Electoral management bodies (EMBs) perform many functions crucial to promoting electoral integrity, from registering voters to resolving post-election disputes. The capacity of an EMB to perform its tasks, however, is difficult to measure in cross-national perspective. Data on resources and personnel provide only a partial picture of EMB capacity and expert surveys are limited in their comparability. This article presents a new proxy for measuring EMB capacity. It employs a content analysis of EMB websites in 99 countries to measure the presence of indicators of their major functions. It asses

This article reveals that the financial funding of the election management body (KPU) to support the stages of general election management still relies on the state budget. This condition happens considering that elections are a five-year periodic agenda in accordance with the foundation of the constitution. There are three models of election financing, namely core cost or direct financing; diffuse cost or indirect financing; and integrity costs or financing to develop the integrity of organizers so that elections run democratically. This study examines the Romanian Electoral Management Body (EMB), focusing on its dualistic structure. It distinguishes between the formal independence and functional independence of electoral management institutions and proposes a qualitative evaluation of the Permanent Electoral Authority (AEP) and the Central Electoral Bureau (BEC). The analysis is anchored in the context of the three EMB models, independent, governmental, and mixed, providing a framework for understanding the Romanian system. The findings indicate that the Romanian EMB exhibits formal independence but faces a political inf

Existing research does not offer conclusive evidence on which electoral management body (EMB) model is best for having confidence in electoral processes. While some scholars favour partisan autonomy in election administration, others argue for a multiparty-based election management. Others provide mixed evidence. This article focuses on the importance of including political parties in EMBs, measured by a scale with four levels of participation of parties in the appointment of EMB members. The ideological struggle between the West and former liberation movements on the veracity of the post-cold war multiparty democracy is still alive. In Algeria, the ruling Front for the Liberation of Algeria (FLN) continues to view with suspicion this notion, convinced it’s a neo-colonial ploy to remove them from power. It is against this intensely contested background that Electoral Management Bodies (EMB) have emerged and trying to find a role. In the Algerian April 2014 Election, the ruling party was confronted by the surging popularity of the Islamic Salvation Front (F.I.S). In that elect

AbstractThis article explores the constitutional politics of electoral governance in federations by focusing on the role of election commissions, drawing mainly on examples from Asia. All democracies face the challenge of insulating electoral governance from interference and capture. Compared to unitary states, federations confront the additional dilemma of how to disperse authority over electoral governance across multiple orders of government. Federal democracies must decide whether electoral governance should be a matter for the center or the states. I argue that the basic choice is between

In particular, it operationalizes and measures transparency in election management through a content analysis of the websites of 99 EMBs around the globe. It considers five key dimensions of transparency: activity reports, election results, EMB hierarchy, EMB members, and election laws. With this new measure of EMB transparency, this chapter tests two major questions within the field of electoral governance. First, it explores whether the formal design of

Elections are the cornerstone of democratic political processes, serving as a mechanism for political parties or candidates to compete for public office under equal conditions before the electorate. For an election to be credible, the competition must be fair, requiring impartial management of the process. This chapter examines the evolution of one of the world’s most powerful elections bodies, the Election Commission of India (ECI). Blessed with a legal status as a permanent, independent body under the Constitution, the ECI has used its broad mandate to develop wide-ranging powers to regulate the conduct and management of elections. A series of skilled leaders have further pushed the agency to undertake consistent organizational and technological innovation. In spite of this progress, the agency has struggled mightily to curb the twin influences of money and “muscle” (serious criminality) in el
