Abstract:
Decision making is getting more complex and difficult in our daily life and business life. However, correct and fast decision making is the first condition of managing and directing. The complexity and uncertainty in decision problems have increased as a result of technological developments and changes in consumer demands. Most of the decision problems encountered contain many criteria. Multi-Criteria Decision Making (MCDM) is to choose the most suitable alternative among many alternatives according to more than one determined criteria. Various methods have been developed for the solution of multi-criteria decision problems. ELECTRE III (ELimination Et Choice Translating REality) method, one of these methods, is one of the most widely used methods. The ELECTRE III method is a method used in the solution of decision problems involving uncertainty. In this study, the ELECTRE III method and its properties have been examined with an application. For this purpose, the problem of photocopy machine selection was examined with the ELECTRE III method in this study. The ENTROPY method was used to determine the weights of the criteria used in the decision problem and the ELECTRE III method was used to rank the copier machine options.

Abstract:
Since smartphones have become the most prevalent communication tool in the world, a wide variety of low-end to high-end smartphone products are currently available on the market. Choosing a suitable product becomes a challenge due to the problem of feature fatigue. This study developed a smartphone selection procedure for prospective users by incorporating ELECTRE-III method with Kano two-dimensional quality model. An empirical example of 15 smartphones from three different categories, namely, flagship, screen size and price, demonstrated that the credibility matrix of the revised ELECTRE-III had fewer extreme values (0 and 1) than its original counterpart. It was able to clearly distinguish the relative satisfaction of each option in the respective group, particularly for the tied products which could not be discerned by the original ELECTRE-III.

Abstract:
The aim of this paper is to compare sorting and ranking methods for prioritization of rehabilitation interventions of sewers, taking into account risk, performance and cost. For that purpose multiple criteria decision-aid (MCDA) methods such as ELECTRE TRI for sorting and ELECTRE III for ranking are applied in a real case-study and the results obtained are compared. The case study is a small sanitary sewer system from a Portuguese utility located in the metropolitan area of Lisbon. The problem to investigate is the prioritization of the sewer candidates for rehabilitation. The decision maker (a panel group of specialists) has chosen five assessment measures: water level and maximum flow velocity (hydraulic performance indices), sewer importance and failure repair cost (collapse-related consequences of failure) and the risk of collapse. The results show that the outcomes from ELECTRE III are easier to understand than those from ELECTRE TRI method. Two different sets of weights were used, and the sorting and ranking results from both methods were found to be sensitive to them. ELECTRE TRI method is not straightforward as it involves technical parameters that are difficult to define, such as reference profiles and cut levels.

Abstract:
Hesitant fuzzy set (HFS), which allows the membership degree of an element to a set represented by several possible values, is considered as a powerful tool to express uncertain information in the process of multi-criteria decision making (MCDM) problems. In this paper, we develop a hesitant fuzzy ELECTRE I (HF-ELECTRE I) method and apply it to solve the MCDM problem under hesitant fuzzy environments. The new method is formulated using the concepts of hesitant fuzzy concordance and hesitant fuzzy discordance which are based on the given score function and deviation function, and employed to determine the preferable alternative. Numerical examples are provided to demonstrate the application of the proposed method, and the influence of different numbers of alternatives on outranking relations is analyzed based on a derived sensitive parameter interval in which a change in the parameters has no effects on the set of the nonoutranked alternatives. The randomly generated numerical cases are also investigated in the framework of the HF-ELECTRE I method. Furthermore, the outranking relations obtained in the HF-ELECTRE I method with those derived from the aggregation operator-based approach and the ELECTRE III and ELECTRE IV methods are discussed.

<p>As part of the integrated strategy of the Moroccan state aimed at the social and economic development of the Moroccan rural community, an electrification program has been in place since the 90s. This program, called PEGR, has for main objective the improvement of the electrification rate for the national rural world. Given the large number of villages to be electrified and the colossal budget that will induce, several criteria have been retained to objectively distinguish the villages with the highest priority for electrification. Given the nature of this problem to be solved, which is a multicriteria decision aid problem, we propose in this article to use the multicriteria aggregation method ELECTRE III to rank the villages from the highest priority to the lowest priority for the electrification.</p>

Abstract:
In this study, the ELECTRE III method, which is one of the most common techniques among multiple criteria decision‐making (MCDM) approaches, was considered in a selection problem of concrete pumps. As a methodological framework, a two‐step questionnaire survey was conducted by 70 firms that have and use concrete pumps. A solution of the problem was then found in the light of the real world data by means of ELECTRE III. The paper can be of value to researchers studying the anatomy of decision‐making in equipment selection in general and investigating selection criteria of concrete pumps in particular. It also contributes to the academic environment as an application practice of ELECTRE III to correspond with the nature of equipment selection and as an effective means for the formalization of knowledge possessed by industrial practitioners. On the practical side, ELECTRE III offers an efficient and convenient tool that forces the users into orderly and methodical thinking, and guides them in making logical and robust decisions. In addition, the example illustrated in the present study can be helpful for decision‐makers dealing with similar equipment selection issues. Abstract:
A Amazônia é a maior floresta tropical ainda existente no mundo e oferece diversos serviços ambientais.
Amazon is the largest existing rainforest in the world and offers several essential ecosystem services. In Brazil, Amazon watersheds are sources of the greatest potential of electric power supply that dam complexes have not used yet. In this context, the construction of Belo Monte Dam Complex shall be highlighted as an iconic project in Brazil, although marked by several conflicts due to its generation of permanent diversified environmental impacts in Amazonian biodiversity. This way, the general objective of this research was to analyze the application of two MCDA methods to demonstrate to what extent those methods may be used to analyze the referred decision-making process. The methods used were ELECTRE III, a non-compensatory method; and a group approach Game Theory-based method that used Nash Equilibrium on the alternatives of the construction of Belo Monte Dam Complex. Therefore, the main problems involved in the construction of the facility were identified. Also, two decision matrixes were created, with its alternatives and criteria, and applied to both MCDA methods. It was observed that the alternative concerning the 516 km2 reservoir area, which was the real one adopted in the construction of the referred facility, was considered the most appropriate alternative in group approach as well as in the opinion of most players in the individual approaches for both methods. The alternative concerning flows close to the river\'s natural ones, which was not adopted on the construction of Belo Monte Dam Complex, was identified as the most appropriate alternative on group approach as well as in the opinion of all players in individual approach. The contributions provided by this study are: the provision of the modelling of Belo Monte Dam Complex problem; the demonstration that MCDA methods may consist in a primarily step in discussions concerning complex problems; the provision of help for managers on decision-making process who often underlie their fostering decision mechanisms in technical and specific documents; and the allowance of a greater formal participation of several decision makers in the decision-making processes.

Along with the rapid development of mobile communications, smart phones have become the most popular tool as a means to communicate. Thus, new smart phones have been constantly developed and introduced to cater to the needs of different groups of costumers with ever improved and innovative applications. The aim has been to create a device that the customer would find useful and indispensable in every day life. With the striking growth in the numbers of mobile phones and their users year by year, it has become increasingly vital for the customer to know how to select the right smart phone among a wide variety of choices. The purpose of this thesis is to develop a smartphone selection procedure for the prospective users, which is achieved by the improved ELECTRE III method with the incorporation of Kano. In the essay, it further uses and scrutinizes the results of the questionnaires designed by the experts. With the application of the initial ELECTRE III and the improved ELECTRE III methods, we can see a great number of differences in the same results of the surveys. In conclusion, it is evident that the improved ELECTRE III method reflects more clearly the outranking relations among each alternative for the prospective users.

Developes a wheelchair motion platform whereby its user may be introduced into a simulated world. This simulated world is then required to be closely related to real world spaces that will be encountered by a disabled person using a wheelchair as a mobility aid. The wheelchair to be accommodated in the simulation environment may have multiple mechanical construct possibilities. The wheelchair used on the simulation platform needs to be driven by a combination of two wheels, as is generally found on manual and electric wheelchairs. The final objective was to design the simulation as closely as possible to the real world in order to use the VS-1 motion platform for architectural evaluations, possible training and general research in the field of simulators used in an enabled environment.

Abstract:
This book examines women’s experiences in African politics as aspirants to public office, as candidates in election campaigns, and as elected representatives. Part I evaluates women’s efforts to become party candidates in four African countries: Benin, Ghana, Malawi, and Zambia. The chapters draw on a variety of methods, including extensive interviews with women candidates, to describe and assess the barriers confronted when women seek to enter politics. The chapters help explain why women remain underrepresented as candidates for office, particularly in countries without gender-based quotas, by emphasizing the impact of financial constraints, fears of violence, and resistance among party leaders. Part II turns to women’s experiences as candidates during elections in Kenya and Ghana. One chapter provides an in-depth account of a woman’s presidential bid in Kenya, demonstrating how gendered ethnicity undermined her candidacy, and another chapter presents a novel evaluation of the media’s coverage of women candidates in Ghana. Part III turns to women as legislators in Namibia, Uganda, and Burkina Faso, asking whether women engage in substantive representation on gendered policy issues once in office. The chapters challenge the assumption that a critical mass of women is necessary or sufficient to achieve substantive representation. Taken together, the book’s chapters problematize existing hypotheses regarding women in political power, drawing on understudied countries and a variety of empirical methods. By following political pathways from entry to governance, the book uncovers how gendered experiences early in the political process shape what is possible for women once they attain political power.

Abstract:
TOWARDS THE NEW LIFE Theology and Importance of Christian Initiation for the Life of Faith The book is in equal parts a presentation and an invitation. The subject matter of both is the mystagogical initiation leading to the personal encounter with God and eventually to the union within the Church in Christ, which happens initially and particualry in the sacramental liturgy. Mystagogy was the essential experience of life in the early Church and now is being so intensely discussed and postulated by the ecclesial Magisterium and through the teaching of the recent popes and synods. Within the ten chapters of this book the reader proceeds through the aspects strictly associated with Christian initiation, noticeable in catechumenate and suggestive for further Christian life. It is not surprising then, that the study begins with answering the question about the sense of dealing with catechumenate at all. The response developed in the first chapter covers four key points: the contemporary state of our faith, the need for dialogue in evangelization, the importance of liturgy in the renewal of faith and the obvious requirement of follo- wing the Church’s Magisterium, quite explicit in the subject undertaken within this book. The introductory chapter is meant to evoke interest in catechumenate as such and encourage comprehension of its essence, in order to keep it in mind while planning contemporary evangelization. For doing this with success and avoiding pastoral archeology, we need a competent insight into the main message and goal of Christian initiation. Catechumenate is the first and most venerable model of formation and growth in faith and therefore worth knowing. The second chapter tries to cope with the reasons and ways of the present return to the sources of catechumenate with respect to Christian initiation understood to be the building of the relationship with God. The example of catechumenate helps us to discover, how to learn wisely from the history. This would definitely mean to keep the structure and liturgy of catechumenate as a vehicle of God’s message, which must be interpreted and adapted always anew and with careful and intelligent consideration of the historical flavour on particular stages within the history of salvation and cultural conditions of the recipients. For that reason we refer to the Biblical resources and to the historical examples of catechumenate including its flourishing and declining periods, after which we are slowly approaching the present reinterpretation of the catechumenal process enhanced by the official teaching of the Church. As the result of the latter, particularly owing to the Vatican Council II, we are now dealing with the renewed liturgy of baptism displayed in two liturgical books: The Rite of Baptism for Children and the Rite of Christian Initiation of Adults (RCIA). This version for adults is the subjectmatter of the whole chapter, in which a reader can find theological analyses of the particular rites as well as numerous indications for improving one’s life with Christ in the Church. You can find interesting associations among the rites of initiation themselves and astounding coherence between those rites and the sacraments of the Eucharist, penance and other sacraments, which simply means the ordinary life of faith. Deep and convincing theology of the process of initiation proves the inspiring spiritual power of the initial and constitutive sacraments of baptism and confirmation, which may seem attractive not only for catechumens but also for the faithful baptized in their infancy, and even more, since they might have not yet had a chance to see what a plausible treasure they have been conveying in their baptismal personality. How much challenge for further and constant realization in life may offer these introductory events of Christian initiation, yet not sufficiently appreciated by those who have already been baptized and confirmed! We all should submit to permanent re-evangelization according to this primary pattern, which always remains essential and fundamental. Very typical and very post-conciliar approach to Christian formation appears in the communal dimension, which guards and guarantees the ecclesial profile of initiation and prepares a person to be a living member of the Church. The sixth chapter of the book is dealing with ecclesial issues in liturgy. They refer to comprehending the word of God, especially in the context of liturgy, which brings about a peculiar theological sense to it and giving a special character to proclaiming the Gospel, which the Pope Francis calls “liturgical proclamation”. The ecclesial premises influence the responsibility for the fact of accompanying the candidates, who aim at becoming Christ’s disciples. As the Church is teaching also in the theological and pastoral introduction to the RCIA, this is the duty of all Christians, which means: priests, religious and the lay, because the Church is one organism in whose womb the new members are conceived and raised. As this fact is strongly claimed by the Church the method of initiation arises to great importance. The seventh chapter is dedicated to the analysis of the catechumenal method stemming from Christ’s pedagogy and His mystery of Incarnation introducing a very important issue of implementing the Divine into the human. The chapter concerning this method opens a more practical part of the book. The crucial message of it is to make mystagogy a natural and obvious method which is the way of building bonds with Christ in the community of the people who already have these bonds and who are eager to tighten them and are aware of the beauty and necessity of closeness with Christ. Christian initiation is the process of entering the Kingdom of God and meeting Christ up to the union with Him – not so much learning dogmas and moral requirements. This is a special time when candidates-catechumens-elected mature in love and in their attitude to Christ and people, which results in prayer and new way of life. As in the past catechumenate nowadays inspires the faithful in their imagination of love and mercy as well as reminds us about various important details of the paschal way of life, which constitute our baptismal vocation, but may be forgotten and now with the help of catechumenate can be recognized anew, while accompanying adults on their catechumenal way. The book is meant for those who are already involved in catechumenal process and are responsible for the rites and formation as well as for those who are interested in what the Church is offering to all who consciously decide to know and follow Christ. You can learn from this book, what is the nature and specificity of the method suggested by the Rite itself for guiding people to God the Saviour and to the community of His people. The aim of the study is to present the universal way of evangelization, which was suggested and revealed by God in His pedagogy, particularly through Jesus Christ and smoothly adopted by the early Church. This way, which can be called a method, is so complete, substantial and clear that it deserves rediscovery, description and promotion, which has already started in the Church’s teaching by making direct references to such categories as: initiation, catechumenate, liturgical formation, the rereading the Mystery of Christ, the living participation in the Mystery and faith nourished by the Mystery. The most engaging point with Christian initiation is the fact, that this seems to be the most effective way of reviving the parish, taking place on the solid and safe ground of liturgy with the most convincing and objective fact that is our baptism and our new identity born in baptismal regenerating bath. On the grounds of our personal relationship with God and our Christian vocation we can become active apostles of Christ. Evangelization begins with ourselves and in our hearts. Thinking about the Church’s mission, we should have in mind our personal mission within the Church and we should refer to it’s roots – first to our immersion into Christ’s death and resurrection and to the anointment with the Holy Spirit. In this Spirit we have all been sent to follow Christ wherever He goes, not necessarily where we would like to direct our steps, but He would. Let us cling to Him and follow Him! Together with the constantly transforming and growing Church! Towards the new life!

Abstract:
AbstractThis study assesses the feasibility of electric three-wheelers as moto-taxis in Dar es Salaam, Tanzania from a socioeconomic and technical point of view. The analysis is based on three pillars: (i) the acceptance of users (the moto-taxi drivers) for adoption, (ii) the vehicle specifications incl. battery type and size, and (iii) the role of the charging infrastructure. Findings are based on data from empirical field-work; methods used are qualitative and quantitative data analysis and modelling. Main findings include that moto-taxi drivers, who we see as most important adopters, are open towards electric mobility. They request however that vehicles should have similar driving characteristics than their current fuel-vehicles. As the market is very price sensitive, keeping the vehicle cost is of high importance. A high potential to lower these costs is seen by offering opportunity charging spots around the city. If such an infrastructure is being implemented the combination with suitable, cost competitive vehicles makes the transformation of the vehicle market towards electrification possible.

Abstract:
AbstractEstimates for the greenhouse gas emissions caused by maritime transportation account for approx. 870 million tonnes of CO2 tonnes in 2018, increasing the awareness of the public in general and requiring the development of alternative propulsion systems and fuels to reduce them. In this context, the project HySeas III is developing a hydrogen and fuel cell powered roll-on/roll off and passenger ferry intended for the crossing between Kirkwall and Shapinsay in the Orkney Islands in Scotland, a region which currently has an excess of wind and tidal power. In order to explore the environmental aspects of this alternative, a life cycle assessment from cradle to end-of-use using the ReCiPe 2016 method was conducted, contrasting the proposed prototype developed within the project against a conventional diesel ferry and a diesel hybrid ferry. The results show that the use of hydrogen derived from wind energy and fuel cells for ship propulsion allow the reduction of greenhouse gas emissions of up to 89% compared with a conventional diesel ferry. Additional benefits are lower stratospheric ozone depletion, ionizing radiation, ozone formation, particulate matter formation, terrestrial acidification and use of fossil resources. In turn, there is an increase in other impact categories when compared with diesel electric and diesel battery electric propulsion. Additionally, the analysis of endpoint categories shows less impact in terms of damage to human health, to the ecosystems and to resource availability for the hydrogen alternative compared to conventional power trains.

Abstract:
This work proposes a way to make existing fire risk analysis methods simpler to use without affecting the accurateness of their results. In general, a fire risk analysis starts with an established burning in a room of origin, i.e., the building location where an ignition occurs. The method then analyses things like the most likely direction that established burning will spread, rate of spread, rate of smoke generation, time people will have to evacuate before untenable conditions are present in the environment, the time the building structure will sustain until collapse, etc. The aim of this paper is to propose the use of the ELECTRE III multicriteria decision aid method, in order to perform the room of origin selection. The advantage of ELECTRE III is that it uses pairwise comparisons between alternative rooms of origin, so as one can select the best one according to predefined preference criteria. Each criterion is weighted to represent its relative importance according to the preference structure of the person performing the selection.

Abstract:
In this work we have investigated the tribological properties of embedded solid lubricant coatings and compared them to monolithic and alloy films of the same constituents. Lithographic patterning methods were used to create two-component coatings in which columns of MoS2 were embedded in a Ti matrix. Coatings were deposited using rf sputter deposition, and co-deposition of MoS2 and Ti was used to deposit the alloy coatings. A pin-on-disk (POD) test was used to examine the frictional behavior and mechanical stability of the coatings, and was carried out in both low and high humidity conditions. Optical and scanning electron microscopy (SEM) was used to examine the morphology of the wear track after the POD test. Coatings of MoS2 alone were found to perform well under low-humidity conditions, but poorly under high humidity. Alloying of MoS2 with Ti was found to provide some improvement under high humidity. The patterned film, which consisted of 2 μm diameter pillars of MoS2, spaced 10 μm apart and embedded in a Ti film, was found to exhibit friction and wear properties superior to either Ti or MoS2 alone. The coatings investigated here have potential applications for cutting tools and metal forming dies that will enhance tool life and reduce the energy expended due to frictional forces.
