Abstract:
AbstractThe 2008 Constitution of the Union of Myanmar establishes the framework for a ‘discipline-flourishing’ constitutional democracy in which the Tatmadaw, the Burmese military, retains a significant degree of power. Under this Constitution, the Union Election Commission (UEC) is vested with significant authority to supervise elections, regulate political parties and electoral campaigns, register voters, suspend elections, and to make conclusive determinations in electoral disputes. Between 2010 and 2020, the UEC oversaw three consecutive general elections and three by-elections. Following a term under the former military leadership, the country's major democratic opposition party, the National League for Democracy (NLD), won a resounding victory in the 2015 elections. In the years that followed, civilian-military relations were a source of tension, as the NLD attempted to reform the executive and legislative roles for the military guaranteed by the Constitution. These tensions became in particular tangible during the 2020 elections, which the NLD again won in a landslide victory. The military alleged the election was marred by fraud while the UEC rejected this allegation. On 1 February 2021, hours before the new parliament was to convene, the Tatmadaw staged a coup d’état. This article reviews the UEC in its constitutional and political context. It identifies its institutional features, significant points in its brief history, and the impact of UEC leadership as a contributing factor in fostering confidence in the electoral process.

Despite the dramatic deterioration of the COVID-19 situation, General parliamentary elections were held in Myanmar on November 8, 2020. The peculiarity of these elections is not only that they are "pandemic". This is the second election in which the national League for democracy (NLD) won a landslide victory. The party's electoral support even expanded compared to the previous 2015 elections. They were also held when the former opposition NLD party was in power for the first time. The NLD's victory was expected and predictable. The election results can be seen as a personal victory for Aung San Suu Kyi and the desire of the people to see her as the leader of the nation.

The article analyzes the alignment of political forces on the eve of the general parliamentary elections in Singapore. The author dwells on main political parties of the country, cites data on the results of the last parliamentary elections held in Singapore in 2015. Particular attention is paid to changing the procedure for conducting both the election campaign and the elections themselves in the context of the COVID-19 coronavirus pandemic. In conclusion, the author makes a forecast about the results of the elections, which will be held on 10 July 2020.

Since the 2020 U.S. presidential election, perceptions of the validity of the outcome and broader trust in the American electoral process have reached historically low levels among Republicans. While this trend has potentially harmful consequences for democratic stability, there is little research on how beliefs that an election was fair—and trust in the electoral process more generally—can be restored. In a preregistered survey experiment ( n = 2101), we find that viewing real messages from Republican politicians defending the legitimacy of the 2020 election increased faith in the election’s outcome and in the broader electoral process among Republican voters, compared to either a neutral control condition or to comparable messages from Democratic politicians. These effects are statistically mediated by shifts in voters’ perceptions of elite Republican opinion about the 2020 election, highlighting a potentially useful intervention for efforts to restore faith in elections going forward. Notably, exposure to messages from Republican politicians affirming the election’s legitimacy did not significantly decrease support for the Republican Party, suggesting that Republican politicians who endorse the 2020 election results might not face backlash from voters.

Abstract The 2020 elections brought to an end one of the most divisive and historic campaigns in the modern era. Former Vice President Joe Biden was elected the 46th President of the United States with the largest number of votes ever cast in a presidential election, defeating incumbent President Donald Trump in the process. The record turnout was especially remarkable in light of the ongoing pandemic surrounding COVID-19 and the roughly 236,000 Americans who had died of the virus prior to the election. This article examines the electoral context of the 2020 elections focusing on elections in both the House and Senate. More specifically, this article examines the candidates, electoral conditions, trends, and outcomes in the primaries as well as the general election. In doing so, we provide a comprehensive descriptive analysis of the climate and outcome of the 2020 congressional elections. Finally, the article closes with a discussion of the broader implications of the election outcomes on both the incoming 117th Congress as well as the upcoming 2022 midterm election.

We analyse the Bihar assembly elections of 2020, and find that poverty was the key driving factor, over and above female voters as determinants. The results show that the poor were more likely to support the National Democratic Alliance (NDA). The relevance of this result for an election held in the midst of a pandemic is very crucial, given that the poor were the hardest hit. Second, in contrast to conventional commentary, the empirical results show that the All India Majlis-E-Ittehadul Muslimeen—‘AIMIM factor’ and the Lok Janshakti party—‘LJP factor’ hurt the NDA, while benefitting the Maha Gath Bandan (MGB), with their presence in these elections. The methodological novelty in this article has combined elections data with wealth data to study the effect of poverty on election outcomes.

The main task of elections in a democratic state is not only to elect representatives of power, but also to ensure the legitimacy of newly elected persons and the political system as a whole. Today, elections are one of the most democratic ways for voters to freely express their opinion in matters of appointing the heads of legislative and executive bodies of power. Consequently, the most important and indispensable condition for a democratic system is free elections. Elections are designed to perform functions such as electing a new political elite, resolving conflicts, reflecting the interests and opinions of various peoples, social strata and groups of society, mobilizing the population to support party programs and social values, etc. PR-technologies occupy a special place in election campaigns. In this regard, the article examines PR-technologies used by parties in the 2020 parliamentary elections in Kyrgyzstan. The study covers the time period from September 4 to October 3, 2020. As part of the study, a linguistic analysis of information posted on the official websites and social pages of parties, media reports and reports of relevant organizations was carried out. Based on the results of the study, a number of practical recommendations have been developed that must be taken into account during the next parliamentary and presidential elections.

Abstract:
U.S. President Joe Biden took his oath after being victorious in the controversial U.S. elections of 2020. The polls were conducted over postal ballot due to the coronavirus pandemic following delays of the announcement of the election’s results. Donald J. Trump claimed that there was potential rigging against him and refused to accept the results of the polls. The sentiment analysis captures the opinions of the masses over social media for global events. In this work, we analyzed Twitter sentiment to determine public views before, during, and after elections and compared them with actual election results. We also compared opinions from the 2016 election in which Donald J. Trump was victorious with the 2020 election. We created a dataset using tweets’ API, pre-processed the data, extracted the right features using TF-IDF, and applied the Naive Bayes Classifier to obtain public opinions. As a result, we identified outliers, analyzed controversial and swing states, and cross-validated election results against sentiments expressed over social media. The results reveal that the election outcomes coincide with the sentiment expressed on social media in most cases. The pre and post-election sentiment analysis results demonstrate the sentimental drift in outliers. Our sentiment classifier shows an accuracy of 94.58% and a precision of 93.19%.

This study aims to find out a projection and how the development of elections during COVID-19 pandemic. The regional heads elections is one manifestation of the reform movement in 1998 which wants a change in state administration after being dominated by authoritarianism to become democratic. This election is known to the public as a venue for the election of regional heads who will serve or lead. Covid-19 pandemic is a virus transmission and causes an outbreak ove the world including Indonesia. A number of regions contributed to the 2020 elections. The regional head election system in 2020 is the third time held in Indonesia. The ballot is planned to be held simultaneously on September 2020. The total area that will carry out simultaneous regional head elections in 2020 is 270 regions with 9 provinces, 224 districts and 37 cities. The government regulation in lieu of law number 2/2020 on the local election was finally set by President Joko Widodopada on May 4th, 2020. The election which originally took place on September 23rd was finally postponed for 3 months, which became on December 2020. This step was criticized because it was considered ignoring COVID-19 pandemic.

West Sumatra is one of the Indonesian provinces that conducted the simultaneous regional elections in 2020. It was said that it had the highest rate of election vulnerability index in 2020 based on the indicators of assessment including political participation, socio-political context, free and fair elections, contest, and vulnerability due to the Covid-19 Pandemic. In West Sumatra, the three regional head elections in 2005, 2010, and 2015 show that public political participation decreased from 64% to 58%. However, in the 2020 election, the voter turnout rate rose to 61.68%. Therefore, this article analyzes how did the West Sumatra government build public legitimacy to increase public political participation in the 2020 election, which was held in the Covid-19 Pandemic with all its limitations? In doing so, it uses a literature study method. The collected data were analyzed according to the principles of the qualitative method. The results of this study indicate that public legitimacy of the 2020 regional election in West Sumatra was built by three actors in the consolidation of democracy in the gubernatorial election as follows: a) local government, b) election participants and c) election management institutions, each of which had strategic steps in restoring public trust in the election during the Covid-19 Pandemic.

In a second step, the mayoral elections in the largest cities and counties (Landkreise) are added before including the coali- tions formed in the largest cities after the election . It becomes evident that while the Social Democrats have lost further ground, the Greens have seen a sharp increase in electoral sup- port . Even though the mayoral elections continue to be dominated by SPD and CDU, the Social Democrats win most frequently in the largest cities, while the Christian Democrats are the prevailing force in the counties .

On December 9, 2020, people in Indonesia, especially in Central Kalimantan, participated in holding regional head elections simultaneously. In the Regional Election (Pilkada) on December 9 in Kalimantan, there were 2 elections, namely the regional head election for the governor and Deputy Governor of Central Kalimantan for the period 2021-2025 and the election for the regional head of the Regent/Deputy Regent for the period 2021-2025 in East Kotawaringin Regency. The hustle and bustle of implementing the simultaneous regional elections on 9 December 2020 has differences from the previous regional head elections, this is because the implementation of the 9 December 2020 regional elections was held amid the pandemic threat of covid-19 (coronavirus disease -19). Even though it went through a long process, the pros and cons covered the election policy for the simultaneous regions, in the end, the elections were still held on December 9, 2020. Apart from Central Kalimantan, in Indonesia alone, there were around 270 regions that held simultaneous regional elections on 9 December 2020. The study in this paper wants to know how the regional head elections are held in Central Kalimantan, especially in the city of Palangka Raya. This is because Palangka Raya City has a history of the highest confirmed area of Covid-19 transmission. Besides, Palangka Raya as the capital of Central Kalimantan Province is a barometer of seeing the succession of simultaneous regional elections in Central Kalimantan. In its implementation, the Central Kalimantan Pilkada in Palangka Raya went well. The voter turnout in Palangka Raya City reached 63%. What is unique is that the regional elections in Central Kalimantan have increased participation amid a pandemic compared to the 2015 regional elections which were held in conditions without a pandemic. Even though the overall participation is below the target of the KPU RI, this increase needs to be appreciated.

This article examines the role of Catholics within the 2020 presidential election in the United States. Although Catholics were once a crucial and dependable component of the Democratic Party’s electoral coalition, their vote in more recent years has been much more splintered. Nevertheless, Catholics have been deemed to be an important “swing vote” in American politics today, as in recent presidential elections they have aligned with the national popular vote. This article therefore focuses on the part that Catholics played within the 2020 presidential election process. It addresses the level of political change and continuity within the ranks of Catholics over the past several elections, how they voted in the Democratic primaries during the initial stages of the 2020 presidential election, their level of support for different candidates over the course of the campaign, how they ultimately came to cast their ballots in the 2020 election, and the extent to which their voting patterns in 2020 differed from that of 2016.

Abstract The sometimes violent movement to reject the outcome of the 2020 U.S. presidential election draws our attention to the topic of trust in the institution of American election administration. An examination of this topic must make an important distinction between trust in elections (a psychological construct) and the trustworthiness of election results (a legal construct). The history of election administration in the United States is full of examples of efforts to increase the trustworthiness of elections to ensure that results are based on fair and competent administration. The resilience of these efforts was on display following the 2020 election, as formal institutions rejected claims that the election was fraudulent. Still, the past two decades have seen a decline in trust in American elections that has primarily been driven by a slow but steady decline in trust among Republicans. Surprisingly, the increased polarization in trust most recently has been due more to Democrats suddenly becoming more trusting. Election officials must continue to try to overcome attacks on trust in the system, but it is unclear how long they can sustain the legal system guaranteeing free and fair elections without broad-based public trust in how we administer elections.

Abstract:
This article analyzes the political practices of oligarchy and elite politics in the context of the 2020 local elections in Indonesia. Despite the high number of Covid-19 cases, Indonesia continued to hold simultaneous local elections, making the regional elections even more controversial. The significance of this research lies in understanding the existence of oligarchic and elite political practices in Indonesia's election administration. The article employs a qualitative method using desk study by analyzing relevant literature to answer the research problem. The novelty of this research is in providing an analysis of the political practices of oligarchy and elite politics in the context of the 2020 local election. The findings indicate that the 2020 local elections were characterized by the re-strengthening of kinship politics, high single candidates, and the involvement of actors with oligarchic interests. These are indications that oligarchic and elite politics are returning to dominate election administration in Indonesia. The implications of this research are essential for understanding the challenges of democratization in Indonesia and the need to strengthen democratic institutions and practices.

This article is devoted to the failed revolution in Belarus, which was accompanied by large-scale protests associated with the 2020 presidential elections. Even before the elections, protest sentiments were heating up as tens of thousands of people spontaneously gathered to peacefully protest against the regime of Alexander Lukashenko. The 9–11 August was the most violent period in the country's recent history, with up to 7,000 protesters arrested. Workers across the country went on strike. Although the protests continued into November, Lukashenko refused to give in, despite international condemnation, and according to some sources more than 35,000 people were arrested over the period, and new authoritarian laws were passed.

This study aims to find out how the strategy is carried out by the South Solok KPU to increase voter participation in the 2020 Regent and Deputy Regent elections. The election of the Head of Blood is the embodiment of Democracy at the regional level. The direct election of regional heads entered into the electoral regime after the 2004 elections with the enactment of Law No. 32 of 2004 on regional government, which stipulates that a regional head is directly elected by the people. Furthermore, participation in electing the community is the main factor in the success of the Regional Head Election. This participation is not only limited to quantity but also based on quality. For this reason, efforts to increase voter participation in terms of quantity and quality are important. This type of research is qualitative research using descriptive methods and data collection techniques are in-depth interviews with research informants and study documentation. The informants of this study were the commissioners of the South Solok KPU and the KPPS officers for the 2020 Regional Head Elections. The location of this research was the South Solok KPU Office. The results obtained from this study are that the South Solok KPU strategy to increase voter participation in the 2020 Regent and Deputy Regent Elections is to conduct voter socialization and education to the public online, face to face and using mobile cars. Face-to-face socialization was carried out to 10 voter bases attended by a limited number of participants, and empowered Election Organizers to conduct socialization at their domicile. Online socialization is carried out using social media and other online applications, while socialization with mobile cars is carried out using a microphone installed in the car by inviting the public to exercise their right to vote on polling day.

The peaceful transition of power from one set of rulers to another is the essence of democracy. The United States has enjoyed the consensus that elections are the means to change leadership of the country for more than two centuries. The 2020-2021 transition of the presidency marks an exception to that consensus. President Trump refused to accept the reality of his 2020 defeat at the polls, despite the fact that Joe Biden won more than 7 million more votes than Trump and won the electoral college by a vote of 306 to 232. Trump declared that he had won the election and that his opponent, Joseph Biden, had conspired to steal the election through fraudulent ballots. This paper will briefly characterize the development of presidential transitions over the past half century. It will then examine the extensive efforts of President Trump to overturn the 2020 election that culminated in the volent attack on the United State Capitol on January 6, 2021. Finally, it will show how Trump tried to thwart the incoming Biden administration. It will conclude that Trump’s actions in 2020 and 2021 presented a serious threat to the American polity.

Abstract Elections are activities that aim to elect the leader of a region. Regional head elections held in 2020 are slightly different elections compared to elections in previous years. This difference is related to the Covid-19 pandemic that plagues the world, including Indonesia. The 2020 election sparked pros and cons in the community. Using digital literacy methods with a qualitative approach, this article examines the readiness of Tuban Regency in the face of the 2020 elections. Based on the results obtained, Tuban Regency held elections in 2020 with various preparations that meet health protocols. Pemilihan umum kepala daerah yang diselenggarakan di tahun 2020 merupakan pemilihan umum yang sedikit berbeda dibandingkan dengan pemilihan umum di tahun-tahun sebelumnya. Perbedaan ini terkait dengan adanya pandemi Covid-19 yang mewabah di seluruh dunia, termasuk Indonesia. Pilkada 2020 yang memicu adanya pro dan kontra dalam masyarakat. Dengan menggunakan metode literasi digital dengan pendekatan kualiatatif, artikel ini mengkaji tentang kesiapan Kabupaten Tuban dalam menghadapi pilkada 2020. Berdasarkan hasil yang didapat, Kabupaten Tuban mengadakan pilkada 2020 dengan berbagai persiapan yang memenuhi protocol kesehatan. Headlines decried the fragility of American democracy during the 2020 elections, but extensive institutional structures steered officials in both political parties to certify the results of the election, and independent judges have validated their decisions. Political battles over election laws and procedures are not themselves signs of democracy’s demise, because legal and administrative guardrails contain the degree to which voting rights are threatened. These formidable institutional structures blunted former president Donald Trump’s efforts to overturn the 2020 presidential election and limited the scope and impact of new state legislation to restrict access to voting. The guardrails of elections operated as designed, but Trump’s unfounded charges of fraud coupled with state restrictions are corroding the credibility and fairness of elections. We examine the scope and function of election law and administration to understand how they protected American democracy in the contentious 2020 election.

Elections typically include infractions, thus Bawaslu was created to regulate the process and make elections more democratic. Bawaslu oversees and reduces general election infractions. Supervision evaluates if an activity is being executed as planned. The supervision equivalent of Das Sollen (plans) must match Das Sein (reality). According to this survey, the Bawaslu of Barru Regency has performed oversight well. (1) Bawaslu observed the Barru Regency regional head election from candidate selection to voting at sub-district and polling stations. Inspection Bawaslu examined indicators till he found head election breaches. The Bawaslu guidance and direction indicators help candidates and voters determine the extent of violations in the regional head election. Indicators Following up on Barru district regional head election breaches, Bawaslu took disciplinary action. This study's corrective action indicator is the Bawaslu's review to reduce violations in the head of blood election next year. (2) The COVID-19 epidemic, human resource quality, regulations, and community engagement affect Bawaslu supervision in regional head elections.

The campaign finance report regulation aims to realize the principle of "honest" elections, namely by implementing transparency in the use of campaign funds for Regional Head Elections reported to the public through the KPU. Campaign finance arrangements have been revised several times by the KPU as the organizer of elections in order to realize transparency in the use of campaign funds. But in reality, the transparency of election campaign finance reports has not been fully realized and is only a formality as one of the administrative requirements of election participants. The problem of transparency in reporting campaign funds was found in the 2020 West Sumatra Governor and Deputy Governor Elections for LADK, LPSDK and LPPDK which were submitted to the KPU to be announced to the public as transparency in the use of campaign funds. The purpose of this research article is as input to the KPU in making improvements to the PKPU regarding the Election Campaign Fund Report in the future in realizing transparency in the use of campaign funds. This study uses a literature review analyzed by researchers during the 2020 West Sumatra Governor and Deputy Governor Elections that have been held. The results showed that the Candidate Pair reported LADK campaign funds, LPSDK was not transparent and the last session of LPPDK was announced to the public after the election voting was held so that it could not be input for the public in making choices on polling day.

Voter participation in an election is often a measure of election success. The higher the level of participation, the higher the public's trust in the election process and the stronger the legitimacy of the elected leader. The City of South Tangerang, which has participated in the regional elections three times until the last election in 2020, has had an interesting experience regarding voter participation. In the previous regional elections, namely in 2010 and 2015, voter participation was never more than 60%. In the 2010 elections, voter participation only reached 56.9%, and in the 2015 elections even decreased to only 56.8%. This number is very far from the average target for regional election participation. In 2020 elections were held during a pandemic, and there was concern that voter participation would decline further. In fact, voter participation rose to 60.48%. From the initial survey, it was found that the KPU of South Tangerang City before the election was worried that participation would decline, so they developed a strategy to increase voter participation. This study aims to determine the strategy for increasing voter participation carried out by the KPU of South Tangerang City in the 2020 elections and to find out the challenges, obstacles, and supporting strengths. The theory used in this study is the theory of voter participation from Hungtinfton, Verba, and Kaats, as well as findings in journals related to strategies for increasing participation. The research method uses a qualitative approach with a descriptive method. Data collection techniques through interviews and documentation. Data analysis: qualitative based on Miles and Huberman. Test the Validity of the Data using Triangulation. The result research showed that the KPU of South Tangerang City, in an effort to increase the level of political participation, used a strategy with the P Process model by starting to use vision and mission analysis, identifying problems, formulating strategies by making activities plans, implementing strategies through socialization with five types of activities: competitions, virtual meetings, print journalism, social media and distribution of visual aids for socialization purposes. All implementations are monitored and evaluated both in the middle and at the end of the activities.

This article examines the extent to which foreign aid played a role in shaping the electoral practices related to the dissemination of civic and voter education in the past six multiparty general elections conducted in Tanzania from 1995 to 2020. The study employed a qualitative research approach and used primary data through key informant interviews. Secondary data were obtained from a documentary review. The findings reveal that in 1995, 2000, 2005, and 2010 foreign donors had a significant influence on determining the content of civic and voter education materials used to conduct the exercise. In the 2015 elections, donors' funds were reduced significantly and in the 2020 election, the budget was fully government-funded. The study recommends that the Electoral Management Bodies (EMBs) should establish elections consolidated funds that will be funded by the government yearly to ensure the availability of sufficient funds to conduct the exercise and ultimately limit the intervention of foreign donors in the dissemination of civic and voter education.

On October 2-3, 2020, regional elections were held in the Czech Republic amid the second wave of the COVID-19 Coronavirus pandemic. Despite the traditional attitude to this election as secondary, its significance for the expert community was in the fact that it made possible to study political preferences of the population on the eve of the upcoming elections in 2021. Although the citizens of the Czech Republic preferred ANO movement, analysts noted the strengthening of the opposition forces – Pirate Party, the Civil Democratic Party and the STAN movement. The main feature of their participation in the last election campaign was their coalition with regional associations and movements, which made it possible to mobilize the population and claim more active participation in the work of regional authorities. Thus, scholars concluded that this approach could become the key to success in 2021. In turn, the ANO’s coalition partners tend to weaken their positions. Their fate in the future parliament was uncertain.

The method used was descriptive qualitative. Data collection is done by interview. Since the stipulation of the 2020 Simultaneous Elections on September 23, 2020 and the onset of the Covid-19 pandemic, so that the election was postponed to December 9, 2020. Covid-19 as a global pandemic has changed the situation and conditions in the implementation of simultaneous elections. Socialization is an important stage to convey information related to the election. Based on the results of the analysis that has been carried out, the conclusion of this study is that the evaluation of the performance of the OKU Regency KPU in the socialization of the 2020 simultaneous elections was not optimal so that the level of community participation decreased and the existence of Covid-19 health protocol regulations that limited the number of participants and time in socialization became obstacles in the implementation of socialization.

The registration of political parties participating in the election should pay attention to the perspective of justice both in terms of regulation and practice. In order to participate in the election, a political party must have passed verification by the KPU. The terms of participation of political parties to participate in elections are regulated in Article 173 of Law Number 7 of 2017 concerning Elections. Efforts to obtain fair and equal treatment before the law in the registration of election participants can be seen through several judicial reviews of the Constitutional Court Decisions. This balance of treatment is based on equality of opportunity in the participation of the nation's life as a contribution in the political field according to Article 28D of the 1945 Constitution. Lastly, Decision Number 55/PUU-XVIII/2020 divides the qualifications of political parties as candidates for the 2024 general election into two, namely first, political parties that are only verified administratively, secondly, political parties that are verified administratively and factually. This study aims to describe the requirements for political parties to participate in elections according to the Election Law and the implications of the issuance of the Constitutional Court Decision on the development of the meaning of verification. The writing uses normative research methods. This article discusses the fiqh siyasah analysis of the General Election Commission Regulation Number 06 of 2020 concerning regional head elections during the Covid-19 pandemic. This is normative research using qualitative analysis, namely by explaining data about regional elections during the Covid-19 pandemic in KPU Regulation No. 6 of 2020 and analysing it based on fiqh siyasah. The results of this study are based on KPU Regulation No. 6 of 2020; the implementation of regional head elections is held by complying with the rules set by the KPU and the Government to make the regional elections successful and minimise the spread of the COVID-19 virus. In the perspective of fiqh siyasah, the rules are according to the concept of mashlahah and the regulations of tasharruf al-imam 'ala al-ra'iyyah manut bi al-mashlahah (the policy of a leader must be based on benefit). Where in this paper, we use statutory studies and literature to analyze the determination of a single candidate in the regional head elections in Badung Regency in the context of the election of the Regent and Deputy Regent in 2020. On this basis, the researcher is motivated to prove that political socialization has an important role in increasing the participation of first-time voters in the 2020 regional head elections in Megang Sakti District, Musi Rawas Regency. In this study, the researcher used descriptive qualitative research by describing and interpreting data and facts obtained during field research from 30 informants so that in the end a hypothesis could be formulated. The results of the study show that the socialization of politics has an influence on increasing the political participation of first-time voters in Megang Sakti District, Musi Rawas Regency in the 2020 regional elections. The factors that influence the increase in the political participation of young voters are due to the influence of information and understanding of the democratic process or general elections, especially in the 2020 regional election elections. .

Understanding of duty as a supervisor of polling places certainly needs to be given a thorough of various materials ranging from regulations on the selection of regional heads, regulations on the supervision of regional head elections during the Covid-19 pandemic, the code of ethics and the use of the election surveillance system (SIWASLU) need to be clearly understood. This activity is carried out in two stages, namely technical guidance phase 1 and technical guidance phase 2 starting from the preparatory stage, material briefing, practice, posttest and questionnaire filling. The results of this activity resulted in understanding for members of the polling station supervisor (PTPS) in carrying out their responsibilities from regulatory understanding, supervision of health protocols as supervisors, code of ethics and commitment to contribute to becoming PTPS. PTPS commitment to be able to contribute back to become a member of the TPS election supervisor for the 2024 elections correspondents answered 28 people (47.5%) willing to return to become PTPS in the upcoming elections or local elections, 28 people (47.5%) answer still in doubt or maybe willing to return to become PTPS and 3 people or about (5.1%) do not want to join the PTPS for the 2024 regional elections or presidential elections.

The relevance of the topic is manifested in the need to find out the changes in the factors and parameters of electoral behavior in the regional communities of Spain in the context of a pandemic. The study is conducted on the materials of the Basque Country, Galicia, Madrid, Catalonia, Castile and Leon. The theoretical basis of the article is a socio-cultural approach to electoral behavior. The results of questionnaires and voting, election programs and statements of political parties’ representatives, statistical data are analyzed. Serious changes in party orientations and the identity of the electorate are shown in the context of the coronavirus pandemic and the economic crisis. There is an increase in the influence of online technologies in the course of election campaigns. Short-term factors of changes in the support of parties in elections are revealed. The scientific significance of the work lies in the identification of spatial factors of uneven support for parties in the compared autonomous communities. The consequences of the defeat of “Unidas Podemos” in the elections in Madrid are determined. The author comes to conclusions about the transformation of party systems and the growth of the influence of right-wing populism in the studied autonomous communities.

Election forecasting has been traditionally dominated by subjective surveys and polls or methods centered upon them. We have developed a novel platform for forecasting elections based on agent-based modeling (ABM), which is entirely independent from surveys and polls. The platform uses statistical results from objective data along with simulation models to capture how voters have voted in past elections and how they are likely to vote in an upcoming election. We screen for models that can reproduce results that are very close to the actual results of historical elections and then deploy these selected models to forecast an upcoming election with simulations by combining extrapolated data from historical demographic record and more updated data on economic growth, employment, shock events, and other factors. Here, we report the results of two recent experiments of real-time election forecasting: the 2020 general election in Taiwan and six states in the 2020 general election in the United States. Our mostly objective method using ABM may transform how elections are forecasted and studied.

This paper explores the role civil society organisations (CSOs) play in promoting peaceful elections in Ghana. Preventing electoral violence is a key factor in the support of functioning democratic societies, and the role of CSOs in promoting peaceful elections continues to grow with each electoral contest. This paper reviews secondary sources to interrogate the questions about the nature, interventions, impact, and challenges of CSOs in Ghana before, during and after general elections. Specifically, the paper examines the 2020 presidential and parliamentary elections using the West Africa Network for Peacebuilding (WANEP) and the Coalition of Domestic Election Observers (CODEO) as case studies. Overall, the recommendations in this study suggest CSOs must build synergies to increase collaboration in order to promote peaceful elections and political transitions. In addition, to strengthen their election observation, civic/voter education, peace promotion and violence monitoring roles through sustainable funding, CSOs in Ghana must review their funding strategies to include donations from non-partisan organisations and individuals. Furthermore, to maintain the integrity of CSOs in Ghana, they must develop internally-built transparency and accountability mechanisms such as legal structures to govern their operations.

A striking swing of voters marked the 2020 Regional Elections in Karangasem Bali. The incumbent pair, Mas Sumatri and Suari, who were predicted by a survey of 53.9% to win against Dana-Dipa by 37.2% during the campaign, actually showed a crushing defeat of 43.4% and a Dana-Dipa victory of 56.6%, according to the official results from the Karangasem General Election Commission (KPU). This study examines the phenomenon of swing voters in the 2020 Regional Elections in Karangasem by raising the problem of capital factors as the cause of swing voters in the 2020 Regional Elections in Karangasem and the political communication of candidates in minimising voter swing in the 2020 Regional Elections in Karangasem. This research uses a qualitative approach through observation techniques, interviews, document studies, and literature studies in its data collection. The data were analysed using capital theory in social practice. The results of this study show that the determinant factor, namely capital, occurs in the dynamics of swing voters and political communication in the 2020 Regional Elections in Karangasem by candidates delivering their vision and mission as their political communication messages. This research contributes as a reference related to the phenomenon of swing voters and the political communication strategies of candidates who contest to minimise swing voters. The article aims to show the main political-geographic trends of the 2020 parliamentary elections in Georgia. The political systems of the post-Soviet counties are still imperfect and fragile. Although international observers recognised the vote results in Georgia as legitimate, many opposition parties boycotted the parliament for almost six months. It took several western officials to engage in regulating the post-election crisis. The work focuses on analysing turnout and voting patterns pointing to the changes that occurred in the last decade. A geographical study of elections enables one to identify the merits and drawbacks of the electoral process from the regional standpoint. The findings of the work underline the complexity of the election outcomes. While certain legal and political changes bring Georgia closer to European democracies, the country still lags in terms of several electoral/geographical features.

The article examines the peculiarities of impact of the coronavirus pandemic on electoral process and voting results on the example of 2020 local elections in Ukraine. Using the complex of general scientific, logical and empirical methods, the peculiarities and problems of holding elections to local self-government bodies of Ukraine in 2020, which took place in the conditions of the COVID-19 pandemic. It has been emphasized, that Ukrainian authorities didn’t follow the path of most foreign countries and decided not to postpone the date of local elections in 2020. Instead, the main accent was put on the use of special mechanisms of protection for Ukrainian citizens from the spread of coronavirus infection during the process of holding local elections. The authors prove, that the COVID-19 pandemic didn’t have a significant negative impact on 2020 local elections in Ukraine and didn’t cause major violations, which would question the legitimacy and democracy of election procedures. At the same time, the lowest voter turnout was mainly caused by the pandemic: almost a third of Ukrainian voters did not appear at the polling stations precisely for reasons related to the pandemic. It is also outlined, that during the 2020 local elections in Ukraine, a row of other negative factors of impact on electoral process and its quality (except of the factors directly related to the COVID-19 pandemic) appeared: in particular, the problems with financial provisions for introducing special measures for voting during the COVID-19 pandemic; changing election rules (adopting the Electoral Code) on the eve of local elections; insufficient state information policy regarding the clarification of the peculiarities of holding elections under the new electoral system in the conditions of the COVID-19 pandemic.

The article concerns the voting preferences of West Pomerania inhabitants in comparison to the whole country regarding parliament elections, European Parliament elections, presidential elections, except for self-government elections. Taking into account different characteristics of the last type of elections, a separate article has been prepared to discuss them. Applying the comparison method, the election results have been analyzed in terms of political geography. The comparison of territorial diversity of political behaviors has shown how political preferences have evolved with respect to division into provinces, country districts and towns ruled by presidents in reference to, among all, three main political parties (PO RP, PiS and SLD). It has been checked if since 2005 the Platform has really managed to dominate the West Pomeranian political scene and also if any differences in voting preferences occur depending on the place of residence or the type of elections? Subject to the analysis have been election results without the study of factors having impact on them, that is electoral campaigns and events on the political scene (they will be discussed in a separate publication). Regarding the typology of political parties ideological and programme criteria has been applied resulting in west-wing (SLD), central (PO RP) and right-wing division.
 The analysis has shown that there are no significant differences between the results of different types of elections. Regardless, the results from the whole country in West Pomerania in years 1993–2004 left-wing preferences were demonstrated, in years 1993–2004 central and since 2015 central-right. However, analyzing the results depending on the place of residence, together in three types of elections, in 8 the results between country districts and president cities in majority have overlapped and in 6 of them the differences have occurred.

In 2020 post-conflict regional head elections were held in Indonesia, including in North Sulawesi. Regulations concerning election explicitly state that each candidate is required to campaign and use environmentally friendly props. This study aims to analyze the perception of election organizers in North Sulawesi in implementing the 2020 election whether they have implemented an environmentally friendly concept. The research method is descriptive qualitative, with the determination of the sample is done by purposive sampling. In this case, the informant is the election organizer, the General Elections Commission (KPU), and the General Election Supervisory Agency of the Province and City Regencies in North Sulawesi. The results showed that the perception of the informants' environment was at the highest level, namely ecocentric, meaning that the concept of being environmentally friendly was an important part of election success. But this perception was not applied in the socialization material they carried out during the 2020 post-conflict regional head election in North Sulawesi. Another finding in the observation in the city of Manado, the provincial capital of all candidates, tends to carry out a campaign model that is not environmentally friendly. It concluded that applying the concept of environmentally friendly elections is still below the level of expectations. Further intervention is needed so that in the future, the elections that are carried out will also ensure that an environmentally friendly concept is implemented.

In democracy-oriented countries, organizing and conducting elections is a complex process that involves the active participation of a huge number of stakeholders. It is very important to realize an active and passive suffrage of every citizen in B&H. In order to organize this process in accordance with legal regulations, it is necessary to ensure the participation of as many citizens as possible. A lot of stakeholeders are involved in this process: voters, election observers, election administration, media and other stakeholders. In November 2020, local elections were organized in B&H. Citizens had the opportunity to elect mayors and members of municipality/city councils. The complex election process itself is further complicated by the fact that it was organized and conducted when B&H faced a pandemic caused by the virus COVID-19. The Central Election Commission of B&H as the main institution when it comes to prescribing recommendations, but also conducting elections, as well as before local election administrations there are a lot of security questions and challenges. It was necessary to answer how to organize and conduct local elections in accordance with law regulations, but not to endanger the health and lives of B&H citizens.

This study aims to identify and analyze the Oversight Policy of the Election Supervisory Board for Southeast Sulawesi Province in implementing the COVID-19 health protocol in the simultaneous regional head elections in 2020. This study used a qualitative approach with 12 informants selected by purposive sampling technique. The data in this study were obtained through interviews and documentation, then the data obtained was analyzed qualitatively with an interactive model consisting of data reduction, data presentation and drawing conclusions. The results of this study indicate that the supervision policy of the General Election Supervisory Board of Southeast Sulawesi Province in implementing the COVID-19 health protocol in the 2020 Simultaneous Regional Head election refers to the regulation of the General Election Supervisory Agency of the Republic of Indonesia Number 4 of 2020 which explains the policy of providing protocol facilities and infrastructure health in every Pilkada activity, policies to protect the safety of election administrators, participants, voters, and other parties involved with Pilkada activities and policies to increase public participation in regional head elections. Increasing community participation is very important in holding regional head elections because the community as voters has a large enough share in determining the winning candidate pair in the election process.

Abstract The study presents the results of current research in the field of political participation of women in Afghanistan in the context of the challenges they faced during their participation in political process in the last twenty years resulting ongoing situation with the transition of regime once again in the hands of the Taliban. In particular, it deals with different strategies how to remove these barriers for the future empowerment of Afghan women in politics. This study, attempted to examine the barriers to women's participation in political processes (presidential elections, parliamentary elections, provincial election, councils’ elections, and peace process), which has been analyzed based on qualitative methods utilizing secondary sources. The result shows that all the basic challenges in the context of women’s political participation are most notably in cultural, historical, and ideological problems of Afghanistan. The current conditions of women in Afghanistan contribute to tribal culture and clan-centric life patterns, characterized by patriarchy, and centered on manhood. Other challenges such as economic dependence, gender gaps, security and hundreds of other challenges also exist but political culture is the root to all challenges to Afghan women’s political participation. In order to remove barriers to women's political participation, in addition to the support and pressure of the international community, women themselves must first change their views, and then society and the Afghan government must fulfill their obligations to the political position of women.

The parliamentary elections in Croatia were ordered for 5 July 2020. However, as the election date approached, the number of coronavirus infections increased, prompting the authority responsible for overseeing the conduct of the elections, i.e., the State Election Commission of the Republic of Croatia, to issue appropriate voting guidelines. People in self-isolation had the opportunity to vote only if the registration activities were completed by 2 July 2020, as this guaranteed a visit from a member of the election commission to whom they could pass the vote, but completely excluded infected persons from the vote. On 1 July 2020, one of the Croatian non-governmental organizations, the GONG, submitted a request to the Constitutional Court (supported by the signatures of several dozen citizens) to examine the legality of the elections, arguing that the state authorities are obliged to give each voter the possibility to vote in the elections. The Constitutional Court stated that the state authorities are obliged to create the legal possibility of exercising the right to vote guaranteed by the constitution for all citizens who express such wish, including those who have been diagnosed with SARS-CoV-2 (COVID 19) or any other infectious disease, and who, for this reason, remain in isolation.

The 2020 elections in the United States’ 2020 elections were full of controversies despite recording the highest voters turnout since 1900. These electoral disputes are due to claims made by the then President, Donald Trump. Though the supreme court dismissed the claims of electoral fraud, the impact has left the American citizens more polarised at the national, state, and congressional levels. Scholars have argued that electoral fraud has existed since modern democratic development in the mid and late 19th century and is still occasionally an issue in some well-established democracies, while other scholars are not in support of such claims. Compared to the 2019 elections conducted in Nigeria, reports of electoral frauds have been on the front burner right from 1999. Its impact had made citizens have voters apathy and no trust in the democratic system in Nigeria. This paper used the qualitative research method to analyse the United States 2020 election cases of electoral fraud in an advanced democracy and diagnosed Nigeria’s 2019 and the United States 2020 elections. First, the study looked at the issues and challenges that have affected elections in both countries. Second, the paper used Game theory and the Conspiracy theory to assess the impact of a more proximate determinant of Election Day fraud; it examines Nigeria’s strategic efforts to combat electoral fraud using card reader technology. Finally, the paper concluded that there is no basis for comparison regarding elections in Nigeria and United States despite the hitches observed by the world in the United States elections. Electoral fraud will be inevitable regardless of how democratic a country claims to be if certain democratic tenets are not in place.
