Abstract:
The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

The main task of improving the efficiency of procurement is the introduction and development of an electronic system that can save public funds, reducing corruption, and ensuring openness, accessibility of information. Target setting. Procurement in modern conditions is carried out using competitive methods of finding suppliers. Competition is the main factor that determines the effectiveness of procurement. E-procurement becomes a tool for regulating supply and demand for enterprise products. Actual scientific researches and issues analysis. Well-known scientists have made a significant contribution to the theory and methodology of e-procurement development: Altsivanovych O., Afanasiev R., Brovdiy A., Ovramets Yu., Sevostyanova G., Kvach V., Tsymbalenko J., Melnikov O., Smirychynsky V., Tkachenko N., Umantsiv Y., Shatkovsky O. and others. Uninvestigated parts of general matters defining. Despite the large number of studies in the field of electronic procurement where the authors paid considerable attention to the problems of transparency and corruption in the public and municipal sectors, the issues of improving the efficiency of electronic procurement in the context of improving the enterprise insufficiently studied. The research objective. Analysis of the functioning of the electronic procurement system in Ukraine, identification of problems in its functioning, search for ways to improve the information support of the automated system, and adaptation to the needs of modern enterprises. The statement of basic materials. The article considers the peculiarities of the e-procurement system as a tool to improve the enterprise, explores the basic principles and stages of the procurement process, examines international experience in implementing electronic procurement systems, and analyzes the main problems and abuses in the context of enterprise development. Conclusions. Given the peculiarities of the functioning of the electronic procurement system, it is necessary to improve the components that are outside the system, such as procurement planning, anti-corruption, avoidance of tender collusion and combating unjustified price increases.

In the today’s technological world, it is almost obvious that electronic procurement systems play a vital role in the management of the supply chain. This paper examined how adoption and use of electronic procurement systems in Homa Bay County Government contribute to value creation, reduction of overhead costs incurred during procurement processes as well as its contribution to the performance of their supply chain network. Primary data were gathered using questionnaires from all the 14 procurement personnel in the County Government and a sample of 81 supplies from their supply base. Regression results indicated that adoption and use of electronic procurement systems greatly improves performance of the supply chain partners (R2 = .835, p < .05) while resulting into procurement cost reduction, increased effectiveness among other benefits. From the findings, the study recommends full adoption and use of electronic procurement systems by the devolved governments to improve on procurement and supply chain performance.

Amid the turmoil of the current economic crisis, the wild expectations for business-to-business electronic marketplaces or ‘e-hubs’ as transformative modes of exchange for all industries have subsided. However, e-hubs continue to elicit interest in industries such as car production. Yet, there is little research that investigates firms’ strategies for e-procurement in the automotive industry and the potential benefits of e-hubs to them. This research re-examines the transition from bespoke electronic data interchange to generic electronic procurement, and conflicting motivations and complex barriers at firm and industry level are revealed. The article develops a framework that examines the benefits and barriers to firms joining e-hubs, applies the framework to the car industry, and proposes an e-procurement matrix that offers alternative strategies. Six cases from vehicle manufacturers and component suppliers demonstrate a shallow industry structure that lacks supplier integration, where a particular concern is the emergence of consortium e-hubs that combine a transactional approach for reducing price, with a collaborative approach that requires sharing knowledge. While this dispels the myth of simplistic e-commerce models, the governance of e-procurement across collaborative supply chains is still uncertain.

The objective of the research is to study the global experience of the legal regulation and organization of public procurement (from a not only legal but also a technological perspective), which should be the basis for suggestions to improve the legal regulation mechanism for procurement public in Ukraine. For the implementation of the comparative legal part of the study, normative legal acts and acts of official interpretation of the legal systems of the following states, as well as related scientific and scientific-practical materials, were used: USA, Australia, New Zealand, Japan, Switzerland, South Korea, United Kingdom, Japan, Egypt, Canada, Malaysia, Israel, India, Argentina, Australia, New Zealand. The unification of electronic public procurements systems remains to be a topical and unresolved task for the WTO GPA member countries. The experience of some countries in encouraging small and medium-sized enterprises in electronic public procurement is considered progressive and positive. We consider it necessary to adopt the experience of the USA, Israel, China countries and accelerate the adoption of laws in Ukraine to support national producers.

Public procurement is investigated in terms of results and maximum efficiency of allocation of financial resources of the national public budget. In the context of economic development, optimization of the management of public financial resources is based on improving the legislation on public procurement and the financing mechanism. Based on this, public procurement is a complex, multi-level, interdependent system, the functioning at the all public levels. The aim of the research is to conduct a comprehensive study of the main problems and features of public procurement financing in order to optimize public finance management at the national level and to develop recommendations for improving the public procurement system in the Republic of Moldova. The methodology is based on the structural research method. The article is based on a study of the public procurement system in the Republic of Moldova, analyzing its constituent elements. The analytical method was used to study the concept of public procurement. The study established the relationship between the ethical behavior of officials, the effectiveness of control and the implementation of information systems to optimize the system of financing public procurement in the Republic of Moldova. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurements” MTender.

Interviews were conducted with several informants, namely Kepulauan Riau Province Electronic Procurement Service (LPSE), Kepulauan Riau Province Procurement Service Unit (ULP), Kepulauan Riau Province Development Administration Bureau, and Provider of Goods and Services. Purpose: The purpose of the study was to examine the influence of ICT on performance of procurement with an aim of making recommendations on proper use of ICT.Methodology: This study adopted a descriptive research design approach targeting heads of procurement and ICT at the 187 parastatals. The study preferred this method because it allowed an in-depth study of the subject. To gather data, structured questionnaire will be used to collect data from a sample of one hundred and thirty (130) respondents, who were selected using simple random sampling, from the four strata. Once collected, data was analyzed using descriptive and inferential statistics. Quantitative data was analyzed using multiple regression analysis. The qualitative data generated was analyzed by use of Statistical Package of Social Sciences (SPSS) version 22.Results: The findings of the study indicated that inventory management systems, electronic vendor evaluation, electronic payments and electronic sourcing have a positive relationship with procurement performance among parastatals in Kenya.Conclusion: Based on the study findings, the study concludes that performance of procurement among parastatals can be improved by inventory management systems, electronic vendor evaluation, electronic payments and electronic sourcing.Policy recommendation: The study recommended that public institutions should embrace information communication technology so as to improve performance and further researches should to be carried out in other public institutions to find out if the same results can be obtained.

Deviations in the process of procuring goods and services that are detrimental to state finances are a form of corruption. Efficient and effective procurement of government goods / services is an important part of improving state financial management. One of the manifestations is by implementing the process of procurement of government goods / services electronically. This research is a descriptive analytical study. The implementation of the electronic system for the procurement of goods / services auction at the West Sumatra Regional Police Infrastructure Bureau has provided all data and information stored by the LPSE Polri or LPSE Polda to be connected to the national goods / services procurement information center at LKPP as the national procurement portal manager. LKPP, as the manager of the national procurement portal, has the authority to provide guidance and supervision over the implementation of procurement of goods / services electronically within the Indonesian National Police. All costs incurred in managing LPSE are borne by the National Police DIPA. Procurement is one of the particular activities in business that demands high attention. In the service industry, the procurement department plays a major role in ensuring that the supply of raw materials and goods is planned, purchased, distributed, and consumed efficiently. An influx of activities such as requisition, acquisition, and quality checks are done in this department. In estimating the total cost of acquiring goods and services, it is important for organizations to identify unit costs and other costs associated with operations and maintenance that occur during purchasing and conserving of goods. Recent studies have reported the usage of an Electronic Procurement System (EPS) that replaces the conventional procurement system typically used in the service industry. This paper aims to explore the current practice, effectiveness and efficiency of the procurement systems used in the Malaysian service industry through a systematic review of literature. Findings of this study will assist service businesses to analyze their procurement activities and develop proper strategies that can reduce costs, increase efficiency, and most importantly, improve their bottom line.

In the past decade, electronic mechanisms have started to overtake the conventional methods of procurement for both governments and enterprises because of the cost and time saving effects of e-procurement. Economic theory suggests that the success of e-procurement depends on the number of bidders who participate in procurement auctions. In this paper, the authors investigate the cultural factors that affect the usage and perceived acceptance of e-procurement process. This study identifies cultural barriers for adoption of e-procurement, which is essential for the success of e-procurement systems. The authors analyze extensive Eurostat datasets using Panel Data regression methods. Based on the empirical findings of the paper, the authors develop the Unified E-procurement Model (UEM). This model describes the cultural perspective for a successful e-procurement system by combining cultural dimensions, the Technology Acceptance Model (TAM), and the Competition in Auctions Theory (CAT). The UEM exposes the working dynamics of cultural factors that affect participation to online procurement auctions and presents total savings achieved through higher participation of enterprises. The empirical findings of the paper have practical implications and provide a road map for an efficient e-procurement system implementation.

With the development of e-commerce, the electronic auction is attracting the attention of many people. Many Internet companies, such as eBay and Yahoo!, have launched online auction systems. Many researchers have studied the security problems of electronic auction systems, but few of them are multi-attribute-based. In 2014, Shi proposed a provable secure, sealed-bid, and multi-attribute auction protocol based on the semi-honest model. We evaluated this protocol and found that it has some design weaknesses and is vulnerable to the illegal operations of buyers, which results in unfairness. In this paper, we improved this protocol by replacing the Paillier’s cryptosystem with the elliptic curve discrete (ECC), and we designed a novel, online, and multi-attribute reverse-auction system using the semi-honest model. In our system, sellers’ identities are not revealed to the buyers, and the buyers cannot conduct illegal operations that may compromise the fairness of the auction.

Currently, in the context of information technologies development and the transition to the digital technologies application in the economy and public administration, the importance of information systems, including state information systems, is increasing. In the field of state and municipal procurement, an information infrastructure has been created, the main component of which is the state unified information system (UIS), which has significant features compared to other state information systems, the effective functioning of which is of great importance to ensure the entire procurement process. The purpose of the paper is to determine the legal nature and functions of the UIS, to study the features of interaction with other information systems and the prospects for its development in the context of the digital technologies application. This goal assumes the solution of the following tasks: analysis of regulatory legal acts that establish the rules for the functioning of the UIS; determination of common features of the UIS with other state information systems and its distinctive features; study of forms of interaction of information systems with the UIS; analysis of the effectiveness of the organization of electronic document management by means of UIS; development of proposals for improving the rules for the UIS functioning.As a result of the study, it was concluded that the implementation of civil rights and obligations in the field of state and municipal procurement is carried out through the EIS; the features of the EIS as a multifunctional state information system are determined and a conclusion is made about its uniqueness; suggestions were made on the application of measures to improve the functioning of the ENI, and the use of digital technologies in the field of procurement.

The framework supports practitioners to create and further develop B2B electronic intermediary systems. It also serves as a basis for future design-oriented research endeavors in the field. The value of the presented artifacts is demonstrated by means of two use cases.

Electronic Procurement (EP) is frequently defined as the sourcing of goods or services via. electronic means, usually through the internet. Use of IT into procurement can be termed as EP and involves electronic ordering, bidding and rendering via portals, extranets, private platforms, marketplaces, and/or EDI. It can also involve the use of purchasing cards, reverse auctions, and/or integrated automatic procurement systems to facilitate, the corporate buying process. EP offers number of advantages but its rate of adoption is very slow. This paper reports the findings of a survey carried out in 36 Indian organizations to ascertain the extent of adoption of EP and impact of IT on EP practices. Some of the important findings of the survey are; the main objective for adoption of EP are to enhance customer service and satisfaction, to produce highly reliable products, best product performance, to improve product quality, improve on time delivery, Government of India also promotes the adoption of EP for better transparency and to eliminate unethical practices, the extent of use of IT by organization’s key suppliers, competitors and customers is significant and security concerns through digital networks seem to be a greater threat. Paper concludes by discussing the major barriers in the adoption of EP along with the impact of EP on performance measures.

Among them, the risk of supply and demand interruption will lead to the disconnection between upstream and downstream enterprises and consumers in the crossborder supply chain, making it difficult for them to achieve the profit target of the supply chain and meet the market demand. In order to reduce the risk of supply and demand disruption in mobile communication procurement platform and improve the ability to prevent and deal with disruption emergencies, a two-level supply chain composed of crossborder suppliers, overseas suppliers, and overseas retailers is established, and the procurement decision optimization of crossborder supply chain under the condition of single channel procurement and dual channel procurement before and after investment is studied. The research show that when overseas retailers invest in crossborder suppliers and choose a dual-source ordering strategy, it is more conducive to overseas retailers to reduce the risk of crossborder supply chain interruption and obtain higher expected profits.

The development of non-cash payments is the key to economic growth in any country, because on the one hand, the level of control over payments increases, and on the other - the volume of customer spending increases, which leads to increased consumption and GDP growth. However, current trends in e-commerce and online commerce require the emergence of new technological solutions in the form of electronic payment systems that can legally handle transactions with electronic money and cryptocurrencies. Given the rapid pace of growth in transactions through non-banking electronic payment systems, the issue of identifying obstacles to the development of such payment systems is urgent, especially in view of the need to ensure effective oversight of payments and the deduction of payments. Purpose. The study of the main problems of development of non-banking payment systems in Ukraine in terms of their structural features and importance for the development of the national economy, as well as the development of recommendations for improving the right regulation of payment transactions with electronic money and cryptocurrencies. Results. The features of the development of non-bank payment systems in Ukraine are investigated. The author classification of non-bank payment systems is offered. The main directions of development of electronic payment systems in Ukraine are identified and the obstacles to the integration of international electronic payment systems providing cryptocurrency payment services are highlighted. Measures to improve domestic legislation in the field of electronic payment and cryptocurrency based electronic payment systems are proposed, as well as recommendations on the creation of a state non-banking electronic payment system using blockchain technology to increase transparency and public procurement payments paying taxes.

Purpose – The purpose of this paper is to illustrate a unique opportunity to analyze the implications of two different approaches to develop and deploy a national public electronic procurement system. Design/methodology/approach – The authors used multiple data collection methods. The data were collected from 2009 to 2013 from primary sources, studies, consulting work, seminars, official documents and the written press. The structure includes a teaching case, a teaching note and a discussion on the potential of case research as a powerful method to elicit valuable insights and knowledge creation. Findings – The research shows that literature on E-Procurement and E-Government is oblivious to the disruptive character of this technology in public administration. This case allows the discussion on the consequences of this omission for the success of E-Procurement implementations. Lessons drawn are extendable to other E-Government ventures. Practical implications – Despite multiple stakeholder views and a long and difficult debate among different technical platforms, the underlying problem remains unnoticed. The authors show that decisions on E-Procurement implementations should also consider organizational design and adoption of innovation strategies. By re-framing the problem, much of the complexity of the decision disappears. Originality/value – Many nations around the world are developing or revamping their National Public E-Procurement Systems, this parsimonious account of a complex decision allows for the exploration and discussion of the various complexities surrounding technological innovations in public management and brings light to a critical and mostly ignore success factor associated with the choice on the implementation and operational model.

Public procurement has been the subject of research for a long time in the work of scientists from both the economically developed countries and those undergoing the transformation of public finances. Their research comes from different points of view, namely from the essence of the definition, the process of their conduct, the problems of the legislative framework to their effective implementation. In addition, the issue of electronic public procurement, which can greatly enhance the transparency of this process and reduce the level of corruption inherent in this area in all countries without any exception, is becoming increasingly relevant in recent times.Based on the conducted analysis, the article proposes the definition of the term of public procurement, defines the principles of public procurement as a controlled subject in the electronic environment of their conduct, and systematizes the basic indicators characterizing the effectiveness of public procurement. Based on the Granger causality method, an analysis of efficiency was performed and the basic indicators determining the level of savings in the public procurement system were determined. It is established that the use of Granger causality in changing the amount of savings in the system of public procurement gives only a quantitative characteristic. For a more complete picture quantitative analysis is supplemented with qualitative parameters.

Under the premise of coordinated procurement bilateral and multi-issue negotiation, adaptive negotiation strategy has become an essential factor for multiagent conflict resolution. This paper studies an adaptive negotiation strategy based on selective integrated learning, which effectively improves negotiation. First, take the suppliers and purchasing companies in the cluster supply chain as the research objects and analyze the characteristics of multilateral negotiation of collaborative procurement. Secondly, the support vector machine algorithm performs adaptive learning for each evaluation data set to estimate the concession range. On this basis, remove the few submodels that perform poorly, recombine the calculation weights, and establish a multiagent clustered supply collaborative procurement negotiation model. The simulation experiment proves the feasibility of the adaptive negotiation strategy and the effectiveness of the adaptive coordination strategy based on selective ensemble learning proposed in this paper from the aspects of concession range prediction error rate, prediction accuracy rate, and negotiation utility.

Research background: The research, which is the subject of the paper, is based on the global expansion of the use of electronic access control systems using biometric data for user verification. Due to the globalization of products from foreign markets to Slovakia, there is a competition between suppliers. The disadvantage is that organizations that are considering procuring an electronic access control system focus their attention only on its price. Globalization and global use have neglected the skills gap between European, American, and Asian markets. Purpose of the article: The paper will aim to point out, through a case study, the financial and functional differences of electronic access control systems. In the case study, a comparison of three different systems with the possibility of procurement on the European, American, and Asian markets will be performed on the building - administrative building. Methods: The article will mainly use methods such as the global method and the optimization model of the financial plan. As well as a case study, the cooperation of achieved results and analysis of possibilities of foreign markets. Findings & Value added: The results achieved by the paper will be globally usable in the conditions of European countries. These will be the conclusions of a case study that will point to the appropriateness of choosing an electronic access control system using biometric features in a standard office building. We can also consider the creation of a project budget usable for organizations as one of the added values.

In order to flexibly respond to market demands and changing business environments, today’s European machinery and equipment manufacturers are organized in agile, non-hierarchical business networks. As a consequence, relationships with suppliers are often highly volatile, instable and inapprehensible, which in turn causes turbulences with respect to reliability of deliveries. Following the design research paradigm, both practical and knowledge problems are considered by this paper. First, from a practical point of view, a new intelligent supply chain design for non-hierarchical manufacturing networks is developed, that pledges to improve the delivery reliability. Second, from a knowledge point of view, the underlying hypotheses that go along with this new design are validated using structural equation modeling. The results confirm several previously proposed assumptions, including the importance of an electronic procurement process as well as the use of incentive mechanisms for influencing a supplier’s delivery reliability.

Abstract For the optimal operation of power-intensive plants, a challenge which is addressed in this work is to simultaneously determine the optimal production schedule and the optimal day-ahead electricity commitment. In order to ensure stability of the power grid, the electricity suppliers impose a daily electricity commitment to large consumers. The consumers have to commit one day in advance to the amount of energy they are going to purchase and use for a horizon of 24 hours (with an hourly discretization) and in case the actual electricity consumption differs significantly from the committed profile, the consumer is obliged to pay penalties. Since the consumers have to commit to the electricity suppliers before the actual electricity demand is known, uncertainty needs to be taken into account. A stochastic mixed-integer linear programming model is developed to consider two critical sources of uncertainty: equipment breakdowns and deviation prices. Equipment breakdowns can reduce the production capacity and make the actual electricity consumption deviate from the day-ahead electricity commitment. The application of the proposed approach to a continuous power-intensive plant shows the benefit gained from the solution of the stochastic model instead of the deterministic counterpart in terms of reduction of the cost of the energy.
