Abstract:
With the rapid development of electronic commerce, payment is becoming the focus problem of electronic commerce. Electronic cash has become the ideal method of electronic payment for it is able to realize fair, secure, effect electronic transacts. Along with electronic commerce development, electronic cash payment systems are also gradually developing. However, most electronic cashes are facing the security issues. Moreover, the amount of money each electronic cash card contains is fixed at issuance and is available only within a specified system. The key technology is digital signature technology, including blind signature, group signature, and ring signature. The paper researches the security problems of electronic cash in information safety and e-commerce, and discusses the electronic payment and the security problem, which is regarded as the foundation of electronic commerce. The main factors are given that causes security problems of electronic payment, and suggests corresponding precautionary measures.

To help people to find helpful information, electronic commerce personalized recommendation technique emerges. Collaborative filtering is one successful personalized recommendation technology, and is widely used in many fields. But traditional collaborative filtering recommendation algorithm has the problem of sparsity, which will influence the efficiency of prediction. User context information is rarely considered in the recommendation process, especially in the collaborative filtering. In this paper, a new electronic commerce collaborative filtering recommendation algorithm is given which applies the user context information. This method combines the rating similarity and the user context similarity in the electronic commerce recommendation process to improve the prediction accuracy by efficiently managing the problem of data sparsity.

Its advent offered the promise of new opportunities to businesses and entrepreneurs around the world. The hyperbole associated with the Internet and the Web resulted in a mindset that e-Commerce was an easy road to success. It was believed that this new technology-based approach would revolutionise business in a number of ways, including changing the relationships between thestakeholders and allowing small organisations to play on the global stage. However, the road to business enhancement through e-Commerce has not been easy. Many organisations have not survived their attempts to engage. in e-Commerce and others have radically changed their approach since the e- . Bubble burst. There were many reasons for the failure of these e-Commerce initiatives. They included poor business ideas, no control of expenditure, lack of general business experience and immaturity, as well as little understanding of the crucial importance of managing the technology through which the Internet and the Web delivers e-Commerce opportunities. This thesis explores the intricacies of IS within the Sduth African B2C eCommerce environment and argues that without a coherent understanding of the factors affecting IS success, the implementation of traditional IS evaluation mechanisms may be problematic. A comparative analysis of studies in this field between the pre- and post- e-Commerce eras, ascertained a paucity of theoretical frameworks and a fragmented body of knowledge in the extant literature, with a narrow focus on web-interface issues.

<p> Developing online trust is crucial for e-commerce vendors in order to attract new consumers and develop long-term relationships with existing ones. We intended to investigate if consumers from different generational cohorts differ on how they develop online trust when utilizing e-commerce websites. Through the analysis of empirical data collected from 138 users of e-commerce, we examined four drivers of online trust between three generational cohorts in Puerto Rico. We reviewed relevant research related to the effects of security, privacy, navigational elements, feedback mechanisms on online trust and generational cohort theory. Partial least square and structural equation modeling was use for analysis. Results suggest that online trust is developed in dissimilar fashions across generations and differ in what drivers they find important. Our research could hold practical and scholarly significance since its findings can help e-commerce and online service providers in determining the important factors they need to have present in their websites in order to address online trust for their target audience. By investigating the differences in the drivers of online trust across three generational cohorts, this study builds upon previous literature that only compared Millennials against Baby Boomers.</p><p>

In the current context, e-commerce has improved significantly as consumers have increased online shopping in different sectors of the economy. Therefore, the term “e-commerce” is becoming increasingly well-known and relevant for conducting business transactions. In addition, the current context of the COVID-19 pandemic has contributed to the extreme growth of e-commerce, and in the long term it will be a vital part of companies to achieve a greater competitive advantage as it offers benefits to the end consumer. However, it is important to note that there will be technological and non-technological limitations that will affect its growth. Nevertheless, the advance of information and communication technologies (ICTS) will tend to correct these limitations, consolidating the generalized increase of e-commerce worldwide. Consequently, it is pertinent that students of economics, administrative and accounting sciences, engineering, among others, expand their knowledge in e-commerce and thus be at the forefront of the different issues surrounding the digital transformation in companies and the digital economy.

The 2016 Quality Payment Program (QPP) is a Medicare reimbursement reform designed to incentivize value-based care over volume-based care. A core tenet of the QPP is integrated utilization of certified electronic health record technology (CEHRT). Adopting and implementing CEHRT is a resource-intensive process, requiring both financial capital and human capital (in the form of knowledge and time). Adoption can be especially challenging for small or rural practices that may not have access to such capital. In this issue brief, we discuss the role of CEHRT in the QPP and offer policy recommendations to help small and rural practices improve their health information technology (IT) capabilities with regards to participation in value-based care. The QPP requires practices to have health IT capabilities, both as a requirement for a complete performance score and to facilitate reporting. Practices that are unable to implement CEHRT will have difficulty complying with the new reimbursement system, and will likely incur financial losses. We recommend monetary support and staff training to small and rural practices for the adoption of CEHRT, and we recommend assistance to help practices comply with the requirements of the QPP and coordinate with other small and rural practices for reporting purposes.

With its annual Payment Systems Report, Banco de la República offers a complete overview of the infrastructure of Colombia’s financial market. Each edition of the report has four objectives: 1) to publicize a consolidated account of how the figures for payment infrastructures have evolved with respect to both financial assets and goods and services; 2) to summarize the issues that are being debated internationally and are of interest to the industry that provides payment clearing and settlement services; 3) to offer the public an explanation of the ideas and concepts behind retail-value payment processes and the trends in retail payments within the circuit of individuals and companies; and 4) to familiarize the public, the industry, and all other financial authorities with the methodological progress that has been achieved through applied research to analyze the stability of payment systems. This edition introduces changes that have been made in the structure of the report, which are intended to make it easier and more enjoyable to read. The initial sections in this edition, which is the eleventh, contain an analysis of the statistics on the evolution and performance of financial market infrastructures. These are understood as multilateral systems wherein the participating entities clear, settle and register payments, securities, derivatives and other financial assets. The large-value payment system (CUD) saw less momentum in 2019 than it did the year before, mainly because of a decline in the amount of secondary market operations for government bonds, both in cash and sell/buy-backs, which was offset by an increase in operations with collective investment funds (CIFs) and Banco de la República’s operations to increase the money supply (repos). Consequently, the Central Securities Depository (DCV) registered less activity, due to fewer negotiations on the secondary market for public debt. This trend was also observed in the private debt market, as evidenced by the decline in the average amounts cleared and settled through the Central Securities Depository of Colombia (Deceval) and in the value of operations with financial derivatives cleared and settled through the Central Counterparty of Colombia (CRCC). Section three offers a comprehensive look at the market for retail-value payments; that is, transactions made by individuals and companies. During 2019, electronic transfers increased, and payments made with debit and credit cards continued to trend upward. In contrast, payments by check continued to decline, although the average daily value was almost four times the value of debit and credit card purchases. The same section contains the results of the fourth survey on how the use of retail-value payment instruments (for usual payments) is perceived. Conducted at the end of 2019, the main purpose of the survey was to identify the availability of these payment instruments, the public’s preferences for them, and their acceptance by merchants. It is worth noting that cash continues to be the instrument most used by the population for usual monthly payments (88.1% with respect to the number of payments and 87.4% in value). However, its use in terms of value has declined, having registered 89.6% in the 2017 survey. In turn, the level of acceptance by merchants of payment instruments other than cash is 14.1% for debit cards, 13.4% for credit cards, 8.2% for electronic transfers of funds and 1.8% for checks. The main reason for the use of cash is the absence of point-of-sale terminals at commercial establishments. Considering that the retail-payment market worldwide is influenced by constant innovation in payment services, by the modernization of clearing and settlement systems, and by the efforts of regulators to redefine the payment industry for the future, these trends are addressed in the fourth section of the report. There is an account of how innovations in technology-based financial payment services have developed, and it shows that while this topic is not new, it has evolved, particularly in terms of origin and vocation. One of the boxes that accompanies the fourth section deals with certain payment aspects of open banking and international experience in that regard, which has given the customers of a financial entity sovereignty over their data, allowing them, under transparent and secure conditions, to authorize a third party, other than their financial entity, to request information on their accounts with financial entities, thus enabling the third party to offer various financial services or initiate payments. Innovation also has sparked interest among international organizations, central banks, and research groups concerning the creation of digital currencies. Accordingly, the last box deals with the recent international debate on issuance of central bank digital currencies. In terms of the methodological progress that has been made, it is important to underscore the work that has been done on the role of central counterparties (CCPs) in mitigating liquidity and counterparty risk. The fifth section of the report offers an explanation of a document in which the work of CCPs in financial markets is analyzed and corroborated through an exercise that was built around the Central Counterparty of Colombia (CRCC) in the Colombian market for non-delivery peso-dollar forward exchange transactions, using the methodology of network topology. The results provide empirical support for the different theoretical models developed to study the effect of CCPs on financial markets. Finally, the results of research using artificial intelligence with information from the large-value payment system are presented. Based on the payments made among financial institutions in the large-value payment system, a methodology is used to compare different payment networks, as well as to determine which ones can be considered abnormal. The methodology shows signs that indicate when a network moves away from its historical trend, so it can be studied and monitored. A methodology similar to the one applied to classify images is used to make this comparison, the idea being to extract the main characteristics of the networks and use them as a parameter for comparison.
