Full textOs Sistemas de e-Procurement (SEP) constituem o principal tema deste trabalho de investigação. Um dos objectivos deste estudo consiste em identificar os factores que levam uma determinada organização a adoptar ou não, um sistema de informação que suporta o processo de aquisição de alguns bens e serviços para as organizações. Para além disso, o estudo evidencia as diferenças entre os adoptantes de SEP e os não adoptantes, propõe um modelo matemático para calcular a probabilidade de uma dada organização adoptar um SEP e identifica os sectores de actividade económica onde é maior a propensão de adopção de SEP. Com a concretização destes objectivos dá-se um contributo positivo, não apenas à comunidade científica mas também a outros agentes económicos, nomeadamente aos fornecedores de SEP e aos gestores em geral. Efectuada a revisão da literatura sobre SEP, procurámos analisar os principais modelos de adopção de inovação tecnológica, nomeadamente o modelo baseado nos contextos organizacional-tecnológico-ambiental e a teoria institucional. Foi essencialmente com base nesses dois vectores que se desenvolveu o modelo conceptual explicativo da intenção de adopção dos SEP, do qual se derivaram as hipóteses de investigação explicadas ao longo do capítulo 3. Postulamos que a intenção de adopção dos SEP por parte das organizações Portuguesas está associada aos seguintes factores: (1) dimensão da organização, (2) dispersão geográfica, (3) competência tecnológica, (4) estado de preparação dos seus fornecedores para desenvolverem transacções electrónicas, (5) grau de penetração dos SEP nos seus concorrentes e (6) grau de sucesso dos SEP nos seus concorrentes. Em termos epistemológicos adoptamos uma postura característica do Positivismo. Já no que concerne à metodologia de investigação seguiram-se as fases do método hipotético-dedutivo. De facto, o estudo desenvolvido é correlacionai, seccional e testa um conjunto de seis hipóteses. Adoptamos como unidade de análise a organização empresarial e faz-se um estudo de campo com base nas maiores organizações com actividade económica em Portugal. Para testar as hipóteses realizamos um conjunto de testes estatísticos, entre os quais o teste-t, a análise factorial confirmatoria e a regressão logística, usando para o efeito as ferramentas estatísticas apropriadas, nomeadamente o SPSS e o AMOS. Analisados os resultados, conseguiu-se obter evidência estatística que permitiu confirmar as hipóteses inerentes aos factores (1), (3), (4), (5) e (6). A utilização da regressão logística forneceu evidência suplementar no sentido de se poder considerar os factores (1), (3), (4) e (5) como sendo elementos determinantes e significativos para se poder calcular a probabilidade de uma dada organização poder vir a adoptar um Sistema de e-Procurement. Adicionalmente foi possível obter evidência de que as empresas do sector do comércio apresentam uma maior propensão para a adopção dos SEP do que as empresas do sector da indústria ou dos serviços.
Once the factors that foster electronic Procurement systems adoption are identified, economic agents may act accordingly and develop better programs in order to achieve their objectives. Towards identifying such factors we reviewed the literature and developed a model that explains electronic-Procurement systems (EPS) adoption, considering the technology-organization-environment framework as well as the institutional theory. This model was tested with data collected from the 2500 largest companies operating in Portugal. Based on the t-test for equality of means we found evidence that EPS adoption is positively and significantly associated to (1) firm size; (2) technology competence; (3) the perception companies have about the EPS success of their competitors; (4) the extent of adoption among competitors; and (5) the trading partner readiness to perform electronic transactions. The logistic regression supplied further evidence that technology competence, firm size, extent of adoption among competitors and trading partner readiness provide a reasonable estimate for each firm's likelihood to adopt EPS. We also found evidence that firms which main activity is commerce are more likely to adopt EPSs than firms operating on manufacturing or services industries.

Full textBackground: The market for eProcurement is expected to increase from from US$ 3,6 miljarder to US$ 1.375 billions under the period 1999-2003. Nevertheless, there is still a widespread unsecurity among companies surrounding eProcurement, partly due to that procurement for a long time has played a remote role in the companies, and partly since procurement is a far from a homogeneous function.
Purpose: To examine how eProcurement is defined, what advantages eProcurement implies and how it affects the procurement strategies and the procurement processes of companies.
Research method: The empiric work comes from interviews with persons in connection with procurement at four companies that today are using an eProcurement-system or are about to introduce one, and at two companies that delivers applications.
Result: From the persons we have interviewed we conclude that there is a rather strong unanimity as how eProcurement is being defined, and which advantages it can imply. Furthermore, eProcurement should not be seen as a solution of a company's eventuall procurement problems, but as a tool to strengthen and refine its procurement strategies and a possibility for rationalizing the procurement processes of the company. In other words, you shall not just pave old paths.

The implementation of the Electronic Toll Collection systems is one of the most important plans for the completion of the Intelligent Transportation System. The first ETC system in Taiwan established completely in year 2005. However its efficiency doesn’t seem to be significant. The inefficiency results from the traditional tender process which is unable to meet the need from different aspects. Therefore, developing a tender process that can be suitable for the high technical ETC system is urgent, and it is also the goal of the research. In this research, the reformed tender process includes constructing a system framework, establishing the evaluation criteria, weighting the criteria, and performing system evaluation. The system demand framework is built by considering all mutual unit related to the ETC. The Modified Delphi Method is implemented to form evaluation criteria via criterion discussion and expert interview. The ETC criterion framework is created by allocating criteria into different classification layers. The weights for all criteria are obtained by using the FAHP method. The research collects 28 criteria and classifies these items into five classification layers including traffic manager layer, ETC manager layer, user layer, equipment cost layer, and equipment implementation layer. The surveys use CV and Cronbach''s α values to analyze uniformity, and the Kendall''s W to analyze the criterion relevance. Computations have shown that the survey data are highly consistent and all criteria are with low similarity. Therefore, the set of criteria is proved to be suitable for the ETC implementation. The simulated tender event is operated by simulating a tender invitation document and a simulated bidder’s service proposal for expert to evaluate. The model adopt the two methods, the General Score Technique and Price Per Score Point Method with the consideration of weighting, non-weighting, and layer weighting respectively to evaluate the system performance. The model uses multi-objective criteria to evaluate and select ETC systems which can be much more suitable to meet the system requirement. Moreover, it improves the difficulty of determining the evaluation criteria and their weights. The disadvantage of The Most Advantageous Tender evaluation system for assessment can also be avoided. This provides a role model for the further developing ETC systems and gives as a reference for the implementation of other ITS.

Based on technology acceptance model and DeLone and McLean information systems success model and task-technology fit, this study’s purpose was to propose an integrated model to explore users’ satisfaction with the electronic procurement systems usage. A total of 301 questionnaires were sampled, a total of 179 responses were deemed usable for the analyses, a 59.47 % usable response rate. The research framework was demonstrated by the path analysis of multiple regression analysis method. The results of this study are summarized as follows. First, information quality and task-technology fit have statistically significant and positive effects on perceived usefulness. Next, system quality and task-technology fit have statistically significant and positive effects on perceived usefulness. Finally, perceived usefulness has a statistically significant and positive effect on satisfaction. This study’s suggestions are as follows. First, the system designer should think over how to connect the trading platform with output information from clients. Second, system designer should adopt the design of collaborative commerce to build a vertical and horizontal system integration platform to integrate the supply chain. Third, periodic review and process improvement should be arranged to realize what factors may affect the users’ satisfaction with the system usage.

Striving for effectiveness and efficiency in the procedures given in New Public Management and transparency of procedures and citizen participation in them, defended in New Public Service constitute the governing dynamic central focus today. It will also highlight the reforms, both in democracies of the OECD countries in underdeveloped countries as receivers of international aid as is the case of São Tomé and Príncipe are oriented to the values of “good governance “. Them contained the efficiency and effectiveness of public administration can not be valued in absolute terms, that state intervention should be equidistant and that favors the free operation of markets, which presupposes respect for equality, legality and transparency (Lopes, 2005). Based on these principles we intend to work with this project contribute to greater efficiency and transparency in public procurement in São Tomé and Príncipe through a proposed electronic platform to serve the bidding and contracting Regulation Act 8/2009 of 26 August. A philosophy for implementation of e-procurement based on an incremental approach that will accelerate and simplify and dematerialize procurement procedures, allowing the use of technology in some stages.

Internet is the greatest influence civilization in this century, following the calculator, through its fast transmission broadcasts megaton of information and commercial messages have flown from a single room the end of the horizontal. Through it, in business potential has been revolutionized. This electronic stream — E-commerce has actively attempted to infiltrate and disrupt not just private activity but the whole world, this trend has shifted trading culture and competitive strategies leading to the broadening of business exchange and trading. This research is based on the current hypothesis examining E-Commerce structure via affirmation, and this thesis will concentrate on electronic procurement procedure practiced between manufacturer and provider, the manner they excise Information Technology and the integration of task approach. There are piled floor to ceiling, all kinds of commerce and industries whose operation are conveyed by Internet. Economic efficiency could through alliance and joint acquisition fulfil, procurement quantity as well as decrease procurement expenditure, rescue capital intensive industries in both labour force reduction warehouse needs reduction. E-Commerce is now practiced in the pharmaceutical field, like DOH-supervised hospitals, institutions, and related industries. Currently an entity may execute an inter-entity supply contract with a supplier for acquisition of property or services that are commonly needed. When revolutionary procurement theory meets the realities of government-as-usual, something’s got to give. Government needs to give a chance to E-Commerce to show the reductions in the costs of electronic data interchange. This inquiry focuses on “DOH hospital pharmaceuticals and Materials Unified Order Network”(HPMUON), and evaluates ongoing E-commerce and distribution management. The study reports on the findings of surveys and series of investigations to find obstacles, which prevent use or create difficulties for users, Network administrators and suppliers. The surveys were conducted in face-to-face interviews, and accompanying evaluation is designed to improve the current HPMUON system and lay out an acceptable version regulated by Central Region Office, DOH. E-commerce has improved user operation interface, simplified united procurement processes, and enhanced information safety. The service provided quick access to information, and focused on achieving a more equitable distribution and transparency. Marketing is one of the considerations for entrepreneurs in E-commerce but there are additional concern, client protection, the system’s security, stability and maintenance, also interaction between business owner and their customer. Consequently, all review e-commence use inDOH-supervised hospitals has shown a direct impact on operations and future development. E-Management, which the DOH-supervised hospitals have reduces the operational costs and increases efficiency in support of various medical assignments. In light of the current E-Government initiative, through an assessment of effectiveness, non-performance defect have to be corrected. My sincere wish is, this exploration may assist medical professions and enterprises launching E-Management in the future.

Between 20th and 21st century, owing to the significant improvement of fundamental science such as electronics, information, telecommunications, many industries like semi-conductor and 3C are emerged. It also helps change the appearance of traditional industries. This revolution of information-based technology profoundly influences our economy, society and culture. In the meantime, Taiwan faces the strong impact of global economy depression, and many industries are draining. Currently, it is an important subject how to take advantage of information technology to strengthen the research, development and innovation, to promote the competitiveness, and to build a high quality “Digital Taiwan”. Executive Yuan has been promoting e-government and internet plan since 1997. The plan continues speeding up information application and helps achieve the goal of e-government. Public Construction Commission, Executive Yuan “electronic catalogue and quotation system” is a current information system which is efficient than traditional manual operation, but there are some problems to be solved. For example, while some institutions want to procure the products and inquiry the product-related information, they can’t acquire the latest and correct product-related information from the database which is synchronously updated by suppliers. Abstract Information technology made progress very quickly. Internet push forward E-commerce growing that overthrown traditional way of demand and supply and merchandise image what built of mass media. At same time, competition rule radical changed. The businesses use Electronic Procurement System for cost down and let purchase process fast and safety. It provides goods and information to customer directly from the platform of services. That is a revelation to links the cash flow, goods flow and information flow from business to clients. These years, the governments (include military, civil-service, school and public sector agencies) makes every effort lets information of public administration invisible, live and safety under the conditions of limited budget. The Electronic Procurement System is one of the very important tools to control and assess. This research arrange from a government institute and its sub organization as a Study on Implementing Process for Electronic Procurement System. I try to use descriptive statistics and qualitative research adopts in-depth surveys with interviews1 and observations the staffs who serves the post of procurement on focus government institute. I also collect raw data from procurement case in the year of 2008 for analysis. I find the rate on target of Electronic Procurement System operation almost 100% and have a remarkable result on cost and manpower saving. Additionally, some reasons about un-efficiency of operation are attributed the lack of operator’s domain knowledge. The education and tanning will be necessary.

By the rapidly grow up of internet and information technology. The activities of Business to business e-commerce bring the revenue to enterprises themselves stably. The competition between the supply chain has never limited to price, quality and advertisement. The accuracy of the fast information also becomes the key of the role. This research will base on the method of case research. We performed in-depth interviews with three traditional beverage distributor and two bulk lots business in South Taiwan. The managers’ opinions were analyzed in order to understand what primary factor consideration to e-Procurement performed and industry pressure of competition and supply chain pressure have direct or the indirect influence. This study has integrated technology acceptance model (TAM) put forth by Davis, et al., (1989) as well as Diffusion of Innovation Theory by Rogers (1983), while two other research variables industry pressure of competition and supply chain pressure. The substantial results of this study discover at the end that: 1.When the Beverage Distributor in drink and bulk lots business think that the perceived usefulness and perceived easy to use the e-Procurement more higher, they will be well to use the e-Procurement. 2.When the compatibility and observability's degree are more higher of use to e-Procurement, the traditional beverage distributor and bulk lots business will be well to use the e-Procurement. 3.When the industry pressure of competition is more higher and supplies who have used e-Procurement are more, the traditional beverage distributor and bulk lots business will be well to use the e-Procurement.

According to reports, since issuance and enforcement of the Government Procurement Law in 1998, only taking the small procurement (sum of money between ten thousand and one million dollars) into consideration, it is estimated that the cost of personnel traffic and document management is about four hundred million NT dollars each year, not to mention the large outlay of time that spent on journey to and fro. It is believed that the cost of procurement will be reduced largely and the schedule of open-bid will be shortened greatly if the traditional purchase procedure could be standardized, electrified and completed through the Internet. The “Electronic Procurement System” plan, entrusted by National Science Council to the academic community, is a system to realize electronic procurement. The crucial elements include (1) electronic signature, (2) IC card, and (3) encryption / decryption technique. The framework design of this system is on the basis of standard procedure ruled by the Government Procurement Law. Furthermore, we undertake the research of related technique, divisions of labor and interface integration of each subsystem. According to the program, our school (CGU) in charge of the “Protest Processing Subsystem”. The function of “Protest Processing system” is like that of supervisor unit. It can provide a channel of protest submission, handle, and response on purpose to ensure the justice of the “Electronic Procurement System” when bidders make an objection to the process or result of the bidding. Up to now, this program has progressed with the flowchart design of all sessions ranging from registration to open-bid and the tentative integration testing; in the meantime, the tentative result of the “Protest Processing Subsystem” has completed the preliminary integration testing. In the future, coping with the practical requirement and development of the “Electronic Procurement System”, following the accomplishment of other subsystems in this plan, the “Protest Processing Subsystem” should have leeway to be improved and modified. The thesis breaks down along five chapters and organizes as follows. Chapter 1 briefly reviews the background, purpose, and existing achievement of the “Electronic Procurement System”. Chapter 2 explains the programming, design, and related technique of the “Electronic Procurement System” plan. The programming, flowchart design, implement and integration of the “Protest Processing Subsystem” are described in chapter 3 and 4. Concluding remarks and future research work are found in chapter 5.

The study incorporates the four dimensions, financial, customer, internal business process, and innovation and learning, of the performance measurement method into the performance evaluation indicators. Every indicator coordinates closely with the organizational vision and both have mutual causality. If it can be directed into the government agency, it can get twice the result with half the effort for propelling the performance evaluation system. The study sums up the balanced scorecard measuring the performance indicators of the electronic receipt of tender documentation and submission of tender system of the government procurement: 1. The financial dimension: (1) Enhancing the government procurement efficiency, (2) Creating the new suppliers participating in the receipt of tender documentation and submission of tender, (3) Improving the government procurement efficiency; 2. The customer dimension: (1) Increasing the confidence of the suppliers in the electronic receipt of tender documentation and submission of tender system, (2) Enhancing the supplier satisfaction through good implementation; 3. The internal business process dimension: (1) Uploading and downloading the documentation, (2) Paying and identifying the fees, (3) Electronic certificate management, (4) Open, fair and right tender opening activity, (5) Smooth experience of the receipt of tender documentation and submission of tender; 4. The innovation and learning dimension: (1) Enhancing productivity of the employees, (2) Developing the knowhow of the electronic receipt of tender documentation and submission of tender, (3) Providing information of the electronic receipt of tender documentation and submission of tender, (4) Intensifying the educational training of the employees. The balanced scorecard presented by the study states that the government propels the electronic procurement and provides the subjective and strategy of establishing the electronic receipt of tender documentation and submission of tender system of the government procurement.

The purpose of this study is to investigate quality of service and user satisfaction of the Government Electronic Procurement System. Users of this system include government agencies and private enterprise. One of the goals of this system is to influence the stakeholder to take action for speeding up the development of electronic commerce nationwide. Our research has tailored Parasuraman, Zeithaml & Berry’s (1988) quality of service model for its use in the system. Six quality of service constructs were derived, i.e., security and reliability, legality and empathy, convenience and stability, interface design, fairness of service, and privacy and justice. Statistical analyses have revealed a significant difference between expectation and users’ perception about the systems’ quality of service. Users are not satisfied with the system as expected. We recommend that the system be improved. A positive correlation between users perception of systems’ quality of service and the overall satisfaction of the system. Therefore, we also give our suggestions about how to improve the system according to the six dimensions of the quality of service.

ABSTRACT Procurement management has a significant influence on the overall business operation. When applied appropriately, it can assist the enterprise to maintain the supply and quality of the material, and further reduce overall operation cost and thereby increase the operation profit. In addition, it facilitates stable material quality, reasonable price, delivery request, and customer service. Currently in Taiwan, there are two procurement management systems, one is for government sectors and government-owned enterprises, the other one is for private enterprises. For public sectors, a well-defined, comprehensive procurement management mechanism based on Government Procurement Regulation has been installed, while for the private enterprises, various measures are adopted with the main emphasis on in-time supply. The purpose of this paper is to investigate the process and system of procurement management by looking at the above-mentioned systems, with the focus on aspects such as procurement procedure, procurement method, Administration of Contract Performance, supplier management, role/responsibility in procurement, and performance of procurement. A survey was conducted through interviews or questionnaires aiming at CHT’s suppliers. The responses were then collected and analyzed to provide a summary. We arrive at the conclusion that most corporation view procurement as an integral part of business operation, with in-time supplying and reasonable pricing being its top requirements. The speediness, rather than openness, is a main concern when it comes to the procurement procedure. Cooperating vendor or contracted suppliers are the preferred procurement target. Sufficient authorization to select vendors, degree of vendors’ willingness to cooperate, and quality of the delivery are important criteria for choosing suppliers. Furthermore, the authorization of concluding the bid depends on the procurement volume. Check and acceptance of the delivery is the responsibility of the party which requested the procurement.

It is getting difficult to manage and operate a provincial hospital due to highly competitive hospital market and the restriction of government administrative system. Cooperative supply contract electronic procurement system provides standardized and normalized system for the labor and property purchases, the provincial the hospital can shorten the purchase procedure and lower the cost by aggregating purchasing economic scale. Purchasing representatives’ opinion toward cooperative supply contract electronic procurement system will affect the level of their practice. This paper uses Kelly concept to develop a role test and applies Logit Model to observe purchasing representatives’ opinion toward cooperative supply contract electronic procurement system, the abstract is as follows. The application of cooperative supply contract electronic procurement system is the same as the population variable; therefore, the user rate is not much different from general hospital and the non-general hospital. Objectives are purchasing representatives from 28 provincial hospitals in year 2005, including 21 general hospitals and seven other psychiatric, leprosy and chest hospitals. 130 surveys distributed in 28 hospitals and 117 effective questionnaires were returned from 27 hospitals, returned rate 90 %. The implementation result of the cooperative supply contract electronic procurement system gradually increases year by year. The average purchase amount for one hospital is 1.54 million NT in year 2003, 3.37 million NT in year 2004, and 4.67 million NT in year 2005. As for the use of cooperative supply contract electronic procurement system, purchasing representatives from each provincial hospital show high will to inquiry and purchase online, which are mostly office equipment, computer, and computer accessories. Over half of the representatives attend the cooperative supply contract electronic procurement system training secession; they think the training offers the sufficient knowledge for handling the system and most of these representatives has received purchasing certification. Provincial hospital purchasing representatives hold positive cognition toward the cooperative supply contract electronic procurement system. The most two positive cognitions are online accessibility and efficiency. The negative parts are cognition of system and merchandise, especially for goods return policy, instruction unclear and insufficient product models. Analyzing the cognition of purchasing representatives toward the cooperative supply contract electronic procurement system by using Logit Model, the research shows the training and service year effect the cognition differently. The purchasing representatives’ age is getting younger; therefore, the ongoing training to make up the insufficient purchasing experiences is the key and necessity to raise the representatives’ cognitions of the cooperative supply contract electronic procurement system, merchandise, effect and ability to surf on internet.

This study is based on Government Electronic Procurement System. Browsing bid documents is one of the value-added services which is the best way to improve what cases is merchant needed. At the same time, all clients also want to spend the least expenses on getting right bid cases to tender bids. In this study, I use Kohonen model to segment the whole over 1.4 million data into ten to twelve groups after the whole data segments to the right bid classes. For example, there are three bid classes; construction, labor service, and assets showing in my area. I realize all the details after being segmented. But there are some conditions that I have to design here. For instance, it picks up the groups that added is greater than 80%, and each class in the group has to be greater than 8%. Then, it is got vector by groups and each class of the group. Finally, we could reach all the values of vector of the training and testing. As the result, I use three methods of similarity, like SimLabels, SimNet, SimCos. I use these methods to help me to calculate the three values of similarity and find out what happened in my study between training and testing vectors. According to the values of similarity, we also find out the similarity easily between two vectors in the end.

The purpose of this thesis is to research the satisfaction of using the the government e-procurement system with the procurement of construction.It compares the satisfaction of the government procurement system in the different situations among various General Director. This research provides the system improvements and suggestions for the user needs. The goal of this study is to provide a system as references which are base on the results of the satisfaction survey. Another benefit is using the future E-procurement system is adequate to support the General Director for the Construction Procurement. By this method, it not only enforces the professional knowledge but also assisted procurement staff to make purchases. This achieves the users’ anticipations. The method of this study is questionnaire survey. The research examinee are from 154 primary schools in 20 townships in the county. The total issued questionnaires are 154, but 138 questionnaires are retrieved. The percentage of recovery is about 89.61%. The valid questionnaires are 138. The questionnaires can be 100% usable.After analyzing the results of questionnaires, the conclusion is as follow: 1. The age of the General Director i is mostly between 41-50 years and are male in Yunlin County Elementary school. The education backgrounds are more master degree. Most of them serve in the school around 11-20 years. They normally work in the common places. The class of a school has the latest 12 classes. The majority of the directors have been doing this work about 2-5 years. The seniority of the year is tending to be low and mobility. A half of the respondents is capable and has the electronic application certificates 2. The elementary General Directors present their highly satisfied with the quality of information and then service quality. Lastly, the system quality gets the lowest results. 3. There is no significant difference among the gender, school area, age, education background, serve seniority, and purchased seniority while there is a remarkable different in the school scale variables. 4. The qualities of the information, system, service and government E-purchase system show the positive correspondent. 5. The quality of information system and service gains the higher level of cognitions and also the satisfaction of the Government E-purchased System is higher.

Under competition environment in the market, enterprises always to strengthen their R&D capabilities, quality control and productivities. Yet it is crystal clear that enterprises should control their cost of purchase by way of using information system properly in the aspect of manufacture management and planning. This will help enterprises to understand and control their costs and provide supply in time, which is more helpful than the endeavors devoted for the struggle of increase sales income and profit. E-purchase is more efficient than traditional ways that allows enterprises to find their requirements, and saving additional manpower and time costs. Moreover, enterprises who using this concept also helps their supplier to reduce some costs in the management and sales. Enterprises must face and create win-win solutions with their partners by this concept. As introduced above, this article also tries to collect related reports, studies and documents to define the possible solutions for enterprises to introduce e-purchase under e-business. Moreover, this articles wishes to provide some reference models and suggestions that are applicable for IC designers enterprises in Taiwan. We choose them as our examples because they are the super stars among electric enterprises that always emphasize innovation and cost control. Basic information for the analysis of this article has been collected by (1) the enterprise list provided by ITRI (Industrial Technology Research Institute) and TSIA (Taiwan Semiconductor Industry Association); and (2) news, new announcement and enterprises information as provided by each IC designer; and (3) non-framed inquiries return. We have analysis theses basic information with statistics to find the possibility of adopting e-commerce application in IC designer enterprises, and we hope this report is helpful to IC designers when they are interesting in the application of e-purchase.

Evaluation of the Effectiveness of the Government Electronic Procurement System for Schools Using DeLone and McLean IS Success Model Abstract The government procurement system is intended to provide a fair and open procedure that can improve procurement efficiency of public agencies and ensure the quality of purchased items. To facilitate development of government procurement and meet the purpose of legislating the Government Procurement Act, it is necessary to adopt an electronic procurement system. The usage, effectiveness, and related factors of the Government Electronic Procurement System are important for both users and the system administrator. The objective of this study was to investigate utility and user satisfaction of the Government Electronic Procurement System and their relations to net benefits based on DeLone and McLean Information System Success Model. The research data were collected from a questionnaire survey, and the results could be a reference for the authority of the Government Electronic Procurement System. The main conclusions were as follows: 1. When system quality, information quality, service quality, product quality, and system utility were all considered, the effect of system quality or service quality was overshadowed by the effect of information quality and product quality, indicating that information quality and product quality were a significant determinant of utility of the system. 2. Among the quality factors of items purchased through the Government Electronic Procurement System, users were most satisfied with durability, serviceability, and conformance, followed by information quality, system quality, and service quality. 3. Utility of the Government Electronic Procurement System was affected by users’ post-usage satisfaction with the system. 4. The net benefits of the Government Electronic Procurement System were critically determined by users’ post-usage satisfaction with the system. The goal of the study is to propose a flexible problem-diagnosis framework for new IS implementations. Specifically, this study utilizes the software development life cycle as a core to integrate three well-validated theoretical models, including Technology Acceptance Model (TAM), IS Success Model, and Technological Frame Model (TF). Government Electronic Procurement System (GEPS) was used as a sample case to illustrate how the proposed framework could be useful in identifying the potential problems. The subjects in this case formed a virtual organization, including central government or local government procurement personnel, supplier, and the Public Construction Commission (PCC) servants. This study was divided into three stages: the first stage collected secondary data, including IS related references and business internal statistical data as the basis for a qualitative and a quantitative content analysis. The second stage executed a quantitative analysis, targeting the government procurement personnel and suppliers. PLS and SPSS were used to analyze the data. Finally, the third stage conducted in-depth interviews to three key group members of this virtual organization. TF was used to present the case conclusions. This framework consists of a static model and a dynamic process and is intended to be a generic IS problem-diagnosis model for IS implementation issues. In other words, it can be easily customized for meeting the needs of a specific IS problem.

Make sure the whole process are complete by the internet of the government procure announcement, request for invitation documentation and submit the bid documentation to avoid the third party against the bid. Meanwhile to ensure all the competitors are in the same position no matter is big or small firm, which may sure the buyer can get the best quality in fast way and reasonable price. This research try to find the user’s really need for government electronic procurement system, and the satisfaction about the system, evaluate the benefit about “joint supply contract”, the reason why user less use the “electronic bid” system and the impact about stop using the “electronic catalogue”. This research use the three construction way of the USISF “information, service and quality” combined the 5 dimemsions of SERVQUAL scale which made by PZB. Use descriptive statistics, factor analysis, One-way ANOVA and multiple regression analysis to analysis the data, The research findings show: All the user dissatisfy the “USISF information, service and quality” no matter male or female, government side or firm side, with experience or not, educated or not. Second, the government user has significantly dissatisfy on joint supply contract. Third, the user from business side has a significantly dissatisfy on government electronic procurement system. There are significantly different on“information, service and quality” reliability and personal touch, items of USISF and the different tevel is depend on the different user.

This study investigated the effectiveness and efficiency of medicine inventory management on Department of Health Executive Yuan Hospitals (DOH Hospitals) after implementing The Unified Order Network System - Electronic Procurement System (e-procurement), through the method of quality analysis-interview survey、quantity analysis - evidence based、and method of verification measurements. There are 28 DOH hospitals in Taiwan area, collecting data by face to face interview, with 16 people, made up of directors、purchasers、accounting cashiers and storage managers in 4 DOH hospitals; verification measurement method, analysis of inventory management data in this 4 DOH hospitals from Jan. 2002 to Dec. 2004, during 36 months. The results of this study were approved: 1.The turnover rate of medicine stock is increasing. 22.48 (2002), 23.68 (2003), 26.51 (2004). 2.The ratio of surplus over consumption of medicine is decreasing. 0.67 (2002), 0.60 (2003), 0.44 (2004). 3.The average monthly stock amount is decreasing. NT$ 3,639,474 (2002), NT$3,498,111 (2003), NT$3,064,341 (2004). 4.Save medicine costs . 4 DOH hospitals save medicine cost 22 million NT (2003.10 ~ 2004.12); because use e-procurement have 5% discount. 5.Paired t-test, have statistic difference (P = 0.014). 4 Hospital average monthly stock amount was improved after e-procurement.

This study is aimed to investigate the influences on the administrative personnel’s understanding of Electronic Bid System, their competence to carry out this policy, their attitudes as well as their willingness. Such influences are brought forth by the following factors: the technical issue in the policy itself, the organization of the judicial institutions, and the relation among the pubic offices. Moreover, this research intends to offer suggestions to the judicial institutions for future reference, as the policy of Electronic Bid System is carried out. This study is conducted through literature review and oral interview. The reviewed literature includes the relevant theories on policy implementation as well as the factors that have an effect on the administrative personnel’s intention of policy implementation. Furthermore, the subjects are these administrative personnel. Three conclusions can be drawn from this research. First, the rather complicated current operative system affects the willingness of implementation; the rewards and punishments on the bid business have not gained sufficient attention. Second, the lack of concern on the Electronic Bid System business, the absence of general administrative system in judicial institutions, the decrease of salary, and the frequent change of bid personnel all influence the willingness of implementation. Lastly, the relation among the public offices has an impact on the willingness of implementation. In view of the above results, the concrete suggestions to the authorities concerned and the judicial institution that this study proposes are expected to be referred for the improvement of the policy implementation in the future.

The governmental electronic procurement system originated in planning by The Research, Development and Evaluation Commission, Executive Yuan in 1996, and provided the service to governmental procurement staff and membership contractors in 2001. It comprises four subsystems: the government electronic procurement system, the government electronic procurement tendering system, the inter-entity supply contracts system (IESCS), and the electronic catalogs and quotation system. Behavioral issues of electronic government research are markedly more important than technological ones. Thus, there is a substantial need to identify the factors that determine the corporate executives’ acceptance of the governmental electronic procurement system. Using a theoretical model based on the technology acceptance model (TAM) and theory of planned behavior (TPB), this study aims to (1) identify the determinants for acceptance of the IESCS; (2) examine the causal relationships among the variables of acceptance behavior for the IESCS; and, (3) explore the relative importance of each determinant for both those who use the IESCS and those who do not. A systematic sampling method is employed to collect 185 usable responses. The results indicate that the important determinants of user acceptance of the IESCS are perceived usefulness, perceived risk, trust, outcome expectation to performance, external influences, interpersonal influence, self-efficacy, and facilitating condition. Finally, the academic and practical implications of these findings are discussed.

É um processo ambicioso do ponto de vista estrutural, pois congregará todas as trocas comerciais, independentemente do procedimento précontratual a adotar, devendo as mesmas alicerçar a sua base, na administração central, local ou regiões autónomas. Tal medida, visa essencialmente um reforço na oferta das propostas, na unificação de procedimentos, pois no atual espetro da contratação pública, cada plataforma eletrónica tem um traço único, dificultando os seus utilizadores. Dessa forma, procuramos simplificar um processo que já se encontra muito desenvolvido e tem sido uma grande aposta do Estado Português, pois se o nosso país têm sido acusado tantas vezes de atraso e distanciamento, no que concerne à contratação pública, assistimos exatamente ao aposto. Portugal, no espetro da União Europeia é o único Estado-membro que realiza todas as etapas da contratação pública através da utilização de meios eletrónicos ou no caso em apreço, de plataformas por via eletrónica. Pelo que consideramos essencial, uma análise diferente ao atual modelo de gestão de plataformas por via eletrónica. O presente trabalho de projeto não visa implementar o desenvolvimento de um sistema tecnológico de informação e comunicação, mas tão só, propor uma alteração ao seu atual modelo, tendo em conta os preceitos do New Public Management.
This research project aims to demonstrate, in the context of current procurement, it is possible to validate the many electronic platforms in a single order with such a measure, unification of resources. It is an ambitious process of structural point of view, because gather all trade, regardless of the pre-contract to adopt, provided that these entities aim, they should base its base in central government, local or autonomous regions . This measure aims mainly to strengthen the offer of tenders, the unification of procedures, because in the current spectrum of procurement, each electronic platform has a unique trait, complicating its users. Thus, we simplify a process that is already well developed and has been a big bet of the Portuguese State, as if our country have been accused many times of delay and distance, with regard to procurement, saw exactly the bet. Portugal, the specter of the European Union is the only Member State that performs all stages of procurement through the use of electronic means or in this case, by electronic platforms. From what we consider essential, a different analysis to the current model management platforms electronically.
