THE UNITED STATES IS THE WORLD'S SECOND LARGEST DEMOcracy (after India) and the largest of the older well-established democracies, with a very long and uninterrupted history of free elections. For this reason, it can be argued that the American democratic example has been and, should be an important model for other countries to follow. This article will focus on one important aspect of the American democratic system - the pattern of electoral rules - and it will emphasize the striking differences between the American electoral process and that of most other democracies. Evolving US media and political systems, coupled with escalating misinformation campaigns, have left the public divided over objective facts featured in policy debates. The public also has lost much of its confidence in the institutions designed to adjudicate those epistemic debates. To counter this threat, civic entrepreneurs have devised institutional reforms to revitalize democratic policymaking. One promising intervention is the Citizens’ Initiative Review (CIR), which has been adopted into law in Oregon and tested in several other states, as well as Switzerland and Finland. Each CIR gathe

Taking into consideration the etymology of the concept, it seems obvious that democracy stands for the power of the people. It needs to be borne in mind, however, that the concept of democracy was coined in Antiquity and served to describe the political reality at the time. The premises and practice of modern democratic states have considerably diverted from the ancient model. It therefore seems justifiable to ask whether democracy continues to stand for the power of the people. From the point of view of Ch. W. Mills, for instance, the power of the people is an idealistic intention and a noble

The parliamentary culture in the three levels of government in Switzerland (federal, can- tonal, and municipal) differs in various ways from the parliamentary customs and practices in other European countries, particularly in Germany and Austria . The strong tradition of popular rights in Switzerland shapes the work and impact of the parliaments at all three levels . Popular rights form the core of direct democracy . They allow for proposing revisions to constitutional and legislative provisions (popular initiative) or voting on parliamentary decisions retrospectively (referendum) . They thus
