Statistics indicate that there are 1.91 million AIDS orphans in the country (UNICEF, 2012; Statistics South Africa, 2009:8)). The majority of these orphans live in rural and poor urban households. Caring for orphans and vulnerable children places severe strain on support systems, such as the extended family; this spills over into the community. Providing care and support also places an extra burden on the already overstretched welfare sector and drains state resources. The primarily objective of this study was to explore community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in Ekurhuleni Metropolitan Municipality, Gauteng. A purposive sample of 32 participants was selected and field data were collected over a period of two months using a structured research guide. A combination of data collection methods was employed in order to explore different perspectives of community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in Benoni. Emerging data illustrate a clear account on the impact of the AIDS epidemic in Benoni. All of the respondents were directly or indirectly affected by the epidemic. This should be located within the high prevalence of HIV and AIDS and the high number of orphans in Ekurhuleni. The study findings further suggest a correlation between socioeconomic challenges and the AIDS epidemic in Ekurhuleni. This is demonstrated through the challenges experienced by orphans and vulnerable children in Benoni, which include: non-disclosure by parents of their illness; economic deprivation and disrupted schooling; children caring for an ill parent with AIDS and child-headed households; emotional, sexual and economic exploitation, stigmatisation and discrimination. Despite these challenges, through community resilience the Benoni community has taken some initiatives to mitigate against these challenges. This includes the establishment of a community vi based organisation which provides basic services to orphans and vulnerable children in Benoni. To date this organisation has successfully provided material and psychosocial to more than 278 orphans. The success of this initiative confirms the importance of community driven interventions using the resilience framework to supports orphans and vulnerable, rather than dependency on the government imposed programmes- top down approach. However, community based programmes need to be strengthened by the government and non-governmental organisations in order to maximise benefits.

This dissertation rests on the argument that spatial production in informal settlements is shaped by state planning processes and the practice of service delivery. The South African urban landscape has been characterized by increasing amounts of informal settlements and the continuities of harsh state responses to these settlements in the form of evictions and relocations. There is a large body of literature on the spatial consequences of informal settlements which is usually centred on poor people-state relations and elaborated through two dynamics. Firstly, the retaliation of residents of informal communities towards the state in the form of Holston’s (1998) insurgent citizenship and protests. Secondly, looking at state responses to informality through policy and clientalist relations, this limiting the attention to the personal experiences of residents living in informality. This ethnographic study explores the theoretical concepts of spatial production and meaning of place for people living in informality. It builds on the work of Henri Lefebvre and Yi Fu Tuan who attribute value to everyday practices and experiences in producing space. These concepts are employed to investigate how the community of N12 Highway Park in the Ekurhuleni Metropolitan Municipality has produced space and made sense of place at the backdrop of their relocation and the kind of basic services the community has received. The study has made use of participant observation, in-depth interviews and focus groups to collect data from community members and state representatives. It describes state responses to informality in communities, with focus placed on the N12 Highway Park informal settlement. It further explores the identities forged by community members in relation to their own perceptions of space and the use of shared state provided facilities; methods behind individual shack renovations; and the establishment of social spaces. The research concludes that service delivery shapes the community’s perceptions of the state and of their lived environment. Furthermore, perceptions of space have shaped spatial production and finding a sense of place through forms of attachment and detachment by community members. This spatial understanding suggests that space is at the centre of people-state relations. Space is therefore shaped by various actors and in the case study of the N12 Highway Park informal settlement: space production as a concept and practice serves as a tool to understand how informal communities give value to their lived environment.

This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments. Subsequently, the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in the Gauteng Province, is neither appropriate nor constructive to a democratic South Africa.
