Abstract:
Abstract Electronic payments are considered to be a fast and secure alternative for traditional payment methods. Today, it is impossible to imagine modern bank operations, commercial transactions and other payments without electronic payments. This article shows that electronic payments are not the only means for reducing costs with respect to other payment methods, such as cash, but can also generate significant benefits for increasing economic development and reducing shadow economy. The paper focuses on the development of electronic payments in Georgia and its impact on the economy of the country. Over the decades, the payment systems in Georgia have evolved significantly in line with the technological advancement. Significant progress has been achieved in improving the e-payment systems infrastructure. The evolution of e-payments in Georgia can be characterized by the following: debit (including prepaid) and credit cards, credit and debit transfers compose a core set of noncash payment types commonly used today by consumers and businesses. These core noncash payment types are used both in traditional ways, such as in-person purchases, payroll deposits, and bill payments, and in innovative ways, such as contactless and mobile payments, e-commerce and online bill payments. Using the economic-mathematical analyses of the information taken from the web-page of the National Bank of Georgia and commercial banks’ publications, a mathematical model was built, based on which the positive relationship between e-payments and economic growth in terms of real GDP was shown.

Abstract:
Purpose The purpose of this paper is the timely review of regulations on the security of electronic payments, payment innovations and their vulnerabilities and discussing the recommendations elaborated by the European Forum on the Security of Retail Payments. Design/methodology/approach First, the article presents a serious fraud case which happened in the Hungarian banking system. This case demonstrates all risks associated with the security of payment channels being used. Next, the article examines those international SecuRe Pay Forum recommendations which target the elimination of such fraud risks. Finally, the article compares current domestic regulations with these recommendations. Findings The fraud incidents and the speed of penetration of new fraud techniques and methods caught the attention of payment service providers, customers, supervisors and overseers. The result of their cooperation is the European Forum on the Security of Retail Payments. The forum elaborated three sets of recommendations on security of Internet payments, payment account access services and mobile payments, which are missing elements of the present Hungarian and pan-European regulations. Both domestic and international regulators should build on the revised Payment Services Directive and the recommendations in question, to avoid fraud incidents like the one this article initially portrayed. Originality/value The article presents a specific, true case which took place in Hungary in 2014.

Abstract:
Modern technology is turning into an essential element in the financial trade. We focus the emphasis of this review on the research on the E-wallet and online payment, which is an element of an electric payment system, to get the pattern of using this service. This research presents a review of 131 research articles published on electronic payment between 2010 and 2020 that uses a qualitative method of answering the research questions (RQ): RQ1: “What are the major security issues regarding using electronic payments”? and RQ2: “What security properties need to comply for secure electronic payments?” With the systematic literature review approach, the results show that interest in E-wallet and online payment has grown significantly during this period, and it was found that for the increasing uses of electronic payments, researchers are more focused on security issues. The results show that, to conquer the key gaps, electronic payment must have some protection properties, namely, availability, authorization, integrity, non-repudiation, authentication, and confidentiality. Nowadays, security problems in electronic payment are usually more demanding than the present security problems on the web. These findings can enable electric transaction providers to strengthen their security methods by boosting their security gaps, as required for relevant services.

The evolution of the use of electronic payment instruments from a finance law position is analyzed in the article. In the context of the latest technology dynamic introduction in the field of payments, the beginning of the history of modern electronic payment instruments can be conditionally linked to the creation of the London Clearing House in 1775 in the United Kingdom and the subsequent active use in the calculation of promissory notes and cheques, as well as other payment documents on the basis of the clearing. At the same time, we propose to periodize the evolution of the use of electronic payment instruments in the calculation of foreign and domestic experience, which includes three main stages: Stage I (end of the XVIII century – end of the XIX century) formation of legal preconditions for the birth of the first electronic payment instruments in the form of promissory notes and cheques, as well as payment documents on the basis of clearing; Stage II (XX century) electrification of payment transactions with the support of their electronic means of payment (bank cards, mobile payment instruments), electronic purses for initiating payments, as well as the use of the first electronic money in order to pay for goods and services. Stage III (XXI Century – nowadays) digitization of payments, characterized by the active use of contactless chipped cards, contactless mobile instruments, electronic money, electronic payment means based on widespread electronic payments in the world of electronic payment ecosystems, such as PayPal (1998), Payoneer (2005), Skrill (2001), Stripe (2009), TransferWise (2010), etc., virtual money in the form of virtual currencies, Quick Response codes, and the introduction of digital currencies of central banks. The suggested periodization of the evolution of electronic payment instruments is based on historical facts, economic conditions, the introduction of the latest financial technologies, national preferences, and the legislation development in the field of payments. At the same time, the genesis specificity of the use of electronic payment instruments in Ukraine is conditioned by the imperfect special law on payment systems and the transfer of funds, which, unfortunately, does not meet the current international and European Union standards. Therefore, there is an urgent need to reform outdated domestic legislation in the field of payments by adopting a new Law of Ukraine «On Payment Services». Abstract:
The article attempts to find the key attributes of electronic payment and its use by consumers. It considers various issues and concerns relating to electronic payments by reviewing research across various countries. Many newer payment products are offered by banks to take advantage of lower costs associated with the newer payments. While offering electronic payments to customers, it is important for banks to understand whether newer payment products are being used by the customers. In this study, the author examines the awareness level, usage of generic products and usage of specific products offered by banks for various electronic payment products. The author uses primary banks as a measure for customer relationships, and assesses the relationship between primary bank and various variables. It is observed that age, asset class—two wheeler and asset class—four wheeler, debit cards and Internet banking exhibit association with primary bank. Relationship is also established between a primary bank and relationship tenure of more than 10 years. Among communication sources of electronic payment products, word-of-mouth publicity is found to be an important factor.

Abstract:
The payment system in Indonesia has undergone significant changes to date. Starting from the barter system to the existence of an electronic payment system. This change is caused by the development of technology, which has an impact on changing people's lifestyles. The payment system has been known to the public since 2014 when Bank Indonesia issued the National Non-Cash Movement (GNNT) policy. This policy aims to create a cashless society eco-system while at the same time introducing the advantages of electronic payments to the public. Electronic payments are considered safer, more efficient, and easier to track. However, electronic payments are also inseparable from their shortcomings. The electronic payment system, which is relatively new in Indonesia, will face several problems, especially with the legal system. Until now, there has been no law specifically regulating electronic payment systems, specifically E-wallet. This legal vacuum will cause problems both in terms of security and legal protection for users. This study aims to find out the problems that will arise from the E-wallet and provide solutions to the problems raised from a legal perspective. The research method used is normative juridical, using a conceptual approach and a statutory approach to review E-wallets in Indonesia. The results of this study indicate that several problems arise from electronic payments. Therefore, regulations are needed to protect user security, oversee the smooth implementation of E-wallet and maintain Indonesia's economic stability.

Abstract:
The issues of ensuring the electronic payments’ security are currently in the limelight of participants in the monetary system and the scientific expert community. The goal of this paper is to develop organizational and legal measures aimed at improving the security of electronic payments in the Russian Federation. Research methods include the analysis of retrospective data describing the development of the payment system and electronic payments using bank cards, as well as the method of statistical observations and analysis of secondary data from surveys of Russian and foreign companies covering the information security. Through solving the research problems, the author managed to draw a number of conclusions: Dynamic development of the electronic payment system causes the growth of cybercrime and cyber risks in payment systems; Despite quite active actions of state bodies and the Bank of Russia, the legal framework and infrastructure for electronic payments are still in the development stage; Cyber attacks cause significant damage not only to financial institutions, but also to companies from a non-financial sector, as well as to ordinary citizens using electronic payment systems. In the opinion of the author, the key organizational and legal measures aimed at mitigating cyber risks in electronic payments may be measures to form the centralized payment infrastructure of the Bank of Russia, introduce the corporate cyber threat management systems, improve policies and procedures for the protection of personal data at the corporate level, as well as train the employees in the field of information security of electronic settlements.

The discussion of online payments, while ultimately being a key issue for the future Information SuperHighway, is as significant now as it ever will be. The explosive increase in the use of the Internet has seen the emergence of commercial services and pressures previously restricted to Compuserve and the like. Many predictions see this burgeoning electronic marketplace becoming a significant component of the world economy. However this can only happen once two key problems have been addressed, namely, protecting property rights and Making payments. This has led to a frantic battle for payment mechanisms that can provide the new medium with the means of conducting transactions. Briefly examines the inexorable evolution of money into electronic forms and discusses the alternative types of payment mechanisms proposed, on trial or in use on the Internet. Identifies the key commercial requirements that successful use of the Internet will impose on a payment mechanism, and use these requirements to evaluate each of the mechanisms to determine which (if any) are really suitable for electronic commerce.

Abstract:
Electronic Payment Systems, the transfer of funds through electronic or digital mediums. Several electronic payment options are available, including mobile wallets, bank cards, and mobile banking. Electronic payments are quick and efficient, and the fund transfer occurs instantly. Electronic payments are quickly gaining popularity in the Philippines, giving students a secure and practical means to pay for enrolment fees and other educational costs as schools adopt alternative learning techniques. The purpose of this research is to determine the status of electronic payment in the selected Private Higher Education Institutions (PHEIs) in the second district of Albay and propose a systematic model that HEIs can adopt to lessen the costs and risks of handling cash transactions. The study used a mixed method, the qualitative and quantitative research design, to analyze and hence boost the validity of the data. According to the data presented, the GCASH application is one of the most used applications when paying online. It is more accessible and less hassle to use. Furthermore, using the Kendall Coefficient of Concordance, the perception of the selected private HEIs has shown a significant correlation to each other, resulting in a rare use based on the data analysis. The selected private institutions currently take electronic payments. Still, they have not yet thought about giving students and parents the most control over those payments online, and schools are still adapting electronic payment systems.

The study looks at the payment habits of retailers and companies in Hungary, especially the acceptance and share of electronic payments in 2019. In doing so, data from two questionnaire-based surveys and the online cash register database are analysed using statistical methods, decision trees and regressions. The results show that retailer payments are typically cash intensive, while credit transfer transactions dominate at companies. The factors with the largest impact on card acquiring and the share of cash at points of sale is sales revenue and the value of the purchase in the case of retailers, and the proportion of cash wage payments in the case of companies. Costs also play an important role in card acquiring, therefore instant payment, which provides cheaper electronic payment solutions, could be crucial when it comes to smaller retailers and companies offering electronic payments. Public policy measures could mainly target retailers and the micro and small enterprise segment.

Digital payments have changed people's financial behavior, particularly in Asian countries. The expansion of the internet network and the intensification of gadget functions have grown digital payment systems in mobile payments, internet banking, QR Codes, and electronic payments. Using a Systematic Literature Review, the study examined various Scopus articles from Asian countries to obtain an overview of the factors that influence the adoption of digital payments. We analyzed 597 digital, electronic, and mobile payment articles. TAM and UTAUT were found to be the most widely found theories to significantly affect user intent and even the continuity of digital payment use. While in the method, the structural equation model becomes the most widely used analytical method in various scientific publications related to this topic. This study has found internal and external factors from users in the adoption process of digital payments, including trust, perceived risk, satisfaction, security social influences, and facilitation conditions. Interestingly, some of these factors were insignificant in some studies due to differences in digital payment products that were the object of the study, respondents, and differences in research methods and approaches.

Abstract:
Introduction. In recent years, the number of payment transactions carried out using electronic payment systems has grown rapidly. Despite the steady growth of electronic payments among both individuals and legal entities, a number of problems remain unresolved, which primarily include ensuring the security of electronic payment transactions by the state at the legislative level and the development of effective means of combating and preventing crime. in the specified area. The current criminal legislation contains certain rules that can ensure the security of the electronic payment system. But insufficient research of some theoretical aspects of criminal liability for this type of criminal offenses significantly reduces the effectiveness of criminal law protection of this area of life. One such aspect is the theoretical uncertainty of the object that falls under the protection of criminal law. In particular, there is a lack of theoretical definition of the system of electronic payments in terms of the object, which is placed under the protection of criminal law. The aim of the article. The importance of the researched problems and the need to increase the efficiency of the current Criminal Code of Ukraine determine the purpose of this study, which is to define the concept of electronic payment system as an object of criminal protection. Results. Criminal offenses committed in the system of electronic payments belong to a qualitatively new type of mercenary crime in the banking sector, which is directly related to the modernization of economic relations in society. They cover the sphere of economic interests of the state as a whole, individual legal entities, as well as individuals who use the electronic payment system in their own interests. There is a need to develop a universal criminal law terminology in order to improve the regulatory framework governing relations in the field of electronic payments. Unfortunately, the definition of electronic payment system (electronic payment system) has not been properly developed either in the financial and economic sphere or in jurisprudence, and the existing definitions are not clear and contain a list of essential features of such systems. Conclusions. The system of electronic payments as an object of criminal encroachment - is regulated by law the order of public relations for the transfer of funds between participants in the payment system through a special payment mechanism, which is a set of methods, tools, methods to make calculations for effective and safe transfer of funds from the payer to the recipient in time and space and regulated by a special law and payment rules, are implemented on the basis of the contract against which the criminal encroachment is directed. This definition indicates the specifics of the electronic payment system as an object of crime, and also contains a list of all the most important features of this system, which will further contribute to the correct classification of crimes committed in this area.

Abstract:
Although other payment methods are available, like card, cheque, mobile, and online payments, most Ghanaians still use the cash payment system. The study examined how Ghanaian customers felt about using electronic payments. These included determining thesector andctors that influence consumer adoption and use of electronic payment services in Ghanaian banks, examining customer satisfaction with e-payment in the banking sector, and preventing fraud. A sample size of 100 participants was chosen for the study using purposive sampling to select participants from the banks and systematic sampling to select participants from the customers. According to the research’s findings, factors such as usability, security, privacy, the caliber of the after-sales support, marketing mix, and reputation affect consumers’ opinions of electronic payment systems. According to the study, customers are satisfied with the value offered for their banking requirements and the opportunity to experiment with e-payments in the banking sector. The study also found that while customers’ top concerns are trust and security, barriers to e-commerce include a low internet penetration rate, fewer users, expensive and challenging e-commerce technology, and a lack of progress in other supporting industries. Trust and security are significant deterrents against using electronic payment systems. The ability of consumers and banks to reach a larger market and participate in the world payment system is another way that technology can help the economy. Stakeholders should offer the unbanked sufficient assurances of security for utilizing electronic payment systems on their privacy without requiring them to maintain accounts with them. Payment system in India has undergone a dramatic change in recent years. The payment through cards, using both debit and credit cards, is one of the early innovations in the modern payment system in the country. Several intermediaries are involved in the effective functioning of card payment mechanism. As a result, the card payment infrastructure has grown remarkably well across India. The volume of payments made through these devices as well as the value of card payments increased rapidly in the last two decades. Among the commercial banks, the State Bank of India dominates in the maintenance of ATM infrastructure, the issue of cards and in the volume and value of card transaction. The private sector banks dominate in the installation of POS terminals and HDFC bank tops in the POS credit card transaction. However, the recent trend shows that the transaction through cards as a percentage of total retail electronic payments has been declining in India, as other retail payments platforms have become popular.

Abstract:
The article deals with the main problems of criminal characteristics of electronic money and payments as instruments of crime. The article reveals the economic and legal nature of electronic money (e-money). The features of e-money and its relation to electronic payments are identified. It is proved that intensive development of the IT sector results in an increasing replacement of cash by cashless methods of payment, and e-money is required for making payments online. E-money is previously created in all cases where they are stored on an electronic device and are used as means of payment, therefore they significantly reduce the level of abuse against property. Criminals in the real estate leasing sector use it as a tool when they commit cybercrime - a new place that has been transformed into a powerful source using for crime. Particular attention in this article is paid to the criminal characteristics of electronic money as an instrument of crime. Electronic money has been updated to account for a significant number of offending characters, while these crimes operate in free currency from a non-supported market and move to electronic services, they are used, and may be joined by warehouse resources, which require a criminal law level. It also indicates that e-money is being received by its billing service, and then can be exploited by attackers to trick owners who have already participated in their work. Through this process, using e-money and electronic payment is almost legal and covers the concept of legality. It is disclosed that the main complexity in detecting malicious tools creates electronic money, which makes it difficult to track the traces of such crime, which uses its delays in cyber space. The author also reveals an accurate view of electronic money resources, such as what is more likely to be abused, which is an additional element of criminal execution qualification.

Abstract:
This article discusses the provisions of the current legislation of the Republic of Kazakhstan and the Republic of Uzbekistan, regulating the field of electronic document management. The article considered the regulatory legal acts of the Republic of Kazakhstan and the Republic of Uzbekistan, regulating the issues of drawing up an electronic document and implementing electronic document management, such as: the Law of the Republic of Kazakhstan "On electronic documents and electronic digital signature" dated January 7, 2003; The Law of the Republic of Uzbekistan "On Electronic Document Management"; Law of the Republic of Kazakhstan "On Informatization" dated November 24, 2015 No. 418; Law of the Republic of Uzbekistan "On informatization" dated December 11, 2003 No. 560; Law of the Republic of Kazakhstan dated July 26, 2016 No. 11"On payments and payment systems"; Law of the Republic of Uzbekistan dated November 1, 2019 No. 578 "On payments and payment systems". When considering the issue of drawing up an electronic document in electronic document management systems, it is clear that the issue of certifying an electronic document with a seal in the necessary cases has not been settled. For a document to be considered signed and certified with a seal, it is necessary that such a signature and seal be included in the electronic document. Today there is a formal obstacle to the electronic document flow of documents, the creation of which is carried out on special paper forms with coats of arms or emblems. This requirement applies to certain types of statutory, financial documents, notarized documents, etc. In connection with the widespread use of information communications, the problem of information security, the existing systems for storing, transferring and processing information, becomes very important for society. Currently, the prevailing epidemiological situation in the country and in the world has significantly accelerated the exchange of data in electronic form in all spheres of society. Almost all activities of the society have switched to the electronic format of information exchange, including entrepreneurship. We hope that in the Republic of Kazakhstan and in the Republic of Uzbekistan, the development of the digital economy model will have a productive effect on the development of entrepreneurship and help overcome the problems existing in business.
