Abstract:
Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

Due to the evolution of modern technologies, first of all the internet, new business opportunities are emerging. Therefore, there is a need to find new forms of concluding contracts. To save time, more and more contracts are concluded in electronic form. In addition, in recent years, there has been a noticeable increase in the use of electronic signatures in business operations. Therewith, an electronic signature of documents is a convenient alternative to handwritten signatures. The purpose of the study is a comprehensive analysis of the problems of concluding business contracts in electronic form and a comparative legal study of the legislation of Austria, Great Britain, Germany, France, and Ukraine regarding the conclusion of such contracts at the international and European levels. The study is based on a systematic approach that helps to comprehensively study the problems of concluding business contracts in electronic form. Furthermore, the study is based on the laws and principles of dialectics, which also contribute to the study of the problems of concluding business contracts in electronic form.

Abstract:
The development of technology has made the world a smaller place where communicating instantaneously irrespective of the geographical location is a way of life. Electronic Forms (E-FORMS) are an easy way to communicate efficiently with students. At present, universities are still using old systems for communication where efforts to improve the system is a lethargic process. As most of these universities are still using student forms manually, the introduction of E-FORMS will speed up the whole process and positively impact in communicating efficiency. In addition, the inconvenience of making numerous visits to the university is sometimes seen as a hassle but due to lack of Information Technology (IT) development in universities, this is the usual pattern still seen at most universities. In this study, the use of E-FORMS at universities is proposed to help students and university staff to communicate effectively and efficiently. As it is still a fairly new concept, the study proposes the many features involved in E-FORMS communication. The Researcher has chosen California State University San Bernardino (CSUSB) to do this study. This study consists of the detailed design of the proposed E-FORMS Application System at CSUSB. The design provides a more efficient and supportive system that is easy to use while maintaining student privacy and flexibility. The solution is designed taking into consideration the use of PeopleSoft Enterprise. This proposed system upgrades the existing CSUSB form management system. It is a step forward to a more efficient and the operative system.

Abstract:
Adolescent media use has been considered an important factor in shaping educational outcomes. In order to help adolescents succeed academically, it is important to understand how they utilize their time. The purpose of this study is to examine the culturally cultivated habits of adolescents in relation to academic outcomes. I argue that the relationship between media use and academics can be better understood when considering how adolescents develop their cultural habits. Using Pierre Bourdieu's theory of cultural capital to frame my analysis, I utilize secondary data from the Educational Longitudinal Study (ELS) for analysis. Overall, media use was associated with test scores, though the associations were not very strong. Visual media was negatively associated with test scores while leisurely reading was positively associated. Socioeconomic status, or SES, was shown to be the strongest predictor of math and reading scores; however, in my OLS models, the strength of SES declined when media use, student activities, and attitudes were accounted for. Moreover, the negative impact of consuming visual media is greater for higher SES students. Conversely, the positive impact of leisurely reading is larger for higher SES students. In conclusion, media is a cultural behavior and cultivated habits can affect educational outcomes.

Elektroniese kommunikasie en handel is 'n verskynsel wat eksponensieel toegeneem het oar die laaste dekade saammet die ontwikkeling en uitbreiding van die Internet. Ten einde kompeterend te wees in die internasionale arena is dit belangrik dat Suid-Afrika 'n klimaat skep waarin elektroniese handel kan floreer. Daar bestaan egter die perspesie dat die huidige regsbedeling onvanpas en onvoldoende is om die kwessies wat ontstaan as gevolg van elektroniese handel te kan hanteer. In 1996 het die kommissie van die Verenigde Nasies gemoeid met internasionale handel, UNCITRAL die Mode/wet oor Elektroniese Handel gefinaliseer. Sederdien is die Modelwet opgeneem in wetgewing of het wetgewing be"invloed in verskeie Iande. Een van die onderliggende beginsels waarop die Mode/wet gebaseer is, is "funksionele gelykheid" ten einde met snel veranderende tegnologie tred te hou. Hierdie beginsel behels dat in ons soektog na regsoplosssings, papiergebaseerde oplossings nie netso nageboots moet word nie maar dat daar eerder gestreef word na ekwivalente regsoplossings binne die tegnologies raamwerk. Die Wet op Elektroniese Kommunikasie en Transaksies is die SuidAfrikaanse antwoord op hierdie internasionale verwikkelinge. Die oogmerk van hierdie skripsie is om artikels 11 tot 13, 18 en 19 van die Wet te bestudeer en te vergelyk met die Mode/wet. Verder om te ondersoek tot watter mate die doelwitte van die Groenskrif behaal is en in welke mate die Wet die behoeftes van die breer gemeenskap aanspreek, soos dit blyk uit die kommentaar op die Groenskrif. Die Suid-Afrikaanse benadering is gebaseer op internasionale voorbeelde en afwykings daarvan word ook bespreek. Hoewel die persepsie bestaan dat die Suid-Afrikaanse reg nie toegerus is om die veranderings te kan hanteer nie, is dit meerendeels net 'n persepsie. Suid-Afrika beskik oor 'n inherent aanpasbare gemenereg. In my opinie, sou opskrifstelling in 'n elektroniese omgewing nie 'n probleem geskep het binne die gemenereg nie. Dit blyk dat meer onsekerheid oor die aard van handtekeninge bestaan. Dit is waarskynlik dat gevorderde elektroniese handtekeninge (soos in die Wet bespreek) in ieder geval erken sou word. Die nuwe Suid-Afrikaanse Wet oor elektroniese handel ruim egter enige onsekerheid uit die weg. Die Suid-Afrikaanse Wet maak gebruik van verskeie internasionale bronne maar die UNCITRAL Modelwet dien as vertrekpunt. Daar blyk eenstemmigheid in Amerika, die Europese Unie en Australie te wees dat "funksionele gelykheid" die beste manier is om veranderende tegnologie te hanteer. Die beginsel van "funksionele gelykheid" is die goue draad wat deur nie aileen die UNCITRAL Mode/wet maar ook deur die Suid-Afrikaanse wetgewing geweef is. Die Suid-Afrikaanse wetgewing voeg verskeie beskermingsmeganismes ten einde verbruikers te beskerm teen die gevare van 'gesiglose handel'. Elektroniese skrif word as die ekwivalent van skrif op papier erken. SuidAfrikaanse wetgewing identifiseer die volgende basiese funksies van handtekeninge, naamlik: • Om die persoon te identifiseer; en • Om die persoon se goedkeuring van die inligting te kommunikeer. 'n Addisionele vereiste dat elektroniese handtekeninge so betroubaar as wat gepas was onder die omstandighede moet wees, word bygevoeg. Suid-Afrikaanse wetgewing spreek oak die kwessies van notariele parktyk, oorspronklikes, sertifisering en geregistreerde pas aan. In geheel behoort die bepalings rakende vormvereistes positief ontvang te word in die mark aangesien "funksionele gelykheid" behoorlik geimplementeer word en 'n juiste basis is.

Web forms are the interfaces to the deep web, and automated form under- standing is the key to unlock its contents. It is a fundamental problem in many applications and research fields, such as deep web crawling, data in- tegration, or information extraction. It is also essential for improving web usability and accessibility. Form understanding is an inherently empirical problem. Existing form un- derstanding approaches are restricted by exploiting limited and domain inde- pendent feature sets leading to overly generic and monolithic algorithms. In response, we present OPAL (Ontology based web Pattern Analysis with Logic), a domain-aware form understanding approach, that addresses all these lim- itations through a novel multi-scope approach. OPAL achieves this through a domain independent form labeling and a domain dependent form interpre- tation. In form labeling, OPAL associates texts with fields as labels through three domain independent scopes exploiting textual, structural, and visual information. In form interpretation, OPAL integrates the form labeling ob- tained with a layer of high-level domain knowledge to classify form fields and to repair the form model. To ease the task of designing domain schemata, we develop the template lan- guage OPAL-TL to express domain types and their structural constraints. With OPAL-TL, we describe common design patterns as templates maintained in a library. Thus, the adaption to new domains often requires only instantiation of the templates with corresponding domain types. We conduct extensive experiments, that cover both domain independent cross- domain testing with standard form understanding benchmarks, and a domain- aware evaluation with two domain datasets randomly selected from real estate and used car domain. OPAL outperforms previous works by a significant mar- gin and pushes the state of the art to near perfect accuracy (> 98%). In an effort to integrate OPAL with an entire data extraction pipeline, we plan to extend OPAL with form probing and to exploit information obtained by other data extraction components, e.g., result page analysis.

Abstract:
The performance and accuracy of quantum electronics is substantially degraded when the temperature of the electrons in the devices is too high. The electron temperature can be reduced with appropriate thermal anchoring and by filtering both the low frequency and radio frequency noise. Ultimately, for high performance filters the electron temperature can approach the phonon temperature (as measured by resistive thermometers) in a dilution refrigerator. In this application note, the method for measuring the electron temperature in a typical quantum electronics device using Coulomb blockade thermometry is described. This technique is applied to find the readily achievable electron temperature in the device when using the QFilter provided by QDevil. With our thermometry measurements, using a single GaAs/AlGaAs quantum dot in an optimized experimental setup, we determined an electron temperature of 28 ± 2 milli-Kelvin for a dilution refrigerator base temperature of 18 milli-Kelvin.

Abstract:
The 2016 Quality Payment Program (QPP) is a Medicare reimbursement reform designed to incentivize value-based care over volume-based care. A core tenet of the QPP is integrated utilization of certified electronic health record technology (CEHRT). Adopting and implementing CEHRT is a resource-intensive process, requiring both financial capital and human capital (in the form of knowledge and time). Adoption can be especially challenging for small or rural practices that may not have access to such capital. In this issue brief, we discuss the role of CEHRT in the QPP and offer policy recommendations to help small and rural practices improve their health information technology (IT) capabilities with regards to participation in value-based care. The QPP requires practices to have health IT capabilities, both as a requirement for a complete performance score and to facilitate reporting. Practices that are unable to implement CEHRT will have difficulty complying with the new reimbursement system, and will likely incur financial losses. We recommend monetary support and staff training to small and rural practices for the adoption of CEHRT, and we recommend assistance to help practices comply with the requirements of the QPP and coordinate with other small and rural practices for reporting purposes.

Abstract:
«The electronic magazine with rating system of an estimation of individual and collective work of students» (EM) is developed in document Microsoft Excel with use of macros. EM allows to automate all the calculated operations connected with estimation of amount scored by students in each form of the current control. EM provides automatic calculation of rating of the student with reflection of a maximum quantity of the points received in given educational group. The rating equal to “1” is assigned to the student who has got a maximum quantity of points for the certain date. For the other students the share of their points in this maximum size is indicated. The choice of an estimation is made in an alphabetic format according to requirements of the European translation system of test units for the international recognition of results of educational outcomes (ECTS - European Credit Transfer System), by use of a corresponding scale of an estimation. The list of students is placed on the first page of magazine and automatically displayed on all subsequent pages. For each page of magazine the optimal size of document printing is set with automatic enter of current date and time. Owing to accounting rate of complexity of task EM is the universal technical tool which can be used for any subject matter.

Humic acid substances (HAs) in natural soil and sediment environments effect the retention and degradation of insensitive munitions compounds and legacy high explosives (MCs): DNAN, DNi- NH4+, nMNA, NQ, NTO (neutral and anionic forms), TNT, and RDX.A humic acid model compound has been considered using molecular dynamics, thermodynamic integration, and density functional theory to characterize the munition binding ability, ionization potential, and electron affinity compared to that in the water solution. Humic acids bind most compounds and act as both a sink and source for electrons. Ionization potentials suggest HAs are more susceptible to oxidation than the MCs studied. The electron affinity of HAs are very conformation-dependent and spans the same range as the munition compounds. When HAs and MCs are complexed the HAs tend to radicalize first thus buffering MCs against reductive as well as oxidative attacks.

The article is devoted to the analysis of the main forms of visualization in the media related to photo. The thematic visual concepts are described in accordance with the content of electronic media, which consider the impact of modern technologies on the development of media space. The researches of the Ukrainian and foreign educational institutions concerning the main features of modern photo is classificate. Modifications and new visual forms in the media are singled out. The main objective of the article is to study the visual concepts of modern photo and identify ideological and thematic priorities in photo projects. To achieve the main objective in the article a certain methodology were used. Due to the historical-theoretical description it was possible to substantiate the study of visual concepts. The conceptual-system method was used to study the subject of media photo projects. The main results of the research are the definition of visual concepts of photo on the example of electronic media and the identification of the main thematic features in the process of visual filling of the media space. Based on the study, we can conclude that today the information field needs quality visual content. For successful creation of visual concepts it is necessary to single out thematic features of modern photo and to carry out classifications on ideological and semantic signs. Given the rapid development of digital technologies, the topic of the scientific article we offer is relevant for scientists, journalists, media researchers, visual journalism experts and photojournalists. Modern space is filled with a large number of pictorial materials, which in most cases form specific images, patterns or stereotypes in the mind of the reader (viewer). Also important is the classification of photo used in journalistic publications. That is why there is a need to explore the content and principles of distribution of ideological priorities of photo in the media. The substantiation of scientists about the important place of photography in the modern media space and the future development of visual technologies, which already use artificial intelligence, is relevant.
