Abstract:
Increasingly, attention has been given to the need to mainstream risk reduction in development work in order to reduce the vulnerability of the urban poor. Using El Salvador as a case study, the paper analyses the mainstreaming process in the developmental disciplines of urban planning and housing. The overall aim is to identify how the existing separation between risk reduction, urban planning and housing can be overcome and integration achieved. Since Hurricane Mitch in 1998, and especially after the 2001 earthquakes, not only relief and development organisations, but also social housing organisations have initiated a shift to include risk reduction in their fields of action in order to address the underlying causes of urban vulnerability. The factors that triggered the process were: 1) the negative experiences of organisations with non-integral projects, 2) the organisations' increased emphasis on working with municipal development, 3) political changes at national level, and more importantly, 4) the introduction and promotion of the concept of risk reduction by international and regional aid organisations. However, required additional knowledge and institutional capacities were mainly built up independently and internally by each organisation, and not through the creation of co-operative partnerships, thus duplicating efforts and increasing ineffective competition. Whilst positive experience has been gained through the implementation of more integral projects, the creation of adequate operational, organisational, institutional and legal frameworks is still in its initial stage. Unfortunately, four years after the 2001 earthquakes, emergency relief funding for post-disaster risk reduction is coming to an end without the allocation of resources for following up and consolidating the initial process. Based on the findings, an integral model is proposed which shows how mainstreaming risk reduction in urban planning and housing could be dealt with in such a way that it becomes more integrated, inclusive and sustainable within a developmental context.

Abstract. A large earthquake of M6.6 occurred on 13 February 2001 at 14:22:05 UT in El Salvador. We detected ionospheric perturbation before this earthquake using GPS data received from CORS network. Systematic decreases of ionospheric total electron content during two days before the earthquake onset were observed at set of stations near the earthquake location and probably in region of about 1000 km from epicenter. This result is consistent with that of investigators, which studied these phenomena with several observational techniques. However it is possible, that such TEC changes are simultaneously accompanied by changes due to solar wind parameters and Kp -index.

Abstract. This paper presents an approach for assessing earthquake-triggered landslide susceptibility using artificial neural networks (ANNs). The computational method used for the training process is a back-propagation learning algorithm. It is applied to El Salvador, one of the most seismically active regions in Central America, where the last severe destructive earthquakes occurred on 13 January 2001 (Mw 7.7) and 13 February 2001 (Mw 6.6). The first one triggered more than 600 landslides (including the most tragic, Las Colinas landslide) and killed at least 844 people. The ANN is designed and programmed to develop landslide susceptibility analysis techniques at a regional scale. This approach uses an inventory of landslides and different parameters of slope instability: slope gradient, elevation, aspect, mean annual precipitation, lithology, land use, and terrain roughness. The information obtained from ANN is then used by a Geographic Information System (GIS) to map the landslide susceptibility. In a previous work, a Logistic Regression (LR) was analysed with the same parameters considered in the ANN as independent variables and the occurrence or non-occurrence of landslides as dependent variables. As a result, the logistic approach determined the importance of terrain roughness and soil type as key factors within the model. The results of the landslide susceptibility analysis with ANN are checked using landslide location data. These results show a high concordance between the landslide inventory and the high susceptibility estimated zone. Finally, a comparative analysis of the ANN and LR models are made. The advantages and disadvantages of both approaches are discussed using Receiver Operating Characteristic (ROC) curves.

La présente étude : "Le doux barbare : la résistance noire chez Jorge amado" entreprend de répondre à la question qui est le noir dans l'oeuvre de Jorge Amado ?, en analysant la manière dont l'écrivain représente et rend visibles les pratiques culturelles du peuple noir de Bahia, notamment dans les romans comme "Jubiaba", "Bergers de la nuit" et "La Tente des miracles". Ces pratiques sont comprises comme des formes de résistance contre la culture hégémonique. Dans les récits analysés, les pratiques culturelles des Afro-descendants sont analysés à la lumière des notions de "peuple" et de "culture populaire", présentées dans leur historicité. Cette réflexion sur les formes de résistance noire se nourrit de l'apport des champs de connaissances de l'ethnologie, de l'anthropologie et de la sociologie. Elle s'appuie également sur les contributions des historiens qui ont analysé les rébellions noires au Brésil. La compréhension de la représentation du Noir chez Jorge Amado est alors éclairée par la méthodologie propre aux études imagologiques et géocritiques. En effet, les tensions sociales, dramatisées dans "Jubiaba", "Bergers de la nuit" et "La Tente des miracles", sont abordées comme des conflits qui se manifestent dans la périphérie, elle-même comprise comme espace de préservation et d'affirmation des identités de la Ville Noire de Bahia. Dans cet espace où le dialogisme culturel se fait présent, la solidarité, le langage et la diversion - à travers la samba et la capoeira - marquent leur place propre et caractéristique au sein de la société bahianaise.

Resumo: Esta tese trata do sacrificio de oito crianças, ocorrido no dia 30 de abril de 1977, na cidade de Salvador, Bahia. Dividido em duas narrativas, o texto pretende apresentar uma interpretação para este sacrifício e, em segui~ expor os múltiplos enfoques que proporcionaram diferentes versões para tal evento. Desse modo, o presente estudo pretende, ao amparar-se em uma antropologia do sacrificio e em uma etnografia dos saberes, recorrer à parâmetros teóricos para organizar os dois enredos,ou os muitos enredos, en1tomo dos quais a narratÍva é tecída. Se na primeíra narrativa os personagens são explícítados, enraizados numa situação social e cultural suposta num campo local, na segunda narrativa são todos eles postos como coadjuvantes, tlrnn cenário e num jogo de cena em que eles não serão centrais, ainda que sejam sempre imprescindíveis. Abstract: This thesis concentrates in the sacrifice of 8 crilidren ocurred ed on AprJ 30, 1977 in the city of Salvador, Bahia, Brazii. lhe text is divided into two narratives: an interpretation of the sacrifice and an exploration the various interpretations that engendered different versions of the event. The framework the present study is the anthropoíogy of sacrifice and tÍ1e ethnography of knowledge. This conceptual scheme leads to theoretical parameters through which the two narratives are orgatlized, or multiple plots over which the narrative is woven. In the tirst narrative the actors play a central role grounded in a socioculturallocal conte~ while in the latter narrative they are relegated to subsidiary roles despite retnaining as indispellsable elelllents. Here the central agents of the narrative are the social discourses, representations, interpretations, and myriads of translations of the sacrificial acts capable of invoking and Inaking langibie each of lhe fonns of knowledge. As políticas de segurança pública implementadas nos bairros populares de Salvador, entre os anos 1991 a 2001 e as representações dos gestores da polícia na Bahia, sobre a população negra é o centro da pesquisa realizada nesta dissertação que, a partir do exame de fontes documentais e dos depoimentos dos gestores, tenta compreender os desdobramentos que as ações da polícia e de grupos criminosos tolerados pelo Estado têm tido na vida de jovens-homens-negros, resultando em muitas mortes prematuras e criminalização dos que não morreram, impactando diretamente na vida das mulheres negras. Os mecanismos de filtro racial e a aplicação de um modelo policial de polícia comunitária, baseado no modelo nova iorquino, de tolerância zero ao crime, se desenvolveu em Salvador ao longo da década de 90 e segue no novo milênio. Essa atitude, tornou a política de segurança pública um simulacro de polícia comunitária, pois ao se realizar em Salvador ela se constituiu em caminho legal de licença para matar. Ao longo de dez anos, a polícia na Bahia, através da SSP-Ba e do Comando da PM, buscou construir instrumentos formais para conter a brutalidade policial e mudar a sua imagem diante da população, da mídia e outros atores da sociedade baiana, com destaque para o que foi feito em Salvador, onde ocorreu a implementação do Projeto Polícia Cidadã; mas, a situação de violação dos direitos humanos da maioria, só tem se aprofundado, no que diz respeito à diminuição de conflitos, tendo a polícia como mediadora, e a maior confiabilidade nas ações da polícia, a partir do uso da investigação, ações baseadas em análises com bases estatísticas confiáveis, planejamento e outros instrumentos utilizados dentro dos modelos de polícia comunitária existentes no mundo, foram deixados de lado pelos dirigentes das políticas de segurança pública na Bahia. A pesquisa revelou que qualquer política pública pensada atualmente para a população em Salvador e na RMS tem que levar em conta a possibilidade da existência e continuidade do segmento jovem, as condições de sua sobrevivência, e a violência urbana letal, que impõe aos jovens-homens-negros a perda em média de 44 anos de vida, alterando profundamente o perfil epidemiológico entre esses, que antes chegavam às emergências dos hospitais 11 públicos feridos, e agora, em geral, chegam mortos. As políticas de segurança pública, neste contexto, cumprem papel central na medida em que são os desfechos e as principais responsáveis por esse quadro direitos violados e vida ceifadas.

The economic transformations in the world, the end of World War II, listing significant changes in production structures and labor market in the world. Initially developed countries realize these changes and subsequently developing countries. The changes in production patterns, especially with the crisis of Fordism, peripheral countries further accentuated the problems in the workplace. Flexible accumulation, in turn, was responsible for significant changes in the labor market at the periphery of global capitalism. This restructuring process, in Brazil, begun from the end of the 1980s and early 1990s, being more accentuated the impacts on the labor market in the poorest regions of the country, particularly the Northeast. In that sense, this thesis aims to evaluate the job market in the metropolitan areas of Fortaleza, Recife and Salvador in light of the transformation process in the production structures and labor market and its influences in the 2000s. The time frame are the years 2001-2008. Data are from the National Household Sample Survey - PNAD and were drawn from the study proposal developed by the Centre of the Metropolis. The study shows that the labor market of the three metropolitan areas continues to be affected by the restructuring process of the late twentieth century. It found high rates of unprotected busy at work is more precarious conditions of employment for non-whites, women, adolescents / young and old. We also highlight the high percentage of employed persons earning income up 1.00 minimum wage, and a large number of persons employed in the tertiary and tertiary non-specialist. With the picture observed in the three metropolitan areas you can see the major problems in the labor market that proliferate, especially in the metropolitan context of the Northeast, with characteristics similar to those observed in the literature that investigated the labor market in 1990
As transforma??es econ?micas mundiais, do final da Segunda Guerra, elencaram mudan?as significativas nas estruturas produtivas e no mercado de trabalho em todo o mundo. Inicialmente os pa?ses desenvolvidos perceberam essas transforma??es e posteriormente os pa?ses em desenvolvimento. As transforma??es nos modelos de produ??o, sobretudo com a crise do fordismo, nos pa?ses perif?ricos acentuaram ainda mais os problemas no mundo do trabalho. A acumula??o flex?vel, por sua vez, foi respons?vel por transforma??es significativa no mercado de trabalho da periferia do capitalismo global. No Brasil assistiu-se a esse processo de reestrutura??o produtiva a partir do final dos anos de 1980 e inicio dos anos de 1990, sendo mais acentuando os impactos no mercado de trabalho nas regi?es mais pobres do pa?s, sobretudo o Nordeste. Nesse sentido, esta disserta??o tem como objetivo avaliar o mercado de trabalho nas Regi?es Metropolitanas de Fortaleza, Recife e Salvador ? luz do processo de transforma??o nas estruturas produtivas e no mercado de trabalho e suas influencias nos anos 2000. O recorte temporal utilizado s?o os anos de 2001-2008. Os dados s?o da Pesquisa Nacional por Amostra de Domic?lios PNAD e foram elaborados a partir da proposta de estudo desenvolvida pelo Observat?rio das Metr?poles. O estudo mostra que o mercado de trabalho das tr?s RMs continua sendo afetado pelo processo de reestrutura??o produtiva do final do s?culo XX. Constatou-se elevados percentuais de ocupados desprotegidos no trabalho sendo mais prec?rias as condi??es dos postos de trabalho para n?o brancos, mulheres, adolescentes/jovens e idosos. A infecção do trato urinário (ITU) é considerada a segunda infecção mais comum em humanos, estima-se que ocorram cerca de 150 milhões de casos de ITUs por ano no mundo. O aumento das taxas de resistência aos antimicrobianos entre os uropatógenos tem tornado mais difícil o tratamento das ITUs. Objetivo: Determinar a distribuição clonal das cepas de E. coli isoladas em pacientes com ITU adquirida na comunidade de acordo com o perfil de susceptibilidade aos antimicrobianos e avaliar o papel dos grupos clonais na disseminação e persistência da resistência nestas infecções. Métodos: Foram isoladas 874 cepas de E. coli em pacientes com ITU, procedentes de unidades ambulatoriais em três hospitais na cidade de Salvador–Ba, no período de 2001 a 2009. O perfil de susceptibilidade foi determinado por microdiluição em placa (Microscan-Siemens®). Nas amostras selecionadas para genotipagem (n=275), a identificação dos grupos clonais foi realizada pela comparação dos padrões de PFGE, utilizando os critérios de Tenover (1995). Em todas as etapas do estudo foi utilizada como controle de qualidade a cepa ATCC E. coli 25922. Resultado: Entre os antibióticos testados, a maior prevalência de resistência foi encontrada para ampicilina (AMP) (49%), cefalotina (12-33%) e sulfametoxazol-trimetropin (SXT) (36-42%). A taxa de resistência à ciprofloxacina (CIP) variou de 9 a 14%. Na análise da distribuição clonal, segundo os fenótipos de resistência aos antimicrobianos, encontramos maior predomínio de um grupo clonal CgA (63%) entre as cepas consideradas multidroga resistentes. Diferentemente das amostras com algum grau de resistência ou multi-sensíveis, nas quais observamos diversidade clonal. Conclusão: A alta prevalência de resistência a SXT, AMP e cefalotina contraindica o uso destes antimicrobianos no tratamento empírico das ITU adquiridas na comunidade. A taxa de resistência à CIP relativamente alta, alerta para o aumento e disseminação de resistência a este antimicrobiano na comunidade. Isto irá dificultar e onerar o tratamento destas infecções. Observamos a surgimento de um grupo clonal (CgA) no período final do estudo (2008 a 2009) associado às cepas multidroga resistentes. Este achado sugere que a expansão de determinados clones pode ter um papel importante na disseminação de resistência bacteriana em ITUs adquiridas na comunidade.
Urinary tract infection (UTI) is considered the second most common infection in humans. It is estimated that there are about 150 million cases of UTIs per year worldwide. Increasing rates of antimicrobial resistance among uropathogens challenges UTI treatments. Objective: To determine the distribution of clonal strains of E. coli isolated from patients with community-acquired UTI according to the profile of antimicrobial susceptibility; and to evaluate the role of clonal groups in the spread and persistence of resistance in these infections. Methods: Eight hundred seventy four strains of E. coli were isolated from patients with UTI, coming from outpatient clinics in three hospitals in the city of Salvador - Bahia, from 2001 to 2009. The susceptibility profile was determined by broth microdilution method (Siemens - Microscan ®). The samples selected for genotyping (n = 275) were identified for clonal groups by comparing the patterns of PFGE, using the criteria of Tenover (1995). All study stages were quality control by strain E. coli ATCC 25922. Results: Among the antibiotics tested, the highest prevalence of resistance was for ampicillin (AMP) (49%) followed by trimethoprim - sulfamethoxazole (SXT) (36-42%) and for cephalothin (12-33%). The rate of resistance to ciprofloxacin (CIP) ranged between 9-14 %. In the Clonal Analysis distribution, performed according to antimicrobial resistance phenotypes, we found a higher prevalence of a clonal group CgA (63%) among multidrug resistant strains. This result differs from samples with some degree of resistance or multi-sensitive in which we observed clonal diversity. Conclusion: The high prevalence of resistance to SXT, AMP, and cephalothin contraindicate the use of these antibiotics in the empirical treatment of community-acquired UTI. The relatively high rate of resistance to CIP, raises attention to the increase and spread of antimicrobial resistance in this community and potentially complicate and encumber the treatment of these infections. We observe the emergence of a clonal group (CgA) in the final period of the study (2008-2009) associated with multidrug resistant strains. This finding suggests that the expansion of particular clones may have an important role in the spread of bacterial resistance in community-acquired UTI.

It traces the discursive, and sometimes personal, relationship between these figures which led to a psychoanalytic-based conception of paranoia that impacted on both surrealism and the surrealist-inspired poetry and theory of David Gascoyne. Furthermore it seeks to identify the potential ramifications of this conception of paranoia, and the artistic practice it engendered, for literary, Marxist and psychoanalytic theory.

L'objectif de cette thèse est d'évaluer l'influence de la pensée scientifique sur l’œuvre narrative de l'Amérique latine de la période comprise entre 1940 et 1965, à travers l'exemple de cinq écrivains mexicains et argentins : Adolfo Bioy Casares, Ernesto Sábato, Jorge Luis Borges, Salvador Elizondo et Juan José Arreola. La position de ces écrivains face aux courants artistiques et intellectuels d'origines diverses a fait de leurs travaux un riche laboratoire d'appropriation et de réinterprétation d'idées. La connaissance scientifique y apparaît souvent avec un statut ambigu ou contradictoire. Ce travail propose une lecture qui place le sujet au centre de la transposition de l'esprit scientifique dans le discours littéraire. Le sujet scientifique est ainsi compris comme une fiction dont la présence au sein du discours littéraire ne nécessite pas la division entre contenu et forme exigée par le discours des sciences. À travers la présence de ce sujet scientifique dans les récits il est possible de dégager la notion de connaissance scientifique qui y est proposée. Cette dernière est pensée ici non plus comme un savoir communiqué, mais comme une production du sujet scientifique intérieur au texte. Ce processus de production est étudié en trois étapes. La première trace la présence du sujet scientifique dans le discours, identifie les stratégies de sa mise en texte et éclaire le rôle qu'il joue à travers l'exécution d'un programme cognitif bien défini. La deuxième s'intéresse au rôle joué dans la configuration actantielle des récits par les personnages scientifiques, compris comme les acteurs au sein desquels se manifeste l'action du sujet scientifique. Le sujet connaissant n'ayant d'autre justification que la production d'une connaissance, la dernière étape de notre étude porte sur le rôle joué par les savoirs produits par les textes dans l'architecture fictionnelle et dans la création de sens
The objective of this dissertation is to evaluate the influence of scientific thought in the narrative works of five Mexican and Argentinean writers published in the mid twentieth century: Adolfo Bioy Casares, Ernesto Sábato, Jorge Luis Borges, Salvador Elizondo and Juan José Arreola. As they relate to various artistic and intellectual currents, the literary projects of writers from this period produced a rich laboratory of appropriation and reinterpretation of ideas, with scientific knowledge often appearing within a contradictory and ambiguous framework. The present investigation attempts to read these works by analyzing that which we consider to be transposable from scientific thought to literary discourse: a cognitive scientific subjectivity. Understood as a fiction within psychological parameters, this subjectivity —the articulating voice of each narration— is constructed with a certain philosophical attitude and a specific methodology. I argue that through the analysis of the presence of this scientific subjectivity in the narrations it is possible to extract an idea of scientific knowledge. The latter is conceptualized here not as a transmitted knowledge, but as a product of the scientific subjectivity found within the text. This process of production is studied in three parts. The first traces the presence of the scientific subjectivity in discourse, identifying its textual strategies and determining the role that this subjectivity plays in the unfolding of a well-defined cognitive program. In the second part of the investigation I focus on the role played, within the actant configuration of the narrations, by the scientific characters involved in each narration, these understood as the actors through whom scientific subjectivity is made manifest. In the third stage I study the role played by various sets of knowledge produced by the texts within the fictional architecture and within the construction of meaning

La historia de los intelectuales que se expone a continuación aborda un objeto de estudio asociado a los libros relegados antes mencionados. En el campo académico argentino se lo identifica como “Vieja historia” e “Historia positivista”. Caracterización, por cierto, similar a la ofrecida por otras corrientes occidentales sobre determinados productores culturales, respondiendo a la intención de significarlos como obstáculos para la emergencia de una ciencia moderna. Bajo este mote se integraron, efectivamente, las experiencias de los historiadores argentinos Enrique Mariano Barba (La Plata, 19 de enero de 1909 - íb., 30 de noviembre de 1988), Carlos Salvador Ángel Segreti (Buenos Aires, 12 de julio de 1928 - Córdoba, 5 de diciembre de 1998) y Ernesto Joaquín Antonio Maeder (Buenos Aires, 22 de junio de 1931- íb., 15 de marzo de 2015), cuyas trayectorias político-académicas se pretenden problematizar y poner en evidencia. El sentido del título hace referencia al protagonismo de estas tres figuras involucradas en los escenarios intelectuales argentinos de la segunda mitad del siglo XX.

Abstract:
<p>The El Salvador Project is a student-led initiative born in 2001 at Imperial College London that provides simple and effective engineering solutions to rural communities in El Salvador. The projects are developed in close collaboration with the Salvadorian NGO REDES and the UK-based charity Engage for Development. This paper presents the work developed over the summer 2019, when a footbridge was constructed for the School of the community of El Yomo, in the town of Alegría. The footbridge was intended to restore the path connecting the main settlement with the local school, which heavy rainfall had eroded in the previous years forming an impassable ravine. The footbridge was designed as a 15 m long steel truss beam supported on masonry walls. The construction was a collective effort. The main challenges faced during construction were the unexpected conditions of the site, the unreliable supply of materials and the lack of means for excavation, lifting and auxiliary constructions. The success of the project relied considerably on the knowledge of the local workers. The involvement of the community helped develop a feeling of ownership over the project which has resulted in a strong commitment in its maintenance since the opening. The footbridge was enthusiastically inaugurated by the community and has provided the children of El Yomo with a safer and faster route to their school, based on a comprehensive risk management approach.</p>
