Abstract:
The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

Urgency of the research. The main task of improving the efficiency of procurement is the introduction and development of an electronic system that can save public funds, reducing corruption, and ensuring openness, accessibility of information. Target setting. Procurement in modern conditions is carried out using competitive methods of finding suppliers. Competition is the main factor that determines the effectiveness of procurement. E-procurement becomes a tool for regulating supply and demand for enterprise products. Actual scientific researches and issues analysis. Well-known scientists have made a significant contribution to the theory and methodology of e-procurement development: Altsivanovych O., Afanasiev R., Brovdiy A., Ovramets Yu., Sevostyanova G., Kvach V., Tsymbalenko J., Melnikov O., Smirychynsky V., Tkachenko N., Umantsiv Y., Shatkovsky O. and others. Uninvestigated parts of general matters defining. Despite the large number of studies in the field of electronic procurement where the authors paid considerable attention to the problems of transparency and corruption in the public and municipal sectors, the issues of improving the efficiency of electronic procurement in the context of improving the enterprise insufficiently studied. The research objective. Analysis of the functioning of the electronic procurement system in Ukraine, identification of problems in its functioning, search for ways to improve the information support of the automated system, and adaptation to the needs of modern enterprises. The statement of basic materials. The article considers the peculiarities of the e-procurement system as a tool to improve the enterprise, explores the basic principles and stages of the procurement process, examines international experience in implementing electronic procurement systems, and analyzes the main problems and abuses in the context of enterprise development. Conclusions. Given the peculiarities of the functioning of the electronic procurement system, it is necessary to improve the components that are outside the system, such as procurement planning, anti-corruption, avoidance of tender collusion and combating unjustified price increases.

Abstract:
In the today’s technological world, it is almost obvious that electronic procurement systems play a vital role in the management of the supply chain. This paper examined how adoption and use of electronic procurement systems in Homa Bay County Government contribute to value creation, reduction of overhead costs incurred during procurement processes as well as its contribution to the performance of their supply chain network. Primary data were gathered using questionnaires from all the 14 procurement personnel in the County Government and a sample of 81 supplies from their supply base. Regression results indicated that adoption and use of electronic procurement systems greatly improves performance of the supply chain partners (R2 = .835, p < .05) while resulting into procurement cost reduction, increased effectiveness among other benefits. From the findings, the study recommends full adoption and use of electronic procurement systems by the devolved governments to improve on procurement and supply chain performance.

Amid the turmoil of the current economic crisis, the wild expectations for business-to-business electronic marketplaces or ‘e-hubs’ as transformative modes of exchange for all industries have subsided. However, e-hubs continue to elicit interest in industries such as car production. Yet, there is little research that investigates firms’ strategies for e-procurement in the automotive industry and the potential benefits of e-hubs to them. This research re-examines the transition from bespoke electronic data interchange to generic electronic procurement, and conflicting motivations and complex barriers at firm and industry level are revealed. The article develops a framework that examines the benefits and barriers to firms joining e-hubs, applies the framework to the car industry, and proposes an e-procurement matrix that offers alternative strategies. Six cases from vehicle manufacturers and component suppliers demonstrate a shallow industry structure that lacks supplier integration, where a particular concern is the emergence of consortium e-hubs that combine a transactional approach for reducing price, with a collaborative approach that requires sharing knowledge. While this dispels the myth of simplistic e-commerce models, the governance of e-procurement across collaborative supply chains is still uncertain.

For the implementation of the comparative legal part of the study, normative legal acts and acts of official interpretation of the legal systems of the following states, as well as related scientific and scientific-practical materials, were used: USA, Australia, New Zealand, Japan, Switzerland, South Korea, United Kingdom, Japan, Egypt, Canada, Malaysia, Israel, India, Argentina, Australia, New Zealand. The unification of electronic public procurements systems remains to be a topical and unresolved task for the WTO GPA member countries. The experience of some countries in encouraging small and medium-sized enterprises in electronic public procurement is considered progressive and positive. We consider it necessary to adopt the experience of the USA, Israel, China countries and accelerate the adoption of laws in Ukraine to support national producers.

Public procurement is investigated in terms of results and maximum efficiency of allocation of financial resources of the national public budget. In the context of economic development, optimization of the management of public financial resources is based on improving the legislation on public procurement and the financing mechanism. Based on this, public procurement is a complex, multi-level, interdependent system, the functioning at the all public levels. The aim of the research is to conduct a comprehensive study of the main problems and features of public procurement financing in order to optimize public finance management at the national level and to develop recommendations for improving the public procurement system in the Republic of Moldova. The methodology is based on the structural research method. The article is based on a study of the public procurement system in the Republic of Moldova, analyzing its constituent elements. The analytical method was used to study the concept of public procurement. The study established the relationship between the ethical behavior of officials, the effectiveness of control and the implementation of information systems to optimize the system of financing public procurement in the Republic of Moldova. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurements” MTender.

Abstract:
Direct Recording Electronic Voting Systems (DRE) are some of the most popular forms of electronic voting and yet they are riddled with problems. Current voting systems are poorly designed and migration to newer software can be costly. Inadequate software solutions in voting systems have led to security flaws, bad tabulation, and partisan software design. As government proceeds into an increasingly sophisticated era of voting technology, it needs to consider a better platform. This thesis explores the government procurement strategy associated with modern Direct Recording Electronic Voting Systems. The thesis argues that governments should adopt an open source solution (OSS) for future IT acquisition of voting systems. Adopting an open source solution not only provides practical advantages such as better software design, cheaper implementation, and avoidance of vendor lock-in, but also proposes that OSS provides a strong foundation for future IT policy. Open source’s strength in transparency provides a key factor in voting system design. The thesis recommends that governments adopt a four part strategy for future OSS adoption with voting system. 1) Approve an independent, pro-OSS certification organization that works closely with the U.S Election Assistance Commission, National Institute of Standards and Technology, and other system organizations to create the optimal voting systems guidelines. 2) Update FAR requirements to greater accommodate open source procurement policy. 3) Assist local and state jurisdictions to acquire OSS for DRE machines. 4) Promote open source business strategy by hiring vendors for system integration and analysis This thesis contends that these four policies will improve the electronic voting experience and allow for better future innovation and adoption IT strategies.

Os Sistemas de e-Procurement (SEP) constituem o principal tema deste trabalho de investigação. Um dos objectivos deste estudo consiste em identificar os factores que levam uma determinada organização a adoptar ou não, um sistema de informação que suporta o processo de aquisição de alguns bens e serviços para as organizações. Para além disso, o estudo evidencia as diferenças entre os adoptantes de SEP e os não adoptantes, propõe um modelo matemático para calcular a probabilidade de uma dada organização adoptar um SEP e identifica os sectores de actividade económica onde é maior a propensão de adopção de SEP. Com a concretização destes objectivos dá-se um contributo positivo, não apenas à comunidade científica mas também a outros agentes económicos, nomeadamente aos fornecedores de SEP e aos gestores em geral. Efectuada a revisão da literatura sobre SEP, procurámos analisar os principais modelos de adopção de inovação tecnológica, nomeadamente o modelo baseado nos contextos organizacional-tecnológico-ambiental e a teoria institucional. Foi essencialmente com base nesses dois vectores que se desenvolveu o modelo conceptual explicativo da intenção de adopção dos SEP, do qual se derivaram as hipóteses de investigação explicadas ao longo do capítulo 3. Postulamos que a intenção de adopção dos SEP por parte das organizações Portuguesas está associada aos seguintes factores: (1) dimensão da organização, (2) dispersão geográfica, (3) competência tecnológica, (4) estado de preparação dos seus fornecedores para desenvolverem transacções electrónicas, (5) grau de penetração dos SEP nos seus concorrentes e (6) grau de sucesso dos SEP nos seus concorrentes. Em termos epistemológicos adoptamos uma postura característica do Positivismo. Já no que concerne à metodologia de investigação seguiram-se as fases do método hipotético-dedutivo. De facto, o estudo desenvolvido é correlacionai, seccional e testa um conjunto de seis hipóteses. Adoptamos como unidade de análise a organização empresarial e faz-se um estudo de campo com base nas maiores organizações com actividade económica em Portugal. Para testar as hipóteses realizamos um conjunto de testes estatísticos, entre os quais o teste-t, a análise factorial confirmatoria e a regressão logística, usando para o efeito as ferramentas estatísticas apropriadas, nomeadamente o SPSS e o AMOS. Analisados os resultados, conseguiu-se obter evidência estatística que permitiu confirmar as hipóteses inerentes aos factores (1), (3), (4), (5) e (6). A utilização da regressão logística forneceu evidência suplementar no sentido de se poder considerar os factores (1), (3), (4) e (5) como sendo elementos determinantes e significativos para se poder calcular a probabilidade de uma dada organização poder vir a adoptar um Sistema de e-Procurement. Adicionalmente foi possível obter evidência de que as empresas do sector do comércio apresentam uma maior propensão para a adopção dos SEP do que as empresas do sector da indústria ou dos serviços.
Once the factors that foster electronic Procurement systems adoption are identified, economic agents may act accordingly and develop better programs in order to achieve their objectives. Towards identifying such factors we reviewed the literature and developed a model that explains electronic-Procurement systems (EPS) adoption, considering the technology-organization-environment framework as well as the institutional theory. This model was tested with data collected from the 2500 largest companies operating in Portugal. Based on the t-test for equality of means we found evidence that EPS adoption is positively and significantly associated to (1) firm size; (2) technology competence; (3) the perception companies have about the EPS success of their competitors; (4) the extent of adoption among competitors; and (5) the trading partner readiness to perform electronic transactions. The logistic regression supplied further evidence that technology competence, firm size, extent of adoption among competitors and trading partner readiness provide a reasonable estimate for each firm's likelihood to adopt EPS. We also found evidence that firms which main activity is commerce are more likely to adopt EPSs than firms operating on manufacturing or services industries.

Background: The market for eProcurement is expected to increase from from US$ 3,6 miljarder to US$ 1.375 billions under the period 1999-2003. Nevertheless, there is still a widespread unsecurity among companies surrounding eProcurement, partly due to that procurement for a long time has played a remote role in the companies, and partly since procurement is a far from a homogeneous function.

Purpose: To examine how eProcurement is defined, what advantages eProcurement implies and how it affects the procurement strategies and the procurement processes of companies.

Research method: The empiric work comes from interviews with persons in connection with procurement at four companies that today are using an eProcurement-system or are about to introduce one, and at two companies that delivers applications.

Result: From the persons we have interviewed we conclude that there is a rather strong unanimity as how eProcurement is being defined, and which advantages it can imply. Furthermore, eProcurement should not be seen as a solution of a company's eventuall procurement problems, but as a tool to strengthen and refine its procurement strategies and a possibility for rationalizing the procurement processes of the company. In other words, you shall not just pave old paths.

First a framework of modern procurement processes and stages is given as a basis and then e-procurement is treated being the technologies and key factors in implementation of e-procurement.This thesis work tries to consolidate prevalent ideas as well as facts that have been tested by means of academic researches carried out by scholars of the field and interdisciplinary of industrial engineering.

This thesis deals with the issue of electronic public procurement. The aim of this thesis is to confirm or disprove the following hypotheses. The first hypothesis of this dissertation is the claim that the current legislation constitutes an adequate legal basis for the implementation of electronic public procurement. The second hypothesis states that the electronic public procurement is more efficient and more transparent than the public procurement without electronization. Examining the first hypothesis was chosen in order to determine whether it is necessary to change the law for the possibility of fully electronic public procurement. The second hypothesis, then, in essence asks whether electronization of public procurement improves the efficiency of public procurement and whether it contributes to increase the transparency of public procurement.

Based on the data from NEN usage statistics and also from the questionnaire method of research thesis analyzes real usage of the system. Based on arguments mentioned in both theoretical and practical part of this thesis, system has been considered as not very used and not user-friendly.

Technology life cycles affect a product manager’s ability to sustain systems through their manufacturing and field lives. The lack of availability of critical parts and technologies poses a challenge not only to the acquisition community, but to customers of products that must be maintained for long periods of time. Technology obsolescence has an especially serious impact on systems that have significant electronics content because electronic parts are quickly obsoleted in favor of newer, higher performance components. In this study, market availability data was analyzed for operational amplifiers, a technology integral to most electronic products, and for flash memory devices. Procurement lifetimes are shown to have shrunk since operational amplifiers emerged on the market. Algorithms for forecasting electronic part obsolescence are proposed and the ramifications of electronic part obsolescence on product design planning are discussed.

Fast moving technologies have caused high-tech components to have shortened life cycles, rendering them obsolete quickly. Obsolescence is a significant problem for systems with operational and support life that are much longer than the procurement lifetimes of their constituent components. Design refresh planning is a strategic way of managing obsolescence. Mathematical models are presented herein to determine the design refresh plan that minimizes total cost. The plan includes guidance on when to execute design refreshes (dates) and what obsolete/non-obsolete system components should be replaced at a specific design refresh. When data uncertainty is considered and obsolescence dates of the components are assumed to follow specific probability distributions, different solutions for executing design refreshes and the probabilities of adopting these solutions can be obtained. The final optimal cost becomes an expected value. An example of an electronic engine control unit (ECU) is included for demonstration of the developed models.

Abstract:
While solar photovoltaic (PV) panels have been used successfully to produce electricity for quite some time, it has been technically difficult to capture their heat because of the large area of a flat-plate photovoltaic panel. Likewise it has been difficult to manufacture solar concentrator systems that are of the same physical scale, about one square meter, as successful commercial flat-plate photovoltaic panels and incorporate them into a commercializable and easily manufactured solar energy system. This paper addresses the two problems by considering the feasibility of a single design of a one square meter plastic nonimaging solar concentrator that focuses sunlight on a heat-capturing, dense array of high-intensity photovoltaic chips. The individual one square meter modules are designed to be mounted on a 2-axis tracking system which could have a double polar-axis support for energy and cost efficiency. When coupled with an existing electronic control, these three components create a commercial-scale solar electricity device that also provides heat in quantities suitable for heating or cooling. Preliminary contacts with electric utilities and commercial/industrial businesses have found interest in procurement of the proposed technology for widespread harvesting and use of solar energy in the US and abroad.
