Abstract:
Public procurement has been the subject of research for a long time in the work of scientists from both the economically developed countries and those undergoing the transformation of public finances. Their research comes from different points of view, namely from the essence of the definition, the process of their conduct, the problems of the legislative framework to their effective implementation. In addition, the issue of electronic public procurement, which can greatly enhance the transparency of this process and reduce the level of corruption inherent in this area in all countries without any exception, is becoming increasingly relevant in recent times.Based on the conducted analysis, the article proposes the definition of the term of public procurement, defines the principles of public procurement as a controlled subject in the electronic environment of their conduct, and systematizes the basic indicators characterizing the effectiveness of public procurement. Based on the Granger causality method, an analysis of efficiency was performed and the basic indicators determining the level of savings in the public procurement system were determined. It is established that the use of Granger causality in changing the amount of savings in the system of public procurement gives only a quantitative characteristic. For a more complete picture quantitative analysis is supplemented with qualitative parameters.

Abstract:
The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

Paradigm of administrative change the procedures method of government procurement, particularly the open auction method through a pattern of electronic procurement (e-proc). However, the development of e-proc has not been applied to the direct procurement system to purchase the stuf of governmental or procurement goods. Direct Procurement system adheres to a slightly different mechanism with the concept of an open auction. This difference implies the actor behavior in both methods is different too. Studies comparing the behavior of the both actors / organizer on the electronic procurement (public tender) and non-electronic (direct procurement) was conducted to determine the level of performance of government procurement. The factors and impact each of the procurement methods have been studied for understanding advantages and disadvantages of each method, so that it can formulate better procurement models.

The main task of improving the efficiency of procurement is the introduction and development of an electronic system that can save public funds, reducing corruption, and ensuring openness, accessibility of information. Target setting. Procurement in modern conditions is carried out using competitive methods of finding suppliers. Competition is the main factor that determines the effectiveness of procurement. E-procurement becomes a tool for regulating supply and demand for enterprise products. Actual scientific researches and issues analysis. Well-known scientists have made a significant contribution to the theory and methodology of e-procurement development: Altsivanovych O., Afanasiev R., Brovdiy A., Ovramets Yu., Sevostyanova G., Kvach V., Tsymbalenko J., Melnikov O., Smirychynsky V., Tkachenko N., Umantsiv Y., Shatkovsky O. and others. Uninvestigated parts of general matters defining. Despite the large number of studies in the field of electronic procurement where the authors paid considerable attention to the problems of transparency and corruption in the public and municipal sectors, the issues of improving the efficiency of electronic procurement in the context of improving the enterprise insufficiently studied. The research objective. Analysis of the functioning of the electronic procurement system in Ukraine, identification of problems in its functioning, search for ways to improve the information support of the automated system, and adaptation to the needs of modern enterprises. The statement of basic materials. The article considers the peculiarities of the e-procurement system as a tool to improve the enterprise, explores the basic principles and stages of the procurement process, examines international experience in implementing electronic procurement systems, and analyzes the main problems and abuses in the context of enterprise development. Conclusions. Given the peculiarities of the functioning of the electronic procurement system, it is necessary to improve the components that are outside the system, such as procurement planning, anti-corruption, avoidance of tender collusion and combating unjustified price increases.

Purpose The present study aims to assess the resource procurement preferences among the leading academic libraries of the institutes of higher learning across India. The study analyses the amount and percentage of budget spent by the institutions under study during the period 2012-2013, 2013-2014 and 2014-2015 on the procurement of print and electronic resources in their libraries. The study also discusses about concerns with regard to the subscription of e-resources and the reasons for weaning interest among the Indian academicians towards the print resources. Design/methodology/approach By and large, the scope of the study is limited to institutes of higher learning across India, but reflects a great deal of relevance to the global higher education practices. The study has been undertaken on the 20 leading institutes each from Universities, Institutes of Management and Institutes of Technology in India, based on the ranking list released by the Ministry of Human Resource Development, Government of India, on 4 April 2016. Findings The electronic documents are the dominant forms of present day library procurements in India, with the print struggling to retain its readership. The Institutes of Engineering and Technology and Management have almost similar procurement preferences, spending almost three-fourth of their library budgets on the procurement of e-documents. On average, the University libraries in India have spent 43.54 per cent of their budget on the procurement of print resources and 56.46 per cent of their budget on the procurement of electronic resources during the period of study. Similarly, on average, each Institute of Engineering and Technology has spent 24.04 per cent of their library budget on the procurement of print documents and 75.96 per cent towards the procurement of electronic resources, whereas 27.51 per cent of the library budget by the Institutes of Management in India is being spent on the procurement of print resources and 72.49 per cent towards the procurement of electronic resources. Originality/value The study is original and is first of its kind, undertaken on three different category of institutions, based on the national ranking of the country.

Aim. The presented study aims to analyze the features of information support and use of digital technologies for creating an electronic format of public procurement logistics in the Russian FederationTasks. The authors investigate the theoretical aspects of the functioning of the public procurement system and assess its efficiency in the Russian economy at the current stage; determine the reasons and objectives for creating an electronic logistics format for procurement activities to meet public needs; analyze potential efficiency following the development of digital logistics in the contract system of public procurement in the Russian Federation.Methods. This study uses general scientific methods of cognition to analyze the digital development of the public procurement system and determine directions for further development.Results. Improving the functioning of the contract system for procurement activities in the Russian Federation requires information support and practical application of digital technologies to create an electronic format of public procurement logistics. Reasons for the rapid creation and development of the electronic format of public procurement logistics include such factors as the spread of the COVID-19 coronavirus pandemic and digital transformation of the public administration system and the national economy, including the logistics industry. The economic efficiency of the electronic format of public procurement logistics consists in automating logistics processes, increasing integration with other structural authorities that ensure the functioning of the contract system, reducing time costs, preventing corruption and most violations during procurement activities.Conclusion. The digitalization of the national economy and the public procurement system is the result of a necessary process associated not so much with the transition to the post-industrial era or with the beginning of the fourth industrial revolution, but rather with the logical continuation of the large-scale public administration reform program that started in the 1980s in Western countries.

The independent legislative agency of Ukraine according to the international standards ISSAI in private carrying out of the state audit (including the published purchases) is made. It is established that international practice has identified three components of public audit: performance audit, financial audit and compliance audit. The necessity of standardization of the state audit of public procurements through legislative fixing of audit of conformity is proved. The main objects of compliance audit are proposed: the activities of the customer (participant), public resources and the activities of responsible government agencies. Recommended main directions and procedures for compliance audit for each object and by stages of the life cycle of procurement items. Features of the audit of compliance of redistribution by the customer of various receipts for public procurement are considered. Features of audit procedures for different types of public procurement are identified. The recommended procedure and algorithm for auditing the correctness of determining the subject of procurement from the customer. The main mistakes and violations of the participants, which take place during the audit of compliance with public procurement, have been identified. The peculiarities of compliance audit at the stage of public procurement planning, pre-contractual and contractual relations in the electronic procurement system, as well as at the stage of use of procurement items are highlighted. It was emphasized that the responsible body should regulate issues related to the functioning of the electronic information system, platforms and web portal in the field of public procurement. The key elements of the Public Procurement Compliance Audit Standard (purpose, objectives, subject, objects, subjects, stages, methods, principles) are proposed.

Data were obtained through interviews with informants related to the implementation of the Electronic Procurement System (SPSE) In District Banjarnegara and conduct research on a data source in the form of archives, documents, statistical data, and other important texts related to the research. The analysis was performed in 3 (three) using the stages: data reduction, data presentation and conclusion Manufacture, Verification, and Reflection The results showed that the application of LPSE in the district. Banjarnegara has increased transparency in the procurement of government goods/services 5 (five) assessment indicators, namely Production, Efficiency, Satisfaction, excellence, and development to assess the extent of the effectiveness of the implementation of the SPSE in the district. Abstract:
In this study, the current level and prospects of digitalisation and automation of key economic pro-cesses in public and corporate procurement were assessed, as well as their role in improving the effi-ciency of procurement results. The work involved a combination of general scientific methods, includ-ing statistical and comparative analysis, the study of expert prognoses, a systematic approach, the method of optimal decision-making and expert evaluations. A comprehensive analysis of the digitalisa-tion and automation of procurement in the Russian Federation was carried out considering the regula-tory legislation on procurement (in terms of regulatory requirements). An expert conformity-assessment of the current digitalisation level of procurement business processes with the actual de-mands of economic agents was carried out. The results showed that regulated procurement in the Russian Federation undergoes the initial stage of digital transformation. The electronisation and auto-mation of procurement business processes are highly irregular under the duality in the procurement legislation. In a number of areas, this results in higher transaction costs for economic agents. It was also revealed that inadequate regulatory practices in specific processes significantly slow down their digital transformation. In the IT sector of state procurement, it is necessary to expand the use of inno-vative technologies. The dependence of critical IT infrastructure on foreign software and equipment should be minimal.

Furthermore, increases competition among the bidders participating in the tender and raises public awareness. E-procurement system increases efficiency of the procurement processes, through saving purchaser’s and potential supplier’s financial, human and time-consuming resources. Besides, the tender procedures are transparent and easy to understand for any person interested in it.It is effective and efficient for any country to use the state procurement electronic system, as it provides transparent procedures and eliminates competition restrictions, corruption and discrimination risks.

AbstractGreen Public Procurement is currently a voluntary instrument to promote Sustainable Consumption and Production and Sustainable Industrial Policy. Surveys in this field help to understand how individual States, Public Authorities and Organizations, are approaching this voluntary instrument and thus how far they support Eco-Innovations and Sustainable Economy. Our survey focuses on mapping of units of local self-governments in the Slovak Republic that carried out Green Public Procurement in the category of paper products through the Electronic Contracting System (ECS) in 2017. We consider local self-government units to be major consumers of paper products, especially because of their extensive administration, what makes them a target group to promote the use of Green Public Procurement in a given category in practice. The total number of contracts awarded through the ECS in 2017 was 471. As the results show, the share of Green Public Procurements in the total number of Public Procurements in the Slovak Republic in 2017 was not satisfactory. In order to improve the situation, it is necessary to further deepen the targeted dissemination of examples of good practice in Green Public Procurement.

The trend of corruption cases in the types of goods and services procurement cases handled by the Corruption Eradication Commission of the Republic of Indonesia in 2004-2019 shows an increasing number in every year. In certain types of case studies the implementation of e-Procurement with e-Cataloq is proven to play a role in reducing the risk of corrupt practices in public organizations. The objectives of this research are to build an e-Procurement implementation model in Indonesia especially on electronic identity card procurement, identify external factors that encourage individuals to commit fraudulent behavior and the approval of procurement process of government goods and services. We operate a qualitative method with a case study on the implementation of e-Procurement of electronic identity cards. The results of the study explained that the implementation model of the procurement of goods and services using the e-Purchasing method through the e-Catalog mechanism is the best e-Procurement implementation model in the procurement of government goods and services specifically for the case of procurement of electronic identity cards.

Along with the development of increasingly advanced technology, industrial companies under pressure of increased competition. One of the efforts is to improve business processes through procurement, in which there is the process of purchasing and inventory control. For the procurement performance, many companies are turning to e-procurement, a procurement transaction application of technology-based information which can reduce administrative activities, purchase and invoice process. As a multinational company engaged in the oil and gas industry, BP Indonesia implementing e-Procurement with two systems, namely the procurement card (pro-card) and e-bidding with Small Scale Electronic Procurement System (SSEP). The purpose of this study is to analyze and SSEP monitoring system, which in turn evaluate the system in terms of user satisfaction, so it can be things that need to be improved to increase user satisfaction. This study uses data collection by distributing questionnaires to vendors BP Indonesia using the SSEP system. The collected data will be analyzed by paired t-test and analysis of performance expectations. From the results of this study showed that SSEP system is running well but the performance should be improved with new innovations.

Public procurement is investigated in terms of results and maximum efficiency of allocation of financial resources of the national public budget. In the context of economic development, optimization of the management of public financial resources is based on improving the legislation on public procurement and the financing mechanism. Based on this, public procurement is a complex, multi-level, interdependent system, the functioning at the all public levels. The aim of the research is to conduct a comprehensive study of the main problems and features of public procurement financing in order to optimize public finance management at the national level and to develop recommendations for improving the public procurement system in the Republic of Moldova. The methodology is based on the structural research method. The article is based on a study of the public procurement system in the Republic of Moldova, analyzing its constituent elements. The analytical method was used to study the concept of public procurement. The study established the relationship between the ethical behavior of officials, the effectiveness of control and the implementation of information systems to optimize the system of financing public procurement in the Republic of Moldova. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurements” MTender.

In the today’s technological world, it is almost obvious that electronic procurement systems play a vital role in the management of the supply chain. This paper examined how adoption and use of electronic procurement systems in Homa Bay County Government contribute to value creation, reduction of overhead costs incurred during procurement processes as well as its contribution to the performance of their supply chain network. Primary data were gathered using questionnaires from all the 14 procurement personnel in the County Government and a sample of 81 supplies from their supply base. Regression results indicated that adoption and use of electronic procurement systems greatly improves performance of the supply chain partners (R2 = .835, p < .05) while resulting into procurement cost reduction, increased effectiveness among other benefits. From the findings, the study recommends full adoption and use of electronic procurement systems by the devolved governments to improve on procurement and supply chain performance.

This paper examines whether electronic procurement (e-procurement), which increases access to information and reduces personal interactions with potentially corrupt officials, improves procurement outcomes. We develop unique datasets from India and Indonesia and use variation in adoption of e-procurement within both countries. We find no evidence of reduced prices but do find that e-procurement leads to quality improvements. In India, where we observe quality directly, e-procurement improves road quality, and in Indonesia, e-procurement reduces delays. Regions with e-procurement are more likely to have winners come from outside the region. On net, the results suggest that e-procurement facilitates entry from higher quality contractors. Cases of corruption in Indonesia, especially in the sector of government procurement of goods and services, continue to increase every year. The government has reduce the rate of corruption in the procurement through electronic procurement. But the reality of corruption is still increasing. The authors are interested in building a conceptual framework for good governance and incorporating elements of local culture in electronic procurement to reduce corruption. The principle of good governance in electronic procurement can prevent corruption by applying the principles of participation, transparency, responsiveness, effectiveness, efficiency, equity, strategic objectives, accountability and local cultural values. The purpose of this research is to get a clear and measurable conceptual framework in reducing corruption in government procurement of goods and services. This research method is to use literature review with content analysis. The results of this study are that corruption can be reduced by using electronic procurement if it uses the principles of good governance and there are controlling variables, namely internal supervision, law enforcement and improvement of facilities, infrastructure, leadership commitment and improvement of human resources to carry out electronic procurement according to the rules.

The main objective of this study was to assess the influence of Strategic Organizational practices on the performance of electronic procurement in Tana River County Government, Kenya. The specific objectives of this study were; to establish the influence of Information Communication Technology infrastructure on the performance of electronic procurement in Tana River County Government, Kenya; to establish the influence of the employees' Information Technology competency on the performance of electronic procurement in Tana River County Government, Kenya to establish the influence of public procurement regulations on the performance of electronic procurement in Tana River County Government, Kenya and finally to establish the influence of managerial commitment on the performance of electronic procurement in Tana River County Government, Kenya. The study used a descriptive research design to obtain information from the selected respondents on the current status of the phenomena under investigation. The study was carried out in Tana River County in Kenya. The sample size of 116 representing 30% of the total population of 385 drawn from Procurement department staff, Accounts Department Staff, ICT department staff, Administrative Officers, and Prequalified Contractors and Suppliers. The respondents were purposively selected to participate in the study because they were the leading implementers of Strategic Organizational practices. The researcher used a questionnaire as a tool for data collection in the study. These entailed both primary data and secondary data. Preliminary data was collected from the sampled respondents, while Secondary data was collected from textbooks, journals, and magazines. The study included quantitative analysis of the data collected to help identify the gap in knowledge related assessment of the influence of Strategic Organizational practices on electronic procurement performance in Tana River County Government, Kenya. Quantitative analysis was done with the help of the Statistical Package for Social Sciences (SPSS) version 23 and was presented through the use of frequency distribution, charts, and tables. The study found that Strategic Organizational practices positively and significantly influenced the performance of Electronic procurement in Tana River County Government, Kenya; ICT infrastructure with (β =0.307, p˂ 0.05); Employees IT Competence with (β =0.582, p˂ 0.05); Public Procurement regulations (β =0.898, p˂ 0.05) and Managerial Commitment (β =0.427, p˂ 0.05).

Purpose The purpose of this paper is to present a review of research developments on the ecosystem of driving forces for electronic procurement (e-procurement) on project procurement and to propose directions for future research for an effective adoption and sustained usage. Design/methodology/approach A systematic literature review was conducted in three phases to identify and examine literature. A total of 68 papers were retrieved and were thoroughly reviewed to identify the drivers for e-procurement. Findings A total of 61 drivers were identified and subsequently developed into a categorization framework for synthesized understanding which reveals existing interrelationships. Although literature has consensus on some selected drivers, few studies have identified drivers relating to sustainability. Gaps were identified from the existing literature and directions for future research were proposed. Research limitations/implications Since this is a literature review, future research could conduct further investigations focusing on the research gaps identified. The framework developed presents a basis for further research to explore the drivers in various socio-economic environments. Practical implications This study provides valuable insights for improving the understanding of practitioners on the complex network of drivers for e-procurement. These findings stimulate discussions on benefits required for assessment in e-procurement adoption by practitioners. Originality/value This study provides the first comprehensive review of the drivers for e-procurement adoption in the construction industry, which was lacking in the existing body of knowledge.

Purpose Realizing value from information and communication technology (ICT) in procurement in developing countries is complex due to diverse stakeholders and intertwined procurement processes. The purpose of this paper is to examine the experience of the Government of Jamaica in leveraging ICTs as an intervention to transform its procurement operations and combat corruption. Design/methodology/approach The study examines conversations with employees in the Government of Jamaica to understand key milestones in its procurement history. Based on the view that the intervention context is an ecosystem where multiple and inconsistent views of the e-procurement system evolve over time, the study analyzes milestones to reveal key actions that contributed either to the initial success of or introduced challenges to the e-procurement system. Findings The findings suggest that inducing positive sentiments about the intervention through transparency will overcome a long history of negative sentiments about the initiatives of government bodies in general. Furthermore, positive sentiments may not be directly related to the e-procurement system. Research limitations/implications The study offers important insights that government bodies in similar contexts can apply to guide initiatives for transforming procurement operations. For instance, training should emphasize not only the technical aspects of the system from the perspective of different stakeholders but also their job descriptions. Future research may examine other initiatives in developing countries to compare the role of sentiments over time. Originality/value The study adopts a unique approach to understand the experience of a developing country in harnessing ICTs to transform procurement operations.

Introduction. In the civilized world, the principles of public procurement are based on austerity criteria; fairness and impartiality of contract award decisions; publicity of the procurement process; efficiency of the procurement process; the importance of accountability. The purpose of the research is to analyze the transfer of the procurement system in electronic format as an effective tool for the goods acquisition, works and services in order to financially support the functioning of state structures to serve public needs, which are maintained mainly at the expense of the state and local budgets. Results. The article deals with the concept essence of «electronic procurement» – that is the newest way of procurement, because it is the passing and controlling in the electronic environment of all stages of the procurement cycle, including marketing research, determining the range of economic agents, procedures for purchasing, placing orders, delivering and paying for them, budgeting and planning for purchases by government agencies. An efficient e-procurement system is highlighted, the key to which is the electronicization of the procurement process, which helps to reduce the operating costs of customers and suppliers; speeding up the procurement process and saving time; a wide range of suppliers; simple and convenient management of the procurement process; clear and transparent access to purchasing information. Conclusions. The electronic public procurement system makes it easier for participants to get started with the state, find the right procurement, submit a bid and win bidding, since all the procurement information is available on the procurement page, and in the change case in the tender documentation, all previous revisions of documents remain in the system, which can be downloaded and viewed. Such transparency of the procedure makes it possible to prevent corruption risks and is a way to develop democratic and open processes in society. Emerging technologies such as electronic procurement have rapidly become common practice in recent years. With the advent of internet technologies and open innovations, the traditional procurement system is transformed into an electronic procurement system. Technology adoption is influenced by multiple factors, including the adopter, technology, and ecosystem in which they function. Considering this, E-procurement is still being adopted slowly. This research aims to investigate the extension of the adoption of E-procurement and identify the relationships between the E-procurement technologies and green procurement practices across different sectors of ISO 14001-certified Malaysian enterprises. This research is supported by the Technology Acceptance Model, one of the significant theories of technology adoption. Using SPSS and SmartPLS, the survey data is analyzed quantitatively. The structural model explains 86% of the variance in green procurement and shows the positive significant relationship between green procurement and the E-procurement technology of the ISO 14001 firms. Consequently, adopting E-procurement technology would benefit company sustainability. A benchmark for ISO companies will be established, highlighting the importance of E-procurement technology in improving green procurement and supply chain efficiency. The study recommends that demand for environmentally friendly products and services be fueled by technology-based purchases, resulting in a greener supply chain.

Abstract:
The article considers the mechanisms of harmonization of procurement of goods, works and services (except for the purchase of consultants services) through the electronic system ProZorro in accordance with the requirements and rules of the World Bank. The regulatory framework of the World Bank in part of procurement has been researched. The problems that arose during the harmonization of public e-procurement procedures with the rules and requirements of the World Bank are highlighted. Conclusions are made about the advantages and disadvantages of the electronic system, taking into account the rules of the World Bank. Accented the potential risks, threats and shortcomings of the ProZorro system. Keywords: public procurement, the World Bank, ProZorro, procurement mechanisms, public procurement procedures.

Abstract:
Treaty of Rome of 1957 and following treaties on amending the Treaty of Rome contain a number of basic principles on which the EU is founded. Among these principles, the most important ones related to the public procurement are: prevention of discrimination based on nationality, free movement of goods; right and freedom of establishment of a business; the right to provide services. Spending of public money in Kosovo pursuant to the Law on Procurement is found on the following principles: economization and efficiency; equal treatment and non-discrimination; transparency; value for money. The average of open procedure application in EU countries is 73% based on notices, whereas in Kosovo is 82.80% based on notices. In the end of 2014, Kosovo commenced the development of electronic procurement platform. This project takes place within the Public Sector Modernization Project. The importance of the electronic procurement is stated in the statement of European Commission: “Modernization and opening of procurement markets across borders – including through the electronic procurement expansion – are crucial for the competition in Europe and creating new opportunities for businesses in EU”. A good procurement system in Kosovo will have an impact on elimination of negative phenomena (corruption and bad management) in the management of public expenditures from spending agencies, as well as an impact on increase of budget saving. Abstract:
University Libraries are sources of electronic resources that are accessible to users. The literature search results show that few studies discuss electronic resource procurement in Indonesian libraries. This article aimed to determine the procurement of electronic resources collections at the Sunan Kalijaga State Islamic University (UIN) Library. The study used a qualitative approach with a descriptive research method conducted at the UIN Sunan Kalijaga Library. Data collection techniques used structured interviews with seven informants. The analysis results showed seven main findings in the procurement process for collecting electronic resources: the target, budgeting, user specifications, single sign-on authentication, the right team, content duplication, and communication with vendors. The library analyzed the contents of electronic resources to be purchased. Libraries use Ministry and Institutional Work Plan and Budget (RKAKL) funds in their budgeting. Subscriptions to electronic resources are specially for undergraduate and postgraduate students. The Single Sign-On authentication system used is EZproxy. The Procurement team consists of the head of the library, deputy head of the library, technical service coordinator, and general reference coordinator. The duplication-checking process is carried out based on the subject. In the communication process with vendors, the team has coordinated well. The research findings contribute to Indonesia's electronic resources procurement management practices.
