Abstract:
The electric power policies in Nigeria and South Africa are considered the governments’ intention to provide quality and affordable electricity to the people. A comparative study on the electric power policies focuses on the similarities and differences in the policy approaches, the policy issues that affect electrification, and the impact of the policy issues in achieving the goal of universal access to quality and affordable electricity power in both countries. The methodological approach allows for an in depth textual study on the electric power policy documents in both countries. In Nigeria, the government intends to address the massive demand-supply imbalance and achieve the goal of electrification through reforms that focus on private sector-led growth in the sub-sector. In South Africa, the identification of electrification as a public problem by the post apartheid government leads to an integrated policy framework that focuses on balancing economic concerns with social and environmental considerations. The study identifies electricity provision as a social welfare responsibility of the governments in both countries and examines the policy issues in the context of public welfare. In Nigeria, the policy issues are found to be self serving and not in line with sustainable public interest, given the socio-economic challenges. As a result they, exert less impact on achieving the goal of universal access to quality and affordable electricity in the country. In South Africa, good governance in the sub-sector has enabled the identification of policy issues in line with sustainable public interests of social equity, poverty alleviation and environmental sustainability; and government using public administration agencies to play a key role in service delivery. Recommendations of the study mainly derive from the South African experience on electrification, and are intended to offer some policy-lessons to Nigeria in the sub-sector. The study contributes to new knowledge in the discipline of public administration by opening up new vistas for a comparative analysis of electric power policy issues in both countries in the context of public welfare. Besides, a comparative study on electrification in Nigeria and South Africa from a policy angle contributes to the existing knowledge base in the discipline.

The objective of this research is to assess the impact to the Nelson Mandela Bay Municipality due to ongoing Electricity Distribution Industry Restructuring in South Africa as directed by the Electricity Distribution Industry Holdings on behalf of the Department of Minerals and Energy’s adopted Electricity Distribution Blue Print Report of 2001. Literature review of scholarly literature was conducted on privatisation of public utilities that offered an international perspective on experiences of other countries that has undergone similar experiences of restructuring of public assets, the state of Electricity Supply Industry in South Africa with the demonstration of structural financial and physical flows and historical background of the restructuring, proposed future model and strategic plans to achieve the future goals. Research methodology and design was done through combination of the four-research types classification in their order of sophistication except the predictive research, namely exploratory, descriptive, and analytical or explanatory researches with a further inclusion of deductive research. The compilation of data through questionnaires was also employed. Perceptions on internal impact to the NMBM due to electricity services restructuring were solicited from the sample of the top management of the NMBM, the intention was to ensure the economies of scale, greater transparency and competition in terms of service delivery were sustained during and beyond Regional Electricity Distributor establishment. Financial position of NMBM as a critical instrument for its progress has to be protected to ensure it fulfils its constitutional development mandate. The findings of the research were in strong support of ensuring operational financial viability; to meet the legitimate employment, economic and social interest of all employees; development and implementation of change management strategies; and NMBM assuming leading role in the process.

ENGLISH ABSTRACT: The South African Electricity Distribution Industry is riddled with tariffs. Every utility in South Africa probably uses some method for allocating cost, whether it is theoretically founded or not. There are currently over 2000 different tariffs in South Africa and the need for rationalisation has been widely recognised and acknowledged. Many of these tariffs have not been the outflow of accepted methodologies but rather a function of individual utility policy and practices. There is however a dire need to standardise such methodologies in the future. A standardised methodology might be the only way to eventually rationalise the thousands of tariffs that exist in the electricity industry. Government has emphasised the importance of tariffs to be cost reflective in the future. The only possible way to reach this objective would be to determine clear and concise methods of allocating cost that can be utilised by the entire industry. This study project describes a standardised methodology for determining the cost to supply different customer categories in an electricity distributor. The methodology offers enough flexibility not to bind any party into laboursome, complex and time consuming costing activities. It does however require that the costs of a distributor are carefully investigated and all functions performed in the utility are isolated. This is referred to as ringfencing of costs.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse Elektrisiteitverspreidingsbedryf het veelvuldige tariewe. Elke utiliteit in Suid-Afrika gebruik waarskynlik 'n metode vir kostetoedeling, wat nie noodwendig teoreties gebaseer is nie. Huidiglik is daar meer as 2000 verskillende tariewe in Suid-Afrika en dit word alom besef en erken dat gronde vir rasionalisering bestaan. Baie van die tariewe het nie ontstaan uit die gebruik van aanvaarbare berekeningsmetodes nie, maar was eerder die gevolg van individuele beleid en praktyke van utiliteite. Daar is 'n dringende behoefte om hierdie berekeningsmetodes in die toekoms te standardiseer. 'n Standaard metode mag die enigste manier wees om uiteindelik die duisende tariewe wat in die elektrisiteitsbedryf bestaan te rasionaliseer. Die regering het die belangrikheid dat tariewe in die toekoms koste reflekterend moet wees benadruk. Die enigste moontlike manier om hierdie doelwit te bereik, is om helder en duidelike metodes vir koste toedeling te bepaal vir gebruik deur die hele bedryf. Hierdie verhandeling beskryf 'n standaard metodologie om die koste te bepaal om verskillende klantegroepe in 'n elektrisiteitsverspreider van krag te voorsien. Die metodologie bied voldoende plooibaarheid om geen party aan arbeidintensiewe, kompleks en tydrowende kostebepalings te verbind nie. Abstract:
Efficiency analysis in the public sector assesses the performance of municipal and government entities in their provision of services to the public. South Africa, in particular, has experienced a large degree of negative feedback with respect to the ability of the government and its municipal departments to provide basic services to citizens. This has led to a number of service delivery protests throughout the country. To remedy this, the ability of the municipality to provide basic services needs to be assessed in order for improvements to be made. A first step in this process would be to determine the efficiency with which municipalities are providing these services. This study focuses on a particular municipal service, namely electricity distribution. Primarily, the efficiency with which municipalities provide electricity to consumers is determined. This is achieved using the parametric cost frontier approach, which is appropriate since municipalities aim to reduce the costs incurred in distributing electricity. The municipalities are compared to a frontier (theoretical best practice) from which inferences on their performances can be made. Those municipalities whose performances are not optimal, deviate from the frontier. The deviations (errors) are then assumed to be caused by two factors, namely stochastic random noise and inefficiency. This composition accounts for effects for which municipalities cannot control (stochastic random noise) and those for which it can (inefficiency). The parametric nature of the cost frontier approach allows for distributional assumptions to be made on these factors. Stochastic random noise is always assumed to be normally distributed, while inefficiency is assumed to be one-sided and positively skewed.

Abstract:
There is growing interest in research and development activities on biomass gasification technologies as an alternative to fossil fuels technologies. However not much has been done in terms of technology transfer, particularly in under-developed and developing countries such as South Africa. This is mainly because of the lack of resources such as funding. Most parts of the under-developed and developing countries fall within rural areas and semi-urban centers, which are endowed with biomass resources. South Africa has a number of sawmill operators who generate tons of biomass waste during processing of timber; the large proportion of this is burned in furnaces as a means for waste management while a very small proportion is collected and used by people in rural areas for cooking their food. The majority of people in rural areas of South Africa are either unemployed or cannot afford the current energy services. The main aim of this research was to establish the viability of electricity generation for community economic development through biomass gasification, specifically using the locally designed System Johansson Biomass Gasifier™ (SJBG), and to establish the efficiency of the gasifier and associated components with a view of developing strategies to enhance it. The study established the technical and economic feasibility of using the SJBG to generate low-cost electricity for community empowerment. The study also developed strategies to improve the particle collection efficiency of the cyclone. In addition to this, a low-cost gas and temperature monitoring system capable of monitoring gas and temperature at various points of the gasifier was developed. The system was built from three Non- Dispersive Infrared gas sensors, one Palladium/Nickel gas sensor and four type K thermocouples. The study also investigated the impact of fuel compartment condensates on gasifier conversion efficiency. This is an area that has not yet been well researched since much has been done on energy recovery using combined heat and power applications that do not utilize the energy in condensates because these are produced in the gasifier and drained with chemical energy stored in them. The study established that the condensates do not have a significant impact on efficiency.

[Abstract - Conclusion]: This research study confirms the theory in the literature review on delivery of quality service to customers and premise that there is a statistically significant difference between Eskom service as perceived by rural prepaid household customers and their expectations. This study also highlights the need for Eskom management to take into cognisance the unique rural prepaid customer service needs and how to meet them, perhaps a differentiated service approach rather than a one-strategy-fits-all approach. This is in view of gaps created between expectations and perceptions of service, especially in the reliability dimension that could require a concentrated or changed performance approach to close them.

ENGLISH ABSTRACT: The energy sector of the South African economy is poised to change in extraordinary ways. In just a few short years from now, the days will be gone when generators are guaranteed of their income and where regional distributors have the monopoly in the regions that they are servicing. Other energy markets in the world, such as oil and gas, have been free of regulation for many years. More recently, local policymakers have been focussing on increasing competition in the electricity sector and in so doing, liberate electric utilities from government's long established control. The shift away from government regulation of energy will lead to something even more important than placing downward pressure on the price of a MWh. It will instigate the development of multiple trading centres and platforms that are dedicated to competition in the free trade of electricity and related products. With the deregulation of the electricity supply industry and the inevitable introduction of competition, the real risks of energy trading will be faced by generators and distributors alike. This research investigates the changes that are set to occur within the next few years, based on developments that have unfolded in countries where electricity supply industries have been privatised and utilities and distributors are managing their risks in this new competitive environment. It explains how the South African Electricity Supply Industry may change with respect to the develop of markets which provide risk cover to industry players, the practices assumed by utilities in international electricity supply industries to minimise their risk exposure, and how industry players can use derivative instruments to manage their risks better.
AFRIKAANSE OPSOMMING: Die elektrisiteitsvoorsieningssektor is gereed om groot veranderings te maak. Binne 'n paar jaar, sal ons die einde sien van die dae waar kragstasies gewaarborg is van hulle inkomste en waar streeksvoorsieners die monopolie het in die streke waarin hulle verskaf. Ander energie markte in die wêreld, soos die van olie en natuurlike gas, is al sonder regulering vir baie jare. Meer onlangs het beleidsrade hul tyd toegewy aan die instelling van kompetisie in die elektrisiteitsvoorsieningssektor om utiliteitsmaatskappye vry te maak van staatsbeheer. Hierdie beweging weg van staatsbeheer sal lei na iets meer as net die afwaardse druk op die prys van 'n MWh. Dit sal die begin merk van die ontwikkeling van veelvoudige verhoë wat toegewyd is aan kompetisie in die vrye handel van elektrisiteit en soortgelyke produkte. Abstract:
This research was initiated due to declining customer satisfaction indices in the Southern region of Eskom, an electricity utility in South Africa. Given the link between customer satisfaction and purchase intentions, the sustainability of the business is at stake. The validity of the current MaxiCare survey tool is questioned and explored, as is the congruence of management and customers' perceptions regarding the key service quality constructs in the industry. The study's objective was to provide management with a reliable and valid customer satisfaction survey instrument as an alternate to the existing tool and to use the knowledge gained through the research process to recommend improvement strategies aimed at closing specific satisfaction gaps identified. The research was performed in two stages; firstly, semistructured interviews with customers and management to gain an understanding of the most important satisfaction dimensions. These influenced the design of a survey instrument based largely on the SERVPERF tool with the inclusion of importance ratings per item in the second stage. The quantitative survey results were used to assess the reliability and validity of the research and to suggest areas for future work. The results show that communication, quality of supply, assurance and price are uppermost in the consumer's mind. Tangibles are not significant and the inclusion of empathy is inconclusive. Management and customer perceptions at a macro level are closely aligned, however the two populations are not in agreement as to the underlying micro considerations. Similarly, the MaxiCare instrument is found to be valid as a macro indicator but lacks sufficient detail to be useful as a strategic tool and needs to be supplemented with additional sources of market information. The survey instrument used in the second phase is both descriptive and reliable but the number of factors it measures, the mix of items and the inclusion of the 'importance' dimension need further refinement to improve its validity. Future revisions of the tool will provide management with specific information that allows them to focus improvement strategies on disgruntled customers and their key service issues.

Climate change is one of the most serious issues the world is facing today. With an economic slowdown globally, huge food shortages and record-high fuel prices, it has never been so important for countries to guard their natural resources to ensure future sustainability. The South African energy generation industry, of approximately 40 000 Mega Watt (MW), consists largely (90%) of coal-fired power stations, with the remainder comprising of nuclear and pumped storage schemes which are regarded as environmentally neutral. It is only recently that Eskom and independent power producers (e.g. Darling Independent Power Producer Wind farm with an estimated 10 MW) embarked on utilising South Africa's natural resources to generate electrical power. South Africa's access to inexpensive coal and paid off coal-fired power stations has made it difficult to justify the investment in renewable energy. However, on 31 March 2009 South Africa became the first African country to introduce a feed-in-tariff for renewable energy (Gipe, 2009). The hope is that this initiative would stimulate the investment in green energy generation. Eskom and municipalities are currently the only entities that have licences from the National Energy Regulator of South Africa (NERSA) to buy bulk electricity from power producers. The question therefore arises: if green electricity is more expensive to generate and is sold at a price premium to Eskom and municipalities, would they pass the premium on to consumers; can they differentiate the green electricity product and will consumers be willing to buy at a premium price? This research study aims to answer if businesses would be willing to pay a premium for green electricity, why they would be willing to buy it, which factors influence the purchasing decision and what barriers exist that will deter a purchase. A survey was conducted on businesses in the Western and Northern Cape of South Africa. The businesses sampled have a notified maximum demand of 50kVA or higher and excludes the re-distributor (City of Cape Town) customers. Approximately ten per cent of businesses would be willing buy green electricity. Most of these businesses have indicated that they are willing to pay a premium of five to nine per cent for green electricity. The businesses that are willing to pay the largest premiums (>10%) are in the electricity, gas, water, finance, insurance, real estate, business services, manufacturing, transport, storage and communications sector. Businesses that are willing to buy green electricity: • Have a strategy to reduce their carbon footprint; • Want to be community leaders (altruistic motivators); • Have as their biggest barrier the additional cost of green electricity; and • Feel that power utilities should be required to include a minimum percentage of green energy in their energy mix.

Infrared thermography is a non-contact method of identifying the thermal behaviour of various plant equipment and machines, including their components, qualitatively via pattern recognition and quantitatively via statistical analysis. This allows for the development of condition monitoring and predictive failure analysis. It is well established that optimized maintenance planning can be more effective when a problem is detected in the early stages of failure. For example, in electrical systems an elevated electrical resistance caused by loose or corroded connections, broken conductor strands and dirty contact surfaces, results in localized heating, and a unique infrared pattern when analysed leads to the location of the problem and an indication of its severity. In recent years industrial thermography has used infrared detectors in the long wave portion of the electromagnetic spectrum normally between 8μm and 15μm, due partly to the fact that these wavelengths are not susceptible to solar radiation and/or solar glint. A number of scientific experiments were carried out on test apparatus to improve the understanding of the impact of convection, ambient air temperature and relative humidity on resultant infrared thermal images. Two similar heat sources, simulating a hotspot, at different temperature settings were used to determine whether the hotspot temperature should also be considered in conjunction with the atmospheric elements. The need for these experiments has also been identified by EPRI (Electrical Power Research Institute) in the USA as necessary to develop international severity criteria, and it is hoped that this study will contribute to this goal.

ENGLISH ABSTRACT: Electrical energy has become an indispensable part of the modern world, supporting industries and economic systems. Any disruption of supply is felt immediately in all spheres of life. The operation of a power system is a complex process involving rotating machines that may fail from time even though they are maintained regularly. The overhead transmission system is likewise prone to faults caused by environmental factors such as pollution and lightning. Power authorities therefore operate their systems in such a way that they have sufficient reserve capacity available to allow for contingencies. In the last decade of the previous century a condition developed, for various reasons, that the reserve margin was too small in the South African electricity supply system. At the end of 2005, a spate of failures occurred at Koeberg power station and later in 2007 serious coal supply problems developed at the large power stations in Mpumalanga, aggravating the situation. This research project focuses on the complexity of the task of the reporter when reporting on occurrences such as these. It is required to convey the factual situation to the readers, avoiding alarmism and sensationalism. At the same time the reporter also has a role to play in educating the readers. It was a difficult task, seeing that the reporters were not necessary versed in the technical field. They therefore had to rely on Eskom’s spokespersons. In this project newspaper clippings of various Western Cape newspapers containing the word Eskom were analysed. The method of analysis was content analysis. Firstly the quantitative content analysis was used to obtain distribution of articles over the period and among newspapers. Thereafter the topics covered and the types of article were obtained for the various newspapers and years. Next articles for 2006 and 2008 were investigated using qualitative content analysis. Certain attributes in the articles were detected manually and a profile was obtained for each newspaper for each year period. Questionnaires were sent to reporters responsible for some of the articles and to a technical expert who was consulted regularly by the news reporters. It was found that the number of articles and style of presentation vary among the newspapers. There is evidence of framing of Eskom as incompetent.
AFRIKAANSE OPSOMMING: Elektriese energie het ¢n onontbeerlike deel van die moderne wêreld geword wat nywerhede en ekonomiese stelsels ondersteun. Enige onderbreking van toevoer word onmiddellik in alle lewensfere gevoel. Die werking van kragstelsel is komplekse proses met roterende masjiene en ander toerusting wat onderworpe aan faling is, selfs al word dit in stand gehou. Die oorhoofse transmissiestelsel is ook onderworpe aan foute wat deur omgewingsfaktore soos besoedeling en weerlig veroorsaak word. Kragvoorsieners bedryf daarom hul stelsels so dat hulle voldoende reserwekapasiteit het om toe te laat vir gebeurlikhede. In die laaste dekade van die vorige eeu het die toestand, om verskeie redes, ontwikkel dat die reserwemarge in die Suid-Afrikaanse stelsel te klein geword het. Teen die einde van 2005 het reeks falings by Koeberg kragstasie plaasgevind en later in 2007 het ernstige steenkoolvoorsieningsprobleme by die groot kragstasies in Mpumalanga ontstaan en dus die situasie vererger. Hierdie navorsingsprojek fokus op die kompleksiteit van die taak van die verslaggewer as oor sulke gebeure verslag gedoen word. Dit word vereis om die feitelike situasie oor te dra sonder alarmisme en sensasie. Terselfdertyd moet die verslaggewer ook rol speel om die lesers op te voed. Dit is moeilike taak daar die verslaggewers nie noodwendig belese in die tegniese vakgebied is nie. Hulle moes dus staatmaak op Eskom se spreekbuise. In hierdie projek is koerantuitknipsels van verskeie Wes-Kaapse koerante wat die woord Eskom bevat, ontleed. Die metode wat gebruik is, is inhoudsanalise. Eerstens is kwantitatiewe inhoudsanalise gebruik om die verspreiding van artikels oor die tydperk en tussen die koerante te verkry. Daarna is die onderwerpe wat gedek is verkry vir die onderskeie koerante en jare. Vervolgens is artikels van 2006 en 2008 ondersoek deur kwalitatiewe inhoudsanalise te doen. Sekere kenmerke is in die artikels opgespoor en profiel is verkry vir elke koerant en elke jaarperiode. Vraelyste is aan verslaggewers wat sommige artikels geskryf het en ook aan tegniese deskundige wat gereeld deur verslaggewers genader is, gestuur. ENGLISH ABSTRACT: The purpose of this study is to determine whether residential electricity consumers within the Cape Peninsula would be willing to voluntarily purchase green electricity if it is sold at a premium price. International experience in the field of green marketing shows that while niche markets for green electricity clearly existed, few programmes however exceeded a 5% penetration in the residential market. This study therefore methodologically drew on recent development in the literature of norm-motivated behaviour to identify testable factors that could influence residential consumers’ willingness to purchase premium-priced green electricity. After identifying these core testable factors, they were used to test various hypotheses. This was done through the testing of primary data that was collected through a telephone market survey of 405 respondents within the Cape Peninsula. These respondents were all identified as financial decision makers within their electricity consuming households. This study subsequently found that residential electricity consumers in the Cape Peninsula are very concerned about the future of the environment and that a large percentage of them (more than 40%) from almost all income levels might voluntary buy premium-priced green electricity. However, as it did identify that consumers must truly be convinced of the positive effects that green electricity would have on the environment before voluntarily supporting such a campaign, it found that consumers might not be well enough informed on environmental and climate change issues to ensure their actual support. To be at all successful, such a green electricity marketing campaign should be very informative and specifically focused on the positive effects that such a purchase would have on the environment. This study also found that supportive residential consumers would on average be willing to pay a maximum premium of 26% or approximately 15c/kWh. The combined maximum potential value of these premiums amount to R39 million per month. This serves as indication that there is much room for future development of the green electricity market. This study also identified that the majority of residential consumers believe that excessive users of electricity should be forced to make a larger financial contribution towards the generation of green electricity than low usage consumers. Based on its findings, the study closes with recommendations to role players in the green electricity market, i.e. the City of Cape Town Municipality, Darling Wind Farm and Eskom.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om te bepaal of residensiële elektrisiteitsverbruikers in die Kaapse Skiereiland gewillig sou wees om vrywilliglik groen elektrisiteit teen ’n premie aan te koop. Internasionale ervaring op die gebied van groen elektrisiteit het getoon dat, alhoewel daar verseker nismarkte vir groen elektrisiteit bestaan, baie min programme meer as 5% van die residensiële mark kon wen. Hierdie studie steun dus metodologies op onlangse verwikkelinge in die literatuur rakende normgemotiveerde gedrag om sodoende toetsbare faktore te identifiseer wat moontlik verbruikers se bereidwilligheid om groen elektrisiteit teen ’n premie te koop, kan verbeter. Na die identifisering van hierdie toetsbare faktore is hulle gebruik om verskeie hipoteses te toets. Die studie het ook bevind dat residensiële ondersteuners bereid sou wees om gemiddeld ’n maksimum premie van 26% of 15c/kWh te betaal. Die gesamentlike maksimum potensiële waarde van hierdie premies is R39 miljoen per maand wat daarop dui dat daar heelwat ruimte mag wees vir toekomstige uitbreiding van die mark vir groen elektrisiteit. The research study establishes the maturity level of the outage process of the Outage Management Department at Eskom. The outage process started in 2012 to contribute to the effective planning and execution of outages. The successful completion of outages depends on effective planning and execution of an outage. At the time of the research study, poor outage performance at Eskom’s power stations contributed to load shedding of electricity in South Africa. The research problem statement reads as follows: The absence of an outage process maturity indicator diminishes the ability of the Outage Management Department (OMD) to comprehend the current process maturity level. The survey questionnaire adopted from Smith’s Maintenance Planning and Scheduling Maturity Matrix (2013: Online) was used to develop the survey questionnaire. The author developed the Outage Management Maturity Framework by combining Business Process Management Maturity model and a Maintenance Planning and Scheduling Maturity Matrix. The research finding is that a process maturity model can determine the maturity level of the outage process and is useful as a process improvement tool. The research findings rank the maturity level of the outage process at Level 2, Experimenting.

There is a South African Government initiative to use State-owned Enterprises (SOE’s) to roll out a programme for the development and stimulation of local small businesses in South Africa. The state has requested SOE’s to set targets on a voluntary basis to increase trade with small businesses, with the purpose of developing small enterprises to eventually enhance skills transfer, training and employment. However, when large customers such as Eskom Nuclear Generation require ISO certification as a prerequisite for a supplier to provide goods and/or services to them, most small businesses are unable to comply. The requirement of ISO9000 compliance inhibits the ability of most small businesses to compete with their larger counterparts. Small businesses constitute as much as 90% of most world economies. They have many advantages to offer customers, such as a high level of flexibility, innovation and responsiveness to customer needs. These attributes can introduce healthy competition to the supply chain. Small businesses, by their very nature experience more risks, such as a higher vulnerability to volatile market forces and skills loss. In addition, they are generally less specialised. They are under continuous competitive pressure, and are generally not able to provide assurance of a sustainable product over a longer period. Although there is an imperative to develop and use small suppliers, they introduce higher risk to the supply chain. The primary research objective of this dissertation is to develop a robust model to identify risks inherent to small businesses, and to propose measures to mitigate such risks. A classification of problems with small suppliers that have occurred at Koeberg Nuclear Power Station over a period of 3 years (from June 2005 to May 2008), will form the basis of the research methodology. The anticipated findings of the research include the following. _ Several common critical issues of failure will be identified in the internal processes of small suppliers, with variations between types of suppliers, which will indicate which elements within the context of ISO9000 can be applied to address shortcoming in the suppliers’ processes. _ A matrix will be compiled from this by which the customer can identify the type of supplier, the types of risks inherent to that supplier, and which elements of ISO9000 the customer should insist upon to be adopted into an elementary quality management system of that small supplier. This should be executed as part of a larger supplier development programme.

Since 1994, with many of its sanctions lifted, South Africa became a stronger economic power house in Africa leading the continent‘s industrial output and mineral production and generating a large proportion of Africa‘s electricity. The South African economy has since been growing at a fast pace which has also led to an increase in the demand for electricity. South Africa‘s generating capacity has remained constant through a consistently increasing demand, leading to an electricity shortfall. An immediate threat to South Africa‘s continued economic growth is a capacity constraint in terms of energy supply. Increasing economic growth coupled with the rapid industrialisation and mass electrification programme of the last decade, as well as planned and unplanned maintenance and coal stock pile problems led, in January 2008, to demand out stripping supply. With electricity being an important component of economic development, it is vital that the impact of the supply of electricity on the economic growth of the country be well understood. Currently few studies have been done on the analysis of this relationship in South Africa specifically and how this relationship impacts specific sectors of the economy that contributes to the total GDP of the country. This study has assumed rigorous application of Granger technique with proper statistical verification of assumptions, selection of relevant variables and provides trusted statistical forecasts. In an attempt to understand this relationship, an Econometric model has been developed to assess the impact of electricity supply and price on the economic growth of South Africa. In the empirical analysis section of this study it was found that with a forecast for GDP, past values of electricity prices and coal sales may be used to forecast electricity supply. It was also found that if we have a forecast value of future electricity price we can use past values of electricity supply and coal sales to forecast GDP for the next quarter. We also found that electricity supply is granger caused by GDP; electricity price; and total coal sales. And that economic growth is granger caused by electricity supply; electricity price; and total coal sales. It was concluded that in order for government to improve the economic growth of South Africa, a major focus on the energy industry is needed to ensure sustainable supply capacity. The energy sector, as was shown in the study, has a major impact in the functioning of the Gross Domestic Product of the country.

The domestic sector is one of the largest users of nett energy in the RSA (24%, excluding energy used for transport), but it accounts for only 14% of the electrical energy used in the RSA. There is a very strong correlation between the time of the peak of the load for the domestic sector and the time of the peak of the national load. The domestic load is the largest contributor to the peak of the national load. This makes the domestic load more important than is generally realised. Only limited research has been done about the ways in which domestic energy is used in South Africa. Developed countries, such as the United States of America, are continuously engaged in end-use load research, so they have vast data banks available on domestic end-uses of electricity. Data on domestic end-use of electricity are urgently needed especially for South Africa with its very fast growing newly urbanised sector. Since most energy sources are not replenishable, ways and means must be found to promote the wise and effective use of all forms of energy. Effective use of energy can only be promoted if the ways in which electricity is used are known. In this dissertation the electrical energy requirements of the South African domestic sector are analyzed for the present situation and for the next few decades. A model is developed to represent the electrical load. The model has subsections representing the components of the national domestic electrical load, concentrating on electrical energy for domestic water heating, with responses to factors such as: * population growth, * urbanisation, * electrification, * energy efficiency of appliances, * consumer awareness of energy conservation. The model is to be used for scenario planning of the electrical grid. The results of this study will assist to ensure effective planning of the electrical grid of South Africa into the next century.

Since democratisation of South Africa in 1994, the economy of South Africa underwent significant structural changes. Among these structural changes was electrification for the poor rural areas. During the apartheid era, about two-thirds of the nation lacked access to electricity and hence, provision for electricity to everyone was considered a crucial part of the economic development, post 1994. Since then economic growth and the demand for electricity in South Africa have been increasing at an unprecedented rate. The electricity supply did not increase proportionally to the increase in the consumption of electricity. In responding to the high increase in the demand for electricity, the electricity utility planned to build new power stations and put back in use the ones which were mothballed. But unfortunately the plan for investment in these power stations was late and in 2008, the existing power stations could not manage to supply enough electricity. The demand for electricity was such that it nearly damaged the power generating circuit and the electricity supply utility had to resort to load shedding. The imbalance between electricity supply and demand led to industrial sectors losing on production and as a result led to a downturn in economic growth. It also led to an increase in electricity prices which had a negative effect on individual and private sectors’ purchasing power. It is against this background that this study is designed to investigate the long term relationship between economic growth and electricity supply. The additional variables such as electricity prices, trade openness, capital and employment were included as intermittent variables to form a multivariate framework. This study also assesses the Granger causality between these variables to determine which variable supersedes the other. Two models were applied in this study: The Auto-regressive Distributed Lag (ARDL) bounds approach and the Vector Error Correction Model (VECM) Granger-causality. The ARDL bounds technique was used to detect the long term relationship between economic growth, electricity supply, electricity prices, trade openness, capital and employment using annual data from 1985 to 2014. The ARDL technique was chosen over the conventional models such as Engle and Granger (1987) and Johansen (1988) for the research for the following reasons: Firstly, the ARDL technique uses a single reduced form of equation to examine the long term relationship of the variables as opposed to the conventional Johansen test that employs a system of equations. Secondly, it is suitable to use for testing co-integration when a small sample data is used. Thirdly, it does not require the underlying variables to be integrated of similar order e.g. integrated of order zero I(0), integrated of order one I(1) or fractionally integrated, for it to be applicable. Lastly, it does not rely on the properties of unit root datasets and this makes it possible for the Granger-causality to be applied in testing the long term relationships between the variables. The VECM Granger-causality is used to examine the Granger-causality between the chosen variables. It was chosen for its ability to develop longer term forecasting when dealing with an unconstrained model. The unit root results confirmed that the variables were stationary at first difference using Augmented Dickey Fuller (ADF), Phillips and Perron (PP) and Kwiatkowski-Phillips-Schmidt-Shit (KPSS). The ARDL bound approach outcomes revealed that economic growth, electricity supply, trade openness, electricity prices, employment and capital move together in the long term. There were three co-integrated equations under the export and trade models while under the import model there was one co-integrated equation. The results are such that electricity prices have a negative impact on economic growth. The results further evidenced that; electricity supply, trade openness, employment and capital have a positive impact on economic growth in the long term. The VECM Granger causality findings suggested a unidirectional causality flowing from electricity supply, trade, exports, electricity prices, employment and capital to economic growth in the long term. There was another unidirectional causality established flowing from economic growth, trade openness, electricity prices, employment and capital to electricity supply. A one-way causality flowing from economic growth, electricity supply, electricity prices, employment and capital to export was evidenced. Overall, the study’s results of bidirectional Granger-causality between electricity supply and economic growth have a number of implications for forecasters and policy makers. This feedback hypothesis implies that the high level of economic growth leads to a high level of electricity supply, which would stimulate economic growth. Hence, South Africa demonstrates a kind of electricity dependence in a manner that a sufficiently large supply of electricity seems to ensure high economic growth. Electricity supply is a vitally important factor for economic growth in South Africa. It is therefore necessary that South African policy makers formulate investor friendly policies that will encourage, promote and attract capital inflows to stimulate electricity supply. The South African government needs to primarily deregulate the electricity supply industry which is owned by Eskom (a monopoly), and allow more investors into this industry. The government should promote a change to other forms of energy sources such as renewable energy sources which will play an important role in restoring the balance between electricity supply and consumption. Moreover, it is recommended that the electricity regulator should take steps to curb the severe electricity price increases and to ensure prices affordable to the poor communities. The policy makers need to implement some investor friendly policies that will encourage and promote capital formation. Furthermore, the government should invest towards more job creating sectors such as (Small and Medium Enterprises) SMEs. Finally, the government should take into consideration the importance of trade openness to attract international investments into the economy. It is hoped that the findings of this study would prove beneficial to policy makers in South Africa and elsewhere in the world where power outages are experienced, and assist them in combating the problem.

South Africa comes from a situation of excess supply and is currently in a situation where electricity demand exceeds supply. This report will provide the background of how the current electricity crisis came to be and what the future of the industry will look like. As electricity shortages is a worldwide issue, the study will explore international countries' experience of supply shortages and extract lessons learnt and best practices that can be applied in the South African context. The study reviews available solutions that exist to address the electricity crisis in South Africa and explores alternative energy sources that could be applied in South Africa. To establish an effective decision making tool for electricity shortage response mechanisms, the key decision making criteria are discussed and explained. A decision making matrix brings together all the available solutions and decision-making criteria based on the decision maker's relative importance placed on the considerations and the resultant impact on these considerations. The results of the decision-making matrix directs the decision maker to the least negative impact solution and provides a basis on which to make sound decisions during a time when quick and effective decisions will determine the success and sustainability of the power system.

Hierdie navorsingsverslag skets die agtergrond van wat aanleiding gegee het tot die huidige elektrisiteitskrisis en wat die toekoms inhou vir elektrisiteitsvoorsiening in die algemeen. In photovoltaic power systems, the DC/AC conversion efficiency depends on weather conditions causing PV inverters to operate under fluctuating input power from PV modules. The peak efficiency stated by the inverter manufacturers are often used by project designers to estimate how much power PV plants can produce. However, the varying nature of the DC input power to the inverters, occasioned by varying irradiation and temperature, leads to deviations of the actual efficiency from the peak efficiency. Literature surveys prove that inverter efficiencies must be evaluated against local irradiation profiles to get more precise annual energy yield estimations, since meteorological conditions and solar irradiation profiles vary from one site to another around the planet.

ENGLISH ABSTRACT: This study addresses the problem of Blue Crane (Anthropoides paradiseus) collisions with power lines in the Overberg region, home to approximately 50% of South Africa's national bird's global population. The low visibility of power lines against the landscape is considered to be the major cause of collisions. These claim at least 20 birds annually, which is a considerable loss to a vulnerable species. For this study, expert knowledge of the Blue Cranes' biology, general behaviour and use of its habitat were compiled. These were then translated into rules that were integrated into a Geographic Information System (GIS) to establish a predictive model, which attempts to identify and quantify risk power lines that Blue Cranes are most likely to collide with. The criteria that were considered included landscape proximity of power lines to water bodies arid congregation sites, land cover, power lines orientation in relation to predominant wind directions (North Westerly and South Easterly) and visibility of the power lines against the landscape. The power lines were ranked as highest, high, medium, low and no risk. It is recommended that this classification be used to prioritize the proactive marking of power lines with bird flappers in order to reduce collisions. The results show that 27% of the power lines in the study area pose the highest risk and should therefore be marked immediately. The power lines classified as high (1%), medium (28%) and low risk (21 %) should be marked over short, medium and long term, respectively .. The study demonstrated the potential of GIS in the conservation of Blue Crane. The GIS model developed in this study can be applied in areas of similar habitat such as the Swartland or with some modifications in a slightly different habitat such as the Karoo. It is envisaged that the results of this study will be of great value to the ESKOM (South African Electricity Commission) and Endangered Wildlife Trust (EWT) Partnership and conservation authorities in the effort to save the Blue Crane.
AFRIKAANSE OPSOMMING: Hierdie studie het die probleem van botsings deur Bloukraanvoëls met kraglyne in die Overberg-omgewing van die Wes-Kaap ondersoek. Die Overberg-omgewing huisves ongeveer 50% van Suid Afrikaanse nasionale voël se wêreldbevolking van Bloukraanvoëls, en aangesien kraglyne normaalweg nie maklik sigbaar is teen die landskapsagtergrond nie, verhoog dit, tesame met die biologiese eienskappe van Bloukraanvoëls, die waarskynlikheid dat die voëls met kraglyne sal bots. Hierdie botsings met kraglyne eis minstens 20 Bloukraanvoëls per jaar, wat 'n aansienlike en beduidende aantal vir 'n kritiese bedreigde spesie is. ENGLISH ABSTRACT: Amid the climate change crisis of the 21st century, South Africa faces its own, tailor-made challenges. In its attempt to contribute to the global effort to mitigate climate change and achieve sustainable development, South Africa faces the challenge of a history steeped in cheap electricity - the curse of an abundance of coal. The municipality, as the lowest leg of governance, currently finds itself at a tough nexus, involving; municipal mandates to provide basic services; the possible financial risks of implementing RETs; the regulatory ambiguity surrounding electricity generation and distribution jurisdiction; and the necessary implementation of RETs as a means of addressing the growing risk of revenue loss from reduced electricity sales as consumers install their own RETs, and as a contribution to national climate change mitigation. This nexus is herein referred to as the ‘municipal dilemma’. This thesis, via a complex systems approach, explores the major barriers and policy opportunities in the implementation of renewable energy technologies (RETs) by municipalities embedded within the larger ambit of the South African government, as they attempt to address what the author has termed the ‘municipal dilemma’. What is especially interesting and relevant about a complex systems approach is the notion of learning and therefore adaptability. In light of municipalities and their role in the South African context, the notion of systems learning affords a unique perspective into the municipal dilemma and means of overcoming it. From a literature analysis of policy, through to a specific case study of Hessequa municipality, this study sought to assist municipalities in addressing this dilemma. South Africa’s energy and municipal management policies starting from the Constitution, is found to be conducive to the growth of RETs. Furthermore, there are clear channels through which municipalities can engage with these new technologies to address the municipal dilemma. What is seen to hinder this process is a web of institutional, political and regulatory barriers stemming from the over-politicization of the country’s energy sector - a direct result of a long history entrenched in coal-fired electricity generation. What was found lacking in the South African energy debate was the perspective of the municipality itself, which is ultimately tasked with catering for the energy needs of South African citizens while participating in national efforts. The notion that municipalities are best positioned to be influential in the growth of RETs is reinforced by the literature explored and through a complex systems approach. To effectively play their role, municipalities must: (a) be creative and bold in their development of appropriate policies to support RETs; (b) align their efforts with provincial and national programmes and simultaneously influence these programmes through municipal experience; (c) take advantage of systems in place, such as the Integrated Development Plan (IDP) process, to gradually build capacity within the municipality to manage increasingly complex RET implementation; (d) develop long-term strategies which, as per the tenets of complex systems theory, must feed from and into the ever-changing national and global landscape. This thesis posits that the municipal dilemma not only needs to be addressed, but offers the municipality a unique opportunity to rethink its role in the South African context. It has been found that a conducive regulatory environment is on the rise in the South African energy context. This environment, however, still requires much input from municipalities which are well positioned to offer direction to the policy creation process. In doing so, municipalities not only address the municipal dilemma, by also take their place as custodians of sustainable development.
AFRIKAANSE OPSOMMING: Te midde van die krisis van die 21ste eeu, naamlik die uitdaging van klimaatverandering, staar Suid-Afrika sy eie, unieke uitdagings in die gesig. Met die nodigheid om by te dra tot die globale poging om klimaatsverandering te versag en volhoubare ontwikkeling mee te bring, is Suid-Afrika gekonfronteer met die uitdaging van 'n geskiedenis ‘ryk’ in goedkoop elektrisiteit - die vloek van 'n oorvloed steenkool. Hierdienooreenkomstig bevind die munisipaliteit, as die laagste been van regering, homself in 'n moeilike krisispunt, naamlik die handhawing van die grondwetlike mandaat om basiese dienste te verskaf, en om ekonomiese ontwikkeling te verseker, maar tog by te dra tot die land se volhoubare ontwikkeling. Dit is uiters moeilik om alle aspekte genoegsaam aan te spreek, en hierna word verwys as die munsipale dilemma. ENGLISH ABSTRACT: Coal export mines in the Mpumalanga Highveld region of South Africa generate growing volumes of discard coal estimated to be in excess of a billion tonnes. It presents a significant pollution hazard. Discard coal has a usable carbon content that can be used in the generation of power through the application of fluidized bed combustion technology. The objective of this study was to evaluate its potential as an economically viable fuel source for generation of electricity at the Witbank coalfields. This study was motivated by advances in fluidized combustion technology and significant changes in the South African electricity market in recent years. A holistic approach was adopted considering regulatory policy, market, technical, environmental and economic factors in the use of discard coal as an alternative fuel source. The policy and regulatory environment was assessed from the perspective of the private sector as project developer and the most likely source of funding, given government’s funding constraints. An evaluation of the future pricing structure of electricity, energy resource mix, demand growth, future development of the coal market, production of discard coal and the cost of coal was conducted. Levelised cost of electricity methodology was used to conduct the economic feasibility for comparison with the cost of Eskom’s pulverised coal technology for its new power stations. The study found that generating electricity from discard coal presents a significant commercial opportunity as its levelised cost of electricity was found to be lower than Eskom’s levelised cost of electricity for its new power stations. Plant sizes of 125 MW to 1 000 MW were considered. For plant capacities of about 500 MW and larger, the cost of electricity was found to be competitive with the current average electricity price taking into account the cost of transmission/distribution and interest charges. This is on condition that the electricity is sold to Eskom or wheeled through Eskom’s grid and sold to third parties. Otherwise, plant capacity will be limited to the maximum demand from large local users, which is expected to be considerably less than 500 MW. Currently there is no regulatory certainty on wheeling mechanisms and charges and it is an area where major policy development is required. The development of a project could be hampered by policy uncertainty and because of Eskom’s monopoly position as single buyer. The favourable results and findings of the economic evaluation conducted during this study warrant further detailed feasibility studies.

This study resulted from a perception held by the author that more attention is afforded to complying with the procedural elements of Environmental Impact Assessment (EIA) in South Africa, than to ensuring the validity of its technical content. The routing of high voltage overhead transmission lines provides a relevant field of study in which to address this perception. An initial literature review to contextualise the perceived problem showed that the questionable validity of the technical content of EIA was one of six shortcomings identified. To address the problem, an inductive approach was adopted to focus on the interpretation and prediction activities of EIA and two propositions, stated as research questions for discussion, were developed. These referred to the theoretical question of whether methods are specified for high voltage overhead transmission line EIAs, and to the practical question of whether the environmental impacts that are known to result from transmission line projects are effectively addressed in such EIAs in South Africa. Investigating these questions provides insights into whether the technical content of transmission line EIA is sufficiently rigorous in South Africa. The method of study takes the form of a sequentially more focused examination of the literature on EIA, from the strategic level, to the sectoral level and culminating at the project level. EIA methods specified for linear developments were identified at the sectoral level, while at the project level the known environmental impacts that result from high voltage overhead transmission lines were determined. A theoretical background was compiled in this way, which allowed for comparison with the practice as determined from benchmark and case study Environmental Impact Reports (EIRs).

The focus of the study was on the relationship between employee engagement strategies and intention-to-stay of engineering professionals at a power station. The investigated engagement strategies or drivers in the model adopted for this study included: leadership style, remuneration structure, physical and emotional work climate, nature of work and career development opportunities. The purpose of the study was to investigate and contribute to a better understanding of a voluntary turnover problem of engineering professionals at a power station by considering the influence of engagement on intention-to-stay. The research was conducted on a sample of 65 engineering professionals employed at a power station. The findings of the study revealed that only one variable, namely nature of work, was significantly related to employee engagement. It was also established that of the five engagement strategies investigated, nature of work and leadership style (transformational) were significantly related to intention-to-stay. A positive relationship between employee engagement and intention-to-stay was proven in this study.

The global energy industry is actively moving toward renewable energy sources in order to meet the ever-increasing demand for energy in a sustainable manner. The South African government, however, has only recently begun creating an environment which is truly conducive to investment into the renewable energy industry. Metso, a Finnish multi-national corporation, has a strong global position in the field of biomass-based power generation for heat, power or combined heat and power applications. The corporation has developed a modular biomass-based power generation solution for power generation in the 3MW to 10MW range, which is highly automated and can essentially operate without the need for extensive human intervention and is known as the Metso Bio-energy Solution. Considering the current state of the South African energy environment, Metso management requested the researcher to investigate the opportunities that exist in the South African market for Metso’s Bio-energy Solution, and to propose a market entry strategy which Metso should follow in order to enter the South African market. In the findings, the researcher observed that South Africa has a clear potential for the development of a bio-energy industry for power generation, although the limited availability of biomass in certain regions and the various harvesting methods in industries such as the forestry and sugar industries do restrict the access to this resource. The municipal solid waste industry appears to be an area of interest as well, although very little information exists regarding the volumes of waste available and sorting practices, which may be required in order to access these resources. Interviews were held with experts in the field of energy, renewable energy and energy policy in order to obtain opinions on the market potential for Metso’s Bio-energy Solution. The general perception of all interviewees was that the technology has its place within the South African energy mix. The interviewees, however, did confirm that there currently appears to be a major focus on wind and solar energy in the country, although biomass technology may well be a better solution due to its baseload capabilities. It was found that the local policy environment, the lack of government initiative on renewable energy licensing and unclear tariff structures have all inhibited the proliferation of the renewable energy industry. In many cases, frustration with power outages and policy delays has caused companies to invest in biomass co-firing facilities for their own consumption. The factors for success for biomass-based technologies in the South African market would appear to be directly linked to job creation potential, access to reliable and sustainable biomass resources and access to investment capital, from both private equity and the state. It is the recommendation of the researcher that Metso enters into a joint venture with a large international environmental finance company, which would base their business model on the technology provided by Metso, whilst securing the political and financial support for projects of this nature in the country.

Maintaining and improving innovation is vital to any organisation.There are many challenges organisations are faced with, both internally and externally when it comes to maintain and improving innovation. Eskom is such an organisation. The employees, both non-managerial and managerial, of Eskom are faced with various challenges in their daily activities. The quest for innovation advantages requires increased creativity to assist employees in adopting an intrapreneurial outlook to provide proactive solutions. Intrapreneurship is an autonomous process. Eskom which bulk suppliers South Africa mission is to provide electricity reliably at a low cost to all South African. This seems less reachable with high operating cost, slow capacity growth and aging infrastructure. This study focused and contributed to the innovation environment of Eskom, with the area of study being confined within the Eastern Cape. The study objectives sought to review Eskom Distribution’s business plan and innovation policy, while identifying if employees have intrapreneurial trait, if organisational culture, system and managerial styles are conducive for intraprenuership, if the external environment will promote intrapreneurship within the organisation, and which ideas have best adoption rates of innovation within the organisation, these factors may hinder the success of innovation in the organisation, based on the theoretical findings of the literature study. Employees, at both managerial and non-managerial levels participated in a research study. The research instrument used comprised of questions that covered the various objectives listed above. This provided the basis for a quantitative study to be done. Using statistical methods to identify any special relationships or trends, the research was conducted and recommendations were made based on the objectives of this study in relation to the organisation under study, Eskom Distribution, Eastern Cape Operating Unit. Based on the findings, recommendations to improve innovation, through intrapreneurship methods were made.

ENGLISH ABSTRACT: The application of cycloaliphatic epoxide (CE) insulation in the Republic of South Africa is investigated within this thesis. There was a request from industry to evaluate the product and indicate its suitability for application within the various geographic and climatic zones typical of the RSA. An extensive survey was conducted into the historic origins of the material, and the experiences of international utilities applying the insulation medium in respect of polluted conditions. The properties of the Automatic Pressure Gelation (APG) CE insulator manufacturing process are discussed with reference to the manufacture of glass and porcelain insulation, and typical areas for concern are discussed with reference to insulators found to deviate from specification. Typical insulators were obtained from the manufacturers and utilities associated with the product, and were subjected to electrical, material and visual examination tests. The electrical tests included AC wet and dry, lightning impulse, clean fog, salt fog, mould release resiliency and the IEC 1109 voltage test. The material tests included the identification of the epoxide systems in use in the RSA, ultraviolet radiation aging simulation, water hydrolysis and salt deposit density tests. The main findings are: • CE insulation is sensitive to marine pollution and continuous-wetting pollution types. • The use of CE insulation is promoted in respect of inland and medium industrial pollution types. • Class B pin-type CE insulation is prone to partial discharge related failures. • Surface roughening on the insulator surfaces leads to reduced AC wet flashover voltages and increased pollution catch. Additionally: • A comprehensive aging hypothesis was developed detailing three independent aging stages/modes applying to CE insulation. • A hypothesis was developed for a new evaluation method for documenting changes on insulator surfaces due to the action of aging mechanisms: The Surface Area Index.

Census 2011 put the rate of electrification in South Africa at 84 percent. Even though this is a positive outcome to the previously recorded 34 percent, it has served as a clear indication that the target for Universal Access to Electricity by 2014 as set by President Jacob Zuma is unlikely to be achieved. In June 2013, cabinet approved the implementation of the new household electrification strategy and in support of this decision the Department of Energy was tasked to develop a new electrification roadmap or implementation plan. The intention of this research study has been to contribute to the development of this strategic plan by analysing the status of electrification in KwaZulu-Natal, as extracted from the provincial Geographical Information System, in order to identify the optimal electrification roll out plan and to develop guiding principles for the electrification of the province. The research outcomes provide a view of the current state of electrification within the province, identify the major technical constraints which hinder the progress, and provide recommendations for implementation roll out for KwaZulu-Natal province. The finding of this research is that of the 497 799 thousand un-electrified houses, 169 506 HH are not electrifiable as there is not sufficient capacity on the existing networks to cater for these households. Of those, 132 007 households are dependent on the establishment and construction of new bulk infrastructure such as substations and lines, while 37 499 are dependent on the upgrade or refurbishment of the existing infrastructure. The research has identified and categorised the ‘critical’ bulk infrastructure that will benefit 5 000 households or more as well as the high impact infrastructure projects that cater for 3 000 households or more. The research has also identified municipalities that are above the average of 84 percent electrification and categorised these as quick win areas to help in the progression toward universal access. As the research has also identified the dark havens, named as such due to being less than 50 percent electrified and plagued by technical constraints which makes any electrification of these areas not possible in the next five to ten years. Recommendations for responding to all four categories of findings are put forward.

Towards the end of 2007, South Africa started experiencing widespread rolling electricity blackouts as the electricity demand exceeded the supply from energy giant Eskom. The crisis reached its tipping point when industries, including Sasol, were requested to reduce their electricity consumption by 10%. The purpose of this research was to identify alternative futures for Sasol in the light of the current electricity crisis. The scenario process was used to develop the following independent scenarios for Sasol: • Fuel to the fire. The country is amidst an ongoing nationwide electricity crisis and Sasol is still dependent on Eskom for more than 50% of its electricity demand. The end result is reduced turnover, shortage of liquid fuels and a decrease in Sasol’s contribution to the economy. • Ignorance is bliss. This is a world where Sasol is independent of Eskom for electricity supply despite the country’s continuing electricity crisis. Independence is ideal but unfortunately it comes at a cost. It is about taking painful action in the near term to forestall even more painful consequences in the future. • Blessing in disguise. Sasol is dependent on Eskom for the majority of its electricity requirement. The reliability of electricity supply in South Africa recovered and there is an overall awareness regarding energy efficiency and a positive adoption of alternative energy technologies. • Icing on the cake. Sasol is completely independent of Eskom and Eskom managed to restore the integrity of electricity supply. The end result, Sasol can continue with its planned growth and expansion. In order for the scenarios to be useful for Sasol, it is necessary to incorporate them into the strategic agenda. Some considerations include the gradual replacement of traditional fossil fuels, carbon capture and sequestration, advanced coal electricity generation (clean coal technology), increasing the use of renewable energy sources and developing the hydrogen economy.

Traditionally, the Electricity Supply Industry (ESI) organisational structure consisted of generating plant, transmission and distribution networks, a regulating authority and network control, all vertically integrated into single organisational structure. The result of the vertically integrated organisational structure, in other words an organisation where all the functions belong to a single organisation, and some of the organisation's functions are not the sole responsibility of one specific functional area, has been a captive market for the industry. No real market forces existed to control the industry. The responsibility for the industry was traditionally left in the hands of a single organisation, accountable only to the regulating authority. However, the industry has recently been subjected to incredible pressure to reform. The incentive to reform is based on various factors, ranging from sound business decisions, the need to reduce government debt, reduction of primary energy cost for key industries to political pressure. A common thread throughout the reform exercise is the requirement that competition must be introduced into the ESI to ensure market forces on the industry. To introduce competition into the industry, the authorities often start by unbundling the different functions in the industry. The second step is to identify the functions that can only operate effectively as a monopoly. The authorities then need to determine the optimum balance between regulatory rules and requirements and market forces on the. industry. By introducing the optimum balance between industry regulation, market forces and the specific needs of each country, the changes in the industry may result in long term gain for the industry's host country. The gains are often measured in reduced electricity cost and growth in industries dependant on the ESI as a primary energy source. The study incorporates a wide range of issues, starting with the drivers behind the deregulation effort through management tools to regulatory rules and requirements in the deregulated environment. The study evaluates the risks and benefits of the deregulated market, and examines the tools adopted from the financial markets and used in the new electricity markets. The requirement for regulatory rules will be evident throughout the dissertation, and will be discussed in detail in the final chapter. The study is concluded with the message that the common factors and resultant solutions are of such a nature that it would not be necessary to develop a new set of rules, regulations and management tools for a country starting down the road of deregulation. It would however be required to determine the needs of the industry's host country and to adapt the current tools and regulatory rules to the country it is implemented in. The final outcome of the dissertation is that the post-deregulated industry has only just started operating under the new regulatory regime and using the newly developed electricity markets. The industry is still subject to a severe learning curve, adapting and developing daily to satisfy the needs of a deregulated industry. There are sections of the industry that still need to be examined and optimised. However, the success of some of the deregulation efforts in the industry, and especially the deregulation in the UK confidently underwrite any equivalent exercise in the ESI.

The execution of maintenance and repairs are the core business deliverables of the Power Plant Maintenance (PPM) department at Eskom Distribution South Africa (SA). However, external service providers are employed to similarly execute these deliverables. Given this background, this study aimed to determine the influence of outsourcing core deliverables on the performance of the PPM department at Eskom SA. This quantitative study sought to determine the prevalence of any statistically significant differences in the degree of respondents’ responses regarding outsourcing the core business deliverables of their respective PPM departments in terms of profile factors such as gender, marital status, age, education qualification, designation and length of service. The study was carried out in eight out of nine PPM departments. A total of 135 responses were attained from a possible 152 participants, providing a response rate of 89 percent. The study was successful in the achievement of all the objectives. The results of the chi-square and regression tests revealed the presence of significant factors contributing to the outsourcing of core business deliverables, accomplishing the first objective. The results of the chi-square and correlation tests revealed that outsourcing did effect business performance, though this was not generally an enhancing effect, accomplishing the second objective. Results of the chi-square tests also highlighted significant effects on the motivation of internal employees when the repairs and maintenance of the power plant equipment are outsourced, accomplishing the third objective. The results of the correlation and chi-square also highlighted the effect of managing the core business deliverables on the business performance, the motivation of internal employees, as well as the alleviation of significant risks resulting from outsourcing core deliverables. The coefficient of determination (R-squared) revealed only 33 percent of the variations in the dependent variable that were explained by the independent variables. Finally, there was an indication of statistically acceptable reliability for the variables of the study.

This study investigates the limits to which distortion can be compensated in electrical distribution networks. Many factors hinder the "ideal" compensation of the line current to a perfect sinusoidal, in phase, scaled replica of the supply voltage. The different power theories that can be used to derive the reference compensation current, is one of the fundamental limits. The differences and correspondences between the FBD and Czarnecki theories are investigated in detail. Furthermore, it is shown by simulation and practical results, that the effectivity of compensation by the instantaneous power theory is load dependent. The compensation strategy and topology also impose limits on the effectivity of compensation. The position and strategy of a compensator determine whether the consumer is able to isolate his distortion from the rest of the network, or isolate himself from the distortion of other consumers. Distortion frequencies and system impedances are chosen specifically to visually show the effect of the different topologies and strategies, by means of simulation. One of the most important limits brought about by new technology, is the lagging of the reference compensation current, due to the use of signal processing in determining the reference signals. The effect of this lagging reference is clearly shown by means of simulation and practical compensation systems. An effectivity index for this phenomenon is defined for steady state systems. The dynamic limitations of this lagging reference compensation current is investigated thoroughly. A method is derived by which the maximum fault, due to the sampling time and signal processing time, can be calculated when a high f-region occurs in the line current. The dynamic response of the compensation system is also limited by the ' di-ability of the converter. Therefore, a method is developed to calculate the individual fault contribution of the lagging reference as well as the converter. This method enables designers to determine the parameters of the signal processing system and the converter in the planning phase. The use of a maximum sampling frequency is stressed. In the experimental work, a 10kVA, PWM-switched IGBT inverter is used as a parallel voltage fed compensator. It compensates for two non-linear loads : a three phase diode rectifier with an inductive load, and a three phase diode rectifier with a capacitive load. The practical compensation according to the instantaneous power theory of these two loads, confirms that the result of this compensation is load dependent. The effect of the lagging reference compensation current in a practical system is also shown.

The purpose of this document is to report on the development of Linear Programming function for the Generation Expansion Planning environment of Eskom. This was achieved by researching the modeling methods employed in this and related fields of work. After establishing the scope of the work to be performed all the options were carefully assessed and it was decided to develop the Production Scheduling function first, as this would serve as the foundation for future work. The requirements were specified after extensive discussion with the customer. These requirements were utilize to establish the formulae, including their bounds and constraints. These were in turn converted into the Linear programming function. To faci1itate the data input process a simple input facility was developed. To maximize the value of the results the report writer was developed to enable sensitivity studies to be performed. This work was later used as the foundation of the NewGex programme.

Abstract With an ever increasing emphasis on reliability of supply, improvement in the lightning performance of distribution lines is required. The arc quenching properties of wooden distribution line poles during lightning strikes are an important factor in the reduction of switchgear operation, hence outages. Measurements were conducted on a 22 kV distribution line and it was suspected, in some cases, that direct lightning strikes to the line did not cause switchgear operation. Distribution lines predominantly use wooden poles with a specific configuration which incorporates a 'wooden' spark gap. This paper provides background to the basic configuration of a typical distribution line and the processes which govern the electric arc. A simulation using a dynamic arc model shows that field measured lightning overvoltages on a distribution line are reproducible through system modelling. The simplistic dynamic arc model developed is sufficiently accurate to describe a set of arcs in a larger system such as a distribution line.

Conventional Current Transformers (CTs) provide the input signal required by protection relays, control equipment and energy metering in power networks. Catastrophic failures of CTs may lead to injury of personnel within the substation, interruption of power supply and damage to adjacent high voltage equipment. One of the causes of CT failures is high values of insulation power factor. Research indicates that with increasing primary insulation power factor values, partial discharges develop between the paper insulation leading to its exponential decay with the end result of an ultimate CT failure. Reports in Eskom Distribution indicated that a number of CTs from one manufacturer were exceeding the specified insulation power factor value. This research was initiated to investigate the impact of high power factor on the premature failure of CTs. This study serves to analyse the significance of power factor on paper-oil insulation within a hair-pin type CT. The internal primary insulation of a hair-pin type CT used in Eskom Distribution is reviewed in terms of its design, construction and relevant tests. Sample CTs rated at 132kV and manufactured in the year 2007 to 2009 from the specific manufacturer were selected for insulation power factor testing. The Doble M4100 diagnostic test system was used to perform the testing that also assisted in providing a comparison between the units with high insulation power factor values and that which were within the specified limits. The results show that the high values of insulation power factor give a direct indication of the dielectric losses (I2R) within that CT, which inadvertently indicates the shortened serviceable life of that CT. High moisture content within the primary insulation, low quality insulating oil and inadequate quality assurance were identified as some of the contributory factors in the CTs non compliance. The effects of high values of insulation power factor are the primary factor for continuous on-line condition monitoring techniques that enable data trending and provide for early warning of an imminent CT failure. The testing of the sample CTs provided a more dynamic approach for recommendations to prevent the installation of such units into the power network.

The paper identifies that due to the historic evolution of the South African economy, particularly the emphasis placed on energy provision as a catalyst for successful mineral extraction; the seeds were sown for South Africa to be an industrial hub in transformer manufacturing. However, this opportunity has not been realised. Domestic transformer manufacturers have continued to lose market share both domestically and globally. The research identifies a lack of demand, locally, for domestically manufactured transformers as an inherent cause of the challenges faced by the local transformer industry. This lack of demand is also recognized as the reason constraining the potential growth of the industry. The paper identifies a virtuous cycle between capacity utilization and expansion, wherein; higher capacity utilization favourably influences price competitiveness, which increases market share and induces investment into additional capacity. As greater market share is 2 | P a g e attained due to price competitiveness, even higher capacity utilization is achieved; therefore further inducing investment on the expanded capacity and the cycle continues with further expansion. The paper investigates sectoral designation as an industrial policy instrument to achieve this model, that is; increase demand, capacity utilization and ultimately broaden the industrial base of transformer manufacturing. The paper advocates that, while growing in the export market is the ideal end point, the industry would grow its current production capacity threefold if it were provided the opportunity to fully satisfy domestic demand1. As a result, this should be the first market to conquer. It is also identified in the research that sectoral designation as a policy instrument is not without shortfalls, particularly given the unique characteristics inherent in the transformer industry. The paper concludes with policy recommendations to overcome the identified shortfalls and proposes a model for consideration. South Africa's demand for electricity is expected to outstrip the industry's generation capacity by 2010. If the government wants to avoid this situation, the construction of new plants must commence. At the moment this task has been delayed because the Government is at loggerheads with COSAU and Eskom about restructuring the electricity supply industry. This debate will remain unsolved unless the government can substantiate why exposing the industry to competition will improve its performance. Unfortunately this task is not as simple as it seems. Even though competition is one of the most widely used terms in economics, it still remains an elusive concept. The ambiguity regarding tl1e meaning of competition arises from the failure to divorce the concept of competition from a market structure; as a consequence an operational meaning of what it means to compete \n terms of contemporary business behaviour does not exist. As a result activities associated with industrialisation, such as a changing production function, the development of new products and t~chniqu'::s and business structures are not related to the concept of competition. In order to develop n clear understanding of "what it means to compete", this dissertadon uses a behavioural definition of competition to determine why exposing firms to. competitive pressure improves their performance, reflected in superior static and dynamic efficiency levels. Based on this conceptual framework, Schumpeter' s approach to competition, which emphasises innovation, profits and the entrepreneur as the agent of improvement combined with the idea that it is the uneven development of knowledge that matters in the process of creative destruction", is accepted (Metcalfe & Ramlogan &Uyarra: 2001). Based on the above notion of competition, competitive pressure positively influences firms' performance, improving their static and dynamic efficiency levels. A micro-economic analysis of a C!)IDp.etitive electricity industry is conducted in order to test the abov~ assumption. This case study demonstrates that the competitive process ultimately improves thr: integration of knowledge throughout the supply chain, which is used an input to stimulate innovation within firms and exploit new technologies (Murphy, 2002:21). As a result, firms facing competition will try to retaii1 their market position 2 by exploiting all knowledge and exploring all avenues of technological invention, before selecting the best method (Khan: 1998). In addition, this case study illustrates that stimulating dynamic efficiency goes beyond developing and implementing "hardware" (computers, CCGT plants, fuel cells etc). Although technology plays an important role in shaping industrial organisation, it is not the catalyst that drives innovation and change. Rather organisational innovation changes market participants' schemas, breeding new ideas that become the input to create technology. Therefore organisational innovation has profound efficiency consequences (Williamson, 1994: 183). If technological and organisational inncvation is intertwined, then innovation is a complex evolutionary process, which occurs over time. Furthermore innovation cannot occur in a vacuum, but is interconnected, interwoven and interdependent with an industry's physical and institutional context (Perez, 2000). Based on the stylised facts a competitive market provides the institutional context that stimulates innovation, and therefore it might be worth incurring the transactions costs and short-term losses in order to create these opportunities.

The benefits and importance of electricity can be easily taken for granted by the consumer. Towards the end of 2007, South Africa suffered numerous power outages and that lead to the implementation of load shedding by Eskom, the electricity utility in South Africa, in order to manage the shortage of electricity. Electricity utilities constantly make decisions that affect the cost, reliability and quality of their services. Therefore engineering designs and maintenance strategies should be updated frequently. The benefits of these updates to the system would have a significant performance improvement in regards to reliability and the quality of the electricity. The outline of asset management is therefore to focus on the business assets so that the organisation could serve the customers effectively. As a result, the focus for the research is to develop a life cycle management plan for one of the main assets utilised in the distribution network namely power transformers. The research would include a study of power transformers and customs that could be used to improve the reliability, logistics, safety and the capital investments of the network. Power transformers are static equipment, and failure rate is very low compared to other assets found in substations. As a result of their sizes, transformers requires more time and special arrangements should a failure occur. A risk and condition analysis was conducted on transformers and the results and conclusions were discussed.

In a country that ranks forty seventh on a list of fifty countries in a world competitive survey economic growth should be a high priority in South Africa. The main player in South Africa's energy industry took up the gauntlet and is moving to economic growth with the vision 'to provide the world's cheapest electricity for growth and prosperity." Competition was introduced among the electricity producers by a process called trading and brokering. Majuba power station, the most expensive electricity producer on the South African grid, was left out in the cold. Management of Majuba is challenged to derive resourceful strategies to ensure sustained profitability. These strategies will require a study into world trends to enable them to be more competitive. Crystal ball gazing is not needed to know that major restrictions on pollution of the atmosphere by industry will be curbed by stringent legislation. The current electrification programme in South Africa is bound to impact the shape of the daily load curve. Labour cost and the rate of inflation have been increasing and can be expected to keep on rising in the foreseeable future. It is important to know what macro effect these factors will have on the South African power industry. Majuba must be able to identify the changes lurking on the horizon and have contingency plans in place to meet these challenges. In this work different types of plant needed to meet the daily load demand are researched from literature. It is then compared to the types of plant installed in South Africa. This leads to the conclusion that the installed plant in South Africa is not sufficient to meet the daily demand effectively. A case study is done on Majuba Power Station that has been operating in a two shifting mode since December 1996. This means that the units is started every day to be on full load in time for morning peak and then shut down after evening peak. It is also shown that this mode of operation is proffitable for a relatively expensive power generator.

The method is implemented based on the existing power monitoring devices installed in power generation plants. The Digital Fault Recorders (DFRs) are used in this work as the monitoring devices. Due to the advancement of data processing and communication capabilities of such devices, a large amount of information generated by DFRs is concentrated in the utilitys head office. This data is archived for permanent storage and analysis. The presented work aims to assist the power utilities in harmonic invigilation problems based on DFRs.

Short-term load forecasting in South Africa using machine learning and statistical models is discussed in this study. The research is focused on carrying out a comparative analysis in forecasting hourly electricity demand. This study was carried out using South Africa’s aggregated hourly load data from Eskom. The comparison is carried out in this study using support vector regression (SVR), stochastic gradient boosting (SGB), artificial neural networks (NN) with generalized additive model (GAM) as a benchmark model in forecasting hourly electricity demand. In both modelling frameworks, variable selection is done using least absolute shrinkage and selection operator (Lasso). The SGB model yielded the least root mean square error (RMSE), mean absolute error (MAE) and mean absolute percentage error (MAPE) on testing data. SGB model also yielded the least RMSE, MAE and MAPE on training data. Forecast combination of the models’ forecasts is done using convex combination and quantile regres- sion averaging (QRA). The QRA was found to be the best forecast combination model ibased on the RMSE, MAE and MAPE.
