Full textAgri-environmental programs aim to promote and disseminate good agricultural practices to help farmers adopt production methods that respect the environment and help generate environmental benefits for the whole society. Indeed, the presence of intensive agriculture in the province of Quebec has had several environmental consequences. Agri-environmental programs provide subsidies to farmers for the implementation of beneficial management practices (PGB). Natural windbreak and riparian strips are two agroforestry systems that are part of these beneficial management practices. We wanted to know what are the impacts of agri-environmental programs on the adoption or the rejection of natural windbreaks and riparian strips by farmers of Kamouraska. Surveys were conducted with 30 farmers to collect and assess their point of view. The analysis of the results of this survey shows a positive trend in the adoption of windbreaks and buffer strips that can be explained by the presence of financial support provided by agri-environmental programs. Also, the strong presence of different actors and institutions in Kamouraska agriculture plays an important role in innovation and mobilization. However, we also found that a decrease in this financial support would be partly the cause of a decrease in the number of projects.

Full textThe laws of the province of Québec grant powers to municipalities that enable them to make regulations governing many aspects of citizen’s lives within their boundaries including: public safety, potable water supply, management of waste disposal and recycling, as well as building construction. Even if these matters are of common concern to most Québec municipalities, they are dealt with through an autonomous exercise of local regulatory powers. This regulatory autonomy sometimes leads to a lack of consistency between municipalities which could give rise to challenges for local authorities, their agents and populations. In order to circumvent the inconvenients resulting from the discrepancies between municipal regulations governing the same subject-matter, such as enforcement difficulties, local authorities of neighbouring municipalities have considered the harmonization of their by-laws in different regions and at different scales: from a few municipalities up to a territory including several regional county municipalities. However, this normative harmonization leaves space for the creation of rules that are unique to a single municipality when there is a distinctive feature that could be linked to the its rural or urban character, among other things. This thesis presents the harmonization of municipal by-laws practices that are ongoing on territory of the province of Quebec with respect to peace, order and public safety. In several regions of the province, local legislators, comprised in the territory of a regional county municipality, have exercised their powers in a coordinated manner in order to make by-laws which are to be implemented by enforcement officers through a service agreement. The analysis of this phenomenon is carried out using the knowledge of legistics, a discipline aimed at better law-making. It reveals that these practices reflect to a large extent the theoretical model of legislative communication which is based on a 4-phase process for normative production, as recommended by legistics. v The feasibility of coordinating many different local regulations-makers shows that a collaborative dynamic is emerging as coherence in public action is not only useful, but instrumental to achieve common goals. This thesis concludes by suggesting that the current normative harmonization practices be optimized in light of the methods and knowledge of legistics. Amongst all of the means for public action that are available to municipal authorities, the harmonization of bylaws shows interesting potential. This method of creating regulations governing peace, order and public safety has demonstrated the ability of local authorities from different municipalities to become true partners. Municipal by-laws harmonization could be added to other policy instruments at the disposal of municipalities in implementing their public policies. In essence, since municipalities have an uneven access to resources in providing public services to their population and in dealing with complex challenges, regulatory harmonization seems to be creating an environment conducive to the sharing of all available resources. There is a mutualization of the normative activity resulting from the coordinated exercise of regulatory powers as several municipalities are involved in the production of a regulatory answer to a common issue. Carried out in the public interest and sensitive to sound management, municipal regulatory autonomy might require, at least in some areas, the coordinated exercise of regulation-making powers as a way to make local rules more coherent with the broader environment in which municipalities and their citizens evolve, while potentially contributing to a more effective enforcement. The harmonization of municipal by-laws appears to be a pragmatic combination of autonomy and interdependence.

Full textÀ l’heure actuelle, la MRC de Kamouraska se demande si elle devrait renaturaliser plusieurs des marais salés endigués depuis le siècle dernier. Les digues, ou aboiteaux, ont été mises en place principalement pour permettre aux agriculteurs d’agrandir la superficie de leurs terres et ainsi augmenter leurs revenus. À l’heure où l’on parle de protection de l’environnement, de changements climatiques, de développement durable et où les discours de certains scientifiques portent sur l’érosion et le coincement des marais, on se demande si le renversement de l’ancienne politique d’endiguement et l’adoption d’une politique de renaturalisation des berges ne seraient pas des avenues à envisager. Mais à quel état faudrait-il renaturaliser les marais? À quel moment dans le passé exactement? La période pré-contact? Préindustrielle? Pour répondre à cette question, il faut effectuer un retour dans le temps, avant les premières modifications anthropiques importantes du milieu. Ce retour se fera à l’aide de cartes anciennes, de textes, de photographies aériennes et d’ArcGIS afin de mieux saisir l’évolution biophysiques du marais avant, pendant et après son endiguement. Le marais choisi pour cette recherche est celui de la baie de Kamouraska, situé près du village de Saint-Denis-de-Kamouraska, dans la MRC de Kamouraska. Les résultats de la recherche démontrent que l’impact de l’aboiteau est important : il a amputé plus de 70 % de la surface du marais et réduit de manière importante certaines zones de végétation, affectant ainsi l’habitat de la faune et de la flore. Les conclusions tirées de l’étude sont qu’il faut, dans une optique de développement durable, reconsidérer l’utilité de l’aboiteau et l’usage du marais. Full textIn Quebec, drains installed in sandy loam soils are susceptible to clogging by silt and/or by iron ochre. In the past, drains with slot widths smaller than 2 mm were used with a woven filter of 110 microns or knitted filter of 450 microns. Recently, drains with slot widths larger than 2 mm and a filter of 250 microns were introduced on the market but have never been tested. The project aimed to determine the speed at which silting and iron clogging will happen for different combinations of drains (slot widths 1,8 mm and 3 mm) and filters (110 μm, 250 μm et 450 μm) in a Becancour’s sandy soil. An experimental randomized complete block (3) design was used. The flow rates were measured at the outlet of each experimental plot and the heights of water table were measured with a bubbler in piezometers. The monitoring of physicochemical parameters (pH, redox potential and Fe2+ content) was performed in ground water and water from the drain outlet. The drains excavated 13 months after their installation only show traces of sediments and of iron ochre. Concentrations in Fe2+ are significantly lower in the water from the outlet drains than water from the ground water table. Iron clogging process seems to begin and its impacts are not measurable in terms of flow rates at the drain outlets.

Full textThe food environment is complex, multidimensional and intersectoral, as it involves several actors from the same region who have different responsibilities. Consulting these stakeholders is recommended to facilitate the development of intersectoral interventions in order to better consider all dimensions of the food environment. In that respect, the local actors of the Regional County Municipality (RCM) of Portneuf, who have difficulty responding to the increase in requests for food aid despite a desire to do so on a regional level, are planning to initiate a process of intersectoral consultation in food security. That way, they hope to see future interventions by various community organizations to promote food security, but prevent their implementation without complementarity or guidelines.Through research-action, this thesis tries to meet this need thanks to two objectives aiming to support the consultation approach considered by the RCM of Portneuf, that is (1)tocharacterize the food environmentby the identification of potential food deserts in orderto identify priority intervention areas that take territorial particularities into consideration, and (2) to identify interventions that will likely promote food security in the RCM of Portneuf using concept mapping and to reveal consensual areas where local actors’ knowledge and priorities converge.The methods used in this research are concertation tools that have enabled local stakeholders to take ownership of the results of this two-part study and to develop a common vision oftheir food environment. To sum up, this dissertation supports the concerted approach envisioned for the RCM of Portneuf and stimulates the creation of an Intersectoral Action Plan for Food Security specific to the Portneuf region. In this regard, the junction between the priority intervention areas and the consensual areas of intervention identified in this brief could serve as a solid basis for the development of this action plan.
