Abstract:
Electronic money is an innovation in payment systems. Although transactions continue to increase, the ratio of electronic money transactions to transactions using the Card Payment Instrument is always less than 1%. The purpose of this study is to determine the effect of monetary instruments namely the money supply (M1), counterfeit money, and economic growth on electronic money transactions in Indonesia. This research uses a quantitative method using time series data during the period January 2016 - December 2018. Data analysis uses multiple linear regression with a double log model based on OLS. The results of this study indicate that the money supply (M1) has a positive and significant effect on electronic money transactions, counterfeit money has no significant effect on electronic money transactions, economic growth has a positive and significant effect on electronic money transactions. The implication of this research is that electronic money should be given additional security such as PIN so that when the owner loses it will not lose the balance contained therein, Bank Indonesia should encourage and encourage the public to switch to using electronic money so that it can reduce the money supply and avoid the risk of counterfeit money.

Abstract:
E-money is an innovation of payment methods. A transaction using electronic money has more advantages than using cash. These advantages make electronic money transactions keep increasing. Currently, the increment of electronic money transactions didn’t follow by a reduction in the amount of money in circulation. This study aims to analyze the effect of macro instruments such as Gross Domestic Product, money supply (M1), inflation, and BI Rate on e-money transactions. This study focuses more on server-based electronic money and cash-substitution capabilities. This research uses quantitative methods using time-series data from January 2009 to December 2019, and the Error Correction Model Engle-Granger was employed. The results of the study show that the GDP variable in a short-run has an insignificant negative effect, while in a long-run has a positive effect, it is also significant on e-money transaction in Indonesia. The M1 variable in the short-run has an insignificant negative effect, while in the long-run, it has a significant negative effect on e-money in Indonesia. Inflation variables in both the short and long-run have an insignificant positive effect on e-money in Indonesia. The variable BI rate in the short and long-run have an insignificant negative effect on e-money in Indonesia.

Abstract:
This study aims to analyze the development of electronic money (e-money) in trade in Indonesia in support of the Asean Economy Community (AEC) 2015 which requires ease of transactions using electronic money (e-money) to be more effective and efficient. The first analysis tool used is to analyze import export in Indonesia year 2009-2017 using monthly data. The riset use is the OLS regression between e-money and trade. This view riset how e-money is able to support the progress of the trade sector to support the realization of AEC 2015 with the effect of the realization of welfare for the community. The results of the analysis show that the development of e-money trade impacts the change of independent value of variables or free variables (E-money) can explain 0.439 or 43.9% of the dependent variables or dependent variables (trade) while the rest (1-0,439 = 0.561 or 56.1 %) described other unspecified variables (not included) in the model. In the economic sense can be said that if there is an increase in the use of E-money of Rp. 1 per month it will affect the increase also on the consumption of Rp. 2.4. Similarly, if a decrease in the use of E-Money of Rp 1 per month it will have an impact on the decrease in consumption. And a positive and significant influence between the use of e-money to trade in goods and services in Indonesia in 2009-2017. This is because the increasing use of e-money will increase trade in goods and services. This is because psychologically someone will be easier to spend money in the form of non-cash than cash. There is a positive and significant influence between the use of electronic money (e-money) on trade in goods and services in Indonesia in 2009-2017. This is due to the ease and speed offered in electronic money (e-money) so that the use of electronic money is increasing among the public. The higher the use of electronic money (e-money), the higher the trade in goods and services in Indonesia.

Abstract:
The article deals with the main problems of criminal characteristics of electronic money and payments as instruments of crime. The article reveals the economic and legal nature of electronic money (e-money). The features of e-money and its relation to electronic payments are identified. It is proved that intensive development of the IT sector results in an increasing replacement of cash by cashless methods of payment, and e-money is required for making payments online. E-money is previously created in all cases where they are stored on an electronic device and are used as means of payment, therefore they significantly reduce the level of abuse against property. Criminals in the real estate leasing sector use it as a tool when they commit cybercrime - a new place that has been transformed into a powerful source using for crime. Particular attention in this article is paid to the criminal characteristics of electronic money as an instrument of crime. Electronic money has been updated to account for a significant number of offending characters, while these crimes operate in free currency from a non-supported market and move to electronic services, they are used, and may be joined by warehouse resources, which require a criminal law level. It also indicates that e-money is being received by its billing service, and then can be exploited by attackers to trick owners who have already participated in their work. Through this process, using e-money and electronic payment is almost legal and covers the concept of legality. It is disclosed that the main complexity in detecting malicious tools creates electronic money, which makes it difficult to track the traces of such crime, which uses its delays in cyber space. The author also reveals an accurate view of electronic money resources, such as what is more likely to be abused, which is an additional element of criminal execution qualification.

Abstract:
The goal of this paper is to identify relevant (general and particular) elements of electronic money regulation in Russia, Kyrgyzstan, Kazakhstan, Belarus and Armenia. For the purposes of comparative analysis, the paper first introduces the methodology by outlining such factors as the legal status of electronic money issuers (including prudential requirements), differentiation of customer due diligence requirements in e-money systems, e-wallet usage rules, and division between the issuing and e-money transfer functionalities. Second, these factors are analyzed for each country, based on current regulatory acts. Finally, synthetic conclusions regarding major regional trends for regulation of e-money as a financial service are made. In most countries, e-money issuers are subject to licensing for the purposes of financial stability. Yet, approaches to differentiating functions of e-money actors vary across countries: in some of them, regulation recognizes “e-money operators” which transfer e-money but do not issue it. However, actual effects of this differentiation merits additional research. Almost all countries have implemented remote (simplified) identification which underlines the role of e-money as a “simplified” product aimed at financial inclusion. All countries except the Republic of Belarus and the Kyrgyz Republic still recognize non-personified electronic wallets. The research confirms that electronic money is still a specific instrument aimed at supporting financial inclusion and satisfying demand for instant cashless payments. More research is required to assess the actual effects of different regulatory approaches on the development of the e-money market.

Abstract:
The purpose of this study aims to explain the effect of electronic money on inflation and how much influence it has on the Indonesian economy. In this study the authors used a quantitative approach. The variables used are inflation, electronic money, exchange rate, money supply (M1), and BI interest rate. Result: The previous money supply (LQMprev) and the interest rate (BI Rate) were the main factors affecting inflation. In this result, e-money and exchange rates are not the main components driving inflation. Based on SPPS processing using regression, e-money and exchange rates do not have a significant effect on inflation in Indonesia, but LQMprev has a significant effect on inflation. From the results of this study it is still too early to analyze the effect of e-money on inflation because it is still relatively new in Indonesia.

Abstract:
Increasingly advanced technology encourages people to make transactions using electronic money (e-money). Nowadays, more Indonesian people use electronic money in their dealings, which is proven by the increasing volume of electronic money transactions from year to year. Electronic cash is chosed because it is more practical in making transactions with traders. The rising use of electronic money can affect the money supply, which can affect the inflation rate. Several studies have stated the effect of electronic money on inflation. This study aims to determine the impact of the variable volume and nominal value of electronic money transactions (e-money) on the inflation rate in Indonesia from January 2016 to December 2020. The data used in this study are secondary data with the type of monthly time series taken from Bank Indonesia, Kementerian Perdagangan, and BPS (Badan Pusat Statistik). The analysis technique used is the ECM (Error Correction Model). The Error Correction Model in this study aims to identify long-term and short-term relationships that occur because of the cointegration between research variables and the relationship between variables that are not stationary. This study indicates that in the long term, the variables volume of e-money transactions and money supply (M2) have a significant effect on the inflation variable. In contrast, other macroeconomic variables (BI rate and nominal value of e-money transactions) has no significant impact. Meanwhile, the short-term regression model shows no variables that have a substantial effect on the inflation variable.

Abstract:
Purpose – The purpose of this paper is to analyze the regulatory framework of e-money transactions in terms of consumer protection approach, the base for regulatory and supervisory system. Design/methodology/approach – This research is based on descriptive-qualitative studies in electronic and cyber commerce. The authors have first explained the importance of regulation for consumer protection and have then showed the position of regulation in e-money; thus, the authors have noted two important and predominant concepts of consumer protection: safe arrangement in e-money and problem of information secrecy and asymmetry. The leading approach in this paper is for efficient allocation of resources between dealers and player of this scope and the authors find consumer protection as the best regulation instrument in this way. Findings – The paper argues that e-money is an efficient and user-friendly payment system and might be used as a general means of payment in the real and virtual worlds. This finding provides a major reason for regulatory frameworks in e-money. Originality/value – Some important regulation applications in this new scope of commerce involve indirect interference and making orders in transactions. In this paper, the authors have focused on consumer protection regulation that may have a positive effect on dealers, businessmen and women in the long run; thus, this approach also compares other studies within the scope of e-money.

Abstract:
E-commerce has been used in many business transactions because of its practicality and easiness for the users. In addition, it also provides easiness in control. The use of electronic money (e-money) as a non-cash payment alternative has a huge potential in decreasing the use of cash money. E-money provides faster and more comfortable transactions compared to the cash money, especially for the small-amount transactions. With e-money, every transaction is simpler, cheaper, and easier both for the buyers and sellers. One of the government interventions has recently been that every highway transaction can only be paid using e-money. This policy has resulted in a various response from the consumers or society at large. This research is aimed at exploring the perception of the consumers or society in Bandung on e-money policy for highway service payment. The method used in this research is a descriptive method. The data collection techniques used are literature study and questionnaire distributed to 100 respondents who ever used e-money in their transaction. The results of this research showed that the implementation of e-money is already good. But, there are some constraints in the aspect of service and technology. Those things are based on the measurement using the basic model of Technology Acceptance Model (TAM).

Electronic money or e-money as a means of non-cash payments (electronic payment), is now interested in Indonesian society. Institut Pesantren Mathali'ul Falah (IPMAFA) is a university that has more than 200 students who studied economics focus in particular knowledge of banking Shari'ah. Despite being in the city with minimal transport facilities-based computer line, but the reach of internet facilities were adequate and modern minimarkets nearby, prompting researchers to determine the level of understanding and use of electronic money among the college students. Data collected through interviews with 21 respondents representing 10% students of Islamic banking. By using data analysis techniques Miles and Huberman researchers succeeded in preparing the conclusions of this study. Based on the analysis and discussion, the study concluded that the level of knowledge of students of the Institut Pesantren Mathali'ul Falah regarding electronic money based on the theory Personal Capability Maturity Model (P-CMM), these figures are still at the stage where an individual ever had an experience once or twice, and considers e-payment technology is an essential component for achieving the desire and troubleshooting. While the level of use of electronic money mostly students of the Institute Pesantren Mathali'ul Falah is at a level where an individual has repeatedly using e-payment technology to help with daily activities and has had a recurrence pattern in its use. This means that not all students get to know and use electronic money as a means of non-cash payments.

Abstract:
The article is devoted to the study of administrative and civil legal regulation of the public administration bodies' activity in the sphere of electronic money turnover, in particular, taking into account the publicity and transparency principles. The author emphasizes that publicity and transparency principles of administrative and civil legal regulation in the sphere of electronic money turnover are modern universally recognized democratic values of the European civilization, which serve as a benchmark for state legal reforms in the countries of Central and Eastern Europe. The author also points out that the transparency principle is of outmost importance for administrative and civil legal regulation of public administration bodies' activity in the sphere of electronic money turnover and, moreover, the principle appears to be a key characteristic of public administration as a whole, which ensures proper interaction between the state and citizens in a form that provides state authorities of different branches with information in all spheres or access to it, except for statutory restrictions on the provision of information. According to this principle, the activity of public bodies should be as transparent as possible, except for those cases when information constitutes state secret. Furthermore, the transparency principle not only ensures proper interaction between the state and its citizens, but also positively influences the rule of law. On the other hand, the publicity principle is a principle of administrative and civil legal regulation of public administration bodies' activity in the sphere of electronic money turnover that becomes apparent in a form of public control exercised over the public administration bodies' activity. The publicity principle characterizes public administration democracy, and open and transparent activity of public authorities that enables citizens to become personally familiar with the work of public administration. Moreover, publicity is closely connected with democratisation of public authorities, which, in turn, indicates the principle's intention to become closer to society and more effectively ensure efficient public administration, especially in the sphere of legal regulation of electronic money turnover. The article emphasizes that principles of publicity and transparency in administrative and civil legal regulation of public administration bodies in the sphere of electronic money turnover are not identical. Transparency means the availability of electronic money for all citizens, while publicity means not only availability, but also the possibility for the general public to discuss the course and results of such a process, that is, a way of forming public opinion, its evaluation of activities related to electronic money turnover, which public administration authorities should take into account in order to improve their work. The paper also examines issues related to the legal status of electronic money, the definition of this concept at the legislative level and in practice. The author analyzes issues of current legal regulation of e-money as a means of payment under the Ukrainian legislation. The article identifies that using electronic money allows saving on cash maintenance costs, reducing transaction time, and, at the same time, electronic money keeps having the same functions as traditional fiat money, which makes it highly plausible to get cash replicated with e-money, though such a transition still requires a developed and effective regulatory framework. Methodology. In the course of this article preparation, a whole range of philosophical and ideological approaches (dialectical, as a way of thinking based on the analysis of all available views on the content of administrative and civil legal regulation of public administration bodies' activity in the sphere of electronic money turnover; analytical, based on cognitive activity by proving or refuting the definition of transparency and publicity in the electronic money turnover sphere; hermeneutic, applied for understanding terms related to the legal regulation of public administration bodies' activity in the electronic money sphere; general scientific research methods (logical, based on ascending from simple to complex, from abstract to specific as related to general characteristics of legal regulation in the sphere of electronic money turnover; special methods (systemic and structural, particularly in the process of providing legal support related to electronic money turnover, comparative legal research, aimed at the examination of foreign experience, formal legal or formal logical). Results. According to the research results, the author has determined the publicity and transparency principles of administrative and civil legal regulation of public administration bodies activity in the sphere of electronic money turnover, where the principle of transparency allows to ensure the interaction between the state and its citizens in the form of exchange of information derived from all spheres or by granting access to such information, except for the information with restricted access. According to this principle, the activity of public administration bodies should be as transparent as possible, except in cases when it constitutes state secret. The principle of publicity not only ensures interaction between the state and its citizens, but also helps strengthen the rule of law. In turn, publicity as a principle of administrative and civil legal regulation of activities of public administration bodies in the sphere of electronic money turnover is a form of exercising public control over the activities of public administration. The principle of publicity characterizes democracy of public administration. Special emphasis is given to the need to legally enshrine electronic money as a means of payment in the legislation of Ukraine as the most convenient form of using electronic money, which allows to save on cash maintenance costs, reduce transaction time, and, at the same time, electronic money keeps having the same functions as traditional fiat money, which makes it highly plausible to get cash replicated with e-money, though such a transition still requires a developed and effective regulatory framework. Practical implications. The results of this scientific article can be used in legislative framework for legal regulation of activities of public administration bodies in the sphere of electronic money turnover. The provisions of the article may also be used in scientific activities to further investigate the principles of publicity and transparency in administrative and civil legal regulation of the activities of public administration bodies in the sphere of electronic money turnover. In addition, the paper’s provisions can be used for educational purposes, during lectures and seminars on civil, information and administrative law. Value/originality. Scientific novelty of the obtained results is that the scientific article summarizes the existing normative and doctrinal approaches to understanding administrative and civil legal regulation of the activities of public administration bodies in the sphere of electronic money turnover; knowledge of the principles of publicity and transparency of administrative and civil legal regulation of activities of public administration bodies in the sphere of electronic money turnover has been systematized. The paper also identifies trends in the development of legal regulation in the sphere of electronic money turnover.

This research aims to see the role of the Technology Acceptance Model theory that can influence the millennial generation in using e-money and its relationship with hifz mal. The basic variables are ease and usefulness, and also three other variables, namely security, trust and experience. The research model was empirically tested using a data collection method through questionnaires for millennial generation of e-money users, namely students of the Faculty of Economics and Business, Diponegoro University using multiple linear regression analysis techniques using the SPSS 22 application. The results showed that usefulness and trust variables have a positive and significant effect on the use of e-money. Meanwhile, convenience, security and experience do not play a role in influencing the millennial generation in using e-money. The connection with hifz mal is that the use of e-money provides convenience and benefits for its users while providing security guarantees, so that Muslim users of electronic money avoid things that are not in accordance with the Islamic economic system.

Abstract:
The graph model for electronic money turnover developed in this paper considers the system of electronic money turnover as a technological complex network. This network includes systems of electronic money payments, communications between bank and its clients, and interbank communications. The application of the graph models is based on its essential advantages such as an opportunity to expand this system to arbitrary size and visualization of the system links. While graph plotting provides us with the opportunity of carrying out qualitative (visual) system analysis, e computations of the graph metric allows performing a more quantitative analysis. The composite metric, created on the base of graph centrality measures and giving us possibilities of estimating and ranking potential risks, is considered as a foundation for methods of stability, quality and economic security control for systems of the electronic money turnover. A validity of this classification has been investigated and supported by the so-called crash tests, which simulate the random consecutive deleting of graph nodes represented in the real life by communication network nodes, for example, banks or other members of electronic money turnover system, and also by the analysis of the overall performance of the system.

Abstract:
This investigation was carried out on the adoption of the e-money payment model with the application of a quantitative and qualitative approach (mixed methods). Online questionnaires, which included closed-ended questions on a Likert five-point scale and open-ended questions, were distributed through social media chat groups. Respondent samples were drawn from the population of adolescent customers in Indonesia. The collected questionnaires were verified for accuracy, reliability, and validity before the data were analyzed. Adequate data were used to test the relationship model between latent variables, and the relationship of latent variables in the model was tested using partial least squares by employing Smart-PLS 3.0 software and NVIVO 12 plus. The final analysis shows that the reasons for adopting e-money are practicality and convenience. The main reasons that customers adopt electronic money are its practicality, ease of use, efficient transaction time, faster payment, and the simplicity of the payment process. The final modeling formed good-fit inner and outer models. This model verifies the significant influence of social factors, effort expectancy, and facilitation conditions on e-money attitudes. Additionally, social factors, effort expectancy, and attitudes have a significant influence on e-money behavior.
