Abstract:
This paper discusses choice procedures that select the set of best alternatives taking into account reflexive binary relations (called pseudo-tournaments in the paper), such as those that can be obtained when constructing an outranking relation à la Electre. The paper contains interesting results which link together the second “exploitation” step in the Electre I outranking method with two choice procedures (Gocha and Getcha choice procedures also known in the literature as Schwartz set and Smith set respectively). A set of results that characterize some properties of the two outranking methods (ElectI and ElectIP choice procedures) is also presented.

Abstract:
Hesitant fuzzy set (HFS), which allows the membership degree of an element to a set represented by several possible values, is considered as a powerful tool to express uncertain information in the process of multi-criteria decision making (MCDM) problems. In this paper, we develop a hesitant fuzzy ELECTRE I (HF-ELECTRE I) method and apply it to solve the MCDM problem under hesitant fuzzy environments. The new method is formulated using the concepts of hesitant fuzzy concordance and hesitant fuzzy discordance which are based on the given score function and deviation function, and employed to determine the preferable alternative. Numerical examples are provided to demonstrate the application of the proposed method, and the influence of different numbers of alternatives on outranking relations is analyzed based on a derived sensitive parameter interval in which a change in the parameters has no effects on the set of the nonoutranked alternatives. The randomly generated numerical cases are also investigated in the framework of the HF-ELECTRE I method. Furthermore, the outranking relations obtained in the HF-ELECTRE I method with those derived from the aggregation operator-based approach and the ELECTRE III and ELECTRE IV methods are discussed.

Abstract:
Probability multi-valued neutrosophic sets (PMVNSs) can better describe the incomplete and indeterminate evaluation information, and the ELECTRE method can rank the alternatives in the light of the outranking relations among criteria. To combine their advantages, this paper introduces an extended ELECTRE method to address multi-criteria group decision-making (MCGDM) problems with the information of PMVNSs. Firstly, we introduce the definitions of PMVNSs and the classical ELECTRE method, discuss the ELECTRE-based outranking relations for PMVNSs and analyze some properties of them. Furthermore, the probability multi-valued neutrosophic ELECTRE method is developed to address MCGDM problems based on the proposed distance measure and outranking relations for PMVNSs. Finally, a typical example for logistics outsourcing provider selection is devoted to demonstrate the feasibility of the proposed approach. Moreover, the same example-based comparisons with other existing methods are carried out, the results show our proposed approach outperforms the existing methods in solving the MCGDM problems with PMVNSs.

Abstrak— Banyaknya program beasiswa saat ini tentu menarik minat pelajar maupun mahasiswa untuk melanjutkan pendidikan. Hal ini disebabkan oleh, sebagian besar bangsa ini tidak dapat melanjutkan pendidikan disebabkan oleh faktor ekonomi. Salah satu program beasiswa yang diselenggarakan oleh daerah untuk meningkatkan sumber daya manusia adalah beasiswa yang diselenggarakan oleh Dinas Pendidikan Kabupaten Bojonegoro. Namun, proses seleksi masih dilakukan secara manual, tentunya hal ini dapat menyebabkan penerima beasiswa tidak tepat sasaran juga meningkatkan kesalahan dari manusia karena banyaknya data yang harus diolah. Penelitian ini bertujuan untuk memberikan solusi untuk mengatasi permasalahan tersebut. Dalam simulasinya dalam penelitian menggunakan Metode ELECTRE. Hasil dari metode ELECTRE membutuhkan waktu 2,76408 untuk mengeksekusi data yang digunakan. Karena Metode ELECTRE bekerja dengan membandingkan masing-masing peserta berdasarkan atribut yang ada, sehingga dapat meningkatkan skor. Untuk hasil nilai terendah yang diperoleh peserta seleksi beasiswa yaitu 0,00 yang membuktikan bahwa pada studi kasus ini Metode ELECTRE memiliki angka kompetisi yang tinggi. A large number of multicriteria decision making (MCDM) methods have been proposed in the past and applied to water resources planning. The development and application of systems analysis techniques to assist decision makers in evaluating project alternatives having more than one objective in river basin planning is of recent origin. In this paper an attempt is made to demonstrate the use of ELECTRE (ELimination and (Et) Choice Translating REality) I and ELECTRE-II techniques for water resources planning in one of the major river basins (Krishna river basin) of South India. The river basin consists of 8 reservoirs and a diversion work. Formulation of the problem is provided leading to an array of 27 alternative systems (different combinations of reservoirs with a minimum of three in each alternative) with 6 criteria related to: (i) irrigation, (ii) power production, (iii) drinking water, (iv) environmental quality; (v) floods and (vi) cost of the project. Out of the six criteria two, namely environmental quality and floods, are qualitative in nature. A set of best alternative systems with their partial ordering is obtained from ELECTRE-I, which forms the input for ELECTRE-II. Complete ordering of the reduced alternatives is achieved with ELECTRE-II. Sensitivity analysis shows that changing the weights assigned to each criterion has greater effect on the results than does changing the scales. However, neither effect is significant. Therefore it is recommended that ELECTRE-I be used for screening alternatives under consideration and ELECTRE-II for complete ordering of the reduced set.

Abstract:
This study aims to explore the use of the Elimination and Choice Expressing Reality (ELECTRE) method for selecting and evaluating online courses. The pairwise comparison method determined a set of criteria and weights, including course quality, instructor experience, accreditation, student engagement, flexibility, technical support, and cost. The study used a mixed-methods approach, which means it combines quantitative and qualitative data. The ELECTRE method was then applied to rank five online courses based on their suitability for the participants' needs and expectations. The concordance and discordance indices were calculated for each course, and the net flow was used to determine the ranking. The results showed that the ELECTRE method can be a useful tool for participants in choosing and evaluating online courses based on a set of tailored criteria and weights. Future research could investigate how the results of the ELECTRE method can be combined with other methods to enhance the accuracy and validity of the ranking. Overall, the ELECTRE method provides a useful framework for participants to decide which online course is best suited to their individual preferences and goals.

Dalam konteks ini, analisis sensitivitas memiliki peran penting dalam mengevaluasi seberapa stabilnya hasil keputusan terhadap variasi parameter dan preferensi yang diberikan. Artikel ini mengusulkan sebuah kerangka kerja untuk melakukan analisis sensitivitas terhadap metode ELECTRE dalam pengambilan keputusan multi-kriteria. Kerangka kerja tersebut mencakup langkah-langkah sistematis untuk mengidentifikasi parameter dan preferensi kunci, serta untuk mengukur dampak perubahan pada hasil keputusan dengan memvariasikan nilai-nilai ini. Analisis sensitivitas dilakukan dengan mempertimbangkan pengaruh perubahan dalam parameter, seperti bobot kriteria dan threshold preferensi, terhadap peringkat alternatif yang dihasilkan oleh metode ELECTRE. Dengan demikian, kerangka kerja ini membantu pengambil keputusan dalam memahami tingkat kestabilan dan keandalan keputusan yang dihasilkan oleh metode ELECTRE. Penelitian empiris dilakukan menggunakan studi kasus untuk mengilustrasikan penerapan kerangka kerja analisis sensitivitas. Hasil analisis menunjukkan bahwa perubahan dalam parameter dan preferensi kunci dapat signifikan mempengaruhi peringkat alternatif yang dihasilkan, menunjukkan pentingnya analisis sensitivitas dalam pengambilan keputusan multi-kriteria menggunakan metode ELECTRE.

ELECTRE is one of the decision support system algorithms that is suitable for use, because this algorithm works by processing the weighted values of each criterion and scholarship recipient candidate and produces an absolute value that is easy to use. Elimination and Choice Translating Reality (ELECTRE) method. ELECTRE is used because it is in accordance with the concept of ranking based on alternatives and criteria that have been applied, the ELECTRE method can be used in conditions where alternatives that are less suitable for the criteria are eliminated and suitable alternatives can be generated. The output of this system is a report on the ranking results of scholarship recipient candidates from KMB who are more feasible. Based on the calculations carried out, there are two alternatives in the first rank, namely M4 and M8, with the highest score of 5, while the third rank is filled by M3 and M7 with a score of 4. In the last rank, there are three alternatives, namely M2, M5, and M9, which get the lowest score of 2. From the results obtained, the ELECTRE method can be used as one of the methods in determining the ranking of scholarship recipients. Meanwhile, based on the success of the method in the assessment, the ELECTRE method in producing the best alternative is around 22.22% of the total alternatives evaluated.

Abstract:
Highlights: This paper describes an original proposal for modeling Multicriteria problems taking into account more than one evaluator. It allows each evaluator to have its own set of criteria. It also avoids the incoherency of adopting compensatory techniques into non-compensatory algorithms.
 Goal: This paper describes an original proposal for modeling multicriteria situations where multiple evaluators take part of the evaluation process. This proposal allows each evaluator to have its own set of criteria, including their weights, and also avoids the usual inconsistency of adopting pre-processing compensatory methods for introducing it into non-compensatory algorithms.
 Design / Methodology / Approach: In order to better describe how ELECTRE ME works, a multicriteria-multiple evaluator situation is modeled by ELECTRE TRI ME (as we have called the ELECTRE TRI variation that incorporates the principles of multiple evaluators).
 Results: ELECTRE ME was able to avoid the inconsistency of adopting contradictory mechanisms of aggregating preferences while modeling multicriteria & multiple evaluators problems (first called here as MCDA-ME).
 Limitations: Although the proposal focuses in situations with multiple evaluators, there is no restriction for its application in situations where there is only one decision maker.
 Practical implications: Another important feature of ELECTRE ME is that it allows each evaluator to consider its own set of criteria and its own scale for evaluation.
 Originality / Value: ELECTRE ME avoids a contradictory approach to use compensatory algorithms (such as weighted mean) as an input in non-compensatory outranking methods. Despite the fact that non-compensatory principle is in the heart of the ELECTRE methods, it has not found a previous proposal with the attributes shown in this study: to incorporate outranking concepts in situations where more than one evaluator is present and, by extension, allow each evaluator to have its own set of criteria.

PurposeThis paper presents an algorithm that can elicitate (infer) all or any combination of elimination and choice expressing reality (ELECTRE) Tri-B parameters. For example, a decision maker can maintain the values for indifference, preference and veto thresholds, and the study’s algorithm can find the criteria weights, reference profiles and the lambda cutting level. The study’s approach is inspired by a machine learning ensemble technique, the random forest, and for that, the authors named the study’s approach as ELECTRE tree algorithm.Design/methodology/approachFirst, the authors generate a set of ELECTRE Tri-B models, where each model solves a random sample of criteria and alternates. Each sample is made with replacement, having at least two criteria and between 10% and 25% of alternates. Each model has its parameters optimized by a genetic algorithm (GA) that can use an ordered cluster or an assignment example as a reference to the optimization. Finally, after the optimization phase, two procedures can be performed; the first one will merge all models, finding in this way the elicitated parameters and in the second procedure, each alternate is classified (voted) by each separated model, and the majority vote decides the final class.FindingsThe authors have noted that concerning the voting procedure, nonlinear decision boundaries are generated and they can be suitable in analyzing problems of the same nature. In contrast, the merged model generates linear decision boundaries.Originality/valueThe elicitation of ELECTRE Tri-B parameters is made by an ensemble technique that is composed of a set of multicriteria models that are engaged in generating robust solutions.

In a few years, hesitant fuzzy sets (HFSs) have had an impact on several different areas of decision science. However, a number of researches have utilized the Elimination and choice translating reality (ELECTRE) methods to determine the multi-criteria decision-making (MCDM) problems with hesitant information. The aim of this research article is to develop new multi-criteria group decision-making (MCGDM) methods, such as the m-polar hesitant fuzzy ELECTRE-I (mHF ELECTRE-I) method and hesitant m-polar fuzzy ELECTRE-I (HmF ELECTRE-I) method. Proposed MCGDM techniques based on the hybrid models, m-polar hesitant fuzzy sets (mHFS-sets) and hesitant m-polar fuzzy sets (HmF-sets), which are the natural generalizations of HFSs and m-polar fuzzy sets (mF sets). These models enable us to deal with multipolar information under hesitancy. We use the proposed methods to deal the complex problems in which the membership degree of an element of given set uses the m different numeric and fuzzy values, to rank all the alternatives and to determine the best alternative. We present two practical examples that illustrate the procedure of the proposed methods. We also discuss the differences and comparative analysis of the proposed methods. Finally, we develop an algorithm that implements our decision-making procedures by using computer programming.

Abstract:
The aim of this paper is to compare sorting and ranking methods for prioritization of rehabilitation interventions of sewers, taking into account risk, performance and cost. For that purpose multiple criteria decision-aid (MCDA) methods such as ELECTRE TRI for sorting and ELECTRE III for ranking are applied in a real case-study and the results obtained are compared. The case study is a small sanitary sewer system from a Portuguese utility located in the metropolitan area of Lisbon. The problem to investigate is the prioritization of the sewer candidates for rehabilitation. The decision maker (a panel group of specialists) has chosen five assessment measures: water level and maximum flow velocity (hydraulic performance indices), sewer importance and failure repair cost (collapse-related consequences of failure) and the risk of collapse. The results show that the outcomes from ELECTRE III are easier to understand than those from ELECTRE TRI method. Two different sets of weights were used, and the sorting and ranking results from both methods were found to be sensitive to them. ELECTRE TRI method is not straightforward as it involves technical parameters that are difficult to define, such as reference profiles and cut levels.

Decision making is getting more complex and difficult in our daily life and business life. However, correct and fast decision making is the first condition of managing and directing. The complexity and uncertainty in decision problems have increased as a result of technological developments and changes in consumer demands. Most of the decision problems encountered contain many criteria. Multi-Criteria Decision Making (MCDM) is to choose the most suitable alternative among many alternatives according to more than one determined criteria. Various methods have been developed for the solution of multi-criteria decision problems. ELECTRE III (ELimination Et Choice Translating REality) method, one of these methods, is one of the most widely used methods. The ELECTRE III method is a method used in the solution of decision problems involving uncertainty. In this study, the ELECTRE III method and its properties have been examined with an application. For this purpose, the problem of photocopy machine selection was examined with the ELECTRE III method in this study. The ENTROPY method was used to determine the weights of the criteria used in the decision problem and the ELECTRE III method was used to rank the copier machine options.

Abstract:
The method of ELimination Et Choix Traduisant la REalité (ELimination and Choice Expressing Reality, ELECTRE) is a well-known and widely used outranking method for handling decision-making problems. The purpose of this paper is to develop an interval-valued intuitionistic fuzzy ELECTRE (IVIF-ELECTRE) method and apply it to multiple criteria decision analysis (MCDA) involving the multiple criteria evaluation/selection of alternatives. Using interval-valued intuitionistic fuzzy (IVIF) sets with an inclusion comparison approach, concordance and discordance sets are identified for each pair of alternatives. Next, concordance and discordance indices are determined using an aggregate importance weight score function and a generalised distance measurement between weighted evaluative ratings, respectively. Based on the concordance and discordance dominance matrices, two IVIF-ELECTRE ranking procedures are developed for the partial and complete ranking of the alternatives. The feasibility and applicability of the proposed methods are illustrated with a multiple criteria decision-making problem of watershed site selection. A comparative analysis of other MCDA methods is conducted to demonstrate the advantages of the proposed IVIF-ELECTRE methods. Finally, an empirical study of job choices is implemented to validate the effectiveness of the current methods in the real world.

Abstract:
The aim of this research is to propose an improved multidimensional quality of life index, which could replace the current methodology designed by Eurostat and applied by the national statistical institutes of the European Union member states. The novelty of the proposed index is that it is based on a non-compensatory multicriteria decision method (ELECTRE III). All other quality of life indices propose compensatory aggregation methods at some stage in the construction of the index. The data used in this study are openly available on the website of the INE, which is the Spanish National Statistics Institute, and were obtained by INE from population surveys. The data were entered by the authors in the Diviz software to conduct an ELECTRE III method. Three innovative versions for the multidimensional quality of life index are proposed in this study, which are called Basic ELECTRE, Full ELECTRE, and Full Fuzzy ELECTRE. The comparison of the results obtained by INE with the results provided by our proposals shows that it is possible to construct an improved multidimensional quality of life index to be applied by the member states of the European Union.

With the purpose of finding effective method in construction schemes decision-making and improving productivity level of construction enterprises, the application of simplified ELECTRE method in optimal selection of construction schemes was studied in this paper. The calculation process and main steps of simplified ELECTRE for optimal selection of construction schemes were presented here. An example of construction scheme optimal selection for shear wall template was analyzed, and the calculation progress was programmed on the platform of MATLAB 7.0. The result analysis shows that simplified ELECTRE can supply satisfactory preferential order of alternatives considering comprehensive influence of many factors. It has simple and clear sorting principle, furthermore, it is very suitable to be calculated in program, and the result is accurate and reliable. Simplified ELECTRE method is proved to be good to solve the problem of optimal selection of construction schemes.

Selecting projects is often a difficult task. It is complicated because there is usually more than one dimension for measuring the impact of each project, especially when there is more than one decision maker. This paper is aimed to present the fuzzy ELECTRE approach for prioritizing the most effective projects to improve decision making. To begin with, the ELECTRE is one of most extensively used methods to solve multicriteria decision making (MCDM) problems. The ELECTRE evaluation method is widely recognized for high-performance policy analysis involving both qualitative and quantitative criteria. In this paper, we consider a real application of project selection using the opinion of experts to be applied into a model by one of the group decision makers, called the fuzzy ELECTRE method. A numerical example for project selection is given to clarify the main developed result in this paper.

Abstract: This research aims to build a recommendation system that can help parents determine the best Pendidikan Anak Usia Dini (PAUD) using the ELECTRE (Elimination and Choice Translating Reality) method. The electre method was chosen because of its ability to handle Multi-Criteria Decision Making (MCDM) problems, which allows evaluating alternatives based on various relevant criteria. This system is designed to identify and assess PAUD based on a number of important criteria, such as facilities, location, teacher-student ratio, curriculum, accreditation and reputation. Each criterion is given a weight according to its level of importance, which is determined based on parental preferences and applicable educational standards. Data is collected from various sources and processed using artificial intelligence techniques to ensure accuracy and relevance. The electre method is then used to evaluate and compare between PAUD. The research results show that the recommendation system developed is able to provide accurate and relevant PAUD recommendations, as well as increasing user satisfaction in the PAUD selection process. This research makes a significant contribution to the field of decision support systems and education, by showing the practical application of the electre method in determining the best PAUD. It is hoped that the results of this research can inspire the development of similar recommendation systems in other educational fields, as well as help in improving the quality of early childhood education through the use of advanced technology.Keywords: artificial intelligence; electre method; multi-criteria decision making (mcdm); paud. Sistem ini dirancang untuk mengidentifikasi dan menilai PAUD berdasarkan sejumlah kriteria penting, seperti fasilitas, lokasi, rasio guru-murid, kurikulum, akreditasi dan reputasi. Setiap kriteria diberikan bobot sesuai dengan tingkat kepentingannya yang ditentukan berdasarkan preferensi orang tua dan standar pendidikan yang berlaku. Data dikumpulkan dari berbagai sumber dan diproses menggunakan teknik kecerdasan buatan untuk memastikan akurasi dan relevansi. Metode electre kemudian digunakan untuk melakukan evaluasi dan perbandingan antar PAUD. Hasil penelitian menunjukkan bahwa sistem rekomendasi yang dikembangkan mampu memberikan rekomendasi PAUD yang akurat dan relevan, serta meningkatkan kepuasan pengguna dalam proses pemilihan PAUD. Penelitian ini memberikan kontribusi signifikan pada bidang sistem pendukung keputusan dan pendidikan, dengan menunjukkan aplikasi praktis dari metode electre dalam penentuan PAUD terbaik. Hal tersebut dapat menimbulkan terhadap kualitas aslab yang diterima sehingga berdampak menurunnya pemahaman dan ketrampilan mahasiswa terhadap mata kuliah tertentu. Penelitian ini dilakukan untuk membantu pihak kampus dalam menentukan pengambilan keputusan dalam pemilihan mahasisawa yang sesuai untuk menjadi aslab dengan menggunakan metode Electre. Kriteria yang akan digunakan dalam pemilihan aslab dengan metode Electre yaitu IPK, nilai test tertulis, nilai test wawancara, microteaching dan sertifikat pendukung. Hasil yang di dapatkan dengan menggunakan metode Electre untuk pengambil keputusan calon asisten laboratorium berdasarkan kritria yang telah di tentukan didapatkanlah tiga calon yang lulus dengan memiliki nilai 1 yang lebih sedikit dari calon yang lainnya, dengan adanya metode Electre dapat membantu pihak kampus dalam menentukan pemilihan asisten laboratorium komputer secara efektif dan efesien.

AbstractThis article contributes to the advancement and evolution of outranking decision-making methodologies, with a novel essay on the ELimination and Choice Translating REality (ELECTRE) family of methods. Its primary target is to unfold the constituents and expound the implementation of the ELECTRE II method for group decision making in complex Pythagorean fuzzy framework. This results in the complex Pythagorean fuzzy ELECTRE II method. By inception, it is intrinsically superior to models using one-dimensional data. It is designed to perform the pairwise comparisons of the alternatives using the core notions of concordance, discordance and indifferent sets, which is then followed by the construction of complex Pythagorean fuzzy concordance and discordance matrices. Further, the strong and weak outranking relations are developed by the comparison of concordance and discordance indices with the concordance and discordance levels. Later, the forward, reverse and average rankings of the alternatives are computed by the dint of strong and weak outranking graphs. This methodology is supported by a case study for the selection of wastewater treatment process, and by a numerical example for the selection of the best cloud solution for a big data project. Its consistency is confirmed by an effectiveness test and comparison analysis with the Pythagorean fuzzy ELECTRE II and complex Pythagorean fuzzy ELECTRE I methods.

In this study, the ELECTRE III method, which is one of the most common techniques among multiple criteria decision‐making (MCDM) approaches, was considered in a selection problem of concrete pumps. As a methodological framework, a two‐step questionnaire survey was conducted by 70 firms that have and use concrete pumps. A solution of the problem was then found in the light of the real world data by means of ELECTRE III. The paper can be of value to researchers studying the anatomy of decision‐making in equipment selection in general and investigating selection criteria of concrete pumps in particular. It also contributes to the academic environment as an application practice of ELECTRE III to correspond with the nature of equipment selection and as an effective means for the formalization of knowledge possessed by industrial practitioners. On the practical side, ELECTRE III offers an efficient and convenient tool that forces the users into orderly and methodical thinking, and guides them in making logical and robust decisions. In addition, the example illustrated in the present study can be helpful for decision‐makers dealing with similar equipment selection issues. Elimination and Reality Choices (ELECTRE II) and Hierarchical Decision Process Analysis (HDPA) methods are widely used in decision support. Although they are effective in many cases, they are not without their limitations. The AHP method is sometimes considered to be compensatory. As for the ELECTRE II method, it lacks rigorous tools for setting the weights of the decision criteria. To overcome these limitations, we have developed a hybrid method, AHP-ELECTRE II, which combines these two approaches. This AHP-ELECTRE II hybrid combines the advantages of both methods. In this way, we have been able to put in place a procedure that allows criteria to be weighted appropriately using the technique of binary comparison between criteria in accordance with the requirements of the AHP method. This comparison is made by the decision-maker, enabling him to determine the relative weights of the criteria objectively. We then used the weights of the criteria obtained to aggregate performance using the ELECTRE II method. This enabled us to deal with the interactions between the criteria and to rank the alternatives according to how well they met the criteria defined. In our study, we applied this hybrid method to didactic problems, which enabled us to obtain satisfactory results by taking better account of the decision-maker's preferences. We used it to evaluate areas suitable for drilling, simultaneously taking into account indicators of accessibility, potential and exploitable water.The advantage of this hybrid approach is that it combines the analytical rigour of AHP with ELECTRE II's ability to handle interactions between criteria, providing a more complete method that is suited to complex multi-criteria decision support problems.

É apresentado o processo instituído para reconhecimento e recompensa mediante avanço de nível salarial por alto desempenho com a aplicação do algoritmo ELECTRE TRI-B com o uso de planilhas eletrônicas especialmente desenvolvidas para esta aplicação. A aplicação do método ELECTRE TRI-B obteve-se resultados muito aderentes às melhores práticas de recompensa e revela o equilíbrio com que tal processo pode ser realizado de forma isenta e com foco na valorização da meritocracia.

Penelitian ini bertujuan untuk merancang dan mengembangkan sistem penjualan sparepart motor secara online dengan menggunakan metode ELECTRE, yang diterapkan pada Toko Samawa. Metode ELECTRE digunakan untuk membantu pengambilan keputusan multi-kriteria dengan mempertimbangkan berbagai kriteria relevan, sehingga dapat memberikan rekomendasi produk yang optimal kepada pelanggan. Sistem ini dirancang untuk mengatasi keterbatasan sistem manual yang seringkali menyebabkan ketidakakuratan data dan efisiensi operasional yang rendah. Hasil pengujian menunjukkan bahwa sistem berbasis ELECTRE berhasil meningkatkan efisiensi proses pemilihan produk hingga 40 persen dibandingkan dengan metode sebelumnya. Selain itu, tingkat kepuasan pelanggan juga meningkat karena sistem mampu memberikan rekomendasi produk yang lebih akurat sesuai kebutuhan mereka. Dengan fitur-fitur tambahan seperti antarmuka yang ramah pengguna dan integrasi inventaris secara real-time, sistem ini memberikan dampak positif pada pengelolaan bisnis Toko Samawa secara keseluruhan. Implementasi metode ELECTRE pada sistem penjualan online ini menunjukkan efektivitas dalam meningkatkan kualitas layanan dan daya saing toko. Penelitian ini menjadi dasar yang kuat bagi pengembangan lebih lanjut untuk menghadirkan fitur-fitur cerdas lainnya, seperti prediksi kebutuhan pelanggan berbasis analitik data.

Hasil dari penelitian ini adalah pengembangan sebuah sistem pendukung keputusan yang mampu menghasilkan peringkat reseller berdasarkan tingkat kelayakan mereka terhadap kriteria yang telah ditentukan. Sistem ini dapat membantu manajer atau pengambil keputusan dalam memilih reseller yang paling sesuai dengan kebutuhan dan tujuan bisnis mereka. These criteria were tested for validity and reliability using the SPSS application. The validity test results showed that all criteria were valid, while the reliability test results indicated a score of 0,908, with a minimum threshold of 0,6, signifying that the instrument used was reliable. The weights for each criterion were then determined using the Entropy Method. The Entropy Method revealed that the highest weight was on the reliability criterion, followed by initiative, attitude, work quality, diligence, and work quantity. The calculation results using the ELECTRE Method showed that the alternative with the highest number of 1s is A2, with a total of 34. This result indicates that A2 is the most outstanding employee based on the criteria determined in the calculation using the ELECTRE Method. Abstrak. Penelitian ini bertujuan untuk menerapkan Metode ELECTRE dalam pemilihan pegawai berprestasi di Badan Pengelola Keuangan dan Aset Daerah Pemerintah Kota Cimahi. Penelitian ini juga bertujuan membantu manajemen dalam proses analisis data dan penilaian pegawai berdasarkan faktor-faktor yang dijadikan acuan dalam pengambilan keputusan. Penelitian ini menggunakan Metode ELECTRE (Elimination and Choice Expressing Reality). Metode ini mampu meminimalisasi kesalahan sehingga hasil yang diperoleh lebih akurat dan objektif. Kriteria dalam penentuan pegawai berprestasi yang digunakan dalam penelitian ini adalah kuantitas kerja, kualitas kerja, keandalan, inisiatif, kerajinan, dan sikap. Kriteria-kriteria tersebut diuji validitas dan reliabilitasnya menggunakan aplikasi SPSS. Hasil uji validitas menunjukkan bahwa semua kriteria valid, adapun hasil uji reliabilitas menunjukkan angka 0,908 dengan batas minimal 0,6, menandakan bahwa instrumen yang digunakan reliabel. Bobot untuk masing-masing kriteria kemudian ditentukan menggunakan Metode Entropy. Dengan menggunakan Metode Entropy didapatkan bahwa bobot terbesar adalah pada kriteria keandalan, dilanjutkan dengan kriteria inisiatif, sikap, kualitas kerja, kerajinan dan kuantitas kerja. Hasil perhitungan dengan Metode ELECTRE menunjukkan bahwa alternatif dengan jumlah 1 paling banyak adalah A2 dengan perolehan jumlah 34. Hasil ini menunjukkan bahwa A2 adalah pegawai yang paling berprestasi berdasarkan kriteria yang telah ditentukan dalam perhitungan menggunakan Metode ELECTRE.

In making the decision on the selection of Civil Servant Investigators (PPNS) at the Medan Sumatera River Region II Medan the writer uses the Electre method, where Electre is one of the methods for determining the order or priority in MCDM (Multi-Criterion Decision Making). In the use of decision support systems with the Electre method will provide a matching rating value for each alternative. In it all data are combined into one with the weight of the assessment that has been obtained through test assessment. To assess the relative effectiveness of the implementation of innovative projects of the enterprise using the method of the ELECTRE family, namely – ELECTRE-I. The study demonstrated the effectiveness of using ELECTRE-analysis to evaluate innovative projects within the program of innovative development of the enterprise,taking into account performance (benefit factor), time (cost factor) and resources (cost factor). The study concerned a specific machine-building enterprise to prove the possibility of implementing the ELECTRE method and obtain clear results while expanding the input analytical information in the model by including data from other enterprises of the machine-building industry of Ukraine, which will be the subject of our further research. To build a weighted normalized matrix in the framework of ELECTRE-analysis used weights obtained by interviewing managers of innovative projects of the enterprise, which suggests the presence of a certain level of subjectivity in the assessment. The article is designed to close the gaps in the lack of practical experience in using the tools of multi-criteria analysis to establish the relative effectiveness of the implementation of a set of projects in the program of innovative development of Ukrainian enterprises.

Purpose – The purpose of this paper is to propose a model to guide organizations according to the relative importance of customer's satisfaction about six quality service dimensions: reliability, empathy, assurance, tangibility, responsiveness (Parasuraman et al., 1985) and price. Design/methodology/approach – The present study uses SERVPERF customer requirements and weights of ELECTRE TRI multicriteria method to provide guidance on an appropriated action plan. Subsequently, it was demonstrated how the proposed model applied to the Inn. Findings – SERVPERF is based on the subjective and cognitive perception of customer's service analyses. ELECTRE TRI decreases the deviation of subjectivity and develops manager's energy flow, focussed on enterprise resources. Research limitations/implications – Measuring quality is hard work and usually the customer perceptions are not well understood, because it changes many times. In addition SERVPERF and ELECTRE TRI weights do not order the quality importance. Practical implications – Together, SERVPERF and ELECTRE TRI allow managers to prioritize the service level desired by the customer. Originality/value – The importance of this analysis follows the competitiveness approach: productivity, quality and flexibility (Boljwin and Kumpe, 1990). The paper develops an approach to lead organizational quality performance based on the customer view. It provides a sustainable competitive advantage.

The procedure for ranking the performance of systems using the method Elimination and Choice Translating Reality (ELECTRE) is one of the most important and practical methods in multicriteria decision-making (MCDM). The classical ELECTRE technique uses the concept of dominance implicitly. In this method, all options are evaluated using a comparison of unexpected rankings, thus eliminating ineffective options. All stages of the electrification technique are based on a coordinated set and an uncoordinated set, which is why it is known as “coordination analysis.” The ELECTRE method has two important weaknesses, first, the use of thresholds, which are used to calculate the coordination and noncoordination matrix, and second, this method does not give us a complete and final ranking and is limited to the top options. In order to reduce these weaknesses in this research, interval fuzzy numbers have been used. In the proposed process, the numbers to the left and right of the intervals are considered, and a better method is presented with fuzzy techniques based on the ELECTRE technique. In the research results, using the examples taken from previous researches, the ability of the proposed method is shown.

One of the challenges in marketing marketing strategy is determining the appropriate segments and target markets and increasing competitiveness through solid positioning. To determine the STP (Segmenting, Targeting, Positioning) marketing strategy in the accommodation service business, it is necessary to support decision-support models relevant to resource availability and the market environment. This study applies the Elimination et Choix Traduisant la Realite (ELECTRE) method in segmenting, targeting, and positioning hotel, homestay, and resort accommodation services. The stages in the ELECTRE method are as follows: the stage of determining criteria and alternatives; the stage of normalization of the decision matrix; the weighting stage of the normalization matrix; the stage of determining the set of concordance and discordance on the index; the calculation stage of the concordance and discordance matrices; the calculation stage of the dominant matrix of concordance and discordance; Determination stage aggregate dominance matrix; the stage of elimination of less favorable alternatives. Based on the results of this study, it is known that the ELECTRE method can provide a systematic decision-making structure and framework, especially in segmenting, targeting, and positioning, to optimize results by business goals. Based on the results of implementing the ELECTRE method, it can be seen that A1 has an E value of 63.52, so it occupies the first position. In addition, A2 has an E value of 53.74, so it occupies the second position. Also, A3 has an E value of 49.74, occupying the third position. Based on the application of the ELECTRE method, hotels (A1), homestays (A2), and resorts (A3) need to optimize the 9P marketing mix (product, price, place, promotion, people, process, physical evidence, performance, partnership) in the process of Segmenting, Targeting, and Positioning for the sustainability of the accommodation service business. However, there is a challenge in this method, which is the integration of subjective preferences of capital owners in the decision-making process using ELECTRE, which can lead to distortion of results due to subjectivity and individual interests.

Penentuan penerimaan beasiswa ini dilakukan dengan membangun sebuah sistem pendukung keputusan yang membantu mempermudah dalam menentukan mahasiswa yang berhak untuk mendapatkan beasiswa tersebut. Sistem pendukung keputusan yang dibangun menggunakan metode Electre. Kriteria yang digunakan dalam SPK Metode Electre ini terdiri dari indeks prestasi mahasiswa, penghasilan orang tua, jumlah tanggungan orang tua, jumlah sertifikat prestasi. Masing-masing kriteria diberi bobot dengan perbandingan 5, 2, 2, 1. Hasil akhir dari SPK metode Electre ini adalah rekomendasi melalui data rangking yang ditentukan berdasarkan jumlah angka 1 terbanyak. Hasil dari studi kasus dalam penelitian ini, diperoleh alternatif dengan nilai 1 terbanyak didapatkan oleh alternatif Mhs_007, dan alternatif dengan nilai 1 paling sedikit dapat dieleminasi.

Purpose – This study aims to use a graphical approach to highlight the differences between outranking and preference relationships. The outranking principle is based on a structure of non-dominance, which differs from the usual structures of preferences. Design/methodology/approach – To reach the objective, the paper makes a deep analysis of outranking and preference relationships and uses graphical representation to highlight the differences between these two concepts. Graphical interpretation is also used to support the results form ELECTRE I and to highlight misinterpretation of results, such as rank reversal in ELECTRE I. Findings – The results show that the assumption of rank reversal while using ELECTRE I is a mistake. Originality/value – It was not found in literature a previous work paper that demonstrates a result like this one.

Since smartphones have become the most prevalent communication tool in the world, a wide variety of low-end to high-end smartphone products are currently available on the market. Choosing a suitable product becomes a challenge due to the problem of feature fatigue. This study developed a smartphone selection procedure for prospective users by incorporating ELECTRE-III method with Kano two-dimensional quality model. An empirical example of 15 smartphones from three different categories, namely, flagship, screen size and price, demonstrated that the credibility matrix of the revised ELECTRE-III had fewer extreme values (0 and 1) than its original counterpart. It was able to clearly distinguish the relative satisfaction of each option in the respective group, particularly for the tied products which could not be discerned by the original ELECTRE-III.
