Abstract:
Globally, electronic thesis and dissertations (ETDs) are deposited within the institutional and national repository portals and related databases. The purpose was to increase visibility of research output, and preserve and manage knowledge sharing among scholars. The growth of ETDs throughout the world has transformed the scholarly communication landscape and Zimbabwe is no exception in this revolution. ETDs are important data sets for research and socio-economic development, such that, their creation, coordination and management in academic institution should not be undermined. The article explores how ETDs have transformed scholarly research through knowledge sharing. The article highlighted the experiences of academic institutions in creating and developing ETD's in Zimbabwe. The study makes recommendations to enhance ETD's culture in academic libraries in Zimbabwe.

Purpose This paper aims to provide an update to Tom Sanville’s 2007 overview of OhioLINK, a renowned US academic library consortium, and describe the current state of activity and services. Design/methodology/approach The approach used is descriptive. Findings OhioLINK’s main collaborative services include document delivery, resource sharing and the establishment of digital libraries, including electronic journals, electronic books and open-access materials such as electronic theses and dissertations. This update to Tom Sanville’s 2007 overview of OhioLINK issues and developments describes the current state of collaborative library services and resource sharing a decade later, including the challenges of hosted institutional repositories and the implications of shifting from shared print to e-book collections at the network level. Originality/value OhioLINK trends provide a snapshot of changing activity and sustainability in library resource sharing at network scale across many different types of academic libraries.

The repercussions of the recent dramatic shift in journal publication from a print to a digital platform – a shift termed by the author “the electronic turn” - are far-reaching. Delivered originally as a part of a panel discussion, this essay marks out the profound changes around journal content: how academic libraries purchase it, in how they provide access to it, and in how people use it. Factors contributing to the process include the growth of technological capacity, new publishing models, economic necessity, user preference, and changes in the way people prefer to read. The “electronic turn” is viewed as at the same time unavoidable and calling for corresponding changes in the mindsets of libraries, of publishers, and of researchers.

Purpose – The purpose of this paper is to presents the very recent development of e-journal publishing services at the University of North Carolina (UNC) at Charlotte. In 2011, the J. Murrey Atkins Library at UNC Charlotte created a new unit in the library, the Digital Scholarship Lab (DSL), which partners with faculty and graduate students in the use of digital and networked research tools to create, disseminate and store new knowledge. E-journal publishing and hosting are among the suite of services offered by the DSL, and we currently publish three journals (https://journals.uncc.edu/). Design/methodology/approach – This report provides an overview of the context of our library’s decision to begin publishing journals, including a discussion of our university’s becoming more research-intensive, our university system mandating increased efficiencies and sharing research with the state citizens, and the library’s own goals of raising awareness of and supporting open access. Also outlined are the technical and procedural choices made, important activities undertaken to develop, define and publicize the new services, campus response to the service and next steps. Findings – This report provides detailed accounting of how a large academic library implemented an electronic publishing service to support open access scholarship. Important activities such as marketing communication, policies development and technical/procedural activities are defined and results described. The report provides observation and lessons learned for academic libraries in development and support of electronic journals. Originality/value – Library as the publisher is a new concept. This report will be of interest to many libraries who are considering offering publishing services and to libraries that currently offer publishing services.

Abstract:
Research questions: What are the current conceptualizations of health literacy, and what strategies are Canadian health librarians in public, academic, and hospital libraries enacting to put health literacy promotion into practice? Data sources: Serving as the basis of this scoping review, library and information science, health sciences, and interdisciplinary databases were searched using key terms relating to health literacy promotion as it relates to services, programming, or resources used in a variety of library settings. A web searched allowed for the inclusion of grey literature sources. Study selection: Data sources were searched using a combination of subject headings and keywords relating to health literacy and librarians or libraries, which served as the inclusion criteria. Sources were also selected for their Canadian context or content and for health literacy promotion programs or services that took place in academic, public, or hospital library settings. Data extraction: Data sources included journal articles, government publications, library association reports, dissertations, grey literature, reviews, and newspaper articles. Data were extracted from selected Canadian data sources, identifying the type of library in which health literacy promotion-related programs were situated, the program's scope, topics covered, and the resources used or developed. Results: The established link between low health literacy and poor health outcomes allows librarians to play an active role in promoting the quality of life of their patrons. Summaries from research articles and publications from library associations provide descriptions of health literacy promotion efforts in public libraries, followed by an examination of the role librarians play in promoting health literacy skills or knowledge in academic and hospital libraries. Conclusion: Analyses of recent health literacy initiatives and programming, including educational programs, electronic or web resources, and cross-discipline committees reveal the diversity of innovative tactics implemented by librarians to promote health literacy. Health literacy awareness is a tool all librarians can incorporate into their interactions with patrons. Current barriers and sources for future inquiry surrounding health literacy promotion in libraries highlight the need for librarians to promote their skill set as a means to gain inclusion as key players in national action plans concerning health literacy promotion.

Academic libraries are becoming more directly involved in the design and publishing of electronic information resources, including bibliographic databases, electronic journals, and digital archives. As a result, librarians are dealing with many user interface design issues that computer scientists and information specialists in other fields have encountered. Transaction log analysis can provide a rich source of information on user behavior and insights as to how user interfaces can be improved. This article describes the methodology and results of the log analysis for the Alcohol Studies Database (ASDB), a domain-specific database supported by the Center of Alcohol Studies and Rutgers University Libraries (RUL). The goals of this study were to better understand user search behavior, to analyze failure rates, and to develop approaches for improving the user interface.

Abstract:
This article reports on a 2012 survey of library patrons at ATLA-affiliated libraries regarding academic reading habits and preferences. The research questions for the study were: [1] To what extent is academic reading done as e-reading?; [2] What features do participants value in e-books?; [3] What library sources do patrons want made available to them electronically? The method used in the study was an online survey. A total of 2,578 individuals took the survey in the spring of 2012. Key findings were that half of respondents regularly read journal articles on a computer screen and one in five regularly reads or listens to e-books in their academic work. Participants wanted e-books to enable them to perform keyword searches, move around quickly within the text, and annotate the text electronically. Seven out of ten participants stated that they would like libraries to provide reference works, Bible commentaries, circulating titles, and textbooks in electronic format. It appeared that the distinction between library-owned resources and those owned by an individual disappeared in the minds of many respondents. The author concludes that theological library directors should consider spending a significant proportion of their collection budget on electronic resources now, despite ongoing difficulties that academic publishers face in making a transition to digital publishing. The author also interprets findings in light of Fred Davis’ model of technology acceptance.

The statistics of the rise in information content is given. The extracts from the UN resolution «Transforming our world: the 2030 agenda for sustainable development» adopted on September 25, 2015, and set to forth starting January 1, 2016 are cited. Its goals and objectives directly related to libraries, archives and academic institutions are highlighted. The copyright issues are analyzed as well. The principles libraries, museums and archives are to observe while implementing new technologies are highlighted. The correlation between electronic and printed book at the present book market is analyzed. Purpose – Institutional repositories constitute an integral part of present day digital libraries allowing global access to scholarly publications and provides an opportunity for future research enhancement and long term preservation of information. Electronic theses and dissertations (ETDs) represent a growing segment of available content in institutional repositories where they contribute to the impact and ranking of their institutions. The present study traces the growth and development of online e-theses repositories in Asia within the broader framework of open access. Design/methodology/approach – The present study tries to discover the composition of ETD repositories in Asia based on the seven key parameters, i.e. country, types, language, disciplines, software, content types and repository policies. To achieve the stated objectives, the ETD repositories developed by Asian countries were identified by selecting the database of OpenDOAR (Directory of Open Access Repositories) and the retrieved data were thoroughly analyzed for the necessary information. Findings – Theses and dissertations are considered an important part of information resources in any institution. They are often the only source of research work. Unfortunately, access to these valuable unpublished resources is often restricted to parent institution only. The authors found that ETD repositories are addressing this problem by making institutional knowledge available online and thereby not only increasing its visibility and use, but also making them contribute to the impact and ranking of their institutions. Asian countries are beginning to embrace the idea of digitizing, archiving and making their theses and dissertations available online. The study found that more than half of all IRs listed in the directory of OpenDOAR contain ETDs. ETD system is growing fast in some Asian countries. However, the number of universities having e-theses repositories is meager considering the large number of quality academic and research institutions across Asian countries. Practical implications – The paper argues that ETD repositories not only benefit students and institutions by enhancing education and expanding research, but also by increasing a university’s visibility and use and thereby contributing to the impact and ranking of its parent institutions. Originality/value – The study hopes to heighten awareness of research being conducted in Asia and its contribution to a global knowledge base. Some of the suggestions to improve the existing conditions and strengthen the growth rate of ETDs in Asia are also presented.

In 2019, the Central Scientific Library of the Irkutsk Scientific Center of SB RAS (CSL ISC) celebrated its 70th anniversary. The library history began with the creation of the East Siberian Branch of the USSR Academy of Sciences (ESB or Branch) in Irkutsk in February 1949. Immediately the aim of information support for×scientific research arouse. One room was allotted on the second floor of the building on the Red Star street, 18 (now – Sukhe-Bator St.). The first 600 books were purchased at the local library collector. Anna Sergeevna Chumicheva, having at that time rich work experience in various types of libraries: trade-union library, NKVD club, and university library, was appointed director of ESB scientific library.The library acquisition profile was determined in accordance with research directions of institutions that were part of the Branch at the very beginning of its activities: Institute of Geology, Institute of Energy and Chemistry, Biological Sector and Geographic and Economic Sector. Much attention was paid to bibliographic activities: in the 1960-1980s. the staff of ESB scientific library created a series of indexes on hydrogeology, seismicity and engineering geology of Siberia and the Far East, on Lake Baikal.Currently, the Central Library is a methodological center for scientific libraries of academic institutes in Irkutsk and the Irkutsk region. The library has more than 366 thousand documents (books, brochures, journals), including 1000 documents on electronic media, about 4 thousand readers (scientists, graduate students, students), including 1260 online. CSL creates resources of own generation – the electronic database “Lake Baikal”, the database “Abstracts and Dissertations”, etc. In terms of popularizing science, the library has published a series of booklets about scientists and a documentary essay, “Irkutsk Academic-city: milestones in history” (Irkutsk, 2019). Since July 2017, the director of the Central Scientific Library is a young scientist Ivan Leonidovich Trofimov. From 1968 to the present day, the library is located in the building of the Institute of the Earth’s Crust of the Siberian Branch of the USSR Academy of Sciences (since 1992 – SB RAS).

College & Research Libraries, 75(6), 808-821. http://dx.doi.org/10.5860/ crl.75.6.808 Abstract Objective – To assess science journal publishers’ attitudes and policies regarding open access electronic theses and dissertations (ETDs). Design – Survey questionnaire. Setting – Science journal publications. Subjects – Editorial team members from 290 high-impact science journals. Methods – The 16,455 science journals listed in the 2005-09 Thompson Reuter’s Journal Performance Indicators (JPI) were identified as the base population for this study. The top five journals, as ranked by relative impact factor, from each of the 171 JPI-defined science disciplines were selected for the sampling frame. After the removal of duplicates, defunct titles, and pretest participants, the 715 resulting journals were grouped into 14 broader subject groups defined by the researchers. Randomized systematic sample was then employed to select a final sample size of 300 journals. Ten additional titles were later removed due to publication scope. Email invitations to participate in the survey were sent to the selected journals on August 9, 2012. After two email reminders, the web survey closed on August 27. Six phone follow-ups were made to a random sample of 100 out of the 246 non-responders between September 7 and 14 to increase the response rate. Main Results – The final response rate for the survey was 24.8% (72 out of 290), and the findings had an 11.5% margin of error with 95% confidence interval. Only 12.5% of the journals surveyed indicated they would “never accept” manuscripts derived from open access ETDs, while 51.4% indicated revised EDTs are “always welcome.” The rest of the respondents had some acceptance restrictions, including case-by-case review (19.4%), accept only if the content differs significantly from the original (8.3%), accept or only if access to the original ETD was limited (1.4%). Five of the 72 respondents (6.9%) did not have a policy for accepting ETDs. Of the 17 researcher-created discipline categories, Engineering titles had the highest (85.7%, or 12 out of 14) and Medical journals had the lowest (25%, or 3 out of 14) proportion of respondents who would “always welcome” manuscripts derived from open access ETDs. At least 50% of the journals from every type of publishing entity indicated they would “always welcome” revised ETDs. However, there are differences between the entities: University Presses were most likely to “always welcome” revised ETDs (87.5%), Commercial Publishers were more likely to have some acceptance restrictions (41.7%), and Academic Societies were the most likely entity to “never welcome” revised ETDs (12.7%). Lastly, in a comparison of the results of this study with the results from a similar 2013 study conducted on social science, arts and humanities (SS&H) journals, the authors found statistically significant differences (p=0.025, α=0.05) between the editorial policies regarding revised ETDs of science and SS&H journals. Conclusion – The study results suggest that, contrary to common perceptions, the majority of high-impact science journals would actually welcome revised open access ETDs submissions. Therefore, science scholars would not greatly reduce their chances for publishing manuscripts derived from EDTs by making the original ETDs accessible online.

The transformation from print to digital media for scientific communication, driven in part by the growth of the Internet and the tremendous explosion in the amount of information now available to everybody, is creating fundamental changes in institutions such as publishers, libraries, and universities that primarily exist for the creation, management, and distribution of information and knowledge. Scientific, technological, and medical journals are the first publications to be completely transformed from print to digital format but monographs are beginning to appear in digital format as well and soon all communication and publishing of scientific information will be entirely electronic. In fact, this change is affecting all components of the scientific enterprise, from personal correspondence and laboratory methods to peer reviewing and the quality assessment of scientific research. Along with these radical and rapid changes in information presentation and distribution are coincident changes in the expectations of both the public and other scientists, with both groups demanding ever more rapid, open, and global access to scientific information than has been available in the past. The consequence of this revolution in the mechanics of communications technology is threatening the very existence of a number of highly regarded institutions such as intellectual property, commercial publishers, scientific societies, and academic libraries and might soon begin to threaten even the traditional university.

PurposeThe purpose of this paper is to discuss issues involved in navigating the modern information environment where the relevance of cloud computing is unavoidable. This is a way of shifting from the hardware and software demands of storing and organizing data, to information access concerns. That is because with the exponential growth in information sources and all accompanying complexities, the limited capacity of libraries to host their own in its entirety necessitates opting for alternatives in the cloud.Design/methodology/approachA review of current literature about the topic was performedFindingsLiterature used reveals that currently, libraries are using the cloud for putting together user resources, i.e. using Software as a Service (SaaS), such as in library catalogues, WorldCat, Googledocs, and the aggregated subject gateways like SUMMON, and others; the web Platform as a Service (PaaS) as in the use of GoogleApp Engine; or Infrastructure as a Service (IaaS) as in the use of D‐Space, FEDORA, and others. The cloud is confirmed as a facilitator in storing and accessing information in addition to providing a unified web presence with reduced local storage capacity challenges.Originality/valueThe value of these findings is to remind librarians of the shift in focus towards which devices provide the easiest access to data and applications. This is one of the reasons they in many instances are currently having to address issues relating to the use of electronic media tools such as smartphones, iPad, e‐book readers, and other handheld devices. The largely borderless information resources also bring to the forefront considerations about digital rights management, fair use, information security, ownership and control of data, privacy, scholarly publishing, copyright guidance, and licensing that the librarian has to be knowledgeable about. It has become necessary for librarians who make use of commercial cloud services to be conversant with the implications on institutional data. To avert the ever present dangers and risks involving cyber‐security, it is usually practical for institutions to keep policies, procedures, fiscal, and personnel data in private clouds that have carefully crafted access permissions. Being aware of these implications enables thoughtful, adaptive planning strategies for the future of library practice and service.

This study aims to investigate the internet accessibility and usability among the graduate students in the Public Sector Universities of Khyber Pakhtunkhwa, Pakistan. The study adopts a descriptive survey design. The data was collected by administering a structured questionnaire as data collection tool from 1001 graduate students, selected through proportionate sampling technique from the five purposefully selected Public Sector Universities in Khyber Pakhtunkhwa. The results revealed that, majority of the students have their own PCs/Lap-tops and accessed internet at homes followed by university libraries and computer labs mostly for: entertainment, academics, communication and keeping themselves up-to-date. However, majority of the students used to spend maximum time on internet for entertainment purposes rather than educational purpose. It was also revealed that they were less satisfied with some of the important academic online resources like: free books, free online databases, free electronic reference material, indexes and abstracts, and thesis and dissertations and that is why these resources received the lowest ranks in effectiveness and a very low rank in the use frequency. The problems which hindered the effective use of internet among students were: inadequate knowledge of online e-resources, slow speed of internet, electricity shortage problems, the negative attitude of society towards the internet usage, and students having less encouragement from parents to use internet due to the availability of immoral sites on the internet. Thus, overcoming these problems will definitely enhance the effective use of the internet. Suggestions and recommendations are proffered based on the findings of this study.

The article «Applying Google Trends to study the German legal deposit copy system» discusses the use of web tools to investigate current library science problems. Using web-based statistical method the author searches the following issues: the dynamics of interest in the subject of a legal deposit copy from the date of adoption of the Law on the German National Library (2006) to nowadays; relations of the public interest peak changes in this topic to certain phenomena in the social and cultural life of Germany; the federal dimension of these issues when comparing interest to the topic in different regions of Germany; the public opinion on the popularity of legal copy among traditional and electronic sources. The article is divided into four parts. The first one sets the work objective and main tasks, gives a general description of the chosen research method. The second part deals with the process of creating a semantic dictionary; analyzes traditional and electronic sources of synonymic dictionaries. It describes the strengths of such an online language matching service as semager.de. The third part dissects a group of keywords related to the topic of a legal deposit copy along with the most interesting and problematic, from the point of the author’s view, additional keywords such as the German National Library, network publications, and disserta­tions. Using web statistical tools the paper shows that the most intense issues regarding the legal deposit, the problems of the German National Library and online publications were raised in the lands of West Germany. Developing the legal deposit copy system will go, first of all, through online publications, greater cooperation with academic and scholar libraries; open access of scientific data and publications related to dissertations and theses of West German lands’ universities. To understand how librarians conceptualize the impact of these new roles on the academic enterprise. Design – Electronic survey. Setting – Academic research libraries at Canadian research-intensive universities. Subjects – 205 academic librarians. Methods – An electronic survey was distributed to all librarians working at the 15 research-intensive universities in Canada. Archivists were included in this population, but senior administrators, such as university librarians, deans, and associate administrators, were not included. The 38-question survey was produced in English and French. Five focus areas for emerging skills were drawn from the literature and a review of job postings. Librarians were asked about their participation in particular activities associated with the different focus areas and about their training and confidence in those areas. The survey was sent to 743 librarians and had a 27% response rate with a total of 205 complete responses. Librarians participated from each of the 15 research universities and institutional response rates ranged from 14% to 51%. Survey Monkey was used to distribute the online survey. Cronbach’s alpha was used to measure reliability for each section of the survey and ranged from .735 in the confidence area to .934 in the job satisfaction area, indicating sufficient internal consistency. The data were analyzed using SPSS and RStudio. Main Results – In the general area of research support, a majority (75%) of participants reported that they provided information discovery services like consultations and literature reviews, 28% engaged in grant application support, 27% provided assistance with systematic reviews, 26% provided bibliometric services, and 23% provided data management services. In the teaching and learning area, 78% of participants provided classroom teaching to students, 75% provided one-on-one instruction, 48% created tutorials, 47% taught workshops for faculty, and 43% conducted copyright consultations. Only around half of participants offered digital scholarship services, and copyright consultations were the most frequently offered service in this area, with 36% of participants indicating that they offered this service. The area of user experience had the highest number of respondents, and the top services offered in this area included liaison services for staff and faculty (87%), library services assessment (46%), and student engagement initiatives (41%). In the scholarly communication area, 49% of respondents indicated that they provided consultation on alternative publishing models, including open access, and 41% provided copyright and intellectual property services. The majority of librarians were confident that they could perform their duties in the five focus areas. Teaching and learning had the highest confidence rate, with 75% of respondents indicating that they felt confident or very confident in their roles. Digital scholarship had the lowest confidence rating, with only 50% indicating that they felt confident or very confident about these roles. The survey also asked participants about their training and skills acquisition in the five areas. Most participants indicated that they acquired these skills through professional work experience and self-teaching. Based on the calculations from the survey focusing on participation in new and traditional roles, 13% of librarian participants performed only new roles, 44% performed only traditional roles, and 44% performed some new and some traditional roles. Additionally, 45% of librarians spent the majority of their time delivering traditional services, 19% delivering new services, and 36% dividing their time between new and traditional services. Job satisfaction and new or traditional roles were also examined, and statistically significant results indicated that librarians performing new roles were more satisfied with assigned duties (p = 0.009084), more satisfied with opportunities for challenge (p = 0.02499), and less satisfied with opportunities for independent action (p = 0.02904). Librarians performing new roles perceived a higher impact on scholarly communication (p = 0.02621) and supporting researchers (p = 0.0002126) than those performing traditional roles. Librarians performing new roles perceived a lower impact on contributing to student success (p = 0.003686) and supporting teaching and learning at the classroom level (p = 0.01473) than librarians performing traditional roles. Conclusion – Results demonstrate that librarians are still engaged in traditional roles, but new roles are emerging particularly in the areas of copyright and publishing, bibliometrics, online learning initiatives, and new communication strategies. Job satisfaction and confidence in these roles are similar between traditional and emerging roles. Overall, participants felt that they had a significant impact on the academic enterprise when performing new or traditional roles but that the roles had different areas of impact. This study is meant to be a baseline for future investigations in the trends and developments of roles for Canadian librarians. It analyses the consequences of neoliberalism regarding its assault on the social sphere and its production of mass inequality around the world. We initiate the conversation by making education central to politics, culture as the key tool that helps us to analyze the meanings of citizenship. Under the reign of neoliberalism, there has emerged a pedagogical machinery of power engaged in producing a culture of manufactured ignorance that works to produce a form of political repression. However, as an alternative, many pieces of research are arguing that education must empower citizens to engage in their communities as a method to learn, engage in individual and collective action, and how to participate in political struggles and public affairs. Political education can be an important social movement against the inequalities. That seems to be crucial for building a direct and participative citizenship in our contemporary democracy.

Abstract:
Objective – This study sought to determine the characteristics of research materials used by history students in preparing their master’s theses. Of which information resources formats did such students make use, and in what proportions? What was the age distribution of resources used? What was the dispersal over journal titles and over subject classification, i.e., the degree of interdisciplinarity? To what extent did the master’s students make use of non-English-language materials? To what extent did their institution’s library hold the resources in question? The investigator was especially interested in finding quantitative support for what he terms two “hypotheses.” The first of these is that historical research depends to a high degree on monographs, journal articles being far less important to it than they are to research in, especially, the natural sciences and technology. The second is that the age distribution of resources important to historical research is much flatter and longer than that of resources upon which researchers in the natural sciences and technology rely. Design – Citation analysis, supplemented with comprehensive catalogue searches. Setting – Southern Connecticut State University (SCSU), a mid-sized public university located in New Haven, Connecticut, U.S.A. Subjects – MA and MS theses (N=47) successfully submitted to the Department of History over the period from academic year 1998/1999 through academic year 2007/2008, inclusive. Methods – The investigator initially identified the theses through a search of the online catalogue (“Consuls”) of the Connecticut State University system, and retrieved all of them in either electronic or hard-copy form. He then subjected all citations (N=3,498) listed in the references sections of these theses to an examination in order to identify for each cited resource the format, the age, the language, and, in the case of scholarly journal articles, the journal of publication. He carried out bibliographic searches in order to rectify any citations which he had noted to be faulty or incomplete. The study took no account of possible additional citations in footnotes or endnotes or in the text, and did not measure citation intensity (whether, for instance, a thesis referred only once, or perhaps many times, to a given resource). Duplicates “were ignored.” He furthermore performed systematic searches in Consuls and in the Library of Congress (LC) online catalogue in order to establish, insofar as possible, into which assigned LC Classification class each resource fell, and whether it belonged to the holdings of the SCSU library. “Holdings,” as used here, includes physical resources owned, as well as those resources to which the library has licensed access. Not marked as either “held” or “not held” were: resources available online without restriction or charge, items not identified in either Consuls or the LC catalogue, and all government documents. Ages of cited resources were calculated based on the edition or version date actually given in a student’s citation, without any consideration of a possible earlier date of the original version of the publication or document concerned. Main Results – Format, age distribution, and journal frequency. The local citation analysis found that 53.2% of all cited resources were monographs, 7.8% were scholarly articles, 5.3% were contributed chapters in books, and 0.6% were dissertations or theses. Non-scholarly periodicals accounted for 15.7%, government documents for 6.7%, and freely available web documents for 4.1%. The remainder, approximately 6.5%, comprised archival papers, judicial documents, directories, interviews, posters, audiovisual materials, and 13 other formats. Cited resources, measured back from the date of acceptance of the citing thesis, ranged from 0 to 479 years old; the mode was 3 years, but the median was “25” (p. 170) or “26” (p. 177) years. Just over 70% (i.e., 2,500 cited resources) were more than ten years old. Almost one thousand of the cited resources were fifty or more years old. The 274 scholarly journal articles included in the references sections were spread over 153 distinct journal titles, of which 105 titles made only one appearance, and 136 titles three or fewer appearances. The mean was 1.8 appearances. Subject dispersal and language. Of the 2,084 cited resources for which LC classification was locatable, 51.5% had a classification other than history, i.e., other than class C, D, E, or F. Nearly two thirds (66.0%) of the cited scholarly journal articles had appeared in journals with a focus other than history. (Note: table 4 is incorrect, precisely reversing the actual ratio.) Of all cited items, 98.5% were in the English language. Half (27) of the non-English-language resources cited were in Korean, all cited in the same thesis. Books (i.e., monographs plus compilations from which contributed chapters were cited) accounted for 87.0% of foreign-language citations. More than four fifths of the examined theses (83.0%) cited not a single non-English-language resource. Local holdings. Of all 3,498 cited items, 3,022 could be coded as either “held” or “not held” by the SCSU library. Of the items so coded (not, as indicated on p. 180, of all cited items), scarcely two fifths (41.0%) belonged to the library’s holdings. The holdings percentage was highest (72.6%) for the 274 scholarly journal articles cited, followed by the 186 contributed chapters (50.0%), the 550 non-scholarly periodical items (49.5%), and the 1,861 monographs (46.8%). For other cited formats, the percentage was much lower, and in some cases, e.g., for the 55 archival and the 44 judicial documents, it was 0.0%. Of the 54 foreign-language resources cited, the institution’s library held only two. Conclusion – The investigator concludes that his study’s findings do indeed lend quantitative support to his two “hypotheses.” This outcome will surprise few, if any, librarians; it is in accord with what Koenig (1978) long ago saw as a matter of “intuition” and “all conventional wisdom,” something that many subsequent studies have confirmed. Sherriff accordingly recommends, firstly, that collections which strive to support historical research should, in matters of acquisition policy and budget allocation, take serious account of that field’s relatively strong dependence on monographs. Secondly, the data on age distribution carry obvious implications for librarians’ decision-making on matters such as de-accessioning and weeding, relegation to remote storage, and retrospective acquisitions. This finding should also be considered, for instance, in connection with preservation policy and the maintaining of special collections. He even suggests that librarians “need to teach students the value of reviewing literature historically and showing them how to do so effectively” (p. 177). Sherriff considers a number of further (tentative) conclusions to be warranted or suggested by the results of this study. First of all, that historical research is now characteristically an interdisciplinary matter, in the sense that it requires extensive access to information resources, including journals, which libraries have traditionally not classified as belonging to the discipline of history itself. For a library supporting such research, this phenomenon “has implications for matters including collection budgets, reference work, bibliographic instruction, and the location of collections and departmental libraries” (p. 168). It also means “that librarians working with history students and history collections need to be aware of the relevant resources in other disciplines. This can improve reference work, research assistance, and bibliographic instruction; it may also help the coordination of acquisitions across departmental lines” (p. 179). Secondly, one may conclude that “there is no ‘core’ collection of journals for history” (p. 178) which will be able to satisfy a large proportion of master’s students’ research needs. Thirdly, the fact that a library such as SCSU’s holds significantly less than half of what master’s students require for preparing their theses “may exercise a narrowing effect on students’ awareness of the existing literature on their topics” (p. 180), “increases the importance of departmental faculty, reference librarians, and subject specialist librarians drawing students’ attention to resources beyond the library’s catalogues and collections” (p. 180), and requires that the library give serious attention to effective document delivery arrangements. Finally, this study’s finding that only a small percentage of master’s students in history made use of non-English-language materials, but then in certain cases used them rather extensively (27 Korean items cited in one thesis, ten Italian in another, nine Spanish in yet another), suggests that acquisition, or at least proactive acquisition, of such materials needn’t be a priority, as long as, once again, the students concerned have easy access to efficient and affordable document delivery services. Sherriff does concede, however, that his finding could indicate “that students are unaware of relevant resources in other languages or are aware of them but lack the language skills necessary to use them” (p. 179).

As asynchronous learning becomes the norm throughout academia, changes are taking place in campus information systems. Academic libraries, as the entity responsible for serving the information needs of the university, have little choice but to change dramatically. In fact, academic libraries have a history of being aggressive in adapting state-of-the-art technologies. One can point to decades-long involvement with the development of online catalogs and the use of shared cataloging utilities. Libraries continue to serve academic teaching and learning by taking on new roles, revising traditional services, and time and space constraints.Libraries have, however, been slower to adjust organizational structures and processes to leverage the potential of technology. Replies to a recent survey of Association of Research Libraries (ARL) indicate that change in the responding libraries at this time is incremental rather than dramatic. Patterns are emerging, however, relative to resource reallocation and the formation of partnerships with other university units that reflect new priorities.This article describes two examples of innovative information delivery initiatives. VIVA, the Virtual Library of Virginia, was proposed by the state’s Library Advisory Council in 1993 to encourage collaboration among the Commonwealth’s institutions of higher education and to support the electronic dissemination of information. Academic libraries are also leading the way by providing new and unique sources of online information such as Electronic Theses and Dissertations (ETDs), by developing electronic submissions, online archiving, and Web access, as well as bringing to the forefront discussions about issues such as copyright and publishers’ control of academic publications. Network-based access to information resources such as these is changing higher education, and the opportunities offered by asynchronous learning networks are challenging libraries to adjust their policies, processes, and services.

Design – Citation analysis. Setting – An institutional repository at a South African university of technology. Subjects – 201 Engineering Master’s theses and Doctoral dissertations. Methods – A random sample of Master’s theses and Doctoral dissertations from the Faculty of Engineering were analyzed. The theses and dissertations were drawn from the institutional repository covering the period 2005-2014. References were checked for format of the cited items including journal, book, conference proceeding, online item (resource with a URL other than a journal, book or proceeding), and other (anything not in the first four categories). The date of all journal articles was recorded. Journal titles were analyzed in terms of country of origin, language, availability in the library, and online access. Data were categorized by department to determine if there were any differences in the use of materials by department. Data were also analyzed by degree level. Main Results – 101 theses and dissertations were analyzed out of a total of 201 available in the institutional repository. Journals were the most used resource (42%), followed by books (30%), other (12%), online (10%), and proceedings (6%). Doctoral students used a higher percentage of journals than Master’s students. Departmental usage differed. Mechanical (54%) and Chemical (48%) Engineering students mainly used journals. Civil Engineering students mostly used resources from the “other” category (31%). Students in Industrial (41%) and Construction (40%) Engineering mostly cited books. Analysis of the “other” category showed a wide variety of resources used (emails, personal interviews, course notes, conference papers, government publications, national and international standards, manuals and guides, technical reports, and technical notes). The technology university provides access to 79% of the journal titles used by engineering students in their theses and dissertations. 84% of titles are available online. Students mainly used current articles (i.e., from 2000-present). Students heavily favoured journals from the United States of America and Europe, although South African journals were the fifth most cited by country. English language titles dominated, however Portuguese and French titles were the next most commonly cited. Seventy-four titles were referenced more than 10 times. Conclusion – The authors state that more electronic resources are being used by graduate students, including “online” information. Journals are the most cited information resource held by the library and the majority of journal titles that were cited can be found in the library. The authors conclude that librarians should work with graduate students to encourage the continued use of library resources. They also state that this information can be useful for identifying journals that could be canceled in times of budgetary cutbacks. The authors note that this study provides the university libraries with insight into the use of library holdings, but being limited to engineering, a more comprehensive study of subjects would provide a broader picture of the collection’s use and provide valuable information for collection development.

The number of items available through institutional repositories is growing, and is expected to continue to do so due to requirements for outputs from public-funded research to be open access. But how much usage are institutional repositories and their individual items getting?Jisc-funded service IRUS-UK is designed to help institutions understand more about the usage of their institutional repositories. It follows on from the successful PIRUS2 project, which demonstrated how COUNTER-compliant article-level usage statistics could be collected and consolidated from publishers and institutional repositories. IRUS-UK collects raw usage data from participating repositories and processes these into COUNTER-compliant statistics. This provides repositories with comparable, authoritative, standards-based data and opportunities for profiling and benchmarking. It enables institutions to run reports at both repository level (e.g. total download figures) and at item level. IRUS-UK has developed a taxonomy of 25 item types which all items are mapped to so that usage across specific item types (e.g. Article, Book Section) can be consistently compared. IRUS-UK currently has data from 63 UK institutional repositories, and has recorded over 17 million downloads since July 2012. The data from IRUS-UK can be used to provide information for management reporting, for usage monitoring, and for external reporting (such as annual SCONUL statistics for UK academic libraries). Data can be viewed within the online portal, or downloaded for further analysis. IRUS-UK recognises that institutional repository usage statistics may not represent total usage, and is investigating ways to combine usage to support institutions in their overall usage statistics. One development is usage figures for electronic theses and dissertations; IRUS-UK has demonstrated the possibility of consolidating usage statistics from institutional repositories and from the British Library’s Electronic Theses Online Service (EThOS) to show total usage.IRUS-UK is a community-driven development, responding to user needs. User feedback has always been core to the service, and continues to develop with the establishment of a Community Advisory Group. Abstract:
At one point in Victor Hugo’s novel, The Hunchback of Notre Dame, the archdeacon, Claude Frollo, looked up from a book on his table to the edifice of the gothic cathedral, visible from his canon’s cell in the cloister of Notre Dame: “Alas!” he said, “this will kill that” (146). Frollo’s lament, that the book would destroy the edifice, captures the medieval cleric’s anxiety about the way in which Gutenberg’s print technology would become the new universal means for recording and communicating humanity’s ideas and artistic expression, replacing the grand monuments of architecture, human engineering, and craftsmanship. For Hugo, architecture was “the great handwriting of humankind” (149). The cathedral as the material outcome of human technology was being replaced by the first great machine—the printing press. At this point in the third millennium, some people undoubtedly have similar anxieties to Frollo: is it now the book’s turn to be destroyed by yet another great machine? The inclusion of “post print” in our title is not intended to sound the death knell of the book. Rather, we contend that despite the enduring value of print, digital publishing is “present and active” and is changing the way in which research, particularly in the humanities, is being undertaken. Our approach has three related parts. First, we consider how digital technologies are changing the way in which content is constructed, customised, modified, disseminated, and accessed within a global, distributed network. This section argues that the transition from print to electronic or digital publishing means both losses and gains, particularly with respect to shifts in our approaches to textuality, information, and innovative publishing. Second, we discuss the Children’s Literature Digital Resources (CLDR) project, with which we are involved. This case study of a digitising initiative opens out the transformative possibilities and challenges of digital publishing and e-scholarship for research communities. Third, we reflect on technology’s capacity to bring about major changes in the light of the theoretical and practical issues that have arisen from our discussion. I. Digitising in a “post-print age” We are living in an era that is commonly referred to as “the late age of print” (see Kho) or the “post-print age” (see Gunkel). According to Aarseth, we have reached a point whereby nearly all of our public and personal media have become more or less digital (37). As Kho notes, web newspapers are not only becoming increasingly more popular, but they are also making rather than losing money, and paper-based newspapers are finding it difficult to recruit new readers from the younger generations (37). Not only can such online-only publications update format, content, and structure more economically than print-based publications, but their wide distribution network, speed, and flexibility attract advertising revenue. Hype and hyperbole aside, publishers are not so much discarding their legacy of print, but recognising the folly of not embracing innovative technologies that can add value by presenting information in ways that satisfy users’ needs for content to-go or for edutainment. As Kho notes: “no longer able to satisfy customer demand by producing print-only products, or even by enabling online access to semi-static content, established publishers are embracing new models for publishing, web-style” (42). Advocates of online publishing contend that the major benefits of online publishing over print technology are that it is faster, more economical, and more interactive. However, as Hovav and Gray caution, “e-publishing also involves risks, hidden costs, and trade-offs” (79). The specific focus for these authors is e-journal publishing and they contend that while cost reduction is in editing, production and distribution, if the journal is not open access, then costs relating to storage and bandwith will be transferred to the user. If we put economics aside for the moment, the transition from print to electronic text (e-text), especially with electronic literary works, brings additional considerations, particularly in their ability to make available different reading strategies to print, such as “animation, rollovers, screen design, navigation strategies, and so on” (Hayles 38). Transition from print to e-text In his book, Writing Space, David Bolter follows Victor Hugo’s lead, but does not ask if print technology will be destroyed. Rather, he argues that “the idea and ideal of the book will change: print will no longer define the organization and presentation of knowledge, as it has for the past five centuries” (2). As Hayles noted above, one significant indicator of this change, which is a consequence of the shift from analogue to digital, is the addition of graphical, audio, visual, sonic, and kinetic elements to the written word. A significant consequence of this transition is the reinvention of the book in a networked environment. Unlike the printed book, the networked book is not bound by space and time. Rather, it is an evolving entity within an ecology of readers, authors, and texts. The Web 2.0 platform has enabled more experimentation with blending of digital technology and traditional writing, particularly in the use of blogs, which have spawned blogwriting and the wikinovel. Siva Vaidhyanathan’s The Googlization of Everything: How One Company is Disrupting Culture, Commerce and Community … and Why We Should Worry is a wikinovel or blog book that was produced over a series of weeks with contributions from other bloggers (see: http://www.sivacracy.net/). Penguin Books, in collaboration with a media company, “Six Stories to Start,” have developed six stories—“We Tell Stories,” which involve different forms of interactivity from users through blog entries, Twitter text messages, an interactive google map, and other features. For example, the story titled “Fairy Tales” allows users to customise the story using their own choice of names for characters and descriptions of character traits. Each story is loosely based on a classic story and links take users to synopses of these original stories and their authors and to online purchase of the texts through the Penguin Books sales website. These examples of digital stories are a small part of the digital environment, which exploits computer and online technologies’ capacity to be interactive and immersive. As Janet Murray notes, the interactive qualities of digital environments are characterised by their procedural and participatory abilities, while their immersive qualities are characterised by their spatial and encyclopedic dimensions (71–89). These immersive and interactive qualities highlight different ways of reading texts, which entail different embodied and cognitive functions from those that reading print texts requires. As Hayles argues: the advent of electronic textuality presents us with an unparalleled opportunity to reformulate fundamental ideas about texts and, in the process, to see print as well as electronic texts with fresh eyes (89–90). The transition to e-text also highlights how digitality is changing all aspects of everyday life both inside and outside the academy. Online teaching and e-research Another aspect of the commercial arm of publishing that is impacting on academe and other organisations is the digitising and indexing of print content for niche distribution. Kho offers the example of the Mark Logic Corporation, which uses its XML content platform to repurpose content, create new content, and distribute this content through multiple portals. As the promotional website video for Mark Logic explains, academics can use this service to customise their own textbooks for students by including only articles and book chapters that are relevant to their subject. These are then organised, bound, and distributed by Mark Logic for sale to students at a cost that is generally cheaper than most textbooks. A further example of how print and digital materials can form an integrated, customised source for teachers and students is eFictions (Trimmer, Jennings, & Patterson). eFictions was one of the first print and online short story anthologies that teachers of literature could customise to their own needs. Produced as both a print text collection and a website, eFictions offers popular short stories in English by well-known traditional and contemporary writers from the US, Australia, New Zealand, UK, and Europe, with summaries, notes on literary features, author biographies, and, in one instance, a YouTube movie of the story. In using the eFictions website, teachers can build a customised anthology of traditional and innovative stories to suit their teaching preferences. These examples provide useful indicators of how content is constructed, customised, modified, disseminated, and accessed within a distributed network. However, the question remains as to how to measure their impact and outcomes within teaching and learning communities. As Harley suggests in her study on the use and users of digital resources in the humanities and social sciences, several factors warrant attention, such as personal teaching style, philosophy, and specific disciplinary requirements. However, in terms of understanding the benefits of digital resources for teaching and learning, Harley notes that few providers in her sample had developed any plans to evaluate use and users in a systematic way. In addition to the problems raised in Harley’s study, another relates to how researchers can be supported to take full advantage of digital technologies for e-research. The transformation brought about by information and communication technologies extends and broadens the impact of research, by making its outputs more discoverable and usable by other researchers, and its benefits more available to industry, governments, and the wider community. Traditional repositories of knowledge and information, such as libraries, are juggling the space demands of books and computer hardware alongside increasing reader demand for anywhere, anytime, anyplace access to information. Researchers’ expectations about online access to journals, eprints, bibliographic data, and the views of others through wikis, blogs, and associated social and information networking sites such as YouTube compete with the traditional expectations of the institutions that fund libraries for paper-based archives and book repositories. While university libraries are finding it increasingly difficult to purchase all hardcover books relevant to numerous and varied disciplines, a significant proportion of their budgets goes towards digital repositories (e.g., STORS), indexes, and other resources, such as full-text electronic specialised and multidisciplinary journal databases (e.g., Project Muse and Proquest); electronic serials; e-books; and specialised information sources through fast (online) document delivery services. An area that is becoming increasingly significant for those working in the humanities is the digitising of historical and cultural texts. II. Bringing back the dead: The CLDR project The CLDR project is led by researchers and librarians at the Queensland University of Technology, in collaboration with Deakin University, University of Sydney, and members of the AustLit team at The University of Queensland. The CLDR project is a “Research Community” of the electronic bibliographic database AustLit: The Australian Literature Resource, which is working towards the goal of providing a complete bibliographic record of the nation’s literature. AustLit offers users with a single entry point to enhanced scholarly resources on Australian writers, their works, and other aspects of Australian literary culture and activities. AustLit and its Research Communities are supported by grants from the Australian Research Council and financial and in-kind contributions from a consortium of Australian universities, and by other external funding sources such as the National Collaborative Research Infrastructure Strategy. Like other more extensive digitisation projects, such as Project Gutenberg and the Rosetta Project, the CLDR project aims to provide a centralised access point for digital surrogates of early published works of Australian children’s literature, with access pathways to existing resources. The first stage of the CLDR project is to provide access to digitised, full-text, out-of-copyright Australian children’s literature from European settlement to 1945, with selected digitised critical works relevant to the field. Texts comprise a range of genres, including poetry, drama, and narrative for young readers and picture books, songs, and rhymes for infants. Currently, a selection of 75 e-texts and digital scans of original texts from Project Gutenberg and Internet Archive have been linked to the Children’s Literature Research Community. By the end of 2009, the CLDR will have digitised approximately 1000 literary texts and a significant number of critical works. Stage II and subsequent development will involve digitisation of selected texts from 1945 onwards. A precursor to the CLDR project has been undertaken by Deakin University in collaboration with the State Library of Victoria, whereby a digital bibliographic index comprising Victorian School Readers has been completed with plans for full-text digital surrogates of a selection of these texts. These texts provide valuable insights into citizenship, identity, and values formation from the 1930s onwards. At the time of writing, the CLDR is at an early stage of development. An extensive survey of out-of-copyright texts has been completed and the digitisation of these resources is about to commence. The project plans to make rich content searchable, allowing scholars from children’s literature studies and education to benefit from the many advantages of online scholarship. What digital publishing and associated digital archives, electronic texts, hypermedia, and so forth foreground is the fact that writers, readers, publishers, programmers, designers, critics, booksellers, teachers, and copyright laws operate within a context that is highly mediated by technology. In his article on large-scale digitisation projects carried out by Cornell and University of Michigan with the Making of America collection of 19th-century American serials and monographs, Hirtle notes that when special collections’ materials are available via the Web, with appropriate metadata and software, then they can “increase use of the material, contribute to new forms of research, and attract new users to the material” (44). Furthermore, Hirtle contends that despite the poor ergonomics associated with most electronic displays and e-book readers, “people will, when given the opportunity, consult an electronic text over the print original” (46). If this preference is universally accurate, especially for researchers and students, then it follows that not only will the preference for electronic surrogates of original material increase, but preference for other kinds of electronic texts will also increase. It is with this preference for electronic resources in mind that we approached the field of children’s literature in Australia and asked questions about how future generations of researchers would prefer to work. If electronic texts become the reference of choice for primary as well as secondary sources, then it seems sensible to assume that researchers would prefer to sit at the end of the keyboard than to travel considerable distances at considerable cost to access paper-based print texts in distant libraries and archives. We considered the best means for providing access to digitised primary and secondary, full text material, and digital pathways to existing online resources, particularly an extensive indexing and bibliographic database. Prior to the commencement of the CLDR project, AustLit had already indexed an extensive number of children’s literature. Challenges and dilemmas The CLDR project, even in its early stages of development, has encountered a number of challenges and dilemmas that centre on access, copyright, economic capital, and practical aspects of digitisation, and sustainability. These issues have relevance for digital publishing and e-research. A decision is yet to be made as to whether the digital texts in CLDR will be available on open or closed/tolled access. The preference is for open access. As Hayles argues, copyright is more than a legal basis for intellectual property, as it also entails ideas about authorship, creativity, and the work as an “immaterial mental construct” that goes “beyond the paper, binding, or ink” (144). Seeking copyright permission is therefore only part of the issue. Determining how the item will be accessed is a further matter, particularly as future technologies may impact upon how a digital item is used. In the case of e-journals, the issue of copyright payment structures are evolving towards a collective licensing system, pay-per-view, and other combinations of print and electronic subscription (see Hovav and Gray). For research purposes, digitisation of items for CLDR is not simply a scan and deliver process. Rather it is one that needs to ensure that the best quality is provided and that the item is both accessible and usable by researchers, and sustainable for future researchers. Sustainability is an important consideration and provides a challenge for institutions that host projects such as CLDR. Therefore, items need to be scanned to a high quality and this requires an expensive scanner and personnel costs. Files need to be in a variety of formats for preservation purposes and so that they may be manipulated to be useable in different technologies (for example, Archival Tiff, Tiff, Jpeg, PDF, HTML). Hovav and Gray warn that when technology becomes obsolete, then content becomes unreadable unless backward integration is maintained. The CLDR items will be annotatable given AustLit’s NeAt funded project: Aus-e-Lit. The Aus-e-Lit project will extend and enhance the existing AustLit web portal with data integration and search services, empirical reporting services, collaborative annotation services, and compound object authoring, editing, and publishing services. For users to be able to get the most out of a digital item, it needs to be searchable, either through double keying or OCR (optimal character recognition). The value of CLDR’s contribution The value of the CLDR project lies in its goal to provide a comprehensive, searchable body of texts (fictional and critical) to researchers across the humanities and social sciences. Other projects seem to be intent on putting up as many items as possible to be considered as a first resort for online texts. CLDR is more specific and is not interested in simply generating a presence on the Web. Rather, it is research driven both in its design and implementation, and in its focussed outcomes of assisting academics and students primarily in their e-research endeavours. To this end, we have concentrated on the following: an extensive survey of appropriate texts; best models for file location, distribution, and use; and high standards of digitising protocols. These issues that relate to data storage, digitisation, collections, management, and end-users of data are aligned with the “Development of an Australian Research Data Strategy” outlined in An Australian e-Research Strategy and Implementation Framework (2006). CLDR is not designed to simply replicate resources, as it has a distinct focus, audience, and research potential. In addition, it looks at resources that may be forgotten or are no longer available in reproduction by current publishing companies. Thus, the aim of CLDR is to preserve both the time and a period of Australian history and literary culture. It will also provide users with an accessible repository of rare and early texts written for children. III. Future directions It is now commonplace to recognize that the Web’s role as information provider has changed over the past decade. New forms of “collective intelligence” or “distributed cognition” (Oblinger and Lombardi) are emerging within and outside formal research communities. Technology’s capacity to initiate major cultural, social, educational, economic, political and commercial shifts has conditioned us to expect the “next big thing.” We have learnt to adapt swiftly to the many challenges that online technologies have presented, and we have reaped the benefits. As the examples in this discussion have highlighted, the changes in online publishing and digitisation have provided many material, network, pedagogical, and research possibilities: we teach online units providing students with access to e-journals, e-books, and customized archives of digitised materials; we communicate via various online technologies; we attend virtual conferences; and we participate in e-research through a global, digital network. In other words, technology is deeply engrained in our everyday lives. In returning to Frollo’s concern that the book would destroy architecture, Umberto Eco offers a placatory note: “in the history of culture it has never happened that something has simply killed something else. Something has profoundly changed something else” (n. pag.). Eco’s point has relevance to our discussion of digital publishing. The transition from print to digital necessitates a profound change that impacts on the ways we read, write, and research. As we have illustrated with our case study of the CLDR project, the move to creating digitised texts of print literature needs to be considered within a dynamic network of multiple causalities, emergent technological processes, and complex negotiations through which digital texts are created, stored, disseminated, and used. Technological changes in just the past five years have, in many ways, created an expectation in the minds of people that the future is no longer some distant time from the present. "You could think of our kind of scholarship," he said, "as something like 'slow food' in a fast-food culture."— Ivan Kreilkamp, co-editor of Victorian Studies(Chronicle of Higher Education, March 2009) John Hartley’s entertaining and polemical defense of a disappearing art form (the print copy journal designed to be ripped eagerly from its envelope and read from cover to cover like a good book) came my way via the usual slightly disconcerting M/C Journal overture: I believe that your research interests and background make you a potential expert reviewer of the manuscript, "LAMENT FOR A LOST RUNNING ORDER? OBSOLESCENCE AND ACADEMIC JOURNALS," which has been submitted to the '' [sic] issue of M/C Journal. The submission's extract is inserted below, and I hope that you will consider undertaking this important task for us. Automated e-mails like these keep strange company, with reminders about overdue library items and passwords about to expire. Inevitably their tone calls to mind the generic flattery of the internet scam that announces foreign business opportunities or an unexpectedly large windfall from a deceased relative. At face value, this e-mail confirms John Hartley’s suspicions about the personalised craft of journal curation. Journal editing, he implies, is going the way of drywalling and smithying—by the time we realise these ancient and time-intensive skills have been lost, it’ll be too late. The usual culprit is to the fore—the internet—and the risk presented by obsolescence is very significant. At stake is the whole rich and messy infrastructure of academic professional identity: scholarly communication, goodwill, rank, trust, service to peers, collegiality, and knowledge itself. As a time-poor reader of journals both online and in print I warmed to this argument, and enjoyed reading about the particularities of journal editing: the cultivation and refinement of a specialised academic skill set involving typefaces, cover photographs and running order. Journal editors are our creative directors. Authors think selfishly and not always consistently about content, position and opportunity, but it’s the longer term commitment of editors to taking care of their particular shingle in the colourful and crowded bazaar of scholarly publishing, that keeps the market functioning in a way that also works for inspectors and administrators. Thinking of all the print journals I’ve opened and shut and put on shelves (sometimes still in their wrappers) and got down again, and photocopied, and forgotten about, I realised that I do retain a dim sense of their look and shape, and that in practical ways this often helps me remember what was in them. Nevertheless, even having been through the process he describes, whereby “you have to log on to some website and follow prompts in order to contribute both papers and the assessment of papers; interactions with editors are minimal,” I came to the conclusion that he had underestimated the human in the practice of refereeing. I wasn’t sure made me an expert reviewer for this piece, except perhaps that in undertaking the review itself I was practising a kind of expertise that entitled me to reflect on what I was doing. So as a way of wrestling with the self-referentiality of the process of providing an anonymous report on an article whose criticism of blind refereeing I shared, I commented on the corporeality and collegiality of the practice: I knew who I was writing about (and to), and I was conscious of both disagreeing and wondering how to avoid giving offence. I was also cold in my office, and wondering about a coffee. “I suspect the cyborg reviewer is (like most cyborgs) a slightly romantic, or at least rhetorical, fantasy,” I added, a bit defensively. “Indeed, the author admits to practising editorship via a form of human intersubjectivity that involves email, so the mere fact that the communication in some cases is via a website doesn’t seem to render the human obsolete.” The cyborg reviewer wasn’t the only thing bothering me about the underlying assumptions concerning electronic scholarly publishing, however. The idea that the electronic disaggregation of content threatens the obsolescence of the print journal and its editor is a little disingenuous. Keyword searches do grab articles independently of issues, it’s true, but it’s a stretch to claim that this functionality is what’s turning diligent front-to-back readers and library flaneurs into the kinds of online mercenaries we mean when we say “users”. Quite the opposite: journal searches are highly seductive invitations to linger and explore. Setting out from the starting point of a single article, readers can now follow a citation trail, or chase up other articles by the same author or on similar topics, all the while keeping in plain sight the running order that was designed by the editors as an apt framework for the piece when it first appeared. Journal publishers have the keenest investment in nurturing the distinctive brand of each of their titles, and as a result the journal name is never far from view. Even the cover photo and layout is now likely to be there somewhere, and to crop up often as readers retrace their steps and set out again in another direction. So to propose that online access makes the syntactical form of a journal issue irrelevant to readers is to underestimate both the erotics of syntax, and the capacity of online readers to cope with a whole new libidinous economy of searching characterised by multiple syntactical options. And if readers are no longer sequestered within the pages of an individual hard copy journal—there really is a temptation to mention serial monogamy here—their freedom to operate more playfully only draws attention to the structural horizontalities of the academic public sphere, which is surely the basis of our most durable claims to profess expertise. Precisely because we are hyperlinked together across institutions and disciplines, we can justly argue that we are perpetually peer-reviewing each other, in a fairly disinterested fashion, and no longer exclusively in the kinds of locally parochial clusters that have defined (and isolated) the Australian academy. So although disaggregation irritates journal editors, a more credible risk to their craft comes from the disintermediation of scholarly communication that is one of the web’s key affordances. The shift towards user generated content, collaboratively generated, openly accessible and instantly shareable across many platforms, does make traditional scholarly publishing, with its laborious insistence on double blind refereeing, look a bit retro. How can this kind of thing not become obsolete given how long it takes for new ideas to make their way into print, what with all that courtly call and response between referees, editors and authors, and the time consumed in arranging layout and running order and cover photos? Now that the hegemons who propped up the gold standard journals are blogging and podcasting their ideas, sharing their bookmarks, and letting us know what they’re doing by the hour on Twitter, with presumably no loss of quality to their intellectual presence, what kind of premium or scarcity value can we place on the content they used to submit to print and online journals? So it seems to me that the blogging hegemon is at least as much of a problem for the traditional editor as the time challenged browser hoping for a quick hit in a keyword search. But there are much more complicated reasons why the journal format itself is not at risk, even from www.henryjenkins.org. Indeed, new “traditional” journals are being proposed and launched all the time. The mere award of an A* for the International Journal of Cultural Studies in the Australian journal rankings (Australian Research Council) confirms that journals are persistently evaluated in their own right, that the brand of the aggregating instrument still outranks the bits and pieces of disaggregated content, and that the relative standing of different journals depends precisely on the quantification of difficulty in meeting the standards (or matching the celebrity status) of their editors, editorial boards and peer reviewing panels. There’s very little indication in this process that either editors or reviewers are facing obsolescence; too many careers still depend on their continued willingness to stand in the way of the internet’s capacity to let anyone have a go at presenting ideas and research in the public domain. As the many inputs to the ERA exercise endlessly, and perhaps a bit tediously, confirmed, it’s the reputation of editors and their editorial practices that signals the exclusivity of scholarly publishing: in the era of wikis and blogs, an A* journal is one club that’s not open to all. Academia 1.0 is resilient for all these straightforward reasons. Not only in Australia, tenure and promotion depend on it. As a result, since the mid 1990s, editors, publishers, librarians and other stakeholders in scholarly communication have been keeping a wary eye on the pace and direction of change to either its routines or its standards. Their consistent attention has been on the proposition the risk comes from something loosely defined as “digital”. But as King, Tenopir and Clark point out in their study of journal readership in the sciences, the relevance of journal content itself has been extensively disputed and investigated across the disciplines since the 1960s. Despite the predictions of many authors in the 1990s that electronic publishing and pre-publishing would challenge the professional supremacy of the print journal, it seems just as likely that the simple convenience of filesharing has made more vetted academic material available, more easily, to more readers. As they note in a waspish foonote, even the author of one of the most frequently cited predictions that scholarly journals were on the way out had to modify his views, “perhaps due to the fact that his famous 1996 [sic] article "Tragic Loss or Good Riddance? The Impending Demise of Traditional Scholarly Journals" has had thousands of hits or downloads on his server alone.” (King et al,; see also Odlyzko, " Tragic Loss" and "Rapid Evolution"). In other words, all sides now seem to agree that “digital” has proved to be both opportunity and threat to scholarly publication. Odlyzko’s prediction of the disappearance of the print journal and its complex apparatus of self-perpetuation was certainly premature in 1996. So is John Hartley right that it’s time to ask the question again? Earlier this year, the Chronicle of Higher Education’s article “Humanities Journals Confront Identity Crisis”, which covered much of the same ground, generated brisk online discussion among journal editors in the humanities (Howard; see also the EDITOR-L listserv archive). The article summarised the views of a number of editors of “traditional” journals, and offset these with the views of a group representing the Council of Editors of Learned Journals, canvassing the possibility that scholarly publishing could catch up to the opportunities that we tend to shorthand as “web 2.0”. The short-lived CELJ blog discussion led by Jo Guldi in February 2009 proposed four principles we might expect to shape the future of scholarly publishing in the humanities: technical interoperability, which is pretty uncontroversial; the expansion of scholarly curation to a role in managing and making sense of “the noise of the web”; diversification of content types and platforms; and a more inclusive approach to the contribution of non-academic experts. (Guldi et al.) Far from ceding the inexorability of their own obsolescence, the four authors of this blog (each of them journal editors) have re-imagined the craft of editing, and have drafted an amibitious but also quite achievable manifesto for the renovation of scholarly communication. This is focused on developing a new and more confident role for the academy in the next phase of the development of the knowledge-building capacity of the web. Rather than confining themselves to being accessed only by their professional peers (and students) via university libraries in hardcopy or via institutional electronic subscription, scholars should be at the forefront of the way knowledge is managed and developed in the online public sphere. This would mean developing metrics that worked as well for delicious and diigo as they do for journal rankings; and it would mean a more upfront contribution to quality assurance and benchmarking of information available on the web, including information generated from outside the academy. This resonates with John Hartley’s endorsement of wiki-style open refereeing, which as an idea contains a substantial backwards nod to Ginsparg’s system of pre-publication of the early 1990s (see Ginsparg). It also suggests a more sophisticated understanding of scholarly collaboration than the current assumption that this consists exclusively of a shift to multiply-authored content, the benefit of which has tended to divide scholars in the humanities (Young). But it was not as a reviewer or an author that this article really engaged me in thinking about the question of human obsolescence. Recently I’ve been studying the fragmentation, outsourcing and automation of work processes in the fast food industry or, as it calls itself, the Quick Service Restaurant trade. I was drawn into this study by thinking about the complex reorganisation of time and communication brought about by the partial technologisation of the McDonalds drive-thru in Australia. Now that drive-thru orders are taken through a driveway speaker, the order window (and its operator) have been rendered obsolete, and this now permanently closed window is usually stacked high with cardboard boxes. Although the QSR industry in the US has experimented with outsourcing ordering to call centres at other locations (“May I take your order?”), in Australia the task itself has simply been added to the demands of customer engagement at the paying window, with the slightly odd result that the highest goal of customer service at this point is to be able to deal simultaneously with two customers at two different stages of the drive-thru process—the one who is ordering three Happy Meals and a coffee via your headset, and the one who is sitting in front of you holding out money—without offending or confusing either. This formal approval of a shift from undivided customer attention to the time-efficiency of multitasking is a small but important reorientation of everyday service culture, making one teenager redundant and doubling the demands placed on the other. The management of quick service restaurant workers and their productivity offers us a new perspective on the pressures we are experiencing in the academic labour market. Like many of my colleagues, I have been watching with a degree of ambivalence the way in which the national drive to quantify excellence in research in Australia has resulted in some shallow-end thinking about how to measure what it is that scholars do, and how to demonstrate that we are doing it competitively. Our productivity is shepherded by the constant recalibration of our workload, conceived as a bundle of discrete and measurable tasks, by anxious institutions trying to stay ahead in the national game of musical chairs, which only offers a limited number of seats at the research table—while still keeping half an eye on their enterprise bargaining obligations. Or, as the Quick Service Restaurant sector puts it: Operational margins are narrowing. While you need to increase the quality, speed and accuracy of service, the reality is that you also need to control labor costs. If you reduce unnecessary labor costs and improve workforce productivity, the likelihood of expanding your margins increases. Noncompliance can cost you. (Kronos) In their haste to increase quality, speed and accuracy of academic work, while lowering labor costs and fending off the economic risk of noncompliance, our institutions have systematically overlooked the need to develop meaningful ways to accommodate the significant scholarly work of reading, an activity that takes real time, and that in its nature is radically incompatible with the kinds of multitasking we are all increasingly using to manage the demands placed on us. Without a measure of reading, we fall back on the exceptionally inadequate proxy of citation. As King et al. point out, citation typically skews towards a small number of articles, and the effect of using this as a measure of reading is to suggest that the majority of articles are never read at all. Their long-term studies of what scientists read, and why, have been driven by the need to challenge this myth, and they have demonstrated that while journals might not be unwrapped and read with quite the Christmas-morning eagerness that John Hartley describes, their content is eventually read more than once, and often more than once by the same person. Both electronic scholarly publishing, and digital redistribution of material original published in print, have greatly assisted traditional journals in acquiring something like the pass-on value of popular magazines in dentists’ waiting rooms. But for all this to work, academics have to be given time to sit and read, and as it would be absurd to try to itemise and remunerate this labour specifically, then this time needs to be built into the normative workload for anyone who is expected to engage in any of the complex tasks involved in the collaborative production of knowledge. With that in mind, I concluded my review on what I hoped was a constructive note of solidarity. “What’s really under pressure here—forms of collegiality, altruism and imaginative contributions to a more outward-facing type of scholarship—is not at risk from search engines, it seems to me. What is being pressured into obsolescence, risking subscriptions to journals as much as purchases of books, is the craft and professional value placed on reading. Special Care NoticeThis article discusses trauma and violence inflicted upon the Indigenous peoples of Tasmania through the processes of colonisation. Content within this article may be distressing to some readers. IntroductionThis article looks briefly at the collection, consultation, and digital sharing of stories essential to the histories of the First Nations peoples of Australia. Focusing on materials held in Sydney, New South Wales two case studies—the object known as the Proclamation Board and the George Augustus Robinson Papers—explore how materials can be shared with Aboriginal peoples of the region now known as Tasmania. Specifically, the authors of this article (a Palawa man and an Australian woman of European descent) ask how can the idea of the privileging of Indigenous voices, within Eurocentric cultural collections, be transformed from rhetoric to reality? Moreover, how can we navigate this complex work, that is made even more problematic by distance, through the utilisation of knowledge networks which are geographically isolated from the collections holding stories crucial to Indigenous communities? In seeking to answer these important questions, this article looks at how cultural, emotional, and intellectual ownership can be divested from the physical ownership of a collection in a way that repatriates—appropriately and sensitively—stories of Aboriginal Australia and of colonisation. Holding Stories, Not Always Our OwnCultural institutions, including libraries, have, in recent years, been drawn into discussions centred on the notion of digital disruption and “that transformative shift which has seen the ongoing realignment of business resources, relationships, knowledge, and value both facilitating the entry of previously impossible ideas and accelerating the competitive impact of those same impossible ideas” (Franks and Ensor n.p.). As Molly Brown has noted, librarians “are faced, on a daily basis, with rapidly changing technology and the ways in which our patrons access and use information. Thus, we need to look at disruptive technologies as opportunities” (n.p.). Some innovations, including the transition from card catalogues to online catalogues and the provision of a wide range of electronic resources, are now considered to be business as usual for most institutions. So, too, the digitisation of great swathes of materials to facilitate access to collections onsite and online, with digitising primary sources seen as an intermediary between the pillars of preserving these materials and facilitating access for those who cannot, for a variety of logistical and personal reasons, travel to a particular repository where a collection is held.The result has been the development of hybrid collections: that is, collections that can be accessed in both physical and digital formats. Yet, the digitisation processes conducted by memory institutions is often selective. Limited resources, even for large-scale digitisation projects usually only realise outcomes that focus on making visually rich, key, or canonical documents, or those documents that are considered high use and at risk, available online. Such materials are extracted from the larger full body of records while other lesser-known components are often omitted. Digitisation projects therefore tend to be devised for a broader audience where contextual questions are less central to the methodology in favour of presenting notable or famous documents online only. Documents can be profiled as an exhibition separate from their complete collection and, critically, their wider context. Libraries of course are not neutral spaces and this practice of (re)enforcing the canon through digitisation is a challenge that cultural institutions, in partnerships, need to address (Franks and Ensor n.p.). Indeed, our digital collections are as affected by power relationships and the ongoing impacts of colonisation as our physical collections. These power relationships can be seen through an organisation’s “processes that support acquisitions, as purchases and as the acceptance of artefacts offered as donations. Throughout such processes decisions are continually made (consciously and unconsciously) that affect what is presented and actively promoted as the official history” (Thorpe et al. 8). While it is important to acknowledge what we do collect, it is equally important to look, too, at what we do not collect and to consider how we continually privilege and exclude stories. Especially when these stories are not always our own, but are held, often as accidents of collecting. For example, an item comes in as part of a larger suite of materials while older, city-based institutions often pre-date regional repositories. An essential point here is that cultural institutions can often become comfortable in what they collect, building on existing holdings. This, in turn, can lead to comfortable digitisation. If we are to be truly disruptive, we need to embrace feeling uncomfortable in what we do, and we need to view digitisation as an intervention opportunity; a chance to challenge what we ‘know’ about our collections. This is especially relevant in any attempts to decolonise collections.Case Study One: The Proclamation BoardThe first case study looks at an example of re-digitisation. One of the seven Proclamation Boards known to survive in a public collection is held by the Mitchell Library, State Library of New South Wales, having been purchased from Tasmanian collector and photographer John Watt Beattie (1859–1930) in May 1919 for £30 (Morris 86). Why, with so much material to digitise—working in a program of limited funds and time—would the Library return to an object that has already been privileged? Unanswered questions and advances in digitisation technologies, created a unique opportunity. For the First Peoples of Van Diemen’s Land (now known as Tasmania), colonisation by the British in 1803 was “an emotionally, intellectually, physically, and spiritually confronting series of encounters” (Franks n.p.). Violent incidents became routine and were followed by a full-scale conflict, often referred to as the Black War (Clements 1), or more recently as the Tasmanian War, fought from the 1820s until 1832. One of the efforts by the belligerents, behind the front line, to win the war and bring about peace was the production of approximately 100 Proclamation Boards. These four-strip pictograms were the result of a scheme introduced by Lieutenant Governor George Arthur (1784–1854), on the advice of Surveyor General George Frankland (1800–38), to communicate that all are equal under the rule of law (Arthur 1). Frankland wrote to Arthur in early 1829 to suggest these Proclamation Boards could be produced and nailed to trees (Morris 84), as a Eurocentric adaptation of a traditional method of communication used by Indigenous peoples who left images on the trunks of trees. The overtly stated purpose of the Boards was, like the printed proclamations exhorting peace, to assert, all people—black and white—were equal. That “British Justice would protect” everyone (Morris 84). The first strip on each of these pictogram Boards presents Indigenous peoples and colonists living peacefully together. The second strip shows “a conciliatory handshake between the British governor and an Aboriginal ‘chief’, highly reminiscent of images found in North America on treaty medals and anti-slavery tokens” (Darian-Smith and Edmonds 4). The third and fourth strips depict the repercussions for committing murder (or, indeed, any significant crime), with an Indigenous man hanged for spearing a colonist and a European man hanged for shooting an Aboriginal man. Both men executed in the presence of the Lieutenant Governor. The Boards, oil on Huon pine, were painted by “convict artists incarcerated in the island penal colony” (Carroll 73).The Board at the State Library of New South Wales was digitised quite early on in the Library’s digitisation program, it has been routinely exhibited (including for the Library’s centenary in 2010) and is written about regularly. Yet, many questions about this small piece of timber remain unanswered. For example, some Boards were outlined with sketches and some were outlined with pouncing, “a technique [of the Italian Renaissance] of pricking the contours of a drawing with a pin. Charcoal was then dusted on to the drawing” (Carroll 75–76). Could such a sketch or example of pouncing be seen beneath the surface layers of paint on this particular Board? What might be revealed by examining the Board more closely and looking at this object in different ways?An important, but unexpected, discovery was that while most of the pigments in the painting correlate with those commonly available to artists in the early nineteenth century there is one outstanding anomaly. X-ray analysis revealed cadmium yellow present in several places across the painting, including the dresses of the little girls in strip one, uniform details in strip two, and the trousers worn by the settler men in strips three and four (Kahabka 2). This is an extraordinary discovery, as cadmium yellows were available “commercially as an artist pigment in England by 1846” and were shown by “Winsor & Newton at the 1851 Exhibition held at the Crystal Palace, London” (Fiedler and Bayard 68). The availability of this particular type of yellow in the early 1850s could set a new marker for the earliest possible date for the manufacture of this Board, long-assumed to be 1828–30. Further, the early manufacture of cadmium yellow saw the pigment in short supply and a very expensive option when compared with other pigments such as chrome yellow (the darker yellow, seen in the grid lines that separate the scenes in the painting). This presents a clearly uncomfortable truth in relation to an object so heavily researched and so significant to a well-regarded collection that aims to document much of Australia’s colonial history. Is it possible, for example, the Board has been subjected to overpainting at a later date? Or, was this premium paint used to produce a display Board that was sent, by the Tasmanian Government, to the 1866 Intercolonial Exhibition in Melbourne? In seeking to see the finer details of the painting through re-digitisation, the results were much richer than anticipated. The sketch outlines are clearly visible in the new high-resolution files. There are, too, details unable to be seen clearly with the naked eye, including this warrior’s headdress and ceremonial scarring on his stomach, scars that tell stories “of pain, endurance, identity, status, beauty, courage, sorrow or grief” (Australian Museum n.p.). The image of this man has been duplicated and distributed since the 1830s, an anonymous figure deployed to tell a settler-centric story of the Black, or Tasmanian, War. This man can now be seen, for the first time nine decades later, to wear his own story. We do not know his name, but he is no longer completely anonymous. This image is now, in some ways, a portrait. The State Library of New South Wales acknowledges this object is part of an important chapter in the Tasmanian story and, though two Boards are in collections in Tasmania (the Tasmanian Museum and Art Gallery, Hobart and the Queen Victoria Museum and Art Gallery, Launceston), each Board is different. The Library holds an important piece of a large and complex puzzle and has a moral obligation to make this information available beyond its metropolitan location. Digitisation, in this case re-digitisation, is allowing for the disruption of this story in sparking new questions around provenance and for the relocating of a Palawa warrior to a more prominent, perhaps even equal role, within a colonial narrative. Image Credit: Mitchell Library, State Library of New South Wales, Call No.: SAFE / R 247.Case Study Two: The George Augustus Robinson PapersThe second case study focuses on the work being led by the Indigenous Engagement Branch at the State Library of New South Wales on the George Augustus Robinson (1791–1866) Papers. In 1829, Robinson was granted a government post in Van Diemen’s Land to ‘conciliate’ with the Palawa peoples. More accurately, Robinson’s core task was dispossession and the systematic disconnection of the Palawa peoples from their Country, community, and culture. Robinson was a habitual diarist and notetaker documenting much of his own life as well as the lives of those around him, including First Nations peoples. His extensive suite of papers represents a familiar and peculiar kind of discomfort for Aboriginal Australians, one in which they are forced to learn about themselves through the eyes and words of their oppressors. For many First Nations peoples of Tasmania, Robinson remains a violent and terrible figure, but his observations of Palawa culture and language are as vital as they are problematic. Importantly, his papers include vibrant and utterly unique descriptions of people, place, flora and fauna, and language, as well as illustrations revealing insights into the routines of daily life (even as those routines were being systematically dismantled by colonial authorities). “Robinson’s records have informed much of the revitalisation of Tasmanian Aboriginal culture in the twentieth century and continue to provide the basis for investigations of identity and deep relationships to land by Aboriginal scholars” (Lehman n.p.). These observations and snippets of lived culture are of immense value to Palawa peoples today but the act of reading between Robinson’s assumptions and beyond his entrenched colonial views is difficult work.Image 3: George Augustus Robinson Papers, 1829–34. Image Credit: Mitchell Library, State Library of New South Wales, A 7023–A 7031.The canonical reference for Robinson’s archive is Friendly Mission: The Tasmanian Journals and Papers of George Augustus Robinson, 1829–1834, edited by N.J.B. Plomley. The volume of over 1,000 pages was first published in 1966. This large-scale project is recognised “as a monumental work of Tasmanian history” (Crane ix). Yet, this standard text (relied upon by Indigenous and non-Indigenous researchers) has clearly not reproduced a significant percentage of Robinson’s Tasmanian manuscripts. Through his presumptuous truncations Plomley has not simply edited Robinson’s work but has, quite literally, written many Palawa stories out of this colonial narrative. It is this lack of agency in determining what should be left out that is most troubling, and reflects an all-too-familiar approach which libraries, including the State Library of New South Wales, are now urgently trying to rectify. Plomley’s preface and introduction does not indicate large tranches of information are missing. Indeed, Plomley specifies “that in extenso [in full] reproduction was necessary” (4) and omissions “have been kept to a minimum” (8). A 32-page supplement was published in 1971. A new edition, including the supplement, some corrections made by Plomley, and some extra material was released in 2008. But much continues to be unknown outside of academic circles, and far too few Palawa Elders and language revival workers have had access to Robinson’s original unfiltered observations. Indeed, Plomley’s text is linear and neat when compared to the often-chaotic writings of Robinson. Digitisation cannot address matters of the materiality of the archive, but such projects do offer opportunities for access to information in its original form, unedited, and unmediated.Extensive consultation with communities in Tasmania is underpinning the digitisation and re-description of a collection which has long been assumed—through partial digitisation, microfilming, and Plomley’s text—to be readily available and wholly understood. Central to this project is not just challenging the canonical status of Plomley’s work but directly challenging the idea non-Aboriginal experts can truly understand the cultural or linguistic context of the information recorded in Robinson’s journals. One of the more exciting outcomes, so far, has been working with Palawa peoples to explore the possibility of Palawa-led transcriptions and translation, and not breaking up the tasks of this work and distributing them to consultants or to non-Indigenous student groups. In this way, people are being meaningfully reunited with their own histories and, crucially, given first right to contextualise and understand these histories. Again, digitisation and disruption can be seen here as allies with the facilitation of accessibility to an archive in ways that re-distribute the traditional power relations around interpreting and telling stories held within colonial-rich collections.Image 4: Detail, George Augustus Robinson Papers, 1829–34. Image Credit: Mitchell Library, State Library of New South Wales, A 7023–A 7031.As has been so brilliantly illustrated by Bruce Pascoe’s recent work Dark Emu (2014), when Aboriginal peoples are given the opportunity to interpret their own culture from the colonial records without interference, they are able to see strength and sophistication rather than victimhood. For, to “understand how the Europeans’ assumptions selectively filtered the information brought to them by the early explorers is to see how we came to have the history of the country we accept today” (4). Far from decrying these early colonial records Aboriginal peoples understand their vital importance in connecting to a culture which was dismantled and destroyed, but importantly it is known that far too much is lost in translation when Aboriginal Australians are not the ones undertaking the translating. ConclusionFor Aboriginal Australians, culture and knowledge is no longer always anchored to Country. These histories, once so firmly connected to communities through their ancestral lands and languages, have been dispersed across the continent and around the world. Many important stories—of family history, language, and ways of life—are held in cultural institutions and understanding the role of responsibly disseminating these collections through digitisation is paramount. In transitioning from physical collections to hybrid collections of the physical and digital, the digitisation processes conducted by memory institutions can be—and due to the size of some collections is inevitably—selective. Limited resources, even for large-scale and well-resourced digitisation projects usually realise outcomes that focus on making visually rich, key, or canonical documents, or those documents considered high use or at risk, available online. Such materials are extracted from a full body of records. Digitisation projects, as noted, tend to be devised for a broader audience where contextual questions are less central to the methodology in favour of presenting notable documents online, separate from their complete collection and, critically, their context. Our institutions carry the weight of past collecting strategies and, today, the pressure of digitisation strategies as well. Contemporary librarians should not be gatekeepers, but rather key holders. In collaborating across sectors and with communities we open doors for education, research, and the repatriation of culture and knowledge. We must, always, remember to open these doors wide: the call of Aboriginal Australians of ‘nothing about us without us’ is not an invitation to collaboration but an imperative. Libraries—as well as galleries, archives, and museums—cannot tell these stories alone. Also, these two case studies highlight what we believe to be one of the biggest mistakes that not just libraries but all cultural institutions are vulnerable to making, the assumption that just because a collection is open access it is also accessible. Digitisation projects are more valuable when communicated, contextualised and—essentially—the result of community consultation. Such work can, for some, be uncomfortable while for others it offers opportunities to embrace disruption and, by extension, opportunities to decolonise collections. For First Nations peoples this work can be more powerful than any simple measurement tool can record. Through examining our past collecting, deliberate efforts to consult, and through digital sharing projects across metropolitan and regional Australia, we can make meaningful differences to the ways in which Aboriginal Australians can, again, own their histories.Acknowledgements The authors acknowledge the Palawa peoples: the traditional custodians of the lands known today as Tasmania. IntroductionIn July 1997, the Mackay campus of Central Queensland University hosted a conference with the theme Regional Australia: Visions of Mackay. It was the first academic conference to be held at the young campus, and its aim was to provide an opportunity for academics, business people, government officials, and other interested parties to discuss their visions for the development of Mackay, a regional community of 75,000 people situated on the Central Queensland coast (Danaher). I delivered a presentation at that conference and authored a chapter in the book that emerged from its proceedings. The chapter entitled “Mackay Online” explored the potential impact that the Internet could have on the Mackay region, particularly in the areas of regional business, education, health, and entertainment (Pace). Two decades later, how does the reality compare with that vision?Broadband BluesAt the time of the Visions of Mackay conference, public commercial use of the Internet was in its infancy. Many Internet services and technologies that users take for granted today were uncommon or non-existent then. Examples include online video, video-conferencing, Voice over Internet Protocol (VoIP), blogs, social media, peer-to-peer file sharing, payment gateways, content management systems, wireless data communications, smartphones, mobile applications, and tablet computers. In 1997, most users connected to the Internet using slow dial-up modems with speeds ranging from 28.8 Kbps to 33.6 Kbps. 56 Kbps modems had just become available. Lamenting these slow data transmission speeds, I looked forward to a time when widespread availability of high-bandwidth networks would allow the Internet’s services to “expand to include electronic commerce, home entertainment and desktop video-conferencing” (Pace 103). Although that future eventually arrived, I incorrectly anticipated how it would arrive.In 1997, Optus and Telstra were engaged in the rollout of hybrid fibre coaxial (HFC) networks in Sydney, Melbourne, and Brisbane for the Optus Vision and Foxtel pay TV services (Meredith). These HFC networks had a large amount of unused bandwidth, which both Telstra and Optus planned to use to provide broadband Internet services. Telstra's Big Pond Cable broadband service was already available to approximately one million households in Sydney and Melbourne (Taylor), and Optus was considering extending its cable network into regional Australia through partnerships with smaller regional telecommunications companies (Lewis). These promising developments seemed to point the way forward to a future high-bandwidth network, but that was not the case. A short time after the Visions of Mackay conference, Telstra and Optus ceased the rollout of their HFC networks in response to the invention of Asynchronous Digital Subscriber Line (ADSL), a technology that increases the bandwidth of copper wire and enables Internet connections of up to 6 Mbps over the existing phone network. ADSL was significantly faster than a dial-up service, it was broadly available to homes and businesses across the country, and it did not require enormous investment in infrastructure. However, ADSL could not offer speeds anywhere near the 27 Mbps of the HFC networks. When it came to broadband provision, Australia seemed destined to continue playing catch-up with the rest of the world. According to data from the Organisation for Economic Cooperation and Development (OECD), in 2009 Australia ranked 18th in the world for broadband penetration, with 24.1 percent of Australians having a fixed-line broadband subscription. Statistics like these eventually prompted the federal government to commit to the deployment of a National Broadband Network (NBN). In 2009, the Kevin Rudd Government announced that the NBN would combine fibre-to-the-premises (FTTP), fixed wireless, and satellite technologies to deliver Internet speeds of up to 100 Mbps to 90 percent of Australian homes, schools, and workplaces (Rudd).The rollout of the NBN in Mackay commenced in 2013 and continued, suburb by suburb, until its completion in 2017 (Frost, “Mackay”; Garvey). The rollout was anything but smooth. After a change of government in 2013, the NBN was redesigned to reduce costs. A mixed copper/optical technology known as fibre-to-the-node (FTTN) replaced FTTP as the preferred approach for providing most NBN connections. The resulting connection speeds were significantly slower than the 100 Mbps that was originally proposed. Many Mackay premises could only achieve a maximum speed of 40 Mbps, which led to some overcharging by Internet service providers, and subsequent compensation for failing to deliver services they had promised (“Optus”). Some Mackay residents even complained that their new NBN connections were slower than their former ADSL connections. NBN Co representatives claimed that the problems were due to “service providers not buying enough space in the network to provide the service they had promised to customers” (“Telcos”). Unsurprisingly, the number of complaints about the NBN that were lodged with the Telecommunications Industry Ombudsman skyrocketed during the last six months of 2017. Queensland complaints increased by approximately 40 percent when compared with the same period during the previous year (“Qld”).Despite the challenges presented by infrastructure limitations, the rollout of the NBN was a boost for the Mackay region. For some rural residents, it meant having reliable Internet access for the first time. Frost, for example, reports on the experiences of a Mackay couple who could not get an ADSL service at their rural home because it was too far away from the nearest telephone exchange. Unreliable 3G mobile broadband was the only option for operating their air-conditioning business. All of that changed with the arrival of the NBN. “It’s so fast we can run a number of things at the same time”, the couple reported (“NBN”).Networking the NationOne factor that contributed to the uptake of Internet services in the Mackay region after the Visions of Mackay conference was the Australian Government’s Networking the Nation (NTN) program. When the national telecommunications carrier Telstra was partially privatised in 1997, and further sold in 1999, proceeds from the sale were used to fund an ambitious communications infrastructure program named Networking the Nation (Department of Communications, Information Technology and the Arts). The program funded projects that improved the availability, accessibility, affordability, and use of communications facilities and services throughout regional Australia. Eligibility for funding was limited to not-for-profit organisations, including local councils, regional development organisations, community groups, local government associations, and state and territory governments.In 1998, the Mackay region received $930,000 in Networking the Nation funding for Mackay Regionlink, a project that aimed to provide equitable community access to online services, skills development for local residents, an affordable online presence for local business and community organisations, and increased external awareness of the Mackay region (Jewell et al.). One element of the project was a training program that provided basic Internet skills to 2,168 people across the region over a period of two years. A second element of the project involved the establishment of 20 public Internet access centres in locations throughout the region, such as libraries, community centres, and tourist information centres. The centres provided free Internet access to users and encouraged local participation and skill development. More than 9,200 users were recorded in these centres during the first year of the project, and the facilities remained active until 2006. A third element of the project was a regional web portal that provided a free easily-updated online presence for community organisations. The project aimed to have every business and community group in the Mackay region represented on the website, with hosting fees for the business web pages funding its ongoing operation and development. More than 6,000 organisations were listed on the site, and the project remained financially viable until 2005.The availability, affordability and use of communications facilities and services in Mackay increased significantly during the period of the Regionlink project. Changes in technology, services, markets, competition, and many other factors contributed to this increase, so it is difficult to ascertain the extent to which Mackay Regionlink fostered those outcomes. However, the large number of people who participated in the Regionlink training program and made use of the public Internet access centres, suggests that the project had a positive influence on digital literacy in the Mackay region.The Impact on BusinessThe Internet has transformed regional business for both consumers and business owners alike since the Visions of Mackay conference. When Mackay residents made a purchase in 1997, their choice of suppliers was limited to a few local businesses. Today they can shop online in a global market. Security concerns were initially a major obstacle to the growth of electronic commerce. Consumers were slow to adopt the Internet as a place for doing business, fearing that their credit card details would be vulnerable to hackers once they were placed online. After observing the efforts that finance and software companies were making to eliminate those obstacles, I anticipated that it would only be a matter of time before online transactions became commonplace:Consumers seeking a particular product will be able to quickly find the names of suitable suppliers around the world, compare their prices, and place an order with the one that can deliver the product at the cheapest price. (Pace 106)This expectation was soon fulfilled by the arrival of online payment systems such as PayPal in 1998, and online shopping services such as eBay in 1997. eBay is a global online auction and shopping website where individuals and businesses buy and sell goods and services worldwide. The eBay service is free to use for buyers, but sellers are charged modest fees when they make a sale. It exemplifies the notion of “friction-free capitalism” articulated by Gates (157).In 1997, regional Australian business owners were largely sceptical about the potential benefits the Internet could bring to their businesses. Only 11 percent of Australian businesses had some form of web presence, and less than 35 percent of those early adopters felt that their website was significant to their business (Department of Industry, Science and Tourism). Anticipating the significant opportunities that the Internet offered Mackay businesses to compete in new markets, I recommended that they work “towards the goal of providing products and services that meet the needs of international consumers as well as local ones” (107). In the two decades that have passed since that time, many Mackay businesses have been doing just that. One prime example is Big on Shoes (bigonshoes.com.au), a retailer of ladies’ shoes from sizes five to fifteen (Plane). Big on Shoes has physical shopfronts in Mackay and Moranbah, an online store that has been operating since 2009, and more than 12,000 followers on Facebook. This speciality store caters for women who have traditionally been unable to find shoes in their size. As the store’s customer base has grown within Australia and internationally, an unexpected transgender market has also emerged. In 2018 Big on Shoes was one of 30 regional businesses featured in the first Facebook and Instagram Annual Gift Guide, and it continues to build on its strengths (Cureton).The Impact on HealthThe growth of the Internet has improved the availability of specialist health services for people in the Mackay region. Traditionally, access to surgical services in Mackay has been much more limited than in metropolitan areas because of the shortage of specialists willing to practise in regional areas (Green). In 2003, a senior informant from the Royal Australasian College of Surgeons bluntly described the Central Queensland region from Mackay to Gladstone as “a black hole in terms of surgery” (Birrell et al. 15). In 1997 I anticipated that, although the Internet would never completely replace a visit to a local doctor or hospital, it would provide tools that improve the availability of specialist medical services for people living in regional areas. Using these tools, doctors would be able to “analyse medical images captured from patients living in remote locations” and “diagnose patients at a distance” (Pace 108).These expectations have been realised in the form of Queensland Health’s Telehealth initiative, which permits medical specialists in Brisbane and Townsville to conduct consultations with patients at the Mackay Base Hospital using video-conference technology. Telehealth reduces the need for patients to travel for specialist advice, and it provides health professionals with access to peer support. Averill (7), for example, reports on the experience of a breast cancer patient at the Mackay Base Hospital who was able to participate in a drug trial with a Townsville oncologist through the Telehealth network. Mackay health professionals organised the patient’s scans, administered blood tests, and checked her lymph nodes, blood pressure and weight. Townsville health professionals then used this information to advise the Mackay team about her ongoing treatment. The patient expressed appreciation that the service allowed her to avoid the lengthy round-trip to Townsville. Prior to being offered the Telehealth option, she had refused to participate in the trial because “the trip was just too much of a stumbling block” (Averill 7).The Impact on Media and EntertainmentThe field of media and entertainment is another aspect of regional life that has been reshaped by the Internet since the Visions of Mackay conference. Most of these changes have been equally apparent in both regional and metropolitan areas. Over the past decade, the way individuals consume media has been transformed by new online services offering user-generated video, video-on-demand, and catch-up TV. These developments were among the changes I anticipated in 1997:The convergence of television and the Internet will stimulate the creation of new services such as video-on-demand. Today television is a synchronous media—programs are usually viewed while they are being broadcast. When high-quality video can be transmitted over the information superhighway, users will be able to watch what they want, when and where they like. […] Newly released movies will continue to be rented, but probably not from stores. Instead, consumers will shop on the information superhighway for movies that can be delivered on demand.In the mid-2000s, free online video-sharing services such as YouTube and Vimeo began to emerge. These websites allow users to freely upload, view, share, comment on, and curate online videos. Subscription-based streaming services such as Netflix and Amazon Prime have also become increasingly popular since that time. These services offer online streaming of a library of films and television programs for a fee of less than 20 dollars per month. Computers, smart TVs, Blu-ray players, game consoles, mobile phones, tablets, and other devices provide a multitude of ways of accessing streaming services. Some of these devices cost less than 100 dollars, while higher-end electronic devices include the capability as a bundled feature. Netflix became available in Mackay at the time of its Australian launch in 2015. The growth of streaming services greatly reduced the demand for video rental shops in the region, and all closed down as a result. The last remaining video rental store in Mackay closed its doors in 2018 after trading for 26 years (“Last”).Some of the most dramatic transformations that have occurred the field of media and entertainment were not anticipated in 1997. The rise of mobile technology, including wireless data communications, smartphones, mobile applications, and tablet computers, was largely unforeseen at that time. Some Internet luminaries such as Vinton Cerf expected that mobile access to the Internet via laptop computers would become commonplace (Lange), but this view did not encompass the evolution of smartphones, and it was not widely held. Similarly, the rise of social media services and the impact they have had on the way people share content and communicate was generally unexpected. In some respects, these phenomena resemble the Black Swan events described by Nassim Nicholas Taleb (xvii)—surprising events with a major effect that are often inappropriately rationalised after the fact. They remind us of how difficult it is to predict the future media landscape by extrapolating from things we know, while failing to take into consideration what we do not know.The Challenge for MackayIn 1997, when exploring the potential impact that the Internet could have on the Mackay region, I identified a special challenge that the community faced if it wanted to be competitive in this new environment:The region has traditionally prospered from industries that control physical resources such as coal, sugar and tourism, but over the last two decades there has been a global ‘shift away from physical assets and towards information as the principal driver of wealth creation’ (Petre and Harrington 1996). The risk for Mackay is that its residents may be inclined to believe that wealth can only be created by means of industries that control physical assets. The community must realise that its value-added information is at least as precious as its abundant natural resources. (110)The Mackay region has not responded well to this challenge, as evidenced by measures such as the Knowledge City Index (KCI), a collection of six indicators that assess how well a city is positioned to grow and advance in today’s technology-driven, knowledge-based economy. A 2017 study used the KCI to conduct a comparative analysis of 25 Australian cities (Pratchett, Hu, Walsh, and Tuli). Mackay rated reasonably well in the areas of Income and Digital Access. But the city’s ratings were “very limited across all the other measures of the KCI”: Knowledge Capacity, Knowledge Mobility, Knowledge Industries and Smart Work (44).The need to be competitive in a technology-driven, knowledge-based economy is likely to become even more pressing in the years ahead. The 2017 World Energy Outlook Report estimated that China’s coal use is likely to have peaked in 2013 amid a rapid shift toward renewable energy, which means that demand for Mackay’s coal will continue to decline (International Energy Agency). The sugar industry is in crisis, finding itself unable to diversify its revenue base or increase production enough to offset falling global sugar prices (Rynne). The region’s biggest tourism drawcard, the Great Barrier Reef, continues to be degraded by mass coral bleaching events and ongoing threats posed by climate change and poor water quality (Great Barrier Reef Marine Park Authority). All of these developments have disturbing implications for Mackay’s regional economy and its reliance on coal, sugar, and tourism.
