Abstract:
Automation within the transport system proved to be a remarkable investment inside the improvement of smart cities. ETC “Electronic Toll Collection” pursuits to cast off the holdup at toll gates by way of amassing toll fee electronically. Using this era we can reduce the congestion in tollbooths, in particular all through festive seasons while traffic has a tendency to be heavier than ordinary. The principle aim of this paper is to develop a conversation gadget to automate the vehicle access, go out toll series the usage of RF-Identification technology. Statistics can be without problems exchanged among the vehicle owners and toll management, thereby facilitating an extra effective toll collection by using decreasing traffic problems and abolishing feasible person made mistakes. Aurdino MEGA2560 microcontroller acts as the heart of the device. When any automobile passes thru the Toll Gate, the RFID tag, that's connected to the vehicle, receives scanned and an interrupt sign is dispatched to Aurdino from the RFID module. The microcontroller sends a signal to motor driver, GSM module and LED. On receiving the signal from Aurdino, LED turns from red to green because of this that the vehicle can pass thru the toll gate and the motor gets into movement via lifting the gate.

Abstract:
This paper focuses on an electronic toll collection (ETC) system using radio frequency identification technology (RFID). Research on ETC was started in 1992, during which RFID tags began to be widely used in vehicles to automate toll processes. The proposed RFID system uses tags that are mounted on the windshields of vehicles, through which information embedded on the tags are read by RFID readers. This eliminates the need for motorists and toll authorities to manually perform ticket payments and toll fee collection. The Data of each vehicle crossing the toll gate is stored in the website. A LCD screen is also provided for user convenience. The toll Gate arena is monitored by means of a camera at all times. Data information are also easily exchanged between the motorists and toll authorities, thereby enabling a more efficient toll collection by reducing traffic jams and eliminating possible human errors.

Abstract:
All attempts to reduce traffic and to change the modal split in favor of public transportation have failed to slow the increase of private transportation in urban areas in recent years. Therefore, urban traffic has become a major problem in many countries. One promising approach to the control of traffic demand in an efficient way is to introduce variable demand-based pricing schemes in urban areas. However, there have been few systematic field trials on the effect of road user charges on travel behavior. The MobilPASS field trial in Stuttgart, Germany, has now investigated the effect of variable road pricing charges on road users’ behavior at a level of detail that is unique. Special attention was paid to the interaction between the charging schemes and reductions in the number of trips, changes of mode of transport, route changes, and time shifts. The empirical results presented indicate that time- and route-dependent road charges have the desired results.

Abstract:
In the development of technology for smart cities, the installation and deployment of electronic motor vehicle registration identification have attracted great attention in terms of smart transportation in recent years. Vehicle velocity measurement is one of the fundamental data collection efforts for motor vehicles. The velocity detection using electronic registration identification of motor vehicles is constrained by the detection algorithm, the material of the automobile windshield, the placement of the decals, the installation method of the signal reader, and the angle of the antenna. The software and hardware for electronic motor vehicle registration identification produced in the standard manner cannot meet the accuracy of velocity detection for all scenarios. Based on the actual application requirements, we propose a calibration method for the numerical output of the automobile velocity detector based on edge computing of the optimized multiple reader/writer velocity values and based on a particle swarm-optimized radial basis function (RBF) neural network. The proposed method was tested on a two-way eight-lane road, and the test results showed that it can effectively improve the accuracy of velocity detection using electronic registration identification of motor vehicles. Compared with the actual velocity, 87.12% of all the data samples had an error less than 5%, and 91.76% of the data samples for vehicles in the center lane had an error less than 5%. By calibrating the electronic vehicle velocity based on the registration identification, the accuracy of velocity detection in different application environments can be improved. Moreover, the method can establish an accurate foundation for application in traffic flow management, environmental protection, traffic congestion fee collection, and special vehicle traffic management.

Abstract:
Abstract Decentralization has been a means to enhance efficiency and effectiveness in the management of local government affairs. Tanzania has undergone a reform through decentralization by devolution (D by D) and shifted relative power to lower levels of government known as local government authorities. The purpose is to improve the management of local government affair including the management of community health, free basic education and the management of contracts through public-private partnership. The objective of this paper is to review and analyse on how D by D has enhanced efficiency and effectiveness in the management of local government affairs in Tanzania. Data were collected through reviewing different documents including published journal articles, unpublished Master and PhD thesis/dissertations, government reports and online materials. Efficiency and effectiveness in the management of local government affairs are enhanced by D by D as there are improvements in the management of the community health fund as the number of households enrolled is consecutively increasing in the past five years from 543,328 in 2012/2013 to 2,251,055 in 2017/2018giving a total of 13,506,330 beneficiaries out of the total population. In the management of free fee basic education, head masters, mistress and head teachers in Singida and Ruangwa districts are successful in overcoming the challenges of free fee basic education while there is improved community participation in the management of management of contracted services in Ulanga district council. This paper recommends for reviewing and analysing how D by D has enhanced management of waste collection, the use of Government electronic Payment Gateway (GePG) in revenue collection and the efficiency and effectiveness of Tanzania Rural and Urban Roads Agency (TARURA).

Abstract:
Background The use of electronic charge vouchers in anesthesia practice is limited, and the effects on practice management are unreported. The authors hypothesized that the new billing technology would improve the effectiveness of the billing interface and enhance financial practice management measures. Methods A custom application was created to extract billing elements from the anesthesia information management system. The application incorporates business rules to determine whether individual cases have all required elements for a complete and compliant bill. The metrics of charge lag and days in accounts receivable were assessed before and after the implementation of the electronic charge voucher system. Results The average charge lag decreased by 7.3 days after full implementation. The total days in accounts receivable, controlling for fee schedule changes and credit balances, decreased by 10.1 days after implementation, representing a one-time revenue gain equivalent to 3.0% of total annual receipts. There are additional ongoing cost savings related to reduction of personnel and expenses related to paper charge voucher handling. Conclusions Anesthesia information management systems yield financial and operational benefits by speeding up the revenue cycle and by reducing direct costs and compliance risks related to the billing and collection processes. The observed reductions in charge lag and days in accounts receivable may be of benefit in calculating the return on investment that is attributable to the adoption of anesthesia information management systems and electronic charge transmission.

Abstract:
Background: Although standard precautions are considered a building block in the prevention of healthcare-associated infections (HAIs) and bloodborne pathogen (BBP) exposures, little is known about the rate of adherence to standard precautions among healthcare workers in US acute-care hospitals and the processes used for measurement and surveillance. Methods: We evaluated the development and usability of electronic platforms to collect standard precautions surveillance data in support of the Simulation to Improve Infection Prevention and Patient Safety (SIPPS) Trial. SIPPS is a 5-year group-randomized group-interventional study to develop and test a simulation intervention to improve provider performance of standard precautions and prevent HAIs and occupational BBP exposures. In the pilot study, standard precautions adherence data were collected and validated using the Standard Precautions Observational Tool (SPOT) in a paper format. Adherence was measured using 10 indicators across the categories of hand hygiene, personal protective equipment, linen handling, and sharps disposal. The SPOT allows users to observe healthcare workers providing routine care and to record when an SP action is indicated and whether it was completed or missed. The data did not contain personally identifiable information or protected health information. The aim of this project was to design an electronic version of the SPOT that is simple and affordable to create, allows for rapid and structured data collection, and can be disseminated for broad standardization of standard precautions surveillance. Results: Three electronic platforms, including 2 survey-based platforms (Qualtrics and REDCap) and 1 website-based platform (Google), were evaluated for the following characteristics: (1) design interface, (2) customizability, (3) data entry speed, (4) accessibility, and (5) total cost. Both survey platforms performed well in design interface, allowing for a no- or low-code design and offered mobile-friendly formats. Rigid survey formats created obstacles in customization and rapid data collection, involving large amounts of scrolling or screen advancement. Survey-based platforms also required a subscription or access fee. Conversely, the website-based platform had a more challenging design interface but was easily customizable with low-level knowledge of hypertext mark-up language (HTML) and application programming interface deployment. The website platform allowed for a single screen view, mobile-phone–friendly design, and rapid data collection. It was developed using freely available resources. Conclusions: A website-based HTML form allows for faster data collection and a higher level of customization than survey-based platforms and can be designed and implemented free of cost using minimal web-development skills. This surveillance methodology will be field tested for fidelity of implementation and for broad use in surveillance.Funding: The Agency for Healthcare Research and Quality provided Funding: for this study (grant no. 1R18HS026418).Disclosures: Amanda Hessels reports that she is the primary investigator for the studies titled “Impact of Patient Safety Climate on Infection Prevention Practices and Healthcare Worker and Patient Outcomes” (grant no. Abstract:
The tendency of the community towards halal products is currently increasing, not only related to objects/goods but also related to muamalah/interactions. The development of the latest fintech applications needs to be examined and detailed again, to be linked with related sharia law. In addition to examining legal status, an interesting thing to develop is how to formulate a fintech application that is following the Islamic economic perspective. Therefore, it is crucial to always review the National Sharia Board – Indonesian Council of Ulama (Dewan Syariah Nasional – Majelis Ulama Indonesia – DSN-MUI)’s fatwa related to fintech applications in Islamic financial institutions (LKS). The results of this study will be used as input for DSN-MUI to formulate policies and fatwas that is issued. This research is a qualitative type. The research subjects are; (1) Sharia Cards, (2) Sharia Charge Cards, (3) Transfers and Collections, (4) Payment Services, and (5) Sharia Electronic Money. There are differences in the bases for determining the contract of each of these products between Islamic countries. The results of this study indicate that: (1) the sharia card product is more appropriate to use the hawalah contract than the kafalah contract, and it is necessary to fix fines due to maturity, monthly fees that are not related to the amount of debt, and to write off merchant fees; (2) Sharia Charge Card products should use a hawalah contract rather than a kafalah contract and need to eliminate fines due to late payment; (3) the use of the wakalah contract on transfer and collection products is correct; (4) payment service products that use a wakalah and ijarah contract should be sufficient to use one of the two; and (5) electronic money can function as money, with transactions using the hawalah principle, as well as debit cards (wadi'ah principles). So, four improvements are proposed to the DSN-MUI fatwas related to the fintech application.========================================================================================================Tinjauan Terhadap Fatwa Terkait Penerapan Fintech pada Lembaga Keuangan Syariah di Indonesia. Jadi, diusulkan empat perbaikan atas fatwa–fatwa DSN-MUI terkait aplikasi fintech.

Abstract:
Purpose – The purpose of this paper is to provide a case study of total cost of ownership (TOC) for Electronic Theses and Dissertations (ETD). Only few articles have been published to discuss the costs associated with repository and/or theses and dissertations (TD). Design/methodology/approach – The paper first provides literature reviews in costs associated with repository and TD. By using the DCC life cycle model, the author presents costs for each actionable category: create or receive, appraise & select, ingest, preservation action, store, access, use and reuse and transform. The paper presents four TOCs to illustrate the changes of TOCs from 2005 to current time. Findings – The paper gives one case study of the TOCs for ETD over the years, and illustrates how the University lowered the TOCs. The current ETD's TOC is on a par with these costs of two other studies published related to repository titles. The TOC has been decreased from the traditional paper-based TD of $75 per title to ETD of $69 in 2005. By removing the ProQuest processing fee of $55, the TOC decreased to $14.37 in 2010. The TOC is currently $6.33 per title after the ETD collection was migrated to the University of Arizona repository. Research limitations/implications – Readers shall be aware that there are no “transform” and little “preservation action” tasks performed. The current cost of “transform” is $0 due to the nature of ETD of its rigid format requirements, Originality/value – The paper fulfills the need to study costs associated with repository titles, especially ETD titles. It also provide a way to estimate costs for institutions planning to start ETD collections.

Abstract:
Lately, economists and policymakers have been paying even closer attention to the hidden economy. Indeed, it makes a difference to the economy how much money goes into the state coffers. To uncover the hidden economy, however, it is necessary to be familiar with its nature and manifestations. In this paper, with the aid of previous research and literature, we attempt to illustrate the characteristics of the hidden economy in Hungary before and after the regime change and to map out the steps that have been taken to uncover it. This publication was preceded by a systematic literature review on the definition, causes, and effects of the hidden economy, consisting of the collection of both data and literature related to the domestic hidden economy. The following summarizes the results from the synthesis of literature: The Hungarian hidden economy existed even before the regime change and took a variety of different forms. These include tips, bribes, informal payments, unauthorized work and patchwork, moonlighting, unauthorized rental of real estate, use of the social property for personal gain, gains from the infringement of customs and exchange law, tax fraud by craftsmen and retailers, theft of public property, and corruption. Since 1990, not only have the dynamics of the hidden economy strengthened, but its types of activities have changed significantly as well. These include, but are not limited to: omitting a portion of revenue from the register; recognizing non-incurred material production costs among expenditures; including an excessive portion of personal household maintenance costs among production costs; organizing business and study trips abroad; finder’s fee; end-of-year depreciation or ‘transfer’ of inventories; wages of registered employees paid out of pocket; employment of unreported employees; parallel company formation; the economic activity of unincorporated individuals and the income generated thereby. The following are among the concrete steps taken in recent years to uncover the Hungarian hidden economy: the temporary employment booklet; the simplified entrepreneurial tax; the Electronic Trade and Transport Control System; online cash registers; the connection of vending machines to the tax office.

Abstract:
The study aims to determine the prospects and possibilities of using foreign experience for the development of intelligent transport systems in Ukraine. The article deals with the history of the emergence of intelligent transport systems in the world. We have investigated the prerequisites and promising directions for developing the global market of intelligent transport systems: traffic management, road safety, and supervision; cargo management; automotive telematics; parking management; automated vehicles. The main players in the field of business in this market have been identified. It is systematized for the adaptation of countries that are developing due to the features of the European ITS architecture, the US ITS architecture, the Japanese national ITS architecture, which are designed to improve the lives of citizens. Variants of using information and navigation systems in the framework of European projects on the example of cities are proposed. In the example of the European Union, the stages of implementation of the ITS architecture are considered, and how this affects the congestion of roads in large cities. The creation of a unified architecture of ITS allows you to control: the level of transport safety in transport and road traffic; energy consumption and environmental impact; networks of logistics systems for passenger service and cargo handling; management of transport, road construction, and repair works, parking places, collection of road tolls, equipment for improving personal services of road users. We have substantiated the necessity of using an integrated approach to improve the digitalization and intellectualization of transport systems, taking into account their advantages and disadvantages, has been substantiated. Conceptual approaches to the digitization of transport are generalized, closely related to logistics IT systems and the network of local roads. The theoretical basis of the level of intellectualization of the Ukrainian transport systems in comparison with foreign ones has been studied, the expediency of the possibility of developing this sphere in Ukraine with the implementation of the project "Transparent infrastructure" has been proved. The organizational and economic principles of the use of intelligent transport systems of the countries of the world for solving a wide range of problems have been determined: transmission of information in real-time for travelers, namely, traffic schedules, information on delays; entrance fee for the passage of vehicles to the area of the city; accident management; an electronic collection of duties. The legislative framework and the National Transport Strategy of Ukraine for the period up to 2030 are considered. The real results of the development of transport systems that are already being implemented in Ukrainian cities are displayed. A network of "smart roads" will be built in Ukraine. To implement this task, high-quality fiber-optic communications are needed, which will pass along the roads, which will allow the introduction of intelligent transport systems. The use of the world's leading experience in the implementation of intelligent transport systems is strategic for Ukraine, determines its competitiveness in the world market, and meets the requirements of integrating the national transport network into the Trans-European transport network.

Abstract:
Abstract Objective – The purpose of this study is to explore collection development, cataloguing, processing, and circulation practices for tabletop game collections in libraries. This study used the term “tabletop games” to refer to the array of game styles that are played in real-world, social settings, such as board games, dice and card games, collectible card games, and role-playing games. Methods – An online survey regarding tabletop games in libraries was developed with input from academic, public, and school librarians. Participants were recruited utilizing a snowball sampling technique involving electronic outlets and discussion lists used by librarians in school, public, and academic libraries. Results – One hundred nineteen libraries answered the survey. The results show that tabletop games have a presence in libraries, but practices vary in regard to collection development, cataloguing, processing, and circulation. Conclusion – Results indicate that libraries are somewhat fragmented in their procedures for tabletop collections. Libraries can benefit from better understanding how others acquire, process, and use these collections. Although they are different to other library collections, tabletop games do not suffer from extensive loss and bibliographic records are becoming more available. Best practices and guidance are still needed to fully integrate games into libraries and to help librarians feel comfortable piloting their own tabletop collections.

Abstract:
In the digital world, it’s somewhat difficult to manage the expectations of the present customers especially E-Commerce Shoppers who are often challenging and pushed to keep up with what is anticipated to them. Numerous E-shoppers are under pressure to locate and approach to convey an offline in-store ride to the online store ride of higher level interaction with their customers. Experts have cited that all kinds of powers are clearly in the fingers of customers and that their never ever change their behaviors, this leads to force them to approach various online shops portals to adapt. Online shopping comes to be greatly empowered, the E-shoppers expectations from retailers to vendors and are developing a rapid shift in their behavior with an emphasis on pace and convenience. Shopper’s interest spans have become shorter, with 50 percent of shoppers leaping from one retailer website to another, earlier they making an enduring purchase. In addition, greater than eighty percent of shoppers are taking their shopping experience in both online as well as offline. A retailer’s internet site is one of the key places where customers go to search about their dream product’s records and pricing. The demand for the quick shipping of products purchased and handy services, such as click on online and collect in store, as properly as seamless returns have led to groups developing easy, no-fuss fee options. Research indicates that primary shops will continue to offer higher approaches to gather products purchased online from their stores, as a way of appealing to customers and supplying larger convenience. Based on these prevailing conditions a study was performed on E-Commerce components impacting consumer’s online purchasing conducted on the United Arab Emirates (UAE). Major portions of primary data collection were done via the questionnaires method and by means of emails in two predominant cities of UAE (Sharjah, Abu Dhabi). Cost, time saving (shipping), maintaining customers private details in a secured manner and comfort while do shopping were recognized as vital elements and this leads to assured buying conduct of online shopping. The www is to remodel in the region of populace where communal networked group impact and leads to online shopping.

Abstract:
It is not feasible for a library to hold or acquire a full collection of information resources which may be required by its patrons. To deal with this issue, library cooperation was adopted, for instance, interlibrary loaning, document delivery and library network, formed to build the acquiring capacity of cooperating institutions to grow the accessibility of information resources and offer computerized services. In Kenya, there is KLISC which has carried out commendable activities to support research in Kenya. KLISC has done admirable exercises to support research in Kenya. These exercises incorporate collaborative acquisition of information resources, ICT training of information experts and the preparation of researchers to improve their abilities in retrieving information. Despite the activities and services that KLISC provide, its resources are yet to be appreciated by a majority of the users of the member institutions. Also, not all information providers and institutions of higher learning are members. Kenya has over 600 institutions but only 112 are KLISC members as of 2018 and the numbers keep reducing. The study therefore tried to identify the challenges that the KLISC members face that could be affecting utilization of the electronic resources, members pulling out and also discouraging other institutions from joining. The study found out that KLISC members experienced the following challenges; slow internet connectivity, information illiteracy, lack of searching skills, low awareness levels, slow downloading speed, unfriendly platforms, password requirements for some databases, poor ICT infrastructure, poor ICT skills for both users and staff, delays in releasing of funds by the management, and slow communication from the publishers. KLISC itself faces the following challenges: members do not efficiently communicate about their information needs, lack of sponsorship since INASP pulled out, delay by KLISC’s members to pay their annual subscription fee, and the management team is overwhelmed by work. The study therefore recommended the following: Institutions should invest more on ICT infrastructure, KLISC should come up with a way of ensuring relevancy, KLISC should stand on its own as an institution and acquire its own offices and employ staff who will just be working for KLISC, KLISC should create a mini-consortium to cater for research institutions and also other specialized fields in different institutions in Kenya, KLISC should come up with a way of dealing with individual defaulters in a way that does not affect the other members, the publishers should improve the interfaces of their databases to make them user friendly and easy to navigate, and the publishers should also ensure fast communications with the institutions.

Abstract:
AC-fed electric arc furnaces (EAFs) are known with their unbalanced, excessively nonlinear and time varying load characteristics. The nonlinear oscillations produced by EAF operation cause several problems to interconnected feed system. Injection of harmonics/interharmonics and rising flicker effects on the feed system are two of major problems produced by EAF. These nonlinear effects result into quasistatic changes in the feed system parameters (L − R) . In last decade many studies have been reported that such quasistatic changes in the feed system parameters result in viable bifurcation formations which strictly cause sudden and drastic changes on system behaviors. This paper presents an analytical control procedure to eliminate viable bifurcation points on L − I and R − I curves that cause sudden resonant peak arc currents. After control procedure, stability margins of EAF are extended into larger levels and viable bifurcation points on the feed system parameter have been eliminated. During study, possible roles of small parameter changes of uncontrolled EAF around bifurcation points and controlled EAF have been traced over time series analysis, phase plane analysis and bifurcation diagrams. A wide collection of useful dynamic analysis procedures for the exploration of studied arc furnace dynamics have been handled through the AUTO open-source algorithms.

One of the major weaknesses of libraries in developing countries is their scarcity of foreign and international legal collections. In desperate need for reliable and up-to-date foreign jurisdiction resources, these libraries try to fill the gap with ad-hoc solutions. New York University's experiences in offering assistance to some of them clearly show that obtaining out-of-date books from“generous donations”, importing short-term visiting“brains”or buying computers (which are used as furniture covered with elegant red velvet) doesn't solve the problem. On the contrary, these stop-gaps feed frustration.

Objective – To study the information-seeking behaviour of engineering faculty. Design – Online survey; Purposive sample. Setting – Engineering departments of 20 large public universities in various regions of the United States. Subjects – 903 engineering faculty members (including 35% professors; 24% associate professors, 23% assistant professors, and 17% ranked as adjunct faculty, instructors, lecturers, professors emeriti and “other”). Methods – 4905 researchers were sent an email invitation to complete a 12-item survey with open and closed questions. Email addresses were gathered from university websites. Main Results – 96% of those surveyed find access to online scholarly journals (current and backfiles) as very important or important. 71% believe access to the physical book collection is very important or important. 56% feel that access to electronic book collections is very important or important. (Further analysis revealed a difference between newer and older faculty- 62% of newer faculty and 52% of faculty in field for 16 or more years think electronic book collections are important). Print subscriptions to journals are important to only 37% of respondents, and providing space to conduct research is important to only 36% of those surveyed. Besides attending conferences and scanning journals, face-to-face discussion with students and colleagues was a key resource for faculty for keeping current in the engineering field. 81% seek information at least weekly to prepare for lectures, about 74% at least monthly to conduct research or write publications, and 77% at least monthly to remain current in their field. 73% visited the physical library fewer than five times in the past year, but researchers were surprised that almost half (47%) rated assistance from library staff as important or very important. 70% see interlibrary loan services as important or very important. Conclusion – Engineering faculty rely on scholarly journals, Internet, and other electronic resources for their research. They depend on face-to-face consultations with students and colleagues. The physical space of the library is less important.

Abstract:
In 1996, its centenary year, the New York Public Library opened its Science, Industry and Business Library (SIBL) in a former department store in mid-town Manhattan, occupying 160,000 square feet of usable floor space. The building, which has received six awards, is designed to be both attractive and highly functional. The $100 million project was funded by a combination of private and government funds. The concept is of a specialized high technology research centre with unparallelled older and current print collections (1.2 million books and serials) and access to electronic resources, which also incorporates a 50,000-item circulating library of popular print, audiovisual and multimedia materials. All of the resources are available to the public at no charge. Much of the collection is on open access. There are several professionally staffed information service points. The provision of extensive training sessions is proving to be an outstanding success, more than 20,000 people having registered since SIBL opened. A three-year grant from the W.K. Kellogg Foundation has enabled SIBL to train information professionals in the three crucial areas of technological competence, customer service and professional development.

Abstract:
The electronic nose is the olfactory organ of the robot, which is composed of a large number of sensors to perceive the smell of objects through free diffusion. Traditionally, it is difficult to realize the active perception function, and it is difficult to meet the requirements of small size, low cost, and quick response that robots require. In order to address these issues, a novel electronic nose with active perception was designed and an ensemble learning method was proposed to distinguish the smell of different objects. An array of three MQ303 semiconductor gas sensors and an electrochemical sensor DART-2-Fe5 were used to construct the novel electronic nose, and the proposed ensemble learning method with four algorithms realized the active odor perception function. The experiment results verified that the accuracy of the active odor perception can reach more than 90%, even though it used 30% training data. The novel electronic nose with active perception based on the ensemble learning method can improve the efficiency and accuracy of odor data collection and olfactory perception.

Abstract:
This article discusses the features of the digital transformation of the following state functions: information support in the field of environmental protection, state accounting in the field of environmental protection, regulation in the field of environmental protection (in terms of the use of the best available technologies), state environmental supervision, and administration of fees for negative environmental impact (NVOS). It is proved that the data of the state register of objects of negative impact, formed as a result of the state accounting of objects that have a negative impact on the environment, the implementation of state environmental supervision, and the administration of fees for NWOS should become the basis for making environmentally significant decisions. To expand the scope of use of this information, it is proposed to ensure the interoperability of the state register data. In addition, the authors come to the conclusion that digitalization of technological rationing based on the best available technologies (hereinafter also BAT) is associated with the use of such technologies as data turnover regulation, experimental legal regimes (regulatory sandboxes) and assessment of the compliance of the applied technology with the best available technology. Moreover, when implementing state environmental supervision, inspections should be planned based on the hazard category of objects of negative impact and when conducting inspections, remote control methods should be used. It is also essential to introduce electronic test sheets for self-checking enterprises. Finally, the digitalization of calculating and collecting fees for NVOS should ensure the smooth functioning of calculating fees by the payer in digital format and control over the correctness of calculation and collection by the supervisory authority.

Abstract:
Objective – To ascertain the coverage by discipline, publication date, publication language, and upload frequency of the scholarly articles found in Google Scholar. Design – Comparative content analyses. Setting – Electronic information resources accessible via the internet (both freely accessible and for-fee databases). Subjects – Forty-seven online databases and Google Scholar. Methods – The study compared the content of 47 databases (21 Internet resources freely available to the general public; 26 restricted-access databases) covering a variety of subjects with the content of Google Scholar. Each database was assigned to one of the following discipline categories: business, education, humanities, science and medicine, social science, and multidisciplinary. From April through July 2005, researchers generated random samples of 50 article titles from each of the 47 databases and searched the titles on Google Scholar to determine inclusion. Related studies were conducted for publication date and publication language analysis, and for the Google Scholar upload frequency study. For the publication date study, random samples from one database (PsycINFO) with a high degree of variability in Google Scholar coverage were searched for 1990, 2000, and 2004. For the publication language study, Google Scholar coverage of PsycINFO articles in English was compared to coverage of PsycINFO articles published in non-English languages. For the upload frequency study, two databases chosen for their high degree of coverage (BioMed Central and PubMed) were monitored to determine how often the new content was uploaded to Google Scholar. Main Results – This study revealed that content covered by Google Scholar varies greatly from database to database and from discipline to discipline. Of the 47 databases studied, coverage ranged from 6% to 100%. Mean and median values of coverage for all databases were both 60%. The mean discipline category scores varied from the humanities databases at 10% coverage, to the social sciences and education at 39% and 41% respectively, to science and medicine databases at 76% coverage. Mean coverage was 77% for the multidisciplinary databases. Mean coverage of open access journal databases was 95%, freely accessible databases had 84% mean coverage, and single publisher databases had 83% mean coverage. The publication language study found a bias towards English language publications. As well, a publication date bias was found – coverage of earlier dates was not as thorough as coverage of more recent publications. In the upload frequency study, for BioMed Central and PubMed there appears to be an approximately 15-week delay in the uploading of new material to Google Scholar. Conclusions – The results of this study serve to alert researchers and information professionals that Google Scholar (in beta test mode at the time of the study) has poor coverage in certain areas. To those with access to commercial databases, this serves as a cautionary tale. To those with a dearth of commercial databases, Google Scholar is a welcome site and can provide at least some information. The researchers state that the search engine itself could make future content studies unnecessary if it decides to make its content collection methodology transparent to users. Upload frequency, Google Scholar’s linking services, the advanced search option, and the “cited by” feature could all be subjects of future studies. For its first year in operation, Google Scholar offers a broad range of discipline coverage with substantial depth in some areas. At the time of the study, Google Scholar was working with libraries and vendors to connect search results to library-licensed full text.

Full text
Abstract:
Thermal power stations emit significant amounts of fly ash and ultra fine particles into the atmosphere. Electrostatic precipitators (ESP) or electro filters remove flying ashes and fine particles from the flue gas before passing the gas into the chimney. Maximum allowable value of dust is 50 mg/m3 and it requires that the efficiency of the ESPs better than 99 %, which calls for an increase of active surface of the electrodes, hence increasing the filter volume and the weight of steel used for the filter. In previous decades, electrostatic precipitators in thermal power plants were fed by thyristor controlled, single phase fed devices having a high degree of reliability, but with a relatively low collection efficiency, hence requiring large effective surface of the collection plates and a large weight of steel construction in order to achieve the prescribed emission limits. Collection efficiency and energy efficiency of the electrostatic precipitator can be increased by applying high frequency high voltage power supply (HF HV). Electrical engineering faculty of the University of Belgrade (ETF) has developed technology and HF HV equipment for the ESP power supply. This solution was subjected to extensive experimental investigation at TE Morava from 2008 to 2010. High frequency power supply is proven to reduce emission two times in controlled conditions while increasing energy efficiency of the precipitator, compared to the conventional thyristor controlled 50Hz supply. Two high frequency high voltage unit AR70/1000 with parameters 70 kV and 1000 mA are installed at TE Morava and thoroughly testes. It was found that the HF HV power supply of the ESP at TE Morava increases collection efficiency so that emission of fine particles and flying ashes are halved, brought down to only 50 % of the emissions encountered with conventional 50 Hz thyristor driven power supplies. On the basis of this study, conclusion is drawn that the equipment comprising HF HV supplies are the best solution for new ESP installations, as well as for the reconstruction of existing facilities. The paper describes the topology of the HF HV power supply, power management and controls, and brings the most important details of the implementation. It is found that the HF HV solution achieves several significant improvements over the conventional thyristor system. It is possible to provide more precise control of the ESP parameters such as the output voltages and currents. It is also possible to make a rapid increase or decrease in voltage and to effectuate a very fast response to load changes. Due to this advantages it is possible to suppress the supply quickly in the case of sparking, reducing the spark energy and the quantity of ionized gasses produced by the electric arc. Reduction in the spark energy is up to 10 times compared to conventional thyristors solution. This means that the erosion of the electrode system is significantly reduced, and that the quality of the collection plates is preserved for much longer periods. At the same time, lower quantity of ionized gasses produced by the spark contribute to much shorter deionization intervals, required to quit sparking and evacuate charged particles in order to reinstate the voltage and proceed with the operation. In addition, HF HV power supply provides a significant reduction in size and weight of the complete ESP installation, hence reducing the tons of steel that has to be built in. Therefore, the HF HV power supply may be the key instrument to reducing the cost of the dedusting ecological equipment. Besides, size and weight reduction leads to cost savings of installation and maintenance. According to estimates, savings in steel may reach 30%, contributing to the overall cost savings of roughly 20%. Within this paper, in addition to describing the AR70/1000 unit topology and principles of operation, the paper presents the results and measurements obtained during extensive experimental investigations wherein performances of 50 Hz based thyristor units with T/R sets are compared to HF HV power supply.

Abstract:
Knowledge of loads acting on running specific prostheses (RSP), and in particular on running prosthetic feet (RPF), is crucial for evaluating athletes’ technique, designing safe feet, and biomechanical modelling. The aim of this work was to develop a J-shaped and a C-shaped wearable instrumented running prosthetic foot (iRPF) starting from commercial RPF, suitable for load data collection on the track. The sensing elements are strain gauge bridges mounted on the foot in a configuration that allows decoupling loads parallel and normal to the socket-foot clamp during the stance phase. The system records data on lightweight athlete-worn loggers and transmits them via Wi-Fi to a base station for real-time monitoring. iRPF calibration procedure and static and dynamic validation of predicted ground-reaction forces against those measured by a force platform embedded in the track are reported. The potential application of this wearable system in estimating determinants of sprint performance is presented.

The acquisition of electricity in the Free Contracting Environment -FCE -is a consolidated alternative of cost reduction, since it allows the previous contracting of the energy to be consumed at a freely negotiated price among market players. The objective of this study was to demonstrate, through a case study, how the acquisition of electric energy in the FCEcan help reduce organizational costs and generate significant economic results.Methodologically, it was an explanatory research, with quanti-qualitative approach, whose instruments of data collection were the bibliographical research and documentary analysis coming from a case study. The analysis of the data occurred through electronic spreadsheets, graphics, and, finally, content and comparative analysis. The results demonstrate the cost reduction, of theR$ 5,000,000.00 (fivemillion “reais”),a lower payback in less than two months, and also an Internal Rate of Return -IRR -of 365%.

The University of Leicester is a pre-1992 University with a Law Faculty of more than 1000 students, 900 of whom are studying on qualifying law degree programmes. The collection that they use is housed in the main University Library, just next door to the Law Faculty. A large proportion of Leicester's total student population are distance learners, mostly studying on Masters' programmes. Partly because of this, the institution is extremely interested in pursuing electronic delivery of courses and has just appointed an e-learning professor, based in the central administration and responsible for introducing a radical new e-learning strategy. Leicester, like all other universities, will be introducing top up fees from the start of the next academic year. It is in this rapidly changing and increasingly demanding educational context that this comment on the JASB guidance should be placed.

Abstract:
ABSTRACT The wide adoption of low-frequency radio interferometers as a tool for deeper and higher resolution astronomical observations has revolutionized radio astronomy. Despite their construction from static, relatively simple dipoles, the sheer number of distinct elements introduces new, complicated instrumental effects. Their necessary remote locations exacerbate failure rates, while electronic interactions between the many adjacent receiving elements can lead to non-trivial instrumental effects. The Murchison Widefield Array (MWA) employs phased array antenna elements (tiles), which improve collecting area at the expense of complex beam shapes. Advanced electromagnetic simulations have produced the fully embedded element (FEE) simulated beam model which has been highly successful in describing the ideal beam response of MWA antennas. This work focuses on the relatively unexplored aspect of various in-situ, environmental perturbations to beam models and represents the first large-scale, in-situ, all-sky measurement of MWA beam shapes at multiple polarizations and pointings. Our satellite based beam measurement approach enables all-sky beam response measurements with a dynamic range of ∼50 dB, at 137 MHz.

Abstract:
Three exercises of The Plan to Coordinate NEHRP Post-Earthquake Investigations were developed and implemented in late 2003 and early 2004 in order to test the Plan itself via realistic scenarios, and for the NEHRP agencies to learn how to coordinate post-earthquake investigations. The exercises were selected to cover a range of seismic activity and consequences, and were based on scenario events: (1) a Hayward Fault Mw 7 event without foreshocks; (2) a New Madrid seismic zone Mw 7 event with foreshocks, and (3) a Puerto Rico Mw 8 subduction event on the Puerto Rican Trench accompanied by a tsunami affecting the eastern seaboard of the United States. Each exercise consisted of a four-hour telephone conference call with a Web-based electronic link and post-exercise evaluations fed back to participants. Evaluation of the exercises found the Plan to be adequate, with implementation of the Plan by the NEHRP agencies improving with each exercise. Based on the exercises, recommendations were provided that a Plan coordinator should be designated within USGS, an annual exercise of the Plan should be conducted in different regions of the United States, a permanent NEHRP electronic link should be created, and coordination of post-earthquake data collection, preservation, archiving, and dissemination should be greatly improved.

Abstract:
SummaryBackground: Disease registries rely on consistent electronic data capturing (EDC) pertinent to their objectives; either by using existing electronic data as far as available, or by implementing specific software solutions. Objectives: To describe the current practice of an international disease registry (European Surveillance System on Contact Allergies, ESSCA, www.essca-dc.org) against different state of the art approaches for EDC.Methods: Since 2002, ESSCA is collecting data, currently from 53 departments in 12 countries. Departmental EDC software ranges from spreadsheets to comprehensive “patch test software” based on a relational database. In the Erlangen data centre, such diverse data is imported, converted to a common format, quality checked and pooled for scientific analyses. Results: Feed-back to participating departments for quality control is provided by standardised reports. Varying author teams publish scientific analyses addressing the objective of contact allergy surveillance. Conclusions: Although ESSCA represents a historically grown, heterogeneous network and not one unified approach to EDC, some of its features have contributed to its viability in the last 12 years and may be useful to consider for similar investigator-initiated networks.

Abstract:
This article describes a new and unified approach to computerized hand diagnosis and rehabilitation. The system uses a workstation to automate diagnosis data collection and analysis and to assess the rehabilitation progress. A new diagnosis glove was developed and tested. This device measures grasping forces applied to 16 regions of the hand. A physician using this system can also utilize modern diagnosis devices such as electronic dynamometer, pinchmeter, and goniometer. Additionally, three VR rehabilitation exercises were created using WorldToolKit graphics library and run on the same workstation. These exercises were modeled after standard hand rehabilitation procedures and involve manipulation of virtual objects and transparent real-time data gathering. Grasping forces were modeled and fed back using the Rutgers Master worn on the patient's hand. An Oracle database was used to store, analyze, and integrate the patient's diagnosis and rehabilitation data. The system is presently undergoing clinical trials.

Abstract:
Abstract Introduction The WHO Global Patient Safety Challenge aims to reduce severe avoidable medication-related harm by 50% by 2023[1]. Research suggests that providing timely, trusted feedback that incorporates relevant action can improve practice. However, a key barrier is lack of prescribing error data. Hospital electronic prescribing (EP) data may help address this gap. Aims To explore approaches for continuously monitoring medication safety signals using existing or new EP data, and to deliver personalised prescribing feedback and learning to improve patient safety. Methods We conducted a feasibility study (November 2019 - February 2020) on a 28-bed adult gastroenterology. This ward was chosen because of a high prescribing error rate. All foundation year 1 and 2 doctors, and pharmacists on the ward, participated in the study. The study team comprised pharmacists, doctors, quality improvement experts and clinical analysts, and used a quality improvement approach to design and test (i) methods for extracting electronic data to calculate prescribing accuracy rates, (ii) ways to refine a paper-prototype of an electronic pharmacists’ interventions form, (iii) potential digital medication safety indicators, and (iv) approaches for feedback for doctors to augment existing verbal feedback from pharmacists. Data were documented in accordance with local information governance and analysed using Excel. Acceptability and usability was assessed through verbal feedback from participants during weekly huddles. Outcome measures: feasibility of using EP to determine prescribing accuracy, user acceptability and usability of data collection, feedback and learning by pharmacists and doctors. We also measured changes in prescribing accuracy rate, pharmacists’ interventions, and quality of prescribing for targeted problematic medications. Results Extracting EP data required multiple data linkages to be configured and validated, and not all required data were available. Potential digital medication safety indicators: utility of the reason code ‘prescribed in error’ and actions by pharmacists to modify medications were limited by underuse and lack of data granularity. After testing different ways to extract relevant EP data, we eventually used a combination of EP and manual retrospective review of electronic patient records to determine prescribing accuracy rates. An intervention form was redesigned to tally interventions and capture details for contextual learning for email feedback to doctors and weekly prescribing improvement huddles. Doctors reported emails as timely and helpful for gaining new prescribing- and system-related knowledge. Pharmacists reported intervention data as providing invaluable evidence to drive improvement. Statistical process control charts showed no special cause variation around a mean prescription accuracy rate of 98% for inpatient orders, and 87% for discharge orders. By contrast, pharmacists recorded a mean of 10 interventions/day with 7 special cause variation (above upper control limit of 19) in the first two months. Omission of venous thromboembolism prophylaxis was identified as a priority medication issue. Specific prescriber- and system-based improvements were suggested (Jan 2020), some implemented (Feb 2020) and others fed back to the thrombosis committee (Feb 2020). Conclusion Harnessing the potential of EP data to improve medication safety requires the workforce to have a deeper understanding of the EP data structure and processes. Using a quality improvement approach, we developed a feedback and learning model that is acceptable and useful to pharmacists and doctors. Further research should explore adapting the approach to other clinical areas. Reference 1. Sheikh, A., Dhingra-Kumar, N., Kelley, E., Kieny, M. and Donaldson, L. Abstract:
ABSTRACT In this essay, we quantify the concentration of collagen fibers in broiler chickens exposed to increasing concentrations of cupuacu seed by-product. Collection of material was carried out in five chickens per treatment at 70 days old in the groups: control, 5% and 10% inclusion of cupuacu seed by-product. Fragments of Thoracic Pectoralis (PT) and Iliotibial lateralis (ITL) muscles were prepared for light and electronic microscopy. The amount of collagen fibers in the muscle groups was 1.08±0.61% in the PTC group; 6.24±2.58% in PT5% and 7.30±2.75% in PT10%. In the Iliotibial Lateralis groups, the results were 6.96±3.14% in the ITLC; 7.43±4.22% in the ITL5% and 8.66±2.35% in ITL10%. The amount of collagen fibers in the ITL5% and ITL10% groups showed no significant statistical difference. However, when compared to the ILTC group, there was a significant statistical difference. The PT muscle responds to standard nutritional changes, unlike the ILT muscle, which requires a high-nutrient formulation. The use of 5% cupuacu seed by-product has proven to be a viable alternative source of animal feed, as it promotes an increase in the concentrations of collagen fibers in the musculature of broiler chickens and is possibly the determining factor in meat texture.

Abstract:
OBJECTIVE: To identify nurses who are subject to workplace bullying and its associated factors. METHOD: Descriptive and exploratory study with a quantitative approach. The sample consisted of 199 nurses working in public and private sectors (N=388). For data collection, a graphic socio-professional questionnaire and the Leymann Inventory Psychological Terrorization were used, both in print or electronic format (May/September 2010). RESULTS: According to the data collected, 11.56% of the participants had been subject to bullying. Multivariate analysis showed that having children, working at Public Healthcare Units, working at an institution for a period between one and three years, currently dealing with acts of bullying and to feel bullied are risk factors for bullying. CONCLUSION: This study permitted a better understanding of the factors associated with bullying; however, a research based on samples of Brazilian nurses is only the first step to evaluate other factors of influence related to the organizational context.

Abstract:
This is a remarkably successful enterprise and a splendid example of 'how to do it right' in so many ways. As a reference book it compiles a fantastic amount of information useful to IT practitioners and library managers' As a collection of statistics it provides solid evidence for the history of public library automation in the 1980s and 1990s. To keep policy makers' feet on the ground it provides essential information on which electronic materials and services have already been taken up by public library users' The combination of these three goals in a single volume works excellently: the whole is so much more valuable and exciting than would be a more 'logical' separation into parts. The fact that this is number six in a series of comparable data stretching back to 1984 makes it possible to see the historical context clearly. Chris Batt is personally responsible for this continuity: he deserves the gratitude and encouragement of the whole profession.

Abstract:
An increasing proportion of occupational mishaps in dynamic, high-risk operational environments have been attributed to human error, yet there are currently no devices to routinely provide accurate physiological data for insights into underlying contributing factors. This is most commonly due to limitations of commercial and clinical devices for collecting physiological data in environments of high motion. Herein, a novel Photoplethysmography (PPG) sensor device was tested, called SPYDR (Standalone Performance Yielding Deliberate Risk), reading from a behind-the-ear location, specifically designed for high-fidelity data collection in highly dynamic high-motion, high-pressure, low-oxygen, and high-G-force environments. For this study, SPYDR was installed as a functional ear-cup replacement in flight helmets worn by rated US Navy aircrew. Subjects were exposed to reduced atmospheric pressure using a hypobaric chamber to simulated altitudes of 25,000 feet and high G-forces in a human-rated centrifuge up to 9 G acceleration. Data were compared to control devices, finger and forehead PPG sensors, and a chest-mounted 12-lead ECG. SPYDR produced high-fidelity data compared to controls with little motion-artifact controls in the no-motion environment of the hypobaric chamber. However, in the high-motion, high-force environment of the centrifuge, SPYDR recorded consistent, accurate data, whereas PPG controls and ECG data were unusable due to a high-degree-motion artifacts. The data demonstrate that SPYDR provides an accurate and reliable system for continuous physiological monitoring in high-motion, high-risk environments, yielding a novel method for collecting low-artifact cardiovascular assessment data important for investigating currently inaccessible parameters of human physiology.

Activities that require very high speeds make people think of shortcuts in doing their work so that they are faster and more practical. One of the activities that humans do very often is buying and selling transactions. Every human being makes transactions almost every day whether to buy food, daily necessities or even now an electronic payment system is emerging that can be used to process payments both for paying certain transportation and also for purchasing certain products, especially food. The presence of Gopay electronic payment systems in Indonesia is one of the innovations that is currently increasingly mushrooming in Indonesia. Data collection was carried out through questionnaires and elaborated with additional information from interviews and observations. Data is processed using SPSS Version 21.0. The frequency of using Gopay in young people aged between 18-20 years on average sometimes to frequently use Gopay as a means of payment because of practical reasons, often get discounts and prefer cashless. Gopay is used for Go-ride / Go-car and Gofood payments and other payments such as Go-send payments, credit purchases, Go-me and other purchases. Dominant respondents do not agree if Gopay replaces money as a whole but agree if Gopay replaces credit cards because the origin is cheaper and there is no interest and monthly fees. Gopay refilling process can be done easily because it can be done in many ways, namely refilling through the Gojek driver, through convenient stores, through atm machines and other ways. The difficulty when refilling Gopay is very often the driver of the motorcycle does not have a balance and it often happens.

This paper discusses about women in the framework of a global radical network on behalf of Islam as the basis of their struggle. This study uses a qualitative approach, with data sources from mass media and electronic media (newspapers, television, social media, etc.). Data collection techniques using document study. Analysis techniques use content analysis. The results show that women's involvement in the terrorist movement has been identified since the 1970s, where women became bombers after being brainwashed by male terrorists. Factors that led to the involvement of women in the global terrorism network, namely: 1) as an escape because of the discriminatory treatment that befell them; 2) reasons for concern over the inequalities suffered by the global Muslim community; 3) narrow religious awareness so that by becoming terrorists they feel they have the same social position as male terrorists in jihad; 4) psychologically unstable because of problems, and they surf on social media, so they are vulnerable to being trapped as terrorists and; 5) women whose husbands become terrorists are also involved as terrorists. The strategy carried out by terrorist groups in conquering women is by marrying them, even marrying them through social media that is legalized and / or legalized, so that according to the husband's wishes.

Abstract:
A proposed macroscopic methodology for measuring the level of service (LOS) of toll plazas has been developed using delay as the measure of effectiveness (MOE). On the basis of field research and data analyses, the 85th percentile of the cumulative individual vehicular delay was found to be the most comprehensive measure for evaluating the LOS at a toll plaza. Other MOEs were examined but found to be less flexible with different plaza configurations and lane payment types. More than 55,000 individual vehicular records from three mainline toll plazas in Orlando, Florida, representing eight different plaza configurations with varied percentages of electronic toll collection (ETC) usage were used to validate the methodology. TPSIM, a toll plaza simulation model, was used to produce an additional 49 scenarios representing the three plazas with varied percentages of ETC usage and 21 additional plaza configurations. Service time was examined to determine the level at which a driver begins to feel discomfort and inconvenience at a toll plaza. An LOS hierarchy was established based on the conclusions of this analysis, feedback from professionals, and reference to the Highway Capacity Manual (HCM) 2000. The 85th delay percentile graphs from each of the plaza analysis results for LOS values were also observed to be similar.
