With the rapid development of electronic commerce, payment is becoming the focus problem of electronic commerce. Electronic cash has become the ideal method of electronic payment for it is able to realize fair, secure, effect electronic transacts. Along with electronic commerce development, electronic cash payment systems are also gradually developing. However, most electronic cashes are facing the security issues. Moreover, the amount of money each electronic cash card contains is fixed at issuance and is available only within a specified system. The key technology is digital signature technology, including blind signature, group signature, and ring signature. The paper researches the security problems of electronic cash in information safety and e-commerce, and discusses the electronic payment and the security problem, which is regarded as the foundation of electronic commerce. The main factors are given that causes security problems of electronic payment, and suggests corresponding precautionary measures.

With the speedy development of Internet, information technology has provided an unmatched amount of information resources. To help people to find helpful information, electronic commerce personalized recommendation technique emerges. Collaborative filtering is one successful personalized recommendation technology, and is widely used in many fields. But traditional collaborative filtering recommendation algorithm has the problem of sparsity, which will influence the efficiency of prediction. User context information is rarely considered in the recommendation process, especially in the collaborative filtering. In this paper, a new electronic commerce collaborative filtering recommendation algorithm is given which applies the user context information. This method combines the rating similarity and the user context similarity in the electronic commerce recommendation process to improve the prediction accuracy by efficiently managing the problem of data sparsity.

Based on the specific characteristics and requirements for an adequate electronic commerce system support, this article gives an overview of the respective distributed systems technologies which are available for open and heterogeneous electronic commerce applications. Abstracting from basic communication mechanisms such as (transactionally secure) remote procedure calls and remote database access mechanisms, this includes service trading and brokerage functions as well as security aspects including such as notary and non-repudiation functions. Further important elements of a system infrastructure for electronic commerce applications are: Common middleware infrastructures, componentware techniques, distributed and mobile agent technologies etc. As electronic transactions enter the phase of performance, increasingly new and important functions are required. Among these are: Negotiation protocols to support both the settlement and fulfillment of electronic contracts as well as ad-hoc workflow management support for compound and distributed services in electronic commerce applications. In addition to an overview of the state of the art of the respective technology, the article briefly presents some related projects conducted by the authors jointly with international partners in order to realize some of the important new functions of a system infrastructure for open distributed electronic commerce applications.

Based on the analysis of the current situation of e-commerce development, this paper analyzes the influencing factors affecting the reliability of e-commerce logistics from the aspects of information technology, facilities and equipment, personnel operation and external environment. Additionally, it constructs the E-commerce intelligent logistics reliability distribution model and simulates the example. The research results show that, when the maximum and minimum reliability and complexity are not considered, the priority of improving the important high unit has a great impact on the reliability of the whole system. An increase in unit reliability can lead to an increase in system reliability and an increase in cost. When the reliability is increased to a certain extent, the continued increase will greatly increase the cost, and the cost of increasing the system unit reliability is greatly increased.

This paper reports on the theoretical development and empirical validation of a measurement instrument for three information technology (IT) core capabilities in an electronic commerce context. The instrument is based on the work of Feeny and Willcocks (1998) and includes the capabilities ‘information systems (IS)/IT governance’, ‘business system thinking’ and ‘relationship building’. It was validated using a sample consisting of 179 respondents, all of whom were IT managers or chief information officers. The results demonstrate that the constructs are reliable (a coefficients > 0.8) and valid. A confirmatory factor analysis on the data set yielded a moderately acceptable model fit. The model also demonstrated highly significant factor loadings (p > 0.001). The paper shows that a respecification of a competing model in which IS/IT governance is split into ‘business IT strategic thinking’ and ‘IT management’ provides better measures of fit. The paper concludes that the core capabilities of IT departments are useful constructs for incorporating into future research. They are successfully able to predict behaviours that have relatively little overlap. Recommended further research includes the relationship between capabilities and governance structures as well as further investigation into how IT core capabilities are formed and strengthened in organizations.

Electronic commerce is causing fundamental changes in the insurance sector. Inherent opportunities of this innovative sales channel are driving the development of a new customer relationship paradigm, development of new products, pursuit of low cost ‘self service’ strategies, and emergence of ‘virtual brokers’. The Australian insurance sector is well positioned to take advantage of electronic commerce due to the high level of PC penetration, high Internet usage, and extensive broadband infrastructure. The perception is that the Australian insurance sector is meeting these challenges. Surprisingly, despite the emergence of electronic commerce as a ‘hot topic’ in the information technology and insurance sector literature, little empirical research has been reported. Much of the extant literature can be criticized as being too generic and superficial. It is argued that until research is focused on specific aspects of electronic commerce, we will fail to capture meaningful insights. The aim of this research project is to develop a research framework appropriate for electronic commerce, research and to apply it to a specific sector (insurance), in a specific geographical region (Australia), using a specific electronic commerce, medium (Internet), for a specific purpose (business to consumer sale of risk products). The research objective is to discover which Australian insurance companies are using electronic commerce for what. The survey found that of the 21 largest Australian insurance companies only 18 have web sites. These sites are mainly used for promotional purposes and not for directly generating sales. Only six companies offer customer-specific pricing of their products. And of these, only four companies sell any of their products over the Internet. Paradoxically, despite pressing business drivers in the insurance sector and a favourable electronic commerce environment in Australia, these findings demonstrate a significant gap between appreciation of the importance of electronic commerce and realization of commercial potential. Whilst most Australian insurance companies are well aware of the special importance of electronic commerce, many fail to take full advantage. Although further qualitative research is recommended to understand why this is so, it is clear that a significant gap remains between the technical capabilities of electronic commerce and actual practice in the Australian insurance sector.

Law will always adjust to the conditions that occur in the middle of the community and act as a means of renewal in people's lives. Firstly, empirically investigate the determinants factors in internal and external by conducting interview. Secondly, provide new direction addressing why the business adopt ecommerce and what are concerning factors in adopting ecommerce with a successful. Analysis was done by comparing and analyzing six SMEs in South Bandung in a cluster that have same of types of products and adopt technology ecommerce but have a different in many ways. As the result of this study, limited human resource capacity and skills is the main constrains faced by SMEs when adopting technology ecommerce.

Information technology in the financial sector is a kind of mechanism that provides the whole process of efficient and operational work. After all, the process of economic formation acquires a new meaning. It becomes more productive and more coordinated. In modern conditions, information technologies that provide optimization of activities, integration and communication with the external environment are becoming more widespread and used in today's dynamic market. Over the past 3 years, the IT sector has become one of the important sectors for the export of services in Ukraine. In 2019, it brought in more than 5 billion USD in exports per year. An increase in the share of exports leads to an increase in the share of GDP, so the development of the IT sector should be a priority for sustainable financial development of the country. Namely, facilitating means the introduction of small and medium-sized IT enterprises. Creating competitive software for finance and accounting, namely EPR and CRM systems, facilitates the management of human resources, assets, supplies, and production of the final product. The world market leaders are such representatives as: Oracle, Salesforce, SAP, QuickBooks, 1C etc. Important areas of using IT technologies are also facilitating the exchange of information in the process of working on projects, accelerating document flow, improving planning efficiency, implementation of general business and marketing strategy, finance, HR-strategy, simplification of brand promotion, interaction with target audience , strengthening control over financial costs, etc. In addition, these systems help to set tasks, deadlines, results. The paper covers the assessment of the general state of development of e-commerce in Ukraine. The main criteria for the development of information technology are: information services, computer and telecommunications services. The dynamics of foreign trade in these types is highlighted and the most important consumer countries that use the services of Ukrainian specialists in the labor market are studied.
